Abstract:The aim of this study is to determine whether dam reoperation (the adjustment of reservoir operating rules) is an effective adaptation strategy to reduce the potential impacts of climate change and regional socio-economic developments. The Xinanjiang-Fuchunjiang reservoir cascade, located in Hangzhou Region (China), is selected as case study. We use a scenario-based approach to explore the effects of various likely degrees of water stress for the future period between 2011 and 2040, which are compared to the control period from 1971 to 2000. The scenario impacts are simulated with the WEAP water allocation model, which is interlinked with the NSGA-II metaheuristic algorithm in order to derive opti- mal operating rules adapted to each scenario. Reservoir performance is measured with the Shortage Index (SI) and Mean Annual Energy Production (MAEP). For the investigated sce- narios, adapted operating rules on average reduce the SI with 84 % and increase the MAEP with 6.4 % (compared to the projected future performance of conventional operation). Based on the optimization results, we conclude that for the studied case dam reoperation is an effective adaptation strategy to reduce the impact of changing patterns of water supply and demand, even though it is insufficient to completely restore system performance to that of the control period.

Abstract:Urban Studies, Ahead of Print. Rivers are the lifeblood of many cities, but flood risk is projected to increase due to urbanisation and climate change. Better floodplain management in and near urban areas is required to produce the New Urban Agenda's 'just, safe, healthy, accessible, affordable, resilient and sustainable cities'. Many jurisdictions are looking to move or keep people out of human-constructed residential 'niches' on hazardous floodplains, but this has proved difficult to achieve. Our historical case studies of colonial societies in ancient Rome, as well as on the Yangtze, Mississippi and Brisbane rivers, show the deep roots of many contemporary flood risk issues, such as failures of risk perception related to recent settlement, the moral hazard of spending on flood defence infrastructure, the creeping nature of floodplain encroachment into 'niches' of perceived protection created by structural interventions, the need for a central, 'whole of river' approach, and the difficulties of implementing this approach locally. These case studies also suggest solutions, including the adoption of Indigenous perspectives, benefits to incentivise local actors and a historical education strategy to increase appetite for more sustainable flood risk mitigation.

Abstract:Abstract Current flood risk mapping, relying on historical observations, fails to account for increasing threat under climate change. Incorporating recent developments in inundation modelling, here we show a 26.4% (24.1–29.1%) increase in US flood risk by 2050 due to climate change alone under RCP4.5. Our national depiction of comprehensive and high-resolution flood risk estimates in the United States indicates current average annual losses of US$32.1 billion (US$30.5–33.8 billion) in 2020’s climate, which are borne disproportionately by poorer communities with a proportionally larger White population. The future increase in risk will disproportionately impact Black communities, while remaining concentrated on the Atlantic and Gulf coasts. Furthermore, projected population change (SSP2) could cause flood risk increases that outweigh the impact of climate change fourfold. These results make clear the need for adaptation to flood and emergent climate risks in the United States, with mitigation required to prevent the acceleration of these risks.

Abstract:As climate change intensifies, future floods will become more severe in some areas with geographic variation, necessitating that local and regional governments implement systems to provide information for climate adaptation, particularly for vulnerable populations. Therefore, we aimed to develop a methodology to identify areas that are at an increased risk from future floods and independently socially vulnerable. In this study, 100-year recurrence interval flood extents and depths were estimated using an ensemble of six independent Coupled Model Intercomparison Project Phase 6 climate models for a past and future period under the highest-emissions climate scenario. The flood inundation results were related to social vulnerability for two selected study areas in the Mississippi River Basin. The range of flood extents and depths for both time periods were estimated, and differences were evaluated to determine the effects from climate change. To identify at-risk areas, the relationship between the spatial distribution of flood depths and vulnerability was then assessed. Finally, an analysis of the current and future damages on infrastructure from flooding on residential housing was performed to determine whether damages are correlated with higher vulnerability areas. Results show in every flooding scenario, flood extents and depths are increasing in the future compared with the past, ranging from an increase of 6 to 76 km2 in extent across both locations. A statistically significant relationship between spatial clusters of flooding and of vulnerability was found. The infrastructure analysis found that residential structures in the most vulnerable census tracts are 6 to 59 times more likely to experience moderate damage compared with the least vulnerable tracts depending on scenario. Overall, a framework was established to holistically understand the hydrologic and socioeconomic impacts of climate change, and a methodology was developed to use for allocating resources at the local scale.

Abstract:Flood losses have steadily increased in the past and are expected to grow even further owing to climate and socioeconomic change. The reduction of flood vulnerability, for example, through adaptation, plays a key role in the mitigation of future flood risk. However, lacking knowledge about vulnerability dynamics, which arise from the interaction between floods and the ensuing response by society, limits the scope of current risk projections. We present a socio‐hydrological method for flood risk assessment that simulates the interaction between society and flooding continuously, including changes in vulnerability through collective (structural) and private (non structural) measures. Our probabilistic approach quantifies uncertainties and exploits empirical data to chart risk dynamics including how society copes with flooding. In a case study for the commercial sector in Dresden, Germany, we show that increased adaptation is necessary to counteract the expected four‐fold growth in flood risk due to transient hydroclimatic and socioeconomic boundary conditions. We further use our holistic approach to identify solutions for effective long‐term adaptation, demonstrating that integrated adaptation strategies (i.e., combined structural and non structural measures) can reduce the average risk by up to 60% at the study site. Ultimately, our case study highlights the benefit of the model for robust flood risk assessment as it can capture unintended, adverse feedbacks of adaptation measures such as the levee effect. Consequently, our socio‐hydrological method contributes to a more systemic and reliable flood risk assessment that can inform adaptation planning by exploring the possible system evolutions comprehensively including unlikely futures.

Abstract:Urban populations are rising globally, and more extreme climate events are occurring, which means more people are exposed to flood hazards such as pluvial, fluvial, coastal and compound floods. Cities located in flood-prone areas beside coasts, rivers, or both are at risk because such extreme events are often coupled with insufficient drainage capacity to offload peak discharge and withstand the surge levels. Further, the combined drivers of non-climatic factors, such as increasing urbanisation and social-economic development, and climatic drivers such as increasing extreme rainfall patterns, storms, surges, and global mean sea-level rise are unstoppable. This makes it problematic to continue to rely on improving flood protection to secure resilience. This review focuses on the lessons from recent major flood events in Europe, S Asia, E Asia, Australia, America and Africa, including the causes of the events and the post-flood responses. These responses and options are core values to understand both the importance of addressing flood resilience, by responding to floods and the explicit ways to improve risk communication among stakeholders, administration and the public which seem to be the keys to minimising flood impacts on communities. Given the continuous growth of human exposure, we suggest an urgent call for authorities to enact better flood preparation and response strategies in their flood disaster risk reduction plans and policies. This review provides implications for improving the resilience of Chinese cities and elsewhere.

Mitigation and Adaptation Strategies for Global Change

Abstract:Densely populated deltas are so vulnerable to sea level rise and climate change that they cannot wait for global mitigation to become effective. The Netherlands therefore puts huge efforts in adaptation research and planning for the future, for example through the national research programme Knowledge for Climate and the Delta Programme for the Twenty-first century. Flood risk is one of the key issues addressed in both programmes. Adaptive management planning should rely on a sound ex-ante policy analysis which encompasses a future outlook, establishing whether a policy transition is required, an assessment of alternative flood risk management strategies, and their planning in anticipation without running the risk of regret of doing too little too late or too much too early. This endeavour, addressed as adaptive delta management, calls for new approaches, especially because of uncertainties about long-term future developments. For flood risk management, it also entails reconsideration of the underlying principles and of the application of portfolios of technical measures versus spatial planning and other policy instruments. To this end, we first developed a conceptualisation of flood risk which reconciles the different approaches of flood defence management practice and spatial planning practice in order to bridge the gap between these previously detached fields. Secondly, we looked abroad in order to be better able to reflect critically on a possible Dutch bias which could have resulted from many centuries of experience of successful adaptation to increasing flood risk, but which may no longer be sustainable into the future. In this paper, we explain the multiple conceptualisation of flood risk and argue that explicitly distinguishing exposure determinants as a new concept may help to bridge the gap between engineers and spatial planners, wherefore we show how their different conceptualisations influence the framing of the adaptation challenge. Also, we identify what the Netherlands may learn from neighbouring countries with a different framing of the future flood risk challenge.

Abstract:At the current rate of global warming, the target of limiting it within 2 degrees by the end of the century seems more and more unrealistic. Policymakers, businesses and organizations leading international negotiations urge the scientific community to provide realistic and accurate assessments of the possible consequences of so called “high end” climate scenarios.This study illustrates a novel procedure to assess the future flood risk in Europe under high levels of warming. It combines ensemble projections of extreme streamflow for the current century based on EURO-CORDEX RCP 8.5 climate scenarios with recent advances in European flood hazard mapping. Further novelties include a threshold-based evaluation of extreme event magnitude and frequency, an alternative method to removing bias in climate projections, the latest pan-European exposure maps, and an improved flood vulnerability estimation.Estimates of population affected and direct flood damages indicate that by the end of the century the socio-economic impact of river floods in Europe is projected to increase by an average 220% due to climate change only. When coherent socio-economic development pathways are included in the assessment, central estimates of population annually affected by floods range between 500,000 and 640,000 in 2050, and between 540,000 and 950,000 in 2080, as compared to 216,000 in the current climate. A larger range is foreseen in the annual flood damage, currently of 5.3 B€, which is projected to rise at 20–40 B€ in 2050 and 30–100 B€ in 2080, depending on the future economic growth.

Abstract:Flood‐related policies for England are reviewed, updating needs in the light of recent flood‐rich decades and in recognition of future climate trends. This review updates one we published in 2021—a significant year for extreme floods in Europe that were part of a continuing trend; governments now require fast‐track adaptation and resilience policies. Currently, the event signals that increasing spatial and temporal variability of impacts are insufficiently incorporated in hazard/risk assessments. We advocate a transformative policy change towards place‐based strategies, based on the fast‐emerging evidence from three sciences: hydroclimatology, hydrology and hydromorphology. It is vital that policy actions recognise factors such as atmospheric rivers, surface water flooding, and the role of eroded and transported sediments in localised hazards and risks. Located vulnerabilities require local strategies. Attribution of extreme events to climate change, and the recognition and specification of genuinely vulnerable sites, need further refinement and extension into public decision making. Risk assessment needs reform, both from science but also for institutions and individuals, with accompanying reform of flood risk management expenditure. Data analysis of rainfall and river flows need more disciplined clarity; standard sets are needed together with their variable spatial/temporal application. We further recognise sediment hazards (and other entrained debris spread in flood flows) as new and important components for the located risk of present and emerging 'hot spots'.

Abstract:In the context of river basins, the threat of climate change has been extensively studied. However, many of these studies centred on hazard analysis while neglecting the need for comprehensive risk assessments that account for exposure and vulnerability. Hazard analysis alone is not adequate for making adaptive decisions. Thus, to effectively manage flood risk, it is essential to understand the elements that contribute to vulnerability and exposure in addition to hazard analysis. This study aims to assess flood risk (in space and time until the year 2100) for the agricultural system, in the White Volta Basin in northern Ghana. Employing the impact chain methodology, a mix of quantitative and qualitative data and techniques were used to assess hazard, exposure, and vulnerability. Multi-model climate change data (RCP 8.5) from CORDEX and observation data from the Ghana Meteorological Agency were used for hazard analysis. Data on exposure, vulnerability, and adaptation were collected through structured interviews. Results indicate that flood hazard will increase by 79.1% with high spatial variability of wet periods but the flood risk of the catchment will increase by 19.3% by the end of the twenty-first century. The highest flood risk is found in the Upper East region, followed by North East, Northern, Savannah, and Upper West for all four analysed periods. Adaptive capacity, sensitivity, and exposure factors are driven by poverty, ineffective institutional governance, and a lack of livelihood alternatives. We conclude that the region is highly susceptible and vulnerable to floods, and that shifting from isolated hazard analysis to a comprehensive assessment that considers exposure and vulnerability reveals the underlying root causes of the risk. Also, the impact chain is useful in generating insight into flood risk for policymakers and researchers. We recommend the need to enhance local capacity and foster social transformation in the region.

Abstract:Sustainable development relies on the capacity of communities to adapt to climate change and the natural disasters related to it. Primary among these in many regions of the world is the increasing frequency of prolonged, intense rainfall that drives surface water flooding. Given that more than half of the global population now lives in cities, and that this proportion is increasing, developing new adaptation strategies for urban stormwater infrastructure requires urgent attention. Cities in the UK have long been vulnerable to surface water and coincident flooding, but piped drainage infrastructure built in the Victorian era is well beyond its design life and has insufficient capacity to cope with modern rainstorms. Role of dams in reducing global flood exposure under climate change

Abstract:Abstract Globally, flood risk is projected to increase in the future due to climate change and population growth. Here, we quantify the role of dams in flood mitigation, previously unaccounted for in global flood studies, by simulating the floodplain dynamics and flow regulation by dams. We show that, ignoring flow regulation by dams, the average number of people exposed to flooding below dams amount to 9.1 and 15.3 million per year, by the end of the 21 st century (holding population constant), for the representative concentration pathway (RCP) 2.6 and 6.0, respectively. Accounting for dams reduces the number of people exposed to floods by 20.6 and 12.9% (for RCP2.6 and RCP6.0, respectively). While environmental problems caused by dams warrant further investigations, our results indicate that consideration of dams significantly affect the estimation of future population exposure to flood, emphasizing the need to integrate them in model-based impact analysis of climate change.

Abstract:Riparian ecosystems in the 21st century are likely to play a critical role in determining the vulnerability of natural and human systems to climate change, and in influencing the capacity of these systems to adapt. Some authors have suggested that riparian ecosystems are particularly vulnerable to climate change impacts due to their high levels of exposure and sensitivity to climatic stimuli, and their history of degradation. Others have highlighted the probable resilience of riparian ecosystems to climate change as a result of their evolution under high levels of climatic and environmental variability. We synthesize current knowledge of the vulnerability of riparian ecosystems to climate change by assessing the potential exposure, sensitivity, and adaptive capacity of their key components and processes, as well as ecosystem functions, goods and services, to projected global climatic changes. We review key pathways for ecological and human adaptation for the maintenance, restoration and enhancement of riparian ecosystem functions, goods and services and present emerging principles for planned adaptation. Our synthesis suggests that, in the absence of adaptation, riparian ecosystems are likely to be highly vulnerable to climate change impacts. However, given the critical role of riparian ecosystem functions in landscapes, as well as the strong links between riparian ecosystems and human well-being, considerable means, motives and opportunities for strategically planned adaptation to climate change also exist. The need for planned adaptation of and for riparian ecosystems is likely to be strengthened as the importance of many riparian ecosystem functions, goods and services will grow under a changing climate. Consequently, riparian ecosystems are likely to become adaptation ‘hotspots’ as the century unfolds.

Flood Risk Assessment and Regionalization from Past and Future Perspectives at Basin Scale

Abstract:Flooding is a major natural disaster that has brought tremendous losses to mankind throughout the ages. Even so, floods can be controlled by appropriate measures to minimize loss and damage. Flood risk assessment is an essential analytic step in preventing floods and reducing losses. Identifying previous flood risk and predicting future features are conducive to understanding the changing patterns and laws of flood risk. Taking the Dongjiang River basin as a study case, we assessed and regionalized flood risk in 1990, 2000, and 2010 from the past perspective and explored dynamic expansion during 1990-2010. Then, we projected land-use type, population, and gross domestic product in 2030 and 2050 and finally assessed and regionalized the risk from a future perspective. Results show that areas with very high risk accounted for 14.98-18.08% during 1990-2010; approximately 13.90% areas of the basin transformed from lower-level risk to higher-level risk whereas 9.07% fell from a higher level to a lower level during the period. For the future scenario, areas with very high and high risk in 2030 and 2050 are expected to account for 21.55% and 24.84%, respectively. Generally, our study can better identify changes in flood risk at a spatial scale and reveal the dynamic evolution rule, which provides a synthetical means of flood prevention and reduction, flood insurance, urban planning, and water resource management in the future under global climate change, especially for developing or high-speed urbanization regions.
The impacts of climate change on river flood risk at the global scale

Abstract:This paper presents an assessment of the implications of climate change for global river flood risk. It is based on the estimation of flood frequency relationships at a grid resolution of 0.5 × 0.5°, using a global hydrological model with climate scenarios derived from 21 climate models, together with projections of future population. Four indicators of the flood hazard are calculated; change in the magnitude and return period of flood peaks, flood-prone population and cropland exposed to substantial change in flood frequency, and a generalised measure of regional flood risk based on combining frequency curves with generic flood damage functions. Under one climate model, emissions and socioeconomic scenario (HadCM3 and SRES A1b), in 2050 the current 100-year flood would occur at least twice as frequently across 40 % of the globe, approximately 450 million flood-prone people and 430 thousand km2 of flood-prone cropland would be exposed to a doubling of flood frequency, and global flood risk would increase by approximately 187 % over the risk in 2050 in the absence of climate change. There is strong regional variability (most adverse impacts would be in Asia), and considerable variability between climate models. In 2050, the range in increased exposure across 21 climate models under SRES A1b is 31–450 million people and 59 to 430 thousand km2 of cropland, and the change in risk varies between −9 and +376 %. The paper presents impacts by region, and also presents relationships between change in global mean surface temperature and impacts on the global flood hazard. There are a number of caveats with the analysis; it is based on one global hydrological model only, the climate scenarios are constructed using pattern-scaling, and the precise impacts are sensitive to some of the assumptions in the definition and application.

This study developed an integrated modeling framework that extends previous studies to the spatial domain to assess the future flood risks and the cost and benefit of three adaptation measures for four types of buildings in Shanghai. Real options analysis (ROA) and dynamic adaptive policy pathways (DAPP) were integrated to develop a dynamic adaptation pathway and identify robust adaptation options. The results show that: (1) Sea level rise and land subsidence will significantly exacerbate the flood risks in Shanghai; (2) Among the three flood control measures, wet-floodproofing has the best economic performance in terms of both the net present value and the benefit/cost ratio, followed by dry-floodproofing, and elevation; (3) Dry-floodproofing can be used at the beginning of the future period (2030–2100), and it can be replaced by wet-floodproofing in 2035–2042; the elevation measure also shows good performance at the beginning of implementation, but its performance will decline after 2041–2045; (4) The combined strategy of dry- and wet-floodproofing in 2044–2046 and a hybrid strategy combining the three measures should be the optimal solution for reducing the flood risks in 2047–2051. The methodology developed in this study can provide insights for coastal cities to formulate cost-effective and feasible adaptation strategies in a deeply uncertain future.

Abstract:River deltas, such as the Ganges-Brahmaputra-Meghna (GBM) delta, are highly vulnerable to flooding, exacerbated by intense human activities and rapid urban growth. This study explores the evolution of urban flood risks in the GBM delta under the combined impacts of climate change and urban expansion. Unlike traditional assessments that focus on a single flood source, we consider multiple sources-coastal, fluvial, and pluvial. Our findings indicate that future urban expansion will significantly increase flood exposure, with a substantial rise in flood risk from all sources by the end of this century. Climate change is the main driver of increased coastal flood risks, while urban growth primarily amplifies fluvial, and pluvial flood risks. This highlights the urgent need for adaptive urban planning strategies to mitigate future flooding and support sustainable urban development. The extreme high emissions future scenario (SSP5-8.5) shows the largest urban growth and consequent flood risk, emphasizing the necessity for preemptive measures to mitigate future urban flooding. Our study provides crucial insights into flood risk dynamics in delta environments, aiding policymakers and planners in developing resilience strategies against escalating flood threats.

Abstract:Sustainable flood risk management (SFRM) has become popular since the 1980s. Many governmental and non-governmental organisations have been keen on implementing the SFRM strategies by integrating social, ecological, and economic themes into their flood risk management (FRM) practices. However, the justifications for SFRM are still somewhat embryonic, and it is not yet clear whether this concept is influencing current policies in different countries. This paper reviews the past and current flood management experiences from flood defence to SFRM in four developed countries to highlight lessons for coastal megacities in development. The paper explores recent strategies such as "Making Space for Water", Planning Policy Statement 25 (PPS25), and the National Planning Policy Framework (NPPF) in the UK and "Room for the River" in the Netherlands, which were implemented to mitigate flooding, integrate FRM with sustainability concepts, and deliver sound FRM practice for future generations. In this context, the United States has also established a National Flood Insurance Program (NFIP), and in a different approach, Japan has developed an advanced flood warning and evacuation contingency system to prepare for climatic extremes. These case studies give good lessons in achieving long-term SFRM to deliver sound flood management practices considering socio-economic and environmental concerns. Most developing coastal megacities especially in Asia are still heavily reliant on a traditional hard-engineering approach, which may not be enough to mitigate substantial risks due to human factors (e.g. large population, rapid socio-economic growth, subsidence from excessive groundwater extraction) and natural factors (e.g. climate change including sea-level rise and land subsidence). It is clear that different countries and cities have their interpretation of SFRM, but this paper explores how policymakers can adopt "mixed options" to move towards long-term thinking about sustainability with social, economic, and environmental considerations.

National laws for enhancing flood resilience in the context of climate change: potential and shortcomings

Abstract:Flood risk is increasing across the world due to climate change and socio-economic development, calling for a shift from traditional protection and post-event activism towards a forward-looking, risk-aware, and more holistic resilience approach. The national legal system of countries can play an important role in creating and encouraging such a shift. In this study, we explore the potentials and shortcomings of national laws in managing flood risk and increasing flood resilience in the context of climate change. We analyze 139 laws from 33 countries collected from the Climate Change Laws of the World and Disaster Law databases and underpin this with case studies to gain insights on the interplay between national laws and resilience processes. We find: (1) a shift in flood laws from focusing on flooding as a natural resource and water resource management issue towards a broader consideration of disaster risk management (DRM) and climate adaptation policy; (2) a significant lack of climate change recognition in laws regulating decisions and actions for future flood risks, especially in DRM; (3) a prevailing focus on response and recovery strategies and a lack of recognition of risk reduction strategies and proactive flood risk governance approaches; and (4) little recognition of natural capital (comparing to physical capital) and its role in increasing flood resilience. Key policy insights Flood-related laws around the world lack consideration of future risks. Disaster risk management and climate change are often considered as separate issues in national laws, which can lead to gaps in institutional ownership, responsibilities, and allocated budgets.Flood-related laws are mainly created after major events, most of which are focused on reactive strategies (i.e. response and recovery). Laws can facilitate the shift from post-event response to anticipatory actions by encouraging proactive flood risk management (FRM) activities (i.e. risk reduction).Nature-based solutions often remain unrecognized in national laws due to the dominant focus on hard engineering measures. FRM should be treated as a holistic concept in laws: ensuring all the necessary human, social, physical, natural and financial systems are in place to support it.
