Abstract:The implementation of large-scale water infrastructure projects, such as the São Francisco River Integration Project with the Northeastern Hydrographic Basins (PISF), causes territorial transformations of great proportions, constituting a new hydrosocial cycle, resulting in hydrosocial territories in which not only water but also power relations and socioeconomic and physical resources circulate. In this sense, this article aims to historically analyze the interconnection between water and land issues in the Brazilian Northeast, shedding light on the territorial dynamics produced by the new hydrosocial cycle constituted by the implementation of the largest water project in the country. To this end, we interviewed actors from different groups and in various locations, conducted on-site field research, and collected and systematically analyzed important documents from the institutional websites of the Brazilian government. The main results of the research indicate that since the implementation of the PISF, a context of deep and historical political and socioeconomic inequalities in hydrosocial territories has been impacted, which has deepened conflicts over land and water and increased socio-spatial injustices. Contrary to most available approaches, which consider water scarcity a 'natural' (hydrological) problem that requires technical and administrative solutions, the water problem reflects the profound asymmetry of power consolidated over time and the strength of the reactionary agrarian sectors that control the State apparatus.

What Governance Failures Reveal about Water Resources Management in a Municipality of Brazil

Abstract:Humans have historically chosen to develop their cities close to rivers due to the need for water and food security. In Brazil, water security represents a growing challenge, despite advances in the National Water Resources Management System. While municipalities are responsible for integrating the various public policies that impact urban rivers, such as the environment, basic sanitation, and urban planning, only states and the federal government, along with watershed committees, have a formal role in the National Water Resources Management System. The goal of this paper is to assess the Brazilian water governance system from the perspective of municipalities. The OECD water governance framework is applied to a medium-sized Brazilian municipality (c. 200,000 inhabitants), Itabuna, Bahia state, through perception-based and objective data. Studies dealing with water governance do not address this reality, despite representing more than 90% Brazilian municipalities and approximately half of the country’s population. Several water governance failures were identified, such as connections between administrative and political failures, which highlight the tragic consequences of hydrological issues in this region. Developing integrated water resources’ management, as fixed in national and state laws, depends on the effective participation of the municipality. This study discusses the importance of water governance at the municipal scale.

Abstract:With a population of over 22 million, Mexico City's metropolitan area is facing enormous water security challenges. Its supply heavily relies on overdraft of groundwater and import from neighboring basins, leading to problems such as subsidence and raising concern over its sustainability. The impacts of the water stress in Mexico City are highly unequal across the metropolitan area and particularly severe in low-income peri-urban neighborhoods. This paper will first review the current water stress in Mexico City, its impacts on vulnerable communities, as well as some existing technical and institutional approaches aiming to tackle these challenges. We will then focus on the community-based water management systems in Mexico City's peri-urban areas, based on the case of Tecámac, one of the 59 municipalities that form the conurbation area. We will discuss the local water politics in the municipality, the historical evolution of the community-based water system, SAPTEMAC, as well as its current agenda. This essay highlights the importance of incorporating the community-based water systems in the development toward a solution to the water crisis in megacities like Mexico City: not only do they serve as provider of potable water to a considerable number of households, but they also represent a collective resistance against the speculation-driven (peri) urbanization and can make substantial contribution to the promotion of a comprehensive water reform in the country.

Abstract:Cities face substantial water governance challenges, even more so when their activities are water-intensive, as global tourism is. As the lower-most level of government, municipalities face important challenges when dealing with water stress. Designing robust urban water policy thus may require us to challenge currently popular modes of governance by river basin councils, as predicated by the integrated water resources management (IWRM) paradigm. In this paper, I conduct a public policy analysis of a case study of intra-urban water conflict in the Mexican city of San Miguel de Allende (SMA), an extremely popular tourist destination with substantive water scarcity challenges. I draw insights from an application of the Institutional Grammar Tool, IGT (as proposed by Ostrom and Crawford) on a series of textual datasets derived from ethnographic, qualitative longitudinal field research, document analysis, and elite interviews with stakeholders to explain the reasons underlying community concerns about urban water supply which have derived in conflict in San Miguel de Allende and increasingly manifested over the past few years (2017–2020). My analysis suggests that to tackle growing intra-urban antagonism derived from increasing water insecurity in San Miguel de Allende, a more localized, micro-watershed approach might be more fruitful than a traditional river basin council strategy.

Abstract:Lima is the second-largest capital of the world located in a desert and already faces water scarcity. Here, more than 30% of the population is supplied by only 2.2% of the national water resources. The urbanization process has an informal nature and occurs at a very accelerated rate. These new settlements lack water infrastructure and access to other services. The objectives of this study are to quantify changes in the urban landscape of Lima Metropolitan Area from 1990 to 2021 to propose a water-sensitive urban plan by detecting changes, urbanization trends and identifying alternative water sources. The trend suggests a future constant increment of the urban areas, diversification of the landscape and more equally distributed land cover. Lima has more disconnected settlements and more complex shapes of urban patches nowadays. The landscape is also more mingled, but cracked. Overall, the trend is to become more disaggregated, demanding small and scattered water solutions. The WSUP includes the implementation of treatment plants in new multi-family buildings, hybrid desalination plants at the coast and parks with fog collectors on the hills. Additionally, these solutions will require the beneficiary community and the local authorities to work together in the planning and maintenance.

Abstract:As urban centers worldwide face the escalating impacts of climate change, rapid urbanization, and increasing water scarcity, the need for sustainable water management practices to enhance urban resilience in the Anthropocene has become critical. This study explores how ancient water management practices—including Roman aqueducts, Maya rainwater harvesting systems, and ancient Chinese flood control techniques—can be adapted to address contemporary water challenges in modern cities. We evaluate these historical practices through a lens of contemporary environmental pressures, including climate change, urbanization, and resource scarcity. By integrating ancient methods with modern technologies, we propose adaptive solutions to enhance urban water resilience. Case studies from five cities (Singapore, Copenhagen, Mexico City, Los Angeles, and Philadelphia) illustrate how modern green infrastructure, inspired by ancient techniques, is being successfully implemented to manage stormwater, mitigate urban flooding, and improve water conservation. By integrating historical practices with modern technologies—such as advanced filtration systems and water recycling—these cities are enhancing their water resilience and sustainability. The findings suggest that urban planners can draw valuable lessons from historical systems to design adaptive, climate-resilient cities that balance human needs with ecological sustainability. This paper concludes with actionable recommendations for future urban planning, emphasizing the importance of decentralized water systems, nature-based solutions, and community engagement to ensure sustainable urban water management in the Anthropocene.

Abstract:Lima is gradually upgrading its urban water cycle to comply with improved sanitation standards, with the aim of treating the entire flow of water and wastewater that it creates. However, this paper examines the basic characteristics of the main treatment systems that are currently in operation in the Peruvian capital, highlighting the myopic and inefficient nature of these investments. It digs deep in the debate between centralized and decentralized water management systems in a city that is exposed to numerous hydro-meteorological and geological hazards. Previous errors that have occurred in the developed world throughout the evolution process of the urban water cycle should be taken into consideration prior to any infrastructure development in emerging countries. For the particular case of Lima, special emphasis should be given to the resilience of its urban water system in order to guarantee rapid recovery after disaster events.

Abstract:In 2017 and 2018, Cape Town faced historically unprecedented water shortages. With the imminent possibility of running out of water, the city's leadership prioritized reducing water demand and expanding new water sources, while also reinvigorating the goal of seeking to build system-level water resilience for the longer term. Beyond the context of Cape Town, the crisis captured global attention, highlighting ongoing and future water security challenges, the realities of climate change, and the critical need to foster transitions towards more resilient water futures. Given that much of the discourse and implementation around water resilience remains squarely focused on the biophysical and engineering aspects of water supply and distribution systems, despite repeated calls for the need for greater attention to issues of equity and power, there remains little understanding of the ways that persistent inequities might serve or inhibit possibilities for urban socio-hydrological (or water) resilience. This paper draws on examples from Cape Town to argue that patterns and legacies of inequality, marginalization, and exclusion erode and inhibit possibilities for water resilience. Providing needed empirical evidence on the nature of these linkages, we theorize that deeply rooted inequities and related dynamics act as "counter-currents"—trends that undermine and present persistent challenges to efforts to enhance socio-hydrological resilience. Documenting examples of disconnections between the state and civil society as well as disconnected socio-ecological systems, we argue that these persistent inequities mean that efforts to achieve socio-hydrological resilience are likely to remain elusive. It is only by foregrounding these processes that it will be possible to make cities more resilient in the face of ongoing and future water-related risks, uncertainties, and climatic and environmental change.

Abstract:This article draws on scholarship in Southern theory to ‘world’ the study of water’s urbanization. This means complicating scholarship by widening the focus beyond the application of Northern norms to engage with complex and diverse practices in Southern cities. For water’s urbanization, this means focusing on what water supply is for the majority: neither the centralized piped‐water network nor its absence, but the range of practices and technologies that unite people, nature and artefacts in a complex socio‐ecological politics of water. Drawing on scholarship from Southern urbanisms, urban political ecology, and science and technology studies, we illustrate how expanding water’s urbanization to include more than networked infrastructure in Jakarta draws attention to the importance of ecological connections between piped water, groundwater, wastewater and floodwater. Thinking beyond the network requires deeper engagement with the ecological connections between the diverse flows of water in and around urban environments. These produce distinct forms of fragmentation that are missed when analysis is limited to piped‐water supply. The emphasis on ecological connections between flows of water and power seeks to draw attention back to the importance of the uneven exposure to environmental hazards in cities in which neither water nor nature are wholly contained by infrastructure.

The Influence of Urban Morphology on Water Scarcity

Abstract:Cities play a vital role in providing water to vast populations. Due to an increasing population and the urbanization process, urban water demand is expected to double by 2050. However, some cities are expanding in locations with limited water retention capacity, scarce rainfall and unfavourable shape. This study quantifies the impact of urban form on water scarcity across more than 100 cities in Latin America, Asia, and Africa. The analysis integrates indicators of urban morphology, satellite imagery for natural resources, and terrain metrics to model cities' influence on water accessibility. Water tariffs, proximity to critical infrastructure, and access to piped water are used to assess scarcity in urban areas. Results show that locations that are far from the centre, with smaller buildings and fewer constructed surfaces, are less likely to have water access. Urban sprawl negatively impacts water availability within a city, decreases proximity to critical infrastructure and increases water tariffs. Keeping everything else constant, a location that is twice as far from the city centre has 38% less proximity to critical infrastructure. Also, water tariffs are up to 75% higher and the capacity of cities to provide water drops by half in more sparse cities.

Abstract:Urban areas such as megacities (those with populations greater than 10 million) are hotspots of global water use and thus face intense water management challenges. Urban areas are influenced by local interactions between human and natural systems and interact with distant systems through flows of water, food, energy, people, information, and capital. However, analyses of water sustainability and the management of water flows in urban areas are often fragmented. There is a strong need to apply integrated frameworks to systematically analyze urban water dynamics and factors that influence these dynamics. We apply the framework of telecoupling (socioeconomic and environmental interactions over distances) to analyze urban water issues, using Beijing as a demonstration megacity. Beijing exemplifies the global water sustainability challenge for urban settings. Like many other cities, Beijing has experienced drastic reductions in quantity and quality of both surface water and groundwater over the past several decades; it relies on the import of real and virtual water from sending systems to meet its demand for clean water, and releases polluted water to other systems (spillover systems). The integrative framework we present demonstrates the importance of considering socioeconomic and environmental interactions across telecoupled human and natural systems, which include not only Beijing (the water-receiving system) but also water-sending systems and spillover systems. This framework helps integrate important components of local and distant human-nature interactions and incorporates a wide range of local couplings and telecouplings that affect water dynamics, which in turn generate significant socioeconomic and environmental consequences, including feedback effects. The application of the framework to Beijing reveals many research gaps and management needs. We also provide a foundation to apply the telecoupling framework to better understand and manage water sustainability in other cities around the world.

Abstract:Although the theoretical–methodological complexity theory and transdisciplinary approach is increasingly accepted within sustainability science, its application at local-scale work with rural communities in the global south is still incipient and requires further research on its scope and limitations. The general objective of this work was to contribute to the knowledge on how a complexity and transdisciplinary approach applied to water problems at local scales can facilitate the process for water sustainability. The research took as study area the ejido of Coro Grande located in the municipality of Morelia, in the rural vicinity of Morelia City, capital of Michoacán State (Mexico). The theoretical–methodological scheme was based on the combination of the concepts of complexity–sustainability–transdisciplinarity to analyze the local water metabolism and generate actions to mitigate present and future water risk. The activities carried out involved a participatory diagnosis and the development of activities for the restoration of degraded environments with a double purpose: to generate conditions for the water sustainability of the system, and to promote the involvement of the population in a transdisciplinary research–action process. The results obtained show the effectiveness of the framework chosen to identify problems, achieve transformation in the short term, and improve both ecosystem functions and participation of the population in the solution of problems in the medium and long terms.

The Social, Political, and Environmental Dimensions in Designing Urban Public Space from a Water Management Perspective: Testing European Experiences

Abstract:Urban areas are increasingly experiencing extreme weather events, especially related to water (e.g., droughts, heatwaves, floods), which are devastatingly impacting infrastructure and human lives. Compact cities, conceived to create more robust, effective, and sustainable environments, are under pressure to increase their resilience by co-producing adaptive strategies mainly focused on the urban public space. However, public space design tends to face environmental challenges without sufficiently exploring their intersection with social issues (citizens living conditions and vulnerability) and political structures (governance). This contribution delves into how urban public space interventions are (not) moving towards achieving urban resilience in an integrated way instead of sectoral. A triple-loop approach has been developed and tested in ten urban public spaces in European compact cities in the last 25 years. The results report how most projects reinforce the social dimension by promoting citizen well-being through new quality standards in public spaces, excluding some citizenry's vulnerable segments (immigrants, women, and disabled). The political dimension reinforces hard adaptation measures to manage water resources, although increasing attention is put on nature-based solutions, and most projects ensure participation processes. Finally, the environmental dimension is the most transversal by increasing land conversion, ensuring flooding mitigation, and enhancing adaptive capacity.

Historicizing Latin American urban politics and governments

Abstract:Existing studies about the politics of southern cities, particularly Latin American cities, need to pay more attention to the political institutions behind urban governance. These institutions, additionally, were not created by design but are a product of intertwined historical processes. This article analyzes the main features and transformations of Latin American local governments, their politics, and governance, looked at from the angle of their historical formation. Mobilizing arguments from urban studies and political science usually developed apart, I start with the legacies of two intertwined historical processes—urbanization(s) and state formation(s)—to later observe their recent transformations since the recent return(s) to democracy. The reconstruction of these intertwined historical trajectories and of the effects of the present democratic period help to jointly explain the most important features of the politics of local governments in Latin America that influence their governance and actions—capacities, political grammars, actors, and coalitions—as well as their recent transformations.

Beyond Old Pipes and Ailing Budgets: Systems Thinking on Twenty-First Century Water Infrastructure in Chicago

Abstract:Cities are increasingly burdened by aging water infrastructure. Deferred maintenance and upgrades are compounded by emerging concerns over contaminants, extreme weather events, demographic shifts, equity, and affordability of water services. These and other evolving twenty-first century conditions prompt changes to urban water infrastructure and related systems that have wide ranging outcomes. This work demonstrates two complementary techniques for analyzing these complex systems, through the example case of Chicago. Chicago has some of the oldest urban water infrastructure in the US and supplies drinking water to more than 5 million people. Recent efforts to improve the physical and financial components of Chicago's water system have run into a gamut of social and environmental issues. Here, a socio-environmental systems (SES) context for Chicago's water infrastructure is structured using a rigorous systems thinking method and visual grammar to map the SES in terms of distinctions, systems, relationships and perspectives (DSRP). DSRP maps structure information about how water flows through city and how money flows through the public utilities responsible for drinking water delivery, wastewater treatment and stormwater management. Flows are evaluated, using open data and methods, over a 23-year period (1995-2017). Overall declines in water use and wastewater production are accompanied by an increase in the costs of water services, costs that support not only water infrastructure operations, maintenance and capital improvements, but also other municipal functions. Trends in the integrated data are interpreted through iterative refinement of DSRP maps to include additional components and to consider the SES from different points of view. Findings suggest that systems thinking is important for designing urban water system upgrades that are responsive to diverse socio-environmental concerns. As changes are made, transparent, reproducible methods for tracking outcomes can support analysis of differential impacts on users. The methods applied here at the city scale may be used to better understand localized, complex issues surrounding water infrastructure upgrades in Chicago and other cities.
Cartographies of infrastructural imaginations: mapping ecological utopias and dystopias in the Global South

Abstract:This article provides the reader with a theoretical framework and a method of representing cities called cartographies of infrastructural imaginations. The study employs mapping methods from the fields of architecture, urban geography and visual cultures. The research inquires about the role of cartography in the analysis of discourses that define policies of water supply, food distribution and land-use regulation, which are three environmental challenges in cities. How can we identify and situate the urban actors that attend to such challenges in cities from the Global South? The research is empirically grounded in Mexico City, Shanghai and Bangalore, urban settlements with a history of colonial occupation in previous centuries. Their foreign interventions still shape urban imaginaries of these cities. The method of blending photographic analysis with maps aims to offer objective precision of geographical data and subjective street-level views of local stories. The intention is to understand where the infrastructural ideas come from, and how imaginaries flow to communicate visions about the development of the city. A central task here is to frame how power structures interact and represent their interests via utopian and dystopian narratives.

Abstract:Las disputas urbanas en torno al agua, aunque han sido un tema constante en ciudades de todo el mundo, solo recientemente han impulsado análisis interdisciplinarios, especialmente desde enfoques teóricos llamados híbridos como la ecología política urbana, que busca desentrañar la compleja relación entre lo político y el recurso hídrico en ámbitos metropolitanos. Este artículo se centra en analizar las alteraciones en el ciclo hidrosocial de Ecatepec, de la Zona Metropolitana del Valle de México, provocadas por el "huachicoleo" (robo de agua mediante tomas clandestinas) y sus consecuencias políticas. Se indaga si el huachicoleo busca, hacer valer los derechos políticos de los ciudadanos carentes del recurso y desmantelar las redes políticas-clientelares ligadas a la precariedad hídrica. A diferencia de otros estudios, este análisis no se limita a las estrategias empleadas por aquellos que ostentan el poder sobre aquellos que carecen de él, sino que se adentra en las complejidades de la interacción. La metodología incluyó trabajo de campo y entrevistas semiestructuradas a vecinos y empleados del organismo operador de aguas del municipio durante los años 2020 y 2021. Se concluye que, aunque el huachicoleo no busca primordialmente desafiar las redes de poder que limitan los derechos políticos, ha tenido un impacto disruptivo en los flujos de agua y las dinámicas de poder en la región.

Exploring the risks of ineffective water supply and sewage disposal: A case study of Mexico City

Abstract:This study proposes a method to evaluate the effectiveness of water management in providing a safe water supply and adequate sewage discharge and treatment for residents of Mexico City. This method also assesses the vulnerability of the city and its capacity to face or cope with potential threats generated by insufficient water supply and sewage extraction. Indices for analysing these parameters were estimated and the spatial distribution of the groups most affected was identified. According to the results of the models used, Mexico City inhabitants are mainly exposed to risk because of economic limitations rather than ineffective water management. However, some practices implemented by city authorities are increasing the population's exposure to risk. Opportunities for natural infrastructure to improve urban water security in Latin America

Abstract:Governments, development banks, corporations, and nonprofits are increasingly considering the potential contribution of watershed conservation activities to secure clean water for cities and to reduce flood risk. These organizations, however, often lack decision-relevant, initial screening information across multiple cities to identify which specific city-watershed combinations present not only water-related risks but also potentially attractive opportunities for mitigation via natural infrastructure approaches. To address this need, this paper presents a novel methodology for a continental assessment of the potential for watershed conservation activities to improve surface drinking water quality and mitigate riverine and stormwater flood risks in 70 major cities across Latin America. We used publicly available geospatial data to analyze 887 associated watersheds. Water quality metrics assessed the potential for agricultural practices, afforestation, riparian buffers, and forest conservation to mitigate sediment and phosphorus loads. Flood reduction metrics analyzed the role of increasing infiltration, restoring riparian wetlands, and reducing connected impervious surface to mitigate riverine and stormwater floods for exposed urban populations. Cities were then categorized based on relative opportunity potential to reduce identified risks through watershed conservation activities. We find high opportunities for watershed activities to mitigate at least one of the risks in 42 cities, potentially benefiting 96 million people or around 60% of the urbanites living in the 70 largest cities in Latin America. We estimate water quality could be improved for 72 million people in 27 cities, riverine flood risk mitigated for 5 million people in 13 cities, and stormwater flooding mitigated for 44 million people in 14 cities. We identified five cities with the potential to simultaneously enhance water quality and mitigate flood risks, and in contrast, six cities where conservation efforts are unlikely to meaningfully mitigate either risk. Institutions investing in natural infrastructure to improve water security in Latin America can maximize their impact by focusing on specific watershed conservation activities either for cleaner drinking water or flood mitigation in cities identified in our analysis where these interventions are most likely to reduce risk.
