Abstract:Urban areas such as megacities (those with populations greater than 10 million) are hotspots of global water use and thus face intense water management challenges. Urban areas are influenced by local interactions between human and natural systems and interact with distant systems through flows of water, food, energy, people, information, and capital. However, analyses of water sustainability and the management of water flows in urban areas are often fragmented. There is a strong need to apply integrated frameworks to systematically analyze urban water dynamics and factors that influence these dynamics. We apply the framework of telecoupling (socioeconomic and environmental interactions over distances) to analyze urban water issues, using Beijing as a demonstration megacity. Beijing exemplifies the global water sustainability challenge for urban settings. Like many other cities, Beijing has experienced drastic reductions in quantity and quality of both surface water and groundwater over the past several decades; it relies on the import of real and virtual water from sending systems to meet its demand for clean water, and releases polluted water to other systems (spillover systems). The integrative framework we present demonstrates the importance of considering socioeconomic and environmental interactions across telecoupled human and natural systems, which include not only Beijing (the water-receiving system) but also water-sending systems and spillover systems. This framework helps integrate important components of local and distant human-nature interactions and incorporates a wide range of local couplings and telecouplings that affect water dynamics, which in turn generate significant socioeconomic and environmental consequences, including feedback effects. The application of the framework to Beijing reveals many research gaps and management needs. We also provide a foundation to apply the telecoupling framework to better understand and manage water sustainability in other cities around the world.

Abstract:China has emerged as a global economic powerhouse after four decades of unprecedented growth. Such growth has generated many environmental challenges with enormous ecological, socioeconomic, and health consequences in China and beyond. Although the overall quality of air and water is starting to improve, both are still below national and international standards. Water shortages are widespread. Biodiversity continues to decline. China is the world's top CO2emitter, although per capita emissions are much lower than those of developed counties. On the positive side, large national conservation programs have been implemented, including the Natural Forest Conservation Program, the Grain-to-Green Program, Ecosystem Functional Conservation Areas, and Ecological Protection Redlines. More than 2,750 nature reserves have been established and a new national park system is being constructed. Some endangered and threatened species, such as the giant panda, are showing signs of recovery, and forest cover and some ecosystem services have increased. These mixed environmental outcomes result from human-nature interactions within China as well as between China and adjacent and distant countries. These include increasing rapid economic growth, resource consumption, land use change, trade and investment, and conservation and development policies. We suggest systems approaches such as nexus approaches and flow-centered governance to help China achieve ecological civilization and become an environmental leader on a metacoupled planet.

Abstract:Recent years have witnessed a trend of rapid urban growth, accompanied by a significant impact on the environment, in many parts of the world. For example, in China, an extraordinary urbanization process has exerted enormous pressures on water resources and the urban environment as well as ecological systems. Protecting the water environment is now one of the most important and pressing issues that demand great attention. Urban watershed management is therefore critically important to the sustainable use of water resources and the protection of valuable eco-systems. The objective of the International Conference on Urban Watershed Management (ICUWM), inaugurated in 1997 at the University of Virginia, is to provide a forum for international professionals to share research and experiences in watershed management practices. The 8th ICUWM was organized and hosted by the School of Environment at Tsinghua University in Beijing, China during September 6–8, 2011 as part of the university’s Centennial celebration activities. Co-organizers and sponsors included the Urban Water Resources Research Council (UWRRC) of the American Society of Civil Engineers (ASCE) Environmental and Water Resources Institute (EWRI), the Urban Watershed Management Branch (UWMB) of the US Environmental Protection Agency (USEPA), the University of Virginia, and the H2-O China. In addition, the Asian Development Bank (ADB) sponsored a parallel “Workshop on Water-Food-Energy Security”, which is a subject of critical importance that intertwined with subjects of the ICUWM. Specific topics for the 8 ICUWM ranged from urban water environment management, such as water sustainable urbanization, lake/river restoration; water environment research, such as planning/design/monitoring of best management practices (BMPs), low impact development (LID), to regulatory and institutional aspects of urban water management. A total of seven keynote speeches and sixty-eight papers from many parts of the world were presented at the Conference. In order to make the significant presentations available to a broader readership; a number of papers were selected and, after the normal peer-review process, published in this issue of Frontiers of Environmental Science & Engineering (FESE). The FESE Editorial Office’s assistance is much appreciated.

Abstract:The rapid economic and industrial growth of China, exemplified by a 10-fold increase in its gross domestic product in the past 15 years, has lifted millions of its citizens out of poverty but has simultaneously led to severe environmental problems. The World Health Organization estimates that approximately 2.4 million deaths in China per year could be attributed to degraded environmental quality. Much of China's soil, air, and water are polluted by xenobiotic contaminants, such as heavy metals and organic compounds. In addition, soil quality is degraded by erosion, desertification, and nutrient runoff. Air quality is further compromised by particulates, especially in heavily populated areas. Research shows that 80% of urban rivers in China are significantly polluted, and poor water quality is a key contributor to poverty in rural China. Economic and industrial growth has also greatly expanded the demand for water sources of appropriate quality; however, pollution has markedly diminished usable water resource quantity. Desertification and diminishing water resources threaten future food security. In recent years, China's government has increased efforts to reverse these trends and to improve ecosystem health. The Web of Science database showed that the percentage of articles on China devoting to environmental sciences increased dramatically in recent years. In addition, the top 25 institutes publishing the papers in environmental sciences were all in China. This special issue includes seven articles focusing on nonpoint source pollution, environmental quality, and ecosystem health in China. The major issues, and results of these studies, are discussed in this introduction.

Abstract:Water is essential for human activities and economic development, and the water environment significantly influences ecological balance and global climate. China and Southeast Asia are the most populous areas in the world, and their water resources are deteriorating day by day. We focus on five representative cities such as, Beijing, Jakarta, Hanoi, Kathmandu and Manila to investigate water-environmental problems with the ultimate goal of providing recommendations for sustainable urban water management. The study found that (1) the water environment of all cities has been polluted to varying levels, while the pollution has improved in Beijing and Jakarta, and the situation in other regions is severe. (2) The aquatic biodiversity has reduced, and its pollution is mainly caused by organic pollutants and decreasing river flow. In addition, numerous people live in megacities without access to clean surface water or piped drinking water, which greatly increases the use of groundwater. Further, frequent floods in the world leads to serious damage to urban infrastructure and further deterioration of water environment quality. To address these problems, countries and organizations have begun to construct wastewater treatment plants and develop water-saving technology to ensure healthy and sustainable development of water environment. The results and practical recommendations of this study can provide scientific insights for future research and management strategies to address water quality challenges during ongoing policy debates and decision-making processes.

Abstract:<p>The cities across the northern dry region of China are exposed to multiple sustainability challenges. Beijing‐Hebei‐Tianjin (BTH) urban agglomeration, for example, experiences severe water shortages due to rapidly expanding urban populations, industrial use, and irrigation‐intensive agriculture. Climate change has further threatened water resources security. Overuse of water resources to meet the demand of various water sectors has far‐reaching health and environmental implications including ecosystem sustainability. Surface water and groundwater pollution present public health risks. Despite the extraordinary policies and efforts being made and implemented by the Government of China, the BTH region currently lacks coordination among stakeholders leading to poor water governance. Consultation among scientists, engineers and stakeholders on regional water security issues is crucial and must be frequent and inclusive. An international symposium was held in Shijiazhuang in early November 2019 to identify some of the key water security challenges and scope of an idealized future eco‐city in the region by developing a sustainability framework. This work drew on experiences from across China and beyond. Scientists agree that integration of science, technology, and governance within an appropriate policy framework was particularly significant for combating the issue of water insecurity, including in the region's newly developed city, Xiong'an New Area. An emerging concept, "Healthy Waterways and Ecologically Sustainable Cities" which integrates social, ecological and hydrological systems and acts as an important pathway for sustainability in the 21st century was proposed in the symposium to tackle the problems in the region. This high level biophysical and cultural concept empowers development goals and promotes human health and wellbeing. The framework on healthy waterways and ecologically sustainable cities can overcome sustainability challenges by resolving water resource management issues in BTH in a holistic way. To implement the concept, we strongly recommend the utilization of evidence‐based scientific research and institutional cooperation including national and international collaborations to achieve the Healthy Waterways and Ecologically Sustainable Cities goal in the BTH in future.</p><p>This article is categorized under: </p><ul class="plain-list"><li>Water and Life > Conservation, Management, and Awareness</li></ul>
Land Use Transition and Effects on Ecosystem Services in Water-Rich Cities under Rapid Urbanization: A Case Study of Wuhan City, China

Abstract:Ecosystems can provide ecosystems service for human society. Exploring the impact of land use transition of water-rich cities on ecosystem service can obtain a large amount of scientific data, and its findings have certain significance for building a sustainable city land use transition pattern. This study takes Wuhan, a water-rich city, as the study area, combines remote sensing image data and macro-economic data in the region from 2000 to 2020, and uses spatial analysis methods, the equivalent factor calculation method, and hot spot analysis to portray the spatial-temporal patterns of land use transition in Wuhan and its effect on ecosystem service values. The results show that: (1) farmland, water, and built-up land are the main land use types in Wuhan, and the continuous expansion of built-up land area is an important factor in the decrease of farmland, wetland, and grassland areas; (2) The change in ecosystem service values in Wuhan is influenced by the fluctuation of water area, and the overall ecosystem service values in Wuhan increased from CNY (Chinese Yuan) 56.498 billion (USD 8.47 billion) in 2000 to CNY 56.749 billion (USD 8.508 billion) in 2020, with an increase of CNY 251.3 million (USD 37.676 million) between 2000 and 2020. Among them, the ecosystem services values of water increased by CNY 1.223 billion (USD 183.358 million), and the ecosystem service values of its assumed hydrological regulation function also increased by CNY 995.7 million (USD149.28 million) during this period; (3) In the period 2000–2020, the hotspot areas for the value supply of ecosystem services were mainly distributed in Jiangxia, Hongshan, Hannan, Xinzhou, Huangpi and some areas of Caidian, which are covered with a large proportion of water, while the cold spots are mainly distributed in Jiang'an, Jianghan, Qiaokou, and Qingshan districts, which have more built-up land, and Huangpi, Caidian, Jiangxia, and Xinzhou districts, which have more farmland. Sustainable land planning solutions should take into account typical regional land use transition patterns and incorporate them into smart land planning practices. This study can provide key information for smart land planning.

Abstract:Urbanization is a potential factor in economic development, which is a main route to social development. As the scale of urbanization expands, the quality of the urban water environment may deteriorate, which can have a negative impact on sustainable urbanization. Therefore, a comprehensive understanding of the functions of the urban water environment is necessary, including its security, resources, ecology, landscape, culture, and economy. Furthermore, a deep analysis is required of the theoretical basis of the urban water environment, which is associated with geographical location, landscape ecology, and a low-carbon economy. In this paper, we expound the main principles for constructing a system for the urban water environment (including sustainable development, ecological priority, and regional differences), and suggest the content of an urban water environmental system. Such a system contains a natural water environment, an economic water environment, and a social water environment. The natural water environment is the base, an effective economic water environment is the focus, and a healthy social water environment is the essence of such a system. The construction of an urban water environment should rely on a comprehensive security system, complete scientific theory, and advanced technology.
Water Quality Changes During Rapid Urbanization in the Shenzhen River Catchment: an Integrated View of Socio-Economic and Infrastructure Development

Abstract:Surface water quality deterioration is a serious problem in many rapidly urbanizing catchments in developing countries. There is currently a lack of studies that quantify water quality variation (deterioration or otherwise) due to both socio-economic and infrastructure development in a catchment. This paper investigates the causes of water quality changes over the rapid urbanization period of 1985–2009 in the Shenzhen River catchment, China and examines the changes in relation to infrastructure development and socio-economic policies. The results indicate that the water quality deteriorated rapidly during the earlier urbanization stages before gradually improving over recent years, and that rapid increases in domestic discharge were the major causes of water quality deterioration. Although construction of additional wastewater infrastructure can significantly improve water quality, it was unable to dispose all of the wastewater in the catchment. However, it was found that socio-economic measures can significantly improve water quality by decreasing pollutant load per gross regional production (GRP) or increasing labor productivity. Our findings suggest that sustainable development during urbanization is possible, provided that: (1) the wastewater infrastructure should be constructed timely and revitalized regularly in line with urbanization, and wastewater treatment facilities should be upgraded to improve their nitrogen and phosphorus removal efficiencies; (2) administrative regulation policies, economic incentives and financial policies should be implemented to encourage industries to prevent or reduce the pollution at the source; (3) the environmental awareness and education level of local population should be increased; (4) planners from various sectors should consult each other and adapt an integrated planning approach for socio-economic and wastewater infrastructure development.
Conflict between urbanization and water environmental protection: Lessons from the Xiangjiang River Basin in China

Abstract:China, the largest developing country, has experienced rapid urbanization since its reform and opening-up. However, the increasing pollution load from urban areas has deteriorated urban river water quality, contradicting the concept of sustainable and green development promoted by the Chinese government. This situation elucidates governmental shortcomings in systematic environmental protection. Our study revealed that the current wastewater treatment plant (WWTP) discharge standards in urban areas are insufficient for attaining the desired urban river water quality and thus intensify the conflict between urbanization and water environmental protection. As urbanization continues, the urban population will grow, further exacerbating pollution and conflict. Our focus was the Xiangjiang River basin in Zunyi, a typical urbanized city in China. Using a validated one-dimensional mathematical model, we compared the water quality in the Xiangjiang River between current and upgraded WWTP discharge standards. The results showed that the water quality in the Xiangjiang River falls short of the standards, with more than 60% of the river exceeding limits. However, upgrading WWTP discharge standards significantly reduces the proportion of river sections exceeding limits, with only 0.4% exceeding standards during specific periods. This enhancement greatly improved the Xiangjiang River's water quality, aided in restoring the entire water environment in the basin, and supported water environmental protection goals. Our research findings offer crucial support for local governments in shaping comprehensive water environmental protection policies and insights for addressing similar environmental challenges caused by rapid urbanization in other developing regions.

Abstract:In this paper,in-depth analysis into the vital demand of China and the international research advances in the field of municipal wastewater reclamation and reuse is provided;the fundamental features of related researches(i.e.,mechanism elucidation at microscopic level,process security,technological integration,extension to ecological system) are revealed;the critical scientific problems to be addressed(i.e.contaminant elimination/transformation,chemical-to-energy conversion,water reuse-associated ecological risks control)are summarized;Lastly,four future directions to promote the sustainable development of urban water system in China are proposed,namely:(1) mechanisms of mass and energy conversion during wastewater reclamation and reuse;(2) principles for ecological storage and multi-scale recycling of reclaimed water;(3)methodologies for water security assessment and ecological risks control in urban water system;(4) theories for developing reclaimed water +-based sustainable urban water system.

Abstract:With the rapid socio-economic development, urban cities are confronted with issues of accelerating water scarcity, water contamination and water environment degradation. Optimizing water cycle in urban water systems becomes crucial towards the solving of the above-mentioned problems and the achievement of the sustainability goal. This study introduces a novel Water Eco-Nexus Cycle System (WaterEcoNet) that highlights the significance of reclaimed water (RW) in urban water cycle so as to enhance water ecosystem functions and public acceptance, reduce distribution costs, and strengthen regional water supplies. Through the WaterEcoNet model, the interlinks and interactions of multiple components of urban water systems can be well coordinated and embodied. Importantly, to ensure safe and long-term operation of WaterEcoNet, it is vital to apply both technical and management strategies for water allocation and fit-for-purpose use, water quality evaluation, monitoring, control, improvement and safety ensurance, etc. A case study in a county of China is further presented which illustrates the benefits of WaterEcoNet in enhancing regional water management. This study is of great theoretical significance and applicable value in promoting the effectiveness and sustainability of urban water systems.

Abstract:Substantial progress has been made providing wastewater service in urban areas in China over the past decades, resulting in essentially complete coverage for wastewater collection and treatment. In spite of rapid progress installing wastewater collection and treatment systems, China continues to be faced with the two principal components of the water crisis, namely, water pollution and water scarcity. In response, governmental policies are leading to investments supporting the rapid development of new technologies and approaches to integrated water/wastewater management. Investments in membrane technology development and manufacturers have led to widespread application of membrane technology and, contrasting with international practice, to the development of a significant indigenous manufacturing and delivery capacity. At the same time, lack of attention to collection systems has resulted in their poor condition leading to wastewater characteristics adversely impacting process performance and resource recovery opportunities. Recent policy actions are leading to correction of this situation. Biosolids management has lagged behind the develop of wastewater treatment capacity and is also adversely impacted by excessive loadings of inorganic materials due to the poor condition of some collection systems. Experience gained through significant investments in biosolids upgrades over the past 10 years has led to the development of four principal biosolids management strategies that are now being implemented. Building on the progress made addressing wastewater treatment needs in urban areas, attention is turning to rural areas where nearly 500 million people live. Two emerging water management paradigms, namely, integrated water management and resource recovery, are being implemented in China through The Concept Wastewater Treatment program and Sponge Cites. Wastewater management in China is progressing from the implementation of basic treatment, to the adoption and development of new technologies, and to the implementation of integrated solutions intended to achieve a broader range of outcomes including improved water quality, resource recovery, and increased livability. The results already being achieved, and to be anticipated in the future, will be of broad interest because of the magnitude of Chinese wastewater treatment, which allows a broad range of options to be evaluated.

Abstract:IntroductionIn the developing countries, the pace of change—in vital technologies, in scientific research, in economic fundamentals, in the living environment, and in pursuing quality of life—is accelerating every day, propelled by continuous changes in technology innovation, human activities, and the rapidly evolving demands of the COVID-19 pandemic. This special issue (SI) of Environmental Science and Pollution Research (ESPR) collected 17 peer-reviewed articles relating to green buildings research, the impact of climate change on the extreme weather events, forward osmosis membranes for water reuse, the impacts of human activities to fragile water environments and economy, air pollution control and carbon emission reduction, risk assessment of pollution hazard and water resources, adsorption reaction of antibiotic pollution in subsurface, synthesized novel adsorptive materials in response to nitrogen and phosphorus, dye, and toluene pollution. All selected papers were relevance to the theme of this SI and formally presented at the 2020 5th International Conference on Advances in Energy and Environment Research (ICAEER 2020) on September 18th–20th, 2020, Shanghai, China. For the safety of the participants, ICAEER 2020 was held via online presentation because of the coronavirus pandemic sweeping across all over the world. Abstract:This paper summarizes and presents an overview of the current state of water pollution, as well as recent progress and the potential future development of water pollution control technology, in China. Although China has made significant strides in water environmental protection over the past decades, analysis reveals that water pollution in the nation is still not sufficiently controlled, with a number of surface waters currently suffering varying degrees of pollution. High nitrogen and phosphorous concentrations in many great lakes have caused eutrophication problems, and the frequency of blue algal bloom has increased. Likewise, river pollution has not been effectively controlled. Nitrogen, phosphorous, organic compounds, and heavy metals are ubiquitous in China's rivers, with up to 80% of urban rivers contaminated to varying degrees—a situation that continues to deteriorate. Next, eutrophication has occurred in many large reservoirs, with numerous toxic substances negatively affecting water quality. Finally, over-exploitation has caused groundwater quality to deteriorate, and pollution from heavy metals, nitrates, fluorine, and random organic matter has become a primary water quality issue. To resolve these complex environmental problems, water pollution controls and quality improvement technologies have been rapidly developed in China in recent years. Ecological restoration, biological disposal, advanced chemical oxidation, high-efficiency adsorption, and flocculation technologies have been especially prominent in these efforts. Not only have these developments introduced practical innovation to the core technologies, they have also prioritized their systematic integration and application. In order to prevent and control the pollution of lakes and rivers, improve general water quality, and ensure the safety of drinking water supplies, China must perform systematic research on management, pollution control and treatment, ecological restoration, and related water treatment and purification technologies over the next 5 to 15 years through a series of major technology initiatives. These programs will supply the scientific foundation and technological support for achieving the optimum improvement of China's water quality.

Abstract:Water pollution is a major environmental problem worldwide, especially in developing countries. China's environmental protection strategies have been pushed to the highest priority in history, driving remarkable achievements in water pollution control, but were also coupled with new challenges. In this study, we analyzed diverse long-term data (i.e. water quality, WWTPs, pollutant discharge etc.) to systematically understand the process of water pollution control in China in the last twenty years. The results highlighted that the collection and treatment capacity of wastewater in China approached the developed country level, with the treatment rates exceeding 90% both in urban and country areas. The environmental quality of surface water was continuously improved, but water pollution problems remained in the river basins of eastern China, with remarkable economic progress. Rapid economic growth rather than population growth was the limiting factor for water pollution control in China. Therefore, more efforts should be made to further improve wastewater collection and treatment capacity and address the gap between effluent discharge limits for wastewater treatment plants and environmental quality standards for surface water. China's progress toward water pollution control provided important insights for other developing countries.

Abstract:In the current phase of the global economic incorporation,the speed of the industrialization and urbanization is growing,and the metropolis and residentialization corridor is expanding increasing,especially in the developing countries and Asian area.But during the urbanization,the protection of the environment,especially protecting and making good use of water resoucers,is ignored because lack of the scientific outlook on development,merely aiming at economic benefit and the increasing speed of GDP per capita.This paper discusses the characters and processes of the urbanization,the utilization and management of the water resources and how to protect the water resources in the lower Changjiang River valley through investigating some important cities deeply,especially the problems of water body pollution,protection and urbanization process in the area of Suzhou-Wuxi-Changzhou and the Changjiang River mouth are deeply investigated and analysized.At last some new methods about how to utilize and protect the water resources during the urbanization in the developed area are put forward in order to be used in the construction of the harmonious society.The methods and models of the harmonious development about the urban industrial structure adjustments and new industrialization road in the downstream area of Changjiang River are proposed particularly,which will benefit for sustainable development in this area.

Abstract:The ever increasing water demands arising from population and economic growth during China's industrial transition exerts significant stress on the country's limited freshwater resources. Meanwhile, widespread water pollution that occurred during the course of industrialization exacerbates the water shortages. This work presents an overview on the water shortages and water pollution in China, and analyzes the root causes of water pollution—increased pollutant discharges from industrial, municipal and agricultural sources, excessive water abstraction from the environment, and poor water resources management and enforcement of pollution control regulations. The three key drivers of long-term water quality improvement, namely, economic transformation, technological innovation, and institutional and policy reforms, are then discussed in details. The trend of China's surface water quality over the last two decades supports that China is approaching the critical point in its industrial transition where reduction of pollution and improvement of environmental quality are going to occur. Policy measures and institutional reforms are also recommended to accelerate the reversal of surface water quality in China.
Historical Eco-Environmental Quality Mapping in China with Multi-Source Data Fusion

Abstract:Since the initiation of economic reforms and opening up, China has witnessed an unprecedented rate of development across all sectors. However, the country has also experienced severe ecological damage, surpassing that of many other nations. The rapid economic growth has come at the expense of the environment, revealing a significant lack of coordination between urbanization and eco-environmental protection in China. Consequently, there is an urgent need for a comprehensive and continuous historical dataset of China’s eco-environmental quality (EEQ) based on remote sensing, allowing for the analysis of spatial and temporal changes. Such data would provide objective, scientific, and reliable support for China’s eco-environmental protection and pollution prevention policies, while addressing potential ecological risks resulting from urbanization. To achieve this, the entropy value method is employed to integrate multi-source remote sensing data and construct an evaluation system for China’s EEQ. Historical data from 2000 to 2017 is plotted to illustrate China’s EEQ over time. The findings of this study are as follows: (1) The entropy method effectively facilitates the construction of China’s eco-environmental quality assessment system. (2) From 2000 to 2017, approximately 39.7% of China’s regions witnessed a decrease in EEQ, while 60.3% exhibited improvement, indicating an overall enhancement in EEQ over the past eighteen years. (3) The Yangtze and Yellow River basins experienced improved EEQ due to China’s ecological restoration projects. (4) The future EEQ in China demonstrates a subtle positive trend across diverse contexts. This study departs from conventional approaches to EEQ evaluation by leveraging the advantages of multivariate remote sensing big data, including objectivity, timeliness, and accessibility. It provides a novel perspective for future eco-environmental quality evaluation.

Abstract:The lasting urbanization in China has moved to the ‘new-normal’ stage, in which rural-to-urban migration, inefficiency in land use, and insufficient public services are the key challenges. To prevent urban sprawl, the compact city design intensively focuses on the improvement of housing and transport services to increase urban accessibility, vitality and diversity. Clean water and sanitation is also an essential function of cities, but the impacts from China's future urbanization on unheeded water infrastructure were sparsely estimated, especially from a perspective of urban metabolism. This study examines the complex response in the water sector to Chinese urban policies taking resource efficiency into account GHG emissions. A hypothetical grid-city model was developed to connect technical parameters in urban water infrastructure systems to the socio-economic changes, such as population growth, housing blocks, and water end-use. The results show that the pipeline construction dominates material use and locks in significant GHG emissions in the water sector. The most efficient urbanization scenario can reduce 60% of GHG emissions from the water infrastructure, compared to the case of urban sprawl with residency restriction in large cities. A trade-off in scenarios was observed between the optimization for mega-cities and the optimization for the whole of China regarding the additional energy consumption for pumping in the water sector. As empirical evidence of China, this study shows the conflict between SDG 6 (Clean water and sanitation) and SDG 13 (Climate action) in the urban water sector can be largely alleviated by an efficiency-focused urban policy complying with SDG 11 (Sustainable cities and communities). A loosen migration regulation and compact urban planning in the medium- and large-sized cities are recommended, along with advanced water technologies to promote sustainable urban water management in China.
