Abstract:When different flooding drivers co‐occur, they can cause compound floods. Despite the potential impact of compound flooding, few studies have projected how the joint probability of flooding drivers may change. Furthermore, existing projections may not be very robust, as they are based on only 5 to 6 climate model simulations. Here, we use a large ensemble of simulations from the Coupled Model Intercomparison Project 6 (CMIP6) to project changes in the joint probability of extreme storm surges and precipitation at European tide gauges under a medium and high emissions scenario, enabled by data‐proximate cloud computing and statistical storm surge modeling. We find that the joint probability will increase in the northwest and decrease in most of the southwest of Europe. Averaged over Europe, the absolute magnitude of these changes is 36%–49% by 2080, depending on the scenario. The large‐scale changes in the joint probability of extreme storm surges and precipitation are similar to those in the joint probability of extreme wind speeds and precipitation, but locally, differences can exceed the changes themselves. Due to internal climate variability and inter‐model differences, projections based on simulations of only 5 to 6 randomly chosen CMIP6 models have a probability of higher than 10% to differ qualitatively from projections based on all CMIP6 simulations in multiple regions, especially under the medium emissions scenario and earlier in the twenty‐first century. Therefore, our results provide a more robust and less uncertain representation of changes in the potential for compound flooding in Europe than previous projections.

Abstract:Climate change has led to concerns about increasing river floods resulting from the greater water-holding capacity of a warmer atmosphere<a href="/articles/s41586-019-1495-6#ref-CR1">1</a>. These concerns are reinforced by evidence of increasing economic losses associated with flooding in many parts of the world, including Europe<a href="/articles/s41586-019-1495-6#ref-CR2">2</a>. Any changes in river floods would have lasting implications for the design of flood protection measures and flood risk zoning. However, existing studies have been unable to identify a consistent continental-scale climatic-change signal in flood discharge observations in Europe<a href="/articles/s41586-019-1495-6#ref-CR3">3</a>, because of the limited spatial coverage and number of hydrometric stations. Here we demonstrate clear regional patterns of both increases and decreases in observed river flood discharges in the past five decades in Europe, which are manifestations of a changing climate. Our results—arising from the most complete database of European flooding so far—suggest that: increasing autumn and winter rainfall has resulted in increasing floods in northwestern Europe; decreasing precipitation and increasing evaporation have led to decreasing floods in medium and large catchments in southern Europe; and decreasing snow cover and snowmelt, resulting from warmer temperatures, have led to decreasing floods in eastern Europe. Regional flood discharge trends in Europe range from an increase of about 11 per cent per decade to a decrease of 23 per cent. Notwithstanding the spatial and temporal heterogeneity of the observational record, the flood changes identified here are broadly consistent with climate model projections for the next century<a href="/articles/s41586-019-1495-6#ref-CR4">4</a>,<a href="/articles/s41586-019-1495-6#ref-CR5">5</a>, suggesting that climate-driven changes are already happening and supporting calls for the consideration of climate change in flood risk management.

Abstract:At the current rate of global warming, the target of limiting it within 2 degrees by the end of the century seems more and more unrealistic. Policymakers, businesses and organizations leading international negotiations urge the scientific community to provide realistic and accurate assessments of the possible consequences of so called “high end” climate scenarios.This study illustrates a novel procedure to assess the future flood risk in Europe under high levels of warming. It combines ensemble projections of extreme streamflow for the current century based on EURO-CORDEX RCP 8.5 climate scenarios with recent advances in European flood hazard mapping. Further novelties include a threshold-based evaluation of extreme event magnitude and frequency, an alternative method to removing bias in climate projections, the latest pan-European exposure maps, and an improved flood vulnerability estimation.Estimates of population affected and direct flood damages indicate that by the end of the century the socio-economic impact of river floods in Europe is projected to increase by an average 220% due to climate change only. When coherent socio-economic development pathways are included in the assessment, central estimates of population annually affected by floods range between 500,000 and 640,000 in 2050, and between 540,000 and 950,000 in 2080, as compared to 216,000 in the current climate. A larger range is foreseen in the annual flood damage, currently of 5.3 B€, which is projected to rise at 20–40 B€ in 2050 and 30–100 B€ in 2080, depending on the future economic growth.
Influence of Warming and Atmospheric Circulation Changes on Multidecadal European Flood Variability

Abstract:Abstract. European flood frequency and intensity change on a multidecadal scale. Floods were more frequent in the 19th (Central Europe) and early 20th century (Western Europe) than during the mid-20th century and again more frequent since the 1970s. The causes of this variability are not well understood and the relation to climate change is unclear. Palaeoclimate studies from the northern Alps suggest that past flood-rich periods coincided with cold periods. In contrast, some studies suggest that more floods might occur in a future, warming world. Here we reconcile the apparent contradiction by addressing and quantifying the contribution of atmospheric processes to multidecadal flood variability. For this, we use long series of annual peak streamflow, daily weather data, reanalyses, and reconstructions. We show that both changes in atmospheric circulation and moisture content affected multidecadal changes of annual peak streamflow in Central and Western Europe over the past two centuries. We find that during the 19th and early 20th century, atmospheric circulation changes led to high peak values of moisture flux convergence. The circulation was more conducive to strong and long-lasting precipitation events than in the mid-20th century. These changes are also partly reflected in the seasonal mean circulation and reproduced in atmospheric model simulations, pointing to a possible role of oceanic variability. For the period after 1980, increasing moisture content in a warming atmosphere led to extremely high moisture flux convergence. Thus, the main atmospheric driver of flood variability changed from atmospheric circulation variability to water vapour increase.

Abstract:Extratropical storms, particularly explosive storms or 'weather bombs' with exceptionally high deepening rates, present substantial risks and are susceptible to climate change. Individual storms may exhibit a complex and hardly detectable response to human-driven climate change because of the atmosphere's chaotic nature and variability at regional level. It is thus essential to understand changes in specific storms for building local resilience and advancing our overall comprehension of storm trends. To address this challenge, this study compares analogues – storms with a similar backward track until making landfall — in two climates of three explosive storms impacting different European locations: Alex (October 2020), Eunice (January 2022), and Xynthia (February 2010). We use a large ensemble dataset of 105 members from the Community Earth System Model version 1 (CESM1). These analogues are identified in two periods: the present-day climate (1991-2001) and a future climate scenario characterized by high anthropogenic greenhouse gas emissions (RCP8.5, 2091-2101). We evaluate future changes in the frequency of occurrence of the storms and intensity, as well as on meteorological hazards and the underlying dynamics. For all storms, our analysis reveals an increase in precipitation and wind severity over land associated with the explosive analogues in the future climate. These findings underscore the potential consequences of explosive storms modified by climate change and their subsequent hazards on various regions of Europe, offering evidence that can be used to prepare and enhance adaptation processes.

Abstract:Floods regularly cause substantial damage worldwide. Changing flood characteristics, e.g., due to climate change, pose challenges to flood risk management. The spatial extent of floods is an important indicator of potential impacts, as consequences of widespread floods are particularly difficult to mitigate. The highly uneven station distribution in space and time, however, limits the ability to quantify flood characteristics and, in particular, changes in flood extents over large regions. Here, we use observation-driven routed runoff simulations over the last 70 years in Europe from a state-of-the-art hydrological model (the mesoscale Hydrologic Model – mHM) to identify large spatiotemporally connected flood events. Our identified spatiotemporal flood events compare well against an independent flood impact database. We find that flood extents increase by 11.3 % on average across Europe. This increase occurs over most of Europe, except for parts of eastern and southwestern Europe. Over northern Europe, the increase in flood extent is mainly driven by the overall increase in flood magnitude caused by increasing precipitation and snowmelt. In contrast, the increasing trend in flood extent over central Europe can be attributed to an increase in the spatial extent of heavy precipitation. Overall, our study illustrates the opportunities to combine long-term consistent regional runoff simulations with a spatiotemporal flood detection algorithm to identify large-scale trends in key flood characteristics and their drivers. The detected change in flood extent should be considered in risk assessments as it may challenge flood control and water resource management.

Abstract:Abstract In this study, we aim to better understand the current and future projections of precipitation extremes in Europe in the context of climatic variability over a long-term period from the last millennium to the end of the twenty-first century. The daily gridded precipitation data from five global climate models (GCMs) of phase 5 of the Coupled Model Intercomparison Project (CMIP5) are chosen to investigate natural variability and precipitation extremes during the last millennium (850–1849), the historical (1850–2005) period, and two representative concentration pathway (RCP2.6 and RCP8.5) scenarios (2006–99). First, the seasonal and annual precipitation and extreme statistics from GCMs are evaluated using reconstruction and observation. Second, the spatial and temporal patterns of extreme precipitation from GCMs are investigated from the last millennium to the end of the twenty-first century. Meanwhile, the characteristic changes of extreme precipitation for the five regions of Europe are further analyzed. The results revealed the following: GCMs underestimate extreme precipitation and overestimate mean precipitation compared with the observations from European Climate Assessment and Dataset (ECA&D); the majority of Europe except southern Europe will most likely have large magnitude increases in the extreme precipitation and mean precipitation in the future under both RCP scenarios; there is no systematic change of precipitation extremes from the last millennium to the historical period from all GCMs; and larger magnitude increases are shown in 100- and 200-yr than in 5- and 10-yr return period precipitation from both RCP scenarios. In addition, short-duration extreme precipitation will most likely increase more than longer-duration extremes.

Abstract:Mediterranean basins can be impacted by severe floods caused by extreme rainfall, and there is a growing awareness about the possible increase in these heavy rainfall events due to climate change. In this study, the climate change impacts on extreme daily precipitation in 102 catchments covering the whole Mediterranean basin are investigated using nonstationary extreme value model applied to annual maximum precipitation in an ensemble of high-resolution regional climate model (RCM) simulations from the Euro-CORDEX experiment. Results indicate contrasted trends, with significant increasing trends in Northern catchments and conversely decreasing trends in Southern catchments. For most cases, the time of signal emergence for these trends is before the year 2000. The same spatial pattern is obtained under the two climate scenarios considered (RCP4.5 and RCP8.5) and in most RCM simulations, suggesting a robust climate change signal. The strongest multi-model agreement concerns the positive trends, which can exceed + 20% by the end of the twenty-first century in some simulations, impacting South France, North Italy, and the Balkans. For these areas, society-relevant strong impacts of such Mediterranean extreme precipitation changes could be expected in particular concerning flood-related damages.

Abstract:This paper presents a review of trend analysis of extreme precipitation and hydrological floods in Europe based on observations and future climate projections. The review summaries methods and methodologies applied and key findings from a large number of studies. Reported analyses of observed extreme precipitation and flood records show that there is some evidence of a general increase in extreme precipitation, whereas there are no clear indications of significant trends at large-scale regional or national level of extreme streamflow. Several studies from regions dominated by snowmelt-induced peak flows report decreases in extreme streamflow and earlier spring snowmelt peak flows, likely caused by increasing temperature. The review of likely future changes based on climate projections indicates a general increase in extreme precipitation under a future climate, which is consistent with the observed trends. Hydrological projections of peak flows show large impacts in many areas with both positive and negative changes. A general decrease in flood magnitude and earlier spring floods are projected for catchments with snowmelt-dominated peak flows, which is consistent with the observed trends. Finally, existing guidelines in Europe on design flood and design rainfall estimation are reviewed. The review shows that only few countries have developed guidelines that incorporate a consideration of climate change impacts.

Abstract:Global warming is expected to drive increasing extreme sea levels (ESLs) and flood risk along the world’s coastlines. In this work we present probabilistic projections of ESLs for the present century taking into consideration changes in mean sea level, tides, wind-waves, and storm surges. Between the year 2000 and 2100 we project a very likely increase of the global average 100-year ESL of 34–76 cm under a moderate-emission-mitigation-policy scenario and of 58–172 cm under a business as usual scenario. Rising ESLs are mostly driven by thermal expansion, followed by contributions from ice mass-loss from glaciers, and ice-sheets in Greenland and Antarctica. Under these scenarios ESL rise would render a large part of the tropics exposed annually to the present-day 100-year event from 2050. By the end of this century this applies to most coastlines around the world, implying unprecedented flood risk levels unless timely adaptation measures are taken.

Abstract:The Mediterranean Basin is nowadays considered as one of the most vulnerable areas worldwide to extreme climate/weather events, especially those related to photochemical pollution (tropospheric ozone) and extreme temperatures (e.g. heatwaves). Heatwaves and air pollution have a high impact on society, both from a health and an economical perspective, leading to increases on heat stroke hospital admissions and mortality. For this reason, heatwaves and their associated ozone pollution have to be taken into account for dwellers welfare.In addition, in recent years, it has become increasingly clear that climatic or meteorological impacts often result from the compounding nature of several variables and/or events, even if they are not extreme when analysed independently. Such compound events can lead to socio-economic damage exceeding that expected if the individual hazards were to occur separately. For instance, compound events of heat wave and stagnation display higher temperature than stagnation events or heat wave events alone, so the formation of secondary pollutants like tropospheric ozone is enhanced relative to individual events.Under this umbrella, this study assesses compound climate events using high-resolution regional chemistry/climate simulations, with the aim of characterizing and quantifying the influence of temperature/pollution compound events on mortality over Europe, with a special focus on the Mediterranean Basin. Model data from the REPAIR and ACEX projects (obtained from simulations with the on-line chemistry/coupled WRF-Chem model) is used in order to check the changes in mortality under both present-observed and future-forced conditions. The results presented in this contribution quantify the important increase in mortality causes associated to cerebrovascular diseases (CEV) and other pathologies during those compound events (especially under future climate change scenarios) with respect to episodes led by single drivers. This increase in mortality is more evident in northern countries in relative terms; and in southern European countries in absolute mortality incidence, since the concurrent presence of heatwaves and high levels of tropospheric ozone will have a higher frequency in future scenarios over the Mediterranean basin.

Abstract:Efforts to meaningfully quantify the changes in coastal compound surge and rainfall driven flooding hazard associated with tropical cyclones (TCs) and extratropical cyclones (ETCs) in a warming climate have increased in recent years. Despite substantial progress, however, obtaining actionable details such as the spatial distribution and proximal causes of changing flooding hazard in cities remains a persistent challenge. Here, for the first time, physics-based hydrodynamic flood models driven by rainfall and storm surge simultaniously are used to estimate the magnitude and frequency of compound flooding events. We apply this to the particular case of New York City. We find that sea level rise (SLR) alone will increase the TC and ETC compound flooding hazard more significantly than changes in storm climatology as the climate warms. We also project that the return period of destructive Sandy-like compound flooding will increase by up to five times by the end of the century. Our results have strong implications for climate change adaptation in coastal communities.

Increasing Risks of Future Compound Climate Extremes With Warming Over Global Land Masses

Abstract:Compound climate extremes (here referred to compound dry–hot events and compound pluvial–hot events) result in devastating disasters which threaten water‐food‐energy security. However, in a warming scenario, the risk of occurrence, the quantification of uncertainty, and associated drivers of compound climate extremes—particularly compound pluvial–hot events—have not been fully explored. By leveraging climate model large ensembles, it is revealed that the risk of compound climate extremes is projected to increase 2–3 times over most global land masses in future Representative Concentration Pathway (RCP) 8.5 forcing compared with historical forcing. Increased risks of compound climate extremes are mainly attributed to the changes in temperature and changes in dependence between precipitation and temperature, while the change in precipitation contributing to risk of these two compound climate extremes exhibits approximately spatial complementary. In the warming world, the hot spots of compound dry–hot extremes mainly lie in Europe, South Africa, and the Amazon, while those of compound pluvial–hot extremes mostly lie in the eastern USA, eastern and southern Asia, Australia, and central Africa. These findings help stakeholders and decision makers develop a package of climate change adaptation strategies to manage and mitigate the risk of compound climate extremes.

Global projections of river flood risk in a warmer world

Abstract:Rising global temperature has put increasing pressure on understanding the linkage between atmospheric warming and the occurrence of natural hazards. While the Paris Agreement has set the ambitious target to limiting global warming to 1.5°C compared to preindustrial levels, scientists are urged to explore scenarios for different warming thresholds and quantify ranges of socioeconomic impact. In this work, we present a framework to estimate the economic damage and population affected by river floods at global scale. It is based on a modeling cascade involving hydrological, hydraulic and socioeconomic impact simulations, and makes use of state‐of‐the‐art global layers of hazard, exposure and vulnerability at 1‐km grid resolution. An ensemble of seven high‐resolution global climate projections based on Representative Concentration Pathways 8.5 is used to derive streamflow simulations in the present and in the future climate. Those were analyzed to assess the frequency and magnitude of river floods and their impacts under scenarios corresponding to 1.5°C, 2°C, and 4°C global warming. Results indicate a clear positive correlation between atmospheric warming and future flood risk at global scale. At 4°C global warming, countries representing more than 70% of the global population and global gross domestic product will face increases in flood risk in excess of 500%. Changes in flood risk are unevenly distributed, with the largest increases in Asia, U.S., and Europe. In contrast, changes are statistically not significant in most countries in Africa and Oceania for all considered warming levels.

Abstract:This study quantifies how changes in temperature and precipitation would influence the intensity and duration of extreme fires across Europe. The analysis explores the impact of a range of climate change projections on fire events compared to a baseline of fire danger, using a 30-year ERA5 reanalysis. The results show that areas in southern Europe could experience a tenfold increase in the probability of catastrophic fires occurring in any given year under a moderate CMIP6 scenario. If global temperatures reach the +2 °C threshold, central and northern Europe will also become more susceptible to wildfires during droughts. The increased probability of fire extremes in a warming climate, in combination with an average one-week extension of the fire season across most countries, would put extra strain on Europe's ability to cope in the forthcoming decades.

Abstract:In recent years, flash floods have repeatedly occurred in temperate regions of central western Europe. Unlike in Mediterranean catchments, this flooding behaviour is unusual. In the past (especially in the 1990s), floods have been characterized by predictable, slowly rising water levels during winter and driven by westerly atmospheric fluxes. Here, we explore potential links and causes between the recent occurrence of flash floods in central western Europe to extreme precipitation and specific atmospheric conditions. We hypothesize that a change in atmospheric conditions has led to more frequent extreme precipitation events that have subsequently triggered flash flood events in central western Europe. To test this hypothesis, we compiled data on flash floods in central western Europe and selected precipitation events above 40 mm h −1 from radar data (the RADOLAN "Radar-Online-Adjustment" dataset from the German Weather Service). Moreover, we identified proxy parameters representative of extreme precipitation favouring atmospheric conditions from the ERA5 reanalysis dataset. High specific humidity ( q ) in the lower troposphere ( q ≥0.004 kg kg −1 ) , sufficient latent instability (convective available potential energy (CAPE) ≥ 327 J kg −1 ) , and weak wind speeds between 10 m a.g.l. and 500 hPa (WS 10m-500hPa≤6 m s −1 ) proved to be characteristic of intense rainfall that can potentially trigger flash floods. We relied on linear models to analyse 40 years worth (1981–2020) of atmospheric parameters as well as related precipitation events. We found significant increases in the atmospheric moisture content and increases in atmospheric instability. Parameters representing the motion and organization of convective systems remained largely unchanged in the considered period (1981–2020); however, the number of precipitation events, their maximum 5 min intensities, and their hourly sums were characterized by large interannual variations, and no trends could be identified between 2002 and 2020. Our study shows that there is no single mechanistic path leading from atmospheric conditions to extreme precipitation and subsequently to flash floods. The interactions between the processes involved are so intricate that more analyses which consider other potentially relevant factors, such as intra-annual precipitation patterns or catchment-specific parameters, are required.

Abstract:Flooding is a pervasive natural hazard—costly in both human and economic terms—and climate change will probably exacerbate risks around the world. Mountainous areas, such as the densely populated European Alps, are of particular concern as topography and atmospheric conditions can result in large and sudden floods. In addition, the Alps are experiencing a high warming rate, which is probably leading to more heavy rainfall events. Here, we compile palaeoflood records to test the still uncertain impact these climatic trends might have on flood frequency and magnitude in the European Alps. We demonstrate that a warming of 0.5–1.2 °C, whether naturally or anthropogenically forced, led to a 25–50% decrease in the frequency of large (≥10 yr return period) floods. This decreasing trend is not conclusive in records covering less than 200 years but persistent in those ranging from 200 to 9,000 years. By contrast, extreme (>100 yr) floods may increase with a similar degree of warming in certain small alpine catchments impacted by local intensification of extreme rainfall. Our results show how long, continuous palaeoflood records can be used to disentangle complex climate–flooding relationships and assist in improving risk assessment and management at a regional scale.

Abstract:The increasing frequency and severity of natural catastrophes due to climate change is expected to cause higher natural disaster losses in the future. Reinsurance companies bear a large share of this risk in the form of excess-of-loss coverage, where they underwrite the most extreme portion of insurers’ risk portfolios. Past experience has shown that after a very large natural disaster, or multiple disasters in close succession, the recapitalization need of reinsurers could trigger a “hard” reinsurance capital market, where a high demand for capital increases the price charged by investors, which is opposed to a “soft” market, where there is a high availability of capital for reinsurers. Consequently, the rising costs of underwriting are transferred to insurers, which ultimately could trigger higher premiums for natural catastrophe (NatCat) insurance worldwide. Here, we study the vulnerability of riverine flood insurance systems in the EU to global reinsurance market conditions and climate change. To do so, we apply the “Dynamic Integrated Flood Insurance” (DIFI) model, and compare insurance premiums, unaffordability, and the uptake for soft and hard reinsurance market conditions under an average and extreme scenario of climate change. We find that a rising average and higher variance of flood risk towards the end of the century can increase flood insurance premiums and cause higher premium volatility resulting from global reinsurance market conditions. Under a “mild” scenario of climate change, the projected yearly premiums for EU countries, combined, are €1380 higher under a hard compared to a soft reinsurance capital market in 2080. For a high-end climate change scenario, this difference becomes €3220. The rise in premiums causes problems with the unaffordability of flood coverage and results in a declining demand for flood insurance, which increases the financial vulnerability of households to flooding. A proposed solution is to introduce government reinsurance for flood risk, as governments can often provide cheaper reinsurance coverage and are less subject to the volatility of the capital markets.

Abstract:Impacts of climate change at 1.5, 2 and 3 °C mean global warming above preindustrial level are investigated and compared for runoff, discharge and snowpack in Europe. Ensembles of climate projections representing each of the warming levels were assembled to describe the hydro-meteorological climate at 1.5, 2 and 3 °C. These ensembles were then used to force an ensemble of five hydrological models and changes to hydrological indicators were calculated. It is seen that there are clear changes in local impacts on evapotranspiration, mean, low and high runoff and snow water equivalent between a 1.5, 2 and 3 °C degree warmer world. In a warmer world, the hydrological impacts of climate change are more intense and spatially more extensive. Robust increases in runoff affect the Scandinavian mountains at 1.5 °C, but at 3 °C extend over most of Norway, Sweden and northern Poland. At 3 °C, Norway is affected by robust changes in all indicators. Decreases in mean annual runoff are seen only in Portugal at 1.5 °C warming, but at 3 °C warming, decreases to runoff are seen around the entire Iberian coast, the Balkan Coast and parts of the French coast. In affected parts of Europe, there is a distinct increase in the changes to mean, low and high runoff at 2 °C compared to 1.5 °C, strengthening the case for mitigation to lower levels of global warming. Between 2 and 3 °C, the changes in low and high runoff levels continue to increase, but the changes to mean runoff are less clear. Changes to discharge in Europe’s larger rivers are less distinct due to the lack of homogenous and robust changes across larger river catchments, with the exception of Scandinavia where discharges increase with warming level.

Abstract:Abstract While compound weather and climate events (CEs) can lead to significant socioeconomic consequences, their response to climate change is mostly unexplored. We report the first multi-model assessment of future changes in return periods for the co-occurrence of heatwaves and drought, and extreme winds and precipitation based on the Coupled Model Intercomparison Project (CMIP6) and three emission scenarios. Extreme winds and precipitation CEs occur more frequently in many regions, particularly under higher emissions. Heatwaves and drought occur more frequently everywhere under all emission scenarios examined. For each CMIP6 model, we derive a skill score for simulating CEs. Models with higher skill in simulating historical CEs project smaller increases in the number of heatwaves and drought in Eurasia, but larger numbers of strong winds and heavy precipitation CEs everywhere for all emission scenarios. This result is partly masked if the whole CMIP6 ensemble is used, pointing to the considerable value in further improvements in climate models.
