Abstract:This research aims to explore and analyze the regulations and implementation of the Free Trade Zone (FTZ) policy in the context of improving the economy in Batam City, Indonesia. This research uses non-doctrinal or empirical research. The applied problem approach involves three main approaches: a statutory approach, a conceptual approach, and a sociological or empirical approach. The data analysis technique used is qualitative analysis with a deductive data presentation pattern. Researchers will explore the regulations related to FTZs in Batam City and analyze the economic implications of these policies. Research findings show that in 2022 after the publication of PP No. 41 of 2021 has had an impact on improving the economy in Batam, including increasing export and import transactions so that Batam City's trade balance recorded a surplus of USD 2,262.24 million. Increase in the number of industrial and investment areas. It is hoped that the analysis of these findings will provide better insight into the contribution of FTZ policies to economic development at the local level

Abstract:Batam City is a Free Trade Zone (FTZ) area or Free Trade Zone and Free Port. Government Regulation Number 41 of 2021 concerning the Implementation of Free Trade Zones and Free Ports regulates licensing service procedures in free trade zone areas integrated with the Indonesia Batam Online Single Submission (IBOSS) system. The change from manual to online creates new problems for licensing services in the Batam City free trade zone area. This research aims to analyze and describe the implementation of free trade zone licensing services through the Indonesia Batam Online Single Submission system in Batam City, as well as identifying obstacles in its implementation. The theory used in this research is Charles O. Jones' policy implementation theory which is seen from 3 indicators, namely, organization, interpretation, and application or application. This research uses descriptive qualitative methods. The results of this research found that the organizations involved in implementing licensing services in free trade zone areas through the IBOSS system are not yet optimal, there are still differences in understanding which often make things difficult for business actors. Meanwhile, from the aspect of interpretation, the Batam Concession Agency is pursuing integration between the IBOSS system and related agencies and systems. Regarding the application/implementation aspect of the IBOSS system in Batam City, the existence of the IBOSS system does provide convenience compared to previously being done offline or face to face, however in its implementation the IBOSS system is not yet optimal in providing services. The inhibiting factors in this research are the problems of perception differentiation between related directorates, system disintegration, the quality of equipment that must be high, and the insufficient quality of information systems.

Abstract:Purpose: The focus of this research is on the application of big data and the free trade zone in Batam. Big data is the use of technology in terms of storing big data, providing information, and providing services from a business or company profile. Batam is a free trade area and free port (free trade zone) that requires data management and data presentation with the aim of increasing its attractiveness for foreign investors. Research methodology: The research method used is a qualitative research method. Methods of data collection using review literature, natural journals, and online print media. Results: The results of the research show that Batam as a free trade zone area has begun to use big data as one of the supports for the realization of the Batam FTZ area.

Abstract:This paper develops a model where firms across countries differ in their capacity to innovate. Our main goal is to study firm level innovation under various trade policy shocks. We consider two countries where firms across countries are heterogeneous in their innovation efficiencies. We find that the benefits of trade liberalization and trade protection differ across firms. One of the main results we obtain is that trade protection hurts the productivity of highly efficient firms while it increases the productivity of lowly efficient firms. The predictions of our model are in line with recent empirical evidence that while trade protection fosters the productivity of lowly efficient firms, it reduces productivity of highly efficient firms.

Abstract:Innovation activities can be sorted into two kinds,efficiency-improving innovation and industry-monopolizing innovation.It is proved that any kind of innovation activities with the same tune will perform the same effect on the relative competitiveness level of the two sides of trade division,but have different effect on the absolute competitiveness level of each side.In respect of efficiency-improving innovation,the along-comparative-advantage innovation has similar but stronger 'win-win' effect on the absolute competitiveness level of each side than the against-comparative-advantage innovation with Comparative Advantage reversing,which without Comparative Advantage reversing has a kind of 'lose-lose' effect on that.As for industry-monopolizing innovation,the creating-industry-monopoly innovation and the breaking-industry-monopoly innovation all have mutational effect on promoting economic competitiveness of the innovator itself.
BATAM FREE TRADE ZONE AND FREE PORT: A JURIDICAL REVIEW FROM THE ASPECT OF THE MOVEMENT OF IMPORTED GOODS

Abstract:There are two prominent views concerning the free zone concept. One view defines a free zone as a special area established in a country that is independent from the customs authority supervision on the movement of imported goods, or known as extraterritorial zone, because customs authority is no longer levied import duties on these goods. On the other hand, the free zone is also defined as a special zone under the supervision of the customs authority due to the exemption of the import duties and tax on these imported goods as customs authority must ensure the validity of this exemption. In addition, there are also international instruments providing guidance concerning free zone, namely the WCO International Convention on the Simplification and Harmonization of Customs Procedures (the Revised Kyoto Convention) or the WCO RKC, and the WTO Agreement. This paper will discuss issues concerning the juridical aspects of the free zone concepts internationally and the practices in other countries in comparison to the applicable legal rules and practices related to the movement of imported goods in the Batam Free Trade Zone and Free Port (KPBPB Batam) and the surrounding islands. Abstrak: Terdapat 2 (dua) pandangan terkait konsep free zone. Satu pandangan mendefinisikan free zone adalah sebagai suatu kawasan khusus yang didirikan disuatu negara dimana daerah tersebut terlepas dari wilayah otoritas Bea dan Cukai atau‘exterritorial’ area karena tidak ada lagi pengenaan pajak impor oleh otoritas Bea dan Cukai atas impor barang tersebut. Namun dilain pihak, free zone juga didefinisikan sebagai kawasan bebas yang khusus dibawah pengawasan otoritas Bea dan Cukai karena adanya perlakuan pembebasan bea masuk dan pajak tersebu dan otoritas Bea dan Cukai harus memastikan kebenaran pemberian pembebasan pajak impor tersebut. Selain itu, terdapat juga instrumen internasional yang setidaknya memberikan paduan terkait konsep kawasan bebas yaitu Konvensi WCO terkait dengan Simplifikasi dan Harmonisasi Prosedur Kepabeanan (Konvensi Kyoto) dan Perjanjian Internasional WTO. Paper ini akan membahas terkait dengan permasalahan yuridis dari aspek konsep free zone secara internasional dan praktek di negara lain dibandingkan dengan aturan hukum yang berlaku dan praktek pelaksanaannya dalam lalulintas barang di KPBPB Batam dan gugusan pulau sekitarnya. Innovation, trade barriers and exports: evidence from manufacturing firms in ASEAN countries

Abstract:Purpose This study aims to integrate both internal and external factors to examine the effect of innovation and perceived trade barriers on firms’ export activity. In particular, the authors expand the scope of innovation into both technological (product and process) and non-technological (marketing and management) innovation. Furthermore, the authors examine the potential joint effect of perceived customs and trade barriers on firms. Design/methodology/approach The authors empirically test the hypotheses by using firm-level data from the World Bank Enterprise Survey during the most recent year available for each ASEAN country, together with both firm- and country-level controls from various data sources. Specifically, the final sample for analysis includes 3,602 firms from Cambodia (100), Indonesia (1157), Laos (99), Malaysia (445), the Philippines (719), Thailand (572) and Vietnam (510). Findings First, the results show that firm-specific innovation capabilities (including non-technological of managerial innovation) do matter for explaining export propensity. Furthermore, in contexts in which location-bound advantages are prevalent, the effects of innovation may disappear and further deteriorate performance in the post-entry stage. Second, the findings support the notion regarding the prevalence of country- over firm-specific advantages for the international expansion of companies from ASEAN countries. More specifically, this study holds that innovation does not matter for export intensity and that factors related to the location’s institutions appear to be more important. Originality/value First, it acknowledges and examines the effect of not only technological innovation, but also non-technological innovation on export intention. Second, the paper measures the institutional effect at the firm level, rather than as a country-specific factor, to better understand the combined effect of internal and external variables on firms’ export strategy. Furthermore, it performs a cross-country analysis while controlling for other confounding firm and macro factors. Third, the authors test the model on both pre-entry (export propensity) and post-entry (export intensity) stages. Finally, the study responds to calls for research that examines the international competitive advantages of firms from ASEAN countries.

Abstract:Indonesia has managed to get out of the low-income zone and into the middle-income zone. However, Indonesia still has a challenge that is to get out of the middle-income trap zone. These challenges must be resolved by improving the performance of BUMN. Indonesia Port Center Terminal is one of the BUMN subsidiary companies precisely a subsidiary of Indonesia Port Center II (Persero). The purpose of the study was to determine differences in performance indicators before and after the IPO in profitability ratios, namely ROA, ROE, OPM, and NPM and recommendations for performance improvement strategies. The data obtained is based on the 2016-2019 financial statements and questionnaires to expert judgment. The method used is the Wilcoxon Paired t-Test, AHP, and SWOT test. The results of the Wilcoxon Paired t-Test test before and after the IPO were no difference. The results of the company's SWOT analysis are in the position of quadrant I (strength and opportunities). The recommended strategy applied in this condition is to support an aggressive growth policy that prioritizes the strengths and opportunities of the company.

Abstract:Yogyakarta has been known for a long time with the creative economy community and is known as a city for cultural and educational tourism. Especially in Bantul, as an export-oriented handicraft production warehouse, it is certainly an option for academics to obtain data and community assistance in order to contribute to increasing quality human resources who have high creativity. Abstract:Abstract Compared to advanced countries, industrial clustering phenomena in developing countries have experienced multifaceted forms and different directions. When the former have featured robustness and predictability of cluster performance, the latter has been struggling with messy institutional support for business continuation. Cluster existence in developing countries lacks capabilities to establish economic externalities of industrial agglomeration due to poor inter-industry linkages and business cooperation. In Indonesia context, the emergence of rural industry clustering addresses intriguing explorations on its resilience in coping with the unconducive business environment. This paper is aimed at examining the experience of the emerging batik industry clusters in lagging regions in response to a variety of obstacles in physical, social, economic, and institutional aspects. By using a sequential explanatory mixed-methods design, the study focuses on the formation of inter-industry linkages and business cooperation in the local batik industry clusters. Spatial distribution was analyzed using GIS. The preliminary conclusion suggests that the practice of rural industry clustering has merely demonstrated a trial-and-error opportunistic behaviour rather than a well-organised business milieu. The local government intervention to cluster formation has served as a temporary solution for small-and-medium enterprises development by utilising local resources and empowering village communities. For the long-term, such action may jeopardise the management of rural economies into ineffective burdens instead of promoting cluster competitiveness better.

Abstract:The development of a business canvas for imported products in Indonesia is relatively straightforward due to the numerous trade barriers that still require significant improvement. This paper aims to explore the factors that contribute to competitive advantage, enabling Indonesian products to effectively compete with imports. The research methodology is grounded in relevant studies that focus on establishing a robust business canvas, which is essential for determining the reliable performance of companies. The utilization of NVivo software will facilitate the identification of key themes and subthemes that are critical considerations for business actors and firms in the context of global competition, while also providing an empirical overview of the exploratory findings. The conclusion of this paper offers valuable insights into business strategies based on the development of a business canvas, equipping Indonesian entrepreneurs with the necessary tools to compete against imported products.

Problems and Perspectives in Management

Abstract:Indonesia’s blue economy holds immense potential due to the marine ecosystem and maritime area, encompassing the marine fisheries sector, marine tourism, and fisheries influencing the market. Despite this significant potential, these resources have not been optimally utilized to boost economic growth. Therefore, this study aims to investigate the competitive advantage of the Blue Economy sector by enhancing the outcomes of the tourism, processing, and sales of fisheries in Indonesia through the Resource-Based View (RBV) theory. The Resource-Based View theory explains the formulation and creation of competitive advantages by utilizing tangible and intangible resources such as innovation, strategy, capability, and culture. This study employs a quantitative method through an online survey with a total of 319 respondents working in the Blue Economy sector, including fisheries, marine product sellers, and marine tourism. The analytical methodology uses Structural Equation Modeling (SEM) with SMART PLS to assess the determination of competitive advantage. The findings of this study show that capabilities, operational capabilities, response capabilities, technological capabilities, innovation culture, innovation strategy, and strategic alignment significantly influence competitive advantage. Moreover, the competitive advantage in the blue economy sector is most influenced by innovation strategy with a beta of 0.375. This suggests that enhancing innovation strategies can positively impact Indonesia’s fisheries industry, as evidenced by fisheries tourism being the largest tourism sector in Indonesia, competing with international tourism. Additionally, Indonesia’s fisheries sector is a major contributor to exports. Abstract:In the current research literature of improving the quality of foreign investments,most work are done concentrated on local factors of production,especially the importance of improving labour force quality and opening more sectors for international investments in attracting high-end FDI.In practice,effects including the policy orientation of encouraging FDI flow to high-end sectors seem not work as expected.Though after joining the WTO,our country's economy becomes an 'open' one instead of an 'export oriented' one,due to factors associated with system,mechanism,foreign policy,foreign investments in China demonstrate explicit 'export orientation',which in practice make China the world's processing plant,in turn impedes China's utilization of foreign investment.Here the key to improve the quality of foreign investment in China ought to take advantage of Chinese domestic market scale,break impediments,adjust policies concerning export and foreign investments.

Abstract:The fisheries sector is one of the leading sectors in Indonesia contributinge to the regional and national economy such as in West Java Province in the fishery processing sector which has advantages in each region and can lead to competitiveness. This study to analyze the competitiveness of fisheries processing industry in West Java Province. This research was carried out in January 2021 – July 2021. The method used was a literature survey method to determine the competitiveness of the fisheries processing industry in 24 Regencys/cities in West Java Province. All data are processed and analyzed descriptively. Primary data was obtained from expert judgment consisting of 12 people regarding the proportion of competitiveness of the fisheries processing industry. Secondary data is obtained from statistical data on the fisheries processing industry of West Java province from the marine and fisheries service from 2010 to 2018. The results showed that Depok City was ranked first with very high competitiveness with a final score of 28.76. Depok City has advantages in three variables, namely the facilities and infrastructure, production, and the application of science and technology. Meanwhile, Banjar City ranked last which had low competitiveness with a final score of 0.26. Banjar City does not have an advantage in each variable category because it is in the category of moderate and low competitiveness.

Abstract:Business today has been globalized. This has made business even more competitive. Companies, regardless of their size, have to improve their competitiveness. Sustainable competitiveness is the core need for innovation. This study aims at exploring the correlation between IT-based innovation or technopreneurship and business competitiveness. This was a quantitative study with survey method. The respondents in this study were small business owners in handicraft and creative content production in Gorontalo city. The data were collected by online form and after three month collecting data, data were collected were 163 respondents. Product, process and organizational innovation and business competitiveness instruments use instruments from previous research. All instruments use a Likert scale with points 1 to 5 which indicate a scale of disagreement to agreement from the respondents. The data were analyzed using PLS-SEM. The Results show that information technology-based product innovation, IT based process innovation, and IT organizational innovation significantly and positively influence the growth of business competitiveness. Product innovation of business owners in Gorontalo city, Indonesia is actively producing new products. Also, innovation is not only limited to product innovation but also production process innovation, which uses information technology. Utilization of technopreneurship is significantly able to increase business competitiveness, especially for small businesses in Gorontalo city. Utilization of innovation in information technology assumed to strongly develop business competitiveness. The business competitiveness of small businesses in the high-tech field is influenced by products, processes and organizational innovation. SMEs must be able to create products, or product segments, and services that exceed the performance limitations of traditional products by utilizing everything possible through digital models.

Abstract:The context for this research is a paucity of initiatives that support tourism marketing, particularly the establishment of innovative tourist communities in Bandung. The goal of this research is to make recommendations to the Bandung City Government, specifically the Disbudpar, for creating tourism marketing strategies, particularly in the Binong Rajut Creative Village. Binong Knitting Tourism Village has significant potential as a creative tourism destination. According to the SWOT analysis, this town is in a strategic position to adopt an aggressive expansion strategy that includes leveraging its strengths in implementing Sapta Pesona, diversifying tourist packages, and providing enough amenity facilities. However, shortcomings in HR and integrated marketing competencies must be rectified. Strategy recommendations include maximizing social media advertising, enhancing the quality and quantity of tourism products, and working with the government, tourism sector stakeholders, communities, and academia to promote innovation and competitiveness. Better management can be achieved through training, seminars, and conversations that create collaborative networks and enhance HR competency. With a planned approach and stakeholder participation, the Binong Knitting Tourism Village may grow its attractiveness as a tourist attraction, benefit the local economy, and conserve local culture. Implementing this plan will promote long-term growth and community welfare in the tourism industry, establishing the Binong Rajut Tourism Village as a successful model for community-based tourism development.

Abstract:Purpose The purpose of this paper is to examine the role of creative destruction as mediation between the speed of innovation and competitiveness of food small and medium enterprises (SMEs). Creative destruction that is competence-based and market-based is usually done by incumbent enterprises to create barrier to entry and widen the distance with similar businesses, then the role of creative destruction as a mediation to strengthen the competitiveness is investigated. Design/methodology/approach To test this, data were collected from 161 SMEs that is the food SME population in Great Malang covering three areas namely Malang Municipality, Malang Regency and Batu Municipality. warp partial least square-structural equation modeling (WarpPLS-SEM) was applied because parameter estimation with WarpPLS-SEM is very efficient because it has greater statistical requirements than other covariant-based methods, which is more likely to deliver results that match the population condition (significant if that is in fact significant in the population). Findings The pace of innovation development is very important to improve the competitiveness of food SMEs. The idea of innovation is quickly realized and products that enter the market faster have a greater chance to improve competitiveness through profit and productivity. The pace of innovation development enhances the competitiveness of food SMEs. This study proves that competitiveness can be increased once the pace of innovation development is followed by creative destruction. Creative destruction in this case is done through increased competence and maintain the innovations that have been achieved by food SMEs. Increased business competence could be conducted through cost efficiency enhancing product quality and improving worker skill. It is conducted while maintaining the achieved innovation to strengthen the market network customer service and innovation in product packaging. The government’s role is proven not to strengthen the relationship of the pace of innovation development and competitiveness of food SMEs. The role of the government is reflected through credit facilities business licensing promotion marketing and training. These have been carried out by the government. Nevertheless, these activities do not generate widespread impact in strengthening the pace of innovation development to enhance the competitiveness of food SMEs. Research limitations/implications The main limitation of this study is that it analyzes processed foods and innovations in general. Future research should investigate one type of processed food based on the typology of innovation so as to provide more effective and efficient recommendations. Innovation-Led FDI Sustainability: Clarifying the Nexus between Financial Innovation, Technological Innovation, Environmental Innovation, and FDI in the BRIC Nations

Abstract:Spatial adequacy and capital formation are impactful macro factors in achieving economic sustainability; therefore, offering a conducive ambiance for foreign investors entices them to the technology and capital mobilization in the host economy. The purpose of the study is to highlight the nexus of the innovation-led FDI in BRIC nations from 1990–2019. The study has implemented several econometric techniques to establish the empirical nexus, including a unit root test with a structural break, a combined cointegration test, an augmented autoregressive distributed lagged, a nonlinear autoregressive distributed lagged and the Fourier Toda–Yamamoto causality test. The structural break test divulged one break year in the data set, and the study incorporated the structural break effects in line with the explained variable. The long run association between the explanatory explained and the control variables has been unveiled with the test statistics of the combined cointegration. Furthermore, the long run cointegration in the empirical equation has been found in the linear and nonlinear assessment. In terms of the symmetric investigation, the coefficient of innovation, that is, TI, FI, and EI on FDI, were revealed to be positive and statistically significant at a 1% level, suggesting the innovation culture boosts the inflows of the FDI in the economy, both in the long run and short run. Furthermore, the asymmetric association has been confirmed by implementing the standard Wald test with the null of symmetry in the long and short runs. Inferring to the asymmetric coefficients, it is apparent that the positive and negative shocks of TI, FI and EI have established a positive tie to FDI, which is significant at a 1% level. According to the elasticities of the asymmetric shocks, the positive innovation disclosed a more prominent impact than the negative innovation on the FDI inflows. Thus this study advocated for ensuring a conducive innovation environment by mobilizing economic resources. Finally, the causality test documented the feedback hypothesis to explain the causal association between technological innovation and FDI and environmental innovation and FDI.

Analysis of Competitiveness and Product Export Determinants in the East Java Manufacturing Industry

Abstract:This study aims to determine the export competitiveness of East Java manufactured products based on the harmonized system (HS) through Revealed Comparative Trade Advantage (RTA) analysis to cluster superior manufacturing products in the districts/cities with the largest share of the manufacturing industry using Location Quotient (LQ), as well as analyzing the determinants of East Java exports based on the destination country of trading partners in the short and long term using the Vector Error Correction Model (VECM). The results show that the RTA value of East Java is still competitive in terms of exports of manufactured commodities. In addition, the LQ analysis also concludes that there are industrial agglomerations, namely industries that are close to each other and form industrial areas, such as in Surabaya-Gresik-Sidoarjo-Malang. On the other hand, the short-term and long-term modeling shows that the GDP per capita of partner countries plays a crucial role in the sustainability of East Java’s exports. This result lead to several policy recommendations, such as preventing the demand shock from partner trading country especially non-ASEAN countries, either price and exchange rate volatility or political events as well as strengthening strategy to focus commodity production for export-oriented products.

Abstract:Creative industry has a big influence on the development of tourism destination. Developing a creative industry which is the part of the tourism industry is an assertion in the present. The synergy between the creative economy and the tourism sector is a potential economic development model to be developed in Indonesia, including the Province of Banten. Banten has the potential of tourism commodities such as wicker, a local wealth of Batik Banten, and Weaving Baduy. Banten Province also has 34 centers of small and medium industries including snack center, footwear, metal, bricks, and tile scattered in Serang, Pandeglang, and Lebak. The purpose of this study is to understand the main actor and driving factor of the development of creative industry, to construct the strategy of creative industry development in Banten Province, and to analyze the potential of creative industry development as a tourist attraction in Banten Province. The research method of the study is a literature review with descriptive and explorative approaches. This research found that to develop the creative economy as a driver of the tourism sector requires connectivity, by creating creative product outlets in strategic locations and close to tourist spots. These outlets can be counter or craft centers that can be packaged in tour packages.
