An indicator-based assessment of local water security by using the SEEA-Water accounting framework

Abstract:There is no global consensus on the definition of water security. Most definitions emphasize quantitative aspects of water security. Quantitative indicators of water security should integrate all aspects of water resources and aspects of socio-economic systems. The water accounting system can design policies in an informed and integrated manner by integrating information in the fields of economics, hydrology, natural resources, and social aspects. In this study, System of Environmental and Economic Accounts for Water (SEEA-Water) framework accounts were completed in 2006 and 2016. More than 41 indicators related to water security were calculated and analyzed. The average of these 41 indicators showed that adequate policies and measures to achieve water security in the area face major concerns in almost all dimensions. The results showed that the water security of the study area is highly vulnerable due to high amounts of relative water stress, water use intensity, dependence on groundwater, and a high share of water consumption in agriculture. This research provides appropriate information to decision-makers to design policies in a conscious and integrated manner to enhance the area’s water security and resilience.
