Abstract:Abstract Transportation network companies (TNCs), such as Uber and Lyft, have been hypothesized to both complement and compete with public transit. Existing research on the topic is limited by a lack of detailed data on the timing and location of TNC trips. This study overcomes that limitation by using data scraped from the Application Programming Interfaces of two TNCs, combined with Automated Passenger Count data on transit use and other supporting data. Using a panel data model of the change in bus ridership in San Francisco between 2010 and 2015, and confirming the result with a separate time-series model, we find that TNCs are responsible for a net ridership decline of about 10%, offsetting net gains from other factors such as service increases and population growth. We do not find a statistically significant effect on light rail ridership. Cities and transit agencies should recognize the transit-competitive nature of TNCs as they plan, regulate and operate their transportation systems.

On the inefficiency of ride-sourcing services towards urban congestion

Abstract:The advent of shared-economy and smartphones made on-demand transportation services possible, which created additional opportunities, but also more complexity to urban mobility. Companies that offer these services are called Transportation Network Companies (TNCs) due to their internet-based nature. Although ride-sourcing is the most notorious service TNCs provide, little is known about to what degree its operations can interfere in traffic conditions, while replacing other transportation modes, or when a large number of idle vehicles is cruising for passengers. We experimentally analyze the efficiency of TNCs using taxi trip data from a Chinese megacity and a agent-based simulation with a trip-based MFD model for determining the speed. We investigate the effect of expanding fleet sizes for TNCs, passengers' inclination towards sharing rides, and strategies to alleviate urban congestion. We show that the lack of coordination of objectives between TNCs and society can create 37% longer travel times and significant congestion. Moreover, allowing shared rides is not capable of decreasing total distance traveled due to higher empty kilometers traveled. Elegant parking management strategies can prevent idle vehicles from cruising without assigned passengers and lower to 7% the impacts of the absence of coordination.

Abstract:We estimate the effects of transportation network companies (TNCs) Uber and Lyft on vehicle ownership, fleet average fuel economy, and transit use in U.S. urban areas using a set of difference-in-difference propensity score-weighted regression models that exploit staggered market entry across the U.S. from 2011 to 2017. We find evidence that TNC entry into urban areas causes an average 0.7% increase in vehicle registrations with significant heterogeneity in these effects across urban areas: TNC entry produces larger vehicle ownership increases in urban areas with higher initial ownership (car-dependent cities) and in urban areas with lower population growth (where TNC-induced vehicle adoption outpaces population growth). We also find no statistically significant average effect of TNC entry on fuel economy or transit use but find evidence of heterogeneity in these effects across urban areas, including larger transit ridership reductions after TNC entry in areas with higher income and more childless households.

Abstract:With the rise of the mobile internet economy, on-demand ride services (or ride-sourcing services) provided by transportation network companies (TNCs) have become prosperous as an emerging mobility service mode. In this paper, we present a simulation framework to study how such an on-demand ride services platform should optimize pricing strategies considering traffic dynamics, that it, the platform charges the passengers and pays the ride-sourcing drivers with the wage. Specifically, we use the cellular automaton model to simulate route choice behavior of both regular cars that impact background traffic dynamics and ride-sourcing cars that provide on-demand ride services in the Manhattan-like urban network. In this model, passengers are sensitive to the waiting time and price, while ride-sourcing drivers are sensitive to the wage. The proposed model framework is capable of simulating the on-demand travel behavior of multiple types of stakeholders, including the on-demand ride services platform, ride-sourcing drivers and cars, and passengers. The model also realizes the process of trip requests, passenger–driver matching, dispatching, and dynamic path planning. We quantitatively evaluate the impacts of various operational strategies on ride-sourcing and passenger behavior. The results show that it is optimal for the platform to charge a higher price and offer a higher payout ratio as demand increases, while the platform should lower its payout ratio as the number of service providers increases. Furthermore, the optimal price and payout ratio are not necessarily monotonic when the travel distance increases. This paper is one of the first quantitative studies that simulate on-demand ride services in a microscopic traffic environment with mixed regular vehicles and ride-sourcing vehicles.

Abstract:Transportation Network Companies (TNCs) play a prominent role in mobility within cities across the globe. However, their activity has impacts on vehicle miles traveled (VMT) and greenhouse gas (GHG) emissions. This study quantifies the change in personal vehicle ownership and total miles driven by TNC drivers in three metropolitan areas: San Francisco, CA; Los Angeles, CA; and Washington, D.C. The data sources for this analysis comprise two surveys, one for TNC passengers (N = 8630) and one for TNC drivers (N = 5034), in addition to data provided by the TNC operators Uber and Lyft. The passenger survey was deployed within the three metropolitan areas in July and August 2016, while the driver survey was deployed from October to November 2016. The TNC operator data corresponded with these time frames and informed the distance driven by vehicles, passenger frequency of use, and fleet level fuel economies. The data from these sources were analyzed to estimate the impact of TNCs on travel behavior, personal vehicle ownership and associated VMT changes, as well as the VMT of TNCs, including app-off driving. These impacts were scaled to the population level and collectively evaluated to determine the net impacts of TNCs on VMT and GHG emissions using fuel economy factors. The results showed that the presence of TNCs led to a net increase of 234 and 242 miles per passenger per year, respectively, in Los Angeles and San Francisco, while yielding a net decrease of 83 miles per passenger per year in Washington, D.C. A sensitivity analysis evaluating net VMT change resulting from vehicle activity and key behavioral impacts revealed the conditions under which TNCs can contribute to transportation sustainability goals.

Abstract:We evaluate the impact of three proposed regulations of transportation network companies (TNCs) like Uber, Lyft and Didi: (1) a minimum wage for drivers, (2) a cap on the number of drivers or vehicles, and (3) a per-trip congestion tax. The impact is assessed using a queuing theoretic equilibrium model which incorporates the stochastic dynamics of the app-based ride-hailing matching platform, the ride prices and driver wages established by the platform, and the incentives of passengers and drivers. We show that a floor placed under driver earnings pushes the ride-hailing platform to hire more drivers and offer more rides, at the same time that passengers enjoy faster rides and lower total cost, while platform rents are reduced. Contrary to standard economic theory, enforcing a minimum wage for drivers benefits both drivers and passengers, and promotes the efficiency of the entire system. This surprising outcome holds for almost all model parameters, and it occurs because the wage floors curbs TNC labor market power. In contrast to a wage floor, imposing a cap on the number of vehicles hurts drivers, because the platform reaps all the benefits of limiting supply. The congestion tax has the expected impact: fares increase, wages and platform revenue decrease. We also construct variants of the model to briefly discuss platform subsidy, platform competition, and autonomous vehicles.

Impact of Congestion Charge and Minimum Wage on TNCs: A Case Study for San Francisco

Abstract:This paper describes the impact on transportation network companies (TNCs) of the imposition of a congestion charge and a driver minimum wage. The impact is assessed using a market equilibrium model to calculate the changes in the number of passenger trips and trip fare, number of drivers employed, the TNC platform profit, the number of TNC vehicles, and city revenue. Two charges are considered: (a) a charge per TNC trip similar to an excise tax, and (b) a charge per vehicle operating hour (whether or not it has a passenger) similar to a road tax. Both charges reduce the number of TNC trips, but this reduction is limited by the wage floor, and the number of TNC vehicles reduced is not significant. The time-based charge is preferable to the trip-based charge since, by penalizing idle vehicle time, the former increases vehicle occupancy. In a case study for San Francisco, the time-based charge is found to be Pareto superior to the trip-based charge as it yields higher passenger surplus, higher platform profits, and higher tax revenue for the city.

Abstract:Incidents often account for nearly half of traffic congestion in urban areas and add uncertainty to transportation networks. The costs of incident-induced congestion, often in the form of delays, are borne by motorists and commercial carriers or associated businesses. In fact, a higher burden is borne by commercial carriers, given their higher costs and value of time. Dynamic traveler information about incidents disseminated through electronic media can benefit users. The extent of benefits associated with dynamic traveler information and whether network delays increase or decline were explored when (a) travelers can observe incidents, (b) commercial truck percentages increase in traffic, (c) truck drivers divert to alternate routes in the same way motorists do, as opposed to having lower diversion rates, and (d) commercial trucks have a higher value of time compared with passenger vehicles. With a behavioral route diversion model, the movement of commercial trucks and passenger vehicles in a simple transportation network was simulated. The results show how dynamic traveler information may or may not benefit commercial and noncommercial users under different scenarios.
Impact of Transportation Network Companies on Labor Supply and Wages for Taxi Drivers

Abstract:While the growth of TNCs took a substantial part of ridership and asset value away from the traditional taxi industry, existing taxi market policy regulations and planning models remain to be reexamined, which requires reliable estimates of the sensitivity of labor supply and income levels in the taxi industry. This study aims to investigate the impact of TNCs on the labor supply of the taxi industry, estimate wage elasticity, and understand the changes in taxi drivers' work preferences. We introduce the wage decomposition method to quantify the effects of TNC trips on taxi drivers' work hours over time, based on taxi and TNC trip record data from 2013 to 2018 in New York City. The data are analyzed to evaluate the changes in overall market performances and taxi drivers' work behavior through statistical analyses, and our results show that the increase in TNC trips not only decreases the income level of taxi drivers but also discourages their willingness to work. We find that 1% increase in TNC trips leads to 0.28% reduction in the monthly revenue of the yellow taxi industry and 0.68% decrease in the monthly revenue of the green taxi industry in recent years. More importantly, we report that the work behavior of taxi drivers shifts from the widely accepted neoclassical standard behavior to the reference-dependent preference (RDP) behavior, which signifies a persistent trend of loss in labor supply for the taxi market and hints at the collapse of taxi industry if the growth of TNCs continues. In addition, we observe that yellow and green taxi drivers present different work preferences over time. Consistently increasing RDP behavior is found among yellow taxi drivers. Value of Information Sharing and Information-Technology-enabled Operations via Transportation Network Company Apps: An Empirical Analysis

Abstract:A transportation network company (TNC) is an app-based, two-sided platform that matches riders with vehicles via information technology (IT). In 2015, the Shanghai government introduced a policy to restrict taxi drivers’ use of TNC apps during certain hours. We leverage this policy shock and collect comprehensive data on various transportation usages to gauge the economic benefits of information sharing and IT-enabled operations via TNC apps for existing capacity and its subsequent externalities on alternative transportation modes. We identify significant decreases in the operational efficiency of a TNC-enabled taxi fleet during the policy’s enforcement time but a significant increase during some non-enforcement times. Further, the traffic on public transportation via the city’s transportation cards significantly increases after launching the policy during both enforcement and most non-enforcement times. Moreover, the congestion on the surface streets and expressways during the policy enforcement and part of non-enforcement times significantly increase, indicating a spillover to the use of vehicles other than the affected taxis such as private automobiles. Interestingly, our mechanism analysis shows an increased average distance after the restriction, which reveals that information sharing and IT-enabled operations via TNC apps reduce drivers’ search cost, and, thus, enable them to match not only with more orders but also with those of higher marginal profit. This study contributes to the information systems literature by revealing and justifying the economic value of information sharing and IT-enabled operations via TNC apps for use under the existing capacity. Practically, we not only evaluate the policy studied and make post-revision suggestions but also provide managerial insights on precise policy-making that best extracts the economic value of IT in TNCs and general forms of online two-sided platforms.
Online Equitable Ride-sharing Car Distribution in a Congested Traffic

Abstract:The usability of ride-sharing services like Uber and Lyft has been considerably improved by advancements in cellular communications. Such a tech-driven transportation system can reduce the number of private cars, in roads with limited physical capacity, effectively match drivers with passengers requesting service, and save drivers and passengers time by optimal scheduling and estimating of the trips. However, the existing services offered by ride-sharing companies may not necessarily reduce congestion, if they are not equitably accessed in urban areas. This paper addresses this important issue by classifying cars as ride-sharing and non-ride-sharing cars and developing a novel dissensus-based traffic evolution dynamics to effectively model their distribution in a shared network of interconnected roads (NOIR). This new dynamics models the ride-sharing car evolution as a non-stationary Markov process with uncertainty matrices decomposed into outflow and tendency probability matrices, where outflow probabilities are constrained by the non-ride-sharing cars behavior, but the tendency probabilities are considered as decision variables (or distributed controls) for achieving an equitable distribution of ride-sharing cars in a congested traffic.

Abstract:The rise of technology-enabled ride-hailing services has affected individuals’ transportation-related decisions. The impact of these ride-hailing services likely varies across traveler segments that differ in their usage of various modes of transportation. In this paper, we develop and leverage a framework that allows us to examine the impact of ride-hailing services on the transportation mode choice for three traveler segments: drivers (who primarily use a personal automobile to travel), riders (who primarily use public transit to travel), and walkers (who primarily use non-motorized modes of transport). We first develop a framework outlining how the behavior of different traveler segments would be impacted by the introduction of ride-hailing services and show how this affects traffic congestion and public transportation ridership. To test the framework, we compiled a rich dataset, combining data on public transportation ridership, traffic congestion, and individual transportation mode choice. Employing a difference-in-differences methodology, we show that the Uber entry in a market enabled those who were walkers and riders prior to the entry of Uber to travel more conveniently, leading to an increase in traffic congestion, and induced those who were drivers to substitute their use of private automobiles with a combination of Uber and public transit. We introduced urban compactness to assess the heterogeneous impact of ride-hailing services for cities that differ in their distribution of traveler segments. We found that Uber entry increases traffic congestion and reduces public transit demand more in cities with higher levels of urban compactness, i.e., where the proportion of riders and walkers is higher than that of drivers. This work provides a holistic framework to understand the mechanism underlying the impact of ride-hailing services on public transit and traffic congestion. Urban planners and policy makers can leverage our framework, methodology, and empirical results to guide city planning decisions that have implications for sustainability.

Abstract:Transportation network companies (TNC) provide mobility services that are influencing travel behavior in unknown ways due to limited TNC trip-level data. How they interact with other modes of transportation can have direct societal impacts, prompting appropriate policy intervention. This paper outlines a method to inform such policies through a data-driven approach that specifically analyzes the interaction between TNCs and bus services in Pittsburgh, PA. Uber surge multiplier data is used over a 6-month time period to approximate TNC usage (i.e., demand over supply ratio) for ten predefined points of interest throughout the city. Bus boarding data near each point of interest is used to relate TNC usage. Data from multiple sources (weather, traffic speed data, bus levels of service) are used to control for conditions that influence bus ridership. We find significant changes in bus boardings during periods of unusually high TNC usage at four locations during the evening hours. The remaining six locations observe no significant change in bus boardings. We find that the presence of a dedicated bus way transit station or a nearby university (or dense commercial zones in general) both influence ad-hoc substitutional behavior between TNCs and public transit. We also find that this behavior varies by location and time of day. This finding is significant and important for targeted policies that improve transportation network efficiency.

Eliciting Preferences of Ridehailing Users and Drivers: Evidence from the United States

Abstract:Transportation Network Companies (TNCs) are changing the transportation ecosystem, but micro-decisions of drivers and users need to be better understood to assess the system-level impacts of TNCs. In this regard, we contribute to the literature by estimating a) individuals' preferences of being a rider, a driver, or a non-user of TNC services; b) preferences of ridehailing users for ridepooling; c) TNC drivers' choice to switch to vehicles with better fuel economy, and also d) the drivers' decision to buy, rent or lease new vehicles with driving for TNCs being a major consideration. Elicitation of drivers' preferences using a unique sample (N=11,902) of the U.S. population residing in TNC-served areas is the key feature of this study. The statistical analysis indicates that ridehailing services are mainly attracting personal vehicle users as riders, without substantially affecting demand for transit. Moreover, around 10% of ridehailing users reported postponing the purchase of a new car due to the availability of TNC services. The model estimation results indicate that the likelihood of being a TNC user increases with the increase in age for someone younger than 44 years, but the pattern is reversed post 44 years. This change in direction of the marginal effect of age is insightful as the previous studies have reported a negative association. We also find that postgraduate drivers who live in metropolitan regions are more likely to switch to fuel-efficient vehicles. These findings would inform transportation planners and TNCs in developing policies to improve the fuel economy of the fleet.
Quantifying the uneven efficiency benefits of ridesharing market integration

Abstract:Ridesharing is recognized as one of the key pathways to sustainable urban mobility. With the emergence of Transportation Network Companies (TNCs) such as Uber and Lyft, the ridesharing market has become increasingly fragmented in many cities around the world, leading to efficiency loss and increased traffic congestion. While an integrated ridesharing market (allowing sharing across TNCs) can improve the overall efficiency, how such benefits may vary across TNCs based on actual market characteristics is still not well understood. In this study, we extend a shareability network framework to quantify and explain the efficiency benefits of ridesharing market integration using available TNC trip records. Through a case study in Manhattan, New York City, the proposed framework is applied to analyze a real-world ridesharing market with 3 TNCs$-$Uber, Lyft, and Via. It is estimated that a perfectly integrated market in Manhattan would improve ridesharing efficiency by 13.3%, or 5% of daily TNC vehicle hours traveled. Further analysis reveals that (1) the efficiency improvement is negatively correlated with the overall demand density and inter-TNC spatiotemporal unevenness (measured by network modularity), (2) market integration would generate a larger efficiency improvement in a competitive market, and (3) the TNC with a higher intra-TNC demand concentration (measured by clustering coefficient) would benefit less from market integration. As the uneven benefits may deter TNCs from collaboration, we also illustrate how to quantify each TNC's marginal contribution based on the Shapley value, which can be used to ensure equitable profit allocation. These results can help market regulators and business alliances to evaluate and monitor market efficiency and dynamically adjust their strategies, incentives, and profit allocation schemes to promote market integration and collaboration.

Abstract:Urbanization is an inevitable trend in the future. By 2050, more than two-thirds of the world’s population is expected to live in metropolitan areas. However, traffic congestion caused by the rapid growth of vehicle traffic is getting deteriorated in metropolitan areas. Although governments of many countries have proposed various traffic management schemes to alleviate traffic congestion in urban areas during peak hours, the large volume of traffic during peak hours caused by the dramatic increase in private-owned vehicle continues to cause significant economic losses to the public and affect the future development of metropolitan areas. Meanwhile, it is well known that that the world’s vehicle manufacturers focus on the development of self-driving electric vehicles (EVs). As a result, the combination of self-driving EVs and widespread ride-sharing services will not only reduce the frequency of human traffic accidents, but will also alleviate the current traffic congestion. Although route selection and charging of conventional EVs have been extensively explored in the literature, the operational characteristics of ride-sharing services need to be investigated in the context of route selection and charging of shared self-driving electric vehicle fleets. In addition, the recent literature has focused on the mixed flow of manual vehicles and self-driving vehicles, but little attention has been paid to the future traffic management issues of the coexistence of private EVs and shared self-driving fleets. In view of this, this work considers the mixed traffic conditions of private EVs and shared self-driving fleets and proposes an integrated solution for shared self-driving EV fleet ride-sharing regulation and mixed traffic congestion prevention. The experimental results revealed that the solutions proposed in this work can not only be used by shared-vehicle operators for their fleet ride-sharing strategies, but will also be used by traffic management organizations of each country as a reference for future urban traffic management policies in light of the future mixed traffic conditions where private EVs and shared-vehicle fleets coexist.

In this paper we show that the answer is yes if the trip density is high, which is usually the case in large-scale networks but not in medium-scale networks where opportunities for sharing in time and space become rather limited. When the demand density is high, the dynamic ride-sharing system can significantly improve traffic conditions, especially during peak hours. Sharing can compensate extra travel distances related to operating a mobility service. The situation is entirely different in small and medium-scale cities when trip shareability is small, even if the ride-sharing system is fully optimized based on the perfect demand prediction in the near future. The reason is simple, mobility services significantly increase the total travel distance, and sharing is simply a means of combating this trend without eliminating it when the trip density is not high enough. This paper proposes a complete framework to represent the functioning of the ride-sharing system and multiple steps to tackle the curse of dimensionality when solving the problem. We address the problem for two city scales in order to compare different trip densities. A city scale of 25 <math>km2</math> with a total market of 11,235 shareable trips for the medium-scale network and a city scale of 80 <math>km2</math> with 205,308 demand for service vehicles for the large-scale network over a 4-hour period with a rolling horizon of 20 minutes. The solutions are assessed using a dynamic trip-based macroscopic simulation to account for the congestion effect and dynamic travel times that may influence the optimal solution obtained with predicted travel times. This outperforms most previous studies on optimal fleet management that usually consider constant and fully deterministic travel time functions.
Uber Economics: Evaluating the Monetary and Travel Time Trade-Offs of Transportation Network Companies and Transit Service in Chicago, Illinois

Abstract:The potential diversion of passengers from public transit to transportation network companies (TNCs) is attracting considerable attention in metropolitan regions. Despite this, relatively little microeconomic analysis has been made available to explore how service attributes affect choices between the services offered by TNCs and public transit. To fill this shortfall, this study evaluates prices and service levels for Lyft, Lyft Line, UberX, UberPool, and Chicago Transit Authority (CTA) services in Chicago. Analysis of 3,075 fares and estimated travel times for 620 trips in the 4- to 11-mile range shows TNCs tend to be relatively costly when expressed in relation to the additional amount spent per unit of time saved. The average traveler using these four TNC services, across the entire sample, spends the equivalent of $42–$108 per hour saved—well above the $14.95/hr. the U.S. Department of Transportation (U.S. DOT) recommends assigning to the average transit passenger when conducting analyses about the value of time. However, for travelers on business and those between locations poorly served by transit, including trips between neighborhoods with less transit service than the downtown district, the analysis shows a significant share of passengers will likely find TNCs cost-effective options based on the U.S. DOT standard. The approach taken illustrates how the mobility benefits and competitive issues associated with TNCs can be systematically evaluated by reviewing the price and travel time characteristics of each trip.

Abstract:The transportation network company (TNC) services (i.e., Uber, Lyft, Didi, etc.) can effectively match the vehicles/drivers with passengers via mobile applications, and solve the first- and last-mile problem. However, most idle TNC vehicles have to travel around looking for the next order, which causes unnecessary carbon emissions. In addition, the idle TNC vehicles tend to move to the higher-trip-revenue regions, which leads to traffic congestion in those regions and insufficient supply of TNC vehicles in low-trip-revenue regions. To address these issues, in this paper, we propose a contract-based incentive mechanism by considering the information asymmetry between the TNC service center and the TNC vehicles. With the proposed incentive mechanism, the TNC service center can (a) give idle TNC drivers certain incentives/rewards to park their vehicles while waiting for the next order, which reduces the carbon emissions caused by unnecessary cruising; (b) provide the optimal rewards to the parked TNC vehicles according to their hidden preferences for moving to other high-trip-revenue regions; and (c) offer appropriate rewards to the parked TNC vehicles in low-vehicle-supply regions, which ensures the sufficient TNC vehicle supply in these regions. Using the released public data of Didi Chuxing, we conduct extensive simulations to evaluate the performance of the proposed incentive mechanism. The results demonstrate that the proposed mechanism can significantly reduce carbon emissions while the TNC vehicle supplies of all regions are ensured.
