Abstract:Reemergent local outbreaks of coronavirus disease 2019 (COVID-19) have occurred in China, yet few Chinese response strategies and its evaluation have been reported. This study presents a preliminary assessment of Chinese strategy in controlling reemergent local outbreaks of COVID-19. Time course of accumulative and daily new cases and time-varying reproductive numbers (Rt) of outbreak areas were presented. The asymptomatic rate, days required to control the outbreaks, seeding time (ST), and doubling time (DT) of areas with over 96 reemergent cases were calculated. National and local year-on-year growth rates of gross domestic product (GDP) were presented. Accumulative numbers of 30, 8, 11, 430, 15, 139, 1,067, 382, 42, and 94 confirmed reemergent COVID-19 cases were diagnosed in Hulun Buir, Shanghai, Tianjin, Kashgar, Qingdao, Dalian, Urumchi, Beijing, Jilin, and Harbin, respectively. Among them, maximum rate of asymptomatic infections was 81.9%. Time required to control the local outbreaks in the areas given above varied from 29 to 51 days. After activation of outbreak responses, the late-stage DTs of Kashgar, Urumchi, Beijing, and Dalian were apparently lengthened compared to the early-stage DTs. Although the year-on-year GDP growth rate of Urumchi was slightly affected, the GDP growth rate of Dalian, Beijing, Jilin, and Harbin kept rising during the reemergence. Moreover, the year-on-year GDP growth rate of Mainland China turned positive regardless of the reemergent local outbreaks. In general, the Chinese strategy to maintain the status of no or minimal transmission was effective in balancing the control of COVID-19 reemergent local outbreak and the recovery of economy.

Abstract:Public health crises are challenging for governments and health systems, and coronavirus disease 2019 (COVID-19) has presented huge challenges to humans worldwide. In the context of COVID-19 in China, we explore China's control strategies and challenges. Our analysis examines seven strategies: digital technology pandemic prevention, zero-case policy, all-staff nucleic acid testing, all-staff vaccinations, the long-term quarantine system, and the official accountability system. Additionally, it considers three challenges: repeated pandemic waves, increased downward pressure on the economy and social exhaustion. We identify the causes of these challenges, including social and natural factors, and the controls put in place. We contend that China's control strategies slowed the spread of the global pandemic and that Chinese vaccines have promoted global vaccine equity.

Abstract:In December 2019, the COVID-19 pandemic quickly spread throughout China and beyond, posing enormous global challenges. With prompt, vigorous, and coordinated control measures, mainland China contained the spread of the epidemic within two months and halted the epidemic in three months. Aggressive containment strategy, hierarchical management, rational reallocation of resources, efficient contact tracing, and voluntary cooperation of Chinese citizens contributed to the rapid and efficient control of the epidemic, thus promoting the rapid recovery of the Chinese economy. This review summarizes China's prevention and control strategies and other public health measures, which may provide a reference for the epidemic control in other countries.

Abstract:Review of Radical Political Economics, Ahead of Print. After the outbreak of COVID-19 in early 2020, China took fast and decisive measures and successfully contained the spread of the virus. While the rest of the world saw huge human and social costs in the pandemic, the Chinese mainland for about two years was largely free from COVID. The zero-COVID model, however, met great challenges since early 2022. Despite some efforts to save the zero-COVID model, in November 2022 the Chinese government loosened its signature COVID controls during the pandemic and switched to the opposite. This article reviews the evolution of Chinese COVID policies and places the dramatic turns in the context of the changing Chinese political economy. The analysis provides a critique of some commonly held beliefs that attribute China's policy changes to general social pressure, economic challenges, or individual power struggles. The findings show that the changing material circumstances of the Chinese elites including increasing virus transmissibility, bureaucratic fatigue, and changing global conditions drove the transition from zero-COVID to a rapid relaxation.JEL Classification: P2, I1

Abstract:Abstract Background The study aimed to analyze the effectiveness of COVID-19 strategies adopted by China, Japan, Singapore, and South Korea. Methods We extracted publicly available data from various official websites, summarized the strategies implemented in these four countries, and assessed the effectiveness of the prevention and control measures adopted by these countries. Results As of October 28, 2020, the growth of daily new confirmed cases has stabilized in China, Singapore, and South Korea. In Japan, the daily new confirmed cases increased sharply since it lifted a state of emergency, but case-fatality maintains at a lower level. The growth of total cases is near stagnant in China and Singapore, with a case-fatality of 5.39 and 0.05% respectively. The case-fatality rate between Japan and South Korea is identical at 1.76%, however, Japan’s growth rate of cases has increased more rapidly than South Korea. Conclusion This study found that China, Japan, Singapore, and South Korea accessed the situation within their own borders and implemented different intervention strategies to curb the spread of COVID-19 and maintain lower rates of case-fatality. China, Singapore, and South Korea adopted the containment strategy, while Japan adopted the mitigation strategy. Although Japan’s case-fatality maintained at a low level, daily new cases increased faster than the other three countries. This result indicated that a mitigation strategy could be inferior to a containment strategy.

Abstract:AbstractZhejiang Province achieved one of the best records in containing the COVID‐19 pandemic in China. What lessons can the world learn from it? What roles do community‐based organizations play in this success story? Based on more than 100 interviews during and after the outbreak in Zhejiang, this article provides a road map of how community‐based organizations were involved in the three distinct stages of Zhejiang's response to COVID‐19. The authors recommend that public sector leaders (1) strategically leverage the strengths of community‐based organizations at multiple stages of the COVID‐19 response; (2) incentivize volunteers to participate in epidemic prevention and control; (3) provide data infrastructure and digital tracking platforms; and (4) build trust and long‐term capacity of community‐based organizations.

Abstract:BACKGROUND: The sustainability and generalizability of China's dynamic zero-COVID strategy on eliminating SARS-CoV-2 transmission has casted doubt globally, mainly because it has exacted high social and economic cost. This study aimed to estimate the disease burden during the first wave of Omicron in China and compared the cost-effectiveness of implementing a Real-world strategy (adjusted dynamic zero-COVID strategy) with two simulated strategies (routine and stricter dynamic zero-COVID strategy) to inform appropriate strategies for COVID-19 pandemic control.METHODS: A dynamic state-transition simulation model was developed to compare the health and cost outcomes between different dynamic zero-COVID strategies. Omicron-related healthcare costs were estimated from the societal perspective. Epidemiological parameter values were derived from data of real-world or generated by model calibration; costs and effectiveness parameter values were informed either by local data or published literature. The primary outcomes were total social cost, disability adjusted life-years (DALYs) and net monetary benefit (NMB). Deterministic sensitivity analyses (DSA) and scenario analyses were performed to assess the model robustness.RESULTS: The first wave of Omicron in Shanghai resulted in 47,646 DALYs lost and 415 billion RMB losses. At a willingness-to-pay threshold of 173,630 RMB (the GDP per capita of Shanghai in 2021) per DALY saved, the Real-world strategy was considered as the most cost-effective strategy due to its highest NMB (-407 billion). Results from DSA confirmed the robustness of our findings.CONCLUSION: Our finding supported the Real-world strategy taken by the Shanghai Municipal Government between March 1 and May 21, 2022 to control the first wave of Omicron outbreak. Moreover, our results indicated that whether the Stricter dynamic zero-COVID strategy is worth implementing at the beginning of the COVID-19 outbreak mainly depended on the infection rate of COVID-19 among primary contacts. Our analysis provides important evidence to inform policy makers to make appropriate decisions regarding COVID-19 pandemic management.

Abstract:Background: In December 2019, an outbreak of new type of coronavirus named COVID-19 occurred in Wuhan, Hubei Province, China. In a very short time, this virus spread rapidly over China, greatly threatening public health and economic development. The Chinese government acted quickly and implemented a series of strategies to prevent diffusion of this disease. We therefore sought to evaluate the effects of these Chinese strategies for controlling the spread of COVID-19.Methods: From the data of cumulative confirmed cases from provincial Health Commission websites of China, we performed the phenomenological model to estimate known data by nonlinear least squares regression and calculated the growth speed of cumulative confirmed patients. We further analyzed the time when this growth speed, the rate of the number of new cases, reached its maximum (Speedmax). Comparing different times to Speedmax of different areas in China, we calculated the dates at which the growth speed began to decline in different areas. Also, the number of plateaus were analyzed.Results: The quartic model showed the best fit. For almost all areas in mainland China, the speed of infections reached Speedmax and began to decline within 14 days; exceptions were Hebei, Heilongjiang, Hainan, Guizhou, and Hubei. The number of plateaus was significantly correlated with the emigration index. However, the distance from other areas to Hubei and the number of plateaus had little influence on when a province or area arrived at Speedmax. Once strict intervention strategies were implemented, diffusion and deterioration of COVID-19 were inhibited quickly and effectively over China.Conclusion: Our study suggests that Chinese strategies are highly effective on controlling the diffusion and deterioration of the novel coronavirus–infected pneumonia. Abstract:In the past five months, success in control the national epidemic of coronavirus disease 2019 (COVID-19) has been witnessed in China. The implementation of public health measures accounts for the success which include different interventions in the early or later stages of the outbreak. It is clear that although not all measures were universally effective worldwide, their achievements have been significant. More solidarity is needed to deal with this global pandemic with more learning and understanding. Understanding which of the public health interventions implemented in China were effective may provide ideas for international epidemic control.
Evaluation of China’s Hubei control strategy for COVID-19 epidemic: an observational study

Abstract:Abstract Background To fight against COVID-19, many policymakers are wavering on stricter public health interventions. Examining the different strategies both in and out of China’s Hubei province, which contained the epidemic in late February 2020, could yield valuable guidance for the management of future pandemics. This study assessed the response process and estimated the time-varying effects of the Hubei control strategy. Analysis of these strategies provides insights for the design and implementation of future policy interventions. Methods We retrospectively compared the spread and control of COVID-19 between China’s Hubei (excluding Wuhan) and non-Hubei areas using data that includes case reports, human mobility, and public health interventions from 1 January to 29 February 2020. Static and dynamic risk assessment models were developed to statistically investigate the effects of the Hubei control strategy on the virus case growth after adjusting importation risk and policy response timing with the non-Hubei strategy as a control. Results The analysis detected much higher but differential importation risk in Hubei. The response timing largely coincided with the importation risk in non-Hubei areas, but Hubei areas showed an opposite pattern. Rather than a specific intervention assessment, a comprehensive comparison showed that the Hubei control strategy implemented severe interventions characterized by unprecedentedly strict and ‘monitored’ self-quarantine at home, while the non-Hubei strategy included physical distancing measures to reduce contact among individuals within or between populations. In contrast with the non-Hubei control strategy, the Hubei strategy showed a much higher, non-linear and gradually diminishing protective effect with at least 3 times fewer cases. Conclusions A risk-based control strategy was crucial to the design of an effective response to the COVID-19 outbreak. Our study demonstrates that the stricter Hubei strategy achieves a stronger controlling effect compared to other strategies. These findings highlight the health benefits and policy impacts of precise and differentiated strategies informed by constant monitoring of outbreak risk.

Abstract:Coronavirus disease 2019 (COVID-19) is currently under a global pandemic trend. The efficiency of containment measures and epidemic tendency of typical countries should be assessed. In this study, the efficiency of prevention and control measures in China, Italy, Iran, South Korea, and Japan was assessed, and the COVID-19 epidemic tendency among these countries was compared. Results showed that the effective reproduction number(Re) in Wuhan, China increased almost exponentially, reaching a maximum of 3.98 before a lockdown and rapidly decreased to below 1 due to containment and mitigation strategies of the Chinese government. The Re in Italy declined at a slower pace than that in China after the implementation of prevention and control measures. The Re in Iran showed a certain decline after the establishment of a national epidemic control command, and an evident stationary phase occurred because the best window period for the prevention and control of the epidemic was missed. The epidemic in Japan and South Korea reoccurred several times with the Re fluctuating greatly. The epidemic has hardly rebounded in China due to the implementation of prevention and control strategies and the effective enforcement of policies. Other countries suffering from the epidemic could learn from the Chinese experience in containing COVID-19.

Abstract:The pneumonia caused by novel coronavirus SARS-CoV-2 infection in early December 2019, which was later named coronavirus disease 2019 (COVID-19) by the World Health Organization (WHO), rapidly spread across the world. China has made extraordinary efforts to this unprecedented pandemic, put its response and control at a very high level of infectious disease management (Category B but with measures for Category A), given top priority to the people and their lives, and balanced the pandemic control and socio-economic development. After more than three years' fighting against this disease, China downgraded the management of COVID-19 to Category B infectious disease on January 8, 2023 and the WHO declared the end of public health emergency on May 5, 2023. However, the ending of pandemic does not mean that the disease is no longer a health threat. Experiences against COVID-19 from China and the whole world should be learned to prepare well for the future public health emergencies. This article gives a systematic review of the trajectory of COVID-19 development in China, summarizes the critical policy arrangements and provides evidence for the adjustment during policy making process, so as to share experiences with international community and contribute to the global health for all humanity.

Abstract:We evaluate the effectiveness of COVID-19 control strategies of 25 countries which have endured more than four weeks of community infections. With an extended SEIR model that allows infections in both the exposed and infected states, the key epidemic parameters are estimated from each country’s data, which facilitate the evaluation and cross-country comparison. It is found quicker control measures significantly reduce the average reproduction numbers and shorten the time length to infection peaks. Abstract:Coronavirus disease 2019 (COVID-19) has become a global crisis. Sharing experiences in combating the COVID-19 pandemic and seeking international cooperation is an effective way to facilitate countries’ search for appropriate measures to prevent and control the pandemic. The new local confirmed case of COVID-19 suddenly appeared in Beijing on June 11, when there are 56 consecutive days with no new local cases but rapidly controlled in a short period. Its systematic strategy to combat the pandemic is worth sharing and learning from. Beijing’s pandemic prevention and control measures can be summarized in the “coordination, classification, and collaboration” approach. Based on this prevention and control strategy, Beijing’s anti-pandemic work coordinated the government, society, and individuals’ forces. It divided the critical works of pandemic prevention and control, coordinated the conflict between anti-pandemic work and production life, and finally achieved the smooth anti-pandemic work. Beijing’s experience in fighting the pandemic can provide one of the solutions to mitigate the global COVID-19 pandemic crisis.

On Coexistence with COVID-19: Estimations and Perspectives

Abstract:Given the harsh reality faced by the global effort to contain coronavirus disease 2019 (COVID-19) and the virtual impossibility of its worldwide eradication in the foreseeable future, global human coexistence with fast mutating severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) may have to occur, for the time being, irrespective of the wishes and aspirations of our people. Therefore, for China, the risk associated with small to medium scale outbreaks induced by imported cases and the corresponding need to continuously and promptly suppress domestic infections would persist for a certain period of time. However, such reality would not imply that we can deviate from our existing effective COVID-Zero strategy on entry-exit quarantine measures and community non-pharmaceutical interventions (NPIs) containment measures and embrace certain “open-up” strategies without reservation, resting solely on the hypothesis of the success of herd immunity induced by vaccination advocated by certain western countries. In this article, we found that even in a highly underestimated outbreak scenario under the most optimistic assumptions, once China adopts the control and prevention strategies of some typical western countries, the number of the daily new confirmed cases in China would likely rise up to hundreds of thousands of cases, and among which >10,000 cases would present with severe symptoms. Particularly, the number of standing severe cases would exceed the peak number nationwide in early 2020 within 1–2 days, which would have a devastating impact on the medical system of China and cause a great disaster within the nation.

Abstract:INTRODUCTION:In less than two months, the COVID-19 outbreak in China was controlled through the stringent strategies of screening and isolation. This article aims to use empirical data from all cases from a prefecture-level city of China to introduce and examine the feasibility and efficiency of the screening and isolation strategies and how these were essential in combatting the COVID-19 outbreak.METHODS:For this retrospective study, all confirmed COVID-19 patients were recruited from the Taizhou prefecture-level city of Zhejiang province, China.RESULTS:Of the city's total population, 24% were screened for COVID-19 and isolated at home or designated locations for two weeks. From these, a total of 146 confirmed cases of COVID-19 were analysed. Of all cases, 51% were traced from Wuhan, and 21% of patients were in close contact with confirmed cases from outside of the city. Initially, 13% of all patients reported having no clear symptoms, while 42% of patients presented with fever and/or other symptoms. Compared with local patients, new arrivals to the city had fewer days between their exposure and the development of symptoms of COVID-19 (P<0.001), and fewer days from the time they developed symptoms to the confirmation of COVID-19 (P<0.001), respectively.CONCLUSION:This study has fully confirmed that controlling the COVID-19 outbreak through screening and isolation is effective, efficient, and essential. The evidence-based framework and implementation of China's strategy to combat COVID-19 can explain how China contained the COVID-19 outbreak in a short time period. This study offers important references and implications for containing the COVID-19 pandemic in the global community.
