Abstract:There has been much discussion about the importance of nature conservation, but a concrete strategy has been lacking. Most conservation measures are reactive to development projects that threaten the sites’ conservation values. There is little synergy between nature conservation and other competing land-use policies. Furthermore, conservation messages are not communicated well because there are few opportunities for those involved in research, policy formation and policy implementation to interact. We illustrate the methodological framework that can be used to address these issues in rural nature conservation by presenting our research conducted in the Arai-Keinan district of Niigata, Japan. The proposed methodological framework consists of integrating visual and biological landscape approaches to understand the area’s natural environment and using participatory research to narrow the communication gaps among those involved. We stress the importance of expressing the research results and recommendations on a map as a strategy for effective nature conservation. The graphical presentation of a map not only allows for clearer delivery of messages from researchers to government officials and residents, but also facilitates coordination among competing land-use policies. The map is the central ammunition in reversing the reactive nature of conservation policies to that of a “preemptive” nature. Future research directions to gain stronger political support are also discussed.

Abstract:Rural planning and construction carries influential natural, economic, social and cultural connotation. The problem of rural features deficiency has prevailed in current Chinese rural planning and construction practice. Based on the problems revealed in rural planning and construction process in Zhejiang Province in China, the article presented a way of recognizing different rural landscape styles, and put forward guiding ideas and spatial strategies for the planning and construction of rural features, from the perspective of ecological system, production system, and living system (namely “EPL” system). Such research might provide guidance for the current construction of Chinese rural features.

Abstract:There is a growing interest today in landscape as an important perspective in sustainable development. A landscape perspective is being promoted at the global level by all of the most important institutions and through important regional directives and policies. The opportunities presented by a landscape-based approach for the European continent mark out the landscape as a possible new paradigm for our development model, with the aim of harmonious integration of social, economic and environmental factors in space and time. Current socio-economic trends, favoring abandonment and industrialization and conservation policies, supporting and promoting renaturalization, are threatening the loss of critical heritage resources. However, while socio-economic trends are difficult to change, more attention should be placed in conservation strategies. The rural landscape is largely a historical product and the time has come to assess it accordingly, identifying not only its threats and criticalities, but also challenging the policy directives and research approaches developed in recent decades that are negatively affecting the conservation and management of values associated with it. At the policy level, international directives dealing with have reinforced the trend toward cultural globalization by often overlapping the idea of nature with that of landscape, encouraging renaturalization, particularly in the form of forest cover, and neglecting ancient landscape patterns and the long and rich cultural history that led to their creation. It is important to encourage the recognition of a different level of biodiversity, biocultural diversity, looking for examples of positive integration between society and environment occurring in the rural landscape.

Abstract:Agriculture provides a wide range of ecosystem services and has the potential to contribute to biodiversity conservation. In Japan, many of the resources associated with agroecosystems are threatened by farmland abandonment. Identifying where and to what extent agricultural ecosystem services and farmland biodiversity are affected by farmland abandonment is essential for developing effective strategies to counter the potential loss of these services and the biological communities that support them. Our study aimed to examine how a set of indicators for ecosystem services and biodiversity linked to agroecosystems (proportions of land dedicated to rice production and other agricultural production, proportion of agricultural land on slopes potentially providing landscape aesthetics, proportion of villages promoting rural tourism, and densities of forest edges and irrigation ponds in agricultural land) are distributed at the municipal level across the Japanese Archipelago, and to analyze their spatial patterns in relation to the distribution of farmland abandonment. It was hypothesized that hotspots of agricultural ecosystem services and farmland biodiversity occur in areas at risk of farmland abandonment owing to shared drivers. The cluster analysis identified four distinct ecosystem service bundle types, two of them representing areas specializing in agricultural production, while the other two provided high levels of cultural services and habitats for diverse biological communities. The latter two bundles were located in hilly and mountainous areas and accounted for 58% of rice production, 27% of other agricultural production, 77% of landscape aesthetics, 77% of rural tourism, 64% of forest edges, and 87% of irrigation ponds in Japan. In support of the hypothesis, farmland abandonment was pronounced in these areas, with 64% of recently abandoned fields located where 44% of agricultural land was found. This spatial overlap suggests that substantial losses of ecosystem services and biodiversity may occur if current patterns of farmland abandonment continue. In order to prevent large-scale losses of agricultural ecosystem services and farmland biodiversity, measures to counteract the ongoing abandonment trends should prioritize hilly and mountainous areas, and future studies should further evaluate the multiple functions of agricultural areas to improve policies that aim to ensure sustainable development of rural areas in Japan.

Abstract:Urban wildlife ecology and conservation is a discipline worldwide in scope. Although some attention was given the subject in the early to mid-1900s, most activity in the field is of more recent origin. Many European countries have active programs and activities, including the United Kingdom-Man and the Biosphere (UK-MAB) Urban Forum and The Wildlife Trusts of England, the United Nations Educational, Scientific, and Cultural Organization's MAB Program, and urban ecology research in Germany and Poland. The Netherlands' concept of “ecological landscapes” introduced a new approach to design of urban open space. Durban, South Africa followed with “D'MOSS,” a metropolitan open space system founded on the principles of island biogeography theory. The park connector network of Singapore combines principles of conservation biology and landscape planning. Urban wildlife programs and activities exist in the United States at the federal, state, and local levels as well as in private conservation organizations. The Wildlife Society established an Urban Affairs and Regional Planning Committee in the mid-1970s that later became the Urban Wildlife Committee and then evolved into the Urban Wildlife Working Group. Urban wildlife research is providing knowledge of wildlife and plant populations and communities in urban areas that hopefully will lead to better understanding and greater sustainability of urban ecosystems.

Abstract:Rural populations are aging and declining, which has reduced the capacity for rural landscape conservation. Thus, collaborative governance with non-local stakeholders is essential to foster innovative ideas by combining knowledge bases. In the current digital era, remote actors can play a part in rural governance across boundaries through information technology. This study focused on the potential of 3D visualization for rural landscape planning and examined the effects and challenges of using 3D models for collaboration with non-local stakeholders. We conducted a survey with remote participants about a rural village landscape, using 3D models created from drone-shot aerial photos, and then discussed the findings with local stakeholders in a workshop in the village. We found that, by using 3D models, various opinions could be obtained from non-local stakeholders who had never seen the actual landscape. They used the 3D model to view the landscape from various perspectives and it enabled participants to accurately grasp local situations and problems. However, some of the opinions gathered in the survey were unrealistic for actual landscape planning. We conclude that 3D models are a useful tool to incorporate external opinions into rural landscape planning across temporal and spatial boundaries, to maintain healthy rural landscapes.

Abstract:The article discusses the importance of linking policy and local culture to achieve the conservation and sustainable use of biodiversity. The Convention on Biological Diversity was adopted at the United Nations Conference on Environment and Development, held in Brazil in June 1992, with the aim of addressing biological diversity in cooperation with the global community. This Convention not only stipulates the conservation of biological diversity but also the sustainability of cultures and societies in human activities, including the protection of traditional cultures with respect to resource use and the equitable sharing of benefits. The interaction between region-specific biodiversity and cultural diversity was subsequently clarified using a biocultural approach by Mafii et al. In recent years, the concept of biocultural diversity has gained increasing attention in ecosystem conservation as it relates to biodiversity conservation, sustainable development, and the fulfillment of human potential. This study focuses on the regional biodiversity strategy of Okinawa Prefecture, a World Natural Heritage-listed biodiversity treasure, and reveals the process by which local biocultural values rooted in regional uniqueness were adopted as indicator items to evaluate biodiversity strategies in response to global policy imperatives. The paper examines how biocultural values and policy imperatives interact to define environmental policy at the prefectural level, which lies "between" the two. The wisdom and creativity of biocultural diversity is not only a treasure inherited from the past but also a compass for living with nature toward the future. To create an island society based on sustainable and enriched interactions between humanity and nature, it is urgent to deepen specific research in the Ryukyu Arc as a comparative study through exchanges with biocultural diversity researchers and local communities in the Pacific and Southeast Asia.

Abstract:A key controversy in conservation is the framing of the relationship between people and nature. The extent to which the realms of nature and human culture are viewed as separate (dualistic view) or integrated is often discussed in the social sciences. To explore how this relationship is represented in the practice of conservation in Europe, we considered examples of cultural landscapes, wildlife (red deer, reindeer, horses), and protected area management. We found little support, for a dualistic worldview, where people and nature are regarded as separate in the traditional practice of conservation in Europe. The borders between nature and culture, wild and domestic, public land and private land, and between protected areas and the wider landscape were blurred and dynamic. The institutionalized (in practice and legislation) view is of an interactive mutualistic system in which humans and nature share the whole landscape. However, more dualistic ideals, such as wilderness and rewilding that are challenging established practices are expanding. In the context of modern day Europe, wilderness conservation and rewilding are not valid for the whole landscape, although it is possible to integrate some areas of low-intervention management into a wider matrix. A precondition for success is to recognize and plan for a plurality of values concerning the most valid approaches to conservation and to plan for this plurality at the landscape scale.

Abstract:In this perspective, we present and discuss four major causes of the worldwide nature conservation failure: 1) ideologies based on nature–culture dualism, 2) the bias prioritising forests in conservation, 3) the illusory objectiveness of selected biological indicators, and 4) the mismanagement of rural agricultural landscapes. All of these relate to ignorance of historical ecology and neglect of the role past plays in shaping landscapes and fostering biodiversity. These led to a false anthropology focussed on the broader human economy (including agriculture) as the absolute culprit of biodiversity loss. It is believed, therefore, that biodiversity preservation depends on conservation policies and actions providing protection against human activities, such as farming. In this way, nature conservation has been detached from the rich experiences of long and fruitful coexistence of people with other elements of nature. The bio-cultural legacy includes biodiversity-rich rural landscapes, whose habitats are often either neglected or wrongly interpreted as "remnants of natural ecosystems". Consequently, conservation efforts are frequently ineffective or worse still, counter-effective. In the face of policies favouring subsidised intensive agribusiness at the cost of destroying smallholder family farming, even expensive conservation projects are usually nothing more than a "fig leaf" to cover failure. We advocate re-focussing of conservation planning to put more emphasis on landscapes' historical ecology responsible for their bio-cultural diversity. It implies the need for new principles in policies necessary to secure the economic and cultural sovereignty of local socio-ecological systems responsible for the world's bio-cultural diversity.

Abstract:China is a big country of agriculture, so our landscape planning and environmental management are beneficial to integration of urban and rural areas and sustainable development of countryside. Based on analyzing some advantages and disadvantages of environmental management and evaluation methods such as a relevant Japanese method, this paper introduces a compositive environmental evaluation approach, including (1) collection of basic data; (2) development of indices system of environmental evaluation; (3) quantitative analysis of environmental conditions; (4) compositive environmental evaluation. We hope it will supply references to our rural landscape planning and environment management and protection projects.

Abstract:Population-decline and subsequent underuse of social-ecological landscapes are increasingly being recognized as one of the crucial drivers behind the loss and deterioration of biodiversity and ecosystem services. In line with this, the study aimed to explore how alternative development pathways influence future land-use patterns, biodiversity and ecosystem services against a rapidly declining population in the Noto peninsula of Japan. By combining land-use simulation and evaluation of ecosystem services, the study formulated four exploratory scenarios for 2050, assuming a contrasting level of the society’s reliance on domestic natural capital and different demographic patterns. At first, we analyzeds historical land-use changes between 1997 and 2007 and thereby simulated four plausible alternative scenarios using the Multi-Layer Perceptron Neural Network model. These scenarios were further used to quantify ecosystem services and landscape heterogeneity (as biodiversity indicator). The scenario analysis demonstrated that future land-use pattern could vary drastically depending on how the society utilize local natural capital even under the severe depopulation trend, whereas demographic patterns, in general, did not make discernible differences in land-use, biodiversity and ecosystem services. Nevertheless, a land-use change made considerable differences in the level of ecosystem services and landscape heterogeneity with varying degrees. Our analysis suggested that ecosystem services such as food production and nitrogen retention as well as landscape heterogeneity would decrease considerably by 2050 under the scenarios where the utilization of local natural capital decline and a significant amount of farmland are abandoned. Our findings highlight the vital role of land-use and agricultural policy in shaping the future availability of ecosystem services and biodiversity in this area.

Abstract:This contribution briefly reflects on the evolution of nature in the city, according to the existing literature on landscape in the Italian urban planning tradition. New approaches to the urban nature conservation strongly depend on the regulations that planning can give in terms of local ecosystem services, absorption of pollutants in the atmosphere, noise reduction and allocation of places for recreation. The conservation of nature in the city is also part of the global effort to stop the biodiversity decline. In fact, landscape, the urban one, has the ability to introduce the social dimension and is therefore functional to the implementation of urban nature conservation frameworks. Current urbanizations, which are closest to natural areas, often demonstrate at all scales a lack of social and ecological relationships: the risk is a conceptual and physical insularization, which reduces public support to nature conservation, causes a further loss of biodiversity and does not promote the generation of new ecosystem services. One of the main future challenges will therefore be to convert the existing conservation strategies and introduce specific regulations in planning for natural areas that may be better integrated with the urban context: this contribution discusses the fact that the landscape can be the element that may drive this integration.

Abstract:Underuse, instead of overuse, is a potential threat to biodiversity in semi-natural areas, particularly in East Asia. Due to serious depopulation and aging trends in East Asia, including Japan, few people are being involved in managing green areas and conserving biodiversity. Depending on specific events and age groups that contribute to the experience, knowledge, and preferences of citizens, green area management and biodiversity conservation activities can be effectively conducted through strong collaborations between various stakeholders and generations. We aimed to understand the differences in the perceptions of citizens, belonging to different generations in the metropolitan Nagoya City, towards the Satoyama areas in Japan through an online survey. The status of Satoyama areas is reflected by the rare species of endangered category II in the Act on Conservation of Endangered Species of Wild Fauna and Flora. Analyzing the perceptions revealed gaps in the experience, knowledge, and preference between different age groups for various management and conservation activities. In addition to the intergenerational gaps, gaps between different household income levels and the duration of the activities were identified. The results indicated that reflecting upon the diverse interests among citizens and addressing the causes of the differences is necessary by integrating the differences for consensus building among different stakeholders belonging to different age and socio-economic groups.

Abstract:Expanding and managing current habitat and species protection measures is at the heart of the European biodiversity strategy. A structured approach is needed to gain insights into such issues is systematic conservation planning, which uses techniques from decision theory to identify places and actions that contribute most effectively to policy objectives given a set of constraints. Yet culturally and historically determined European landscapes make the implementation of any conservation plans challenging, requiring an analysis of synergies and trade-offs before implementation. In this work, we review the scientific literature for evidence of previous conservation planning approaches, highlighting recent advances and success stories. We find that the conceptual characteristics of European conservation planning studies likely reduced their potential in contributing to better-informed decisions. We outline pathways towards improving the uptake of decision theory and multi-criteria conservation planning at various scales, particularly highlighting the need for (a) open data and intuitive tools, (b) the integration of biodiversity-focused conservation planning with multiple objectives, (c) accounting of dynamic ecological processes and functions, and (d) better facilitation of entry-points and co-design practices of conservation planning scenarios with stakeholders. By adopting and improving these practices, European conservation planning might become more actionable and adaptable towards implementable policy outcomes. Small Cultural Forests: Landscape Role and Ecosystem Services in a Japanese Cultural Landscape

Abstract:Small woods, linear tree formations, or scattered trees in agricultural areas are receiving increasing attention for their multifunctional role, especially if associated to cultural landscapes. Osaki Kodo's Traditional Water Management System for Sustainable Paddy Agriculture represents one of the most important cultural landscapes (satoyama) of Japan, also included by the FAO in the GIAHS (Globally Important Agricultural Heritage Systems) Programme. Here, local farmers surrounded their farmhouses with small woods, called igune, as a protection from the cold winter wind, creating a peculiar landscape characterized by an intensively cultivated plain dotted with small wood patches. The research aims at deepening the knowledge of igune, evaluating the landscape role and monitoring their changes in the last 20 years, through multitemporal and spatial analyses. In addition, a literature review has been performed to assess other Ecosystem Services (ESs) provided by igune within the study area. Despite the limited overall surface, 1737 igune and small woods currently characterize the area, with 72% of them having a surface smaller than 0.5 hectares. The multitemporal and spatial analyses show that their number, distribution, and spatial pattern remained almost completely unchanged in the last 20 years, testifying their key role in characterizing the local cultural landscape. Least-Cost Path analysis highlighted a crucial role in connecting the two forest nodes of the region, as 90% of the path passes inside more than 70 different igune and small woods. Literature review demonstrated that igune and other small woods still provide various ESs, including ecological network, habitat for various flora and fauna species, firewood, and byproducts, as well as cultural services. This maintenance of the traditional management in cultural forests is crucial not only to retain their landscape role, but mostly for the preservation of the related ESs, as changes in the management can lead to changes in horizontal and vertical structures, and in species composition.

Abstract:This article presents an innovative approach to the concept of facilitating greenways into sustainable landscape planning. The greenways can be planned by application of a landscape-ecological concept, including analysis and synthesis of selected abiotic, biotic, and socio-economic landscape-ecological factors and recreation conditions, and by reviewing the current landscape structure and condition of linear components of green infrastructure. Determining the landscape ecological stability, visual impact of agricultural lands, potential erosion risks and real erosion processes, and identifying the natural, cultural, and historical values in the landscape, contributes to the design of ideal greenways placement and other linear components of green infrastructure. Applying these proposals to the agricultural landscape would increase the ecological stability and connectivity, decrease soil and water erosion risks, eliminate visual impact, and develop recreational infrastructure. In this way, greenways planning brings about a synergy between sustainable rural development, landscape and nature protection, and landscape aesthetics, which provides optimal landscape utilization and may encourage tourism and economic prosperity in the study area. Finally, in addition to the researched ecological benefits, our greenways proposal represents an alternative connection of settlements in rural agricultural landscapes, and so it can stimulate sustainable mobility and recreation as well as physical activity, health, and well-being.

Abstract:Landscape ecological planning here is addressed to the issues of landscape patterns,landscape ecological process and interactions between human activities and landscapes.Building on existing landscape ecology and ecological planning methods,we developed a method for landscape ecological planning by applying Ecological Service Value (ESV) and Landscape Fragmentation (LF) analysis.Using classified Landsat TM (May 20,2006) images,we quantified the regional ESV and LF for Lianyungang City.A spatial differentiation map of ESV and LF overlays was used to create a map of landscape ecological planning.Scenarios for landscape ecological planning were represented in 4 major functional zones for Lianyungang City,including optimized, emphasized,restricted and forbidden development zones.
