Applying E/hf systems thinking to complex global problems

Abstract:Society faces a growing set of global risks that are highly complex, hard to predict, and extremely difficult to manage. Though the risks are well known, to date the global response has been inadequate and there are few dedicated scientific theories and methods available to support effective responses in future (Aven and Zio, Citation 2021 ; Salmon et al. Citation 2021 ). The World Economic Forum's Global Risks Report (World Economic Forum Citation 2023 ) highlights several global problems that require immediate attention (within the next two to ten years) such as responding to natural disasters and extreme weather events, mitigating and adapting to climate change, addressing cybercrime, avoiding several natural resource crises, and large-scale involuntary migration. Since each of these problems essentially is impacted by and on humans, Ergonomics and Human Factors (E/HF) has a critical role to play in how we effectively respond to these complex global problems (Salmon et al. Citation 2019 , Citation 2021 ; Thatcher, Nayak, and Waterson Citation 2020 ; Thatcher et al. Citation 2018 ). In just one recent (and still unfolding) example, the COVID-19 pandemic has resulted in over 6.9 million deaths globally to date, has cost an estimated $28 trillion to the global economy, and resulted in significant and prolonged challenges to free human movement. The COVID-19 pandemic provides a sobering example of the significant human, societal and economic costs incurred when global risks are not well managed. The State of Science paper on ergonomics and global problems by Thatcher et al. ( Citation 2018 ) identified significant shortcomings in E/HF work directed at contributing to addressing and mitigating global problems. In particular, while there have been numerous theoretical contributions (García-Acosta et al. Citation 2014 ; Helander Citation 1997 ; Moray Citation 1995 ; Salmon et al. Citation 2019 ; Thatcher Citation 2013 ; Thatcher et al. Citation 2018 ; Vicente Citation 2008 ) there is a scarcity of empirical and practical studies, especially in areas such as water and sanitation problems, food security issues, urbanisation, and pollution and waste. Even in areas where there has been comparatively more empirical work (e.g. energy issues, violence and terrorism, and health issues), the work has largely been approached from a micro-ergonomics or meso-ergonomics perspective (Thatcher et al. Citation 2018 ). Given the interrelatedness and complexity of these problems it is concerning that E/HF has taken relatively few strides towards understanding these macro-systems perspectives. This is especially concerning given that the last two decades have seen a significant deterioration in the health and wellbeing of global systems and emerging evidence that several planetary boundaries may already have been breached (Rockström et al. Citation 2023 ).
