Abstract:Drug abuse can be happened to anybody. Drug abuse can cause systematic destruction to the sustainability of a state. It is especially important that children and teenager should be avoided from using drugs. There are many kinds of approaches that can be done. One among them was an early education against drug abuse. This research aimed to elaborate the importance of early child drug education and try to provide solutions on how the education must be conducted, based on Indonesian laws and regulations. Data used in this research were of secondary data, which mainly consisted of primary legal sources and secondary legal sources. Data were obtained through literature review using “google” search machine. Data were analysed using deductive “legal reasoning” method, with qualitative approach. Research found that in many jurisdictions, children have been introduced, exposed, and misuse several kinds of drugs. To avoid it, state shall initiate and provide support through education. It may involve formal or informal education institutions. Research also found that early drugs education for children would be good to provide early knowledge to the children so that they can avoid misusing drugs. However, it must be taught by competent person to avoid mis-reception. Indonesia shall has enough sources to implement it. Under current prevailing legislations, Indonesia shall have enough support to start the education. Though Indonesia has sufficient laws and regulations, however Indonesia still needs good system, competent human resources, technologies, facilities, infrastructure, and enough financing to implement the laws and regulations. Inter-departmental cooperation must be set up to support the implementation.

Abstract:Introduction: Narcotics use as a complex global issue has an impact on human rights, especially in the context of criminal law. Although some countries, including Indonesia, are beginning to recognize human rights protections in non-criminal narcotics use, the main challenge is striking a balance between strict regulation and appropriate protection for individuals who need narcotics for treatment or non-criminal purposes. Purposes of the Research: The aim of this research is to analyze relevant laws and regulations and related practices in protecting human rights in the case of non-criminal narcotics users. Methods of the Research: This research uses normative legal research methods to analyze laws and regulations related to non-criminal narcotics use. Data sources include statutory documents, court decisions, and legal literature. Data analysis will look for patterns and evaluate regulatory compliance with human rights principles.Results of the Research: To protect human rights in cases of non-criminal narcotics use in Indonesia, legislation plays an important role, although challenges such as abuse of power and social stigma remain. Cooperation between government, NGOs and civil society is needed to implement existing regulations and increase public understanding of human rights. Indonesia needs to find a balance between strict narcotics regulations and protecting individual rights. This involves clear definitions for “non-criminal” narcotics, fair law enforcement, as well as safeguarding individual privacy. The challenges involve racial and social injustice in drug law enforcement and require an evidence-based approach that engages diverse stakeholders. Continuous research and analysis is needed to support better policies to address the narcotics problem.

Abstract:This paper identifies the principal concerns of indigenous peoples with regard to current international treaties on certain psychoactive substances and policies to control and eradicate their production, trafficking, and sale. Indigenous peoples have a specific interest in the issue since their traditional lands have become integrated over time into the large-scale production of coca, opium poppy, and cannabis crops, in response to high demand from the American and European markets, among others. As a consequence, indigenous peoples are persecuted because of their traditional use of these and other plant-based narcotics and hallucinogens. They are also victims of the drug producers who remove them from their lands or forcibly recruit them into the production process. As indigenous peoples are caught in the violent world of illicit drug production, law enforcement often targets them first, resulting in disproportionate rates of criminalization and incarceration.

Abstract:Drug addiction and abuse are major public health issues across the globe that impact millions of people. Substance abuse and dependence seem to have been relatively high among university students and laborers and comparatively low among school students. Drugs used by the person for nonintended reasons, mainly for their psychoactive effects termed as drug abuse. Continued use of alcohol, illegal drugs, or prescription or over-the-counter medications harms health, employment, family, and law. When it comes to illicit substance usage, possession, and trafficking, every nation has its unique set of laws. The frequency of lifetime drug usage in 2015 was 5%, according to the most current World Drug Report. There is reason to be concerned about the high rates of drug and alcohol addiction among youths because of the substantial problems that have been linked to such use, including higher rates of aggression, suicidal attempts, etc., In this narrative review, we have focused on illicit drugs, substance use, its negative impacts among youths and its prevalence among youths nationally and internationally, and also some prevention strategies to control substance use.

Abstract:Narcotics are substances or drugs derived from plants or non-plants, both synthetic and semi-synthetic, which can cause a decrease or change in consciousness, loss of taste, reduce to eliminate pain, and can cause dependence. Narcotics abuse can be categorized as a crime as regulated in Law Number 35 of 2009 concerning Narcotics. The research method used is a normative juridical research method. Sources of legal materials used include primary legal materials, secondary legal materials and tertiary legal materials. The technique of collecting legal materials uses library research. And the technique of analyzing legal materials uses descriptive qualitative techniques. The results of the study show that in Indonesia, drug addicts are growing rapidly. The drug addicts are generally between the ages of 11 to 24 years. This means that this age is productive age or student age. The impact of drug abuse can damage the nervous system, so that you cannot think clearly, easily forget, have difficulty concentrating. Therefore, efforts to prevent and control drugs are needed, especially among teenagers/students. Overcoming drug abuse is not only the responsibility of the government alone, but these efforts are also the responsibility of the general public starting from the smallest group, namely the family environment, school environment, and community environment where teenagers actualize themselves.

Abstract:Journal of Adolescent Research, Ahead of Print. Youth substance abuse is widespread in India. Data is needed to inform the focus of prevention approaches. Our aim was to understand the perspectives of Indian young people about what protects them from substance (ab)use, and our study followed protocols approved by UK and Indian university research ethics committees. We recruited 15 Indian adolescents from Assam (seven males, eight females) aged 15 to 18 years at elevated risk because they had family/friends who were substance addicts. Participants took part in a photo-led interview in which they represented visually and narratively their experience of resisting substances (ab)use. Data were analyzed by a UK-India team using reflexive thematic analysis. Seven dominant protective factors were expressed by young people, including nurturing and communicative relationships with parents; up close and personal observations around addiction which left participants fearful of substances; protective mindsets and resolutions emerging from participants' reflection on drug culture; staying away from "bad" company; being repulsed by substances; having healthy ways to cope at difficult times; and having something that mattered more than using substances. Findings show the resilience of Indian adolescents and suggest that prevention approaches in India should focus on augmenting individual, school and family mechanisms which appear dynamic and cumulative.

Abstract:BACKGROUND: Is knowledge regarding the consequences of substance use among adolescents enough to prevent them from initiating and continuing its use, is a question that needs to be clarified further?OBJECTIVE: To assess the knowledge regarding harm of use and to obtain information about attitudes among high school students. Also, to discover the opinion of substance use held by users.MATERIALS AND METHODS: This was a population based cross-sectional study conducted in two high schools of West Bengal, India, among 416 students, in classes VIII, IX, and X, with no interventions. Primary outcome measurements were substance use: knowledge regarding harm, attitude, and opinion. Following this proportions and the chi-square test were used for statistical analysis.RESULTS: Out of 416 students, 52 (12.5%) used or abused any one of the substances irrespective of time and frequency in lifetime; 26 (15.1 %) were among the urban students and 26 (10.7 %) were among their rural counterparts. More than two-thirds (73.07%) of the respondents expressed a desire to quit substance use and 57.69% had tried to stop. 'Easy availability' and 'relief from tension' were the most frequent reasons for continuation of substance use. Level of knowledge on harmfulness of substance use among students was very high (urban - -84.6% and rural - 61.5%) and they stated media as the most frequent source of information. Users were successful in influencing their peers into taking up this habit (urban - 15.4% and rural - 26.9%).CONCLUSIONS: Inspite of being aware of the harmful effects of substance use, adolescents take up this habit. This requires comprehensive prevention and control programs in schools and the community, targeted toward adolescents and their parents and other family members. Effective measures are required to encourage shaping the attitude of school children toward self-confidence and adequacy, as also to prevent risk behavior among adolescents.

Abstract:The circulation and misuse of prohibited narcotics in society must be prevented and addressed. These prevention efforts must be strictly implemented in accordance with Law Number 35 of 2009 concerning Narcotics so that the problem of prohibited narcotics does not continue to grow in society as an epidemic that is bad for the development of the country. A number of cases of distribution of prohibited narcotics in prisons continue to be uncovered. Both in correctional institutions in big cities and in other small cities. The method is the same, carried out via cellphone and internet communication. In fact, it is absolutely impossible for a prison inmate to be able to freely use a cellphone and internet connection in a correctional institution. Because communication tools are prohibited items for a prison inmate. Correctional officers also admitted that they often carry out inspections of detention rooms, searching the prison inmates' possessions. The nature of the research used by the author in this law journal is analytical descriptive because this research describes in detail the social phenomena that are the subject of the problem. A descriptive study is intended to provide as precise data as possible about people, conditions or other symptoms. The type of research used in this writing is empirical juridical research, namely research into problems by looking at and paying attention to applicable legal norms connected to existing facts from the problems encountered in the research. Library Research (Library Research). The factors causing the increasing level of narcotics abuse consist of internal and external factors. The internal factors are religious factors and family factors, while external factors consist of economic and educational factors as well as social factors / environmental influences. The Langkat Class II Youth Correctional Institution has carried out both preventive and repressive measures against perpetrators of crimes involving prohibited narcotics, including providing counseling, coaching and arresting both the public and perpetrators of narcotics crimes. The application of legal sanctions against perpetrators continues to refer to the provisions regulated in Law Number 35 of 2009. In general, perpetrators of crimes involving prohibited narcotics in class II youth correctional institutions are users/using prohibited narcotics for their own consumption (addicts) so that sanctions are alleged to be violations of the provisions for users/consumers of prohibited narcotics.

Abstract:Indian Journal of Psychological Medicine, Ahead of Print. Background and Objectives:Substance use among young college students in India poses public health challenges. This study seeks to uncover the motivation behind alcohol and illicit drug consumption, applying social norms theory.Methods:This qualitative research utilized the framework method to analyze data from 14 college students (18–24 years) across various disciplines. Participants were selected using purposive sampling to ensure diversity in demographics and perspectives. Data collection was conducted online. The study used a combination of in-depth interviews (n = 14) and focused group discussions (n = 2). We used AtLAS.ti to facilitate data analysis. We used a mixed inductive and deductive coding approach. A mind map was generated to visualize the complex interplay between social norms and other individual and external mediators.Results:We identified 10 themes, 20 subthemes, and 42 codes. The themes revealed descriptive (e.g., media and modernization) and injunctive (e.g., availability and legality) social norms that facilitate substance use and social disapproval and stigma that might deter young people from using substances. Family and institutional support were also found to play a protective role. The individuals also weigh the personal consequences (e.g., health and academic harm) and advantages (e.g., coping and relaxation) of substance use, which can influence their decision to use substances. Gendered norms and subtle differences in the social norms between alcohol and illicit drugs were also identified.Conclusion:Our study illuminates culturally tailored substance use prevention/intervention strategies that operate at the social, individual, and policy levels.

Abstract:Abstract: People have been taking the drug in various forms for many years for enjoyment, relaxation, sleeping, stimulation, or another reason. In the starting, people takes the drug for taste and alter the consciousness, behavior, mood, and thoughts but he/she becomes habitual and dependent on any substance use disorder such as alcohol, tobacco, cannabis, ecstasy, cocaine, methamphetamine, and heroin, amphetamines, or illegal drugs. As per my thoughts and watching surroundings, if you ask a drug intake person “how do you become a drug addictive”? Most people will answer this “they started taking the drug in their friend circle, at relatives home or with relationship partner”. The first time they take it for taste or due to forcing by someone but after some time this becomes a habit. Peer pressure can fall you in this black world. Also, if someone has family history of addiction then he/she may chance to catch this addiction and make habitual others as well. So good friend circle really matters. Drugs such as heroin and marijuana are structured in the same way as chemical messengers known as neurotransmitters. These neurotransmitters are produced naturally by the human brain. As a result of this similarity, the drugs can fool the receptors of human brain and activate the nerve cells in such a way that they send some abnormal messages. In case of drugs like methamphetamine and cocaine, the nerve cells get activated and they release extraordinarily large volumes of neurotransmitters. They are also capable of preventing the brain from recycling these chemicals in a normal manner. A normal level of production is necessary in order to end the signal between neurons. Precarious positions of understanding: the illicit drug landscape and drug education in Ireland

Abstract:Set against a backdrop of diminished interest in drug education outside of school settings in Ireland, this paper draws from 10 years of professional practice in the field of drug education and prevention, to reflect on illicit drug use in Ireland and on the lay understandings of illicit drug use encountered by this practitioner. This paper sets out to achieve four things; paint a picture of the Irish illicit drug landscape and of lay understandings of drugs and drug issues; highlight the emergent issue of people obtaining fake drug information on the Internet; explore drug education as a field of scholarship in Ireland; and reflect on 10 years of practitioner experience within the field. Given the complexity of the drug landscape and the proliferation of questionable drug information available online, this paper argues that drug education is an appropriate and worthwhile response to precarious understandings of illicit drugs and drug issues. The paper suggests drug education warrants revival within the Irish context, particularly given the pace of change in both the drugs and online landscapes. To conclude, this practitioner urges other practitioners and scholars with an interest in drug education within the Irish context to revive and advance the field.

Abstract:Narcotics are a substance that is very dangerous if its use is misused and permission is not obtained from the authorities, narcotics will damage the nation's next generation who will run the government in the future. The rise in the use of narcotics is in line with the influx of globalization and modernization which makes it easier for people to obtain them as well as a network of dealers who are aggressively looking for marketing targets among young people who are susceptible to sweet advances and do not yet have clear life principles. Indonesia is one of the countries that is fighting drug dealers, users and networks, this is because every 17 seconds someone is arrested for violating drug-related laws. Indonesia has 2 laws that regulate the misuse of narcotics, namely Law No. 35 of 2009 and Law No. 5 of 1997. All of them are clear about the sanctions and dangers of using narcotics, the punishment can even be death. This service journal refers to biological theory which explains the biological theory of the brain, metabolic imbalance theory, and genetic theory. Many experts, especially biological experts, say that narcotics will damage brain growth and development. This service journal uses literature and seminar methods which are expected to provide an explanation of a situation where an individual or person will have a bleak future if they fall into the use of narcotics because it will damage brain tissue and damage the body. As early as possible, we will unite together to fight against narcotics, not only for law officers who work, but all elements of society are involved in fighting the use of narcotics which has penetrated young people, especially among teenagers who are still at school, who are vulnerable to the temptation of using narcotics.

Abstract:In 2014, Oregon, Alaska, and the District of Columbia joined Colorado and Washington as voters approved initiatives to legally regulate and tax marijuana for adults. Other states, including California, are likely to follow in 2016. While none of these new laws allow sales to minors, there is widespread concern about the potential impact of these reforms on teenagers. Many worry that legalization will "send the wrong message," and increase access and availability, leading to an escalation in teenage use. This new social, political and cultural context presents a new challenge, as marijuana gradually becomes a normal part of the adult world, akin to alcohol. The movement toward legalization provides an opportunity to re-think our approach to teen drug education/prevention. This is the moment to examine current approaches, and devise innovative, pragmatic strategies for dealing with teens and marijuana (and other drug use). As we examine the issue of drug education/prevention in the context of legalization, we detail efforts that have been tried, and what is realistically possible to accomplish, with the health and safety of teenagers our highest priority. A reality-based approach advocates honest, science-based information; encourages moderation, if experimentation persists; promotes an understanding of the legal consequences and social context of drug use; emphasizes safety through personal responsibility and knowledge; and encourages the delay of experimentation with all intoxicating substances until adulthood.

Abstract:The article presents a systematic literature review on the use and the psychiatric implications of over-the-counter drugs (OTC), prescription-only-medications (POM), and new psychoactive substances (NPS) within custodial settings. The searches wer carried out on 2 November 2022 on PubMed, Scopus, and Web of Science in line with PRISMA guidelines. A total of 538 records were identified, of which 37 met the inclusion criteria. Findings showed the most prevalent NPS and OTC and POM classes reported in prisons were synthetic cannabinoids receptor agonists (SCRAs) and opioids, respectively. NPS markets were shown to be in constant evolution following the pace of legislations aimed to reduce their spread. The use of such substances heavily impacts the conditions and rehabilitation of persons in custody, with consequent physical and mental health risks. It is important to raise awareness of the use and misuse of such substances in prisons (i) from an early warning perspective for law enforcement and policy makers (ii) to prompt doctors to cautiously prescribe substances that may be misused (iii) to improve and increase access to treatment provided (iv) to add such substances to routine toxicological screening procedures (v) to improve harm reduction programmes.

Abstract:One of the things that has always been a problem in society and requiring special attention is drug abuse. Drugs (short for Narcotics, Psychotropic and other dangerous Addictive Substances) are materials/substances which, when entered into the human body, either physically or Oral/drink, inhaled, or injected, can change thoughts, moods or feelings, and behavior of a person. Drugs can cause physical and psychological dependence (addiction). This community service activity is carried out Community participation in the form of socializing the impact of drug abuse in the community is one of the comprehensive countermeasures. Pre-experimental research methods and types of field research with counseling and mentoring approaches character to youth organization (Karang Taruna). The activity is the increasing knowledge about the impact of drug abuse in the community by optimizing information technology-based. The youth problems were obtained during the activities, then the problem solving was presented at the end of the activity. The results of the activity showed that the youth organization had understood the dangers of drugs abuse for their character building. In addition, they were eager to inform the results of activities to the other friends. As the educational institution that is very close to their environment, University of Mercubuana is expected to continue to give guidance and support for the adolescents' activities.

Abstract:Significant advances in the understanding of areas such as neuroscience, genetics, pharmacology, psychology, and social policy have taken place in recent years. This new knowledge has moved one to a new level in the understanding of how the brain work, how chemicals affect the brain's performance and, in turn, how this affects human behavior. At the same time, more is expected from the human brain. The knowledge of the way the human brain and behavior work is growing at pace. This knowledge has brought significant gains through better treatments for many mental health disorders and the diagnosis of new conditions such as attention deficit hyperactivity disorder (ADHD). There is a significant investment in the research on drugs and the brain and it is starting to bear fruit. Many of the advances are unexpected and are still not understood. In particular, new approaches are being developed for medicines for mental health. Preventative treatments are being trialed for Alzheimer's disease and one may be able to develop them for schizophrenia. At the same time, pharmacogenetics is allowing one to identify people at higher risk of adverse or in some cases even beneficial drug side effects. This chapter enlists the support of academic experts ranging from neuroscientists to economists and presents some reviews of the science that are the most thorough analyses ever written of the issues faced by the United Kingdom and other countries in the sphere of legal and illegal drug use and their interaction with brain science.

Abstract:The discovery of a “new” psychoactive substance is a relatively exceptional event, while the regulatory response usually involved the assessment of risks to public health and inclusion of the novel substance in the national list of controlled substances. However, in recent years we have witnessed the rapid emergence of new chemical substances, which elude international control and pose a challenge to existing processes and a threat to the credibility of control systems. We currently review and present characteristics of these legal and illegal new substances and issues regarding their global monitoring and regulatory measures already taken, or in the process of being taken, for their control. The concept of prohibition applied in active substance-related legislation is rather hazard ridden as balance is required between the ban on substances of potential therapeutic use and the access on the market of high-risk substances.Graphical AbstractCurrent and future laws regarding psychoactive compounds.
