Abstract:Green National Economic Accounting is a hot point for study recently in China and abroad.This article put forward the result of environmentally adjusted GDP accounting of 2004 in China with the approaches of pollution treatment and environmental losses.The accounting results for defferent regions and sectors are also included.The accounting result shows that,the environemntal degradation cost is about 3.05% of GDP in 2004,and the Index of Environmentally Adjusted Domestioc Production is 1.8%.The paper organized as following: first,the introduction of the accounting methodology and the main contents;then the process and the results of the physical accounting of environmental pollutants and the monetary accounting of environmental pollution give the accounting results of environmentally adjusted GDP in 2004.

Abstract:The concept of natural capital goes beyond nature as a source of raw materials for production and reflects the role of the environment and ecosystems in maintaining human well-being. National accounts do not consider the costs of depletion or degradation of natural resources and the entire economic contribution of nature, which is essential for ensuring sustainable development, so it became necessary to develop special accounting systems for natural capital. The author uncovers evolution of the formation and features of «public» and «private» approaches to the accounting of natural capital in the system of corresponding accounts. The key scheme of both approaches is the way from individual spatial economic, social and environmental data to complex information through the structure of accounts that record the quantity and quality of ecosystem assets and ecosystem services provided by them in physical and monetary terms during the reported periods. The article presents cases for assessing the natural capital at timber industry enterprises and the experience of the UK in measuring the value of various ecosystem services as a leading country. The analysis revealed the problems and trends in the development of the environmental and economic accounting system. A scheme of accounting the forest capital in the regional conditions of information supply is offered.

Abstract:The United States and European Union (EU) face common challenges in managing natural capital and balancing conservation and resource use with consumption of other forms of capital. This paper synthesizes findings from 11 individual application papers from a special issue of Ecosystem Services on natural capital accounting (NCA) and their application to the public and private sectors in the EU and U.S. NCA is inherently a data-integration centered exercise, aiming to draw new insights by realigning environmental and economic data into a consistent framework. Drawing primarily on papers from the special issue and other key NCA literature, we identify lessons learned and gaps remaining for NCA’s development and application to decision making. In doing so, we identify eight key similarities and three major differences in NCA development, status, and application between the U.S. and EU. NCA can be highly policy relevant: special issue papers address critical issues including agriculture, water, conservation/land-use planning, climate, and corporate decision making. In both the U.S. and EU, further application is needed to drive demand for the accounts’ production. Based on these experiences, the U.S. and EU can be important leaders in cross-sector, international collaboration toward next-generation environmental economic accounts that advance global NCA practice.

Abstract:Demand for ecological restoration of Earth's degraded ecosystems has increased significantly since the adoption of The Kunming-Montreal Global Biodiversity Framework in December 2022, with target 2 aiming to ensure that at least 30% of degraded ecosystems are under effective restoration by 2030. More recently, in December 2023, the Australian Parliament introduced the Nature Repair Act, which establishes a framework for the world's first legislated, national, voluntary biodiversity market. How can the effectiveness of these ambitious targets be measured? Natural Capital Accounting (NCA) provides a framework to measure changes in ecosystem condition that is applicable across ecosystems and potentially catalogue effects of restoration interventions to drive investment, improvement to practice, and ultimately, to better protect the Earth's ecosystems. However, the framework has not been tested in this context. In this progressive approach, we populated the leading global NCA framework with ecological data to quantify changes in ecosystem condition after restoration. In principle, NCA is fit for purpose, however, methodological refinements and ecological expertise are needed to unlock its full potential. These tweaks will facilitate adoption and standardisation of reporting as efforts ramp up to meet ambitious global restoration targets.

Abstract:The central challenge of the 21st century is to develop economic, social, and governance systems capable of ending poverty and achieving sustainable levels of population and consumption while securing the life-support systems underpinning current and future human well-being. Essential to meeting this challenge is the incorporation of natural capital and the ecosystem services it provides into decision-making. We explore progress and crucial gaps at this frontier, reflecting upon the 10 y since the Millennium Ecosystem Assessment. We focus on three key dimensions of progress and ongoing challenges: raising awareness of the interdependence of ecosystems and human well-being, advancing the fundamental interdisciplinary science of ecosystem services, and implementing this science in decisions to restore natural capital and use it sustainably. Awareness of human dependence on nature is at an all-time high, the science of ecosystem services is rapidly advancing, and talk of natural capital is now common from governments to corporate boardrooms. However, successful implementation is still in early stages. We explore why ecosystem service information has yet to fundamentally change decision-making and suggest a path forward that emphasizes: (i) developing solid evidence linking decisions to impacts on natural capital and ecosystem services, and then to human well-being; (ii) working closely with leaders in government, business, and civil society to develop the knowledge, tools, and practices necessary to integrate natural capital and ecosystem services into everyday decision-making; and (iii) reforming institutions to change policy and practices to better align private short-term goals with societal long-term goals.

Abstract:Safeguarding biodiversity and human well-being depends on sustaining ecosystems. Two global standards for quantifying ecosystem change, the International Union for Conservation of Nature Red List of Ecosystems (RLE) and the United Nations System of Environmental-Economic Accounting Ecosystem Accounting (EA), underpin headline indicators for the Kunming–Montreal Global Biodiversity Framework. We analyse similarities and differences between the standards to understand their complementary roles in environmental policy and decision-making. The standards share key concepts, definitions of ecosystems and spatial data needs, meaning that similar data can be used in both. Their complementarities stem from their differing purposes and thus how data are analysed and interpreted. Although both record changes in ecosystem extent and condition, the RLE analyses the magnitude of change in terms of risk of ecosystem collapse and biodiversity loss, whereas EA links ecosystem change with the ecosystem's contributions to people and the economy. We recommend that the RLE and EA should not be treated as unrelated nor undertaken in isolation. Developing them in concert can exploit their complementarities while ensuring consistency in foundational data, in particular ecosystem classifications, maps and condition variables. Finding pathways for co-investment in foundational data, and for knowledge-sharing between people and organizations who undertake RLE assessments and accounting, will improve both processes and outcomes for biodiversity, ecosystems and people.

Abstract:Nature loss threatens businesses, the global economy and financial stability. Understanding and addressing these risks for business will require credible measurement approaches and data. This paper explores how natural capital accounting (NCA) can support business data and information needs related to nature, including disclosures aligned with the Taskforce on Nature-related Financial Disclosures recommendations. As businesses seek to measure, manage and disclose their nature-related risks and opportunities, they will need well-organized, consistent and high-quality information regarding their dependencies and impacts on nature, which few businesses currently collect or track in-house. NCA may be useful for these purposes but has not been widely used or applied by businesses. National NCA guided by the U.N. System of Environmental-Economic Accounting may provide: (i) a useful framework for businesses in conceptualizing, organizing and managing nature-related data and statistics; and (ii) data and information that can directly support business disclosures, corporate NCA and other business applications. This paper explores these opportunities as well as synergies between national and corporate natural capital accounts. In addition, the paper discusses key barriers to advancing the wider use and benefits of NCA for business, including: awareness of NCA, data access, business capabilities related to NCA, spatial and temporal scales of data, audit and assurance considerations, potential risks, and costs and incentives. Recognising natural capital on the balance sheet: options for water utilities

Abstract:Purpose: The aim of this study was to explore the feasibility of natural capital accounting for the purpose of strengthening sustainability claims by reporting entities. The study linked riparian land improvement to ecosystem services and tested options for incorporating natural capital into financial accounting practices, specifically on the balance sheet. Methodology: To test the approach, the study used a public asset manager (a water utility) with accountabilities to protect the environment including maintaining and enhancing riparian land assets. Research activities included stakeholder engagement, physical asset measurement, monetary valuation and financial recognition of natural capital income and assets. Natural capital income was estimated by modelling and valuing ecosystem services relating to stormwater filtration and carbon storage. Findings: This research described how a water utility could disclose changes in the natural capital assets they manage either through voluntary disclosures, in notes to the financial statements or as balance sheet items. We found that current accounting standards allowed the recognition of some types of environmental income and assets where ecosystem services were associated with cost savings. The proof-of-concept employed to estimate environmental income through ecosystem service modelling proved useful to strengthen sustainability claims or report financial returns on natural capital investment. Originality/value: This study applied financial accounting processes and principles to a realistic public asset management scenario with direct participation by the asset manager working together with academic researchers and a sub-national government environment management agency. Importantly it established that natural assets could be included in financial statements, proposing a new approach to measuring and reporting on natural capital.

Abstract:Soils underpin our existence through food production and represent the largest terrestrial carbon store. Understanding soil state-and-change in response to climate and land use change is a major challenge. Our aim is to bridge the science-policy interface by developing a natural capital accounting structure for soil, for example, attempting a mass balance between soil erosion and production, which indicates that barren land, and woody crop areas are most vulnerable to potential soil loss. We test out our approach using earth observation, modelling and ground based sample data from the European Union’s Land Use/Cover Area frame statistical Survey (LUCAS) soil monitoring program. Using land cover change data for 2000–2012 we are able to identify land covers susceptible to change, and the soil resources most at risk. Tree covered soils are associated with the highest carbon stocks, and are on the increase, while areas of arable crops are declining, but artificial surfaces are increasing. The framework developed offers a substantial step forward, demonstrating the development of biophysical soil accounts that can be used in wider socio-economic and policy assessment; initiating the development of an integrated soil monitoring approach called for by the United Nations Intergovernmental Technical Panel on Soils.

A Review on Three-Dimensional Ecological Footprint Model for Natural Capital Accounting

Abstract:Natural capital accounting is one of the key research topics in the field of quantitative sustainability assessment.The ecological footprint,which has reached considerable popularity over the past few years,offers us an opportunity to evaluate the natural capital appropriated by humanity.This paper first introduces the research achievements of the ecological footprint applied to the natural capital measurement.Afterwards a three-dimensional ecological footprint model,the latest development in relevant fields,is introduced in terms of its concept,calculation method and main characteristics.In response to the existing shortcomings and deficiencies we identify,the paper makes a great contribution to the model modification and extension in the following two aspects.One attempt is to modify the calculation methods of three key indicators-regional footprint depth,regional footprint size and regional ecological footprint,so as to avoid underestimating the depletion rate of natural capital stocks,and to avoid the possibility that the ecological deficit and ecological surplus are partly offset by each other because they are in different natures from a perspective of natural capital.The differences exist in results before and after the modification of the three-dimensional ecological footprint model,where a fundamental change is that the classification and measure of the capital stocks and capital flows are extended to the specific land types within a given region.The other attempt is to build three indicators,namely Per Capita Historical Cumulative Footprint Size,Gini Coefficient of Footprint Size,and Theoretical Footprint Size.They are designed for representing the historically cumulative appropriation of natural capital,the inter-regional inequalities in natural capital appropriation,and the impact of decline in natural capital stocks on natural capital flows,respectively.Finally,this paper discusses the limitations of the three emerging indicators,and proposes some priorities for further improvement on measuring the use of natural capital stocks.

Abstract:It is essential to assess the value of nature, as it provides various benefits for human economic development and well-being. It has been 20 years since two prominent publications came out in valuing nature. New concepts and methods have emerged since then. This study aimed to (1) investigate the relationship between the new proposed concept (ecological capital) and the existing two concepts: natural capital and ecosystem services and (2) examine the research trends of ecological capital accounting publications from 1997 to 2017. Bibliometric analysis was used to reveal the research trends. The results showed that the total number of publications has rapidly increased since 1997 and this growth trend will be maintained in the future. The most productive journal, country, institute, and author were Ecological Economics, USA, Chinese Academy of Sciences, and Dr. Verburg, respectively. Ecosystem services and land were the most frequent types of ecological capital. Non-economic evaluation approaches became less of a favorite over time and economic valuation methods were mostly applied in last five years. The integration of different methods has attracted increasing academic attention. The progress, advantages, and limitations of different methods were summarized in this study, including SEEA, ecological footprint, exergy, emergy, LCA, and economic valuation approaches, as well as newly developed modelling approaches. The last part of this study presented three challenges in this academic field – the need to (1) establish a standard framework, (2) consider the transfer/transport of ecological capital, and (3) improve capabilities for decision-making.

Abstract:This paper proposes an approach to environmental accounting useful for studying the feasibility of socio-economic systems in relation to the external constraints posed by ecological compatibility. The approach is based on a multi-scale analysis of the metabolic pattern of ecosystems and societies and it provides an integrated characterization of the resulting interaction. The text starts with a theoretical part explaining (i) the implicit epistemological revolution implied by the notion of ecosystem metabolism and the fund-flow model developed by Georgescu-Roegen applied to environmental accounting, and (ii) the potentials of this approach to create indicators to assess ecological integrity and environmental impacts. This revolution also makes it possible to carry out a multi-scale integrated assessment of ecosystem and societal metabolisms at the territorial level. In the second part, two applications of this approach using an indicator of the negentropic cost show the possibility to characterize in quantitative and qualitative terms degrees of alteration (crop cultivation, tree plantations)for different biomes (tropical and boreal forests). Also, a case study for land use scenarios has been included. The proposed approach represents an integrated multi-scale tool for the analysis of nature conservation scenarios and strategies.
Embracing Natural Resource Accounting in India: Some Reflections

Abstract:National accounts based on the System of National Accounts (SNA) are limited in scope and coverage and hence inadequate for obtaining information on determinants of growth process and sustainability of development. This paper highlights some of the missing elements of SNA accounts with respect to contribution of natural resources and its implications. Sustainability analyses call for the mainstreaming of a system of natural resource accounting that integrates information on environment-economy interactions. The System of Integrated Environmental and Economic Accounting (SEEA) by the UN provides the conceptual framework for understanding such interactions. It was adopted by the UNSD as the first international statistical standard for environmental-economic accounting in 2012, and the framework along with its standardised methodology serves as a ready reckoner for countries looking to mainstream natural resource accounting. This paper presents the conceptual framework and scope of the SEEA. Widespread adoption of SEEA will support critical global initiatives such the monitoring of SDG indicators, the post-2020 biodiversity agenda and international climate policy. In this context, the paper also presents the Indian narrative on the initiatives by the government towards mainstreaming of natural resource accounting, which have been sporadic, albeit noteworthy and encouraging.

Abstract:Abstract Covering 35% of Europe’s land area, forest ecosystems play a crucial role in safeguarding biodiversity and mitigating climate change. Yet, forest degradation continues to undermine key ecosystem services that forests deliver to society. Here we provide a spatially explicit assessment of the condition of forest ecosystems in Europe following a United Nations global statistical standard on ecosystem accounting, adopted in March 2021. We measure forest condition on a scale from 0 to 1, where 0 represents a degraded ecosystem and 1 represents a reference condition based on primary or protected forests. We show that the condition across 44 forest types averaged 0.566 in 2000 and increased to 0.585 in 2018. Forest productivity and connectivity are comparable to levels observed in undisturbed or least disturbed forests. One third of the forest area was subject to declining condition, signalled by a reduction in soil organic carbon, tree cover density and species richness of threatened birds. Our findings suggest that forest ecosystems will need further restoration, improvements in management and an extended period of recovery to approach natural conditions.

Abstract:Abstract The natural capital indicator framework (NCIF) offers an entry‐level approach to natural capital reporting using existing data sources and indicators. Here, we test the NCIF for the first time in the megadiverse Pantanal biome in Brazil. We compile publicly available indicators on the cattle, soy, fishing, and nature‐based tourism industries alongside indicators on the state of the biome and its ecosystem services. We show that the NCIF is quick to implement using existing environmental and socioeconomic indicators produced by public and NGO statistics communities. However, we identify significant gaps in indicators on the condition and economic value of the biome, the human investment required to derive benefits from the biome, emissions produced by the industries that exploit the biome, and the ecosystem services that maintain the functioning of the biome, such as nutrient cycling and biodiversity. Existing initiatives in Brazil could fill natural capital reporting gaps, including Brazil's experimental natural capital accounts. The NCIF provides a structured approach to highlight gaps in natural capital reporting and guide decision‐makers to prioritize investment in filling data and reporting gaps. Systematic, transnational monitoring must fill gaps in natural capital data to inform decision‐making in the megadiverse Pantanal biome.

Abstract:Much biodiversity data is collected worldwide, but it remains challenging to assemble the scattered knowledge for assessing biodiversity status and trends. The concept of Essential Biodiversity Variables (EBVs) was introduced to structure biodiversity monitoring globally, and to harmonize and standardize biodiversity data from disparate sources to capture a minimum set of critical variables required to study, report and manage biodiversity change. Here, we assess the challenges of a 'Big Data' approach to building global EBV data products across taxa and spatiotemporal scales, focusing on species distribution and abundance. The majority of currently available data on species distributions derives from incidentally reported observations or from surveys where presence-only or presence-absence data are sampled repeatedly with standardized protocols. Most abundance data come from opportunistic population counts or from population time series using standardized protocols (e.g. repeated surveys of the same population from single or multiple sites). Enormous complexity exists in integrating these heterogeneous, multi-source data sets across space, time, taxa and different sampling methods. Integration of such data into global EBV data products requires correcting biases introduced by imperfect detection and varying sampling effort, dealing with different spatial resolution and extents, harmonizing measurement units from different data sources or sampling methods, applying statistical tools and models for spatial inter- or extrapolation, and quantifying sources of uncertainty and errors in data and models. To support the development of EBVs by the Group on Earth Observations Biodiversity Observation Network (GEO BON), we identify 11 key workflow steps that will operationalize the process of building EBV data products within and across research infrastructures worldwide. These workflow steps take multiple sequential activities into account, including identification and aggregation of various raw data sources, data quality control, taxonomic name matching and statistical modelling of integrated data. We illustrate these steps with concrete examples from existing citizen science and professional monitoring projects, including eBird, the Tropical Ecology Assessment and Monitoring network, the Living Planet Index and the Baltic Sea zooplankton monitoring. The identified workflow steps are applicable to both terrestrial and aquatic systems and a broad range of spatial, temporal and taxonomic scales. They depend on clear, findable and accessible metadata, and we provide an overview of current data and metadata standards. Several challenges remain to be solved for building global EBV data products: (i) developing tools and models for combining heterogeneous, multi-source data sets and filling data gaps in geographic, temporal and taxonomic coverage, (ii) integrating emerging methods and technologies for data collection such as citizen science, sensor networks, DNA-based techniques and satellite remote sensing, (iii) solving major technical issues related to data product structure, data storage, execution of workflows and the production process/cycle as well as approaching technical interoperability among research infrastructures, (iv) allowing semantic interoperability by developing and adopting standards and tools for capturing consistent data and metadata, and (v) ensuring legal interoperability by endorsing open data or data that are free from restrictions on use, modification and sharing. Addressing these challenges is critical for biodiversity research and for assessing progress towards conservation policy targets and sustainable development goals.

Abstract:Nation-level Ecological Footprint accounts are currently produced for more than 150 nations, with multiple calculations available for some nations. The data sets that result from these national assessments typically serve as the basis for Footprint calculations at smaller scales, including those for regions, cities, businesses, and individuals. Global Footprint Network's National Footprint Accounts, supported and used by more than 70 major organizations worldwide, contain the most widely used national accounting methodology today. The National Footprint Accounts calculations are undergoing continuous improvement as better data becomes available and new methodologies are developed. In this paper, a community of active Ecological Footprint practitioners and users propose key research priorities for improving national Ecological Footprint accounting. For each of the proposed improvements, we briefly review relevant literature, summarize the current state of debate, and suggest approaches for further development. The research agenda will serve as a reference for a large scale, international research program devoted to furthering the development of national Ecological Footprint accounting methodology.

Abstract:Abstract Accounting for ecosystems is increasingly central to natural capital accounting. What is missing from this, however, is an answer to questions about how natural capital is distributed. That is, who consumes ecosystem services and who owns or manages the underlying asset(s) that give rise to ecosystem services. In this paper, we examine the significance of the ownership of land on which ecosystem assets (or ecosystem types) is located in the context of natural capital accounting. We illustrate this in an empirical application to two ecosystem services and a range of ecosystem types and land ownership in Scotland, a context in which land reform debates are longstanding. Our results indicate the relative importance of private land in ecosystem service supply, rather than land held by the public sector. We find relative concentration of ownership for land providing comparatively high amounts of carbon sequestration. For air pollution removal, however, the role of smaller to medium sized, mostly privately owned, land holdings closer to urban settlements becomes more prominent. The contributions in this paper, we argue, represent important first steps in anticipating distributional impacts of natural capital (and related) policy in natural capital accounts as well as connecting these frameworks to broader concerns about wealth disparities across and within countries.

Abstract:<span>Investigating the principles and methods of natural resource asset accounting and balance sheet compilation is an important aspect of protecting natural resources and promoting ecological civilization. Accounting should be based on physical quantity accounting and supplemented by value quantity accounting. To avoid interest distortion caused by excessive paid use and valuation, the monopolized use of natural resources should be avoided. The contents of land resource asset accounting should include the area, quality, and price, and value quantity accounting should follow the principle of marketability. The balance sheet of natural resources should belong to the category of the national balance sheet. It is proposed that emphasis should be placed on promoting the use of modern information technology, as well as surveying and mapping techniques, to conduct comprehensive and accurate surveys of various types of natural resources. Scientific, solid, and accurate investigation and monitoring data are the foundation of natural resource asset accounting.</span>

Abstract:Land use and its change impact food security, carbon cycling, biodiversity, and, hence, the condition of ecosystems to mitigate and adapt to climate change, support economic prosperity, and human well-being. To support and guide policy actions between the economy and the environment, harmonized time series datasets, transparent methodologies, and easily interpretable statistics are needed. Therefore, monitoring of the function and condition of lands and their change, along with properly agreed methodologies and freely accessible data, are essential. The Copernicus Land Monitoring Service has produced over 20 years of Corine Land Cover datasets for 39 countries in Europe, which allows continental-wide harmonized and comparable monitoring and accounting of land cover and land use change at a high thematic resolution and in a long time series (2000–2018). With the upcoming 2024 update, the time series will reach a unique product worldwide in terms of time series length, spatial resolution, extent, and thematic detail, enabling policymakers and the scientific community to address the main anthropogenic drivers of land and ecosystem degradation. This paper describes a unified approach for producing continental-wide land accounts that aligns with internationally agreed-upon standards for measuring the environment and its relationship with the economy. Furthermore, the study provides a harmonized time series of geospatial data for deriving land accounts and provides statistics of land cover and land use status and changes for a twenty-year period. All geospatial data and statistics presented in this paper are freely accessible and downloadable to serve other studies.
