Abstract:Weather index-based crop insurance offers farmers a way to mitigate production risk without the moral hazard, adverse selection and high administrative cost problems that plague conventional loss-based crop insurance. This is especially important for developing countries that lack government subsidised crop insurance programmes and high quality yield records. In this paper, we analyse weather-based crop insurance theoretically and provide an empirical application to South African maize producers. We examine several weather indices, investigate the farmers' demand with and without loaded premiums, and evaluate the benefits of weather index-based insurance to farmers with alternative risk preferences. Results show that the risk management efficiency of a contract has direct bearing on how well the index describes the production variability, especially a combination of two weather variables tend to describe production risk better than any single variable.

Abstract:Cambodia experiences a tropical monsoon climate with the wet season from May to October and the dry season from November to April. The average annual temperature ranges between 25 and 30 °C but has been increasing by 0.18 °C per decade since 1960. Cambodia’s average annual rainfall of around 1,400 mm has not changed significantly since 1960 and is not expected to change significantly into the future, but projections indicate a trend for less rainfall early in the wet season and a later finish to the wet season. The objective of this study was to examine impacts and adaptation options to existing and potential climate variability and change among smallholder farms in the rainfed upland regions of North-West (NW) Cambodia. In recent years, these farmers plant crops on isolated rain events in the dry season from February onwards and their crops often fail because of drought and high temperatures at crop flowering. The main wet season crop is generally planted in July-August and crops can be lost from damage by heavy rain at harvest. APSIM was used to explore options to reduce crop climate risk by varying sowing date, applying alternative crop sequences and crop residue management. The potential climatic and agro-ecological constraints to adoption of safer and more profitable cropping strategies in the rainfed upland of North-West Cambodia are discussed.
Agricultural insurance as a climate risk adaptation strategy in developing countries: a case of Nigeria

Abstract:Despite the potential benefits of agricultural insurance in helping farmers adapt to climate risks, its uptake among smallholder farmers remains limited. This study analyses the drivers of awareness and adoption of agricultural insurance in Nigeria to better understand the adoption process. 1,080 farming households were surveyed across six agro-ecological zones in Nigeria, covering areas with different socio-economic characteristics of farmers and levels of climate risk. Data were collected through face-to-face interviews between October 2020 and February 2021. The results show that more than half of the farmers were unaware of agricultural insurance. Logit regression results show that education, herd size, access to a bank, weather information, and flood experience positively influence awareness and adoption of agricultural insurance. In addition to low awareness, the main barriers to adoption are lack of knowledge about the effectiveness of insurance, difficulty in affording insurance, and farmers' low level of trust in insurance providers. Late payment of claims and inadequate compensation were the main challenges faced by adopters of agricultural insurance. Raising awareness and helping farmers to assess the effectiveness of agricultural insurance, as well as developing a supportive institutional environment, would help to build a well-functioning insurance market. Key policy insights To increase the uptake of agricultural insurance, it is first necessary to raise awareness among farmers. Government agencies should consider monitoring and sanctioning insurance agencies and companies that fail to comply with contractual agreements to promote and ensure prompt payment of due compensation; to increase transparency of insurance providers' performance; and to increase confidence in insurance providers. We recommend using different premium payment methods, adjusting land policies, improving access to weather information, and increasing access to bank credit for smallholder farmers to increase farmers' motivation to use insurance.

Abstract:This study focused on evaluation of maize farmers’ attitude towards risk management and preference for crop insurance in Nigeria. Multi-stage method of sampling was used. One hundred (100) maize producers were sampled and selected. Primary sources of data were used for this study and the data were collected through the use of well-structured and well-designed questionnaire. Econometrics and statistical tools employed were used for data analysis. The results obtained show that 51% of maize farmers were risk averse, 21% were risk preferring, and 28% were risk neutral. Age, gender, and education level were statistically and significant predictors influencing risk averse attitudes of maize farmers. Age, farm size, household size, gender, risk aversion, education level, and access to agricultural extension services were the statistically and significant predictors influencing preference of maize farmers for crop insurance policy. Garrett index ranking technique employed for risk management strategies and crop insurance policy adopted by maize farmers show that crop diversification was ranked 1st, weather information was ranked 2nd, crop insurance was ranked 3rd, and off-farm activities was ranked 4th respectively. The results of constraints faced by maize producers revealed that lack of extension services was ranked 1st, lack of credit facilities was ranked 2nd, inadequate knowledge of agricultural insurance was ranked 3rd, high premium of agricultural insurance was ranked 4th, while lack of fertilizer was ranked 5th respectively. The constraints retained explained 74.85% of all constraints in the analysis. The study recommends that extension officers should be employed to disseminate research results, innovations and information on risk management strategies and crop insurance to maize farmers. Weather information should be made available to maize farmers, and credit facilities at low interest rate should be provided to maize farmers. Bureaucratic process and cumbersome administrative procedures in accessing credit facilities should be removed.

Abstract:Agriculture contributes to the economy, provides employment, export revenue earnings and poverty eradication. Although huge capital investment is usually involved, however, a crisis in the sector is capable of crippling the nation. Agriculture depends heavily on nature and because of the unpredictability of nature, a lot of natural disasters capable of taking investors out of the business are associated with farming. Agricultural risks are usually multi-perils, and characterized by high severity and frequency. The need to identify, analyze and consider economic and effective control of the risks can not be overemphasized. Hence, different control measures such as avoidance of risk, loss reduction, loss prevention, retention and risk transfer options were discussed in the paper. Insurance, a risk management strategy that involves the transfer of the associated uncertainties of an event or activity to a professional risk carrier was identified as a viable option that could effectively mitigate the inherent natural disasters threatening national food security. Stakeholders, especially extension personnel and those saddled with the operation of the Agricultural Insurance Scheme are admonished to create awareness and educate agro-prenuers on the scheme.

An Observational Study on Perception of Efficacy of Crop Insurance among the Farmers of a Community Development Block in the State of West Bengal

Abstract:Crop insurance is a formal mechanism of risk management to farmers exposed to a similar type of risk in agricultural production. It is a means to protect the cultivators against financial loss on account of anticipated crop loss which might arise out of uncontrollable natural calamities such as natural fire, weather, floods, pests, diseases etc. In West Bengal, various crop insurance schemes have been implemented so far. The common aim of the schemes is to provide financial support to farmers in the event of crop failure and stabilize farm production and income of the farming community. This is the motivation behind the study. The study has been conducted among farmers of Hooghly district in West Bengal to understand their perception of efficacy of crop insurance schemes. Respondents include both insured and non-insured farmers. The mean age of the farmers with crop insurance was 43.18±16.13 years and the mean age of the ones without crop insurance was 44.22±18.07 years respectively (p=0.62). All respondents were males with full ownership of farms. The mean size of the farms was 5.95±3.28 bigha. A total number of 60 farmers were selected randomly out of which 30 farmers were with crop insurance and rest 30 were without crop insurance. Among the risk management strategies adopted for the destruction of crops, sale/ mortgage of land, sale of livestock and government relief were higher among non-insured farmers as compared to insured farmers (p>0.05).

Mitigation and Adaptation Strategies for Global Change

Abstract:Agricultural production is affected by the threats of climate change, such as changes in the frequency of extreme events (such as flood and drought), changes in rainfall patterns, and increased pest attacks and diseases. As a result, the farmers face huge socio-economic losses in the form of loss of lives, loss of cultivable lands, loss in crop yield, and loss to infrastructure. The smallholder farmers who primarily depend on rainfed agriculture for a living bear major crop losses and threats to food security due to climate change. In order to enable the farmers to cope with the challenges associated with climate change, climate-smart agricultural (CSA) practices were introduced. It must be noted that CSA practices depend on economic, environmental, and social attributes; hence, location-specific studies are required to identify the determinants of CSA adoption. The present study aims to identify the factors influencing smallholder farmers' adoption of CSA strategies in the highly vulnerable Nagaon district of India. Our study has incorporated six forms of capital: physical capital, social capital, human capital, financial capital, natural capital, and institutional capital in its analytical framework. The influence of these capitals is examined on the farmers' adoption decision. We use a mixed-method approach to conduct the analysis. A multivariate probit model is used for the quantitative analysis, and excerpts from focus group discussions are presented as qualitative information gathered from field surveys. Three unique variables are included in the present study: the use of agricultural applications by smallholder farmers, the application of indigenous technical knowledge, and access to government-provided seeds. Each of the three variables was found to be statistically significant. Further, the study found the variables under social capital, physical capital, and institutional capital to be critical determinants affecting CSA adoption by smallholder farmers.

Abstract:The study examined the constraints of access to the use of agricultural insurance schemes (AIS) by small-scale farmers in Kogi State, Nigeria. Sustainable agricultural enterprise in most developing countries like Nigeria can be achieved through adequate financing especially in the area of agricultural insurance. Despite the existence of insurance services by the Nigerian Agricultural Insurance Corporation and other private firms in Nigeria, there has been a low level of participation of farmers buying insurance premium; thus, there is a need to examine the hindrances in accessing the scheme. The specific objectives were to describe the socio-economics characteristic of small- scale farmers, examine the types of agricultural insurance and evaluate the constraints in accessing AIS in the study area. Primary data were collected from 150 farmers with the aid of a well-structured questionnaire. Data were analyzed using descriptive statistics. Results showed that farmers in the study area were dominated by the married (68%), literates (81.33) and males (73.33%) with the mean age and farming experience of 47 and 19 years respectively. Crop insurance (56%) and farm implement insurance (46%) were the major types of agricultural insurance used by the farmers. Rigorous procedures in claim settlement (3.266), poor government attention (3.106) poor repayment (3.080) and non-coverage of all the crops (3.093) were among the major challenges in accessing AIS) in the study area. The study recommended that the government through the ministry of Agriculture or Bank of Agriculture should eliminate the bureaucratic processes and bottlenecks encountered by the farmers in accessing AIS.

Abstract:This study examined the performance of Pradhan Mantri Fasal Bima Yojana (PMFBY) crop insurance scheme in India. To evaluate the performance of the Pradhan Mantri Fasal Bima Yojana in comparison with previous crop insurance schemes of India, data on area insured, gross premium paid, number of farmers benefitted and number of claims paid during 2016-2021 were collected. The study employs descriptive statistics and compound annual growth rates to compare the performances of various crop insurance schemes. The determinants of the number of farmers insured under Pradhan Mantri Fasal Bima Yojana were estimated through a multiple regression analysis. In comparison, PMFBY had covered a higher number of farmers thereby protecting an enormous amount of land from unforeseen risks compared to other crop insurance schemes of India. Results of the multiple regression model show that the amount of premium charged from farmers had a significant effect on the number of farmers insured over the time period. The paper also attempts to provide an overall knowledge about various crop insurance schemes of India since the implementation of crop insurance as a tool for mitigating agricultural risk.

Abstract:Abstract Agriculture, with its allied sectors, is the largest source of livelihood in India and now faces a serious challenge from climate-change. In this context, this study investigated, how farmers in India perceive climate-change, what adaptation strategies they practice, and major determinants of their adaptation decisions. Primary data forms the database collected from 400 sample farmers from southern States of India to employ Discriminant model and Multinomial Logit Model (MNLM). The results of Discriminant analysis revealed that off-farm income, income from agriculture and farming experience are the major discriminating variables with largest contributions to motivate the farmers for tackling climate-change. Findings from MNLM revealed that in addition to above three variables, access to climate-change information and education background of the farmers are also the important determinants in adoption of climate-change adaptation strategies viz., crop diversification, integrating crops with livestock, change in the planting date and adoption of soil and water conservation measures. The study highlighted increasing role of Government in the future to safeguard interests of farmers through offering a wide range of institutional, policy and technology support. Further, providing off-farm employment opportunities to the farmers is crucial to sustain their livelihoods, as such activities are less sensitive to climate-change.
Agricultural insurance access and acceptability: examining the case of smallholder farmers in Ghana

Abstract:Abstract Background Weather-related risks thwart agricultural productivity gains especially in the face of climate change. Agricultural insurance serves as a reliable risk mitigation instrument for coping with climate-related hazards. This notwithstanding, agricultural insurance penetration among smallholder farmers in the global south remains low. This study investigated the access and acceptability of agricultural insurance among smallholder food crop farmers in Ghana. Method The study employed a mixed-methods approach involving both quantitative and qualitative approaches. The study was carried out in the Northern, Volta and Western regions involving 7 communities in 5 districts. A total of 200 farmers were sampled through a multi-stage purposive sampling and interviewed. A cross-sectional survey involved 100 respondents under the quantitative approach whilst the qualitative study engaged additional 100 farmers. Results The results show that smallholder farmers’ access and acceptability of agricultural insurance is low (14%) and scarce but ironically considered useful by many (90%) as an effective tool to deal with agricultural risks. Inadequate knowledge about agricultural insurance products constituted the most stated reason (64%) for the scarce adoption rate, followed (23%) by the unavailability of insurance products in areas needed but absent. A few (5%) reported insurance to be expensive. Acceptability and accessibility of agricultural insurance are further influenced by gender, educational level, low knowledge, information asymmetry and wrong perception concerning agricultural insurance products. Sense of security and reduced impact of climate variabilities constituted important benefits guaranteed by agricultural insurance. Conclusions Agricultural insurance access and acceptability is constrained by limited knowledge of agricultural insurance products. It is recommended that more insurance companies be incentivized to augment already existing efforts by Ghana Agricultural Insurance Pool (GAIP) to enroll more smallholder farmers. The government can consider bundling existing insurance products with credit or inputs under the Planting for Food and Jobs Programme (PFJ) to improve uptake and accessibility of agricultural insurance.
An Analysis of Constraints faced by the Farmers in Availing Agricultural Insurance in Punjab

Abstract:Agricultural insurance has evolved as one of the most important means of indemnifying the losses in crop yields, and hence crop income. Therefore, this study was undertaken to analyse various constraints faced by the farmers who were insured under Weather Based Crop Insurance Scheme (WBCIS) and the livestock insurance in Punjab. Respondents included a total of 124 farmers for weather insurance and 100 farmers for livestock insurance. Data was collected with the help of an interview schedule which consisted of statements to identify the constraints being faced by the farmers. The study brought out that the constraints for weather insurance were much inclined towards the non-popularization of it which limits the full knowledge of the farmers, about various insurance products. Moreover the loss estimation process is still a major constraint though weather insurance is an index based product. Thus, calling for more appropriation of loss estimation process by increasing the number of reference weather station. The livestock insurance constraints were mainly oriented towards the service providers viz., the bank, the veterinary doctors involvement. Thus, calling for more transparency in the procedures which shall ease the farmer and increase their satisfaction in availing the livestock insurance.

Abstract:<p>The present study proposes to analyse farmers' attitudes towards risk and examine the effect of specific socio-demographic and socio-economic characteristics on farmers' risk attitudes in irrigated and rain-fed regions of Odisha, India. A total of 400 randomly selected farmers participated in the experiment. The study applies the Modified Holt and Laury Lottery method for measuring risk attitudes. The majority of the farmers are having a risk-averse attitude and only a few farmers have a risk-taking attitude. One-sixth of the farmers are having risk-neutral decision behavior. The effect of Socio-demographic and socio-economic variables on farmers' risk attitude is also measured using an ordered probit model dealing with risky outcomes. The study reveals a negative relationship between household size and a risk-averse attitude. The study also reveals a negative relationship between off-farm income source and risk-averse attitude. The study also finds that there is an immediate need to improve extension facilities in the study area to train these farmers regarding the best risk management practices for deciding the choice of a particular crop such as growing short-duration crops as well as climate-resistant crop variety. Storage facilities need to be improved and there is an urgent need for improved irrigation systems to increase production particularly in Bolangir district. The result provides government agencies an outline to know how risky farming environment affects farmers' production decisions and designing policies such as crop insurance, weather-based crop insurance and other safety nets that effectively address farmer's problem. The main intention behind this experimental design is to make the policy makers aware of the high degree of risk aversion existing in a rural developing farm setting. Socio-demographic and socio-economic variables can be taken as a reference while implementing policies dealing with risky outcomes.</p>
Exploring Climate Change Adaptation Practices and Agricultural Livelihoods among Rice Farmers of the Brahmaputra Valley in Northeast India

Abstract:Global climate change has seriously threatened agriculture and connected sectors, especially in developing countries like India. The Brahmaputra Valley in Assam, Northeast India, is vulnerable to climate change due to its agrarian economy, fragile geo-ecological setting, recurrent floods and droughts, and poor socioeconomic conditions of the farmers. The climate-induced hindrances faced by the rice farming community of this region and the local adaptation practices they employ have not been adequately studied. Therefore, we carried out a survey among 635 rice farmers across four agro-climatic zones of Assam, namely the Upper Brahmaputra Valley Zone, North Bank Plain Zone, Central Brahmaputra Valley Zone, and Lower Brahmaputra Valley Zone, to understand how they perceive and respond to climatic changes. The survey revealed that all the respondents have perceived an increase in ambient temperature, and 65% of the respondents have perceived a slight change in rainfall characteristics over the years. Most farmers reported adjusting the existing farming practices and livelihood choices to adapt to the changing climate. Farming adjustments were made mainly in terms of field preparation and management of water, rice variety, nutrients, and pests. Environmental variables like rainfall, flood, drought, and pest level, and socioeconomic variables like family size, education, farming experience, training, digital media exposure, and land area were found to influence farmers' adaptation choices. The findings imply that policies to strengthen flood, drought, pest management, education, land-use planning, agricultural training, and digital media applications in agriculture are needed for effective climate change adaptation in this region.

Abstract:Purpose: Insurance not only is a shock absorber for farmers and other actors in the agricultural value chain, but it also enables access to credit and hence is an integral part of financial inclusion, and it enables/protects investments in better inputs and technologies which increase productivity. The different forms of insurance also reduce the government's budget exposure to agricultural risks. Crop insurance could incentivize farmers to increase their input use but indemnity-based crop insurance programs are plagued by market failures. The purpose of this research work was to examine weather-based index insurance and its role in agricultural production. This study highlights the key opportunities for weather-based index products and bring further clarity to how the use of weather-based index insurance can help to transform agriculture production. Methodology: Relevant book references and journal articles for the study were identified using Google Scholar. The inclusion criteria entailed papers that were not over five years old. Findings: This study found that the uptake of weather-based index insurance is positively and significantly associated with the use of chemical fertilizer and improved seeds, and also with crop yield. The study concludes that upscaling of weather-based index insurance programs may help to spur agricultural development in agricultural production. Recommendations: The study recommends that weather-based index insurance be linked to an existing development program or other market opportunities to provide added value to the client. As a stand-alone product, weather-based index insurance may be seen as an unnecessary cost and have little demand from farmers who face a variety of risks in addition to weather risks. The study also recommends partnership between weather-based index insurance programs and complementary agricultural development or risk management programs. NGOs in particular could play an important and independent role in the extension of information to farmers, possibly in conjunction with official extension services.

Abstract:Climate change has caused severe agricultural risks, especially rice as the staple food of Indonesians. Production system disruptions result in crop failure due to various natural disasters, such as floods, droughts, and intensified pest and disease attacks, which not only cause a decrease in production, productivity, and grain quality but also affect the national food security program. The Ministry of Agriculture launched a rice crop insurance (AUTP) scheme in 2015 to protect farmers from natural disasters. This study aimed to describe the implementation performance of the AUTP scheme. The method used was a descriptive analysis based on previous research results and in-depth literature reviews. As stipulated in Law No. 19 of 2013 on farmer protection and empowerment, stakeholders have widely accepted the scheme with enthusiasm. This also indicates that this instrument effectively supports farmers from risks. The dynamics of its implementation revealed the need to prepare the insurance program for other schemes and expand similar mechanisms to different strategic crops. The application of technology, such as electronic registration and payments and specific tools is highly encouraged. The government's role and insurance companies' involvement in the implementation should improve the performance of rice crops.

Abstract:Purpose The purpose of this paper is to identify the correlates of crop insurance adoption and estimate the impact on debt and farm income. Design/methodology/approach The authors used nationally representative data from National Sample Survey Office (NSSO), which consisted of 35,200 farming households. Logit and propensity score matching (PSM) (nearest neighbor, caliper and kernel matching) techniques were used. Findings With only around 5% of households insuring their crops and 87% of them not receiving claims, crop insurance in India has failed. Logit model estimates of correlates of adoption indicated that households with larger family size, lower social group, less education, lower standard of living and poor were more likely to be left out of the ambit of crop insurance. Further, propensity score estimates suggested that households with access to crop insurance had significantly lesser outstanding debt with positive effect on input costs and crop income. The authors’ results were in contrast to the risk balancing theory. Practical implications Results of our work encourage us to rethink and restructure the crop insurance policy design in India. With credit and insurance markets interlinked by design and as the risk balancing in the farm business found absent, policies to strengthen both the markets are the need of the hour. To encourage more farmers to take up crop insurance, revenue-based indemnity calculation could be tried in India. Originality/value Impact estimates from three different algorithms of matching were compared and tested for robustness. Consistent average treatment effect on treated (ATT) was considered for interpretation and policy implications. Since the data are from a nationally representative survey, results are believed to be of extreme value to policy makers and insurance providers as it can be generalized.

Abstract:Purpose The purpose of this paper is to suggest an integrated risk management service for agriculture, by identifying different risk management practices that may be offered in conjunction with crop insurance, to address the various problems and challenges being faced by farmers and by insurance companies. Design/methodology/approach The research is based on an inductive approach of developing theory from case studies using within‐case and cross‐case analysis. However, apart from exploring different elements from case studies, some of the existing concepts have been reviewed from the literature for their application in agricultural risk management. Findings An integrated framework for risk management in agriculture has been developed by inductively exploring the various elements that may be successfully interlinked with the crop insurance to tackle the various agricultural risks more efficiently and effectively. Practical implications This paper can act as a basis for new product development in agricultural risk management through the use of this integrated approach of risk management and the different elements that have been identified to improve the effectiveness of crop insurance. Originality/value This paper fulfils the identified need to develop a framework for an integrated risk management in agriculture.
The economic potential for area‐yield crop insurance: An application to maize in Ghana

Abstract:Rainfall index insurance can enable farm households to manage production risk, but demand in developing countries remains low at market prices, in part because the insurance trigger may not correlate well with individual farm losses. Area‐yield crop insurance, which links payouts to average yield in a geographic zone, attempts to increase demand by more accurately targeting insurance payouts to production shortfalls. However, shifting from an exogenous weather‐based to an endogenous yield‐based index introduces concerns of asymmetric information, which can lead to market failures that constrain supply from providers. These features are inversely related: larger insurance zones inhibit index manipulation, but average yield is less informative about any individual plot. We quantify this tradeoff for maize in Ghana using a spatial yield model calibrated to match observed production. Insurers must demarcate zones of no more than 5000 farmers for area‐yield insurance to outperform weather insurance. The framework presented in this paper allows assessment of the relationship between index performance and asymmetric information in new crop insurance products.

Abstract:Abstract Financial insurance for extreme events can play an important role in hedging against the implications of climate change. This paper combines a comprehensive estimation strategy and a unique panel dataset to study the role of financial insurance in farmers' welfare under uncertainty. Data are drawn from a large Italian farm panel dataset. We find that (i) demand for insurance products is likely to increase in response to climatic conditions, and (ii) that the use of insurance reduces the extent of risk exposure. We also find that farms growing more crops are less likely to adopt the insurance scheme. This confirms what is found in the theoretical literature. Crop diversification can be a substitute for financial insurance in hedging against the impact of risk exposure on welfare.
