ANALYSIS OF THE STATE AND MAJOR TRENDS IN THE DEVELOPMENT OF THE INVESTMENT AND CONSTRUCTION MARKET OF RESIDENTIAL REAL ESTATE IN MOSCOW AND THE MOSCOW REGION

Abstract:Введение. Целью исследования является проведение анализа состояния инвестиционно-строительного рынка жилья г. Москвы и Московской области на основе изучения данных статистики, анализа факторов влияния и эффективности инвестиций, выявление основных тенденций его развития, а также внесение предложений по направлениям государственного и банковского регулирования данной отрасли. Материалы и методы. В статье произведен анализ динамики показателей инвестиционно-строительного рынка Москвы и Московской области за 2017–2022 годы и выявлена их тенденция к росту. Рассмотрены также основные факторы, влияющие на устойчивое развитие этого рынка: его государственное регулирование, регулирование ипотечных ставок со стороны Центрального банка Российской Федерации. Сделаны выводы о дальнейших перспективах развития строительного рынка и внесены предложения по его регулированию. Методологической базой исследования послужили общенаучные методы: анализ и синтез, статистический анализ, сравнительный анализ, сценарный метод прогнозирования экономических явлений. Результаты исследования. Рассмотрена тенденция применения различных механизмов инвестирования строительства. Выявлена эффективность использования нового в ипотечном финансировании механизма – счетов эскроу. На основе анализа статистических данных определены лидеры проектного кредитования среди банков. Изучена статистика ипотечных ставок, в т.ч. ставок с господдержкой. Произведена оценка влияния всех рассмотренных факторов на статистику ввода жилья и сделаны соответствующие выводы и предложения. Выводы, сделанные в статье на основании проведенного статистического анализа, предполагают продолжение исследования в направлении разработки механизма и инструментов государственной поддержки и регулирования как самого строительного рынка, так и смежных отраслей. Обсуждение и заключение. Научная значимость заключается в том, что авторы пришли к заключению о необходимости разработки новых инструментов государственного антимонопольного регулирования цен на строительном рынке, что позволит сохранить его конкурентоспособность в целях удовлетворения разнообразного спроса на жилье. Государственному регулированию должны также подлежать тарифы на услуги ресурсоснабжающих организаций. Сделаны также выводы о необходимости развития банковской конкуренции в сфере ипотечного кредитования. Introduction. The aim of this study is to conduct an analysis of the state of the investment and construction market for residential real estate in Moscow and the Moscow region. This analysis is based on the examination of statistical data, an analysis of influencing factors and investment efficiency, the identification of key development trends, and the formulation of recommendations for directions in state and banking regulation of this industry. Materials and Methods. In this article, we have undertaken an analysis of the dynamics of indicators in the investment and construction market of Moscow and the Moscow region for the years 2017–2022, revealing a growing trend. We have also examined the primary factors that have influenced the sustainable development of this market, including its state regulation and the regulation of mortgage rates by the Central Bank of the Russian Federation. Conclusions have been drawn regarding the future prospects of the construction market, and recommendations for its regulation have been proposed. The methodological basis of the research was general scientific methods: analysis and synthesis, statistical analysis, comparative analysis, scenario method of forecasting economic phenomena. Results. The study has examined the trend in the use of various investment mechanisms in construction. The effectiveness of using a new mechanism in mortgage financing – escrow accounts has been revealed. Based on the analysis of statistical data, the leaders of project lending among banks have been identified. The statistics of mortgage rates, including rates with state support, have been studied. An assessment of the impact of all the factors considered on the statistics of housing commissioning was made, and appropriate conclusions and suggestions were made. The conclusions made in the article on the basis of the conducted statistical analysis suggest the continuation of research in the direction of developing a mechanism and tools for state support and regulation of both the construction market itself and related industries. Discussion and Conclusion. The scientific significance lies in the authors' proposal on the need to develop new tools for state antimonopoly regulation of prices of the construction market, which will preserve its competitiveness in order to meet the diverse demand for housing. Tariffs for the services of resource-supplying organizations should also be subject to state regulation. Conclusions are also drawn about the need to develop banking competition in the field of mortgage lending.
