Abstract:A pesar de la mucha literatura académica dedicada al estudio del nivel de divulgación y transparencia de los municipios españoles, poco se conoce acerca de estos niveles en los ayuntamientos de mediano y pequeño tamaño. Este trabajo pretende rellenar esa laguna de la literatura ofreciendo un estudio del nivel de transparencia de todos los municipios de la comunidad autónoma española del Principado de Asturias, particularmente de los 75 municipios no evaluados por Transparencia Internacional España en su Índice de Transparencia de Ayuntamientos (ITA). Para ello hemos aplicado la metodología 2012 del ITA ajustando los criterios al tamaño de la población en estudio. Los resultados muestran un panorama desolador con niveles alarmantemente bajos, especialmente para los aspectos de transparencia financiera y presupuestaria. No obstante, aparentemente existe una relación ligeramente positiva entre la población del municipio y el nivel de transparencia. Además, nuestros resultados muestran que la distribución del índice es similar a la que ofrecían los municipios españoles de gran tamaño en los años previos a la implantación del ITA. Por ello creemos que se hace necesario extender la evaluación de la transparencia mediante índices de alto impacto mediático al mayor número posible de ayuntamientos españoles. Despite the large research on the disclosure and transparency level of Spanish local governments, little is known about it when measured on medium and small sized municipalities. This study intends to fill the gap in the literature by providing an inquiry into the levels of transparency of all municipalities in the Spanish autonomous community of the Principality of Asturias, especially focused on the 75 local governments that are not evaluated in the Index of Municipalities (ITA) carried out by Transparency International Spain. To this end, we have applied ITA-2012 methodology adapting it to the particularities of medium and small sized municipalities. The results show a bleak picture and alarming figures, especially for financial and budgetary transparency. However, our results display a slight positive relationship between the size of the municipality and the level of transparency. Furthermore, the frequency distribution for the index is quite similar to that of the larger Spanish municipalities in the years prior to the implementation of the ITA. We therefore believe that evaluation of transparency by means of high-media impact measures should be extended to include as many as possible local governments.
