Abstract:Climate change hazards, including increased temperatures, drought, sea level rise, extreme precipitation, wildfires, and changes in freeze-thaw cycles, are expected to degrade drinking water utility system infrastructure and decrease the reliability of water provision. To assess how drinking water utility manager perceptions of these risks affect utility planning, 60 semistructured interviews were conducted with utilities of various sizes, source water supplies, and United States geographical regions. This study analyzes these interviews (1) to evaluate which climate hazards are of primary concern to drinking water managers, (2) to develop a mental model framework for assessing utility-level understanding of climate change risks to system reliability, and (3) to examine the status of current water utility adaptation planning. The results show that concern and awareness of climate hazard risks vary geographically and are grounded in historical exposure; some participants do not believe climate change will influence their system's overall reliability. When considering climate change risks, utility managers tend to focus on effects to water supply and infrastructure, as opposed to changes in operations and maintenance, water quality, or business functions. Most surveyed utilities do not have comprehensive climate adaptation plans despite federal and professional recommendations. The range of beliefs and actions concerning climate adaptation planning indicates that utilities need directed guidance, and policymakers should consider including climate hazards and projections as part of required utility risk and resilience assessments.

Abstract:While it has been concluded that climate change poses a significant threat to worldwide supply of freshwater resources, it is unclear if and how demand for water would also be affected. To fill this knowledge gap, we leverage on ‘big data’ collected using smart water meters from over 40,000 Chinese urban households, spanning nine years and ten provinces to examine the relationship between daily household water usage and climate variability. At the baseline, we find that municipal water is not only a coping mechanism for heat, but its usage is accelerated during heatwave events. Heterogeneity analyses reveal that households from lower-valued properties are more likely to substitute water for electricity to counter heat. Importantly, we find evidence of adaptation behaviors where over time, households are using increasingly more water to cope with high-temperature days. In all, after feeding our results into climate projection models, it is estimated that household water usage will increase by around 7–44% in the long-term (2080–2099) under emissions scenarios of SSP245 and SSP370. Our findings are especially relevant for water-scarce countries such as China as well as developing countries where water is a cheaper and more accessible resource to cope with heat.

Abstract:Climate change is expected to modify rainfall, temperature and catchment hydrological responses across the world, and adapting to these water-related changes is a pressing challenge. This paper reviews the impact of anthropogenic climate change on water in the UK and looks at projections of future change. The natural variability of the UK climate makes change hard to detect; only historical increases in air temperature can be attributed to anthropogenic climate forcing, but over the last 50 years more winter rainfall has been falling in intense events. Future changes in rainfall and evapotranspiration could lead to changed flow regimes and impacts on water quality, aquatic ecosystems and water availability. Summer flows may decrease on average, but floods may become larger and more frequent. River and lake water quality may decline as a result of higher water temperatures, lower river flows and increased algal blooms in summer, and because of higher flows in the winter. In communicating this important work, researchers should pay particular attention to explaining confidence and uncertainty clearly. Much of the relevant research is either global or highly localized: decision-makers would benefit from more studies that address water and climate change at a spatial and temporal scale appropriate for the decisions they make.

Abstract:Climate change's effects on water resources have been some of the first realities of ecological change in the Anthropocene, forcing climate change adaptation efforts even as the international community seeks to mitigate climate change. Water law has thus become one vehicle of climate change adaptation. Legal research into the intersections between climate change and water law in the United States must contend with the facts that: (a) climate change affects different parts of this large country differently; and (b) U.S. water law is itself a complicated subject, with each state having its own laws for surface water and groundwater and the federal government playing a significant role in interstate and international waters, in building and managing large water infrastructure, and in creating water rights for Native American tribes and other federal reservations. Within this complexity, legal research to date has tended to focus on the law governing surface water in the American West, enumerating various problems with the prior appropriation doctrine as the West grows hotter and drier and offering multiple suggestions to increase legal flexibility so that western water can be re‐allocated to reflect changing social–ecological realities. These suggestions extend to new, more comprehensive, and more adaptive water governance approaches. Weathering adaptation: Grid infrastructure planning in a changing climate

Abstract:Decisions related to electric power systems planning and operations rely on assumptions and insights informed by historic weather data and records of past performance. Evolving climate trends are, however, changing the energy use patterns and operating conditions of grid assets, hus altering the nature and severity of risks the system faces. Because grid assets remain in operation for decades, planning for evolving risks will require incorporating climate projections into grid infrastructure planning processes. The current work traces a pathway for climate-aware decision-making in the electricity sector. We evaluate the suitability of using existing climate models and data for electricity planning and discuss their limitations. We review the interactions between grid infrastructure and climate by synthesizing what is known about how changing environmental operating conditions would impact infrastructure utilization, constraints, and performance. We contextualize our findings by presenting a case study of California, examining if and where climate data can be integrated into infrastructure planning processes. The core contribution of the work is a series of nine recommendations detailing advancements in climate projections, grid modeling architecture, and disaster preparedness that would be needed to ensure that infrastructure planning decisions are robust to uncertainty and risks associated with evolving climate conditions.

Abstract:Water scarcity is exacerbating in many regions across North America because of climate change compounded by population growth, overexploitation of freshwater resources, and lack of proper management. Considering the regional urgency, there is an immense need to find more equitable solutions for water management. Therefore, this paper aims to examine the climatic factors impacting the hydrological regime in North America, including changes in surface runoff, groundwater storage, and the forested watershed, based on current trends and future projection scenarios. Moreover, this paper critically overviews need-based solutions for effective water management at a regional scale. The study shows that many areas of North America are exposed to extreme events such as prolonged droughts, devastating floods, wildfires, and altering precipitation patterns. Consequently, these changes are triggering wide-ranging impacts on water resources, leading to water supply deficiencies and influencing water flows and quality in the Southwestern United States, prairie provinces in Canada, and Mexico. The projection of warming around the region experiences spatial and seasonal variations because of the diversity in climatic conditions. Overall, in North America, winter is expected to warm more than other seasons causing earlier runoff and a decline in snowmelt. Given the physical and economic constraints that limit the development of new utilities, emphasis should be placed on strengthening nature-based solutions such as green infrastructure. Thus, the findings suggest an integrated water resource management approach is required, along with climate-induced innovative technologies, to secure the water resources while preparing for the forecasted challenges of tomorrow.

Abstract:Despite the coupled nature of water and electricity demand, the two utilities are often managed by different entities with minimal interaction. Neglecting the water-energy demand nexus leads to to suboptimal management decisions, particularly under climate change. Here, we leverage state-of-the-art machine learning and contemporary climate analogs to project the city-level coupled water and electricity demand of 46 major U.S. cities into the future. The results show that many U.S. cities may experience an increase in electricity (water) demand of up to 20% (15%) due to climate change under a high emissions scenario, with a clear north-south gradient. In the absence of appropriate mitigation strategies, these changes will likely stress current infrastructure, limiting the effectiveness of the ongoing grid decarbonization efforts. In the event that cities are unable to match the increasing demand, there may be increased occurrence of supply shortages, leading to blackouts with disproportionate impacts on vulnerable populations. As such, reliable projections of future water and electricity demand under climate change are critical not only for preventing further exacerbation of the existing environmental injustices but also for more effective design and execution of climate change mitigation and adaptation plans.

Abstract:Climate change linked to human activities is affecting natural systems, increasing frequency and severity of water-related hazards. The issue of climate change pushes to tackle the expected risks in the water sector through a comprehensive and global view, with a revision of the paradigms considered as drivers of water resources development. Based on the evolution of these paradigms in Italy the main characteristics of an adaptive approach to climate change and other global changes are discussed relatively to water infrastructures, legislative and institutional frameworks. The objective of adaptation strategies is the increase of resilience of water systems, emphasizing the capability of reducing both physical and socio-political vulnerability, improving the governance of water services. Starting from the analysis of the evolution of water management, priorities for coping with future challenges are discussed with reference to the reduction of the risk of water shortage due to drought, to the mitigation of flood risk, and to the issues concerning the water-food-energy nexus.

Abstract:Abstract Clean, reliable supplies of water are critical to the sustainability and resilience of communities, including water needed for energy and food production, industry, drinking water, and other human and ecological needs. However, water infrastructure and management in the United States are largely optimized for historic conditions—designed and operated to respond to social needs, and past mean and extreme streamflow, which may no longer apply in the future. Temperature, precipitation, ecosystem dynamics, energy and food production, and social systems are all experiencing changes, which cumulatively affect the security of water supply. Here, we examine the impact of these changes in a provisioning basin in the arid Southwest, the San Juan River, which supplies water, food, and energy to the Colorado River and the Rio Grande. Our analysis applies a multi-model framework to examine future climate and water use scenarios. Results demonstrate that the San Juan River basin could experience significant disruptions to water deliveries (−12% to −48% for the drier models) and shortages that exceed manageable thresholds (53% to 73% of water in shorted years), potentially affecting both the local basin as well as other regions that receive water and energy from the San Juan. While water stress metrics vary across the scenarios, results indicate the need for government, industry, and communities to consider options for adapting to water supply shifts. These results raise important questions regarding the resilience of water resources in basins across the West under future scenarios and implications for energy, food, and other water supply needs.

Abstract:"Climate Change and Water",the IPCC technical paper contribution to the IPCC Fourth Assessment Report(AR4) was launched on 8th April 2008.Based on three assessment reports of the IPCC AR4,this technical paper summarizes the newest peer-reviewed and comprehensive findings from international scientific communities on climate change and water for past,present and future.The robust key findings are:observed global warming over several decades has been linked to large-scale changes in the large-scale hydrological cycle.Climate models simulations for the 21st century are consistent in projecting precipitation increases at high latitudes and in parts of the tropics,and decreases while in some subtropical and lower mid-latitude regions.By the middle of the 21st century,annual average river runoff and water availability are projected to increase as a result of climate change at high latitudes and in some wet tropical areas,and decrease over some dry regions at mid-latitudes and in the dry tropics.Increased precipitation intensity and variability is projected to increase the risks of flooding and drought in many areas.Water supplies storedin glaciers and snow cover are projected to decline in the course of the century.Higher water temperatures,and changes in extremes,including floods and droughts are projected to affect water quality and exacerbate many forms of water pollution.Globally,the negative impacts of future climate change on freshwater systems are expected to outweigh the benefits.Changes in water quantity and quality due to climate change are expected to affect food availability,stability,access,and utilization.Climate change affects the function and operation of existing water infrastructure—including hydropower,structural flood defenses,drainage,and irrigation systems —as well as water management practices.Current water management practices may not be robust enough to cope with the impacts of climate change.Climate change challenges the traditional assumption that past hydrological experience provides a good guide to future conditions.Adaptation options designed to ensure water supply during average and drought conditions require integrated demand-side as well as supply-side strategies.Mitigation measures can reduce the magnitude of impacts of global warming on water resources,in turn reducing adaptation needs.Water resources management has clear impacts on many other policy areas.

Abstract:Some of the most significant future efforts in water resources management will be devoted to climate change adaptation. Climate change adaptation is of special concern in regions facing water scarcity where water management is already challenged by many problems. This paper is a review of current knowledge on approaches to address water issues under uncertainty in water-scarce regions, identifying specific policy actions for climate change adaptation. The focus is on regions, like the Mediterranean, California or Australia, where water resources are well developed and have become an essential part of socioeconomic activities but are currently facing significant challenges due to their dependence on water availability to maintain living standards. We provide an overview of the expected impacts of climate change on water resources and discuss management responses based on peer-reviewed studies published over the past three decades. The adaptation choices cover a wide range of options, from adaptive demand management to utilization of remaining marginal water sources. The intensification of successful measures already applied in the past is still viewed as a solution to reduce climate impacts. However, the emphasis is progressively being placed on sustainability, developing and extending the water management paradigm to include not only technical and economic criteria, but also ecological and social considerations.

Impact of climate change on water availability and its propagation through the Western U.S. power grid

Abstract:Climate change is expected to affect the availability of water for electricity generation, yet the propagation of climate impacts across a large and diverse power grid remains unexplored. In this study, we evaluate how projected changes in water availability affect electricity generation at hydroelectric and thermal power plants and how the coincident impacts propagate locally and throughout the interconnected power grid of western United States. We also evaluate whether the prospect of climate-driven change could affect regional power dependencies. Hydrologic simulations derived from three Global Circulation Models (CCSM4, INMCM4, and GFDL-CM3), two radiative scenarios (RCP4.5 and RCP8.5) and the VIC hydrology model are used to force a large-scale, distributed water management model (MOSART-WM), which translates water availability into power generation constraints at hydropower plants and water-dependent thermoelectric plants. Power system dynamics are evaluated using the production cost model PLEXOS. We find that the interregional connections across the contemporary Western U.S. electricity infrastructure play an essential role in managing variations in regional generation due to hydrological variability. Projected WECC-scale changes in mean annual precipitation ranging from −3.8% to +17% are moderated to −6% to +4% in mean annual production cost changes. Climate change impacts on water availability in the Northwest drive future changes in other regions' generation and in regional power flows. Northwest total generation influences interannual variability in other regions' net generation, explaining about 40%, 50%, and 35% of the variability in Southwest, Rockies, and Southern California regions respectively. The propagation of Northwest climate change impact throughout the grid is exacerbated by the occurrence of dry years in Northern California. Generation from the Desert Southwest emerges as a critical resource to compensate for variations in water availability, and generation, in these regions. Though the regional power flow directions seem insensitive to long-term variations in water availability, our analysis highlights the need to consider other compounding regional factors, such as changes in Southern California's net load and changes in regional fuel prices.

Abstract:Abstract The frequency of extreme weather events, including floods, storms, droughts, extreme temperatures, and wildfires, has intensified globally over recent decades due to climate change, affecting human society profoundly. Among all the impacts of these extreme weather events, the consequences to our reliable water supply have gained increasing attention as they exacerbate the inequities in health and education, especially in marginalized populations. In this perspective, we emphasize that extreme weather events are able to undermine a stable supply of drinking water through a number of approaches, and conventional centralized water treatment is insufficient at addressing these challenges. We urge that greater recognition, increased public awareness, and more efforts on technological innovation on decentralized, especially point-of-use (POU), water treatment should be prioritized to better help tackle the challenges faced by increasingly frequent extreme weather events.

Abstract:Land use and climate change can accelerate the depletion of freshwater resources that support humans and ecosystem services on a global scale. Here, we briefly review studies from around the world, and highlight those in this special issue. We identify stages that characterize increasing interaction between land use and climate change. During the first stage, hydrologic modifications and the built environment amplify overland flow via processes associated with runoff-dominated ecosystems (e.g., soil compaction, impervious surface cover, drainage, and channelization). During the second stage, changes in water storage impact the capacity of ecosystems to buffer extremes in water quantity and quality (e.g., either losses in snowpack, wetlands, and groundwater recharge or gains in water and nutrient storage behind dams in reservoirs). During the third stage, extremes in water quantity and quality contribute to losses in ecosystem services and water security (e.g., clean drinking water, flood mitigation, and habitat availability). During the final stage, management and restoration strategies attempt to regain lost ecosystem structure, function, and services but need to adapt to climate change. By anticipating the increasing interaction between land use and climate change, intervention points can be identified, and management strategies can be adjusted to improve outcomes for realistic expectations. Overall, global water security cannot be adequately restored without considering an increasing interaction between land use and climate change across progressive stages and our ever-increasing human domination of the water cycle from degradation to ecosystem restoration.

Abstract:Climate change and extreme weather events (such as droughts, heatwaves, rainstorms and floods) pose serious challenges for water management, in terms of both water resources availability and water quality. However, the responses and mechanisms of river water quality under more frequent and intense hydroclimatic extremes are not well understood. In this Review, we assess the impacts of hydroclimatic extremes and multidecadal climate change on a wide range of water quality constituents to identify the key responses and driving mechanisms. Comparison of 965 case studies indicates that river water quality generally deteriorates under droughts and heatwaves (68% of compiled cases), rainstorms and floods (51%) and under long-term climate change (56%). Also improvements or mixed responses are reported owing to counteracting mechanisms, for example, increased pollutant mobilization versus dilution during flood events. River water quality responses under multidecadal climate change are driven by hydrological alterations, rises in water and soil temperatures and interactions among hydroclimatic, land use and human drivers. These complex interactions synergistically influence the sources, transport and transformation of all water quality constituents. Future research must target tools, techniques and models that support the design of robust water quality management strategies, in a world that is facing more frequent and severe hydroclimatic extremes. Maintaining good water quality is vital for healthy ecosystems and human water use, yet water quality responses to hydroclimatic extremes and changing climate are poorly understood. This Review explores river water quality under climate change and extremes.

Abstract:Modern climate change presents unprecedented challenges, posing critical crises that threaten sustainable development, human well-being, and planetary health. A significant concern is the potential for global warming to cause irreversible disruptions to the water-carbon cycle, a topic that remains underexplored. This study seeks to address a crucial knowledge gap by examining how increasing wet extremes impact ecosystem productivity. The research agenda focuses on three primary questions: 1) How do the intensity and duration of various wet extremes affect evapotranspiration across different watersheds and terrestrial biomes? 2) How do immediate and lagged responses to wet extremes vary across different biomes, and what insights do these temporal patterns provide about the causal and predictive relationships between wet extreme and evapotranspiration? 3) To what extent do watershed characteristics (such as soil properties, hydrological conditions, and vegetation factors) modulate the relationship between wet extremes and ecosystem productivity? As climate change alters precipitation patterns, understanding these complex ecosystem responses becomes crucial for developing adaptive strategies and improving food and water resource management.
