Abstract:China is the world's largest capture fisheries and aquaculture producer. Over recent decades, China's domestic marine catch composition has changed markedly, from large volumes of a few high-valued food species to multiple, small, low-valued, species, a significant proportion of which is primarily used as animal, especially fish, feed. Despite the growing volume and economic importance of the feed catches, their species composition, catch volumes and socio-environmental impacts are all poorly understood. Based on a nationwide survey of >800 fishing vessels, and the identification and measurement of >12,000 fish and invertebrate individuals, the present study provides an overview of the feed component of China's domestic marine catch, by volumes, species and sizes, and found it to be substantial and biologically unsustainable. Half of the trawler catch (3 million metric tons, mmt), or 35% of the total catch (4.6 mmt) in China's exclusive economic zone, are now comprised of low-valued "feed-grade fish". The present study identified 218 fish species, 50 crustaceans and five cephalopods, and of these, 102 fish species were food species with 89% individuals in their juvenile size ranges. Feed-grade fish were mainly used as aquaculture feed directly, or indirectly, through the feed industry after reduction to fishmeal and fish oil. The unparalleled scale and poor fisheries resource condition of China's domestic marine fisheries, in parallel with severe overfishing of juveniles, creates a demand for fundamental changes to fishery management practices, including a significant reduction of fishing effort to ensure productivity and ecosystem resilience.
Marine seafood production via intense exploitation and cultivation in China: Costs, benefits, and risks

Abstract:Identifying strategies to maintain seafood supply is central to global food supply. China is the world's largest producer of seafood and has used a variety of production methods in the ocean including domestic capture fisheries, aquaculture (both freshwater and marine), stock enhancement, artificial reef building, and distant water fisheries. Here we survey the outcomes of China's marine seafood production strategies, with particular attention paid to the associated costs, benefits, and risks. Benefits identified include high production, low management costs, and high employment, but significant costs and risks were also identified. For example, a majority of fish in China's catches are one year-old, ecosystem and catch composition has changed relative to the past, wild and farmed stocks can interact both negatively and positively, distant water fisheries are a potential source of conflict, and disease has caused crashes in mariculture farms. Reforming China's wild capture fisheries management toward strategies used by developed nations would continue to shift the burden of production to aquaculture and could have negative social impacts due to differences in fishing fleet size and behavior, ecosystem structure, and markets. Consequently, China may need to develop novel management methods in reform efforts, rather than rely on examples from other large seafood producing countries. Improved accounting of production from fisheries and aquaculture, harmonization and centralization of historical data sets and systematic scientific surveys would improve the knowledge base for planning and evaluating future reform.

High-Quality Development Strategy of Fisheries in China

Abstract:China has the world’s largest fisheries industry that has provided a healthy and high-quality food source. Currently, guaranteeing national food security, implementing an all-encompassing approach to food, and establishing a diversified food supply system all pose a great demand for the high-quality development of China’s fisheries industry. This study explores the development status and trend of fisheries in China from the aspects of fishery resources and capture, aquaculture and marine ranching, and aquatic product processing and circulation, and examines major problems through industry research and extensive discussion. Industry development goals and key measures are further proposed. Results found that the pressure on offshore capture is too high, understanding of deep-sea and polar resources is insufficient, the independent capability of technologies and equipment is inadequate, the mechanized, automatic, and intelligent levels of aquaculture are low, high-quality feed and raw materials rely heavily on imports, the basic software and hardware capabilities of the intelligent fisheries are deficient, and the aquatic product processing capacity is lagging behind. Therefore, the following key measures are proposed: conservation and restoration of offshore fishery resources, development and scientific utilization of deep-sea fishery resources, construction and application of a new technology system for green and healthy aquaculture, research and application of deep-sea aquaculture platform technologies, construction and promotion of new aquaculture models, and green processing and high-value utilization of aquatic products.Through the high-quality development of fisheries, China is expected to become advantageous in fisheries science and technology by 2035, with a total output of 8.1×107 t of aquatic products. By 2050, intelligent fisheries is expected to be realized in China, outputting 1×108 t of aquatic products.

Abstract:As the world’s leading fish producer, exporter and consumer State, China must act decisively to eradicate national and international commerce in wild-capture species derived from illegal, unreported, and unregulated (IUU) fishing. In 2019 China launched an overhaul of its 1986 Fisheries Law with a draft statute subject to the deliberation of the National People’s Congress. In this policy brief, we argue that China should not miss the opportunity but proactively align with the global paradigm shift toward responsible and sustainable fisheries management. To amend the patchy legal framework and implement the rule of law ahead, we suggest technology-enabled traceability and market-responsive solutions to help the country mitigate illicit capturing, processing, and transaction events infiltrating from bait to plate.

Abstract:China is the world’s largest producer of aquaculture and capture fisheries. How this country develops its aquaculture sector and whether such development can relieve pressure on wild fisheries remain a contentious issue in the past and for the future. This study aims to provide a broad assessment on the impact of aquaculture development in different periods on marine wild fisheries on the basis of aquaculture and marine wild fish catch data from all the coastal provinces of China. China’s aquaculture and capture fisheries have undergone substantial changes. From 1989 to 2002, China’s aquaculture, especially mariculture, had a strong relationship with marine wild fisheries. However, from 2003 to 2018, the impact of mariculture was weakened, whereas that of freshwater aquaculture had increased. Although aquaculture still puts pressure on marine wild fisheries, China’s aquaculture is currently moving toward sustainable development pattern with low input and high output. These results provide the first statistical evidence on the effects of aquaculture development on marine wild fisheries and contribute to the sustainable management of China’s aquaculture and marine capture fisheries.

Abstract:Contribution of fisheries and aquaculture to global food security is linked to increased fish consumption. Projections indicate that an additional 30–40 million tonnes of fish will be required by 2030. China leads global aquaculture production accounting for 60% in volume and 45% in value. Many changes in the Chinese aquaculture sector are occurring to strive towards attaining environmental integrity and prudent use of resources. We focus on changes introduced in freshwater aquaculture developments in China, the main source of food fish supplies. We bring forth evidence in support of the contention that Chinese freshwater aquaculture sector has introduced major paradigm changes such as prohibition of fertilisation in large water bodies, introduction of stringent standards on nutrients in effluent and encouragement of practices that strip nutrients among others, which will facilitate long-term sustainability of the sector.

Abstract:China is a key player in global production, consumption, and trade of seafood. Given this dominance, Chinese choices regarding what seafood to eat, and how and where to source it, are increasingly important-for China, and for the rest of the world. This perspective explores this issue using a transdisciplinary approach and discusses plausible trajectories and implications for assumptions of future modeling efforts and global environmental sustainability and seafood supply. We outline China's 2030 projected domestic seafood production and consumption through an examination of available statistics, and qualitatively evaluate these in relation to key stated Chinese policy targets, consumer trends, and dominant political narratives. Our analysis shows that by 2030 China is likely to see seafood consumption outstrip domestic production. To meet the seafood gap China will likely attempt to increase domestic freshwater and offshore aquaculture, increase seafood imports, possibly expand the distant water fishing industry, and invest in seafood production abroad.

Abstract:China has dominated global aquaculture production for more than two decades. Aquaculture production in China increased from 24.6million metric tons (mmt) in 2000 to 47.5mmt in 2014, an increment of 93.1%. Along with the fast-growing aquaculture industry, aquafeed production in China increased from 5.1mmt in 2000 to 19.0mmt in 2014, an increment of 272.5%. However, despite the rapid increase in aquafeed production, the fishmeal usage in aquafeeds in China has remained stable over the years. Fishmeal imports into China remained relatively steady at 1.0-1.5mmt per annum from 2000 to 2014. An often unacknowledged fact is that China contributes more than 60% to the world aquaculture production at a cost of only 25-30% of the world fishmeal output. This review attempts to explain why the fishmeal usage has not increased proportionately with the increasing aquafeed production in China from several angles: (i) the current status of fishmeal usage in Chinese aquaculture; (ii) the relationship between the decreasing dietary inclusions of fishmeal and improved feed techniques, especially the use of alternative protein sources for fishmeal; (iii) the dominance of Chinese aquaculture by low trophic level species of plants, filter feeders, herbivores and omnivores and consequent low demands for fishmeal; and (iv) the increasing price of fishmeal and the management of exploitation of wild fisheries in the main fishmeal exporting countries to China. The trends and prospects of fishmeal usage in the future in Chinese aquaculture and the associated consequences are also addressed. Like other countries, China is now actively developing both resource conservation-based capture fisheries and environment-friendly freshwater and marine aquaculture systems. Aquaculture will be the main source of aquatic food in the future and will also indirectly contribute to save the world wild fisheries, and China will be main player that will continue to contribute towards this end.

Abstract:Fish (finfish or shellfish) has been classified as healthy by health professionals despite containing contaminants, since fish is high in long-chain n-3 polyunsaturated fatty acids which have multiple beneficial health effects such as decreased risk of stroke via anti-thrombotic and vasodilative effects, increased heart rate variability, reducing serum triacylglycerol and blood pressure, anti-inflammatory activities, improving visual function, improving attention-deficit conditions/ hyperactivity disorder, schizophrenic and dementia; and may be effective in managing depression in adults. All these beneficial effects are thought to be mediated through altering cell membrane composition, fluidity, receptors and membrane-bound enzymes, gene expression and eicosanoid production. However, natural marine and freshwater fish populations are declining as a result of over-fishing, temperature and climate changes etc. To re-establish and maintain the fish population in China, fishing has been banned for 2-3 months during specified periods of the year, which differs depending on the area, since 1995. The fish population has recovered since implementation of these banned fishing periods, and thereby maintaining the sustainability and affordability of fish. Aquaculture products have had a significant contribution to China's food system, with significant increase in output over the past few decades, from one million tons in 1978 to 32 million tons in 2007. Aquaculture fish represents a higher portion of total aquatic products compared with natural marine and freshwater fish, which has only been achieved in China, and this has contributed greatly to food and health security. China's success in this area is a good model for other developing countries.

Abstract:China's 13th Five-Year Plan, launched in March 2016, provides a sound policy platform for the protection of marine ecosystems and the restoration of capture fisheries within China's exclusive economic zone. What distinguishes China among many other countries striving for marine fisheries reform is its size-accounting for almost one-fifth of global catch volume-and the unique cultural context of its economic and resource management. In this paper, we trace the history of Chinese government priorities, policies, and outcomes related to marine fisheries since the 1978 Economic Reform, and examine how the current leadership's agenda for "ecological civilization" could successfully transform marine resource management in the coming years. We show how China, like many other countries, has experienced a decline in the average trophic level of its capture fisheries during the past few decades, and how its policy design, implementation, and enforcement have influenced the status of its wild fish stocks. To reverse the trend in declining fish stocks, the government is introducing a series of new programs for sustainable fisheries and aquaculture, with greater traceability and accountability in marine resource management and area controls on coastal development. As impressive as these new plans are on paper, we conclude that serious institutional reforms will be needed to achieve a true paradigm shift in marine fisheries management in China. In particular, we recommend new institutions for science-based fisheries management, secure fishing access, policy consistency across provinces, educational programs for fisheries managers, and increasing public access to scientific data.

Abstract:As the country with the world’s largest fishing capacity, China suffers from the depletion of living marine resources, mainly caused by overexploitation, the effects of which also distinctly influence global sustainable utilization of marine resources and maritime order. The country has implemented a series of measures to control its national fishing capacity, notably since the late 1980s, and strongly expressed its responsibility and commitment to sustainable resource utilization in the 13th Five-Year Plan (2016–2020). This study quantitatively assesses the effect of China’s fishing capacity management efforts by examining changes in the fishing capacity of marine capture fisheries by region from 1979 to 2019 in Chinese waters, based on window data envelopment analysis (DEA), and further proposes directions for policy adjustment. The results suggest that China’s coastal and offshore fisheries are still subject to overcapacity of approximately 20%, despite major corrective efforts invested in past decades. This implies that China needs to further improve its fishing capacity management and set clear objectives, as determined by the availability of resources and regional features. Global fisheries management’s focus is shifting from input to output control, but overcapacity still threatens the sustainable use of fisheries resources in China and poses obstacles to other systems.

Abstract:China (excluding Hong Kong, Macao and Taiwan, unless specified) is the greatest contributor to the total catch of global marine fisheries. As such, data about the degrees of exploitation and developmental dynamics of its fisheries are essential to evaluate and guide future sustainable seafood production and policy implementation and adjustments. In this study, we summarized the national official statistic data on domestic marine fisheries (including both marine capture fisheries and mariculture) from the earliest available year, 1950, to the latest year, 2014, using on the China Fishery Statistical Yearbooks. We also conducted analyses to understand the historical and current statuses of Chinese marine fisheries and their developmental trends. Domestic marine capture fisheries are declining and will continue to decline because of the current degradation and loss of coastal habitats, mainly due to coastal development and pollution and the over-exploitation of coastal natural resources. In contrast, mariculture has demonstrated promise as an approach to increase seafood production. However, given the wide latitudinal range of domestic seas in China, global climate change may impact China’s marine natural resources. We highlight that effective management measures and long-term monitoring are essential for the sustainability of domestic marine capture fisheries. Moreover, environmentally-friendly practices in mariculture should be enhanced and species introduction carefully monitored to achieve sustainable development.
Transforming China’s Fisheries: A 40-Year Journey toward Sustainable Management (1980–2019)

Abstract:As the world’s largest producer of fish, China has faced significant challenges in developing its fisheries. Over the past four decades, China has implemented and adjusted multiple regulations and measures to reverse the decline of aquatic resources and achieve sustainable fisheries. This study analyzes the production trends and efforts during the period 1980–2019, highlighting the key features of and structural shifts in China’s fisheries. Our results reveal a significant shift in seafood production from capture to aquaculture and from offshore to inshore waters. Moreover, China’s fishery policy has transitioned from resource exploitation to ecological conservation, with aquaculture production in 2019 being nearly 38 times higher than that in 1980. However, not all the management measures have been successful; for example, the “Dual Control” policy failed to achieve its goals. Despite this, some measures that require adjustments, such as the “Aquatic Germplasm Resource Reserves” and “Nature Reserve for Aquatic Animals and Plants” policies, show promise for further improving the sustainability of China’s fisheries, particularly if the focus is on marine resources.

Characterizing the development of Sea ranching in China

Abstract:To help rebuild wild fisheries while increasing seafood production, China has made a substantial effort over the past 40 years to support the development of sea ranching. However, the efficacy of this strategy remains largely uncertain, and there are still intense debates on its future growth and optimization. In this paper, we review the definition and concept of sea ranching in China and trace the history of Chinese policies, measures, and investments concerning sea ranching development from 1979 to 2020. We present the current status of sea ranching in China according to its major enhancement activities, geographic distribution, and management mode, each of which shows striking "south-north differences". In addition, combined with a systematic review of 150 articles, we first performed a nationwide evaluation of sea ranching performance in China. Results showed higher abundance, biomass, and/or species richness of marine organisms in artificial reef areas than adjacent sites, but this was not true for taxa such as non-economic benthos and phytoplankton. Additionally, mean recapture rates of the four species groups varied from 1.55 to 10.15%, with the highest recapture rate for crabs (mean ± SD = 10.15% ± 5.35%). We also found statistically significant correlations between the effect size of artificial reefs on the abundance of economically important fish and non-economic benthos and management mode. The effect size of artificial reefs on non-economic benthos biomass was significantly influenced by the reef area and density. Based on these findings, we concluded that there are three major challenges to the development of sea ranching in China, namely, habitat bottlenecks, recruitment bottlenecks, and management bottlenecks. In response to these challenges, we proposed specific recommendations focusing on funding allocation, utilization of habitat-based enhancement tools, hatchery releases, data sharing, and regional cooperative management.

Abstract:Fisheries have provided about 1/3 of animal protein to 1.3 billion Chinese people,and made significant contribution to improve Chinese living standard and food security.As the largest aquatic food producer in the world,China has exploited most of its water bodies and land that suitable for aquaculture.This paper has reviewed the aquaculture site selection and carrying capacity management status in China.Factors relevant to aquaculture site selection in China include functional zoning scheme of local land and water areas,water and other environmental quality requirements,influence to local environment and the influence to community welfare.Local issues including over-carrying capacity farming,environmental pressure and deterioration caused by industrialization,rapid expansion of inland freshwater shrimp farming and predicament in the aquaculture related law enforcement are identified as major problems related to the sustainable development of aquaculture.The status of virtual tools(e.g.databases,models) usage and factors related to the ecosystem approach to aquaculture(EAA) in China were also discussed in the context.The continuous increasing of fed animals' portion in the aquaculture structure indicated it was weakening in net food production and increasing environmental pressures in China's aquaculture industry.Problems in water area zoning scheme enforcement,lack of effective monitoring and legislation on aquaculture effluent discharge were the current bottlenecks limiting reasonable aquaculture site selection and carrying capacity management in China,and some relevant recommendations have been provided.

Abstract:As the largest fisheries producer nation (including capture fisheries and aquaculture in both inland and marine waters), information about China (excluding Hong Kong, Macau, and Taiwan) is essential to evaluate the status of aquatic natural resources, the challenge of food security, and to guide policy implementation for future sustainable fisheries development. In this study, the official Chinese statistical data on inland capture fisheries and aquaculture from the earliest available year of 1949 to the latest year of 2013 were first summarized. Chinese inland fisheries in current status were evaluated by maximum net primary productivity, and their future development was projected from a scientific point of view. As a result, Chinese inland fisheries are already unsustainable and overexploited, and some species have been extirpated or are facing extirpation. Because of the unbalanced, geographic distributions of water resources and human density, inland aquaculture is oversaturated in eastern China, which also suffers from water pollution, species invasions, and fauna reconstruction. To continue to provide freshwater aquatic food for the increasing human population, a precautionary plan, as well as new techniques, are needed, along with an awareness of possible ecological after-effects.

Abstract:Abstract China dominates the world’s highly destructive bottom trawl fisheries (BTF), active in 30 countries and landing 28% of BTF catch. We created the first time series for China’s BTF, from 1950 to 2018, and examined their national and global impacts. Between 1978 and 1997, China’s BTF fleet increased 47 fold (in numbers) and 26 fold (in engine power), driving enormous acceleration in Asia’s fishing capacity. China embarked on BTF globally from 1985, particularly in East Asia and Africa. Such distant water fisheries (DWF) absorb about 20% of China’s BTF capacity. China’s rampant BTF raises significant concerns: fish availability plummeted wherever China fished, domestically and in DWF; there are strong indications of fishing through the food web and fishing indiscriminately in China’s EEZ; and the mean trophic level of catch eaten by humans has declined. Urgent management interventions are needed to stem such ‘slash-and-burn’ fishing practices in China and worldwide.

Abstract:Over 90% of the world's fisheries have been fully exploited or over-fished. Included is the large yellow croaker (Larimichthys crocea), an important commercial fish species in China whose population was nearly depleted prior to the 1980s. Although overfishing and natural resources collapse present a daunting issue, some studies indicate that improved management strategies could aid in natural stock restoration to prevent depletion. We developed an integrated assessment method grounded on an ecosystem-based approach and deigned an integrated index with three key aspects of habitat suitability, natural population status and government & social interventions, to evaluate the potential restoration capacity of the species in a designated "national aquatic germplasm resource protected area" in Guanjinyang based on a data set spanning 1987 to 2015. The results show that although restoration efforts on research and rehabilitation have increased greatly since late 1990s, the effectiveness stays moderate and the natural population remains near depletion.

Abstract:Aquaculture is an important component of fisheries, and it has become the main source of supply of aquatic products. The article reviews the achievements of aquaculture in China, and finds that aquaculture is faced with a lot of challenges for its sustainable development, such as lack of labor force, water and land resources, low coverage rate of genetically improved varieties, shortage of feed raw materials, suitable drugs and vaccines, quality and safety of aquatic products and other issues, then draw the conclusion that change the growth pattern of aquaculture is the only way to realize the sustainable development of aquaculture, the feasible ways include raising the yield per water body through changing the aquaculture mode, changing the feeding strategy, and developing new protein sources to replace fishmeal, accelerating improved strain breeding and promotion, developing vaccines and safe drugs, and expanding its application scope, improving processing technology and circulation and other measures, and changing our traditional consumption habits for live fish. Aquaculture is the rigid demand of China and the world economic and social sustainable development, and the government should set a strategic perspective to change the growth pattern to ensure that aquaculture in China achieves sustainable development.
