Change in Singapore Green Policy during the Transition Period from a "Garden City" to a "City in a Garden"

Abstract:Singapore, famous as a “Garden City,” has changed its urban design concept to that of a “City in a Garden.” This study aims to examine how Singapore changed its green policy in response to the newly-adopted concept. We categorized items included in the green plans established during the transition period from “Garden City” to “City in a Garden,” specifically in 1991, 2001 and 2013, and compared the green measures adopted in three different years to examine their characteristics. The results showed that Singapore has shifted its policy from outbound- to domestic- oriented, has made the infrastructure green-conscious, and has made the existing green network denser and more solid.
