Abstract:This figure shows Newark has two different water sources, with uneven distribution of lead service lines across the service areas. These two water sources are treated as one system under the Lead and Copper Rule (LCR) leading to insufficient sampling and potential misclassification of exposures to lead in drinking water. The Wanaque gradient is shaded in blue, while the Pequannock gradient is the unshaded portion of the City of Newark. Flint, Michigan reignited the public discourse surrounding lead contamination in drinking water with Newark, New Jersey recently experiencing its own lead‐in‐water crisis. Following Flint's experience, the Environmental Protection Agency proposed changes to the Lead and Copper Rule (LCR), but these changes may not produce better detection of contamination. LCR testing requirements were evaluated for their ability to predict or identify problems from the recent (2015–2019) Newark lead exceedance data. LCR compliance and water quality data were obtained from the New Jersey Department of Environmental Protection (NJDEP) website. Between 2002 and 2015, Newark sampled on a reduced sampling plan (50 samples once every 3 years), as required, for lead and copper. These samples were divided between Newark's two water sources with uneven sampling distribution across the city, further limiting the potential to identify a risk of lead in drinking water. Results suggest a more rigorous testing requirement may have identified the problem sooner. Limitations related to the LCR that prevented Newark water suppliers from earlier detection of lead risk will continue under the revised LCR. Abstract:This article examines the federal Safe Drinking Water Act (SDWA), and the EPA's Lead and Copper Rule, as they relate to the nationwide issue of lead in drinking water systems. This article focuses on Newark, New Jersey's drinking water crisis, illuminated through the Newark Education Workers (NEW) Caucus and Natural Resources Defense Council, Inc. (NRDC) v. City of Newark et. al. case, where NRDC argued that the city violated both the federal SDWA and the EPA's Lead and Copper Rule in its failure to adequately monitor and maintain proper levels of lead in drinking water systems throughout the city.
Seasonal Fluctuations in Nitrate Levels Can Trigger Lead Solder Corrosion Problems in Drinking Water

Abstract:After a utility switched its source water from ground to surface water in 2017, first draw water lead levels spiked due to increased lead solder corrosion that could not be explained by existing knowledge. When lead release was not adequately reduced with a 90:10 orthophosphate/polyphosphate corrosion inhibitor blend or even high levels of 100% orthophosphate, an in-depth investigation of possible causes revealed a strong correlation between 90th percentile lead and seasonal fluctuations in surface water nitrate levels. Complementary bench-scale studies that tested new copper coupons with lead solder and harvested pipes from a worst case home verified a strong relationship between nitrate and elevated lead. Lead release in the presence of nitrate became increasingly erratic with time, resulting in the spalling of large lead solder particulates up to 7 mm in length into the water. Lead levels were occasionally >1000 ppb in homes and >100000 ppb in the bench experiments with harvested pipe. Orthophosphate was unable to sufficiently reduce lead levels below the action level during periods with high nitrate levels in the bench studies. Water utilities and regulators should proactively consider possible unintended consequences of higher nitrate levels on lead release when changing source waters or during seasonal runoff events.

Abstract:Stagnation usually happens in water distribution networks .Due to the existence of biofilm ,water quality will change when stagnation happens .However ,there is little research on the change of water quality in stagnation in actual water distribution net‐works .An experiment of stagnation has been carried out in actual nodular cast iron (NCI) pipe and polyethylene(PE) pipe in up‐stream and downstream pilot test point .The changes of physico-chemical factors and live bacteria concentration in stagnation has been obtained .The results show that when stagnation happens in 168 h at the same pilot test point ,the water quality in terms of re‐sidual chlorine ,dissolved oxygen ,turbidity and live bacteria concentration in PE pipe is better than the water quality in NCI pipe .

Abstract:Recovery from the Flint Water Crisis has been hindered by uncertainty in both the water testing process and the causes of contamination. In this work, we develop an ensemble of predictive models to assess the risk of lead contamination in individual homes and neighborhoods. To train these models, we utilize a wide range of data sources, including voluntary residential water tests, historical records, and city infrastructure data. Additionally, we use our models to identify the most prominent factors that contribute to a high risk of lead contamination. In this analysis, we find that lead service lines are not the only factor that is predictive of the risk of lead contamination of water. These results could be used to guide the long-term recovery efforts in Flint, minimize the immediate damages, and improve resource-allocation decisions for similar water infrastructure crises.

Abstract:Little is known about the physical and mental health outcomes of adults in the low-income, predominantly Black city of Flint, Michigan, following the city's water crisis which began in April 2014 after austerity policies led to the city switching its water source. We investigate these dynamics using data from a longitudinal community-based cohort in Flint. Between June and November 2019, surveys were administered at nine public sites across Flint. Nested models were employed to assess relationships between respondent demographics, including race/ethnicity, and self-report of clinician-diagnosed blood lead levels (BLLs) and various physical symptoms and mental health outcomes, including depression/anxiety (PHQ-4) and psychological trauma (PC-PTSD-5). Of the 331 respondents (mean age: 47.9 + 16.5), most were women (58.6%) and Black (57.7%). In total, 10.0% self-reported elevated BLLs, with borderline significantly higher reports among Blacks (p = 0.07). Skin rashes (58.1% vs. 33.9%, p < 0.01), hair loss (45.5% vs. 30.3%, p = 0.01), and nausea (35.6% vs. 20.2%, p = 0.1) were significantly higher among Blacks versus Whites. Additionally, 29.0% and 26.3% of respondents met trauma and depression/anxiety criteria, respectively. Increasing physical symptoms was associated with psychological trauma (OR 2.1, p < 0.01) and depression/anxiety (OR 1.9, p < 0.01). In closing, Flint adults, particularly Blacks, experienced deleterious physical and mental health outcomes following the city's water crisis that appear to represent a substantial burden of excess cases. Further research is needed on how austerity impacts community health in economically distressed urban cities and ways to generate capacity to identify and curb adverse consequences.
Understanding Failure Modes of NSF/ANSI 53 Lead-Certified Point-of-Use Pitcher and Faucet Filters

Abstract:NSF/ANSI 53 lead-certified point-of-use filters (POUs) have been distributed to consumers in many cities facing lead-in-water crises including Washington, D.C., Flint, MI, Newark, NJ, and University Park, IL. After questions repeatedly arose about POU effectiveness in treating samples with relatively high levels of lead, we examined 10 POU pitcher and faucet filter brands under extreme conditions (e.g., ≤200% of rated capacity, influent lead levels of ≈1000 μg/L). Our tests sought to validate the successful performance documented in some field testing and replicate the underperformance observed in others. While verifying very good performance (i.e., <10 μg/L effluent lead) across most brands and situations, we encountered a few failures, including leaking units, premature clogging, and a filter with a large hole in the medium. We also synthesized waters with colloidal lead that proved to be especially difficult to treat, as evidenced by 50% of influent lead passing through some replicate POUs that would have passed NSF/ANSI 53 lead certification testing. While the POUs almost always dramatically reduced consumer lead exposure level, even when operated beyond their rated capacity, this study highlights instances in which treated water exceeded thresholds of 5, 10, and even 15 μg/L lead.This article has not yet been cited by other publications.

Abstract:Onsite wastewater systems (OWSs) can be significant sources of nutrients and E. coli to water resources, potentially resulting in water quality degradation especially during times of malfunction. An OWS is considered malfunctioning when septic tank effluent is discharged into drainfield trenches during periods when there is insufficient separation to groundwater (<30 cm), when wastewater upwells to the surface, or when backup of wastewater into the tank or home occurs. Few studies have quantified groundwater and surface water quality downgradient from malfunctioning OWSs. Thus, the goal of this study was to quantify nutrients and Escherichia coli in shallow groundwater and adjacent streams downgradient from malfunctioning OWSs. Three residences served by conventional-style OWSs were instrumented with piezometers near the drainfields for groundwater sample collection. Streams near two of the OWS were also monitored. Sites were sampled 10 times between Feb 2022 and Apr 2023. Samples were analyzed for nutrients, E. coli , and other water quality parameters. Results indicated that groundwater was typically within 30 cm of the trench bottom at 2 sites (Sites 100 and 200), thus these OWSs were malfunctioning for insufficient vertical separation distance. Groundwater beneath the 2 malfunctioning drainfields contained median concentrations of TDN (17.98 mg L −1 ), TDP (0.34 mg L −1 ), and E. coli (2419.6 MPN 100 mL −1 ) that were approximately 19, 34, and 576 times greater than concentrations in background groundwater. Groundwater near a functioning OWS (Site 300) had lower median concentrations of TDN (1.26 mg L −1 ), TDP (0.10 mg L −1 ), and E. coli (248.1 MPN 100 mL −1 ) compared to the malfunctioning sites. Drainfield groundwater regardless of functionality contained elevated pollutant concentrations relative to background groundwater, which had median concentrations of 0.95 mg-N L −1 , 0.01 mg-P L −1 , 4.2 MPN 100 mL −1 for TDN, TDP, and E. coli , respectively. Streams adjacent to the malfunctioning OWSs also contained elevated concentrations and exports of nutrients and E. coli relative to background. Thus, OWS malfunctions inhibited soil treatment processes contributing to elevated nutrient and E. coli pollution in receiving waters.

Health Risk Assessment of Ecological Cement in Feed Water Systems

Abstract:Heavy metal rapid leaching experiments were conducted to study the leaching of heavy metals in distribution pipes and water storage tanks in drinking water supply systems to determine whether ecological cement will harm drinking water supplies.The leaching of heavy metals from ecological cement in laboratory tests and practical applications was characterized by a diffusion coefficient. The health risk of ecological cement products from cement kiln co-fired with 0.65% industrial sludge-derived fuels in feed water systems was evaluated using the risk model recommended by the U.S.Environmental Protection Agency for Zn,Cu, Pb and Ni.The results indicate that the health risk from heavy metals dissolving into drinking water was acceptable when ecological cement products are used in drinking water systems.The largest non-carcinogenic risk was 4.82×10-9 a-1,significantly lower than the maximum allowance levels(5.0×10-5 a-1) recommended by the International Commission on Radiological Protection.Cu and Pb were shown to be the key risk decision and management elements.

Abstract:Communities across the United States and particularly in the Midwest continue to grapple with the complications associated with aging infrastructure. This includes the presence of lead (Pb)-bearing plumbing components such as lead service lines, downstream galvanized iron pipes, and Pb/tin (Sn) solder. The community of Benton Harbor, MI, experienced six Pb action level exceedances between 2018 and 2021, leading to increasing community concern and a request from the state of Michigan for the US Environmental Protection Agency (EPA) involvement. Between 9 November and 17 December 2021, US EPA Region 5 and Office of Research and Development, along with the state of Michigan, conducted a water filter efficacy and Pb-nanoparticulate (<100 nm) study to evaluate the performance of NSF/ANSI-53 Pb-certified drinking water filters and the presence of nanoparticulate. In this study, a total of 199 properly installed and operated drinking water filters (combination of faucet mounted and pitcher) were tested in their residential locations. One hundred percent of the water filters were found to perform to the standard to which they were certified, with filtered drinking water Pb concentrations below 5 ppb (maximum observed was 2.5 ppb). In addition, Pb particulate was identified; however, discrete Pb-containing nanoparticles were not widely found or identified.

Abstract:An odorous tap water crisis that affected two million residents for several days occurred in Wuxi, China in the summer of 2007. Volatile sulfide chemicals including methyl thiols, dimethyl sulfide, dimethyl disulfide, and dimethyl trisulfide were the dominant odorous contaminants in Lake Taihu and in tap water during the crisis. These contaminants originated from the decomposition of a massive cyanobacterial bloom that was triggered by illegal industrial discharges and inadequately regulated domestic pollution. A specific emergency drinking water treatment process was quickly developed using a combination of potassium permanganate oxidation and powdered activated carbon adsorption. The emergency treatment process removed the odor from the tap water and solved the crisis successfully in several days. This experience underscores the suggestion that a combination of stresses associated with eutrophication and industrial and domestic wastewater discharges can push an aquatic system to the tipping point with consequences far more severe than would occur if the system were subjected to each stress separately.
Exploring spatial and temporal symptoms of the freshwater salinization syndrome in a rural to urban watershed

Abstract:The freshwater salinization syndrome (FSS), a concomitant watershed-scale increase in salinity, alkalinity, and major-cation and trace-metal concentrations, over recent decades, has been described for major rivers draining extensive urban areas, yet few studies have evaluated temporal and spatial FSS variations, or causal factors, at the subwatershed scale in mixed-use landscapes. This study examines the potential influence of land-use practices and wastewater treatment plant (WWTP) effluent on the export of major ions and trace metals from the mixed-use East Branch Brandywine Creek watershed in southeastern Pennsylvania, during the 2019 water year. Separate analysis of baseflow and stormflow subsets revealed similar correlations among land-use characteristics and streamwater chemistry. Positive associations between percent impervious surface cover, which ranged from 1.26 % to 21.9 % for the 13 sites sampled, and concentrations of Ca2+, Mg2+, Na+, and Cl- are consistent with road-salt driven reverse cation exchange and weathering of the built environment. The relative volume of upstream WWTP was correlated with Cu and Zn, which may be derived in part from corroded water-conveyance infrastructure; chloride to sulfate mass ratios (CSMR) ranged from ~6.3 to ~7.7× the 0.5 threshold indicating serious corrosivity potential. Observed exceedances of U.S. Environmental Protection Agency Na+ and Cl- drinking water and aquatic life criteria occurred in winter months. Finally, correlations between percent cultivated cropland and As and Pb concentrations may be explained by the persistence of agricultural pesticides that had been used historically. Study results contribute to the understanding of FSS solute origin, fate, and transport in mixed-use watersheds, particularly those in road salt-affected regions. Study results also emphasize the complexity of trace-metal source attribution and explore the potential for FSS solutes to affect human health, aquatic life, and infrastructure.

Abstract:In 2014, the city of Flint, MI, in the USA changed its public water source, resulting in severe water contamination and a public health crisis. Using the Flint water crisis as a natural experiment, we estimate the effect of in utero exposure to polluted water on health at birth. Matching vital statistics birth records with various sources of data, we use the synthetic control method to identify the causal impact of water pollution on key birth outcomes. Our results suggest that the crisis modestly increased the rate of low birth weight (LBW) by 1.8 percentage points (or 15.5%) but had little effect on the length of gestation or rate of prematurity. However, these effects are larger among children born to black mothers, as indicated by an increase in the rate of LBW by 2.5 percentage points (or 19%). Children born to white mothers exhibit, on average, a 30.1-g decrease in birth weight. We find little evidence that the male-to-female sex ratio declines in the overall population, suggesting that the in utero scarring effect of the Flint water crisis may dominate the channel of mortality selection. However, we observe a slight decline in the sex ratio among children born to black mothers. Finally, we find no notable change in the fertility rates of either black women or white women in Flint. These results are robust to a rich set of placebo and falsification tests.

Emergent Water Supply in Environmental Accident of Cadmium, Thallium and Arsenic in Xiannvhu Lake in Xinyu City

Abstract:In April,2016,an environmental accident happened due to illegal discharge of industrial wastewater in Xiannvhu Lake,Xinyu City,Jiangxi Province,China.The pollutants included cadmium,thallium and arsenic.Based on technologies dealing with those heavy metals separately,some tests were conducted.An emergent water treatment process was developed for combined pollution of cadmium,thallium and arsenic,and was put into operation in the waterworks in Xinyu City.The municipal water supply was resumed soon.A progress on oxidation technics had been made.An over-dosage of potassium permanganate was needed for thallium removal,therefore,sodium pyrosulfite was added in settler effluent to reduce the exceeded potassium permanganate.Some filtration aid had also been used to enhance the filtration.The process for combined heavy metals pollution had good feasibility and stability,and was suitable for different kinds of waterworks.

Abstract:We detail our ongoing work in Flint, Michigan to detect pipes made of lead and other hazardous metals. After elevated levels of lead were detected in residents' drinking water, followed by an increase in blood lead levels in area children, the state and federal governments directed over $125 million to replace water service lines, the pipes connecting each home to the water system. In the absence of accurate records, and with the high cost of determining buried pipe materials, we put forth a number of predictive and procedural tools to aid in the search and removal of lead infrastructure. Alongside these statistical and machine learning approaches, we describe our interactions with government officials in recommending homes for both inspection and replacement, with a focus on the statistical model that adapts to incoming information. Finally, in light of discussions about increased spending on infrastructure development by the federal government, we explore how our approach generalizes beyond Flint to other municipalities nationwide.

Abstract:Background: Western Lake Erie is suffering from harmful cyanobacterial blooms, primarily toxic Microcystis spp., affecting the ecosystem, water safety, and the regional economy. Continued bloom occurrence has raised concerns about public health implications. However, there has been no investigation regarding the potential increase of Legionella and antibiotic resistance genes in source water, and disinfection byproducts in municipal treated drinking water caused by these bloom events. Methods: Over 2 years, source water (total n = 118) and finished water (total n = 118) samples were collected from drinking water plants situated in western Lake Erie (bloom site) and central Lake Erie (control site). Bloom-related parameters were determined, such as microcystin (MC), toxic Microcystis , total organic carbon, N, and P. Disinfection byproducts (DBPs) [total trihalomethanes (THMs) and haloacetic acids (HAAs)] were assessed in finished water. Genetic markers for Legionella , antibiotic resistance genes, and mobile genetic elements were quantified in source and finished waters. Results: Significantly higher levels of MC-producing Microcystis were observed in the western Lake Erie site compared to the control site. Analysis of DBPs revealed significantly elevated THMs concentrations at the bloom site, while HAAs concentrations remained similar between the two sites. Legionella spp. levels were significantly higher in the bloom site, showing a significant relationship with total cyanobacteria. Abundance of ARGs ( tet Q and sul 1) and mobile genetic elements (MGEs) were also significantly higher at the bloom site. Discussion: Although overall abundance decreased in finished water, relative abundance of ARGs and MGE among total bacteria increased after treatment, particularly at the bloom site. The findings underscore the need for ongoing efforts to mitigate bloom frequency and intensity in the lake. Moreover, optimizing water treatment processes during bloom episodes is crucial to maintain water quality. The associations observed between bloom conditions, ARGs, and Legionella , necessitate future investigations into the potential enhancement of antibiotic-resistant bacteria and Legionella spp. due to blooms, both in lake environments and drinking water distribution systems.

Spring water discharge and metal enrichment in urban soils

Abstract:Urban centers have inherited a unique mix of persistent contamination that impacts interactions among urban soil and groundwater systems. In particular, the potential for urban groundwater to transport contaminants from surface sources through the subsurface environment and ultimately to soils is not well understood. Studies have focused on specific 'natural' mechanisms driving distribution of metals in urban soils. However, very few studies have examined the accumulation of contamination in soils at groundwater discharge locations (springs) and the potential for groundwater to redistribute urban legacy contaminants far from the source. Soil transects straddling four groundwater springs in Pittsburgh, Pennsylvania were sampled to evaluate patterns resulting from contaminated groundwater discharge on urban soils. Metal concentrations were measured in pore water and compared with concentrations observed in total digestions and exchangeable extractions (acetic acid) of the soil. Across the springs Co, Cr, Ni, and V (metals often used in steel alloys) were elevated downslope, suggesting contaminated groundwater discharge enriches trace metals in these locations. These processes create unexpected biogeochemical patterns on the landscape and have the potential to create hotspots of soil metal contamination at predictable points across the urban landscape.

Abstract:Hydrologic alterations associated with urbanization can weaken connections between riparian zones, streams, and uplands, leading to negative effects on the ability of riparian zones to intercept pollutants carried by surface water runoff and groundwater flow such as nitrate (NO3−) and phosphate (PO43−). We analyzed the monthly water table as an indicator of riparian connectivity, along with groundwater NO3− and PO43− concentrations, at four riparian sites within and near the Gwynns Falls Watershed in Baltimore, MD, from 1998 to 2018. The sites included one forested reference site (Oregon Ridge), two suburban riparian sites (Glyndon and Gwynnbrook), and one urban riparian site (Cahill) with at least two locations and four monitoring wells, located 5 m from the center of the stream, at each site. Results show an increase in connectivity as indicated by shallower water tables at two of the four sites studied: Glyndon and Cahill. This change in connectivity was associated with decreases in NO3− at Glyndon and increases in PO43− at Glyndon, Gwynnbrook, and Cahill. These changes are consistent with previous studies showing that shallower water table depths increase anaerobic conditions, which increase NO3− consumption by denitrification and decrease PO43− retention. The absence of change in the forested reference site, where climate would be expected to be the key driver, suggests that other drivers, including best management practices and stream restoration projects, could be affecting riparian water tables at the two suburban sites and the one urban site. Further research into the mechanisms behind these changes and site‐specific dynamics is needed.

Abstract:Reinforced by this study, New York City has one of the cleanest water systems in the world. Medgar Evers College (MEC) serves 7000 students/1050 faculty/staff. Given that: (1) students/faculty/staff spend 20–30% of their daily time there; (2) potable water sources must abide by the EPA’s maximum contamination levels (MCLs); and (3) a detrimental impact on human health arises from violations to EPA’s water quality mandates, we quantified the abundance of 27 heavy metals (96 samples, N = 3) using MEC as a case study. Water was collected from all potable water sources, following EPA protocols for sample-matrix preparation, collection, and wet-chemical analysis. Linear polyethylene containers/caps were used to prevent sample contamination while the water samples were spiked with HNO3 (aq) for preservation. Heavy metal concentrations were quantified using New Jersey’s Meadowlands Environmental Research Institute’s Inductively Coupled Plasma-Mass Spectrometer (ICP-MS, Agilent 7700X) in no gas, and He flow modes. Ninety-five percent of sample concentration relative standard deviations (RSDs) reveal four distinct regions: (1) where one mode is more precise than the other, and sample data exhibit very good to excellent precision, RSD ≤ 15%; (2) despite being at low concentrations, measurements exhibit good to excellent precision, RSD ≤ 20%; (3) species concentrations ≥0.1 ppb very good to excellent precision is shown, RSD ≤ 15%; and (4) species at concentrations ≤ 10−3 ppb display fair to very poor precision, RSD ≥ 30%. All heavy metals complied with their respective EPA MCLs (except Fe). Over 90% of Fe sample concentrations were enhanced by up to about 30×. Two samples exhibited [Pb] = 13.7 (No gas mode, RSD = 3.32%) and 14.8 ppb (He mode, RSD = 0.75%), which is close to the EPA Primary MCL, 15 ppb. Based on EPA/WHO end-member equations, we estimate a 1/103 to 1/108 chance of cancer attainment from long-term exposure to the range of concentrations of heavy metals measured in this study.
