Abstract:Regional economic development in Europe: the role of total factor productivity. Regional Studies. This paper documents the fact that the large and persistent differences in economic development across subnational regions in European Union countries can largely be attributed to differences in total factor productivity (TFP). Applying the technique of development accounting, the paper decomposes differences in output per worker across 257 European Union regions into a component due to the local availability of production factors and a component due to TFP. As the analysis reveals, TFP differences are large even within countries, and are strongly related to economic geography and historical development paths. This suggests limited interregional diffusion of technology and of efficient production practices.

Abstract:Abstract In this article, we will analyse the effects of public spending on education on productivity, wages, and growth at European Union level. We are trying to find out to what extent education expenditures and human capital contribute to improving productivity, achieving higher wages, and enhancing the standard of living of the population, as measured by per capita growth. Our results do not show a clear and direct relationship between public expenditure on education and productivity, but an indirect relationship through the acquisition of a higher level of human capital and technological skills, which leads to output increases.

Abstract:The study investigates the drivers of total factor productivity (TFP) growth, covering 99 European regions from 31 countries over the period 2000–13. It shows that human capital endowment had a positive effect upon TFP growth, particularly in advanced regions, but the effect from regions’ own research and development (R&D) expenditures was largely absent. The effects of human capital and R&D on TFP growth varied with the productivity gap. Further, there was a threshold effect in convergence, where stronger TFP growth was associated with both a larger productivity gap and a higher initial level of productivity. Spatial spillover effects had a positive impact upon TFP growth.

Abstract:In the last decade, many studies discussed the impact of intangible investment on firms' performance. However, comparing the effect of different types of intangible investments at regional and sectoral level is not well explored. The paper aims to fill this gap by assessing the impact of several intangible capital on labor productivity using for the first‐time updated data for the period 2000–2019. Adopting panel data techniques and system GMM, the results show that regions with higher endowments of intangible capital get higher levels of labor productivity. The study results also highlight the importance of differentiating between different sectors and types of intangible capital as they have different impact on productivity labor. In the primary sector only investments in R&D result in additional productivity gains. In the manufacturing industry, investments in R&D and software result in additional productivity gains while the service sector also increases labor productivity through other intangibles assets with innovative property such as mineral exploration, entertainment, and artistic originals.

Abstract:The hypercompetitive global economy of the 21st century is a hub of innovation, technology, talent, skills, speed, efficiency, productivity, and satisfaction. Within this context, the organizations are looking intensely for people with skills and talents that can differentiate themselves in all that noise. The human capital became slowly but surely a mean of efficiency and growth, especially through the premises of digitization, and a key issue of sustainability. The current research is meant to identify and highlight any correlations that might appear between the population’s welfare of 11 Central and Eastern European Countries (CEECs) which are members of the European Union (EU), and the components of the digitization trend, including the new human cloud industry, ICT, and the connectivity to the Internet of Things. In order to achieve the needed insights, the multiple regression analysis was employed, and the latter tested the panel models with fixed effects, both from a temporal and country perspective. The results showcased a positive connection between the dependent and independent variables, confirming that the digitization of the economy and the developed human capital will ultimately lead to the increase of population’s welfare. Moreover, the findings are consistent with specific insights for each of the 11 CEECs, showing that digitization and the influence of human capital is differentiated across the latter in terms of their overall effect and amplitude. The research is limited by the timeframe and countries included in the study, and it can be furthered by determining the impact of digitization on the economies of the EU28 countries grouped by level of development, and by using other significant indicators for analysis.

Abstract:abstract There is a large consensus among social researchers on the positive role that human capital plays in economic performances. The standard way to measure the human capital endowment is to consider the educational attainments of the resident population, usually the share of people with a university degree. Florida (2002 ) suggested a different measure of human capital—the “creative class”—based on the actual occupations of individuals in specific jobs like science, engineering, the arts, culture, and entertainment. However, the empirical analyses conducted so far have overlooked a serious measurement problem concerning the clear definition of the education and creativity components of human capital. This article aims to disentangle this issue by proposing a disaggregation of human capital into three nonoverlapping categories: creative graduates, bohemians, and noncreative graduates. Using a spatial error model to account for spatial dependence, we assess the concurrent effect of the human capital indicators on total factor productivity for 257 regions of EU27. Our results indicate that highly educated people working in creative occupations are the most relevant component in explaining production efficiency, noncreative graduates exhibit a lower impact, and bohemians do not show a significant effect on regional performance. Moreover, a significant influence is exerted by technological capital, cultural diversity, and industrial and geographic characteristics, thus providing robust evidence that a highly educated, innovative, open, and culturally diverse environment is becoming more central for productivity enhancements.

Abstract:Empirical research on the drivers of multi-factor productivity (MFP) is abundant at the firm- and industry level but surprisingly little research has been conducted on the determinants of MFP at the macroeconomic level. In this paper, we seek to understand the drivers of country-level MFP with a special emphasis on product and labour market policies and the quality of institutions. For a panel of OECD countries, we find that anticompetitive product market regulations are associated with lower MFP levels and that higher innovation intensity and greater openness go in tandem with higher MFP. We also find that the impact of product market regulations on MFP may depend on the level of labour market regulations. Better institutions, a more business friendly environment and lower barriers to trade and investment amplify the positive impact of R&D spending on MFP. Finally, we also show that cross-country MFP variations can be explained to a considerable extent by cross-country variation in labour market regulations, barriers to trade and investment and institutions (including corruption).

Abstract:Investment in human capital in the form of education and its returns for workers in terms of better-quality jobs remains a contested issue in the literature. While some postulate that such an investment leads to marginal productivity increments, others refute this hypothesis arguing that it overlooks crucial political economic factors. To contribute to ongoing debates, this paper provides a comparative analysis at the regional level, covering the period between 2009 and 2021 and 5 EU countries (Greece, Bulgaria, France, Germany, and Denmark), putting particular emphasis on the regions that are associated with the countries of the European Reform University Alliance (ERUA). Specifically, the analysis calculates highly educated individuals employed in low-, medium-, and high-skill occupations, and then identifies the relative regional concentrations of each (mis)match using the Location Quotient Index. Findings highlight the uneven geography of skill mismatches, as robust and innovative economies tend to allocate their labour force across occupations more efficiently than peripheral regions. Discussing our key findings through the lens of Geographical Political Economy, we point to five interconnected determinants of human capital allocation: national economies’ dynamism, regional industrial specialisations, degree of urbanisation, local institutional capacity, and demographics. Concluding, five sets of policy recommendations are proposed aligning with the EU New Skills Agenda and the European Universities Initiative.

Abstract:This study investigates the sources of economic growth for Latin American economies. With two centuries of data and extended growth accounting methods, the study shows that poor total factor productivity (TFP) growth is the key to understanding Latin America's low economic growth relative to other economies. Using a functional form of TFP growth, based on second‐generation growth models, furthers analyses to show some empirical evidence for growth induced by R&D, knowledge spillovers, educational attainment and the distance to the frontier. However, the magnitude effect is very small and when compared to the OECD countries, the gap between the TFP growth generating factors is very substantial. An intricate policy structure should be implemented for Latin America to foster an environment that is conducive to aid permanent TFP and economic growth.

Abstract:This article focuses on the Italian and Spanish models of growth and analyses labour market, human capital and innovation policy reforms since the mid 1990s. The comparison with France and Germany shows the constraints that have hindered the rise of institutional complementarities and the competitiveness of the two Mediterranean countries already before the introd uction of the euro and the outbreak of the 2008 crisis. The analysis highlights both similarities and structural differences between Italy and Spain and demonstrates the long-term institutional conditions that explain why the economic breakdown has had such a deep impact on the two countries.

Abstract:This paper analyses the impact of changes in environmental regulations on productivity growth at country- and firm-level. We exploit several data sources and the environmen-tal policy stringency index, to evaluate the Porter hypothesis, according to which firms’ productivity can benefit from more stringent environmental policies. By using panel local projections, we estimate the regulatory impact over a five-year horizon. The identification of causal impacts of regulatory changes is achieved by the estimation of firms’ CO2 emissions via a machine learning algorithm. At country- and firm-level, policy tightening affects high-polluters’ productivity negatively and stronger than their less-polluting peers. However, among high-polluting firms, large ones experience positive total factor productivity growth due to easier access to finance and greater innovativeness. Hence, we do not find support for the Porter hypothesis in general. However for technology support policies and firms with the required resources, policy tightening can enhance productivity.

Abstract:Abstract We extend the Lucas (1988) model, introducing two classes of agents with heterogeneous skills, discount factors and initial human capital endowments. We consider two regimes according to the planner's political constraints. In the meritocratic regime, the planner faces individual constraints. In the redistributive regime, the planner faces an aggregate constraint. We find that heterogeneity matters, particularly with redistribution. In the meritocratic regime, the optimal solution coincides with the balanced growth path (BGP) found by Lucas (1988) for the representative agent's case. In contrast, in the case of redistribution, the solution for time devoted to capital accumulation is never interior for both agents. Either the less talented agents do not accumulate human capital or the more skilled agents do not work. Moreover, social welfare under the redistributive regime is always higher than under meritocracy, and it is optimal to exploit existing differences. Finally, we find that inequality in human capital distribution increases in time and that, in the long run, inequality always promotes growth.

Abstract:The present paper had as starting point the idea according to which human capital, investment in human capital, and respectively in education, can be considered key determinants of economic growth and development. Our paper draws attention to the conditions necessary so that the effects of education on human capital development and economic development should record maximum values. The paper emphasizes the idea that investments in education become ineffective unless accompanied by a suitable and appropriate strategy for economic and social development, based on socio-economic and political stability, and by the existence of a direct relationship between income, occupation and level of education and professional training. Our analysis also implies the concepts of social capital and psychological capital as both are considered as influencing the development theory, practice and policy. Although they bring about less clear and direct results, these two forms of capital improve the economic activity’s background in a way similar to technical infrastructure; social capital influences the quality of education and health, facilitates access of individuals to markets, supports complex operations and enables the long-term planning of activities.The paper draws attention to the multidimensional character of the economic development, and on competitiveness, considering that economic development can therefore express all quantitative, qualitative and structural transformations occurring within economic processes and along scientific research and manufacturing technologies, regarding the mechanisms operational in the economy, namely thinking patterns and behavior of individuals. On the other hand, the New Economy is described as synonymous to the knowledge economy in the broader context of the knowledge society, considering the knowledge based economy where knowledge represents an important factor in determining economic growth.

Abstract:Using cross-country estimates of physical and human capital stocks, we run the growth accounting regressions implied by a Cobb-Douglas aggregate production function. Our results indicate that human capital enters insignificantly in explaining per capita growth rates. We next specify an alternative model in which the growth rate of total factor productivity depends on a nation's human capital stock level. Tests of this specification do indicate a positive role for human capital.

Abstract:Recent economic studies on the relationship between digitalisation and economic growth show some ambiguity in the results due to the use of different methods, measures, country samples and time periods. The purpose of this article is to theoretically substantiate, build and econometrically test the model of the impact of digitalisation and other important factors on the growth of total factor productivity in the countries of the European Union for the period of recent years for which data are available. Methodology. The regression analysis of panel data with fixed effects was conducted. The regression estimation of the model is done for 27 EU countries and the entire European Union for the available periods 2017-2022. The robustness of the model to the choice of alternative regression methods, heterogeneity, autocorrelation and random effects is also tested. The model is based on the principles of the endogenous growth theory. The author substantiates and models the relationship of productivity growth with digitalisation, exports, imports, use of intellectual property rights, research and development, foreign investment, human capital and institutions; calculates the indicator of total factor productivity (TFP) based on the Cobb-Douglas function; the European Commission's Digital Economy and Society Index (DESI) is chosen as a measure of digitalisation. Regression results. It is proved that digitalisation is an important factor in productivity growth in the countries of the EU sample, which has a positive and significant impact on total factor productivity (a 1% increase in the digitalisation index leads to an increase in TFP by about 0.1%). Trade openness (exports and imports) was confirmed to remain a key factor affecting productivity. Income from the use of intellectual property rights has a positive, statistically significant impact on TFP growth, although the magnitude of this impact is rather small compared to the impact of digitalisation and trade. It has been found that the quality of institutions can be important for productivity growth, which is an argument for relevant reforms at the level of the government and local communities. The impact of research and development, foreign direct investment, and human capital on TFP growth is difficult to interpret due to the lack of statistical significance of these parameters, which requires further research.

Abstract:Most long‐term GDP projections in developed countries expect a substantial decline in GDP growth rates over time. The main factor behind it is demographic changes, especially the decreasing working‐age population. We argue that these projections do not consider improvements in the quality of the human capital, which may, at least to some extent, mitigate the effects of the negative demographic shock. We start with a simple observation—the skills of younger age cohorts are higher than of older cohorts. Assuming that the current level of skills will be obtained also by the generations which will enter the labour market in the future, the average level of skills among the working‐age population will increase. Trying to catch this effect, we use the Programme for the International Assessment of Adult Competencies standardised test results to create an aggregate human capital measure, the average skill level of the work force, for 18 European Union countries and project it until 2040. We show that on average at least one sixth of the negative impact of the shrinking of the working‐age population can be offset by the increase in the quality of human capital and that this number can increase to three quarters in a less conservative scenario.

Abstract:Considerable research has been conducted on the trade-off between reducing regional inequality and promoting regional growth. However, there is a lack of empirical research exploring the relationship between this trade-off and the spatial mismatch between the distribution of regional populations and the spatial distribution of regional factor endowments. This paper assesses the existence of spatial mismatches between production factors and populations in European regions, with a focus on how these imbalances might affect regional disparities and growth. First, we compute spatial mismatch indices for capital stock and employment in relation to the distribution of population. Second, we use a vector autoregressive (VAR) approach to identify dynamic interactions in the short run. The results indicate that the spatial mismatch between population and labour plays a key role in the trade-off between European economic growth and regional inequality. The findings suggest that eliminating spatial mismatches between the spatial distribution of population and labour could lead to an increase in both economic growth and regional inequality. Moreover, the implementation of regional policies for resource allocation based on population-related criteria does not appear to mitigate regional economic inequality.

Abstract:This paper assesses the role of different sources of technological change as determinants of economic growth in a group of selected OECD countries during the period 1980–2010. We consider three different sources of growth: neutral technical change associated with Total Factor Productivity, investment-specific technical change (ISTC) embodied in capital assets, and improvements in the quality of labor services generated by human capital accumulation. The contribution to growth of each of these sources is computed using two different approaches: the standard (statistical) growth accounting and the structural growth decomposition obtained from a general equilibrium growth model. We found that the effect of ISTC dominates that of neutral technology and human capital in all of the countries considered. On average, more than 50% of productivity growth is explained by ISTC. Contributions to growth from ICT and non-ICT technical change are in general of similar magnitude.

Abstract:The paper investigates three models on the role of education in economic growth: human capital theory, a threshold effect, and interaction effects between education and technological activity. Data for 24 OECD countries on GDP, employment, and investment from the Penn World Tables over the period 1950 to 1990 was used. Five sources are used for educational data. The descriptive statistics suggest that the convergence in labor productivity levels among these nations appears to correspond to their convergence in schooling levels. However, econometric results showing a positive and significant effect of formal education on productivity growth among OECD countries are spotty at best. With only one or two exceptions, educational levels, the growth in educational attainment, and interaction effects between schooling and R&D were not found to be significant determinants of country labor productivity growth.
