Abstract:The second half of the 1980s witnessed a considerable improvement in East-West relations. It was attributable in large measure to the advent to power of Mikhail Gorbachev in the Soviet Union and an eventual receptiveness to his policies on the part of the Reagan administration in the United States. If the trend continues, what effect will improved relations between the dominant powers in the two alliances have on their respective members? Will the atmosphere of reduced tension between the blocs contribute to the resolution of intra-alliance conflicts as well? This question is particularly important for the two countries in the NATO alliance whose relations have been most conflictual over the years: Greece and Turkey.
