Abstract:Could social media data aid in disaster response and damage assessment? Countries face both an increasing frequency and intensity of natural disasters due to climate change. And during such events, citizens are turning to social media platforms for disaster-related communication and information. Social media improves situational awareness, facilitates dissemination of emergency information, enables early warning systems, and helps coordinate relief efforts. Additionally, spatiotemporal distribution of disaster-related messages helps with real-time monitoring and assessment of the disaster itself. Here we present a multiscale analysis of Twitter activity before, during, and after Hurricane Sandy. We examine the online response of 50 metropolitan areas of the United States and find a strong relationship between proximity to Sandy's path and hurricane-related social media activity. We show that real and perceived threats -- together with the physical disaster effects -- are directly observable through the intensity and composition of Twitter's message stream. We demonstrate that per-capita Twitter activity strongly correlates with the per-capita economic damage inflicted by the hurricane. Our findings suggest that massive online social networks can be used for rapid assessment ("nowcasting") of damage caused by a large-scale disaster.

Abstract:Natural disasters affect hundreds of millions of people worldwide every year. The impact assessment of a disaster is key to improve the response and mitigate how a natural hazard turns into a social disaster. An actionable quantification of impact must be integratively multi-dimensional. We propose a rapid impact assessment framework that comprises detailed geographical and temporal landmarks as well as the potential socio-economic magnitude of the disaster based on heterogeneous data sources: Environment sensor data, social media, remote sensing, digital topography, and mobile phone data. As dynamics of floods greatly vary depending on their causes, the framework may support different phases of decision-making during the disaster management cycle. To evaluate its usability and scope, we explored four flooding cases with variable conditions. The results show that social media proxies provide a robust identification with daily granularity even when rainfall detectors fail. The detection also provides information of the magnitude of the flood, which is potentially useful for planning. Network analysis was applied to the social media to extract patterns of social effects after the flood. This analysis showed significant variability in the obtained proxies, which encourages the scaling of schemes to comparatively characterize patterns across many floods with different contexts and cultural factors. This framework is presented as a module of a larger data-driven system designed to be the basis for responsive and more resilient systems in urban and rural areas. The impact-driven approach presented may facilitate public–private collaboration and data sharing by providing real-time evidence with aggregated data to support the requests of private data with higher granularity, which is the current most important limitation in implementing fully data-driven systems for disaster response from both local and international actors.

Abstract:Rapid damage assessment is one of the core tasks that response organizations perform at the onset of a disaster to understand the scale of damage to infrastructures such as roads, bridges, and buildings. This work analyzes the usefulness of social media imagery content to perform rapid damage assessment during a real-world disaster. An automatic image processing system, which was activated in collaboration with a volunteer response organization, processed ~280K images to understand the extent of damage caused by the disaster. The system achieved an accuracy of 76% computed based on the feedback received from the domain experts who analyzed ~29K system-processed images during the disaster. An extensive error analysis reveals several insights and challenges faced by the system, which are vital for the research community to advance this line of research.

Abstract:Social media data are increasingly being used in disaster management for information dissemination, establishment of situational awareness of the “big picture” of the disaster impact and emerged incidences over time, and public peer-to-peer backchannel communications. Before we can fully trust the situational awareness established from social media data, we need to ask whether there are biases in data generation: Can we simply associate more tweets with more severe disaster impacts and therefore higher needs for relief and assistance in that area? If we rely on social media for real-time information dissemination, who can we reach and who has been left out? Due to the uneven access to social media and heterogeneous motivations in social media usage, situational awareness based on social media data may not reveal the true picture. In this study, we examine the spatial heterogeneity in the generation of tweets after a major disaster. We developed a novel model to explain the number of tweets by mass, material, access, and motivation (MMAM). Empirical analysis of tweets about Hurricane Sandy in New York City largely confirmed the MMAM model. We also found that community socioeconomic factors are more important than population size and damage levels in predicting disaster-related tweets.

Abstract:The challenge of nowcasting and forecasting the effect of natural disasters (e.g. earthquakes, floods, hurricanes) on assets, people and society is of primary importance for assessing the ability of such systems to recover from extreme events. Traditional disaster recovery estimates, such as surveys and interviews, are usually costly, time consuming and do not scale. Here we present a methodology to indirectly estimate the post-emergency recovery status ('downtime') of small businesses in urban areas looking at their online posting activity on social media. Analysing the time series of posts before and after an event, we quantify the downtime of small businesses for three natural disasters occurred in Nepal, Puerto Rico and Mexico. A convenient and reliable method for nowcasting the post-emergency recovery status of economic activities could help local governments and decision makers to better target their interventions and distribute the available resources more effectively.

Abstract:Natural hazards are becoming increasingly expensive as climate change and development are exposing communities to greater risks. Preparation and recovery are critical for climate change resilience, and social media are being used more and more to communicate before, during, and after disasters. While there is a growing body of research aimed at understanding how people use social media surrounding disaster events, most existing work has focused on a single disaster case study. In the present study, we analyze five of the costliest disasters in the last decade in the United States (Hurricanes Irene and Sandy, two sets of tornado outbreaks, and flooding in Louisiana) through the lens of Twitter. In particular, we explore the frequency of both generic and specific food-security related terms, and quantify the relationship between network size and Twitter activity during disasters. We find differences in tweet volume for keywords depending on disaster type, with people using Twitter more frequently in preparation for Hurricanes, and for real-time or recovery information for tornado and flooding events. Further, we find that people share a host of general disaster and specific preparation and recovery terms during these events. Finally, we find that among all account types, individuals with "average" sized networks are most likely to share information during these disasters, and in most cases, do so more frequently than normal. This suggests that around disasters, an ideal form of social contagion is being engaged in which average people rather than outsized influentials are key to communication. These results provide important context for the type of disaster information and target audiences that may be most useful for disaster communication during varying extreme events.

Abstract:Social media has become an essential channel for posting disaster-related information, which provides governments and relief agencies real-time data for better disaster management. However, research in this field has not received sufficient attention, and extracting useful information is still challenging. This paper aims to improve disaster relief efficiency via mining and analyzing social media data like public attitudes toward disaster response and public demands for targeted relief supplies during different types of disasters. We focus on different natural disasters based on properties such as types, durations, and damages, which contains a total of 41,993 tweets. In this paper, public perception is assessed qualitatively by manually classified tweets, which contain information like the demand for targeted relief supplies, satisfactions of disaster response, and public fear. Public attitudes to natural disasters are studied via a quantitative analysis using eight machine learning models. To better provide decision-makers with the appropriate model, the comparison of machine learning models based on computational time and prediction accuracy is conducted. The change of public opinion during different natural disasters and the evolution of peoples' behavior of using social media for disaster relief in the face of the identical type of natural disasters as Twitter continues to evolve are studied. The results in this paper demonstrate the feasibility and validation of the proposed research approach and provide relief agencies with insights into better disaster management.

Abstract:Social media are more than just a one-way communication channel. Data can be collected, analyzed and contextualized to support disaster risk management. However, disaster management agencies typically use such added-value information to support only their own decisions. A feedback loop between contextualized information and data suppliers would result in various advantages. First, it could facilitate the near real-time communication of early warnings derived from social media, linked to other sources of information. Second, it could support the staff of aid organizations during response operations. Based on the example of Hurricanes Harvey and Irma we show how filtered, geolocated Tweets can be used for rapid damage assessment. We claim that the next generation of big data analyses will have to generate actionable information resulting from the application of advanced analytical techniques. These applications could include the provision of social media-based training data for algorithms designed to forecast actual cyclone impacts or new socio-economic validation metrics for seasonal climate forecasts.

Abstract:Social media data have been widely used to enrich human-centric information for situational awareness and disaster assessment. Owing to the granularity of topics detected from disaster-related contents, the effectiveness of social media in reflecting disaster losses is still limited. To address this limitation, this study developed a methodology for assessing disaster losses using social media data, which was composed of data preprocessing, fine-grained topic extraction, and quantitative damage estimation. The proposed methodology was demonstrated in a case study of Typhoons Hato & Pakhar, which caused persistent damage in southern China from August 22 to August 30, 2017. The results highlighted the capability of the proposed methodology in using fine-grained topics to assess disaster losses, e.g., the disaster losses were significantly correlated with infrastructure damage-related topics. The study provided useful insights in disaster damage assessment through the fine-grained topics in social media.

Discovering Disaster Events From Social Media Streams

Abstract:Natural and man-made disasters can both cause severe loss of lives and economic damage. Examples include earthquakes, floods, and road crashes. Nevertheless, rapidly and accurately identifying the latest status of a disaster event is undoubtedly one of the most difficult tasks for agencies in crisis management. In this work, we thus propose to monitor online data streams in social media to detect and track real-world events. Unlike conventional media, social media is advantageous because of its immediateness, huge data scale, and worldwide availability. Nevertheless, messages generated by netizens can be incomplete, subjective, or even error prone. Only with an appropriately designed scheme can invaluable clues embedded in huge amounts of online messages be discovered when carefully exploiting the information over content, temporal, and social dimensions. Specifically, we collect data from multiple social networks, conduct real-time analysis, and present interactive visualization. Experimental studies show that the proposed scheme is feasible for agencies in practice.

Abstract:ABSTRACT Social media research during natural disasters has been presented as a tool to guide response and relief efforts in the disciplines of geography and computer sciences. This systematic review highlights the public health implications of social media use in the response phase of the emergency, assessing (1) how social media can improve the dissemination of emergency warning and response information during and after a natural disaster, and (2) how social media can help identify physical, medical, functional, and emotional needs after a natural disaster. We surveyed the literature using 3 databases and included 44 research articles. We found that analyses of social media data were performed using a wide range of spatiotemporal scales. Social media platforms were identified as broadcasting tools presenting an opportunity for public health agencies to share emergency warnings. Social media was used as a tool to identify areas in need of relief operations or medical assistance by using self-reported location, with map development as a common method to visualize data. In retrospective analyses, social media analysis showed promise as an opportunity to reduce the time of response and to identify the individuals’ location. Further research for misinformation and rumor control using social media is needed.

Performance of Social Network Sensors During Hurricane Sandy

Abstract:Information flow during catastrophic events is a critical aspect of disaster management. Modern communication platforms, in particular online social networks, provide an opportunity to study such flow, and a mean to derive early-warning sensors, improving emergency preparedness and response. Performance of the social networks sensor method, based on topological and behavioural properties derived from the "friendship paradox", is studied here for over 50 million Twitter messages posted before, during, and after Hurricane Sandy. We find that differences in user's network centrality effectively translate into moderate awareness advantage (up to 26 hours); and that geo-location of users within or outside of the hurricane-affected area plays significant role in determining the scale of such advantage. Emotional response appears to be universal regardless of the position in the network topology, and displays characteristic, easily detectable patterns, opening a possibility of implementing a simple "sentiment sensing" technique to detect and locate disasters.

The perception and behavioral characteristics of people derived from crowdsourced data, such as social media and mobile phone signaling data, can provide information sources for disaster assessment and assist disaster emergency management. This topic has attracted extensive attention from scholars. However, these data types are incomplete and have wide-ranging quality, which makes it difficult to evaluate the disaster. Social media data contain many public descriptions of disasters, but the spatial distribution is uneven. Mobile phone signaling data cover a wide range and are spatiotemporal continuous, but semantic information is lacking. Thus, this paper develops a disaster impact assessment method that integrates social media data and mobile signaling data based on a classification of social media data with a character-level convolutional neural network (Char-CNN), anomaly detection in mobile signaling data, and feature mining of human activity. The result shows that social media and mobile signaling data complement each other well. The proposed method improves the assessment accuracy and provides detailed information on the spatial distribution of disasters. The results of this study provide reference for the combination of different sources of information for disaster response decisions.</p>

Abstract:Natural hazard-related disasters are disruptive events with significant impact on people, communities, buildings, infrastructure, animals, agriculture, and environmental assets. The exponentially increasing anthropogenic activities on the planet have aggregated the climate change and consequently increased the frequency and severity of these natural hazard-related disasters, and consequential damages in cities. The digital technological advancements, such as monitoring systems based on fusion of sensors and machine learning, in early detection, warning and disaster response systems are being implemented as part of the disaster management practice in many countries and presented useful results. Along with these promising technologies, crowdsourced social media disaster big data analytics has also started to be utilized. This study aims to form an understanding of how social media analytics can be utilized to assist government authorities in estimating the damages linked to natural hazard-related disaster impacts on urban centers in the age of climate change. To this end, this study analyzes crowdsourced disaster big data from Twitter users in the testbed case study of Australian states and territories. The methodological approach of this study employs the social media analytics method and conducts sentiment and content analyses of location-based Twitter messages (n = 131,673) from Australia. The study informs authorities on an innovative way to analyze the geographic distribution, occurrence frequency of various disasters and their damages based on the geo-tweets analysis.

Abstract:Social media, such as Twitter and Facebook, plays a critical role in disaster management by propagating emergency information to a disaster-affected community. It ranks as the fourth most popular source for accessing emergency information. Many studies have explored social media data to understand the networks and extract critical information to develop a pre- and post-disaster mitigation plan.The 2016 flood in Louisiana damaged more than 60,000 homes and was the worst U.S. disaster after Hurricane Sandy in 2012. Parishes in Louisiana actively used their social media to share information with the disaster-affected community − e.g., flood inundation map, locations of emergency shelters, medical services, and debris removal operation. This study applies social network analysis to convert emergency social network data into knowledge. We explore patterns created by the aggregated interactions of online users on Facebook during disaster responses. It provides insights to understand the critical role of social media use for emergency information propagation. The study results show social networks consist of three entities: individuals, emergency agencies, and organizations. The core of a social network consists of numerous individuals. They are actively engaged to share information, communicate with the city of Baton Rouge, and update information. Emergency agencies and organizations are on the periphery of the social network, connecting a community with other communities. The results of this study will help emergency agencies develop their social media operation strategies for a disaster mitigation plan.

Abstract:Social media, as an emerging source of data, has become a valuable data source for disaster prevention and management with its vast database. This study takes the "7·20" extreme rainstorm disaster in Zhengzhou as an example, extracts social media information related to the flooding disaster on social media platforms, constructs a dataset of the rainstorm and flooding disaster, and analyzes its temporal evolution and public sentiment change trends. Secondly, the K-means text clustering method based on TF-IDF was used to extract geographic location information related to waterlogging in social media data, and the resilience matrix was used as a framework to construct a resilience assessment model for urban infrastructure systems in combination with the Pressure-State-Response model. The results show that there was a sharp increase in the discussion of microblog topics about flooding information during heavy rainfall, and there was a 4-h lag between the peak time of topic discussion and the peak time of rainfall intensity. The geographical locations affected by waterlogging extracted based on microblogs can cover 87.5 % of the officially announced waterlogging points. In the resilience assessment of infrastructure systems, the transportation system and drainage system of Zhengzhou performed poorly in response to this rainstorm disaster, whereas the power system and communication system had relatively stronger resilience. This study provides an effective solution to help identify disaster events and promote disaster risk management.

Abstract:Risk prediction and damage assessment play critical roles in disaster response to reduce losses. Social media can serve as crowdsourcing platforms for disaster information dissemination and data mining. Using typhoon Haiyan as an example, a close relationship between social media and disaster damage estimation is demonstrated, which provides a new perspective for disaster preparedness and response. Based on disaster-related social media data, a new index model is developed for situation awareness and damage assessment before, during, and after disasters. The difference between the new index model and traditional ones is that the new index is extracted from microblogs using semantic analysis method. The score of each index is determined by the emergency management experts. The weight is calculated based on TF-IDF method, a classical term frequency weight method. Based on the new index model, quantitative assessment is added to qualitative analysis. The assessment result is consistent with actual situation, which underlines the feasibility of implementation of the new model.

Abstract:ABSTRACTSocial media play an important role in emergency management. The location of citizens and distance from a disaster influence the social media usage patterns. Using the Tianjin Port Explosion, we apply the correlation analysis and regression analysis to explore the relationship between online engagement and location. Citizens’ online engagement is estimated by social media. Three dimensions of the psychological distance – spatial, temporal, and social distances – are applied to measure the effects of location and distance. Online engagement is negatively correlated to such 3 kinds of the distance, which indicates that citizens may pay less attention to a disaster that happens at a far away location and at an area of less interaction or at a relatively long period of time. Furthermore, a linear model is proposed to measure the psychological distance. The quantification relationship between online engagement and psychological distance is discussed. The result enhances our understanding of social media usage patterns related to location and distance. The study gives a new insight on situation awareness, decision-making during disasters.

Abstract:Microblogs posted to Twitter after the tornado in Moore, Oklahoma, on May 20, 2013, were analyzed in this study. The potential of social media data was explored for the extraction of relevant and useful information during natural disasters and as an additional data source for better understanding of individual behavior during a crisis. Data records were attributed to user groups, and the most frequently used words were ranked to track the variation of common interests for each user group. In addition, the data were classified into different content categories, and the temporal variation patterns were analyzed. A sentiment analysis, which revealed variations in public mood and perception over time, was conducted to quantify the sentiment in the data. The techniques presented can be applied to the analysis of similar major social crises and natural disasters (e.g., hurricanes and earthquakes) to provide valuable complementary information in crisis awareness and response to users, first responders, and emergency preparedness agencies. Different stakeholders can determine the needs and activities of people during disasters by using the proposed method with the help of social media data.

Abstract:Abstract Disasters are extraordinary shocks that disrupt every aspect of the community life. Lives are lost, infrastructure is destroyed, the social fabric is torn apart, and people are left with physical and psychological trauma. In the aftermath of a disaster, communities begin the collective process of healing, grieving losses, repairing damage, and adapting to a new reality. Previous work has suggested the existence of a series of prototypical stages through which such community responses evolve. As social media have become more widely used, affected communities have increasingly adopted them to express, navigate, and build their response due to the greater visibility and speed of interaction that these platforms afford. In this study, we ask if the behavior of disaster-struck communities on social media follows prototypical patterns and what relationship, if any, these patterns may have with those established for offline behavior in previous work. Building on theoretical models of disaster response, we investigate whether, in the short term, community responses on social media in the aftermath of disasters follow a prototypical trajectory. We conduct our analysis using computational methods to model over 200 disaster-stricken U.S. communities. Community responses are measured in a range of domains, including psychological, social, and sense-making, and as multidimensional time series derived from the linguistic markers in tweets from those communities. We find that community responses on Twitter demonstrate similar response patterns across numerous social, aspirational, and physical dynamics. Additionally, through cluster analysis, we demonstrate that a minority of communities are characterized by more intense and enduring emotional coping strategies and sense-making. In this investigation of the relationship between community response and intrinsic properties of disasters, we reveal that the severity of the impact makes the deviant trajectory more likely, while the type and duration of a disaster are not associated with it.
