Abstract:Social vulnerability assessment has been recognized as a reliable and effective measure for informing coastal hazard management. Although significant advances have been made in the study of social vulnerability for over two decades, China’s social vulnerability profiles are mainly based on administrative unit. Consequently, no detailed distribution is provided, and the capability to diagnose human risks is hindered. In this study, we established a social vulnerability index (SoVI) in 2000 and 2010 at a spatial resolution of 250 m for China’s coastal zone by combining the potential exposure index (PEI) and social resilience index (SRI). The PEI with a 250 m resolution was obtained by fitting the census data and multisource remote sensing data in random forest model. The county-level SRI was evaluated through principal component analysis based on 33 socioeconomic variables. For identifying the spatiotemporal change, we used global and local Moran’s I to map clusters of SoVI and its percent change in the decade. The results suggest the following: (1) Counties in the Yangtze River Delta, Pearl River Delta, and eastern Guangzhou, except several small hot spots, exhibited the most vulnerability, especially in urban areas, whereas those in Hainan and southern Liaoning presented the least vulnerability. (2) Notable increases were emphasized in Tianjin, Yangtze River Delta, and Pearl River Delta. The spatiotemporal variation and heterogeneity in social vulnerability obtained through this analysis will provide a scientific basis to decision-makers to focus risk mitigation effort.

Abstract:Coastal regions are highly vulnerable to the impacts of human activities, land cover change, sea level rise (SLR), and climate extremes. In this study, we attempt to address this issue by simulating the spatial interactions among natural hazards, ever-increasing human activities, and social vulnerability in the south coast of the Bohai Sea, China. It is found that the activities occurring on land, especially within coastal environments, such as agricultural pond and ports, and those in the ocean (tide and residual current) both impose disaster risks on the marine environment. In 2020, 25.2% of the total study area is highly vulnerable, which is 21% larger than that in 1997. The socially vulnerable areas are mainly distributed in the southeast coast of the Laizhou Bay. These areas should be strengthened to reduce and prevent the storm surge and flood disasters. Ultimately, we emphasize the urgent needs to implement effective policy measures for reducing tomorrow's risks from natural hazards.

How resilience is framed matters for governance of coastal social-ecological systems

Abstract:Effective governance of social-ecological systems (SES) is an enduring challenge, especially in coastal environments where accelerating impacts of climate change are increasing pressure on already stressed systems. While resilience is often proposed as a suitable framing to re-orient governance and management, the literature includes many different, and sometimes conflicting, definitions and ideas that influence how the concept is applied, especially in coastal environments. This study combines discourse analysis of the coastal governance literature and key informant interviews in Tasmania, Australia, demonstrating inconsistencies and confusion in the way that resilience is framed in coastal governance research and practice. We find that resilience is most often framed as (1) a rate of recovery from disturbance or (2) the process of acting in response to, or anticipation of, a disturbance. A third framing considers resilience as an emergent property of SESs. This framing, social-ecological resilience, accounts for multiple configurations of SES, which necessitates adaptation and transformation strategies to address changes across temporal and spatial scales. Coastal managers recognised the value of this third framing for governing coastal SESs, yet the confusion and inconsistency in the literature was also evident in how they understood and applied resilience in practice. Expanding the use of social-ecological resilience is essential for more effective coastal governance, given the dynamics of coastal SESs and the intensity of social, economic, and environmental drivers of change these systems face. However, this requires addressing the unclear, confused, and superficial use of resilience-oriented concepts in research and policy discourse.

Abstract:Coastal vulnerability is a spatial concept that identifies people and places that are susceptible to disturbances resulting from coastal hazards. Hazards in the coastal environment, such as coastal storms and erosion, pose significant threats to coastal physical, economic, and social systems. The theory of vulnerability has been an evolving idea over the past hundred years. In recent decades, improved technology and high-profile disaster events, has caused an increase in publications in the coastal hazards field. Modern approaches to understanding coastal vulnerability examine the complex systems that determine the spatial distribution of hazards, risks, and exposure. Consensus among today's researchers shows that coastal vulnerability is geographically dependent and requires place based investigations. This review examines over 200 coastal vulnerability related works. Through this extensive literature review, this research describes the evolution of vulnerability concepts, and the modem definition of vulnerability with the goal of providing a well-informed body of knowledge to be used in the advancement of resilience and increased sustainability in coastal areas.

Abstract:Coastal Virginia, a region with economic and strategic significance at the state and national level, has been experiencing the highest sea-level rise (SLR) on the Atlantic coast of the United States. This has been accompanied by a variety of climate hazards such as flooding and more frequent storms, initiating adaptation planning and decision-making on multiple governance levels. A spatial understanding of climate risk and its associations with socioeconomic vulnerabilities raises essential questions about the underlying roots of such associations and can help local governments prioritize social vulnerabilities in their adaptation efforts. Using coastal flooding as a climate stressor in this region, this paper conducts analyses that strive to help policymakers more effectively utilize social vulnerability in adaptation planning. The analysis reveals significant associations between climate risk, represented by flood risk, and social vulnerability measures such as poverty, access to infrastructure, education, and housing in certain parts of coastal Virginia. The paper then discusses how associations between vulnerability and climate risk in the region could influence policymaking on the local and state level. This research presents several empirical relationships that raise important questions regarding the drivers of social equity in the face of climate adaptation in coastal Virginia. The methodology developed in this study may be modified to assess social equity in climate adaptation in other coastal communities in the United States and possibly other countries. Such modification can help to illuminate the associations between location-specific social vulnerabilities, such as social safety net policies, and climate risks.

Planning Resilient and Sustainable Cities: Identifying and Targeting Social Vulnerability to Climate Change

Abstract:This research offers a new framework for assessing social vulnerability to climate change. A social vulnerability assessment trial was carried out for Chinese coastal cities at the county level. First, the 10 factors having the most influence on social vulnerability were identified. They are “House with no lavatory”, “House with no bath facilities”, “Employees in primary industry”, “Houses with no tap water”, “GDP in primary sector”, “Children”, “House with no kitchen”, “Rate of natural increase (RNI), “Employees in management sector”, and “Highly educated”. Second, indexes of social vulnerability, exposure, sensitivity, and adaptability were evaluated and mapped to examine their spatial pattern. The results demonstrate that the distribution of exposure index (EI) is similar to that of social vulnerability index (SVI): many counties are categorized at the medium level while a few counties belong to the high or low categories. The distribution of adaptability proves that it should be paid more attention, as 30.14% of its counties belong to the lowest level. After calculating the Getis-Ord Gi* statistic of SVI, two cold spots and two hot spots are identified. Third, the relationship between urban development and social vulnerability are discussed. During urbanization, there are evident differences of SVI between urban and rural areas. Urbanization can help city districts reduce social vulnerability, while creating more social vulnerability in the coastal counties. For the districts, more adjustment strategies and work should be applied in the dimension of exposure during urbanization. For the counties, the prominent problem to be faced is an increase in sensitivity.

Abstract:The coastal zone serves as a crucial hub for economic and population concentration. Amid the context of high-intensity development and global climate change, uncertain risks from diverse sources—including extreme weather events (i.e., high temperatures, typhoons, and excessive precipitation), natural disasters (i.e., floods, tsunamis, landslides, and mudslides), and societal disruptions (i.e., economic crises and viral diseases)—are escalating rapidly. Enhancing coastal resilience to minimize these risk impacts is progressively becoming a mandatory requirement for the sustainable development of coastal zones. However, existing research primarily focuses on distinct disasters, the ecological environment, or specific socio-economic aspects, thereby lacking a comprehensive theoretical framework and thorough analysis of the factors influencing coastal resilience. Here, we construct a theoretical framework centered on the unique traits and processes of coastal resilience, analyze the spatiotemporal evolution characteristics of coastal resilience from a grid and administrative division standpoint, and utilize geographic detectors to determine the factors influencing coastal resilience while considering the modifiable areal unit problem (MAUP). Our findings indicate that: (1) Coastal resilience in the East China Sea (ECS) initially declined but then increased, transitioning from a lower to a medium level. Barring the pressure index, other dimensional indices had an upward trend; (2) Continuous improvements were observed in coastal resilience across different land uses. Forests, waters, and oceans demonstrated higher resilience levels than other lands, with construction land resilience developing swiftly. The effect of changes in land use types on coastal resilience showed a rapid initial increase and subsequent decrease; (3) The change pattern of coastal resilience in the ECS is mainly unchanged and slightly increased. Areas with the most drastic changes were concentrated in Shanghai, northern Zhejiang, and central Fujian, with the main change patterns continuously rising; (4) The primary factors influencing coastal resilience in the ECS included gross domestic product and infrastructure construction level. Advanced industrial structure, technological and educational prowess, and effective government management are important determinants of coastal resilience development. The significance of human factors continues to grow. Our findings offer valuable insights for optimizing national spatial planning of coastal zones, responding to internal and external impacts, achieving resilient coastal zones, and implementing a comprehensive sustainable management approach.

Integrating Typhoon Destructive Potential and Social‐Ecological Systems Toward Resilient Coastal Communities

Abstract:Abstract The resilience of coastal communities becomes a critical issue of the social‐ecological system adapting to impacts from hazards on coastal well‐being. This paper formulates a framework integrating typhoon destructive potential and social‐ecological system from a perspective of coastal resilience. Typhoon destructive potential is interpreted using the Power Dissipation Index as a metric. We use the distributional models in geographic information systems to identify the spatial hotspots of high Power Dissipation Index along the coast of Mainland China. Furthermore, we evaluate the community resilience in all identified hotspots with place‐based indicators within five potential dimensions (Social, Ecological, Institutional, Economic, and Safety). Though the results show no significant long‐term trends in the typhoon destructive potential, statistically significant interdecadal variations are identified in different hotspots during 1949–2014. The resilience assessment results reveal that ecological (predisaster defense) and safety resilience (postdisaster support) are critical issues in achieving coastal community resilience. We argue that improving the ecological stewardship (having great predisaster defense) and adopting integrated approaches contribute to resilience enhancement, providing opportunities to support all the dimensions of community resilience via improving the social‐economic‐ecological nexus. The integration of typhoon destructive potential and social‐ecological system helps to achieve Sustainable Development Goal 13 through risk‐informed decision‐making. The results from this study have important policy implications for local‐scale planning incorporating place‐based indicators.
Categorizing Social Vulnerability Patterns in Chinese Coastal Cities

Abstract:Coastal cities play a leading role in world development; however, they are highly vulnerable to natural disasters given their specific locations and rapid urbanization pace. Characterizing the social vulnerability of coastal cities to hazards should provide critical references for coastal management. This paper developed a composite social vulnerability index (SVI) for Chinese coastal cities by integrating 17 indices from three aspects (exposure, sensitivity and adaptive capacity) that shaped the vulnerability of urban society to hazards; and then verified SVI effectiveness by quantifying its correlation with the total economic loss of hazards. Social vulnerability patterns along the Chinese coast in 2000, 2005 and 2010 were then obtained. Results showed that cities around the Bohai Bay generally presented lower SVI values in the three years. Cities in the eastern and southeastern coast generally had higher SVI values in space but became lower with time. Conversely, SVI values became higher for cities in Hainan and Guangxi Province. The clustering approach categorized the 53 cities into different groups according to their profiles of vulnerability. These categorized groups could facilitate more targeted coastal management options. This paper highlighted that adaption should be incorporated in analyzing the reaction of urban society to hazards. The SVI was believed to be an applicable and reliable tool to inform coastal management.
Fuzzy-based vulnerability assessment of coupled social-ecological systems to multiple environmental hazards and climate change

Abstract:Climate change and combining related parameters of environmental hazards have left a considerable challenge in assessing social-ecological vulnerability. Here we integrated a fuzzy-based approach in the vulnerability assessment of mangrove social-ecological systems combining environmental parameters, socio-economic, and vegetative components from exposure dimensions, sensitivity and adaptive capacity along the northern coasts of the Persian Gulf and the Gulf of Oman for the first time. This study aims to provide critical information for habitat-scale management strategies and adaptation plans by assessing the vulnerability of mangrove social-ecological systems. This study provides a methodology framework that consists of five steps. Step 1: We combined the fuzzy weighted maps of seven environmental hazards, including tidal range, maximum wind speeds, drought magnitude, maximum temperatures, extreme storm surge, sea-level rise, significant wave height, and social vulnerability. This map combination determined that the computed exposure index is from 1.07 to 4.32 across the study areas, with an increasing trend from the coasts of the Persian Gulf to the Gulf of Oman. Step 2: We integrated the fuzzy weighted maps of four sensitivity variables, including area change, health change, seaward edge retreat, and production potential change. The findings show that the sensitivity index is from 1.40 to 2.64 across the study areas, increasing the trend from the Persian Gulf coast to the Gulf of Oman. Step 3: Besides, we combined the fuzzy weighted maps of three adaptive capacity variables, including the availability of migration areas, recruitment, and local communities' participation in restoration projects and education programs. The result showed that the index value across the study areas varies between 0.087 and 2.38, decreasing the trend from the Persian Gulf coast to the Gulf of Oman. Step 4: Implementing fuzzy hierarchical analysis process to determine the relative weight of variables corresponding to exposure, sensitivity and adaptive capacity. Step 5: The integration of exposure, sensitivity and adaptive capacity and the vulnerability index maps in the study areas showed variation from 0.25 to 5.92, with the vulnerability of mangroves from the west coast of the Persian Gulf (Nayband) decreasing towards Khamir, then increasing to the eastern coasts of the Gulf of Oman (Jask and Gwadar). Overall, the results indicate the importance of the proposed approach to the vulnerability of mangroves at the habitat scale along a coastal area and across environmental gradients of climatic, maritime and socio-economic variables. This study validated the findings based on the ground truth measurements, and high-resolution satellite data incorporated the Consistency Rate (CR) in the Fuzzy Analytic Hierarchy Process (FAHP). The overall accuracy of all classified remote sensing images and maps consistently exceeded 90%, and the CR of the 25 completed questionnaires was <0.1. Finally, this study indicates differences in vulnerability of various habitats, leading to focus conservation completion and rehabilitation and climate change adaptation planning to support the Sustainable Development Goal (SDG)-13 implementation.
Governance innovations in the coastal zone: Towards social-ecological resilience

Abstract:Innovation is championed to enable transformation towards social-ecological resilience in coastal communities. Yet, innovation in coastal areas is not well understood with limited research concerning the nature of innovations and determinants of success. Analysis of interviews with 68 coastal and community key informants in Australia's most rapidly growing coastal communities revealed that despite high levels of individual capacity (e.g., among coastal managers and community service providers) and good-practice policy, most innovations were limited in scale and insufficient for transformative change. All too familiar barriers included limited financial and human capacity, and a culture of 'failure avoidance' in government. Nevertheless, a small number of exemplars avoided these constraints by implementing systemic solutions that addressed socio-ecological challenges and built community resilience. Individual and community capacity for such innovation was built prior to crisis events and consisted of experience/knowledge, extensive and diverse social networks, and resource mobilisation skills. The findings provide further evidence of the critical importance of investing in communities before, during, and following crisis—in other words, continually.

Abstract:Around the globe, coastal communities are increasingly coping with changing environmental conditions as a result of climate change and ocean acidification, including sea level rise, more severe storms, and decreasing natural resources and ecosystem services. A natural adaptation response is to engineer the coast in a perilous and often doomed attempt to preserve the status quo. In the long term, however, most coastal nations will need to transition to approaches based on ecological resilience—that is, to coastal zone management that allows coastal communities to absorb and adapt to change rather than to resist it—and the law will be critical in facilitating this transition. Researchers are increasingly illuminating law's ability to promote social-ecological resilience to a changing world, but this scholarship—mostly focused on U.S. law—has not yet embraced its potential role in helping to create new international norms for social-ecological resilience. Through its comparison of coastal zone management in Australia, Finland, and the Netherlands, this article demonstrates that a comparative law approach offers a fruitful expansion of law-and-resilience research, both by extending this research to other countries and, more importantly, by allowing scholars to identify critical variables, or variable constellations associated with countries' decisions to adopt laws designed to promote social-ecological resilience and to identify mechanisms that allow for a smoother transition to this approach. For example, our comparison demonstrates, among other things, that countries can adopt coastal zone management techniques that integrate social-ecological resilience without fully abandoning more traditional engineering approaches to adapt to environmental change and its impacts.

Abstract:This theoretical paper provides a new perspective on coastal vulnerability analysis by combining geography and psycho-social approaches. Most studies on perceptions of coastal risks report that people who are exposed have a low level of perceived vulnerability (they are not anxious), strong place attachment (they love their living place and want to live close to the sea) and are resistant to changes in adaptation strategies (they do not want to move away). For natural scientists and managers, these findings usually appear as paradoxes that enhance vulnerability and lead to these people being labelled 'irrational', 'in denial', 'uninformed' or 'uneducated'. Based on our long-term studies among coastal inhabitants in France, we believe that using Social Representations Theory (SRT) in this context enables us to go beyond these preconceived and individual-centred ideas towards a more contextualized view. This position extends theoretical risk/vulnerability research and is applicable to coastal risk management.
Driving Factors for Social Vulnerability to Coastal Hazards in Southeast Asia: Results from the Meta-Analysis

Abstract:Several decades of research has produced considerable understanding of the complex and interacting factors contributing to the construction of social vulnerability to natural hazards. However, natural hazards remain a considerable challenge to poverty reduction and development in many countries around the world and particularly in South and Southeast Asia. The objective of this paper is to undertake a comprehensive systematic analysis of the scientific literature on coastal hazards to identify the factors contributing to hazard vulnerability, to determine the relationships between them, and to review recommendations for vulnerability reduction. With the employment of meta-analysis methodology, 361 social-economic impacting factors to vulnerability are determined, as well as the complex causal relationship between them. Combined with the analysis on the current popular recommendations in the literature, some important insights into the gaps between the driving factors and the coping policy and measures are concluded.
A synthetic water-heat-vegetation biodiversity nexus approach to assess coastal vulnerability in eastern China

Abstract:Climate change pressure and biodiversity degradation in coastal regions have caused an increase in urban vulnerability. Current coastal vulnerability studies fail to consider the interactions among the perturbations. Increases in such interactions contribute to the indeterminate changes in the ecosystem productivity and impact on human well-being. Therefore, by integrating water, heat, and vegetation biodiversity (WHB) indicators using catastrophe theory in the study, the interaction among subsystems was explored to expound on the multi-effect of the urban. The results showed that (1) the overall vulnerability of China's coastal cities has increased, and high-value areas were mainly distributed in the three southern provinces; (2) the spatial-temporal pattern of vulnerability was highly heterogeneous. As low-low clusters, Shanghai and its surrounding cities exhibited spatial aggregation characteristics; (3) social, physical and financial capitals were the first three main adaptive capacity factors. The distance-based linear model (DistLM) evidenced that per capita GDP, and road density explained about 30 % and 10 % of the difference in vulnerability variation. The proposed framework could help decision-makers detect how vulnerable coastal areas exposed to WHB impacts are, with crucial implications for future sustainable management.

Abstract:Several intergovernmental agreements highlight the need for resilience in the face of environmental and societal challenges. Coastal systems are particularly complex and susceptible to global climate change, and building human resilience to future changes is of high priority. While the concept of resilience has historically been associated with stability to perturbations, the notion of transformation within the social-ecological resilience (SER) approach has recently gained importance in ecosystem management. In order to operationalize resilience in the context of coastal governance in a changing climate, a better understanding of the concept is required. This paper provides an overview of different approaches to resilience, including stability and transformation, in order to understand resilience as a concept in a coastal governance context. Subsequently, we propose five steps and three types of knowledge (system, target, transformative) with which to embed SER in coastal governance. In addition, we consider scale and system boundaries; identify (un)desirable system characteristics and the role of normative goals and common visions in resilience management. Finally, we highlight the central role that local actors and information services play in fostering a two-way exchange between science and society and tailoring solutions for establishing or enhancing SER to the needs of local actors. We conclude that the navigation between stability and transformation within the concept of resilience is central to finding sustainable future pathways in the face of climate change.

Abstract:With growing shoreline populations and projections of damage and losses from coastal natural hazards, such as hurricanes and nor'easters, coastal community resilience has attracted increasing attention. To ensure coastal communities return to their normal operating conditions with original functionality, many aspects, such as social impacts, economic costs, and the physical integrity and safety of building infrastructures, require consideration to better predict future damage and vulnerability, leading to improved decision-making to mitigate future threats. In this study, an interdisciplinary framework linking social, economic, and infrastructural community resilience is proposed to project structural damage, morbidities, home displacements, and economic losses. Through Monte Carlo simulation of historical weather and vulnerability data, potential physical damage scenarios are predicted. A case study of residential building hurricane vulnerability of a coastal community is presented, and the effects of elevating buildings are evaluated. The physical damage projections indicate that the elevation of houses closest to shore, which have a higher vulnerability to hurricane storm surge damage and consequent socioeconomic impacts, shows the potential to drastically reduce cumulative hurricane-induced damage, potentially leading to substantial reductions in cumulative socioeconomic hurricane-induced losses.

Abstract:The escalating threat of climate change has placed global coastal communities at risk, with rising sea levels and intensified storm events presenting unprecedented challenges. Coastal vulnerability assessments, conducted every 3–5 years, are crucial. This empirical study assesses the Coastal Vulnerability Index (CVI) for the distinct coastal contexts of Dawlish, Happisburgh (England), and Aberystwyth (Wales). The CVI method consists of the Physical Coastal Vulnerability Index (PCVI) and the Economic Coastal Vulnerability Index (ECVI), which provide a multidimensional assessment of vulnerability for coastal zones. This integrated index allows for a nuanced evaluation of vulnerability, distinguishing between sites based on various factors. Additionally, this study conducted a correlation analysis to understand the associations between the parameters. The findings demonstrate that physical features like beach and dune widths significantly impact a location's natural defences, and economic factors such as property values and population density are equally crucial in determining societal risks and potential financial repercussions. The Combined Coastal Vulnerability Index (CCVI) results confirm the effectiveness of incorporating a diverse range of variables. Despite its substantial economic value, it reveals that Dawlish requires targeted protective measures, whereas Happisburgh needs an increased focus on its most vulnerable sectors. Aberystwyth emerges as the area with the highest overall vulnerability, underscoring the need for comprehensive coastal management practices. The study's conclusions emphasize the essential role of adaptive, integrated management strategies in enhancing coastal resilience against the complex threats posed by climate dynamics. Moving forward, the indices established herein advocate for their use in strategic planning and policymaking to strengthen coastal regions in the face of sea-level rise and climatic variability. This investigation lays the groundwork for future research, aimed at refining and expanding these methodologies, aspiring to develop a detailed national coastal vulnerability atlas, a critical tool for informed decision-making and safeguarding at-risk communities.

Abstract:Coastal ecosystems and human communities are threatened worldwide by climate change, and shocks from social, market and political change. There is an urgent global need to promote resilient food production and livelihoods in the face of these shocks. Small-scale fisheries (SSF) in rural settings can be particularly vulnerable as they frequently lack the resources, rights and infrastructure to respond to shocks originating outside the focal systems. We examined ecological and social outcomes of environmental extremes in a SSF socio-ecological system (SES) by using long-term oceanographic (between 2010-2019) and ecological (2006-2018) data tracking change in a kelp forest ecosystem of Baja California, Mexico, and concurrent documentation of proactive and reactive actions of a fishing community organized in a cooperative. Results indicate a complex landscape of 'winners' and 'losers' among species and fisheries exposed to unprecedented environmental extremes, including marine heat waves and prolonged hypoxia, and a suite of adaptive actions by the local fishing cooperative, and others in the region, that have helped confront these rapid and drastic changes. Cooperatives have established voluntary marine reserves to promote recovery of affected populations and have invested in diversification of activities enabled by access rights, collective decision-making, and participatory science programs. Results indicate that local actions can support social and ecological resilience in the face of shocks, and that enabling locally-driven adaptation pathways is critical to resilience. This case study highlights the crucial importance of strengthening and supporting rights, governance, capacity, flexibility, learning, and agency for coastal communities to respond to change and sustain their livelihoods and ecosystems in the long run.

Gold Coast, Australia, ISSN 0749.0208 This paper argues that important insights for improved coastal management can be gained by examining complexities involved in defining vulnerable coastal environments and communities. Vulnerability has emerged as an important concept in understanding and managing coastal environments: yet a significant degree of conflict has been associated to the use of the term. Definitions of vulnerability have been contested in terms of the nature of, and the driving forcing underpinning, vulnerable environments. However, conflicts also surround the very concept itself, in particular efforts towards identifying a true definition of the term. The paper suggests that such conflicts highlight the fact that the definition of a coast as vulnerable is not a neutral act. Conceptualising vulnerability must be considered not only as a technical matter but in terms of social relationships between those involved in coastal management. This necessitates that scientists, policy-makers and other stakeholders involved in managing the coast, consider vulnerability analysis a comprehensive systems assessment of coastal environments and communities. The learning process, through which such a comprehensive assessment is achieved, is critical to creating new and more useful insights into the behaviour of the total coastal system. Simplifying vulnerability for coastal management has occurred at the cost of the essential complexity of coastal systems. If vulnerability analysis is to make a significant contribution to sustainable management of 21st Century coasts, we must be certain to retain this complexity in our approaches to understanding the term.
