Abstract:Abstract In this time of the pandemic, nothing is as it used to be. This change creates space for new narratives towards resilience. The resilience perspective implies preparing for shocks as well as various futures that might evolve. Thus, more sustainable food systems cannot only be built to be pandemic proof. This preparation can be facilitated by co-designing contrasting future narratives, identifying means for developing capacity to adapt to those futures and developing tools to enhance that capacity, such as demonstrated here. The capacity of food systems to adapt and transform is enhanced by dialogue, transparency and collective learning in food value chains and networks, sovereignty over resources, and built-in diversity in response to change. In market-led global food chains, supplier-buyer diversity is important, while in public-led regions with some market protection, farm and crop diversity might matter more in response to variability in weather, price and policies. During, for example, an international conflict, or the time of a pandemic, diverse food sourcing from local producer-consumer cooperatives to community-supported and urban agriculture could secure food for citizens. Assessments of critical diversity in response to shocks and volatility can help actors to tailor effective diversity to manage resilience while avoiding the long-feared trade-off between diversity and resource-use efficiency. The interdependence of humanity deserves attention, as food systems are only as resilient as their weakest actor. A truly resilient global food system implies not only preparedness for coming shocks and changes but also a foundation that makes shocks less probable and critical.

Food system resilience thinking: from digital to integral

Abstract:The current food system is directly influenced by the increase in environmental problems and nutritional inequality globally. Financial and political collapses, health crises, excessive urbanization, and rapid industrialization are some of the principal factors threatening the food supply's security. The food system needs a profound transformation to avoid ecosystem destabilization and a global food crisis. Concerning this transformation, we are certain that the first step for a successful food system change is global resilience thinking. To reach an integrated food system, we proposed introducing the resilient concept linked with other known concepts, such as circular economy and sustainability. A resilient food system can recover over time, ensuring the supply of sustainable and quality food and access to all. This would mean redesigning the value chains in the food system, re-educating consumers to implement a healthier diet, and introducing technology such as digital innovation. Re-evaluating these relevant points, redesigning the focus of the food system, not only for economic efficiency but also including significant trade-offs, or valuing other services in the food system, are essential to reaching the desired resilience. © 2021 Society of Chemical Industry.
A Bibliometric Analysis of the Literature on Food Industry Supply Chain Resilience: Investigating Key Contributors and Global Trends

Abstract:Purpose: In light of ongoing challenges such as climate change, pandemics, and globalization, it is critical to have resilient food industry supply chains that can operate effectively in uncertain conditions. This study aims to contribute to this effort by investigating current trends and developments in the area of food industry supply chain resilience and identifying potential areas for improvement. Design/methodology/approach: We conducted a comprehensive bibliometric analysis of 122 articles published between 2008 and 2023, utilizing multiple quantitative measures such as bibliographic coupling and keyword co-occurrence network analysis. Findings: Our study identifies five distinct clusters of research on food industry supply chain resilience. We found that food systems resilience and public health is the most extensively studied aspect, indicating the importance of ensuring that our food supply chains are capable of withstanding disruptions to maintain public health. The other four clusters–seafood supply chain resilience and risk management; digital and sustainable food systems; agri-food Industry 4.0 and sustainability; and meat production and the food industry–each represent important areas for future research and development. Originality: To our knowledge, this is the first study that uses a bibliometric approach to analyze the resilience of food supply chain systems. By doing so, we provide a unique and original contribution to the existing literature on food supply chain systems, as prior bibliometric analyses have not specifically focused on the resilience aspect. Practical implications: Our findings highlight the need for continued research and development in the area of food industry supply chain resilience. By identifying the most pressing areas for improvement and future research, our study can help inform policy decisions and guide industry efforts to create more resilient food supply chains that can adapt to changing conditions.

The elements of resilience in the food system and means to enhance the stability of the food supply

Abstract:Food systems are increasingly exposed to disruptions and shocks, and they are projected to increase in the future. Most recently, the war in Ukraine and Covid-19 pandemic has increased concerns about the ability to secure the availability of food at stable prices. This article presents a food system resilience framework to promote a national foresight system to better prepare for shocks and disruptions. Our study identified four key elements of resilience: system thinking through science and communication; redundancy of activities and networks; diversity of production and partners; and buffering strategies. Three national means to enhance resilience in the Finnish food system included domestic protein crop production, renewable energy production, and job creation measures. Primary production was perceived as the cornerstone for food system resilience, and the shocks and disruptions that it confronts therefore call for a sufficient and diverse domestic production volume, supported by the available domestic renewable energy. A dialogue between different actors in the food system was highlighted to format a situational picture and enable a rapid response. Our study suggests that to a certain point, concentration and interdependence in the food system increase dialogue and cooperation. For critical resources, sufficient reserve stocks buffer disruptions over a short period in the event of unexpected production or market disruptions. Introducing and strengthening the identified resilience elements and means to the food system call for the preparation of a more holistic and coherent food system policy that acknowledges and emphasises resilience alongside efficiency. Abstract:Food waste negatively impacts the three dimensions of sustainability. Environmentally and financially, it represents a waste of natural resources and increases the cost respectively. Socially, it represents an ethical issue as about 800 million people are suffering from hunger worldwide. Therefore, the purpose of this paper is to explore if and how resilience contributes to food waste reduction in fruits and vegetables distribution in the Brazilian market. Multiple case studies were conducted in the supplier-retailer dyad of four retail chains. Results have shown that resilience plays the role of both enabler and barrier to food waste reduction. On the positive side, collaboration, communication, flexibility, innovation, knowledge management, leadership, security technologies and supply chain design contributed to food waste reduction; especially during the COVID-19 pandemic. On the negative side, financial health and redundancy increased the level of food waste. Additionally, it was observed that flexibility can reduce or increase food waste. Our findings have implications for academics and practitioners as the developed framework summarizes the role of resilience to food waste reduction. As a social impact, the implementation of food waste reduction initiatives by non-governmental organizations and retailer associations can result in increased communication, knowledge diffusion, and training about how to build resilience and improve food waste reduction practices among different agents. To the best of our knowledge, this is the first empirical study that explores the relationship among elements of resilience and food waste. Thus, it advances the current literature by operationalizing resilience to reduce food waste.

Abstract:The idea of “resilience” increasingly appears in development dialogue and discussion of food systems. While the academic concept of resilience has roots in diverse disciplines, climate change and the coronavirus disease 2019 (COVID-19) pandemic have led to a rapid intensification of interest in the concept as it applies to food systems. Both the broad conceptual roots and the swift increase in attention pose dangers of conceptual dilution, contradiction, and confusion as agronomists and other analysts of food systems incorporate the resilience concept into their work. In this publicly funded research, the authors present the results of an extensive search of literature and subsequent analysis. The overview examines conceptualizations of resilience more broadly, followed by a similar review within the food systems domain. The authors consider connections among related concepts under the broader umbrella of food security, such as vulnerability and risk, and discuss challenges and opportunities in the investigation of food system resilience. The review of concepts serves as a precursor to an investigation of measurement options in a rapidly expanding body of empirical research, as measurement should flow clearly from conceptualization. The analysis here presents various resilience measures at different levels and breaks down their components as they apply to food systems, identifying commonalities and divergences. The authors identify a glut of resilience conceptualizations and measurements but indicate avenues for consolidation and precision. The range of options means that researchers can likely find suitable existing subconcepts and measurements for their own work across many different types of shocks. The authors also discuss policy and practical applications, including connections to the United Nations’ Sustainable Development Goals and food system responses to climate change and pandemics.

Abstract:Three key transitions leading to a “safe and just” operating space, with a focus on food systems, emerged during the development of a Foresight study promoted by SCAR (Standing Committee on Agricultural Research 1 ): (a) sustainable and healthy diets for all; (b) full circularity in the use of resources; (c) diversity as a key component of stable systems. As consequence of COVID-19, food emerged again as a central element of life, along with health, after decades in which food security was taken for granted, at least in most developed countries. The COVID-19 outbreak offered the opportunity for a reflection on the importance of resilience in emergencies. Sustainable and healthy diets for all, was shown, during the pandemic, to depend much more on social and economic conditions than on technical aspects of food production and processing. Agriculture and the agro-industry have now a potential to absorb, at least temporarily, workers laid out in other sectors; the pandemic could be an opportunity to re-think and re-value labor relationships in the sector as well as local productions and supply chains. A full circularity in food systems also would benefit from stronger links established at the territorial level and increase the attention on the quality of the environment, leading to the adoption of benign practices, regenerating rather than impoverishing natural resources. Diversity is a key component of a resilient system, both in the biophysical sphere and in the social sphere: new business models, new knowledge-sharing networks, new markets. The three transitions would operate in synergy and contribute to the resilience of the whole food system and its preparation for a possible next emergency. Science can support policy making; however, science needs to be better embedded in society, to have a clear direction toward the grand challenges, to address the social, economic, behavioral spheres, to aim clearly at the common good. We need to re-think the conundrum between competition and cooperation in research, devising ways to boost the latter without sacrificing excellence. We need to improve the way knowledge is generated and shared and we need to ensure that information is accessible and unbiased by vested interests.

Abstract:Aquaculture is the fastest growing food sector and continues to expand alongside terrestrial crop and livestock production. Using portfolio theory as a conceptual framework, we explore how current interconnections between the aquaculture, crop, livestock, and fisheries sectors act as an impediment to, or an opportunity for, enhanced resilience in the global food system given increased resource scarcity and climate change. Aquaculture can potentially enhance resilience through improved resource use efficiencies and increased diversification of farmed species, locales of production, and feeding strategies. However, aquaculture’s reliance on terrestrial crops and wild fish for feeds, its dependence on freshwater and land for culture sites, and its broad array of environmental impacts diminishes its ability to add resilience. Feeds for livestock and farmed fish that are fed rely largely on the same crops, although the fraction destined for aquaculture is presently small (∼4%). As demand for high-value fed aquaculture products grows, competition for these crops will also rise, as will the demand for wild fish as feed inputs. Many of these crops and forage fish are also consumed directly by humans and provide essential nutrition for low-income households. Their rising use in aquafeeds has the potential to increase price levels and volatility, worsening food insecurity among the most vulnerable populations. Although the diversification of global food production systems that includes aquaculture offers promise for enhanced resilience, such promise will not be realized if government policies fail to provide adequate incentives for resource efficiency, equity, and environmental protection.

Abstract:Supply chain turbulence has become the new normal – and understanding supply chain resilience is essential for business-to-business firms. Dynamic capabilities theory provides the foundation for examining three literature gaps on supply chain resilience: resource reconfiguration during high impact disruptions; resilience across multiple supply chain levels; and resilience when government is involved. The food bank supply chain is examined during the turbulence of 2018–2020 from the U.S.-China trade war and the COVID-19 pandemic. Due to the trade war, the U.S. Department of Agriculture (USDA) shifted agricultural commodities intended for export to food banks, creating scale and scope supply shocks, and this was followed by food demand and supply shocks from the pandemic. In-depth interviews were conducted with supply chain members, from farmers to processing firms to food banks. Qualitative analysis provides detailed perspectives on three stages of supply chain resilience: anticipating, adapting and responding, and recovery and learning. The trade war responses built resilience during the pandemic by leveraging dynamic capabilities and frugal innovation, and by building social capital and public/private partnerships. From the specific insights for food banks emerged broader insights for business-to-business firms, in the form of twelve propositions for building supply chain resilience to high impact disruptions.

Abstract:The outbreak of COVID-19 has posed formidable challenges to the food industry, exacerbating threats to food security worldwide. In response to this crisis, this comprehensive review systematically maps the existing literature concerning sustainability and resilience within the realm of food security. A meticulous categorization of the identified papers is performed, focusing on elucidating the underlying causes of food insecurity, assessing their profound impacts on public health, delineating the requisite strategies and actions, and discerning the commonalities and distinctions between sustainability and resilience. Systematic searches across reputable databases, including PubMed, Google Scholar, Scopus, and Springer, were conducted to retrieve pertinent papers published from 2019 to 2022, specifically addressing the threats to food security in the post-pandemic landscape. From an initial pool of 105 papers, 26 met the stringent inclusion criteria for subsequent in-depth analysis and categorization, employing thematic content analysis to elucidate their thematic focus on causative factors, repercussions, mitigation strategies, and intersections between sustainability and resilience. Drawing insights from the amalgamated findings, this study proposes a holistic, systematic conceptualization for integrating sustainability and resilience principles within the food sector. This structure offers a roadmap for fortifying food security, ultimately advancing the cause of public health and well-being. It is poised to serve as a valuable resource for researchers, facilitating the exploration of sustainability and resilience in the context of food supply chains and providing policymakers with actionable insights for implementing these vital approaches.

Response of Food Production and Trade to the Global Socio-Ecological System Network

Abstract:Food production and trade play a fundamental role in the globalized food system. However, the phenomena of decreasing food production and trade interruptions are becoming increasingly common. Currently, there is a lack of simultaneous research on food production and import trade. This study compiles socio-economic environmental data from 146 countries and regions worldwide and employs mobile window and network analysis methods to illustrate how food production quantity influences the social-ecological system. The research findings indicate that in the majority of regions worldwide (102 countries), food demand is met through the local food supply, with a predominant distribution in coastal and inland areas. However, 31% of countries or regions primarily achieve food security through import trade, and many of them are island nations and peninsular countries. This discovery provides valuable insights for understanding the diversity and dependency within the global food system. Based on the impact of food production quantity on the global socio-ecological system network, this study reveals the uneven strengths of connections between nodes and inconsistent connection directions. Building upon these findings, we propose recommendations concerning agricultural policies, human-environment relationships, agricultural transformation, and climate change to help prevent and manage food insecurity risks.

Abstract:The agri-food systems around the world are faced with the challenges from unprecedented short-term shocks and long-term supply and demand shifts. The need for transformation towards more sustainable and resilient agri-food systems has thus risen to the centre of attention of agribusiness industry and policy decision makers. Technological innovations in the areas of supply chain management, environmental protection, and nutrition improvement have a potential of playing an important catalytic role in such systematic transformations. This special issue includes 11 research articles examining a range of strategic and technological solutions aimed at facilitating the resilience and sustainability of agri-food systems to shocks such as COVID-19, pest infestations, trade restrictions, shifting diets and consumer preferences, armed conflicts, and extreme weather events. The research findings and insights provide implications for a wide range of food and agribusiness stakeholders including managers and policy makers.

Abstract:Environment and Planning B: Urban Analytics and City Science, Ahead of Print. This study examined the transport network of global marine dry bulk carriers for agricultural trade during the period from 2018 to 2021. Firstly, the resilience of agricultural trade network is noteworthy throughout the COVID-19 pandemic. Agricultural trade initially plunged by 10.15% from 2019 to 2020 and bounced by a remarkable 11.45% in 2021, ultimately restoring trade volumes to the average level observed in the pre-pandemic year of 2019. However, the ports in Brazil and Argentina displayed less resilience in their agricultural trade with a continued decline in agricultural trade quantities in 2021. Additionally, the outbound trips increased in Ukraine, Canada, and Russia and decreased in Brazil and Argentina, leading to a more tightly knit agricultural network since 2020. Overall, this study provided evidence in comprehensively assessing the capacity and resilience of global food supply chains, especially in the context of constantly evolving circumstances and challenges.

Abstract:Purpose Food supply chain resilience is a critical aspect in ensuring the continuous and reliable flow of food, particularly in the face of disruptions. This study aims to address specific gaps in the existing literature by conducting a bibliometric analysis. The primary objective is to identify key areas of concern and lacunae related to disruptions and resilience within the food supply chain. The study also strives to contribute to the field by developing a comprehensive framework that evaluates the factors influencing resilience. Furthermore, the research intends to propose effective strategies for mitigating and recovering from disruptions, emphasizing the urgency of these measures in light of identified gaps in the current body of literature. Design/methodology/approach To achieve these objectives, the authors extracted the most relevant papers from Scopus and Web of Science (WoS) databases. The analysis parameters included a comprehensive review of current food supply chain practices and an exploration of trending research topics, such as sustainability, adaptability, circular economy and agility. Notably, the study recognized the pervasive impact of COVID-19 on food supply chain disruptions, with a high occurrence in the literature. Using advanced analytics tools like VOSviewer and Biblioshiny, the research delved into the role of modern technologies, including Industry 4.0, the Internet of Things (IoT), artificial intelligence (AI), machine learning (ML) and blockchain in addressing disruptions and enhancing resilience. Findings The research reveals a significant impact of the COVID-19 pandemic on food supply chain disruptions, underscoring the critical need for strategies to bolster resilience. Notably, the study identifies the pivotal role of modern technologies (Industry 4.0, IoT, AI, ML and blockchain) in mitigating disruptions and enhancing resilience in the food supply chain. The bibliometric analysis conducted through VOSviewer and Biblioshiny provides valuable insights into research trends and focal areas within the literature. Practical implications The observed importance of Industry 4.0, IoT, AI, ML and blockchain implies a practical need for integrating these technologies into food supply chain operations. Moreover, the paper discusses strategies for reducing the impact caused by disruptions, providing practical guidance for resilience planning in food supply chains. Researchers can leverage the findings to direct future efforts toward areas with identified gaps and opportunities, fostering advancements in the field and offering practical insights for real-world applications. Originality/value By amalgamating insights from bibliometric analysis and the developed framework, this study contributes to a holistic understanding of the challenges and opportunities in fortifying the resilience of the food supply chain. The identified factors and strategies offer valuable insights for researchers and practitioners seeking to address disruptions in food supply chains. The study's unique contribution lies in bridging theoretical perspectives with practical applications, enhancing the relevance of business-to-business/industrial supply chain theories.

Abstract:Purpose: During the COVID-19 global pandemic, a very significant change has occurred in the demand for basic goods, resulting from the change in the consumer needs of the population in light of a large-scale health and economic crisis. This has revealed the true importance that the agri-food supply chains (ASC) have in the design of business strategies, especially at exceptional times, when the logistics process must be robust enough to continue to ensure the supply of products. In this context, the article presents a qualitative review of the academic literature, with the aim of extracting those factors that have the greatest influence on the degree of resilience of the ASC. Design/methodology: The methodology used is the integrative review of scientific publications, with a closer focus on those specialized in the supply chain, in order to perform a critical analysis and demonstrate theory based on the existing evidence. Both the document search and the content analysis abide by rigorous, explicit criteria. Findings: The bibliographic analysis reveals that there are at least three business strategies that can be considered critical factors in the degree of resilience of the ASCs. These three strategies are: a customer-oriented business awareness; distribution models based on proximity; and cooperative practices among the factors that make up the value chains. Originality/value: In such an important historical moment as the Coronavirus pandemic, it is very appropriate to look back in order to analyze all the scientific literature that could help us to better understand the current situation. It is even more important to do so in those areas of knowledge that do not yet have a consolidated academic trajectory, such as in the case of the resilience of supply chains.

Abstract:The ongoing COVID-19 pandemic has resulted in a new era in the efficacy of the food supply chain, while the consequences of this new era on humanity, the economy, and the food sector are still under examination. For example, food security is one vital aspect of food systems which is directly affected. This review summarizes food security during epidemics and pandemics before moving on to panic buying, food shortages, and price spikes observed during the current crisis. The importance of food resilience, together with the need for addressing issues related to food loss and food waste, is underlined in the review towards food security and sustainable development. As a result, the pandemic has shown that our food systems are fragile. Since the global population and urbanization will grow in the coming decades, pandemics will likely occur more often, and climate change will intensify. Consequently, there is a need to ensure that our food systems become more sustainable and resilient. To that end, we have highlighted the need to develop contingency plans and mitigation strategies that would allow a more rapid response to extreme events (e.g., disasters from climate change) and transform the food sector by making it more resilient.

Abstract:This paper investigates food system resilience—conceptualized through the four dimensions of agency, buffering, connectivity, and diversification—from the perspective of rural–urban relations. We consider three cases that capture distinct actor and policy foci in the wider literature on urban–rural interactions. These are secondary cities and their development potential as central nodes in urban–rural food systems, the role of digital infrastructure in shaping food systems resilience, and finally, street food vendors as a particularly vulnerable yet crucial group of actors linking rural food supply with urban demand. We review existing literature within these themes, with a particular focus on the impact of the COVID-19 pandemic on the food systems in middle- and low-income countries. This allows us to examine the relationship between rural–urban connectivity and food system resilience and to identify possible trade-offs. We formulate recommendations for research and policy around the notions of new localities (i.e., considering the interconnectedness of rural and urban food systems across administrative boundaries), smart development (i.e., context-specific approaches building on local strengths), and network governance (i.e., inclusive decision making engaging with diverse stakeholders across multiple scales).

Abstract:The resilience of the food supply chain is a matter of critical importance, both for national security and broader societal well bring. COVID19 has presented a test to the current system, as well as means by which to explore whether the UK's food supply chain will be resilient to future disruptions. In the face of a growing need to ensure that food supply is more environmentally sustainable and socially just, COVOD19 also represents an opportunity to consider the ability of the system to innovative, and its capacity for change. The purpose of this case based study is to explore the response and resilience of the UK fruit and vegetable food supply chain to COVID19, and to assess this empirical evidence in the context of a resilience framework based on the adaptive cycle. To achieve this we reviewed secondary data associated with changes to retail demand, conducted interviews with 23 organisations associated with supply to this market, and conducted four video workshops with 80 organisations representing half of the UK fresh produce community. The results highlight that, despite significant disruption, the retail dominated fresh food supply chain has demonstrated a high degree of resilience. In the context of the adaptive cycle, the system has shown signs of being stuck in a rigidity trap, as yet unable to exploit more radical innovations that may also assist in addressing other drivers for change. This has highlighted the significant role that innovation and R&D communities will need to play in enabling the supply chain to imagine and implement alternative future states post COVID.

Abstract:The COVID-19 pandemic was an unexpected event with far-reaching long-term economic, political, and social consequences, entailing disruptive changes with potentially existence- and livelihood threatening consequences. Lessons in resilience from illegal economies such as the illegal wildlife trade could help society better cope with harms and risk from global environmental change . We critically review the Frictions and Flows framework and the case of the illegal wildlife trade—a globally distributed form of nature crime—in South Africa, Tanzania, and Zambia—countries with different responses to the COVID-19 pandemic. Diverse frictions and flows were, and continue to be, documented in the illegal wildlife economies of each country through and after pandemic lockdowns, demonstrating resilience, adaptability, and innovation. We point to market features and characteristics prevalent in the anthroposphere that appear to render actors and markets more resilient, shock-resistant, and flexible. Without advocating for operating outside the rule of law and with overt recognition for the destructive impacts of illicit trades on sustainable development, political stability, and global security, we identify three observations relevant to resilience and global environmental change that scientists of the total environment may be critically missing.
