Development of the Egyptian Relations with the African Horn Countries and Its Impact on the Egyptian National Security

Abstract:The research topic of the thesis of the fellowship's degree is “Development of the Egyptian Relations with the African Horn Countries and Its Impact on the Egyptian National Security." The total number of the thesis's pages is 212 page, and the Arabic is the official language of the academic writing of this thesis. The study contains about 55 analytical and statistical table.The list of scientific references is contains about 141 reference in Arabic and English. Study principal objectives: The main objective of this study is to detect and assesses the strategic relations among Egypt and the Horn of Africa, during the study period: 1999-2014, and to study its impact on the Egyptian national security (development of Political, economic, tourism, security, military and social relations). Also, the study aims at reaching an integrated Egyptian strategy for the development of strategic relations and securing the Egyptian interests in the Horn of Africa, in light of the mechanisms and possibilities available in Egypt, in order to ensure the achievement of Egyptian national security in its various fields. Area of the African Horn: The following 11 countries are in the African horn region, as defined by Nasser Higher Military Academy (Burundi, Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan, Uganda, Rwanda, Tanzania). Together, these countries have a combined population of about 313.8 million people(in 2013), it is combined constituting a huge market for exports, imports from natural and raw resources and investments for International and regional powers. Study questions: The study aims at finding adequate answers to some theoretical questions concerning to the development of Egyptian strategic relations with the Horn of Africa in different fields. These questions are summarized as follows: (1) Is there is a strategic importance to the Horn of Africa at the international and regional level? (2) What are the most important global, regional and international changes affecting on the Horn of Africa? (3) How does the current state of strategic relations between Egypt and the Horn of Africa appear? (4) How to strengthen the Egyptian strategic relations with the Horn of Africa in the light of global, international and regional changes? Methodology: The researcher relies on several research methods in preparing this study, as follows: (1) Descriptive analytical approach: In order to be able to collect as much information, economic and statistical data as possible about the subject of the study and describe it accurately, depending on the collection and classification of data processing and analysis. (2) Comparative approach: The researcher relies on identifying the different roles of the international and regional powers in the Horn of Africa, especially in the areas that can be measured more accurately according to statistical and economic indicators such as development of foreign trade, foreign direct investment, international aids and international tourism. The size of the Egyptian role compared to the role of main regional powers in Africa on one hand, and the roles of some other emerging powers in Africa such as Saudi Arabia and Ethiopia on the other hand. Study tools: The researcher relies on statistics as an essential tool to achieve this study through a number of statistical and economic indicators, as follows: (1) Annual growth rate of intra-trade (exports and imports), foreign direct investment, international tourism and international aids. (2) Measure the index of revealed comparative advantage (RCA) of the most important countries in the Horn of Africa region, during the period of: 2011 2015. (3) Analyze and explain the time series data available in the tables attached to the study, for example: analysis and evolution of the average per capita tourism revenue in the Horn of Africa. (4) The index of commodity diversification for both exports and imports. (5) Geographical concentration index for both exports and imports. (6) Some economic instruments such as correlation analysis have been used to highlight the evolution of the trend and strength of the commodity trade relations between Egypt and the Horn of Africa. (7) Testing of the Intensive foreign trade density between Egypt and the main trading partners in the Horn of Africa. (8) Testing the international tourism intensity between Egypt and the most important countries of the Horn of Africa. (9) Using some of the computer programs were based on statistical analysis such as the SPSS and Minitab software, and a number of statistical tables to collect and display the study data, as well as rely on some maps. Data sources: (1) The Arabic references include a document issued by the UN Security Council, seven PhD and MA theses from the Danish, Algerian and Egyptian universities, some scientific and research papers from Sudan and Egypt, and about 23 books, about 48 scientific journal from Iraq, Jordan, Lebanon, Iran and Egypt, as well as data from Egyptian ministries and agencies and data from official information centers on the Internet. (2) The references in English include about 10 books, five periodicals and research studies, as well as the websites of some international and national bodies on the Internet such as the World Bank, the World Tourism Organization, the World Travel and Tourism Council, the Food and Agriculture Organization, Africom, Organization for Economic Co-operation and Development (OECD), Furnace Institute for Studies and Research (Iran) and Central Bank of Russian Federal. Thesis structure: To achieve the above mentioned targets, the study is divided into three chapters.The first chapter entitled: "The strategic importance of the Horn of Africa from an international and regional perspective; and it is cover the study in two sections. The first section come under the title of: “The geographical, political and social importance of the Horn of Africa;. The second section come under the title of: “The military, security and economic importance of the Horn of Africa.” The second chapter entitled: "The global, regional and international variables affecting the Horn of Africa," and it is study through the following two sections; The first section comes under the title of: “The global and international variables affecting the Horn of Africa;. The second section comes under the title of: The regional variables affecting the Horn of Africa;. The third chapter entitled: "The proposed strategy for the development of Egyptian relations with the Horn of Africa," and it is addressed through the following two sections: The first section comes under the title of: “The strategy of developing Egyptian relations with the countries of the Horn of Africa in the political, military and security fields”. The second section comes under the title of: “The strategy of development Egyptian relations with the Horn of Africa in the economic and social fields.” Finding: The most important results of the study are that comes and summarized as the following; (1) The total oil production in the Horn of Africa reached about 7.2% of the total of African oil production in 2013.The Horn of Africa region's coal production amounted to about 9.35% of the total African production of coal in 2012. The Horn of Africa region's electricity production amounted to about 30% of the total African production in 2013, while the total production of the Horn of Africa region about 8.7 million tons from minerals in 2012 (2) The total fish production reached about 5.2% of the total African fish production in 2012, (3) The region of the Horn of Africa possesses large areas of arable land compared to the international and regional level in 2013. The average area of arable land in the region reached about 7.11% of the total land area in the Horn of Africa. (4) The average annual growth rate of the foreign trade of the Horn of Africa is about 3, 4% annually during the period 1999-2010. However, the total exports of the region according to the geographical standard are concentrated in a limited number of international markets. Exports in a limited number of commodities exported according to the qualitative standard. The total imports of the Horn of Africa are concentrated in a limited number of international markets and a limited number of commodities. (5) Foreign direct investment accounts for about 8.22% of the GDP in the Horn of Africa in 1999. This contribution increased to about 26% in 2010. (6) The international aids received by the Horn of Africa represents about 9.3% of the total international aids to Africa in 2010. (7) International tourism contributes about 4.22% of the GDP of the Horn of Africa in 2010. It is also contributed to the creation of many direct and indirect employment opportunities in the region by about 3.32% in 1999. This contribution increased to about 3.42% in 2010. (8) The economic role of the major international powers in the Horn of Africa, which is the rapid growth of inter-trade, has grown. For example, the average annual growth rate of US trade with the region was about 5, 3% during the period 1999-2013. (9) For example, the average annual growth rate of direct American investments in the region was about 248% during the period 2008-2012, and the acquisition of regional bourses about 13% of the total volume of China's indirect investment in African stock exchanges as a whole in 2013, (10) As well as increasing the flow of international aids to the region. For example, the average annual growth rate of US aid to the region was about 1006% during the period 1999-2013.
