Abstract:Atmospheric rivers (ARs) generate most of the economic losses associated with flooding in the western United States and are projected to increase in intensity with climate change. This is of concern as flood damages have been shown to increase exponentially with AR intensity. To assess how AR-related flood damages are likely to respond to climate change, we constructed county-level damage models for the western 11 conterminous states using 40 years of flood insurance data linked to characteristics of ARs at landfall. Damage functions were applied to 14 CMIP5 global climate models under the RCP4.5 "intermediate emissions" and RCP8.5 "high emissions" scenarios, under the assumption that spatial patterns of exposure, vulnerability, and flood protection remain constant at present day levels. The models predict that annual expected AR-related flood damages in the western United States could increase from 2.3 billion in the 2090s under the RCP4.5 scenario or to $3.2 billion under the RCP8.5 scenario. County-level projections were developed to identify counties at greatest risk, allowing policymakers to target efforts to increase resilience to climate change.

Abstract:Experimental observations collected during meteorological field studies conducted by the National Oceanic and Atmospheric Administration near the Russian River of coastal northern California are combined with SSM/I satellite observations offshore to examine the role of landfalling atmospheric rivers in the creation of flooding. While recent studies have documented the characteristics and importance of narrow regions of strong meridional water vapor transport over the eastern Pacific Ocean (recently referred to as atmospheric rivers), this study describes their impact when they strike the U.S. West Coast. A detailed case study is presented, along with an assessment of all 7 floods on the Russian River since the experimental data were first available in October 1997. In all 7 floods, atmospheric river conditions were present and caused heavy rainfall through orographic precipitation. Not only do atmospheric rivers play a crucial role in the global water budget, they can also lead to heavy coastal rainfall and flooding, and thus represent a key phenomenon linking weather and climate.

Abstract:Abstract While emerging regional evidence shows that atmospheric rivers (ARs) can exert strong impacts on local water availability and flooding, their role in shaping global hydrological extremes has not yet been investigated. Here we quantify the relative contribution of ARs variability to both flood hazard and water availability. We find that globally, precipitation from ARs contributes 22% of total global runoff, with a number of regions reaching 50% or more. In areas where their influence is strongest, ARs may increase the occurrence of floods by 80%, while absence of ARs may increase the occurrence of hydrological droughts events by up to 90%. We also find that ~300 million people are exposed to additional floods and droughts due the occurrence of ARs. ARs provide a source of hydroclimatic variability whose beneficial or damaging effects depend on the capacity of water resources managers to predict and adapt to them.Key Points We estimate that ARs contribute to about 22% of total global runoff with a number of regions reaching 50% or more In several regions ARs are linked with up to 80% of floods; ARs absence may increase up to 90% the frequency of hydrological droughts events Globally, we find that ~300 million people are exposed to additional flood and drought risk due to ARs

Abstract:Abstract This paper undertakes a hydrometeorological analysis of flood events in the central United States. Vertically integrated horizontal water vapor transport over 1979–2011 is calculated in the ECMWF Interim Re-Analysis (ERA-Interim) and used in an algorithm to identify episodes of high moisture transport, or atmospheric rivers (ARs), over the central United States. The AR events are almost evenly divided among the seasons (143 during the winter, 144 during the spring, and 124 during the fall), with a minimum (40) during the summer. The annual maxima (AM) floods from 1105 basins over the period 1980–2011 are used as a measure of the hydrologic impact of the AR events. Of these basins, 470 (or 42.5%) had more than 50% of their AM floods linked to ARs. Furthermore, 660 of the 1105 basins (59.7%) had 5 or more of their top 10 AM floods related to ARs, indicating that ARs control the upper tail of the flood peak distribution over large portions of the study area. The seasonal composite average of mean sea level pressure anomalies associated with the ARs shows a trough located over the central United States and a ridge over the U.S. East Coast, leading to southerly winds and the advection of moisture over the study region. Based on the findings of this study, ARs are a major flood agent over the central United States.

Abstract:Destructive and costly flooding can occur when warm storm systems deposit substantial rain on extensive snowcover1–6, as observed in February 2017 with the Oroville Dam crisis in California7. However, decision-makers lack guidance on how such rain-on-snow (ROS) flood risk may respond to climate change. Here, daily ROS events with flood-generating potential8 are simulated over western North America for a historical (2000–2013) and future (forced under Representative Concentration Pathway 8.59) period with the Weather Research and Forecasting model; 4 km resolution allows the basin-scale ROS flood risk to be assessed. In the warmer climate, we show that ROS becomes less frequent at lower elevations due to snowpack declines, particularly in warmer areas (for example, the Pacific maritime region). By contrast, at higher elevations where seasonal snowcover persists, ROS becomes more frequent due to a shift from snowfall to rain. Accordingly, the water available for runoff10 increases for 55% of western North American river basins, with corresponding increases in flood risk of 20–200%, the greatest changes of which are projected for the Sierra Nevada, the Colorado River headwaters and the Canadian Rocky Mountains. Thus, flood control and water resource planning must consider ROS to fully quantify changes in flood risk with anthropogenic warming.

Abstract:California’s highly variable climate and growing water demands combine to pose both water-supply and flood-hazard challenges to resource managers. Recently important efforts to more fully integrate the management of floods and water resources have begun, with the aim of benefitting both sectors. California is shown here to experience unusually large variations in annual precipitation and streamflow totals relative to the rest of the US, variations which mostly reflect the unusually small average number of wet days per year needed to accumulate most of its annual precipitation totals (ranging from 5 to 15 days in California). Thus whether just a few large storms arrive or fail to arrive in California can be the difference between a banner year and a drought. Furthermore California receives some of the largest 3-day storm totals in the country, rivaling in this regard the hurricane belt of the southeastern US. California’s largest storms are generally fueled by landfalling atmospheric rivers (ARs). The fractions of precipitation and streamflow totals at stations across the US that are associated with ARs are documented here and, in California, contribute 20–50% of the state’s precipitation and streamflow. Prospects for long-lead forecasts of these fractions are presented. From a meteorological perspective, California’s water resources and floods are shown to derive from the same storms to an extent that makes integrated flood and water resources management all the more important.

Abstract:Abstract Atmospheric rivers (ARs) have increasingly been recognized for their contribution to high‐impact weather and climate variability. A recent investigation based on observations located primarily in lowland valleys and basins of the western United States suggests that 10–50% of the total cool season (November to April) precipitation between water years 1998 and 2008 occurred on the day of and day following AR landfall (hereafter the AR fraction), as identified using Special Sensor Microwave Imager data. However, these results are based only on ARs crossing the North American west coast between 32.5°N and 52.5°N, which excludes those crossing the west coast of the Baja Peninsula. Here, we identify ARs in the ERA‐Interim reanalysis and examine the AR fraction at high‐elevation observational sites and in the NOAA/CPC Unified Daily Precipitation Analysis. At high‐elevation snowpack telemetry sites, we find good agreement with the AR fraction obtained previously for valley and basin locations. We also show that including ARs crossing the west coast of the Baja Peninsula (as far south as 24°N) substantially increases the AR fraction over the southwestern United States. Abstract:Atmospheric rivers (ARs) are characterized by intense moisture transport, which, on landfall, produce precipitation which can be both beneficial and destructive. ARs in California, for example, are known to have ended drought conditions but also to have caused substantial socio-economic damage from landslides and flooding linked to extreme precipitation. Understanding how AR characteristics will respond to a warming climate is, therefore, vital to the resilience of communities affected by them, such as the western USA, Europe, East Asia and South Africa. In this Review, we use a theoretical framework to synthesize understanding of the dynamic and thermodynamic responses of ARs to anthropogenic warming and connect them to observed and projected changes and impacts revealed by observations and complex models. Evidence suggests that increased atmospheric moisture (governed by Clausius–Clapeyron scaling) will enhance the intensity of AR-related precipitation — and related hydrological extremes — but with changes that are ultimately linked to topographic barriers. However, due to their dependency on both weather and climate-scale processes, which themselves are often poorly constrained, projections are uncertain. To build confidence and improve resilience, future work must focus efforts on characterizing the multiscale development of ARs and in obtaining observations from understudied regions, including the West Pacific, South Pacific and South Atlantic.
The role of hydrological initial conditions on Atmospheric River floods in the Russian River basin

Abstract:A body of work over the last decade or so has demonstrated that most major floods along the U.S. West Coast are attributable to Atmospheric Rivers (ARs). Recent studies suggest that observed changes in extreme precipitation associated with a general warming of the Western U.S. have not necessarily led to corresponding changes in floods, and changes in antecedent hydrological conditions could be a primary missing link. Here we examine the role of antecedent soil moisture (ASM) conditions on historical AR flooding on California's Russian River Basin, a coastal watershed whose winter precipitation extremes are dominated by ARs. We examined the effect of observed warming on ASM for the period 1950-2017. We first constructed an hourly precipitation product at 1/32° spatial resolution. We used the Distributed Hydrology-Soil-Vegetation Model (DHSVM) to estimate storm total runoff volumes and soil moisture. We found that up to 95% of Peaks Over Threshold (POT) extreme discharge events were associated with ARs. The storm runoff-precipitation ratio generally increased with wetter pre-storm conditions, and the relationship was stronger as drainage area increased. We found no trends in extreme precipitation but weak downward trends in extreme discharge. The latter were mostly consistent with weak downward trends in the first 2-day storm precipitation. We found no trends in ASM, however, ASM was significantly correlated with peak flow. The ASM was affected more by antecedent precipitation than evapotranspiration and hence temperature increases had weak effects on ASM.

Abstract:Abstract Water management and flood control are major challenges in the western United States. They are heavily influenced by atmospheric river (AR) storms that produce both beneficial water supply and hazards; for example, 84% of all flood damages in the West (up to 99% in key areas) are associated with ARs. However, AR landfall forecast position errors can exceed 200 km at even 1-day lead time and yet many watersheds are <100 km across, which contributes to issues such as the 2017 Oroville Dam spillway incident and regularly to large flood forecast errors. Combined with the rise of wildfires and deadly post-wildfire debris flows, such as Montecito (2018), the need for better AR forecasts is urgent. Atmospheric River Reconnaissance (AR Recon) was developed as a research and operations partnership to address these needs. It combines new observations, modeling, data assimilation, and forecast verification methods to improve the science and predictions of landfalling ARs. ARs over the northeast Pacific are measured using dropsondes from up to three aircraft simultaneously. Additionally, airborne radio occultation is being tested, and drifting buoys with pressure sensors are deployed. AR targeting and data collection methods have been developed, assimilation and forecast impact experiments are ongoing, and better understanding of AR dynamics is emerging. AR Recon is led by the Center for Western Weather and Water Extremes and NWS/NCEP. The effort’s core partners include the U.S. Navy, U.S. Air Force, NCAR, ECMWF, and multiple academic institutions. AR Recon is included in the “National Winter Season Operations Plan” to support improved outcomes for emergency preparedness and water management in the West.

Abstract:AbstractDaily precipitation in California has been projected to become less frequent even as precipitation extremes intensify, leading to uncertainty in the overall response to climate warming. Precipitation extremes are historically associated with Atmospheric Rivers (ARs). Sixteen global climate models are evaluated for realism in modeled historical AR behavior and contribution of the resulting daily precipitation to annual total precipitation over Western North America. The five most realistic models display consistent changes in future AR behavior, constraining the spread of the full ensemble. They, moreover, project increasing year-to-year variability of total annual precipitation, particularly over California, where change in total annual precipitation is not projected with confidence. Focusing on three representative river basins along the West Coast, we show that, while the decrease in precipitation frequency is mostly due to non-AR events, the increase in heavy and extreme precipitation is almost entirely due to ARs. This research demonstrates that examining meteorological causes of precipitation regime change can lead to better and more nuanced understanding of climate projections. It highlights the critical role of future changes in ARs to Western water resources, especially over California.

The contribution of atmospheric rivers to precipitation in Europe and the United States

Abstract:Atmospheric rivers (ARs) are narrow corridors within the warm conveyor belt of extratropical cyclones in which the majority of the poleward water vapour transport occurs. These filamentary synoptic features are responsible for extreme precipitation and flooding in Europe and the central and western United States, and also play an essential role for water resources in these areas. Using gridded precipitation products across Europe and the continental United States and the ERA-Interim reanalysis, we investigate the fraction of precipitation from 1979 to 2012 that is related to ARs in these regions. The results are region- and month-dependent, with the largest contribution generally occurring during the winter season and being on the order of 30–50%. This is particularly true for Western Europe, the U.S. West Coast, and the central and northeastern United States. Our results suggest that ARs are important agents for water supply in Europe and the United States. We have also examined whether there have been changes over time in the fractional contribution of ARs to seasonal rainfall using zero-inflated beta regression. We find that there has been a decrease in the average AR-contribution over the Mediterranean region and over the central United States.

Abstract:Abstract A new method for automatic detection of atmospheric rivers (ARs) is developed and applied to an atmospheric reanalysis, yielding an extensive catalog of ARs land‐falling along the west coast of North America during 1948–2017. This catalog provides a large array of variables that can be used to examine AR cases and their climate‐scale variability in exceptional detail. The new record of AR activity, as presented, validated and examined here, provides a perspective on the seasonal cycle and the interannual‐interdecadal variability of AR activity affecting the hydroclimate of western North America. Importantly, AR intensity does not exactly follow the climatological pattern of AR frequency. Strong links to hydroclimate are demonstrated using a high‐resolution precipitation data set. We describe the seasonal progression of AR activity and diagnose linkages with climate variability expressed in Pacific sea surface temperatures, revealing links to Pacific decadal variability, recent regional anomalies, as well as a generally rising trend in land‐falling AR activity. The latter trend is consistent with a long‐term increase in vapor transport from the warming North Pacific onto the North American continent. The new catalog provides unprecedented opportunities to study the climate‐scale behavior and predictability of ARs affecting western North America.Key Points Using a new detection scheme, a 69 yearlong catalog of atmospheric rivers land‐falling upon western North America is created and validated AR landfalls show a marked seasonal progression from the Gulf of Alaska in the early fall to northern California in early winter The seasonal intensity of AR landfalls varies from year to year and from decade to decade in relation to Pacific SST variability Plain Language Summary We have created a new seven‐decade‐long catalog of atmospheric river behavior land‐falling upon the west coast of North America. The catalog has been validated against independent precipitation observations to ensure that the atmospheric rivers represented therein are associated with extreme orographic precipitation. Our results clearly delineate a prominent role for atmospheric rivers in California's hydroclimate. Atmospheric river variability has been particularly important in the recent California drought as well as its most recent lapse. We also detect a long‐term increasing trend in water vapor transport impinging on the west coast of North America associated with atmospheric rivers and overall wintertime water vapor transport associated with climate warming. Our results, moreover, suggest that potential predictability of seasonal behavior of atmospheric rivers may hinge on sources of climatic variability somewhat different from that of total water vapor transport.

Abstract:Atmospheric rivers (ARs) play important roles in various extreme weather events across the US. While AR features in western US have been extensively studied, there remains limited understanding of their variability in the eastern US (EUS). Using both observations and a state-of-the-art climate model, we find a significant increase (~10% dec −1 ) in winter AR frequency in the EUS during the past four decades. This trend is closely linked to recent changes in the Pacific/North America (PNA) teleconnection pattern, accompanied by a poleward shift of the mid-latitude jet stream. We further reveal a strong correlation ( R = 0.8; P < 0.001) between interannual variations in AR occurrence and the PNA index. This linkage has been verified in various model simulations. A statistical model, built on this linkage, has proven effective in predicting the AR frequency using the PNA index at both monthly and seasonal scales. These promising results have important implications for addressing concerns related to AR-associated extreme precipitation and flooding in this region.

Abstract:Atmospheric rivers are impressive, intermittent circulation features in mid-latitude regions of the globe that can cause disastrous floods if they smash against mountainous terrain. While discovered by meteorologists and long feared by hydrologists they have only recently come to the broader attention of climate scientists. In a new letter published in Environmental Research Letters, Lavers et al (2013 Environ. Res. Lett. 8 034010) investigate atmospheric rivers reaching the British Isles in the context of climate change. They consider these potentially devastating meteorological features in present and future climate model scenarios, and walk through possible mechanisms that could cause them to strengthen. This is a refreshingly new work that estimates extreme events in future climates with an impact driven approach.

The Impact of Climate Change on Resilience of Communities Vulnerable to Riverine Flooding

Abstract:Riverine flooding due to intense precipitation or snowmelt is one of the most devastating natural hazards in the United States in terms of annual damages and economic losses to the built environment and social impacts on communities. Flood inundation mapping, where the likely depths of extreme floods are placed on a map of the community, is important for evaluating flood risks and for enhancing community resilience. However, the Flood Insurance Rate Maps developed by the Federal Emergency Management Agency are not adequate for the evolving needs for community resilience assessment and decision-making over the next century, during which climate change effects are likely to be significant. In this study, we develop a flood hazard modeling framework to support community resilience assessment. This framework couples a hydrological model, which simulates the hydrological processes in a community at a coarser resolution using measured and/or remote sensed precipitation, with a hydraulic analysis module, which computes localized flood depths, velocities and inundated areas at a finer spatial resolution. The Wolf River Basin in Shelby County, Tennessee, which includes the city of Memphis, is used as a testbed to calibrate and validate this coupled model using precipitation and streamflow data obtained from gauge stations operated by the US Geological Survey and to illustrate the potential impacts of climate change in the 21st Century on civil infrastructure, revealing that such impacts are non-negligible but are manageable by proper engineering.

Abstract:The mesoscale dynamics of a record‐breaking Atmospheric River (AR) that impacted the Middle East in mid‐April 2023 and caused property damage and loss of life are investigated using model, reanalysis and observational data. The high‐resolution (2.5 km) simulations revealed the presence of AR rapids, narrow and long convective structures embedded within the AR that generated heavy precipitation (>4 mm hr−1) as they moved at high speeds (>30 m s−1) from northeastern Africa into western Iran. Gravity waves triggered by the complex terrain in Saudi Arabia further intensified their effects. Given the rising frequency of ARs in this region, AR rapids may be even more impactful in a warming climate, and need to be accounted for in reanalysis and numerical models.

The exposure of cropland to floods is directly related to the quality of cropland and food security, so it is particularly important to map the spatiotemporal evolution of the exposure of cropland to floods, with a specific focus on longer time series and higher resolution scales. This study is the first of its kind to analyse the worldwide spatiotemporal variability of Cropland Exposure to Flooding (CEF) with the 30 m resolution of Landsat products during 2000-2019. The findings indicate that: (1) The global CEF area increased by a total of 83,429.50 km² or 7.75% from 2000-2019. Notably, South America exhibited the greatest growth in CEF, with an increase of 49.84%, surpassing that of Asia, Europe, and North America, which experienced a below-average increase. (2) The two countries with the largest CEF in the world are China and India, which together account for around 24.96% of the global CEF growth. (3) The changes in CEF exhibit a pronounced aggregation effect and a spatial correlation with the distribution of river basins, especially in the southern foothills of the Himalayas. (4) Two constructed indicators were used in evaluating the CEF of countries worldwide, and a total of 49 countries are considered to be at the highest level of risk. (5) Based on current growth trends, projections indicate that Central South America, the Southern Sahara Desert, South Asia, and Eastern Australia will continue to experience the most significant expansion of CEF in the future.

Abstract:Abstract Atmospheric rivers (ARs) are responsible for over 90% of poleward water vapor transport in the mid-latitudes and can produce extreme precipitation when making landfall. However, weather and climate models still have difficulty simulating and predicting landfalling ARs and associated extreme precipitation, highlighting the need to better understand AR dynamics. Here, using high-resolution climate models and observations, we demonstrate that mesoscale sea-surface temperature (SST) anomalies along the Kuroshio Extension can exert a remote influence on landfalling ARs and related heavy precipitation along the west coast of North America. Inclusion of mesoscale SST forcing in the simulations results in approximately a 40% increase in landfalling ARs and up to a 30% increase in heavy precipitation in mountainous regions and this remote impact occurs on two-week time scales. The asymmetrical response of the atmosphere to warm vs. cold mesoscale SSTs over the eddy-rich Kuroshio Extension region is proposed as a forcing mechanism that results in a net increase of moisture flux above the planetary boundary layer, prompting AR genesis via enhancing moisture transport into extratropical cyclones in the presence of mesoscale SST forcing.

Abstract:Riverine flooding associated with landfalling tropical cyclones (TCs) in the western North Pacific basin is responsible for some of the most severe socioeconomic losses in East Asian countries. However, little is known about the spatial and temporal patterns of TC flooding and its climate controls, which constrain the predictive understandings of flood risk in this highly populated region. We provide a climatological characterization of TC flooding over China based on an exceptional network of stream gauging stations across the entire country. The most extreme floods in central and northeastern China are associated with TCs despite infrequent TC visits in these regions. Temporal variations in TC flooding demonstrate a mixture of controls tied to surface temperature anomalies in the northern hemisphere. The established links between TC flooding and climate controls present a potentially predictive tool of TC flood risk over China and other East Asian countries under future climate conditions.
