Abstract:The rapid expansion of digital technologies has paved the way for new forms of organizing, facilitated by increased data and knowledge exchange between individuals and organizations. However, this poses major new challenges for designing effective governance mechanisms. This paper highlights the critical role of digital governance in facilitating digitally enabled exchange relationships. To this end, we propose a typology of analog, augmented, and automated governance modes, each associated with specific control, coordination, incentive, and trust mechanisms. Additionally, we provide a heuristic for determining the optimal governance choice via the interplay of transactivity (i.e., the contributors, connections, and consistency in an exchange network) and corresponding governance costs. Our study advances the governance literature by defining digital governance as a distinct form and outlining key governance mechanisms and choices in the digital era. Finally, we identify avenues for future research in this field.

Abstract:The digital revolution, fuelled by advancements in social media, Big Data, the Internet of Things and Artificial Intelligence, is reshaping our urban landscapes into ‘participatory cities’. These cities leverage digital technologies to foster citizen engagement, collaborative decision-making and community-driven urban development, thus unlocking new potentials while confronting emerging threats. Such technologies are empowering individuals and organizations in ways that were unimaginable just a few years ago. They do, however, introduce new risks and vulnerabilities that must be carefully managed. Hence, socio-technical innovation is urgently needed. In this connection, open-source technologies, participatory approaches and new forms of governance are becoming more popular and relevant. This theme issue looks into the tangible impacts of these technological advancements, with a focus on participatory cities. It aims to explain how digital tools are used in cities to tackle urban challenges, improve governance and promote sustainability. Through a collection of in-depth analyses, case studies and real-world examples, this issue seeks to offer a comprehensive understanding of the digital governance frameworks underpinning participatory cities. By offering a platform for multidisciplinary discourse, this theme issue endeavours to contribute to the broader narrative of shaping a more resilient, sustainable and democratic urban future in the digital age. This article is part of the theme issue ‘Co-creating the future: participatory cities and digital governance’.

Abstract:In recent decades, the world has been undergoing extensive digital transformations, often described as the fourth transformative industrial revolution in human history. This revolution, replete with technological innovations and information society platforms, has dramatically altered many aspects of modern life. Governments and public administrations also play a major role in this revolution. They confront the challenges of regulations, various biases and barriers related to digital transformation, interactions with citizens in a highly technological environment, and the changing civic and political culture. This paper seeks to address major missing links in the digital governance puzzle. We suggest conceptual, epistemological, and empirical additions to current literature in this territory highlighting the need to integrate knowledge from various perspectives. Using a threefold interaction framework of human-machine-organization we develop a model to analyze the complex mechanism in which digitization processes in the public sector influence the behavior, performance, and values of public organizations. The model highlights the potential mediating role of perceptions of the Digital Governance Footprint (DGF) and people Mental and Emotional Models (MEMOs). Finally, we explain how multi/mixed-method analysis can support our model, using process-tracing strategy, comparative case studies, surveys, survey-experiments, and lab experiments.

Abstract:During the last decades, the evolution of Information and Communication Technologies (ICTs) has revolutionised the entire world, giving to ICTs a significant role in societies, since administrations, businesses, and citizens are being influenced by them. Governmental units, worldwide, utilize ICTs vigorously, due to their tremendous potential to assist governments in order to implement their scope of duties aiming at enhancing society's quality of life and promoting sustainable growth. Digital Governance has been recognized as a well-established application domain studying the problems related to the needs of public sector organisations and proposing novel methods and frameworks for enhancing service quality through the use of ICT. Substantial progress has been made through European and national funded research in a number of areas, yet the lack of scientific foundations in the Digital Governance domain seems to hinder unlocking the real transformative value and full potential to all its stakeholders, from researchers to industry and SMEs. Such a scientific background would document the existing knowledge and open the pathway for systematic and reproducible solutions to identified problems, without the danger of repeating research or missing opportunities for application. In this quest for scientific recognition, the key challenges that Digital Governance and Transformation will have to face include, without being restricted to the substantiation of value, strong engagement, and support by industry, sustainable research in the domain through appropriate curricula, and coordination of efforts undertaken by many stakeholders and neighbouring disciplines. The current paper moves towards this research, towards the establishment of the Digital Governance and Transformation Science Base by presenting its initial structure.

The technological dimensions of governance

Abstract:No one doubts that technological innovations constitute a major social driver, though arguments suggesting various forms of technological determinism are highly controversial. But three more specific themes come into focus in thinking about the relationship between technology and governance. Is the course of technological innovation itself governable, or is technology a kind of juggernaut in the sense that we have little capacity to steer the direction and pace of innovation? Conversely, there are questions regarding the role(s) that technological innovations can play in coming to terms with needs for governance, especially those arising on a global scale like the problem of dealing with climate change. A particular concern in this realm centers on the differences between those who look to technology for solutions to problems and those who take the view that “technological fixes” are part of the problem rather than a key to solving problems. Leaving aside this fundamental question, there is much to be said about more practical roles for technology in addressing needs for governance. These include the contributions of technological innovations to identifying emerging needs for governance and moving governance systems from paper to practice once the relevant parties have agreed to their substantive provisions.

Abstract:Technology is increasingly shaping our social structures and is becoming a driving force in altering human biology. Besides, human activities already proved to have a significant impact on the Earth system which in turn generates complex feedback loops between social and ecological systems. Furthermore, since our species evolved relatively fast from small groups of hunter-gatherers to large and technology-intensive urban agglomerations, it is not a surprise that the major institutions of human society are no longer fit to cope with the present complexity. In this note we draw foundational parallelisms between neurophysiological systems and ICT-enabled social systems, discussing how frameworks rooted in biology and physics could provide heuristic value in the design of evolutionary systems relevant to politics and economics. In this regard we highlight how the governance of emerging technology (i.e. nanotechnology, biotechnology, information technology, and cognitive science), and the one of climate change both presently confront us with a number of connected challenges. In particular: historically high level of inequality; the co-existence of growing multipolar cultural systems in an unprecedentedly connected world; the unlikely reaching of the institutional agreements required to deviate abnormal trajectories of development. We argue that wise general solutions to such interrelated issues should embed the deep understanding of how to elicit mutual incentives in the socio-economic subsystems of Earth system in order to jointly concur to a global utility function (e.g. avoiding the reach of planetary boundaries and widespread social unrest). We leave some open questions on how techno-social systems can effectively learn and adapt with respect to our understanding of geopolitical complexity.

Abstract:Future societal systems will be characterized by heterogeneous human behaviors and data-driven collective action. Complexity will arise as a consequence of the 5th Industrial Revolution and 2nd Data Revolution possible, thanks to a new generation of digital systems and the Metaverse. These technologies will enable new computational methods to tackle inequality while preserving individual rights and self-development. In this context, we do not only need data innovation and computational science, but also new forms of digital policy and governance. The emerging fragility or robustness of the system will depend on how complexity and governance are developed. Through data, humanity has been able to study a number of multi-scale systems from biological to migratory. Multi-scale governance is the new paradigm that feeds the Data Revolution in a world that would be highly digitalized. In the social dimension, we will encounter meta-populations sharing economy and human values. In the temporal dimension, we still need to make all real-time response, evaluation, and mitigation systems a standard integrated system into policy and governance to build up a resilient digital society. Top-down governance is not sufficient to manage all the complexities and exploit all the data available. Coordinating top-down agencies with bottom-up digital platforms will be the design principle. Digital platforms have to be built on top of data innovation and implement Artificial Intelligence (AI)-driven systems to connect, compute, collaborate, and curate data to implement data-driven policy for sustainable development based on Collective Intelligence.

Abstract:The purpose of this study is to carry out a systematic literature review with meta-analysis, seeking to understand, from the perspective of public governance, how the Digital Era of Governance is impacting governments, which social contracts should be considered in a digital governance model, and which are the main barriers of digital government to the public policies design. The research uses the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol to record the evidence found. The contribution of this study to the observation of Digital Era Governance for government strategies points out that the most evident component of reintegration in governments are government portals that promote detachment from the central government and reduction of the burden on the State, the most apparent holism component are the digital services of social benefits, and the most evident digitization component were government portals with full availability of State services and improved search. Evidence is shown that government as a platform is the social contract model most available to society. It is also pointed out that the lack of knowledge and experience in technology was the most significant barrier to designing public policies focused on digital government.

Abstract:"Digital sovereignty" has become a buzzword in digital policies. Contrary to the imaginary of digital transformation as preceding an era of limitless global networking in the 1990s, approaches to state regulation and delimitation of data flows as well as programmes for national digital infrastructures are justified with calls for digital sovereignty across very different contexts. This forum brings together contributions from political geography, law, computer science, and ethics that compare and analyse discourses and practices of digital sovereignty. The case studies on Russia and the EU reveal parallels as well as fundamental differences in the conception and implementation of digital sovereignty. Essays on the challenges posed by new forms of cross-border interaction (such as cloud computing) and new actors (such as digital platforms) illustrate that the traditional coupling of concepts of sovereignty, territoriality and the state, of jurisdiction and borders, must be rethought. The essays in this forum thus make it clear that the digital transformation is not simply a socio-technical modernisation process. It is rather shaped in specific ways and should be understood and analysed as (geo)-political discourses and practices. The forum contributes to the development of a political digital geography that analyses how the digital transformation is contested and produced in specific ways and unearths the politics and spatialities conceived and produced in these discourses and practices.

Abstract:It has been argued that the value of communities is that they can solve certain types of collective action problems which are resistant to purely market-based or policy-based solutions. Such problems increasingly arise in a data-driven information economy, the (so-called) sharing economy, and in economies of scarcity, where the added-value of information, reciprocity or other pro-social behaviour is indeterminate, and/or the qualitative nature of traded services is subjective and cannot simply be measured by kilowatts, tons, etc. It is therefore predicted that self-organised community systems will be of increasing importance as a mechanism for solving collective action problems in the digital society. Using community energy systems as an exemplar, this paper investigates the inter-weaving of (holonic) structure and (algorithmic) governance which are required to deliver air, sustainable and successful community-based solutions.

How digital will the future be? Analysis of prospective scenarios

Abstract:With the climate change context, many prospective studies, generally encompassing all areas of society, imagine possible futures to expand the range of options. The role of digital technologies within these possible futures is rarely specifically targeted. Which digital technologies and methodologies do these studies envision in a world that has mitigated and adapted to climate change? In this paper, we propose a typology for scenarios to survey digital technologies and their applications in 14 prospective studies and their corresponding 35 future scenarios. Our finding is that all the scenarios consider digital technology to be present in the future. We observe that only a few of them question our relationship with digital technology and all aspects related to its materiality, and none of the general studies envision breakthroughs concerning technologies used today. Our result demonstrates the lack of a systemic view of information and communication technologies. We therefore argue for new prospective studies to envision the future of ICT.

Abstract:Governance theory in political science and international relations has to adapt to the onset of an increasingly digital society. However, until now, technological advancements and the increasing convergence of technologies outpace regulatory efforts and frustrate any efforts to apply ethical and legal frameworks to these domains. This is due to the convergence of multiple, sometimes incompatible governance frameworks that accompany the integration of technologies on different platforms. This theoretical claim will be illustrated by examples such as the integration of technologies on the "human platform" as it is referred to in the case of enhanced soldiers. Hence, successful governance might require new approaches borrowed from a distant relative, namely cybernetics. Insights gained from cybernetics for governance theories might be able to give guidance for a more efficient and adaptive governance approach that is able to deal with increasing complexity caused by technology and governance convergence. While cybernetics itself might be considered a governance approach, it has had surprisingly little reception in the wider field of governance within the area of social and political sciences. This article will develop cybernetic governance as a set of expandable governance principles that are applicable to an increasingly complex digital and smart society. It thereby tries to further galvanise what could be termed cybernetic governance theory as a subject of worthwhile insights from the combination of otherwise largely the disjoined fields of cybernetics and governance.

Abstract:Global digital governance has been rising in response to a dual process of globalization and digitalization. Serving the innovation and application of digital technologies, global digital governance requires global cooperation to achieve economic benefits and cope with digital transformation challenges, covering issues, such as the Internet, digital tax, and trans-border data flow. The extant literature fails to answer why these challenges have been getting intense in recent decades and why the global governance responses to them may vary in different ways. This study argues that the transformation from protective immunity of digital platforms to Techlash against big tech triggered the rapid development of global digital governance. Following the paradigm shift argument, the paper further proposes an integrated framework to analyze the characteristics of the new model to explain the heterogeneity across global digital governance issues. The major constituent elements of this framework include the nature of the global commons (comedy or tragedy), global power structure (decentralized or centralized), and the governance regime (technocracy or democracy). This study applies the framework to analyze three cases of global digital governance issues and demonstrates its analytical power.

Abstract:Abstract Digital and data tools are fundamentally changing approaches to health and the design of health systems, but governance models have neither followed nor kept up with the pace of innovation. In response to this challenge, The Lancet & Financial Times Commission on Governing health futures 2030: Growing up in a digital world explores the convergence of digital health, artificial intelligence, and other frontier technologies with universal health coverage to support attaining the SDG 3. Children and young people are crucial groups requiring particular attention to ensure that no one is left behind in achieving universal health coverage and SDG 3 amidst the digital transformation in health. Today, there are 1.8 billion people between the ages of 10 and 24 - the largest youth population in history - 90 percent of whom live in developing countries. This cohort represents an unprecedented powerhouse of human potential and digital engagement that could transform health to reach sustainable development goals. This presentation introduces several key findings from the Commission's report which pertain to the governance of (digital public) health futures amidst digital transformations in health. It will highlight how human-centred approaches to health are vital to navigating the digital transformations and maximising their benefits for population health and well-being. Further, it will provide an action plan for meaningful youth engagement in the design, development, implementation, and evaluation of digital public health policies, programmes, and services.

Abstract:Debates are ongoing on the limits of - and possibilities for - sovereignty in the digital era. While most observers spotlight the implications of the Internet, cryptocurrencies, artificial intelligence/machine learning and advanced data analytics for the sovereignty of nation states, a critical yet under examined question concerns what digital innovations mean for authority, power and control in the humanitarian sphere in which different rules, values and expectations are thought to apply. This forum brings together practitioners and scholars to explore both conceptually and empirically how digitisation and datafication in aid are (re)shaping notions of sovereign power in humanitarian space. The forum's contributors challenge established understandings of sovereignty in new forms of digital humanitarian action. Among other focus areas, the forum draws attention to how cyber dependencies threaten international humanitarian organisations' purported digital sovereignty. It also contests the potential of technologies like blockchain to revolutionise notions of sovereignty in humanitarian assistance and hypothesises about the ineluctable parasitic qualities of humanitarian technology. The forum concludes by proposing that digital technologies deployed in migration contexts might be understood as 'sovereignty experiments'. We invite readers from scholarly, policy and practitioner communities alike to engage closely with these critical perspectives on digitisation and sovereignty in humanitarian space.

Abstract:Being an agile company today is no longer just about timely recognition of early signs of change in order to defend an existing competitive position but rather being able to perpetually transition between a series of short-lived, temporary competitive advantages. While traditional IT governance approaches have lent themselves well to extracting value from a long-lasting competitive advantage, they can become a liability if agile companies need to continuously reinvent themselves in pursuit of a new, "transient" competitive advantage. To that end, a temporal dimension of IT governance (when and how fast to decide) becomes as important as its structural (who decides what) and procedural (how to decide) aspects. In this paper, we adopt a "ternary" view on governance and build on the extant literature in IS, strategy, and organisation design as well as exemplar case studies to explore how traditional approaches to IT governance structures, processes, and relational mechanisms are altered to improve sensing, deciding, and responding capabilities in turbulent business environments. These mechanisms are then summarised into four digital governance principles to guide future research and practice. Those principles are: 1) disciplined autonomy, 2) IS-Business convergence, 3) permeable boundaries, and 4) incremental financial commitment including fast experimentation.

Abstract:Technological transformations are currently reshaping the structure and strategies of public administrations and are expected to foster efficiency and policy integration. However, the literature on digital government has demonstrated that the introduction of technology is far from a smooth process, as it is often associated with conflict and negative feedback. This paper departs from James Thompson’s notion of technology, understood as one of the most effective devices for organizational integration to conceptualise the context of digital innovations in the public sphere. ICTs are not all the same; they differ in their impact on intra- and inter-organizational interdependencies that are required for them to work properly in their domain. This paper introduces a typology of ICT-driven governance structures and advances hypotheses regarding the causal mechanisms underpinning successful implementation. Each type of governance structure is exemplified by an original case study of a programme of e-government reform in the Italian public sector.
