The ASEAN Regional Forum at 25: Moving Forward or Standing Still?

Abstract:The ASEAN Regional Forum (ARF) was created in 1994 and provides a useful vehicle for security discussions between ASEAN, its 10 dialogue partners, and other key Northeast and South Asia players. The ARF’s concept paper adopted in 1995 outlined a gradual and evolutionary approach through three stages of confidence building, preventive diplomacy, and elaboration of approaches to conflicts. The chapter makes the core argument that it is time to move beyond the original concept paper. Its three-stage agenda has barely proceeded beyond stage one or taken into account the activities already underway in the region. This could be done by shifting from further conceptual debate about the preventive diplomacy agenda to concrete measures to expand security cooperation in keeping with the ASEAN conception of comprehensive security. The performance and delivery of the ARF will no longer be measured and judged against its progression along the three stages but against this new standard.
