Abstract:The urban-rural transformation from dichotomy to integration is a gradual process. Like rural areas in many countries, Chinese rural society is experiencing a decline in all spheres due to depopulation, aging, lack of economic opportunity, and so on. Aiming at solving the serious rural issues, China proposed the implementation of a rural revitalization strategy and the promotion of an integrated urban-rural development for the first time in 2017. This proposal marks the transformation of the urban-rural relationship, and the integrated urban-rural development reflects a significant conceptual change. Researches on issues of rural decline are urgently needed to determine the most effective method for rural revitalization and development from the perspective of the urban-rural dynamics. In this context, this paper focuses on studying the theory, technology and management of rural revitalization and development. We construct a theoretical framework for urban-rural integration based on population-land-industry-right between the urban and rural systems, regarding land engineering for land capacity building as the technical support and the rural land system reform and reconstruction as the policy support for management. This research will provide theoretical support for the implementation of China's rural revitalization strategy.

Abstract:It is significant to have an accurate understanding of the Rural Revitalization Strategy (RRS) in China. There are three points that should be understood clearly. Firstly, what is the relationship between the RRS and urbanization strategy? Secondly, what are the scientific connotation of the "twenty words" policy and its interrelations? Thirdly, how the RRS can be implemented in an effective manner? This article holds that the RRS in China should be guided by the spirit of the 19thNational Congress of CPC. During the implementation process, the new-type urbanization strategy and the reality of rural differentiation in China should be taken into consideration. The five specific tasks and objectives embodied in the policy of "twenty words" in the RRS are interrelated. Therefore, it is important to have an accurate understanding of the scientific connotation of the"twenty words" policy and its interrelations. Finally, the emphasis on coordination of the three paths should be placed.

Abstract:<p>In the process of globalization and rapid urbanization, most villages in the world are facing the challenge of transformation and revitalization. Few studies explain how villages evolve dynamically because of ignoring villages' internal connections. By focusing on land-use optimization, this paper aims to reveal the process of rural transformation in the theory of place-making from a micro perspective. With the case study of Yuanqianshe in China, it is found that in the rural post-productivism transformation, place-making can take full advantage of rural rich resources through the different stakeholders' cooperation. In this process of place-making, villagers become leading actors of rural transformation, while the government and society have irreplaceable roles. The case study shows that human-land relationships can be coordinated in the process of place-making, which lay a foundation of harmonious neighborhoods for the land-use policy implementation. The place-making ultimately brings about the optimal allocation of rural resources. We suggest that incentive policy like the Substitute Subsidies with Rewards and rural planning should be adopted to help villagers further realize rural revitalization towards post-productivism.</p>

Abstract:Against the backdrop of rural deprivation during the rapid urbanization of China since the end of the previous century, rural renewal has been regarded as a vital strategy for facilitating rural sustainability. Rural renewal in contemporary China involves activities that replan, consolidate, and redevelop the extant and idle rural construction land and then convert such land for alternative uses, including new rural settlement construction and rural industry development. However, given the regionally decentralized authoritarian (RDA) regime of China, i.e., a combination of political centralization and economic regional decentralization, the governance of rural renewal and its performance show great diversity. The objective of this study was to explore and elucidate the underlying patterns of sustainable rural renewal. Thus, from the social-ecological systems (SES) perspective, an archetype analysis was conducted based on primary data from 27 cases from the eastern, central, and western parts of China. In total, eight archetypical patterns were extracted, and the following three overarching implications were observed: (1) a governance system aligning with the attributes of rural land resources, the characteristics of actors, and the properties of interactions is essential for sustainable rural renewal; (2) decentralized or self-organized governance emerges to facilitate sustainable rural renewal; and (3) a long-term perspective of designing and enforcing rural renewal and distinctive land resource endowment contribute to rural sustainability. These findings may benefit China and other regions pursuing rural sustainability.

Abstract:Under China’s Rural Revitalization program, it is essential to accurately determine the prospects of revival or decay for the villages alongside specific goals and paths, which existing literature lacks a systematic coverage. Based on rural typology theories, this paper proposes an analytical framework to determine the type of village revitalization from the perspective of factor endowments. Utilizing five groups of 45 indicators characterizing the natural, socio-economic, and cultural endowments of villages, this paper applies the Self-Organizing Mapping neural network to cluster 2,388,579 natural villages in 48,322 townships across the nation into the four basic types of rural revitalization as directed by China’s Strategic Plan for Rural Revitalization (2018–2022): (1) Agglomerative Promotion, (2) Suburban Annexation, (3) Special Endowment-based Development, and (4) Out-migration and Relocation. The results of cluster analysis are spatially visualized to form a national rural revitalization zoning map at the township level, the first attempt to our knowledge. We conclude the paper with discussions on the revitalization paths of the various types of villages, particularly the seemingly gloomy prospect of 2/3 of the villages falling into the fourth category, and ways to interpret the deterministic nature of the conclusion. The paper expands the understanding of rural typology to a national scale with both innovative categorization processes and strong linkages to revitalization practices.

Abstract:Modernization is an eternal proposition in the process of promoting the great rejuvenation of the Chinese nation, which is related to the destiny and survival and development of the Chinese nation and the Chinese people. In the development process of Chinese-style modernization, the countryside is still a solid foundation for China to achieve the goals of economic development and modernization. To realize the strategy of rural revitalization is the logical base for the overall strategy of Chinese-style modernization. From the holistic perspective to examine the practice of rural revitalization, the comprehensive promotion of rural revitalization is still plagued by inertia of thinking and path dependent, rural governance has shown the value concept, the main body of governance, the division of responsibilities and rights and digital technology and other aspects of the "fragmentation", thus blocking the pace of the comprehensive realization of rural revitalization. Therefore, it is suggested to guide the formation of farmers' values through party building, stimulate the inner power of the countryside through the coordination of multiple subjects, optimize the rural power and responsibility system through the integration of the three governance, and integrate digital resources through the integration platform, so as to realize the rural revitalization from the perspective of Chinese modernization.

Abstract:Promoting the comprehensive revitalization of rural areas, drawing a new picture of livability and business and beauty of rural areas, is the key task of "three rural" work in the future period. In order to grasp the current situation and actual achievements of rural revitalization in the Yangzhou section of the Grand Canal, this field survey was carried out in the first half of 2024. Through field visits and investigations, the "red + green" integration and rural revitalization status of the Yangzhou section of the Grand Canal were carefully analyzed and studied after fully grasping the rich red cultural resources and green ecological resources in the Yangzhou section of the Grand Canal. A new working idea of "red + green" integrated development in Yangzhou section of the Grand Canal to promote the overall rural revitalization of the area is given. In order to promote the common prosperity of urban and rural areas for the cities along the Grand Canal, drawing a new picture of the revitalization of the beautiful countryside to provide useful suggestions and thinking.

Abstract:In recent years, the state has put rural revitalization in an important position of the national development strategy, emphasizing that rural revitalization must be realized in order to solve the problems of agriculture, rural areas and farmers and improve rural economic income. Under the rural revitalization strategy, in order to restore the overall vitality of villages and towns, we must give priority to the development of agricultural and rural areas. However, due to the restriction of the dual structure of urban and rural areas, the planning and construction of villages and towns are faced with many problems, such as the absence of the main body of village planning and construction management, the crisis of abandoning cultivated land for other purposes, poor living conditions and even destruction. This paper emphasizes practical village planning, pays attention to the construction of ecological civilization and the principle of construction and development according to local conditions, constructs a diversified development space, and provides effective assistance for the implementation of the strategy of rural revitalization, as well as the development of practical rural planning.

Abstract:Researchers are paying increasing attention to issues of rural transformation. Exogenous and endogenous have been conventionally recognized as the mainstream paradigms of rural development. Drawing upon an ethnographic study in a traditional village in southern Jiangsu Province ( Sunan ), this article attempts to introduce a new panacea beyond the development dichotomy and analyze the multi-scalar process of rural revitalization in China. Foremost, findings reveals that the recession of traditional rural communities can be partially, if not all, attributed to the mismatch between local endowments and selected paths of development. Second, a successful path of rural development should be two-directional, which needs to look both inwards to mobilize local actors and outwards to 'sell' the territory to both nonlocal consumers and upper-level policymakers. Third, third-party bodies tend to serve as advocates and activists in the downscaling process of locality mobilization, and as promoters and mediators in the upscaling process of place-marketing. These results offer insight for subsequent research on rural revitalization and rural governance.

Abstract:Rural revitalization has drawn increasing attention from the academia, public and industry. Using remote sensing imagery, semi-structured interviews and non-participant observation, this study explores the content and mechanism of rural spatial reconstruction driven by tourism development in a rural area of China through the lens of cultural connotations of rurality. Results indicate government-led tourism development has transformed the focal village from a traditional rural society based on kinship ties into a commercialized rural tourism community with economic interests at its core. The interplay of space, value, power and capital constitutes the mechanism of spatial reconstruction. Findings emphasize the importance of rurality for the sustainable development of rural tourism and have implications for both governments and developers.

Abstract:<p>A world with large disparities in development between rural and urban areas could never achieve sustainable development goals (SDGs). Issues related to agriculture, rural areas, and farmers are fundamental to the stability and people's welfare of China as well as other developing countries. Despite the growing demand and national initiative for rural revitalization, rural innovation has received little attention in the innovation literature. Drawing from the new growth theory, institutional theory and innovation system theory, this paper proposes the rural innovation system, which is a complex socioeconomic network that aims to revitalize the countryside and achieve balanced and sustainable development. This paper compares the rural and urban innovation system, introduces a theoretical structural model of the rural innovation system, including a) technology innovation, b) institutional and management innovation, and c) community-based network and intermediary platform innovation. Then it outlines the future challenges in fostering a strong rural innovation system. The rural innovation system proposed makes direct contributions to the literature of rural studies, innovation system, and public policy, and offers both China and the world a new perspective for realizing rural revitalization, anti-poverty and global sustainable development.</p>

Abstract:Now we are entering a new era, and the work of agriculture, rural areas and farmers has entered a new period of historical development. The rural revitalization strategy was for the first time taken as an important strategy for building a modern country. However, the rural vitalization strategy is a systematic project and a long-term task. The implementation of the rural vitalization strategy should be based on the actual situation of the countryside. At present, the main problems in rural areas are the difficulties and challenges in the process of implementing the rural revitalization strategy. The study is based on the experience of rural revitalization in China. The authors considered the problems and challenges of industrial development in relation to the environmental needs of sustainable development, environmental pollution, excessive anthropogenic pressures, and the formation of a culture of resource use. As a result of the study, the thesis is substantiated that it is necessary to further implement the rural revitalization strategy, the continuous implementation of policies favourable to agriculture, the constant improvement of relevant laws, the constant investment of funds and the constant return of talents, then and only then the industrial environment, habitat, ecological and cultural environment will be improved.

Abstract:The Third Plenary Session of the Twentieth Central identified the advancement of integrated urban and rural development as a crucial aspect of Chinese-style modernization. The session underscored the importance of refining the institutional framework for integrated urban and rural development as a viable strategy for addressing the challenges faced by agriculture and rural areas, and for fostering the growth of a robust agricultural sector. The revitalization of the countryside is essential for the overall strength and prosperity of the nation. When the countryside flourishes, the nation benefits, and vice versa. To revive the nation, it is imperative to prioritize the revitalization of the countryside. General Secretary underscored the importance of this point, stating: "Agriculture is a fundamental sector of the economy, and the process of modernization in China is inextricably linked to the advancement of the agricultural industry. "To revitalize agriculture, it is essential to integrate scientific and technological advancement." The primary challenges currently facing China's rural ecological environment governance can be broadly classified into three categories: the need to clarify the role of rural ecological environment governance for townspeople, the necessity to cultivate townspeople's enthusiasm for participating in rural affairs, and the importance of identifying a driving force to facilitate this participation. The second issue pertains to the "technology to the countryside" initiative, which has resulted in an increased degree of specialization and a dearth of farmers' own professional knowledge and skills. This contradiction has led to the current state of rural technology construction in the countryside. Secondly, the discrepancy between the heightened specialization of "technology to the countryside" and the dearth of professional expertise among farmers has resulted in a stagnant trajectory in the development and implementation of technology in rural areas. It is imperative to disseminate scientific ecological concepts and accurate technical methods to these grassroots "elites," so that an increasing number of "elites" can master the requisite knowledge and technology. By encouraging the participation of ordinary villagers in neighboring areas, the primary force of rural ecological governance will gradually be released and activated, forming a consistent stream of endogenous power that will significantly advance the realization of rural ecological revitalization.

Abstract:During the thirty years of glorious development after World War II, when France saw rapid industrialization and urbanization driven by strong economic regeneration, its rural areas had suffered from continuous outflow and remarkable aging, which once made the whole society quite pessimistic about the future of rural France.However, since the 1970s, rural France saw a series of new figures, such as demographic growth, economic restructuring and social reconfiguration, which led to a significant transformation of the rural landscape and the urban-rural interrelationship.This article reviews the process of renaissance and restructuring of rural France in the later part of the 20th century, and summarizes its general trends: the back flow of urban population to the countryside made the rural society tend to have the same social structure as the urban society but a more serious situation of aging; Land adjustment promoted the scaled development of agriculture, while the prosperity of small-and medium-sized enterprises promoted the economic vitality of the countryside, in particular the growth of tourism, service and real estate; The demographic and industrial changes shaped a new rural territory, with its spatial organization being characterized by the concentration of employment, the dispersion of residence, and the hierarchization of services and its function being transformed from agricultural production to the integration of residence, tourism, environmental protection and landscape heritage.It argues that rural renaissance and restructuring implies the fundamental reconfiguration of the productive elements of people, industry and land and relies on an open market environment, a fair institutional environment, and a positive governmental intervention, with due attention to the role of small towns and small-and medium-sized cities.All these can serve as useful reference for the rural revitalization in China.
