Abstract:The UN Millennium Project Task Force on Education and Gender Equality, an expert advisory group commissioned by the UN Secretary‐General, was asked to examine how dramatic improvements in education can be achieved in the developing world. The task force investigated the problems of low enrolment, early drop‐out and poor learning outcomes that so profoundly affect many children in the developing world. The experiences of both countries that have achieved important successes in rapidly scaling‐up access to primary education, and countries that have made only slow progress, shed light on the priorities for the leadership in both developing countries and donor agencies. The task force developed specific recommendations about overcoming demand‐ and supply‐side constraints to greater primary school completion; and about how international donors and technical agencies can stimulate and support country‐led progress, with financial resources that are linked to performance.

Gender equity and health: evaluating the impact of Millennium Development Goal Three on women's health in South Asia

Abstract:Background: Researchers evaluated the progress of Millennium Development Goal Three, which promotes gender equity and empowering women, by assessing the targets for education, employment, and government, and their relation to women's health in South Asia. Methods: Researchers obtained data from the United Nations, Inter-Parliamentary Union, International Labor Organization, World Bank, and World Health Organization. First, they performed a literature review including manuscripts that quantified a Millenium Development Goal Three outcome in South Asia and were published after 1991. They derived women's health outcomes from World Health Organization databases. Spearman's rank test was used to evaluate the relationship between change in gender parity and change in women's health outcomes. Results: South Asia's average primary education Gender Parity Index (defined as the ratio of girls to boys enrolled in primary, secondary, and tertiary education and expressed as a value between 0 and 1.0) improved from 0.73 (SD 0.34) to 0.92 (SD 0.13) between 2000 and 2008. Secondary and tertiary education had a lower Gender Parity Index (average 2008 Gender Parity Index 0.87 (SD 0.21) and 0.59 (SD 0.23), respectively), but had also improved from 2000 (average Gender Parity Index = 0.77, SD 0.38) to 2008 (average Gender Parity Index = 0.52, SD 0.11). An average proportion of 22.1% (SD 12.58) of women participated in waged, non-agricultural employment and 16.6% (SD 10.3) in national parliaments. No clear association was found between change in gender equity and women's health in South Asia between 2000 and 2008. Conclusion: Some progress has been made toward gender equity in South Asia, although the results have been mixed and inequities persist, especially in employment and government. While gender equity does not appear to have been related to female health outcomes, both must be addressed simultaneously as priority development targets and remain prerequisites to achieving the overall Millennium Development Goals. Abstract:China and India together account for over one-third of the world’s population and both countries have considerably fewer women than men.. With long histories of skewed sex ratios and gender discrimination, these two countries have experienced a sharp decline in the birth of girls since the late 20th century. The unfolding and intimate relationship between gendered social structures, son preference, fertility decline, and new sex determination technologies has had serious demographic and social consequences, resulting in millions of “missing” girls, surplus males, bride shortages, and possibly, rising levels of gender violence. Even as women’s socio-economic indicators such as life expectancy, literacy, education, and fertility have improved, families continue to show a preference for sons raising questions between the tenuous relationship between development and gender equality. The advantages of raising sons over daughters, supported by traditional kinship, family, and marriage systems, appear to have got further entrenched in the era of neoliberal economies. Family planning policies of both nations, advocating small families, and the advent of pre-natal sex selection technologies further set the stage for the prevention of birth of daughters. Governments in both countries have since banned sex determination and launched policies and schemes to redress the gender imbalance and improve the value of the girl child. While these policies have not been highly successful, other social forces such as urbanization and rising educational levels are beginning to transform the way girls are perceived. A kernel of hope seems to be emerging at the beginning of the 21st century, as some improvement is visible in the sex ratio at birth in some of the worst affected regions in the two countries.
Education for all: an imperative for reducing poverty

Abstract:In the year 2000, more than 160 governments adopted six goals aimed at vastly improving learning opportunities for children, youth, and adults by 2015. This article, based on an annual international report that tracks progress toward these goals and levels of aid to basic education, analyzes the significance of expanding learning opportunities for human, social, and economic development. It assesses where the world stands on meeting its commitments--developing nations and donors included. The picture is mixed, with considerable progress in some cases, especially toward universal primary education and gender parity at the primary level. Much less attention is being given to other age groups, notably through early childhood care and education programs and adult literacy--a global scourge affecting 781 million adults. Low education quality, lack of learning opportunities for the most disadvantaged groups, and insufficient aid to basic education are holding many countries back. The article outlines some of the greatest challenges for decision makers: holistic early childhood programs that target the most disadvantaged children; policies to make school free, accessible, and safe for girls and boys; and scaling up adult literacy programs. Education quality--from the recruitment and training of teachers to textbooks, sufficient instructional time, and initial instruction in the mother tongue--has a documented influence on learning outcomes. Increased domestic and international spending on education is essential. Such an agenda requires long-term vision and strong political commitment at the highest level.
Abnormal Sex Ratios in Human Populations: Causes and Consequences.

Abstract:In the absence of manipulation, both the sex ratio at birth and the population sex ratio are remarkably constant in human populations. Small alterations do occur naturally; for example, a small excess of male births has been reported to occur during and after war. The tradition of son preference, however, has distorted these natural sex ratios in large parts of Asia and North Africa. This son preference is manifest in sex-selective abortion and in discrimination in care practices for girls, both of which lead to higher female mortality. Differential gender mortality has been a documented problem for decades and led to reports in the early 1990s of 100 million "missing women" across the developing world. Since that time, improved health care and conditions for women have resulted in reductions in female mortality, but these advances have now been offset by a huge increase in the use of sex-selective abortion, which became available in the mid-1980s. Largely as a result of this practice, there are now an estimated 80 million missing females in India and China alone. The large cohorts of "surplus" males now reaching adulthood are predominantly of low socioeconomic class, and concerns have been expressed that their lack of marriageability, and consequent marginalization in society, may lead to antisocial behavior and violence, threatening societal stability and security. Measures to reduce sex selection must include strict enforcement of existing legislation, the ensuring of equal rights for women, and public awareness campaigns about the dangers of gender imbalance.
Health and Welfare of Women and Child Survival: A Key to Nation Building

Abstract:Health of women has a profound effect on the health and welfare of communities, countries and the world at large. A large number of social, economic, educational, political and religious dimensions impact the lives of girls and women with repercussions on their health and status in society and welfare of their children. It is a sad reality that a large number of children, adolescents and women worldwide have limited or no access to essential health care services, nutrition and education. Gender inequity and discrimination against girls cannot be bridged unless there are equal opportunities for healthcare and education for boys and girls. The International Day of the Girl Child is celebrated on 11th October to create global awareness about issues of gender inequity, bias, right to education, nutrition, medical care and protection against discrimination, violence, genital mutilation and child marriages. There is a need to provide essential healthcare and nutrition to girls and women throughout their life cycle. Children are the foundation of a nation and mothers are its pillars, and no sensible government can afford to neglect the needs and rights of women and children. The government of India has launched several initiatives like National Plan of Action for the Girl Child, Preconception and Prenatal Diagnostic Techniques (PCPNDT) Act to curb female feticides and "Save Girl Child, Educate Girl Child" Yojana. But the real challenge is effective implementation of these programs without any leakage of funds and resources. The United Nations, through a series of conventions, has declared child marriages as a violation of human right. They have launched an ambitious global strategy for promotion of health of women, children and adolescents for achieving Sustainable Development Goals (SDGs) by 2030 with a focus on "Every Woman Every Child".

Abstract:Gender equity in education stands as a cornerstone for fostering social empowerment and advancing towards a more inclusive society. This review delves into the challenges hindering gender equity in education and the pathways to promote opportunities for social empowerment. Despite considerable progress, disparities persist in access to education based on gender. Girls, particularly in marginalized communities, face barriers such as cultural norms, economic constraints, and inadequate infrastructure, limiting their educational opportunities. Furthermore, gender stereotypes perpetuate disparities in subject choices and career aspirations, restricting girls' access to fields such as science, technology, engineering, and mathematics (STEM). Addressing these challenges requires a multi-faceted approach. Firstly, policy interventions must prioritize equitable access to education, ensuring the removal of financial, cultural, and institutional barriers. Investing in infrastructure, scholarships, and targeted initiatives can mitigate disparities and enable girls to pursue education freely. Secondly, addressing socio-cultural norms and stereotypes is crucial. Educational curricula should be designed to challenge gender biases and promote inclusivity. Additionally, engaging communities and stakeholders in dialogue and awareness campaigns can foster a supportive environment for gender equity in education. Promoting opportunities for social empowerment through education necessitates holistic strategies. Beyond access, quality education must equip students with critical thinking skills, confidence, and agency to challenge systemic inequalities. Encouraging girls' participation in STEM fields and non-traditional careers can expand their economic opportunities and challenge gender norms. In conclusion, achieving gender equity in education is indispensable for social empowerment. By addressing challenges and promoting inclusive opportunities, we can foster a society where every individual, regardless of gender, can realize their full potential. Abstract:Education is not only the main pillar of nation-building, but through education, a nation moves towards progress. In a country, with different races of people, both men and women became uplifted towards development when illuminated by education. By the united force of men and women, especially women, a country leads its way to the path of success. Women’s empowerment is a necessity for this success. Again, education is the most powerful instrument of empowerment as it generates consciousness that leads to empowerment. Hence, to pave the way for women’s emancipation and empowerment, education plays a pivotal and inevitable role. According to Pandit Jawaharlal Nehru –"If you teach a male, you educate an individual If you educate a lady, you educate an entire family.” Women who are educated and empowered succeed in society, business, and family life. So, Women empowerment refers to increasing women's social, economic, and educational power. It refers to an environment where there is no gender bias and equal rights in the community, society, and workplaces. Today, according to the GOI report, the male literacy rate is currently at 84%, while the female literacy rate is less than 70%. Again, the most recent labor force surveys conducted by the NSSO (National Sample Survey Office) published the female worker population ratio (%) on a status basis in the country during 2013-14 and 2015-16 are 29.6% and 25.8% respectively. Education helps women become aware of their rights, dignity, and opportunities. It gives them the chance to make a more meaningful decision in terms of political engagement and decision-making choices about life. Abstract:The report released in 2022 by United Nations Educational, Scientific, and Cultural Organization (UNESCO) shows that globally, female enrolment is at least 88% at primary and secondary school levels. The 88% is an indicator of good progress in gender equality in education. Of concern, however, is gender equity in Mathematics classrooms. Internationally set goals, Education For All (EFA) Goal 5, Millenium Development Goals (MDGs) Goal 3 and Sustainable Development Goals (SDGs) Goal 4, all focus on gender equity. This study aims to raise awareness about strategies and practices for gender equity in teaching and learning Mathematics. The study uses inclusion and exclusion criteria, a literature review, and empirical data analysis. Evidence suggests that gender equity in Mathematics improves critical thinking skills and increases gender balance in Mathematics education. The researchers recommend further study on strategies for integrating gender equity in Mathematics classrooms.

Abstract:Women in Asia now find themselves at a crossroad. While most of the long-term trends in demography, education, and employment opportunities, if sustained by supportive policies and gender-sensitive crisis management, are likely to reduce gender inequities, the outlook in the short to medium term is not very bright. Gender-bias in mortality persists in parts of Asia. Literacy and schooling gaps are still large in South Asia. The interaction of gender-based indicators of welfare, capability, work participation, and earnings reflects the centrality of female education for economic growth, mortality and fertility reduction, and equity. Educational inequality will be a weightier source of income inequality in the next decade. Lastly, during stagflation, recession, restructuring, and transition, women relatively suffer earnings loss, workload increase, and educational setback. Economic growth is not a sufficient condition for gender equity, and public policies must consistently pursue it in the distribution of opportunities and adjustment costs. Improving women’s employment opportunities (in quantity and quality) involves addressing labor-market rigidities, credit-market barriers, and the lack of infrastructure and utilities that aggravates their workloads.
Trends in child marriage, sexual violence, early sexual intercourse and the challenges for policy interventions to meet the sustainable development goals

Abstract:Introduction: Child marriage remains a prevalent issue in low- and middle-income countries (LMIC) despite global declines. Girls are disproportionately affected, facing health risks, limited education, and restricted decision-making power. We aim to provide insights for child marriage prevalence across LMIC from 1990 to 2020, with a focus on sexual violence and early sexual intercourse for public health policy interventions. Methods: This study used World Bank datasets to assess progress in addressing child marriage in LMIC countries. Statistical analyses, including trend analysis and compound annual growth rate (CAGR), were conducted to evaluate indicators of first marriage, sexual violence, and sexual intercourse. Countries with sufficient data were categorized based on prevalence rates and trends, and detailed analysis focused on significant indicators. Results: While significant reductions were observed in the prevalence of child marriage before the age of 15 and 18 and early sexual intercourse in most countries, few countries show increasing trends, and others could not demonstrate statistical trends due to data limitations, such as scarcity of data for boys. Overall, many countries showed a decline in sexual violence and early sexual intercourse before the age of 15, but some exhibited increasing trends. For instance, Zambia and Senegal showed a decreasing trend of sexual violence, while Nigeria exhibited an increasing trend. Notably, Uganda, Cameroon, and Sierra Leone for women, and Namibia, Zambia, and Kenya for men, experienced substantial decline in early sexual intercourse. Conclusion: There is a decline in child marriage, sexual violence, and early sexual intercourse in most countries independent from the income group. Only a few countries show slight increasing trends. The improvements confirm that policies that address education, employment, and deep-rooted gender inequality at the societal level seem to be effective and help reach the SDG. However, better data are needed to enhance the understanding of the development of child marriage in these countries to improve the effectiveness of policy intervention. Therefore, we recommend that policymakers not only include existing evidence that continues progress but also increase and improve the monitoring of relevant indicators.
Cross-Sectional Time Series Analysis of Associations between Education and Girl Child Marriage in Bangladesh, India, Nepal and Pakistan, 1991-2011

Abstract:BACKGROUND: Girl education is believed to be the best means of reducing girl child marriage (marriage <18 years) globally. However, in South Asia, where the majority of girl child marriages occur, substantial improvements in girl education have not corresponded to equivalent reductions in child marriage. This study examines the levels of education associated with female age at marriage over the previous 20 years across four South Asian nations with high rates (>20%) of girl child marriage- Bangladesh, India, Nepal and Pakistan.METHODS: Cross-sectional time series analyses were conducted on Demographic and Health Surveys (DHS) from 1991 to 2011 in the four focal nations. Analyses were restricted to ever-married women aged 20-24 years. Multinomial logistic regression models were used to assess the effect of highest level of education received (none, primary, secondary or higher) on age at marriage (<14, 14-15, 16-17, 18 and older).RESULTS: In Bangladesh and Pakistan, primary education was not protective against girl child marriage; in Nepal, it was protective against marriage at <14 years (AOR = 0.42) but not for older adolescents. Secondary education was protective across minor age at marriage categories in Bangladesh (<14 years AOR = 0.10; 14-15 years AOR = .25; 16-17 years AOR = 0.64) and Nepal (<14 years AOR = 0.21; 14-15 years AOR = 0.25; 16-17 years AOR = 0.57), but protective against marriage of only younger adolescents in Pakistan (<14 years AOR = 0.19; 14-15 years AOR = 0.23). In India, primary and secondary education were respectively protective across all age at marriage categories (<14 years AOR = 0.34, AOR = 0.05; 14-15 years AOR = 0.52, AOR = 0.20; 16-17 years AOR = 0.71, AOR = 0.48).CONCLUSION: Primary education is likely insufficient to reduce girl child marriage in South Asia, outside of India. Secondary education may be a better protective strategy against this practice for the region, but may be less effective for prevention of marriage among older relative to younger adolescents.

Abstract:This research has explored the roles, opportunities, decision-making processes, responsibilities, and various issues related to gender and the status of women in society. It compares women with their male counterparts across several areas, including household duties, economic conditions, education, health, political engagement, and community decision-making. The main aim has been to perform a contemporary situational analysis of women’s empowerment and rural development, utilizing both primary and secondary data. The focus is on gender inequality, socio-economic factors, political involvement, and demographic trends. The main findings have highlighted that those women, in their journey towards empowerment, require substantial support from their families, communities, and the nation. They have faced significant barriers to accessing opportunities for income generation, employment, decision-making roles, property ownership, and participation in political processes. The majority of women have been primarily engaged in household duties, contributing to their lower socio-economic status. This research seeks to improve the status of women in the study area by highlighting the importance of government policies and programs that include women in development efforts. Addressing these challenges through empowerment has become crucial not only for improving women's lives but also for fostering economic development within the community and the country at large. Apart from the aforementioned suggestions, Constitutional and Legal Framework, National Plan and Policies, Quotas and Representation, Education and Health, Economic Empowerment, Combatting Gender-Based Violence, and Cultural and Social Change, Education and Awareness have been found the policies to be adopted for the gender empowerment and equality in the present condition of Nepal. Despite these policies, challenges such as patriarchal norms, economic disparities, and implementation gaps persist. Continued efforts are needed to ensure effective enforcement of laws, address cultural barriers, and achieve substantive gender equality in Nepal. Likewise, Legal and Policy Framework, Economic Empowerment, Political Participation, Healthcare and Reproductive Rights, Combat Gender-Based Violence, Media and Communication, Community Engagement and Partnerships, Data Collection and Research, and Monitoring and Evaluation have been identified as the ways of gender empowerment and equality in the present context of Nepal. Implementing these strategies requires commitment and collaboration across government, civil society, the private sector, and international partners. Gender Bias in School Education

Abstract:Education has ever been considered as the best instrument for facilitating women empowerment and ensuring gender justice. Schools play a major role in gender socialization, and are expected to develop proper attitudes and values in children required for a gender just society. Based on the empirical studies conducted in 24 schools in Kerala, India, the gender bias existing in the overall school climate and classroom practices are exposed. The study using observation and interviews revealed that the practices in several schools are gendered with regard to the rules and regulations, dress code, seating arrangements and play provisions to boys and girls. Findings also revealed that there are gendered classroom practices existing with regard to teacher-student verbal interaction, teacher eye contact and attention, grouping of students, assigning roles and responsibilities, and disciplinary practices. Based on the findings, the author suggests measures to eliminate the gender bias from the school education system.
Relevance of gender-sensitive policies and general health indicators to compare the status of South Asian women's health

Abstract:Background: despite goals for gender equity in South Asia, the relationship between gender-sensitive policies and the empowerment of women is complex and requires an analysis of how policies align with a broad set of social, cultural, political, and economic indicators that relate to women's health. Methods: through a review of four documents under the umbrella of the World Health Organization and the United Nations, a list of 17 gender-sensitive policy and 17 general health indicators was generated with a focus on health, education, economic, and political empowerment and violence against women. A series of policy documents and international and national databases that are accessible in the public domain were the major tools used to find supporting documentation to address women's health outcomes in Bangladesh, India, Nepal, Pakistan, and Sri Lanka. Results: all five South Asian countries had several gender-sensitive policies that were measurable by indicators that contribute to health. Examination of political and economic status, birth sex ratios, human trafficking, illiteracy rates, maternal mortality rates, contraception prevalence, fertility rates, knowledge of HIV/AIDS prevention, access to skilled birth attendants, and microfinance show that large gender inequities still prevail despite the presence of gender-sensitive policies. Conclusion: in many cases, the presence of gender-sensitive policies did not reflect the realization of gender equity over a wide range of indicators. Although the economic, political, social, and cultural climates of the five countries may differ, the integration of women's needs into the formulation, implementation, and monitoring of policies is a universal necessity to achieve positive outcomes.
High school English textbooks promote gender inequality in Afghanistan

Abstract:<span>Instructional materials are one of the areas in which gender inequality is very easily institutionalised. The study investigated gender representation in high school English textbooks in Afghanistan. High school English textbooks were used as the corpus of the study. A mixed content analysis approach was used to analyse the data. The frequency of items for each category was counted and tabulated. The findings showed that women were substantially underrepresented whereas men were significantly overrepresented in text and illustrations. Male characters were placed before female characters in all coordinated phrases, and none of the dialogues was initiated by female characters. Women were portrayed in a limited number of social roles while men occupied a wide range of them. Moreover, masculine generic forms were widely used to refer to both women and men. Thus, it is concluded that high school English textbooks promote and perpetuate gender inequality in Afghanistan.</span>

Abstract:It was a great moment when all 193 member countries of United Nations adopted the Agenda for Sustainable Development Goals (SDGs) to be achieved by 2030. Although it does not seem to be feasible to achieve all the goals by 2030, it is enough at this stage that countries understand the dynamics of the factors operating behind the poor status of the development today and adopt a new development paradigm that has the capacity to reach the SDGs sooner or later. Fortunately, the documents and reports prepared under the SDGs by the UN provide enough material to help countries to develop such a paradigm as well as they give enough flexibility and autonomy to countries for this purpose. The article argues that most countries today are moving on a development path that is far from conducive to the achievement of the SDGs including gender equality and women’s empowerment. Countries have to develop a new development path to reach these goals. The article also highlights the centrality of gender equality in the achievement of the SDGs by discussing the different areas of the SDGs. Finally, the article recommends some building blocks of an alternative development path that has gender equality and women’s empowerment build in it.
Global Inequality in Maternal Health Care Service Utilization: Implications for Sustainable Development Goals

Abstract:Purpose: Globally, low-middle-income countries continue to account for almost all of the pregnancy-related mortalities that are largely preventable through adequate utilization of essential maternal health care services such as antenatal care (ANC) and skilled birth assistance (SBA). Promoting the use of ANC and SBA services are hindered by numerous policy- and capacity-related barriers along with widespread inequality in utilization of the existing services that further exacerbates the scenario. In an attempt to better understand the geography of inequality in service utilization, we conducted this brief descriptive study by using World Health Organization (WHO) data on ANC and SBA utilization among the member states. Methods: This was a descriptive study based on open access data on ANC and SBA use between 2012 and 2015 available through the Global Health Observatory of WHO. Country-level data were collected for Asia (41 countries), Africa (35 countries), Europe (35 countries), North America (10 countries), Latin America and the Caribbean (25 countries), and Oceania (16 countries). Cross-country and continent comparisons were made using dot and bar charts. Results: The overall prevalence of ANC and SBA use were, respectively, 78.17% and 88.33%. Considerable disparities were found in terms of ANC and SBA use across the continents, especially in Asia and Africa. Globally, the poorest performing countries included Afghanistan, Somalia, and South Sudan where more than three-quarters of the women remain deprived of ANC and SBA services during the period of 2012 and 2015. The greatest inequality in ANC use was observed in Africa (9.4% in Somalia and 99.9% in Libya), whereas that of SBA use was observed in Asia (17.8% in Afghanistan vs. 100% in Bahrain). Europe was the most equal of all regions in terms of both ANC (66.8% in Albania vs. 99.7% in Belarus) and SBA (94.4% in Denmark vs. 100% in Lithuania) use. Conclusion: Although in the majority of countries more than three-quarters of the women receive ANC and SBA services, the extent of intraregional inequality remains overwhelming especially for Asia and Africa. Progress toward maternal health-related targets should be interpreted in terms of the disparities to ensure a more even and sustainable outcome at both national and global level.
Economic Status, Education and Empowerment: Implications for Maternal Health Service Utilization in Developing Countries

Abstract:BACKGROUND: Relative to the attention given to improving the quality of and access to maternal health services, the influence of women's socio-economic situation on maternal health care use has received scant attention. The objective of this paper is to examine the relationship between women's economic, educational and empowerment status, introduced as the 3Es, and maternal health service utilization in developing countries.METHODS/PRINCIPAL FINDINGS: The analysis uses data from the most recent Demographic and Health Surveys conducted in 31 countries for which data on all the 3Es are available. Separate logistic regression models are fitted for modern contraceptive use, antenatal care and skilled birth attendance in relation to the three covariates of interest: economic, education and empowerment status, additionally controlling for women's age and residence. We use meta-analysis techniques to combine and summarize results from multiple countries. The 3Es are significantly associated with utilization of maternal health services. The odds of having a skilled attendant at delivery for women in the poorest wealth quintile are 94% lower than that for women in the highest wealth quintile and almost 5 times higher for women with complete primary education relative to those less educated. The likelihood of using modern contraception and attending four or more antenatal care visits are 2.01 and 2.89 times, respectively, higher for women with complete primary education than for those less educated. Women with the highest empowerment score are between 1.31 and 1.82 times more likely than those with a null empowerment score to use modern contraception, attend four or more antenatal care visits and have a skilled attendant at birth.CONCLUSIONS/SIGNIFICANCE: Efforts to expand maternal health service utilization can be accelerated by parallel investments in programs aimed at poverty eradication (MDG 1), universal primary education (MDG 2), and women's empowerment (MDG 3).

Abstract:The purpose of this paper is to examine the unequal and inadequate access to opportunities by both men and women in South Africa, as well as the progress made in achieving gender equality and promoting women's empowerment, which are embedded in the Millennium Development Goals and Sustainable Development Goals, respectively. The paper is virtuously theoretical and relies upon literature to present its arguments, soliciting information from published journals, reports, and previous studies. Access is primarily a gendered phenomenon worldwide, pertaining to the subsets of, inter alia, access to information, rights, land, money, education, skills, political participation, and opinion. Gender equity and equality are high on the developmental agenda of women in almost every country. South Africa, being part of international treaties and conventions on gender equity, is obliged to advance the empowerment of women and eliminate all forms of gender discrimination. The development of women, their access to essential resources, and their participation in important positions of decision-making are still challenges in most countries. It is commonly known that everywhere in the world, women face constraints that limit their capacity to contribute to production, well-being, decision-making, growth, and most importantly, empowerment, which in turn promotes independence. Women face discrimination in access to productive resources such as land; they face wage inequality in rural labor markets; and they are also more likely to work part-time, seasonal, and/or low-paying jobs when engaged in wage employment. Despite the Domestic Violence Act 116 of 1998 and the inauguration of the Annual 16 Days of Activism for No Violence Against Women and Children by the South African government, which are aimed at fighting the perpetual inequalities and abuse of women and children, gender inequality, women's disempowerment, and unequal access to opportunities are still predominant in the country.
