Abstract:Korean Abstract: 2020년 전 세계적인 코로나바이러스감염증-19(COVID-19, 이하 코로나19)의 확산은 세계 식량 공급망에 혼란을 야기하며 식량안보에 대한 우려를 고조시켰다. GCC 지역은 환경적 여건으로 농업 발전이 제한적인 상황에서 식량의 상당 부분을 수입에 의존하고 있다. 코로나19는 물류와 인력의 이동을 제한하면서 이들 국가의 식량 위기에 대한 경각심을 더욱 높이고 있다. GCC 국가들은 자국 식량안보를 강화하기 위해 국내 생산 확대, 해외 농지 및 식량 부문 투자 확대, 수입원 다각화 등의 정책을 추진하고 있으며 향후 관련 정책을 더욱 활발히 추진할 것으로 전망된다. 한편 4차 산업혁명, 기술혁신 등의 영향으로 농업부문에서도 첨단기술이 접목된 애그테크(AgTech)가 전 세계적인 화두로 떠오르면서 GCC에서의 기술 기반 스마트 농업 도입이 가속화될 것으로 보인다. 본 연구는 GCC 국가들의 식량안보 현황과 특징을 살펴보고 부문별 정책을 분석하는 한편 GCC의 식량안보 강화 정책에 대응한 협력 시사점을 도출하여 에너지・건설 등 부문에 집중된 우리의 대GCC 협력을 다각화할 수 있는 방향을 제시하고자 하였다. 2장에서는 GCC의 식량안보 상황을 세계식량안보지수와 식량생산 및 수급과 관련한 통계자료를 통해 살펴보았다. GCC 국가들의 2019년 세계식량안보지수 순위는 113개 국가 중 13~50위로 전반적으로 높게 나타났다. 세부 항목 중에서는 해당 국가의 경제 수준과 관련성이 높은 식량구매능력에서 특히 높은 점수 및 순위를 기록하고 있다. 반면 지수 산정에는 포함되지 않지만 향후 환경 변화에 따른 식량 위기 발생 가능성과 대응 능력을 가늠해볼 수 있는 천연자원 및 회복탄력성 부문에서 GCC 국가들은 전 세계 최하위권에 머물러 있다. 한편 GCC 국가들의 식량생산은 전체 소비 대비 25.2%에 불과했다. 대부분의 부족분이 수입을 통해 공급되며, 특히 주식인 곡물의 경우 전체 소비 대비 수입 비중이 93.0%로 높게 나타났다. 곡물의 재고량도 소비와 대비하여 낮은 것으로 나타났다. 즉 현재 GCC 국가들은 전반적으로 양호한 식량안보 수준을 유지하고 있으나 식량의 수입의존도가 높고, 수자원 및 농경지 부족 등으로 인해 식량생산도 용이하지 않아 식량 공급과 관련한 문제가 발생할 때 대응이 어렵다는 한계에 직면해 있다고 볼 수 있다. 3장에서는 GCC의 식량안보 정책과 코로나19 이후 변화 방향에 대해 살펴보았다. 2008년 전 세계적인 식량 위기 이후 GCC는 국내 식량생산을 증대하고 해외 투자를 늘리는 등 식량안보를 강화하기 위한 정책을 추진해왔다. GCC 국가의 이러한 계획은 코로나19 확산으로 더욱 가속화되고 있다. GCC 각국은 국가개발계획을 발표하면서 식량안보를 주요 부문 중 하나로 선정하고, 이와 관련한 세부 전략을 수립하는 한편 전담 기관을 설립하였다. 이와 함께 환경을 고려한 지속가능한 농업을 추진하고 있으며 UAE를 중심으로 기업 지원 및 연구개발을 확대하고 스마트 농업의 도입을 활발히 추진하고 있다. 또한 GCC 국가들은 수급 안정화를 위해 해외 농지 및 식량부문 투자를 확대하고 식량 비축과 수급관리도 강화하는 추세를 보이고 있다. 4장에서는 중국・일본・미국・유럽 등 주요국과 GCC 간 주요 협력사례를 살펴보았다. 중국은 정부 차원의 협력과 더불어 민간 및 학계 간 협력이 활발히 이루어지고 있다. 중국과 UAE 정부 간 농업부문 협력 강화 및 기술개발 등에 대한 합의가 이루어졌으며 이와 관련된 다양한 프로젝트가 진행되고 있다. 일본도 정부 차원에서 협력체계를 구축하고 있는 가운데 민관 자금을 통한 펀드 조성이 눈에 띄는 특징이라고 할 수 있다. 일본은 GCC 국부펀드 등과 협력하여 현지 기업 및 양자간 설립된 조인트벤처에 투자를 하고 있으며 현지 농업 기관과 협력하여 금융 서비스를 제공한다. 미국과 유럽의 경우 기술 기반 스타트업의 진출이 활발히 이루어지는 추세를 보이고 있다. UAE는 미국과 유럽의 농업부문 스타트업 유치 및 연구개발 협력을 적극적으로 추진하고 있으며 이들 국가의 농업부문 스타트업에 대한 대규모 투자도 이어나가고 있다. 5장에서는 한국과 GCC의 협력 현황을 살펴보고 향후 협력 방향을 모색하였다. 먼저 정부 간 농업기술 협력 및 기업지원 정책을 강화할 수 있을 것이다. 정부 차원에서 농업기술 협력을 확대하고 공동 프로젝트 진행 등을 통해 기업의 진출을 활성화하는 마중물 역할을 할 수 있을 것이다. GCC 지역 내 스마트팜에 대한 수요가 증가하면서 스마트 농업 진출도 확대될 수 있을 것으로 전망된다. 네덜란드를 비롯해 유럽・미국 등의 농업 선도국들이 GCC 진출을 활발히 추진하는 가운데 이들 기업과 차별되고 우리가 경쟁력을 가질 수 있는 부문을 발굴하는 전략 마련이 필요할 것이다. 또한 GCC 현지 농업부문 인력 역량이 부족한 것으로 평가되면서 농업 인력 교육 관련 협력이 이루어질 수 있다. 이와 관련하여 정부 차원에서 인력 교류 프로그램 운영을 통해 지속적인 교육을 제공하고 농업 전문가 파견을 통한 지식공유 사업 등을 추진할 수 있을 것이다. 한편 식품 밸류체인 변화에 따라 진출부문을 다양화할 수 있을 것이다. 코로나19 이후 GCC 현지 식품시장에서도 온라인 주문 증가, 건강식품에 대한 수요 확대 등의 변화가 나타나고 있다. 이에 따라 콜드체인(cold chain)의 중요성도 더욱 커질 것으로 전망되며 유기농 제품, 할랄(halal)식품, 저장식품 등에 대한 소비도 계속해서 증가할 것으로 예상된다. 마지막으로 식품부문에서 한국전용 산업 클러스터 조성이 추진될 수 있다. 식품산업 클러스터는 농식품 기업에 인센티브를 제공하고 기업 집적화를 통해 시너지를 높여 동반성장을 도모할 수 있을 것이다. 식품은 통관 시 규정이 까다로워 기업의 어려움이 많은 부문으로 평가되는데 클러스터에서 식품의 특수성을 반영한 간소화된 규제가 적용되도록 하는 방안도 마련될 수 있을 것이다.English Abstract: The Covid-19 pandemic in 2020 caused disruptions in the global food supply chain, heightening food security concerns. The GCC countries rely on imports for a large portion of food due to environmental conditions that restrict agricultural development. Covid-19 is increasing concerns of food crisis in these countries, limiting the movement of logistics and personnel. GCC countries are pushing for policies such as expanding domestic production, increasing investment in overseas farmland and food sectors, and diversifying sources of income, which are expected to be pursued more actively in the future. Meanwhile, the introduction of technology-based smart agriculture in GCC is expected to accelerate as agricultural innovation incorporating high-tech technologies, or AgTech, has emerged as a global issue in the agricultural sector amid the ongoing fourth industrial revolution and technological innovation. This study aims to explore the current status and characteristics of food security in the GCC countries, analyze policies, and derive cooperative implications in response to the GCC’s reinforcement of food security to provide a way to diversify Korea’s energy and construction-focused cooperation with the GCC region.Chapter 2 analyzes the GCC’s food security situation through the World Food Security Index and statistics related to food production and supply. GCC countries ranked 13th to 50th out of 113 countries in the 2019 World Food Security Index. Among the sub-sectors, particularly high scores and rankings were given to “affordability,” which is relevant to the country’s wealth and food purchasing capacity. GCC countries remained at the bottom of the world in terms of natural resources and resilience, a sector which is not included in the index calculation but can gauge the likelihood of future food crises due to environmental changes. Meanwhile, food production in GCC countries accounted for only 25.2 percent of total consumption. Most of the food production shortfalls were supplied through imports, especially, the proportion of imports to total consumption of grains was 93.0%. The stock of grain is also low compared to consumption. In other words, it appears GCC countries are maintaining good food security levels overall, but they will face limitations that are difficult to cope with when food supply problems arise due to their high dependence on food imports and lack of water and farmland.Chapter 3 examines the GCC’s food security policies and the direction of change in the post-Covid-19 era. Since the 2008 global food crisis, the GCC has been pushing for policies to strengthen food security by increasing domestic food production and increasing overseas investment. These initiatives in GCC countries are accelerating further with the Covid-19 pandemic. In announcing their national development plans, the GCC countries selected food security as one of the key areas, going on to develop detailed strategies and establish dedicated organizations. Moreover, the government is promoting sustainable agriculture that considers the environment and introducing smart agriculture projects, and is expanding corporate support and research and development around the UAE. GCC countries are also expanding investment in overseas farmland and international food companies and strengthening food stockpiles and supply and demand management.Chapter 4 touched upon cases of cooperation between major countries such as China, Japan, the United States, and Europe and the GCC. In addition to government-level cooperation, China is actively engaged in private and academic cooperation. Agreements have been reached between the Chinese and UAE governments on strengthening cooperation in the agricultural sector and developing technologies, and various related projects are underway. While Japan is also establishing a cooperative system at the government level, the creation of funds through public-private funds is a notable feature. Japan, in cooperation with the GCC sovereign wealth fund, is investing in joint ventures established bilaterally with local companies. Technology-based startups in the U.S. and Europe are actively entering the GCC market. The UAE is attracting and investing agricultural start-ups in these countries.Chapter 5 explores the current status of cooperation between Korea and the GCC region and seeks future cooperation directions. First, it will be able to strengthen intergovernmental agricultural technology cooperation and corporate support policies. At the government level, expanding cooperation in agricultural technology and carrying out joint projects will be able to facilitate entry of companies. As demand for smart farms in the GCC region increases, it is expected that introduction of smart agriculture systems will expand. While leading agricultural countries such as the Netherlands, Europe, and the U.S. are actively pushing for entry into the GCC region, it will be necessary to come up with strategies to find sectors that are differentiated from these companies and in which Korea can show competitiveness. In addition, cooperation related to farm labor education can take place as the GCC local agricultural sector is assessed to lack manpower capabilities. In this regard, the government will be able to provide education through the operation of human resources exchange programs and promote knowledge sharing projects through the dispatch of agricultural experts. In addition, these efforts will allow the government and companies to diversify entry areas according to changes in food value chain. Since the outbreak of Covid-19, there have been changes in the GCC local food market, such as an increase in online orders and demand for healthy foods. As a result, the importance of cold chains is expected to increase, and consumption of organic products, halal foods, and stored foods will continue to increase. Finally, the creation of an industrial cluster exclusively for Korea could be promoted in the food sector. The food industry cluster will be able to promote shared growth by providing incentives to agricultural and food companies and increasing synergy through corporate integration.
