Abstract:Целью статьи является определение основных рисков и вызовов, с которыми сталкивается деятельность по обеспечению финансовой безопасности Российской Федерации на современном этапе социально-экономического и политического развития. Структура и методология. Авторы рассматривают финансовую безопасность, анализируют различные её определения в экономической литературе. Отмечают, что не существует общепринятого определения финансовой безопасности, а её анализу уделяется меньше внимания, чем исследованию экономической безопасности в целом. Тем не менее финансовая безопасность является важнейшей составляющей не только экономической безопасности государства, но и национальной безопасности. Для достижения поставленных целей исследования использованы методы теоретического обобщения и сравнения, общенаучные методы анализа и синтеза. Практические последствия. В статье анализируются современные реалии системы финансовой безопасности, исследуются риски и вызовы, с которыми предстоит иметь дело при обеспечении финансовой безопасности российского государства. Рассматриваются задачи, решение которых способно обеспечить финансовую безопасность страны. Авторы обосновывают, в чем именно должна заключаться финансовая безопасность государства. Результаты и ключевые выводы. В статье формулируются основные задачи по укреплению финансовой безопасности, определяются показатели финансовой безопасности и уточняется её базовое содержание, которое включает возможность финансовой системы государства обеспечивать стабильное и устойчивое социально-экономическое развитие. Оригинальность/значение. Обоснованы пути противодействия внешним угрозам и поддержания устойчивости национальной финансовой системы в условиях санкционного давления коллективного запада, противостояния внешним угрозам, исходящим как от стихийных процессов, разворачивающихся в глобальной экономике, так и от целенаправленных действий глобальных экономических игроков, сохранения устойчивости национальной финансовой и платежно-расчетной системы, предотвращения разногласий органов власти разного уровня по поводу неравномерного распределения финансовых ресурсов, развития выгодных партнерских отношений с целью привлечения в экономику страны необходимых для развития иностранных инвестиций. Аnnotation The purpose of the article is to identify the main risks and challenges faced by activities to ensure the financial security of the Russian Federation at the present stage of socio-economic and political development. The authors consider financial security, analyze its various definitions in the economic literature. It is noted that there is no generally accepted definition of financial security, and less attention is paid to its analysis than to the study of economic security in general. Nevertheless, financial security is an essential component not only of the economic security of the state, but also of national security. To achieve the research objectives, methods of theoretical generalization and comparison, general scientific methods of analysis and synthesis were used. The article examines the modern realities of the financial security system, examines the risks and challenges to be dealt with to ensure the financial security of the Russian state. The tasks are considered, the solution of which should ensure financial security. The authors substantiate the position of what exactly the financial security of the state should be. The article formulates the main tasks for ensuring financial security, defines the indicators of financial security and clarifies its basic content, which includes the ability of the financial system of the state to ensure stable and sustainable socio-economic development. The ways of countering external threats and maintaining the stability of the national financial system are substantiated; in the conditions of the sanctions pressure of the collective West, to resist external threats emanating from both natural processes unfolding in the global economy and from targeted actions of global economic players; to maintain the stability of the national financial and payment and settlement system; to prevent conflicts of authorities at different levels over uneven distribution of financial resources; to develop profitable partnerships in order to attract foreign investments necessary for the development of the country's economy.
