Abstract:Climate change certainly shapes weather events. However, describing climate and weather as the cause of disasters can be misleading, since disasters are caused by pre‐existing fragilities and inequalities on the ground. Analytic frames that attribute disaster to climate can divert attention from these place‐based vulnerabilities and their socio‐political causes. Thus, while politicians may want to blame crises on climate change, members of the public may prefer to hold government accountable for inadequate investments in flood or drought prevention and precarious living conditions. To be both strategic and moral, framing choices must therefore be sensitive to context‐dependent political meanings and particularities, and to how the values implicit within analytic frames about the causes of disasters shape policy responses. Such sensitivity requires multicausal analysis of weather‐linked disasters to illuminate a broader range of means to reduce the damages associated with climate change and weather extremes. Through examples from around the world, and especially Brazil, we discuss how and why climate‐centric disaster framing can erase from view—and, thus, from policy agendas—the very socio‐economic and political factors that most centrally cause vulnerability and suffering in weather extremes and disasters. We also offer a theoretical discussion of why attribution is not neutral. Analytic frameworks always embed choices about factors that matter, and thus are inherently normative and consequential for understandings of responsibility and action. Disasters, community vulnerability, and poverty: The intersection between economics and emergency management

Abstract:Climate change will create more intense and frequent disasters, resulting in the increased exposure of the most vulnerable populations. It is debatable whether the vulnerability research that follows major disasters, like Hurricane Katrina, has resulted in increased resiliency of those who were the most vulnerable during that disaster. It may even be plausible to suggest that research that exposes countless vulnerabilities within a population is guilty of helping none. Through support from a focused review of the related literature, research findings include the following: (1) post-disaster research analysis tends not to present an actionable hierarchy for public agencies and community organizations to prioritize efforts, (2) the most common thread that runs through societal vulnerability in daily life, and opposite the force multiplying effects of climate change, is poverty; and (3) climate change is likely to facilitate more post-disaster windows of opportunity characterized by increased public consonance that can galvanize transformative change at a local level.
A paradigm shift in disaster management: Incorporating a human rights-based approach to disaster risk reduction

Abstract:Understanding disasters as socially constructed events represents a departure from current and historic ways in which disasters are characterized, requiring a focal shift in thinking from forces of nature toward social order. Changing societal reactions to evolving natural occurrences restores disasters within the social order, introducing law as an essential framework in approaching disasters as injustices as opposed to misfortunes. International attention is starting to shift strategies intended to reduce risks to natural or man-made hazards and increasing attention on methods toward minimizing their impact known as disaster risk reduction (DRR). DRR is "a policy aimed at preventing new and reducing existing disaster risk and managing residual risk, all of which contribute to strengthening resilience and therefore to the achievement of sustainable development." The development of normative frameworks to reinforce disaster governance is a significant component in enhancing disaster management systems. Disaster law is an emerging tool to regulate "governance, ethics, and decisions on the demands of a sustainable, inclusive, and healthy planet." International legal frameworks heavily influence disaster prevention and preparedness with an increased central focus on implementing International Human Rights Law in DRR practices. Legal structures protecting human rights in DRR initiatives positively obligate states to take proper and necessary actions to prevent harm from future disasters. The application of human rights standards fosters the paradigm shift from evaluation of the hazards impact toward assessments of states' negligence of risks. Interactions among the natural environment, socio-demographics, and the built environment are strong predictors for disaster losses, thus "the regulatory potential for avoiding disasters and reducing their consequence is obvious." Preventative action becomes a crucial element if the catalyst of the disaster event is failure to adequately prepare and social vulnerability. Disaster law encompasses participation, damage control, and local habitat management as mandatory conditions of governance, assigning criminal liability to public administrators' negligence toward disaster planning and/or enforcement. Disaster law produces a "sustainable, reliable, and cost-effective model for addressing disasters," empowering communities to participate in disaster management efforts, one of the strongest methods of building resilience and reducing risk to disasters.

Abstract:Literature on natural risks typically examines either biophysical process characteristics or human pre‐ or post‐disaster activities. This paper takes a somewhat different track; first, it argues that also natural disasters are socially constructed and, therefore, second, it resets the framework in which disaster management has to be placed. While most researchers usually focus on risk assessment it is suggested that the concept of vulnerability can provide a vehicle to explore a contextual approach to the reduction of losses due to natural hazards. In a brief overview the conceptualization of vulnerability is presented. Since precise measurement of uncertainties and exact prediction of damages is hardly feasible, a conceptual approach in vulnerability assessment is proposed. Qualities that determine potential damage are identified and characteristics described. It is suggested that, even without assessing risk exactly, vulnerability reduction decreases damages and losses.

Abstract:Floods, droughts, and rainfall‐induced landslides are hydro‐hazards that affect millions of people every year. Anticipation, mitigation, and adaptation to these hazards is increasingly outpaced by their changing magnitude and frequency due to climate change. A key question for society is whether the research we pursue has the potential to address knowledge gaps and to reduce potential future hazard impacts where they will be most severe. We use natural language processing, based on a new climate hazard taxonomy, to review, identify, and geolocate out of 100 million abstracts those that deal with hydro‐hazards. We find that the spatial distribution of study areas is mostly defined by human activity, national wealth, data availability, and population distribution. Hydro‐hazard events that impact large numbers of people lead to increased research activity, but with a strong disparity between low‐ and high‐income countries. We find that 100 times more people need to be affected by hazards before low‐income countries reach comparable research activity to high‐income countries. This "Wealth over Woe" bias needs to be addressed by enabling and targeting research on hydro‐hazards in highly impacted and under‐researched regions, or in those sufficiently socio‐hydrologically similar. We urgently need to reduce knowledge base biases to mitigate and adapt to changing hydro‐hazards if we want to achieve a sustainable and equitable future for all global citizens.

The dynamics of vulnerability: why adapting to climate variability will not always prepare us for climate change

Abstract:Recent reports and scholarship suggest that adapting to current climate variability may represent a ‘no regrets’ strategy for adapting to climate change. Addressing ‘adaptation deficits’ and other approaches that target existing vulnerabilities are helpful for responding to current climate variability, but we argue that they may not be sufficient for adapting to climate change. Through a review and unique synthesis of the natural hazards and climate adaptation literatures, we identify why the dynamics of vulnerability matter for adaptation efforts. We draw on vulnerability theory and the natural hazards and climate adaptation literatures to outline how adaptation to climate variability, combined with the shifting societal landscape can sometimes lead to unintended consequences and increased vulnerability. Moreover, we argue that public perceptions of risk associated with current climate variability do not necessarily position communities to adapt to the impacts from climate change. We suggest that decision makers faced with adapting to climate change must consider the dynamics of vulnerability in a connected system—how choices made in one part of the system might impact other valued outcomes or even create new vulnerabilities. We conclude by suggesting the need for greater engagement with various publics on the tradeoffs involved in adaptation action and for improving communication about the complicated nature of the dynamics of vulnerability. I urge us to change our human-focused mindset to solve many problems, including the climate crisis, which humans caused to the entire ecosystems due to our arrogance: humans own this world. In this perspective article, I propose four recommendations to address climate issues through paradigm change and safe and sustainable technologies.

Economics of Disasters and Climate Change

Abstract:Poor people are disproportionally affected by natural hazards and disasters. This paper provides a review of the multiple factors that explain why this is the case. It explores the role of exposure (often, but not always, poor people are more likely to be affected by hazards), vulnerability (when they are affected, poor people tend to lose a larger fraction of their wealth), and socio-economic resilience (poor people have a lower ability to cope with and recover from disaster impacts). Finally, the paper highlights the vicious circle between poverty and disaster losses: poverty is a major driver of people’s vulnerability to natural disasters, which in turn increase poverty in a measurable and significant way. The main policy implication is that poverty reduction can be considered as disaster risk management, and disaster risk management can be considered as poverty reduction.

Abstract:The frequency, social, and economic impacts of natural disasters show exponential increases in recent decades. Cities and countries around the world have begun to realize that these events are no longer "hundred year" storms, but repeat within a few years. As urbanisation continues throughout this century, more and more people and more economic activity will be concentrated in at-risk areas; especially as new arrivals in cities throughout Asia and Africa are likely to be concentrated in the highest risk districts, much as they often are in North America and Europe today. This article reviews recent growth of natural disasters and considers how a systems approach can improve approaches to mitigation and adaptation of these risks and to recovery from such events.

Abstract:Purpose Systemic risks originate in tightly coupled systems. They are characterised by complexity, transboundary cascading effects, non-linear stochastic developments, tipping points, and lag in perception and regulation. Disasters need to be analysed in the context of vulnerabilities of infrastructure, industrial activities, structural developments and behavioural patterns which amplify or attenuate the impact of hazards. In particular, disasters are triggered by chains of events that often amplify and also multiply damages. The paper aims to discuss these issues. Design/methodology/approach The paper applies the concept of systemic risks to disasters more precisely to the combination of natural and human-induced disasters. The paper refers to the International Risk Governance Council’s Risk Governance Framework and applies this framework to the systemic aspects of disaster risks. Findings The paper maps out strategies for inclusive governance of systemic risks for disaster prevention and mitigation. Furthermore, the paper highlights policy implications of these strategies and calls out for an integrated, inclusive and adaptive management approach for the systemic aspects of disaster risks. Originality/value The paper fulfils the identified need to analyse disaster risks in the context of vulnerabilities of infrastructure, industrial activities, structural developments and behavioural patterns which amplify or attenuate the impact of hazards.

Abstract:This paper analyzes the vicious spiral between climate change impacts, ecosystem degradation and increased risk of climate-related disasters; secondly, it defines the central role of ecosystem management in climate change adaptation and disaster risk reduction and their multifaceted linkages; and thirdly, it assesses the challenges for enhanced ecosystem management for climate change adaptation and disaster risk reduction. Given the increasing importance of ecosystem services and management in adapting and responding to climate change impacts and associated disaster risks, the paper concludes that political commitment at the highest level is urgently needed if ecosystem management is to have the adequate weight it deserves in the post-2012 climate change agreement. It is further recommended that adequate financial, technological and knowledge resources be allocated for integrating ecosystem management in the climate change and disaster risk reduction portfolios, including within national policy-setting, capacity building, planning and practices, particularly in developing countries vulnerable to climate change impacts and increased risks of climate-related disasters.

Abstract:Throughout much of its history, the sociological study of human communities in disaster has been based on events that occur rapidly, are limited in geographic scope, and their management understood as phased stages of response, recovery, mitigation and preparedness. More recent literature has questioned these concepts, arguing that gradual-onset phenomena like droughts, famines and epidemics merit consideration as disasters and that their exclusion has negative consequences for the communities impacted, public policy in terms of urgency and visibility and for the discipline itself as the analytical tools of sociological research are not brought to bear on these events. We agree that gradual-onset disasters merit greater attention from social scientists and in this paper have addressed the two most significant ongoing disasters that are gradual in onset, global in scope and have caused profound impacts on lives, livelihoods, communities and the governments that must cope with their effects. These disasters are the coronavirus pandemic and global climate change both of which include dimensions that challenge the prevailing definition of disaster. We begin with an examination of the foundational work in the sociological study of a disaster that established a conceptual framework based solely on rapidly occurring disasters. Our focus is on several components of the existing framework for defining and studying disasters, which we term "borders." These borders are temporal, spatial, phasing and positioning, which, in our view, must be reexamined, and to some degree expanded or redefined to accommodate the full range of disasters to which our globalized world is vulnerable. To do so will expand or redefine these borders to incorporate and promote an understanding of significant risks associated with disaster agents that are gradual and potentially catastrophic, global in scope and require international cooperation to manage.

Abstract:Climate change mitigation is crucial to prevent excessive temperature rise, a primary contributor to climate-related impacts. However, even if net zero emissions were achieved immediately, the carbon locked in the atmosphere will continue to impact ecosystems, people, settlements and infrastructure, as observed in the past several decades. Despite the urgent need to minimize climate change impacts, climate adaptation has not kept pace with escalating risks. Data on disaster occurrences and impacts can guide action to where it is most needed. We used data on climate-related disasters recorded between 2000 and 2020 in the Emergency Events Database (EM-DAT) to 1) discern disparities in climate-related disaster impacts across countries and continents, and 2) pinpoint administrative areas where people have been highly impacted from those types of disasters. During this period, over 4,600 occurrences of climate-related disasters were documented, directly impacting over 3.3 billion people. Highly developed countries experienced fewer impacts despite not having a lower number of climate-related events. African countries showed an increase in the number of people impacted through time, despite a decrease in the number of climate-related events. Areas in Central America and the Caribbean, Eastern North America, Eastern Africa and Madagascar, and Southern and Eastern China, India and Southeast Asia had the highest numbers of people impacted per km 2 . Identifying locations with disproportionally high numbers of impacted people can lead to action and policy shifts, from local to international levels. Some of the approaches to adapt to climate change impacts that can be cost-effective and readily available are those based on nature and the benefits that nature provides to people. Therefore, nature conservation, restoration and management could be important interventions to help people adapt to the impacts of climate change, especially in areas of low human development and where people have experienced high and very high climate impacts. In the policy sphere, synthesizing information on historical occurrences of climate-related disasters could guide efforts to address losses and damages and to promote climate justice.

Abstract:Climate change can be observed in various spheres of the Earth's system, including atmosphere, lithosphere, hydrosphere, biosphere and cryosphere. The interactions among these spheres collectively impact the changes of the climate system. Natural disasters represent the most intense manifestation of the interactions among the Earth's spheres, and they have profound impacts on human society. In this study, we discuss the impact of climate change on natural disasters by examining the characteristics of climate change-induced hazards and the activity patterns of natural disasters. Furthermore, the response mechanisms of natural disasters to climate change are elaborated by exploring the formation and evolution of different types of natural disasters. Additionally, the future trends of disaster-pregnant environment under climate change are estimated, and the future trends of disaster risk are revealed by jointly considering the exposure and vulnerability. The main driving forces and formation conditions of natural disasters vary greatly among different geomorphic units, but they can generally be classified into three categories: Thermally driven disasters, gravitationally driven disasters, and hydrologically driven disasters. For example, heatwaves, tropical cyclones, tornadoes, and wildfires are common examples of thermally driven disasters which are forced by high temperatures or great thermal gradients. In addition, gravitationally driven disasters mainly occur in mountainous areas with significant differences in elevation, such as landslides, snow-ice avalanches and debris flows. The tsunamis caused by seabed movement are also gravity disasters. Furthermore, the disasters such as droughts, regional floods and sea-level rise are primarily driven by the changes in hydraulic conditions, and thus are classified as hydrologically driven disasters. In the context of enhanced climate change, the interactions among multiple spheres of the Earth's system are strengthened, causing the disaster-pregnant environment to evolve towards a more vulnerable state. Thus, the natural disasters present some new characteristics and trends, and the disaster risk shows a sharp increase. The interactions among different types of natural disasters have also become stronger, resulting in a significant rise in the risk of compound and cascading disaster. The differences in driving forces lead to significant variations in the disaster feedback to climate change among the varied geomorphic units. For example, the strengthened interaction between ocean and atmosphere leads to enhanced compound risk and destructive power of marine disasters. Besides, the intensification of water cycle contributes to increased spatial heterogeneity in drought and flood disasters, whose durations, intensities, and magnitudes show significant increasing trends. In addition, the high mountainous areas with altitude-dependent warming and the urban areas with significant heat island effects have obvious amplification effects in the responses to climate warming. This study advocates the goal of improving the accuracy and effectiveness of natural disaster prediction and early warning, and reducing the risk of climate change-related disasters. Five major scientific challenges of climate change-related disaster risk are proposed: (1) The mechanisms of climate change-driven interactions among Earth's spheres and the coupling of internal and external forces; (2) the spatio-temporal patterns of disaster development across different scales; (3) the perception of extreme event information and the data-driven risk identification; (4) the dynamics of disasters and the evolution of risk; (5) the disaster risk management and the resilient social development. By addressing the key issues in these five challenges through comprehensive and diversified approaches, we can deepen our scientific understanding on the Earth's system, adapt to global changes, and reduce disaster risks.

Conceptualizing community resilience and the social dimensions of risk to overcome barriers to disaster risk reduction and sustainable development

Abstract:<p>Crises and disasters are windows of opportunity to learn and transform toward enhancing disaster risk reduction (DRR) and resilience. However, a poor understanding of community resilience and the social dimensions of risk, the lack of a methodology to engage and empower resilience in society, and business‐as‐usual together limit the implementation of effective DRR and resilience‐building strategies. In this reflection paper, we discuss the main elements of the DRR and resilience paradigm. By analyzing the failures in disaster management, we identified the cultural and political barriers to enhancing DRR and community resilience as being: a paternalistic social protection culture; and the command‐and‐control approach to knowledge and resources for risk reduction. We reflect on the implications of this for sustainable development and argue that building a glocal culture of community wellbeing and resilience and a socially sustainable risk governance is needed to overcome the cultural and political barriers to DRR and sustainable development.</p>

Abstract:Natural disasters interact to affect the resilience and prosperity of communities and disproportionately affect low income families and communities of colour. However, due to lack of a common theoretical framework, these are rarely quantified. Observing severe weather events (e.g. hurricanes and tornadoes) and epidemics (e.g. COVID-19) unfolding in southeastern US communities led us to conjecture that interactions among catastrophic disturbances might be much more considerable than previously recognized. For instance, hurricane evacuations increase human aggregation, a factor that affects the transmission of acute infections like SARS-CoV-2. Similarly, weather damage to health infrastructure can reduce a community's ability to provide services to people who are ill. Abstract:The impacts of disaster risk not only are determined by hazard events,but also depend on the determinants of risk: exposure and vulnerability.Exposure and vulnerability are dynamic and multi-dimensional.High exposure and vulnerability are generally the outcome of skewed development processes.In the context of climate change,designing and implementing effective disaster risk management strategies to adapt to longer-term climate change need to understand dimensions of exposure and vulnerability rigorously,pay attention to risk communication and risk accumulation,and choose reliable methodologies for risk assessment.While aiming to reduce,transfer and share risk,it is also important to prepare for and respond to disaster risk,and increase resilience to changing risk.By using these integrative disaster risk management approaches,disaster risk management decisions and corresponding measures can constrain exposure and vulnerability and enable future climate change adaption.
Emergency management and sustainability: Understanding the link between disaster and citizen participation for sustainability efforts and climate change

Abstract:The goal of this study is to examine how disaster experience influences local government views on citizen participation in addressing issues of sustainability, such as climate change. This study considers concepts such as wicked problems, the social order, the environment, economic development, and citizen participation where sustainability can be considered a solution to help manage and solve the challenges of disaster, like climate change. The data are taken from a 2015 International City/County Management Association national survey that examines the link between disaster and sustainability. The results show that more than half of the respondents do not view public participation as having much of an impact on sustainability; however, we can expect public participation to increasingly impact sustainability efforts as communities experience more disaster. This suggests that emergency management needs to understand public pressures regarding wicked problems, such as climate change, to collectively address the global influence of environmental, economic, and social issues that have local effects on their communities.
