Abstract:From 2013 to 2017, with the implementation of the toughest-ever clean air policy in China, significant declines in fine particle (PM2.5) concentrations occurred nationwide. Here we estimate the drivers of the improved PM2.5 air quality and the associated health benefits in China from 2013 to 2017 based on a measure-specific integrated evaluation approach, which combines a bottom-up emission inventory, a chemical transport model, and epidemiological exposure-response functions. The estimated national population-weighted annual mean PM2.5 concentrations decreased from 61.8 (95%CI: 53.3-70.0) to 42.0 µg/m3 (95% CI: 35.7-48.6) in 5 y, with dominant contributions from anthropogenic emission abatements. Although interannual meteorological variations could significantly alter PM2.5 concentrations, the corresponding effects on the 5-y trends were relatively small. The measure-by-measure evaluation indicated that strengthening industrial emission standards (power plants and emission-intensive industrial sectors), upgrades on industrial boilers, phasing out outdated industrial capacities, and promoting clean fuels in the residential sector were major effective measures in reducing PM2.5 pollution and health burdens. These measures were estimated to contribute to 6.6- (95% CI: 5.9-7.1), 4.4- (95% CI: 3.8-4.9), 2.8- (95% CI: 2.5-3.0), and 2.2- (95% CI: 2.0-2.5) µg/m3 declines in the national PM2.5 concentration in 2017, respectively, and further reduced PM2.5-attributable excess deaths by 0.37 million (95% CI: 0.35-0.39), or 92% of the total avoided deaths. Our study confirms the effectiveness of China's recent clean air actions, and the measure-by-measure evaluation provides insights into future clean air policy making in China and in other developing and polluting countries.

Abstract:Comprehensive observations have been carried out in Beijing to investigate the impact of the Clean Air Action implemented in 2013 on changes in aerosol chemistry characteristics in heating seasons of 2016–2017 and 2017–2018. Results showed that PM2.5, SO2, NO2, NH3, O3 and CO concentrations decreased by 40.9%, 46.0%, 29.0%, 40.6%, 11.0% and 44.4%, respectively. Significant decreases were also observed for NO3− (32.5%), SO42− (52.9%), NH4+ (56.0%), Cl− (64.6%) and K+ (68.2%), on average. Enhanced PM2.5 pollution has changed from sulfate-driven to nitrate-driven. The decrease in SO2 was more significant than NO2 as a response to one reason of the larger decrease in SO42− concentration. The formation of sulfate was dominated by heterogeneous reactions in two heating seasons. Low pH could facilitate more efficient conversion of SO2 to sulfate. Photochemical reactions played a much more important role in the formation of nitrate in the second heating season, especially in the daytime. The major source regions for sulfate and nitrate were identified by back trajectories and the potential source function (PSCF). More nitrate was brought into Beijing when air masses coming from polluted regions in the southwest prevailed in 2017–2018 heating season. Thus, regional joint prevention and control are of great importance in the achievement of an effective reduction in PM2.5 pollution in the future.

Abstract:Air pollution control has become one of the top priorities of China's "Ecological Civilization" development. As a quick response to the 2013 PM2.5 episodes, the Chinese Government issued the "Air Pollution Prevention and Control Action Plan" as the national strategy and roadmap for air quality improvements consisting of phased quantitative targets and concrete measures. Taking this into account, this study explores the spatiotemporal variations of the five conventional pollutants-PM2.5, PM10, SO2, NO2, and O3-as well as the Air Quality Index and primary pollutants in 338 Chinese cities from 2013 to 2017 in order to comprehensively understand China's current air pollution situation and evaluate the effectiveness of the Action Plan. The results indicate that: (1) the overall air quality has been significantly improved, with the concentrations of PM2.5, PM10, and SO2 decreasing noticeably, although the still high PM level, the dramatically increasing O3 concentration, and the stagnant amounts of NO2 present further challenges, along with the intensification of regional compound air pollution problems; (2) in contrast to the three key regions under the Action Plan exhibiting significant decreases in PM and SO2, the Fen-Wei Plain (FWP) is suffering from serious compound pollution, suggesting that there is an urgent need for the development of a regional joint prevention and control mechanism in the FWP and similar areas; (3) with the exception of the common pollution hot spots mainly concentrated in the FWP as well as Beijing-Tianjin-Hebei (BTH) and its surrounding regions, the distribution of each pollutant exhibited remarkable spatial heterogeneity due to their distinctive emission sources, a finding that strongly indicates the need for regionally differentiated management; and (4) the most frequent primary pollutant at the national level was O3, followed by PM2.5 and PM10. In the Wuhan Metropolitan Area (WHM), Changsha-Zhuzhou-Xiangtan Metropolitan Area (CZT), and Sichuan-Chongqing Region (CY), PM2.5 pollution is playing the dominant role, while in the FWP, BTH, Yangtze River Delta region (YRD), and Pearl River Delta region (PRD), the synergistic control of PM2.5 and O3 pollutants is urgently needed as soon as possible, which will require that more attention be paid to emission mitigation in the transportation sector, as well as the synergistic control of NOx and VOC emissions.

Abstract:Beginning in 2013, China launched two phases (2013-2017 and 2018-2020) of clean air actions that have led to substantial reductions in PM2.5 concentrations. However, improvement in PM2.5 pollution was notably slowing down during Phase II. Here we quantify the efficacy and drivers of PM2.5 improvement and evaluate the associated cost during 2013-2020 using an integrated framework that combines an emission inventory model, a chemical transport model and detailed cost information. We found that national population-weighted mean PM2.5 concentrations decreased by 19.8 mu g m(-3) and 10.9 mu g m(-3) in the two phases, and the contribution of clean air policies in Phase II (2.3 mu g m(-3) yr(-1)) was considerably lower than that of Phase I (4.5 mu g m(-3) yr(-1)), after excluding the impacts from meteorological condition changes and COVID-19 lockdowns. Enhanced structure transitions and targeted volatile organic compounds and NH3 reduction measures have successfully reduced emissions in Phase II, but measures focusing on the end-of-pipe control were less effective after 2017. From 2013 to 2020, PM2.5 abatement became increasingly challenging, with the average cost of reducing one unit of PM2.5 concentration in Phase II twice that of Phase I. Our results suggest there is a need for strengthened, well-balanced, emission control strategies for multi-pollutants.

Abstract:The Beijing government implemented a number of clean air action plans to improve air quality in the last 10 years, which contributed to changes in the concentration of fine particles and their compositions. However, quantifying the impacts of these interventions is challenging as meteorology masks the real changes in observed concentrations. Here, we applied a machine learning technique to decouple the effect of meteorology and evaluate the changes in the chemistry of nonrefractory PM1 (particulate matter less than 1 mu m) in winter 2007, 2016, and 2017 as a result of the clean air actions. The observed mass concentrations of PM1 were 74.6, 90.2, and 36.1 mu g m(-3) in the three winters, while the deweathered concentrations were 74.2, 78.7, and 46.3 mu g m(-3), respectively. The deweathered concentrations of PM1, organics, sulfate, ammonium, chloride, SO2, NO2, and CO decreased by -38, -46, -59, -24, -51, -89, -16, and -52% in 2017 in comparison to 2007. On the contrary, the deweathered concentration of nitrates increased by 4%. Our results indicate that the clean air actions implemented in 2017 were highly effective in reducing ambient concentrations of SO2, CO, and PM1 organics, sulfate, ammonium, and chloride, but the control of nitrate and PM1 organics remains a major challenge.
Association of PM2.5 Pollution with the Pattern of Human Activity: A Case Study of a Developed City in Eastern China

Abstract:Recently, air pollution has attracted a substantial amount of attention in China, which can be influenced by a variety of factors, but the association between air pollution and human activity is not quite clear. Based on real-time online data (January 1, 2014, to December 31, 2014) of air pollution and meteorology reported by official sites, and demographic, economic, and environmental reform data in a statistical yearbook, the influences of meteorological factors (temperature, relative humidity, precipitation intensity, and wind force) and human activities on PM2.5 pollution were explored. After correlation analysis, logistic regression analysis, and a nonparametric test, weak negative correlations between temperature and PM2.5 pollution were found. In most cases, festival and morning peak hours were protection and risk factors of PM2.5 pollution, respectively. In addition, government actions, such as an afforestation project and increasing financial expenditure for energy saving and environmental protection, could greatly contribute to alleviating pollution of PM2.5. The findings could help officials formulate effective laws and regulations, and then PM2.5 pollution related to the pattern of human activity would be ameliorated.IMPLICATIONS:Most of the time, festival and morning peak hours are protection and risk factors for PM2.5 pollution, respectively. Increasing the percentage of afforestation area and financial expenditure for energy saving and environmental protection could significantly reduce PM2.5 pollution. The findings can help officials formulate effective laws and regulations, and then PM2.5 pollution related to the pattern of human activity, especially government action, will be ameliorated.
Fund Gap to High Air Quality in China: A Cost Evaluation for PM2.5 Abatement Based on the Air Pollution Prevention and Control Action Plan

Abstract:The Chinese government promulgated a series of policies on air cleaning due to the severe PM 2.5 pollution. Thereinto, the Air Pollution Prevention and Control Action Plan (the Action Plan) numbers among the toughest-ever environmental protection policy in China, which significantly restrained haze pollution with a huge cost. In a policy-making for air cleaning, cost assessment is crucial. However, current main methods have a common shortcoming for which they neglect the cost on industrial restructurings. Thus, in this work, we proposed a novel approach to assess the comprehensive cost on the long-term PM 2.5 control in China under the Action Plan scenario. First, PM 2.5 pollution abatements and 10 precursor variations in China’s 31 provinces were quantified via the Cohen’s index. Then, provincial expenditures were jointed with their corresponding Cohen’s indices of precursors and PM 2.5 mitigation, and patterns of the Action Plan were identified through machine learning. It was found that boiler regulation and industrial restructuring were the driving forces for most precursor decreases. Finally, the overall PM 2.5 pollution abatement was calculated by the fixed-effect model and jointed with the cumulative national expenditure to construct a cost curve, which can estimate the cost on both front- and end-of-pipe sections. Thus, the maximum budgets for several air quality targets were evaluated, which was found that China has to pay 10.24 and 51.55 trillion CNY within the PM 2.5 concentrations limits of 25 and 10 μg/m 3 , respectively. Our study provided a new insight of fund gaps between different control targets in China and filled the lack of current cost assessment methodologies.

Here, we investigated the PM2.5 chemical composition changes over eastern China associated with the Action Plan during 2013–2017 using satellite-based PM2.5 chemical composition data derived using CMAQ simulations and satellite inputs. The PM2.5 concentrations decreased considerably during this time as a result of the reductions in all chemical species in PM2.5. The population-weighted mean concentrations over eastern China decreased from 11.1 to 6.7 μg m-3 for ({ m{SO}}_4^{2-}), 13.8–13.1 μg m-3 for ({ m{NO}}_3^-), 7.4–5.8 μg m-3 for ({ m{NH}}_4^+), 9.9–8.4 μg m-3 for OM, 4.6–3.8 μg m-3 for BC and 12.9–9.6 μg m-3 for other species in PM2.5. ({ m{SO}}_4^{2-}) had the largest reduction of 40%, while ({ m{NO}}_3^-) had the lowest reduction of 5%, resulting in a greater fraction of ({ m{NO}}_3^-) and a smaller fraction of ({ m{SO}}_4^{2-}) in PM2.5. Among the three key regions, Beijing-Tianjin-Hebei had the largest reduction in PM2.5 and its chemical compositions. The decrease in SO4 2 concentrations was in line with the reduction of SO2 emissions, and the major driver of the SO2 emission reductions was the industrial sector. The decrease in ({ m{NO}}_3^-) concentrations was limited because the decrease in SO2 emissions and the stable NH3 emissions facilitated the formation of ({ m{NO}}_3^-) from HNO3, which partially offset the reduction in NOx emissions driven by the power sector. To mitigate PM2.5 pollution more effectively, future efforts are needed to reduce NH3 emissions.

Abstract:Aggressive emission control measures were taken by the Chinese government after the promulgation of the 'Air Pollution Prevention and Control Action Plan' in 2013. Here we evaluated the air quality and health benefits associated with this stringent policy during 2013-2015 by using surface PM2.5 concentrations estimated from a three-stage data fusion model and cause-specific integrated exposure-response functions. The population-weighted annual mean PM2.5 concentrations decreased by 21.5% over China during 2013-2015, reducing from 60.5 in 2013 to 47.5 mu g m(-3) in 2015. Subsequently, the national PM2.5-attributable mortality decreased from 1.22 million ( 95% CI: 1.05, 1.37) in 2013 to 1.10 million ( 95% CI: 0.95, 1.25) in 2015, which is a 9.1% reduction. The limited health benefits compared to air quality improvements are mainly due to the supralinear responses of mortality to PM2.5 over the high concentration end of the concentration-response functions. Our study affirms the effectiveness of China's recent air quality policy; however, due to the nonlinear responses of mortality to PM2.5 variations, current policies should remain in place and more stringent measures should be implemented to protect public health.

Abstract:To improve air quality, China has been implementing strict clean air policies since 2013. These policies not only substantially improved air quality but may also modify the spatial distribution of air pollution, since urban emission sources were under stricter control and some were moved to rural regions with lower air quality improvement targets and lacking of monitoring. Here, we predicted satellite-based monthly PM2.5 concentrations during 2000–2018 at a 1-km resolution with complete spatial-temporal coverage to analyze changes in the spatial pattern of PM2.5 pollution in China. We found that the PM2.5 concentration in urban regions was higher than that in rural regions of the same city by an average of 3.3 μg/m3 during 2000–2018. This urban-rural disparity in PM2.5 concentration significantly increased from 2.5 μg/m3 in 2000 and peaked in 2007 of 3.8 μg/m3, then it sharply declined by 49% during 2013–2018 with the implementation of clean air policies. This shrinkage in the urban-rural PM2.5 gap was partly due to the 1.3 μg/m3 greater average decrease in the PM2.5 level in the urban region than in the rural region of the same town during 2013–2018 on average. We also observed that cities that started monitoring earlier experienced greater decreases in the urban-rural PM2.5 difference, and regions surrounding monitor showed significantly greater PM2.5 decrease than regions far away from monitor during 2013–2018. Additionally, clean air policies modified the relationship between PM2.5 concentrations and per capita gross domestic product (GDP), leading to a lower PM2.5 level with the same per capita GDP after 2013. Emissions in rural and suburban regions should be considered to further improve air quality in China.

Abstract:Significant emission reductions have been observed in China recently, especially after the the ‘Air Pollution Prevention and Control Action Plan’ in 2013. Major air pollutants, such as NOx, CO, SO2, are found to reach their peak in 2012 or 2013. Few studies attempted to investigate how the recent emission reductions in China will affect global air quality and climate change. Here, by using global climate-chemistry models and health impact functions, we investigate how the contrasting emission changes in China from 2010 to 2017 will affect global air quality, mortality burden and climate change. We calculate that compared with the year 2010, 4800 deaths were avoided due to ozone reductions in 2017 globally, while 65% of the avoided deaths happen in China, and the other 35% worldwide. In 2017, 109,000 deaths were avoided due to PM2.5 reductions, while 92% of the avoided deaths happen in China, and the other 8% worldwide. We also find that the cooling effect from the emission reductions of SO2 in China has been compensated by the warming effect from the emission reductions of black carbon at the same time in China, which is the opposite trend as found in the developed countries in previous decades.

Abstract:To evaluate the health benefits brought about by air environmental treatment and determine the main drivers of health risk, we calculated the health and economic benefits attributed to PM2.5 control in Eastern and Central China from 2013 to 2017 by combining PM2.5 concentrations with a human activity enhanced exposure-response model. The relative contributions of changes in four factors related to the PM2.5 health burden were also quantified, namely total population, population aging, baseline mortality rates, and ambient exposure. The results show that the population weighted PM2.5 concentration decreased by 28.73% and the proportion of the population exposed to annual PM2.5 concentrations lower than or equal to 35 μg·m-3 increased from 11.23% to 27.91% across the study area during this period. Avoided deaths were decreased to 14.43%, which equates to avoided economic losses of approximately 559 billion RMB. If PM2.5 concentration meets the Chinese Ambient Air Quality Standard Grade Ⅱ (35 μg·m-3) or Grade Ⅰ (15 μg·m-3), or the World Health Organization Air Quality Guidelines (AQG) standards (10 μg·m-3), a 8.22%, 55.05%, and 79.36% reduction in the total deaths could be achieved in the base year (2017) with equivalent total economic benefits of approximately 319, 2137, and 3081 billion RMB, respectively. Total population, population aging, baseline mortality rates, and PM2.5 concentrations contributed -2.69%, -12.38%, 1.66%, and 14.57% to PM2.5-related deaths. Overall, during the study period, the reduction in PM2.5 concentrations has been the main factor contributing to the reduction in the public health burden. China has implemented significant air pollution control measures; however, the health burden associated with high PM2.5 concentrations in densely populated areas is still extremely high, requiring an aggressive air pollution control strategy.

Abstract:Since 2013, the Chinese Government implemented “Clean Air Action” Phase I (2013–2017) and Phase II (2018–2020) consecutively to improve air quality. However, it remains unclear how these policies have impacted air quality since most studies merely focus on Phase I. In this study, we applied the Community Multiscale Air Quality (CMAQ) model to investigate variations of air quality in China during “Clean Air Action” Phases I and Phase II (2013–2020). Results show that PM2.5 is significantly reduced (-40%) across China except in summer. O3 concentration also decreases, but a 3% increase is found in the Beijing-Tianjin-Hebei (BTH) region. Emission changes play a dominant role in the reduction of PM2.5 (over 95%). The contributions from meteorology and emissions to O3 reduction are 46% and 54%, respectively. Our results suggest that a more effective emission abatement strategy should be formulated, aiming to control O3 and PM2.5 synergistically.

Abstract:Abstract. A 5-year Clean Air Action Plan was implemented in 2013 to reduce air pollutant emissions and improve ambient air quality in Beijing. Assessment of this action plan is an essential part of the decision-making process to review its efficacy and to develop new policies. Both statistical and chemical transport modelling have been previously applied to assess the efficacy of this action plan. However, inherent uncertainties in these methods mean that new and independent methods are required to support the assessment process. Here, we applied a machine-learning-based random forest technique to quantify the effectiveness of Beijing's action plan by decoupling the impact of meteorology on ambient air quality. Our results demonstrate that meteorological conditions have an important impact on the year-to-year variations in ambient air quality. Further analyses show that the PM2.5 mass concentration would have broken the target of the plan (2017 annual PM2.5<60 μg m−3) were it not for the meteorological conditions in winter 2017 favouring the dispersion of air pollutants. However, over the whole period (2013–2017), the primary emission controls required by the action plan have led to significant reductions in PM2.5, PM10, NO2, SO2, and CO from 2013 to 2017 of approximately 34 %, 24 %, 17 %, 68 %, and 33 %, respectively, after meteorological correction. The marked decrease in PM2.5 and SO2 is largely attributable to a reduction in coal combustion. Our results indicate that the action plan has been highly effective in reducing the primary pollution emissions and improving air quality in Beijing. The action plan offers a successful example for developing air quality policies in other regions of China and other developing countries.

Abstract:Fine particulate matter (PM2.5) harms human health and hinders normal human life. Considering the serious complexity and obvious regional characteristics of PM2.5 pollution, it is urgent to fill in the comprehensive overview of regional characteristics and interannual evolution of PM2.5. This review studied the PM2.5 pollution in six typical areas between 2014 and 2022 based on the data published by the Chinese government and nearly 120 relevant literature. We analyzed and compared the characteristics of interannual and quarterly changes of PM2.5 concentration. The Beijing-Tianjin-Hebei region (BTH), Yangtze River Delta (YRD) and Pearl River Delta (PRD) made remarkable progress in improving PM2.5 pollution, while Fenwei Plain (FWP), Sichuan Basin (SCB) and Northeast Plain (NEP) were slightly inferior mainly due to the relatively lower level of economic development. It was found that the annual average PM2.5 concentration change versus year curves in the three areas with better pollution control conditions can be merged into a smooth curve. Importantly, this can be fitted for the accurate evaluation of each area and provide reliable prediction of its future evolution. In addition, we analyzed the factors affecting the PM2.5 in each area and summarize the causes of air pollution in China. They included primary emission, secondary generation, regional transmission, as well as unfavorable air dispersion conditions. We also suggested that the PM2.5 pollution control should target specific industries and periods, and further research need to be carried out on the process of secondary production. The results provided useful assistance such as effect prediction and strategy guidance for PM2.5 pollution control in Chinese backward areas.

Abstract:Beijing, the capital of China, has experienced rapid industrialization, urbanization and motorization in recent decades. Consequently, air pollution in Beijing, especially fine particulate matter (PM2.5) pollution, has gradually become a severe environmental issue, due to the continuing growth in energy consumption and the resulting multiple pollutant emissions. In response to the increasingly serious PM2.5 pollution, Beijing's government implemented a series of policies, measures and regulations on air pollution prevention and control and took some concrete actions to improve air quality. In this paper, firstly, we summarize China's ambient air quality standards, China's policies and regulations on air pollution prevention and control. Secondly, we illustrate historical evolution and current status of air pollution in Beijing. Finally, we introduce control measures and actions in Beijing and its surrounding areas. The paper aims to help environmental scientists and policy makers around the world understand the past and current air pollution in Beijing and control strategies and actions taken by Beijing's government.

Abstract:China is one of the regions with highest PM2.5 concentration in the world. In this study, we review the spatio-temporal distribution of PM2.5 mass concentration and components in China and the effect of control measures on PM2.5 concentrations. Annual averaged PM2.5 concentrations in Central-Eastern China reached over 100μgm−3, in some regions even over 150μgm−3. In 2013, only 4.1% of the cities attained the annual average standard of 35μgm−3. Aitken mode particles tend to dominate the total particle number concentration. Depending on the location and time of the year, new particle formation (NPF) has been observed to take place between about 10 and 60% of the days. In most locations, NPF was less frequent at high PM mass loadings. The secondary inorganic particles (i.e., sulfate, nitrate and ammonium) ranked the highest fraction among the PM2.5 species, followed by organic matters (OM), crustal species and element carbon (EC), which accounted for 6–50%, 15–51%, 5–41% and 2–12% of PM2.5, respectively. In response to serious particulate matter pollution, China has taken aggressive steps to improve air quality in the last decade. As a result, the national emissions of primary PM2.5, sulfur dioxide (SO2), and nitrogen oxides (NOX) have been decreasing since 2005, 2006, and 2011, respectively. The emission control policies implemented in the last decade could result in noticeable reduction in PM2.5 concentrations, contributing to the decreasing PM2.5 trends observed in Beijing, Shanghai, and Guangzhou. However, the control policies issued before 2010 are insufficient to improve PM2.5 air quality notably in future. An optimal mix of energy-saving and end-of-pipe control measures should be implemented, more ambitious control policies for NMVOC and NH3 should be enforced, and special control measures in winter should be applied. 40–70% emissions should be cut off to attain PM2.5 standard.
Impact of Meteorological Conditions on PM2.5 Pollution in Changchun and Associated Health Risks Analysis

Abstract:The escalating concern regarding increasing air pollution and its impact on the health risks associated with PM2.5 in developing countries necessitates attention. Thus, this study utilizes the WRF-CMAQ model to simulate the effects of meteorological conditions on PM2.5 levels in Changchun, a typical city in China, during January 2017 and January 2020. Additionally, it introduces a novel health risk-based air quality index (NHAQI) to assess the influence of meteorological parameters and associated health risks. The findings indicate that in January 2020, the 2-m temperature (T2), 10-m wind speed (WS10), and planetary boundary layer height (PBLH) were lower compared to those in 2017, while air pressure exhibited a slight increase. These meteorological parameters, characterized by reduced wind speed, heightened air pressure, and lower boundary layer height—factors unfavorable for pollutant dispersion—collectively contribute to the accumulation of PM2.5 in the atmosphere. Moreover, the NHAQI proves to be more effective in evaluating health risks compared to the air quality index (AQI). The annual average decrease in NHAQI across six municipal districts from 2017 to 2020 amounts to 18.05%. Notably, the highest health risks are observed during the winter among the four seasons, particularly in densely populated areas. The pollutants contributing the most to the total excess risk (ERtotal) are PM2.5 (45.46%), PM10 (33.30%), and O3 (13.57%) in 2017, and PM2.5 (67.41%), PM10 (22.32%), and O3 (8.41%) in 2020. These results underscore the ongoing necessity for PM2.5 emission control measures while emphasizing the importance of considering meteorological parameters in the development of PM2.5 reduction strategies.
