Abstract:We analyze the economic impacts of the United States-South Korea Free Trade Agreement by applying the Global Trade Analysis Project (GTAP) computable general equilibrium model to highly disaggregated commodity flow data. The analysis calculates the impacts in terms of welfare effects, national economic indicators (such as GDP), and business performance metrics (such as sales revenue), which can be used by a variety of decision-makers. Our results suggest several trade-offs among these measures. Positive welfare gains between the US and South Korea are about the same in absolute terms, but favor the latter in relative terms, and very heavily so for GDP gains. Moreover, the US is projected to incur a loss of gross output (sales revenue) in several major manufacturing sectors that are heavily concentrated in geographic areas that have been promised a return of jobs by the Trump Administration.

Abstract:The article examines the process of concluding, implementing and updating the Free Trade Agreement between the USA and South Korea, highlights the main problematic aspects of the functioning of the free trade area and the consequences for the bilateral trade of countries. The study found that South Korea benefited significantly from the negotiated liberal trade regime with the USA. The trade balance surplus of South Korea with the USA sharply increased - to a historic maximum of 25 billion dollars (in 2015), also South Korean exports of high-tech goods and high value-added goods increased significantly. For the USA, participation in the agreement led to an increase in the trade balance deficit and in the export of resources, agricultural goods and low value-added products. The observed consequences led to the use of a tough discriminatory policy by the USA, to the revision of the provisions of the Free trade agreement and to the military and political concessions from South Korea. As a result, the deficit of the US trade balance with South Korea decreased by 17.3% over the year, changes in the commodity structure of the countries' mutual trade are expected. The analysis proves the formation of a unified approach in US foreign trade policy towards partner countries within the framework of Free trade agreements, which lies in the mainstream of new protectionism and aimed at ensuring American geopolitical and economic interests.

Abstract:South Korean exports, especially carbon-intensive products like steel, are increasingly vulnerable to both the European Union’s proposed carbon border adjustment mechanism (CBAM)—set to begin on January 1, 2023—and the proposed Clean Competition Act (CCA) before the US Congress. Schott and Hogan caution that Korean exporters should not count on Korea’s decade-old EU and US free trade agreements (FTAs), nor on the multilateral trading rules of the World Trade Organization (WTO), to protect them from new carbon-based import barriers in key foreign markets. The WTO and the FTAs have broad and loosely defined exemptions for environmental protection. Nor is Korea likely to be shielded by its own cap-and-trade emissions trading system (the K-ETS), because of extensive use of free allowances and large differences between EU and Korean carbon prices. While the threat the EU CBAM poses to Korean exports is imminent, passage of the CCA faces major legislative obstacles. But US imports of Korean steel and other carbon-intensive goods are still subject to climate-related duties at the US border under US unfair trade statutes. The US Department of Commerce has ruled that free allowances issued under the K-ETS (and EU ETS) are implicit subsidies that can be offset by countervailing duties. These charges are in addition to the harsh tariff-rate quotas on imported Korean steel applied under the “national security” authority of Section 232 of US trade law, which are more restrictive than measures imposed against European and other steel exporters. The authors suggest relaxing these US barriers, as they have been for shipments from Europe, in return for Korean participation in the nascent US-EU talks to establish a “Global Arrangement on Sustainable Steel and Aluminum.”

Abstract:This paper investigates the effect of the South Korea-U.S. Free Trade Agreement (KORUS-FTA) on U.S. competition with other suppliers for the import/export of orange juice. We use monthly trade data for 2007- 2015 to estimate the import demand from the United States, Brazil, Israel, and the rest of the world. Our results suggest that U.S. suppliers have surpassed Brazil and dominate the market. Moreover, we show that thanks to the KORUS-FTA, U.S. suppliers have gained significant welfare and trade value, which is particularly important for industries suffering from a shrinking domestic market.

Abstract:Since the first round of negotiations had been launched in November 2012, the establishment of China-Japan-South Korea Free Trade Area(CJKFTA) has stepped into a substantial operation stage, which opened a new chapter of regional cooperation in East Asia. The establishment of CJKFTA will provide a good opportunity for China's agricultural products for export, but it also has a definite negative effect. It is important practical significance for us to seize the opportunity, overcome the obstacles, strive to expand China's agricultural production and increase the farmers' income.

South Korea Should Prepare for its Exposure to US-China Technology Tensions

Abstract:The stated goal of the US-led Indo-Pacific Economic Framework for Prosperity (IPEF) is to create standards that enhance and elevate regional trade and investment flows, but it is clearly aimed at reducing the role of China in global supply chains. As China is Korea’s largest trading partner, US policy discouraging Chinese participation in supply chains has immediate detrimental implications for Korean manufacturers. The United States is the second-most important destination for Korean exports. Given the values of these triangular trade flows, Lovely and Dahlman assess South Korea’s exposure to US demands to remove or reduce Chinese participation in the manufacture of exports destined for the US market. The reliance of the proposed framework on certain standards will likely reduce Chinese participation in IPEF trade networks. Korea may benefit from this trend, but IPEF could also increase production costs for Korean companies, especially in the electronics sector, a problem that would worsen if China retaliates against these companies. To reduce these risks, Korea might find it prudent to reduce its reliance on intermediate goods from China for products it produces for export to the United States. The Korean government should also seek to better understand its exposure to US–China trade tensions and diversify its trade relations. Korean firms should start preparing for supply chain disruptions, perhaps by making investments at home. Korea could also help other IPEF members reduce supply chain disruptions while addressing security concerns over China.

Abstract:This study is an empirical evaluation of the impact of the U.S.-Korea Free Trade Agreement (KORUS) on China's textile and apparel (T&A) exports to the United States, with special focus on potential trade diversion effects of the agreement. On the basis of estimated export similarity index and trade elasticity of substitution values for T&A products of China and South Korea, trade diversion caused by the KORUS is predicted to most strongly affect China's apparel exports (in HS Chapters 60-63). The KORUS may also affect China's exports in other T&A categories (in HS Chapters 51, 52, 56, 57 and 59), but results suggest the effects will be limited. This study contributes to understanding the T&A-specific sectoral impacts of the KORUS and suggests a need to reconsider the competitiveness of China's T&A exports in the era following elimination in 2005 of Multi-Fiber Arrangement quantitative trade restrictions.

Bilateral Trade Environment Change:From the Perspective of China-South Korea FTA

Abstract:Based on an analysis of the data collected from a variety of research institutions,this paper proves the necessity of signing the FTA between China and South Korea. It is found that most of the Korean industries have competitive advantage,but for certain specific products the competitiveness is decreasing. The influence of FTA on China and South Korean depends on how the two countries take corresponding strategies. If China and South Korea are well prepared,and actively promote the signing of the FTA,the two countries will soon be able to take the lead in East Asia's core market,which will be the world's economic center. Meanwhile,the two countries can also improve the industry structure,making it a stepping stone for sustainable development.

Abstract:The article presents a study of the South Korea-United States Free Trade Agreement (KORUS FTA) and is divided into two parts. In the first part, the author briefly addresses the background of the agreement and explores in detail the current state of the KORUS FTA after its modification in 2018. The author examines key modifications made in the agreement and their influence on the Republic of Korea (ROK), the United States, and the ROK-US alliance. The first part also analyzes why President Trump, instead of delaying the KORUS issue, pushed its revision in 2017, when the situation on the Korean Peninsula was quite explosive, and the motives of the Trump administration in resuming Section 232 investigation, particularly into imports of semiconductors. In the second part, the author addresses future prospects of the agreement in general and briefly analyzes its impact on the ROK-US alliance. The author does not attempt to evaluate the quality of the alliance by measuring the state of the KORUS FTA. Nevertheless, while the trade agreement does not reflect all the strengths or weaknesses of the alliance, it is one of the criteria of the alliance development. Statistical data is employed throughout the article to illustrate the trade imbalance between South Korea and the US, import and export volume, and opinion survey results. In conclusion, the author sums up the results obtained and highlights the importance of the KORUS FTA for the ROK-US alliance. The relevance of the article lies in the fact that the work is based primarily on foreign sources and literature, which allows expanding the knowledge base of domestic Korean studies. This article is also a part of a more comprehensive study in this area and can serve as a supplementary modern literature for Russian researchers who major in Korean studies and deal with issues related to the South Korea-US relations. The methodological basis of the study consists of the principle of historicism and approaches such as structural-functional and systematic. The article employs general scientific, general historical and political science research methods. Among the general scientific methods, the author used methods of analysis and synthesis; time comparison method and complex method. Among the general historical methods, the historical-comparative method and the historical-genetic method are applied for demonstrating the causal relationship between political events, and the historical-systematic method for singling out a certain period in the historical process in which the problem is investigated. Finally, among the political science methods, content analysis and event analysis are employed for a better assessment of political events.

EU and South Korea: A Model Example for Foreign Trade Policy Relations?

Abstract:The EU-Korea Free Trade Agreement (KOREU) is the first free trade agreement (FTA) the EU concluded with a trading partner from Asia. Beyond the comprehensive liberalization of industrial and agricultural tariffs, KOREU covered a broad range of behind-the-border measures, such as rules of origin, non-tariff barriers, industrial regulation, intellectual property rights, services, public procurement, competition and sustainability. Coming into force in July 2011, Europe’s deep recession at that time initially put a strain on the agreement, which led to some disappointment in Korea at first. Nevertheless, bilateral trade expanded significantly in a very difficult trade environment, especially when compared with both sides’ trade with third parties. Beyond the stimulation of trade and investment, KOREU generated various merits for both sides of the agreement. The EU was able to assert its industrial regulatory standards and establish itself firmly as an attractive, albeit demanding, trade policy actor in Asia. Korea undertook a regulatory modernization and positioned itself as a frontrunner in international trade liberalization, as FTAs with the US and China, its two other heavyweight trade partners followed suit. In parallel to the expansion of trade and investment, the bilateral political relations were strengthened, too.
An Analysis of Korea-UK FTA Improvement Negotiations and the New Trade Environment

Abstract:Purpose – The aim of this analysis is to provide implications for trade practice by analyzing FTA progress in the digital economy and trade field with IPEF through FTA improvement negotiations between Korea and the UK, and an analysis of the new trade environment. Design/Methodology/Approach – The annual export/import growth rate (year-on-year) before and after the Korea-UK FTA was concluded and forecasts for 2022 and 2023 were reviewed. This data from 2000 to 2021 are based on the Economic Statistical System of the Bank of Korea. It recorded 33.20% in 2021, the second highest growth rate since the 2000s, after recording 36.95% in 2004. It was estimated through the model of ARIMA (1, 1, 0) in the case of 2022 and 2023. After the Korea-UK FTA was concluded, it was found that the trade volume of Korea-UK combined exports and imports increased. Findings – In the future, it is expected that joint cooperation and R&D investment in high-tech and hightech industries will be more actively developed through improvement negotiations in the fields of SCM, digital economy, and trade. Research Implications – The US is currently emphasizing US production of optical fibers, semiconductors, and electric vehicles as well as key parts in relation to the global supply chain. Therefore, the Korea-UK FTA improvement negotiation and framework require joint cooperation and R&D investment in the reorganization of the US global supply chain in cutting-edge industries, including US semiconductors, science law, and inflation reduction laws.

Abstract:The trade of agricultural product is substantial to build FTA of China,Japan and Korea.Developing inta-industry trade of agricultural product is good for optimizing industry structure and improving the trade level of agricultural product.First of all,according to deep analysis of intra-industry trade of agricultural product among China,Japan and Korea,the authors found that intraindustry trade was the main method of agricultural product trade between China and Japan,Korea,and intra-industry trade level of agricultural product had ascent trend.And then the authors analysised that the main reason lay on comparative advantage,trade barrier,economic level and so on.Finally,the authors suggested that we should adjust industry structure,improve quantity of agricultural product and actively join the negotiation of FTA,in order to improve trade conditions of agricultural product.

Abstract:Market diversification is one of the keys to success in the new era of world trade. Highly competitive countries have accomplished positive and sustained growth rates by not depending on a single market for their exports and imports. In Mexico, on the contrary, 80% of exports and 45% of imports concentrate in the United States. The South Korean market represents an opportunity for the Mexican economy, as the relationship between the two countries has strengthened in recent decades. This opportunity would promote greater economic growth for both countries if they reached a Free Trade Agreement, as we show in this work. The aim of this research is to assess the complementarity between these countries and estimate their external long-term equilibrium using the Thirlwall trade restriction model. Results confirm the existence of trade complementarity between the two economies and show that these are able to achieve long-term equilibrium in the external sector. Additionally, the Mexican economy would not face balance of payment constraints for growth when trading with South Korea, as it currently does with the United States.

Abstract:The article discusses changes in the foreign economic policy of the Republic of Korea in connection with the deterioration of international trade at the beginning of the XXI century. The direct motive for changing the foreign economic policy of the Republic of Korea is the decline in the role of the WTO as a multilateral trading partner. On the other hand, FTA, based on economic cooperation between the two countries, is becoming a new model for economic development and cooperation in the XXI century. Bilateral negotiations are more likely to end than multilateral ones, because they are actively conducted in accordance with the interests of two countries. Therefore, free trade agreements (FTAs) are becoming the main direction of the economic policy of the Korea’s government to adapt foreign economic policy and overcome the negative trend of global economic development. An FTA has various economic effects, such as the development of trade between two countries, improving the efficiency of resource allocation, reviving investment between two countries and stimulating economic growth. In accordance with this situation, the Republic of Korea justifies the relevance of trade and economic cooperation between two countries through the conclusion of an FTA as a means of implementing an active foreign economic policy. The Republic of Korea has become an opportunity to introduce an advanced economic structure through the signing of free trade agreements with advanced countries. On the other hand, it served as an opportunity to strengthen economic cooperation through the signing of free trade agreements with developing countries. For this reason, the experience of the foreign economic policy of the Republic of Korea can serve as a good example for the economic development of developing countries.

Abstract:The Republic of Korea has achieved economic growth and development thanks to the benefits of trade liberalization within the framework of a multilateral trading system. However, it faced a new international trading environment with the emergence of neoprotectionism. Initially, neoprotectionism was promoted by developed countries, but now it is becoming a common phenomenon in the international trading environment. In particular, the political and economic conflicts between the United States and China are forcing a radical change in the foreign trade policy of the Republic of Korea. The prolonged confrontation between the two largest markets for the South Korean economy has reinforced the need to review the foreign economic policy of the Government of the Republic of Korea. In response to changes in the international trading environment, the Government of the Republic of Korea was forced to develop and promote new directions of foreign economic policy for the development of the multilateral trading system.
The Effect of Trade Agreements on Korea’s Bilateral Trade Volume: Mitigating the Impact of Economic Uncertainty in Trading Countries

Abstract:Purpose - This research empirically analyzes the influence of economic policy uncertainty and free trade agreements (FTAs) on bilateral trade volumes between Korea and its trading partners. The study investigates whether fluctuations in the Economic Policy Uncertainty Index (EPUI) for both Korea and its trading partners significantly impact trade volumes and whether the implementation of FTAs mitigates these effects. Design/methodology - The study employs dynamic panel data analysis using the system generalized method of moments (system GMM) estimation method to achieve its research objectives. It utilizes country-month-level panel data, including the EPUI, trade volume between Korea and its trading partner countries, and other pertinent variables. The use of system GMM allows for the control of potential endogeneity issues and the incorporation of country-specific and time-specific effects. Findings - The analysis yields significant results regarding the impact of economic policy uncertainty on Korea's exports and imports, particularly before the implementation of FTAs. An increase in the EPUI of trading partners leads to a notable increase in Korea's exports to them. Conversely, an increase in Korea's EPUI negatively affects its imports from trading partners. However, post-FTA implemen- tation, the influence of each country's EPUI on trade volume is neutralized, with no significant difference observed. Originality/value - This research contributes to the existing literature by providing empirical evidence on the interaction effects between economic policy uncertainty and FTAs on bilateral trade volumes. The study's uniqueness lies in its examination of how FTAs mitigate the impact of economic uncertainty on trade relations between countries. The findings underscore the importance of trade agreements as mechanisms to address economic risks and promote international trade relations. In a world where global market uncertainties persist, these insights can aid policymakers in Korea and other countries in enhancing their trade cooperation strategies and navigating challenges posed by evolving economic landscapes.

The Potential of China-Japan-South Korea Free Trade Agreement

Abstract:This article explores the economic calculations behind the recent initiatives for the Free Trade Agreement (FTA) between the Governments of China, Japan and South Korea (CJK) and clarifies the implications for future regional economic integration. First, the proposed trilateral FTA signifies an advancement of China-centered regional economic integration. Regional economic integration led by China may also increase its political clout at the global stage. Second, the Governments of South Korea and Japan seek greater involvement in China's huge domestic market, but the former is concerned that a trilateral FTA will worsen its trade deficit with Japan, and the latter is afraid of losing its market shares in China and America to its Korean rival. Japan, therefore, seeks membership of both the CJK FTA and the Trans-Pacific Partnership (TPP). Third, China and the US' active involvement in regional economic integration will push the three countries to go forward towards greater economic cooperation. However, it will take longer for China-led Regional Comprehensive Economic Partnership (RCEP) and America-led TPP to bear fruit because of the large number of countries involved. Therefore, the conclusion of CJK FTA will be an important boost for the further progress of both RCEP and TPP. It will also be an important stabiliser for the trilateral political relations in the future.

Abstract:For China and the United States, South Korea is an important trading partner, and it is also highly concerned about the Sino-US trade war. Because South Korea's economy relies heavily on the external environment, it has also been impacted to a certain extent by the Sino-US trade war. Although some studies believe that the Sino-US trade war has brought new development opportunities to South Korea, from a practical perspective, South Korea's gross domestic product, export trade, and stock market have been greatly impacted, especially by the intensified competition among big countries and the reshaping of global value chains brought about by the Sino-US trade war. With the intensification of the Sino-US trade war, both China and South Korea should think about how to reduce the influence of Sino-US relations and maintain the stability of Sino-Korean relations. Therefore, South Korea needs to actively adjust its economic policies, speed up the upgrading of its economic cooperation with China, take the initiative to seize the American market, and play a certain role in promoting regional multilateral economic cooperation and economic and trade diversification, especially avoiding taking sides between China and the United States. China, on the other hand, should strengthen its economic and political cooperation with South Korea so as to alleviate other countries' worries about Sino-US competition and the rise of China and thus realise the stable, healthy, and sustainable development of China-South Korea relations.
Assessing the Competitiveness and Complementarity of the Agricultural Products Trade between Korea and CPTPP Countries

Abstract:Purpose – This paper aims to investigate the competitiveness and complementarity of the agricultural products trade between Korea and Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) countries. The study evaluates the opportunities and challenges that Korea's agricultural sector faces after joining the CPTPP, and suggests strategies to deepen cooperation and expand Korea's agricultural products trade. Design/methodology – To achieve these objectives, we analyze the trade competition and cooperation relationship between Korea and CPTPP countries in the agricultural products trade. This study uses data from Chapters HS1-24 in UN Comtrade from 2012 to 2022, and applies the indices of revealed comparative advantage, export similarity, and trade complementarity to examine the trade dynamics. Furthermore, we use an Autoregressive Integrated Moving Average (ARIMA) model to predict the agricultural products trade complementarity index between Korea and CPTPP countries from 2022 to 2031. Findings – The findings of our analysis reveal that Korea's agricultural products trade competitiveness is weak compared to that of CPTPP countries, and Korea's agricultural products are at a competitive disadvantage. On the whole, the similarity index of agricultural products trade exports between Korea and CPTPP countries is low, the structure of agricultural products export is quite different, and trade competition is relatively moderate. The trade complementarity index between Korea and CPTPP countries is generally high, with strong complementarity and a large space for cooperation and development. The ARIMA model shows that in the next ten years, although the agricultural products trade complementarity index fluctuates, but is generally high, there will still be a complementarity advantage in the future. Originality/value – This study is the first attempt to investigate the competitiveness and complementarity of the agricultural products trade between Korea and CPTPP countries. We also introduce an ARIMA model to forecast and analyze the future agricultural products trade complementarity index. Our study provides new perspectives and solutions for the future development of Korea's agricultural products trade after joining the CPTPP.
