Abstract:This article examines the popular claim of Content Management Systems (CMSs) that providing a rich toolset and leaving the use under learner control is beneficial to learning. By means of a literature review, the current contribution examines whether all students are capable of using CMS tools so that their learning is enhanced. In contrast to what is assumed, the study conceptualizes tool use as a complex self-regulation strategy that cannot be taken for granted. Specifically, the article reviews empirical studies in relation to three topics: (a) personal agency in tool use, (b) performance effects of tool use and (c) influencing tool use variables. Findings reveal that not every student profited from the CMS learning opportunities; in multiple studies students differed in their tool use, and these differences had significant performance effects. Hence, these findings suggest that the pedagogical claim CMSs make is problematic. Besides this accumulated corpus of knowledge, the review revealed serious limitations in the retrieved studies which could hamper our findings. As a consequence, the review establishes a need for further research into students’ CMS tool use from an instructional design perspective. In addition to the theoretical framework, several directions for future research are given.

Accessibility in Software Practice: A Practitioner's Perspective

Abstract:Being able to access software in daily life is vital for everyone, and thus accessibility is a fundamental challenge for software development. However, given the number of accessibility issues reported by many users, e.g., in app reviews, it is not clear if accessibility is widely integrated into current software projects and how software projects address accessibility issues. In this paper, we report a study of the critical challenges and benefits of incorporating accessibility into software development and design. We applied a mixed qualitative and quantitative approach for gathering data from 15 interviews and 365 survey respondents from 26 countries across five continents to understand how practitioners perceive accessibility development and design in practice. We got 44 statements grouped into eight topics on accessibility from practitioners' viewpoints and different software development stages. Our statistical analysis reveals substantial gaps between groups, e.g., practitioners have Direct v.s. Indirect accessibility relevant work experience when they reviewed the summarized statements. These gaps might hinder the quality of accessibility development and design, and we use our findings to establish a set of guidelines to help practitioners be aware of accessibility challenges and benefit factors. We also propose some remedies to resolve the gaps and to highlight key future research directions.

Abstract:Since prior work has identified that cultural differences influence user design preferences and interaction methods, as well as emphasizing the need to reflect on the appropriateness of popular HCI principles, we believe that it is equally important to apply this inquiry to digital accessibility and how accessibility fits within the design process around the world. Our long-term plan is to build upon work in this area by investigating how digital designers in different parts of the world consider accessibility and whether current accessibility resources (often developed in the west) meet or conflict with their approach to design.

A Systematic Analysis of Accessibility in Computing Education Research

Abstract:Recent interest in accessibility emphasizes including it in computer science curriculum as key to producing effective computing professionals. Despite a general consensus that teaching accessibility in computing curriculum is good, there exist few tools and resources to support instructors in higher education. To better understand the relationship between accessibility in curriculum and research, we conducted a systematic literature review of papers in computing education. We analyzed the papers for the courses accessibility is covered in, the topics that are covered and pedagogies and assessment approaches that are used. Across this body of work, we found a number of key learning objectives commonly covered in computing education research, though it appeared the research did not evenly cover these objectives throughout curricula, nor did the research systematically investigate how learning objectives were integrated. Based on these results, we offer suggestions for future directions of accessibility education research and curriculum building.

Abstract:The web is the prominent way information is exchanged in the 21st century. However, ensuring web-based information is accessible is complicated, particularly with web applications that rely on JavaScript and other technologies to deliver and build representations; representations are often the HTML, images, or other code a server delivers for a web resource. Static representations are becoming rarer and assessing the accessibility of web-based information to ensure it is available to all users is increasingly difficult given the dynamic nature of representations. In this work, we survey three ongoing research threads that can inform web accessibility solutions: assessing web accessibility, modeling web user activity, and web application crawling. Current web accessibility research is continually focused on increasing the percentage of automatically testable standards, but still relies heavily upon manual testing for complex interactive applications. Along-side web accessibility research, there are mechanisms developed by researchers that replicate user interactions with web pages based on usage patterns. Crawling web applications is a broad research domain; exposing content in web applications is difficult because of incompatibilities in web crawlers and the technologies used to create the applications. We describe research on crawling the deep web by exercising user forms. We close with a thought exercise regarding the convergence of these three threads and the future of automated, web-based accessibility evaluation and assurance through a use case in web archiving. These research efforts provide insight into how users interact with websites, how to automate and simulate user interactions, how to record the results of user interactions, and how to analyze, evaluate, and map resulting website content to determine its relative accessibility.

Abstract:People with disabilities (PwD) are frequently excluded from certain activities due to the lack of accessible information. In this area, information systems can help PwD by allowing access to a range of information about the accessibility of spaces, facilities, and products. There has been an increase in technologies that promote accessibility, but there are few literature studies which analyse how these technologies were developed to ensure access for all. To address this gap, this study aims to explore the integration of accessibility requirements in the processes of developing information systems. To achieve this aim, a systematic literature review was conducted using the PRISMA reporting guidelines. To conduct the review, a search was carried out for primary studies in four well-established databases—SCOPUS, Web of Science, IEEE, and ACM. A snowball search to find additional studies was also performed. Based on this, 34 papers were obtained to conduct the study. In general, the studies published on this topic are relatively recent, with healthcare and education being the two major areas where accessibility in information systems is most addressed. The integration of accessibility seems to be primarily applied during the requirement assessment and testing phases, involving potential users in the process. The results obtained within this systematic literature review raise awareness about the integration of accessibility for the success of solutions, which are oriented towards the accessible market. Additionally, the different practical and theoretical contributions can help future practitioners and technology developers establish guidelines that promote the integration of accessibility, thus achieving a more accessible and inclusive society.

Abstract:Physical disabled access is something that most cultural institutions such as museums consider very seriously. Indeed, there are normally legal requirements to do so. However, online disabled access is still a relatively novel and developing field. Many cultural organizations have not yet considered the issues in depth and web developers are not necessarily experts either. The interface for websites is normally tested with major browsers, but not with specialist software like text to audio converters for the blind or against the relevant accessibility and validation standards. We consider the current state of the art in this area, especially with respect to aspects of particular importance to the access of cultural heritage.

Abstract:Research indicates that inaccessible website design persists despite the existence of anti-discrimination legislation and the influence of the social model of disability on policy development. In this paper, the concept of universal access is examined in the light of the social model of disability in relation to both the physical and virtual environments. The manner in which disability is often deemed a design afterthought is highlighted. The need for universal access is then placed alongside a discussion of access to the Internet in relation to an ageing population and people with cognitive difficulties. Subsequently, anti-discrimination provisions are analysed in relation to how they support designers’ focus on an accepted normality to which reasonable adjustments need to be made, rather than the acquisition of full universal access.

Abstract:This paper reviews several techniques we have discovered while trying to extend the Firefox browser to support people with visual, motor, reading, and cognitive disabilities. Our goal throughout has been to find ways to make on-the-fly transformations of Web content including adjustments of text and image size, text style, line and letter spacing, text foreground color, text background color, page background removal, content linearization, and reading text aloud. In this paper, we focus primarily on the changes we make to the browser’s Document Object Model (DOM) to transform Web content. We review the kinds of approaches we have used to make DOM modifications sufficiently fast and error free. We highlight the problems posed by Web pages with a mix of static and dynamic content generated by client-side scripts and by Web pages that use both fixed and relative placement of page elements, pages of the sort we expect to see in increasingly in the future.

Abstract:Personal technologies are rarely designed to be accessible to disabled people, partly due to the perceived challenge of including disability in design. Through design workshops, we addressed this challenge by infusing user-centered design activities with Design for Social Accessibility-a perspective emphasizing social aspects of accessibility-to investigate how professional designers can leverage social factors to include accessibility in design. We focused on how professional designers incorporated Design for Social Accessibility's three tenets: (1) to work with users with and without visual impairments; (2) to consider social and functional factors; (3) to employ tools-a framework and method cards-to raise awareness and prompt reflection on social aspects toward accessible design. We then interviewed designers about their workshop experiences. We found DSA to be an effective set of tools and strategies incorporating social/functional and non/disabled perspectives that helped designers create accessible design.

Abstract:Emerging research shows that individual differences in how people use technology sometimes cluster by socioeconomic status (SES) and that when technology is not socioeconomically inclusive, low-SES individuals may abandon it. To understand how to improve technology's SES-inclusivity, we present a multi-phase case study on SocioEconomicMag (SESMag), an emerging inspection method for socio+economic inclusivity. In our 16-month case study, a software team developing a learning management platform used SESMag to evaluate and then to improve their platform's SES-inclusivity. The results showed that (1) the practitioners identified SES-inclusivity bugs in 76% of the features they evaluated; (2) these inclusivity bugs actually arise among low-SES college students; and (3) the SESMag process pointed ways towards fixing these bugs. Finally, (4) a user study with SES-diverse college students showed that the platform's SES-inclusivity eradicated 45-54% of the bugs; for some types of bugs, the bug instance eradication rate was 80% or higher.

Abstract:The potential of technology to connect people and provide access to education, commerce, employment and entertainment has never been greater or more rapidly changing. Communication technologies and new media promise to ‘revolutionize our lives’ by breaking down barriers and expanding access for disabled people. Yet, it is also true that technology can create unexpected and under‐critiqued forms of social exclusion for disabled people. In addition to exploring some of the ways that even (or especially) assistive technology can result in new forms of social exclusion, we also propose alternative ways of thinking about inclusive and accessible (as opposed to assistive) technology and provide some very practical ways that accessible technologies would promote greater access and flexibility for disabled students and adults. We contend that technology should be conceived of as a global, accessible and inclusive concept, not one that requires a qualifier based on who it is for.

Abstract:Academic papers demonstrate inaccessibility despite accessible writing resources made available by SIGACCESS and others. The move from accessibility guidance to accessibility implementation is challenging for authors. Our work focuses on understanding what challenges authors of academic papers face in creating content elements (e.g., tables, charts, images) to better understand how to improve accessibility. We classified 3,866 content elements from 330 papers covering a 10-year sample of academic work from ASSETS to understand the variety used. We also reflected on the design choices that make the content elements inaccessible. We then conducted interviews with 13 academic authors from PhD student through to Professor Emeritus that publish within top-tier accessibility and HCI venues to understand the challenges faced in creating accessible content. We found critical issues in how academics understand and implement accessibility while also balancing the visual design of the paper. We provide recommendations for improving accessibility in the academic paper-writing process and focus on steps that can be taken by authors, publishers, researchers, and universities.

Abstract:This article discusses the difficulties that arose when attempting to specify and design a large scale digital learning environment for Scottish schools. This had a potential user base of about 1 million users and was intended to replace an existing, under-used system. We found that the potential system users were not interested in engaging with the project and that there were immense problems with system governance. The only technique that we found to be useful were user stories, presenting scenarios of how the system might be used by students and their teachers. The designed architecture was based around a layered set of replaceable services.

Improved Web Accessibility Evaluation of Open Learning Contents for Individuals with Learning Disabilities

Abstract:Web content should be accessible to normal and disabled communities on electronic devices. The Web Accessibility Initiative (WAI) has created standard guidelines called Web Content Accessibility Guidelines (WCAG). Mobile Web Best Practice (MWBP) is also proposed by WAI for accessibility of websites on desktop computers and mobile devices like smartphones, tablets, iPads, iPhones, and iPods. Educational Resources that provide free licensed learning content are used to test the WCAG. The disabled community also has equal rights to gain access to these learning materials through electronic devices. The main purpose of this research is to evaluate these selected open educational learning materials for individuals with only learning disabilities. This research provides several recommendations to improve the accessibility level of the Learning Management Systems. Future research includes developing a more accessible learning management system with minimized or no accessibility errors. Disability includes physical impairments, mental disorders, lack of cognition, learning and emotional disability. Some individuals have multiple disorders. Learning disabilities are one of them. People have difficulty learning because of an unknown factor or low intelligence quotient (IQ).

Abstract:<p>The concept of accessibility has acquired numerous meanings along multiple dimensions during the century of its evolution. This essay argues for the salience of two dimensions: application-based and definition-based. In its application, accessibility has incorporated positive and normative dimensions which have varied in prominence over time. In its definition, accessibility has varied between a mode of evaluation incorporating measured mobility and proximity, on the one hand, and a predefined market basket of urbanist improvements to transportation and land use systems, on the other. Advocates of the accessibility shift should emphasize both the measured approach to accessibility and accessibility's normative side.</p>
A System to Support Diverse Social Program Management

Abstract:Background: Social programs are services provided by governments, nonprofits, and other organizations to help improve the health and well-being of individuals, families, and communities. Social programs aim to deliver services effectively and efficiently, but they are challenged by information silos, limited resources, and the need to deliver frequently changing mandated benefits. Objective: We aim to explore how an information system designed for social programs helps deliver services effectively and efficiently across diverse programs. Methods: This viewpoint describes the configurable and modular architecture of Social Program Management (SPM), a system to support efficient and effective delivery of services through a wide range of social programs and lessons learned from implementing SPM across diverse settings. We explored usage data to inform the engagement and impact of SPM on the efficient and effective delivery of services. Results: The features and functionalities of SPM seem to support the goals of social programs. We found that SPM provides fundamental management processes and configurable program-specific components to support social program administration; has been used by more than 280,000 caseworkers serving more than 30 million people in 13 countries; contains features designed to meet specific user requirements; supports secure information sharing and collaboration through data standardization and aggregation; and offers configurability and flexibility, which are important for digital transformation and organizational change. Conclusions: SPM is a user-centered, configurable, and flexible system for managing social program workflows.
Design Features for the Social Web: The Architecture of Deme

Abstract:We characterize the "social Web" and argue for several features that are desirable for users of socially oriented web applications. We describe the architecture of Deme, a web content management system (WCMS) and extensible framework, and show how it implements these desired features. We then compare Deme on our desiderata with other web technologies: traditional HTML, previous open source WCMSs (illustrated by Drupal), commercial Web 2.0 applications, and open-source, object-oriented web application frameworks. The analysis suggests that a WCMS can be well suited to building social websites if it makes more of the features of object-oriented programming, such as polymorphism, and class inheritance, available to non-programmers in an accessible vocabulary.

Abstract:Nowadays, access to social media platforms is a necessity and no longer a luxury, as organizations and governments use them as the primary method to deliver important information. However, it is unfortunate that the number of people with disabilities is increasing with time, while they are still unable to access social media content. According to the World Health Organization, more than one billion patients have some disability, representing 15% of the world's population (World Health Organization: World Report on Disability. https://www.who.int/teams/noncommunicable-diseases/sensory-functions-disability-and-rehabilitation/world-report-on-disability. (2011) Accessed 26 Mar 2021). Also, according to our research, not much effort is being made to develop solutions for accessibility problems on social media platforms. Therefore, this article aims to provide a framework to produce accessible accounts on social media platforms for people with hearing and visual disabilities. The proposed framework, which we named social media accessibility framework (SMAF), includes guidelines for account owners and a measuring method to assess the accessibility of their accounts. An initial framework was proposed based on the collective review of the literature in the field. The framework was then evaluated and tested using X (formerly Twitter), with the help of a sample of volunteers with hearing disabilities, visual disabilities and no disabilities. The framework was later adjusted based on the evaluation results, and the final version was produced. The results showed a clear improvement in the accessibility of tweets when the guidelines were followed during the creation of the tweets. SMAF could also be applied to different social media platforms.
