Abstract:<sec> <title>BACKGROUND</title> Information disclosure is a top priority for official responses to the 2019 coronavirus pandemic (COVID-19). The information published by the authorities as a response to the crisis has been a cause of great concern to the public; however, there is limited evidence of any systematic analyses of the disclosed epidemic information. This in turn has important implications for risk communication. </sec> <sec> <title>OBJECTIVE</title> This study aimed to describe and compare the officially released content regarding the local epidemic situations and analyze the characteristics of information disclosure through local transmission for both the individual and total population levels in major cities of China. </sec> <sec> <title>METHODS</title> The 31 capital cities in mainland China were enrolled in a city-level observational study. Data were retrieved from local municipalities and health commission websites as of March 18, 2020. A checklist was employed as a rapid qualitative assessment tool to analyze the information disclosure performance of each city. Descriptive analyses and data visualizations were produced to present and compare the comparative performances of the cities. </sec> <sec> <title>RESULTS</title> In total, 29 cities (93.5%) established specific COVID-19 webpages to disclose information. Among them, 12 of the city webpages were added to their corresponding municipal websites. A majority of the cities (21 of 31, 67.7%) published their first cases of infection in a timely manner on the actual day of confirmation. Regarding the information disclosures highlighted on the websites, news updates from local media or press briefings were the most prevalent (28 of 29, 96.6%), followed by epidemic surveillance (25 of 29, 86.2%) and advice for the public (25 of 29, 86.2%). Clarifications of misinformation and frequently asked questions were largely overlooked as only 2 cities provided this valuable information. The median daily update frequency of epidemic surveillance summaries was 1.2 times per day (interquartile range 1.0 to 1.3 times), and the majority of these summaries (18 of 25, 72.0%) also provided detailed information of confirmed cases. The reporting of key indicators in the epidemic surveillance summaries, as well as critical facts included in the confirmed case reports, varied substantially between cities. In general, the best performance in terms of timely reporting and the transparency of information disclosures were observed in the municipalities directly administered by the central government compared to the other cities. </sec> <sec> <title>CONCLUSIONS</title> Timely and effective efforts to disclose information related to the COVID-19 epidemic have been made in major cities of China. Continued improvements to local authority reporting will contribute to more effective public communication and efficient public health research responses. The development of protocols and the standardization of epidemic message templates—as well as the use of uniform operating procedures to provide regular information updates—should be prioritized to ensure a coordinated national response. </sec>
Precise Transmission for COVID-19 Information: Based on China’s Experience

Abstract:Information on coronavirus disease 2019 (COVID-19) has been a significant focus for the global public since the outbreak of the disease. In response, data visualization has become the main form of media used to inform the public about the global pandemic’s progress. This paper studies the example of China, the main country affected by the virus in the early stage of the pandemic, to explain the problems regarding the differences in time, knowledge, and technology for information transmission. This paper also tries to explain the causes behind the dissemination of rumors, misjudgment of the public, and the difficulties of perception regarding pandemic information based on the three aspects of information collection, processing, and presentation. We argue that comprehensive information transmission with direct and clear visual presentation could help the public better understand the development of the pandemic, relieve social panic, and help authorities promptly adjust public health policies to absorb the social and economic impacts of the pandemic. Based on a case study, we propose that hierarchical presentation, comprehensive descriptions, and accurate visualizations of pandemic data can effectively improve information transmission, thus providing helpful references for authorities and organizations to improve the effectiveness of pandemic information transmission.

Abstract:Although there have been studies investigating the relationship between information disclosure and voluntary compliance behaviors, the terrain of such research is largely fragmented and has been rarely tested empirically in the pandemic contexts. This article reviewed the intervention and control of the pandemic from the perspective of information disclosure with reflections on the experience in China. Furthermore, the authors propose a comprehensive framework demonstrating the overall landscape of information disclosure and voluntary compliance behaviors with highlights on (a) the tensions between privacy and information transparency; (b) the trade-offs between policy rigorousness and compliance behaviors; (c) different sources of information and how they influence public behaviors differently; and most importantly, (d) how the variegated configurations and contextualization of factors result in different influencing and moderating mechanisms between information disclosure and voluntary compliance behaviors. In the end, the authors call for future research and reforms in pandemic control practice to focus on the dynamics of information disclosure, government actions, and public compliance behaviors, which has been largely neglected so far.

Abstract:To combat the COVID-19 public health crisis, civil society needs to complement government efforts. National governments have applied different mitigating strategies like the implementation of strict closures. In response to pandemic situations, normally governments tell people what to do with minimal community input. This study argues that local community organizations have an important role in practical information sharing and health literacy in a pandemic situation. Although pandemics like COVID-19 do not create physical destruction to disrupt the information stream, there is a concern that poor health literacy and information gaps can significantly contribute to the rapid spread of uncertainty, fear, and anxiety. This paper emphasizes the potential role of community workers in the dissemination of transparent and honest communication at the grassroots level. This information sharing is critical because more informed communities are more receptive to the implementation of the prescribed preventive measures. National governments need to make sure that the requisite enabling and reinforcing structures are in place to fully leverage the behaviour changing and voluntary control efforts of community organizations. Governments should develop sufficient infrastructures to provide substantial training and support resources to community workers. Volunteers who perform community-facing roles need to be provided adequate personal protective equipment. National governments and civil society need to work collaboratively for the realization of not only the short-term COVID-related policy goals but also the long-term health-related sustainable development goals.

By applying novel research frameworks, interdisciplinary collaboration promises to manage the pandemic’s consequences and prevent recurrences of similar pandemics.

Abstract:Backgrounds: This study examined the dynamic association between risk communication and the public's risk perception and action across the COVID-19 outbreak timeline in China. Methods: This study collected publicly available information on COVID-19 released on official channels (e.g., government websites and official media) by the Parehub tool. Also, the study used the Zhongyun Big Data Platform to search public datasets about released COVID-19 information on Chinese social media, such as TikTok and Weibo. An online survey was conducted via WeChat to Chinese citizens using a snowball sampling method. The questionnaire assessed changes in participants' risk perception and action against COVID-19. The data analysis examined information content and release-time trajectories against the public's risk perception and actions over time. Results: Altogether, the collected data includes 1477 pieces of authorized information and 297,000 short videos on COVID-19. Of 1362 participants recruited from 33 provinces and municipalities of China, 1311 respondents (25-60 years, 42% male) were valid for future analysis. The study indicated that 85.7% of participants mainly relied on official channels to obtain information. Alongside the outbreak's progress, there was a gradual rise in information quantity, publishing frequency, and content variation. Correspondingly, the public's risk perception that "take it seriously" rose from 13 to 80%, 87.1% of those who took "multiple actions" compared to 25.9% initially. Conclusions: Our findings indicated that insufficient information freely-accessible at the early stages of the outbreak might lead to the lack of risk awareness and the public's inadequate protective actions. Given the current global situation of COVID-19, the study highlights authorized, transparent, and timely two-way risk communication is vital to guide public perception and actions. Furthermore, our study provides risk communication recommendations and may contribute to developing full measures to address future crises.

Abstract:Abstract Information sharing is a critical element of an effective response to infectious disease outbreaks. The international system of coordination established through the World Health Organization via the International Health Regulations largely relies on governments to communicate timely and accurate information about health risk during an outbreak. This information supports WHO’s decision making process for declaring a public health emergency of international concern. It also aides the WHO to work with governments to coordinate efforts to contain cross-border outbreaks. Given the importance of information sharing by governments, it is not surprising that governments that withhold or delay sharing information about outbreaks within their borders are often condemned by the international community for non-compliance with the International Health Regulations. The barriers to rapid and transparent information sharing are numerous. While governments must be held accountable for delaying or withholding information, in many cases non-compliance may be a rational response to real and perceived risks rather than a problem of technical incapacity or a lack of political commitment. Improving adherence to the International Health Regulations will require a long-term process to build trust that incorporates recognizing and mitigating the potential and perceived risks of information sharing.

Abstract:Digital technologies have a significant role in collecting, filtering and disseminating information, allowing for social, healthcare and economic activities even in the context of highly restrictive public health measures in the current COVID-19 pandemic. As personal contact is greatly reduced, they also create a shared informational landscape, allowing for a shared threat response. This is a difficult task, since truthfulness of content that leads to actionable knowledge is impossible to consistently validate. So, not only that curation of information is rarely congruent with pressing health issues, but digital spaces may also become fertile ground for misinformation and disinformation, contributing to the devastating effects of an infodemic.Digital intermediaries are useful exactly because their representation of reality is not a true construct, but a result of purposely curated information. However, they are active, dynamic epistemological agents with their own logic and aim. In dealing with a pandemic, we should reconsider the ways how our digital informational landscapes are created and sustained. This urges us to consider ethical governance of digital data curation and dissemination, alongside forms of control of the truthfulness and reach of its content.Some of the most fundamental issues in dealing with the COVID-19 pandemic, including the newly available vaccines are reliant on digital information and data sharing among experts, and the role of informing the general public. The need to create a reproducible, valid and truthful informational landscape is paramount, while allowing for free and rational, behavioral individual choices oriented toward preserving and promoting healthy behavior. These are issues at the heart of dealing with any pandemic, as well as a well-organized health care policy.

Abstract:A central issue of public health security and the construction of an early warning system is to establish a set of responsibility-oriented incentives and restraint mechanisms. This is closely related to the accounting transparency of the institutional environment and the fear sentiment of the individual's predicament. This study analyses the relationship between accounting transparency, fear sentiment, and COVID-19 through a VAR model analysis. The results show a significant and negative relationship between accounting transparency and daily new COVID-19 patients. In particular, accounting transparency has a negative impact on the increase in the number of people infected with a two-period lag, while the three-period lag in the number of new epidemics has a negative impact on accounting information. Second, accounting transparency has a positive impact on the increase in the search volume on COVID-19 within a three-period lag. After the three-period lag, the number of new epidemics has a positive impact on accounting information. Third, an increase in fear sentiment can be driven by the fear of COVID-19. Fourth, in the public health early warning system, according to the abovementioned time characteristics, the system arranges the emotional counseling, early warning incentives, and institutional constraints to be dealt with in the first 4 days. In addition, in the early warning target-oriented system setting, the parallel system helps to improve the early warning efficiency.

Abstract:Health information sharing has become especially important during the COVID-19 (coronavirus disease 2019) pandemic because people need to learn about the disease and then act accordingly. This study examines the perceived trust of different COVID-19 information sources (health professionals, academic institutions, government agencies, news media, social media, family, and friends) and sharing of COVID-19 information in China. Specifically, it investigates how beliefs about sharing and emotions mediate the effects of perceived source trust on source-specific information sharing intentions. Results suggest that health professionals, academic institutions, and government agencies are trusted sources of information and that people share information from these sources because they think doing so will increase disease awareness and promote disease prevention. People may also choose to share COVID-19 information from news media, social media, and family as they cope with anxiety, anger, and fear. Taken together, a better understanding of the distinct psychological mechanisms underlying health information sharing from different sources can help contribute to more effective sharing of information about COVID-19 prevention and to manage negative emotion contagion during the pandemic.

Abstract:Data transparency has played a key role in this pandemic. The aim of this paper is to map COVID-19 data availability and accessibility, and to rate their transparency and credibility in selected countries, by the source of information. This is used to identify knowledge gaps, and to analyse policy implications. The availability of a number of COVID-19 metrics (incidence, mortality, number of people tested, test positive rate, number of patients hospitalised, number of patients discharged, the proportion of population who received at least one vaccine, the proportion of population fully vaccinated) was ascertained from selected countries for the full population, and for few of stratification variables (age, sex, ethnicity, socio-economic status) and subgroups (residents in nursing homes, inmates, students, healthcare and social workers, and residents in refugee camps). Nine countries were included: Bangladesh, Indonesia, Iran, Nigeria, Turkey, Panama, Greece, the UK, and the Netherlands. All countries reported periodically most of COVID-19 metrics on the total population. Data were more frequently broken down by age, sex, and region than by ethnic group or socio-economic status. Data on COVID-19 is partially available for special groups. This exercise highlighted the importance of a transparent and detailed reporting of COVID-19 related variables. The more data is publicly available the more transparency, accountability, and democratisation of the research process is enabled, allowing a sound evidence-based analysis of the consequences of health policies.

Abstract:Summary box Data transparency has become a well-established norm in biomedical research, and is especially important for broadly used public health interventions like COVID-19 vaccines. Tax payers helped fund COVID-19 vaccine trials and should have the right to access the results. There is inadequate availability of COVID-19 vaccine trial documents and data; individual participant data will not be available for months, perhaps years, for most vaccines. Widespread use of interventions without full data transparency raises concerns over the rational use of COVID-19 vaccines. Trial transparency must start early and be continuous. Trial protocols should be released once finalised, before trial results are reported, and should be accompanied with the release of trial documents and data before clinicians and the public make decisions regarding product use. Abstract:The outbreak of 2019 coronavirus disease (COVID-19) has become a public health emergency of international concern. The number of COVID-infected individuals and related deaths continues to rise rapidly. Encouraging people to adopt and sustain preventive behaviors is a central focus of public health policies that seek to mitigate the spread of COVID-19. Public health policy needs improved methods to encourage people to adhere to COVID-19-preventive behaviors. In this paper, we introduce a number of insights from behavioral economics that help explain why people may behave irrationally during the COVID-19 pandemic. In particular, present bias, status quo bias, framing effect, optimism bias, affect heuristic, and herding behavior are discussed. We hope this paper will shed light on how insights from behavioral economics can enrich public health policies and interventions in the fight against COVID-19.

Scientists, as authoritative voices, were thrust into the public eye to explain the evidence amid uncertainty, a changing virus, distrust in government and concerns about their self-interest and hidden agendas. Honest communication that provides the public with enough easy-to-understand information to make up their own minds is essential during the pandemic; the public deserves nothing less.

Abstract:Objectives COVID-19 has spread rapidly throughout the world, which has highlighted the importance of collaboration between countries to prevent further transmission of the virus. This review aims to identify the factors that influence international collaboration between policymakers for COVID-19 prevention and consider strategies to manage pandemics in the future. Study design A scoping review was conducted using the Arksey and O'Malley framework for scoping reviews. Methods A literature search was performed across PubMed, Google Scholar, Scopus and Embase databases using relevant keywords. The initial search identified 1010 articles; after selection criteria were applied, 28 studies were included in the review. Results Most of the selected articles were literature reviews and China had the greatest contribution of articles to this study. The following seven key categories influencing international collaboration were identified: political; structure; infrastructure; leadership and governance; knowledge and information sharing; community engagement; and process/action. Conclusion Leadership and governance was the most important factor identified in international collaboration between countries. Additionally, knowledge and information sharing were seen to help avoid repetition of negative situations experienced in other countries. Moreover, controlling COVID-19 on a global scale is more likely to be achieved when there are sufficient structures and resources, and when appropriate communication between countries, health systems and communities is used. This collaboration can also greatly benefit low- and middle-income countries where resources and expertise are often limited.

Abstract:The COVID-19 pandemic, with its vast impact illustrated by 770 million confirmed cases and 6.9 million deaths as of September 21, 2023, has exposed a critical challenge: the infodemic. Effective communication and health literacy are pivotal in addressing this crisis. This article emphasizes the urgency of combating health misinformation, highlighting its tangible impact on public health and social well-being. Trustworthy sources, especially government agencies and public health officials, played a central role in shaping public behavior. Clear, accurate, and consistent messaging became vital. Health literacy, a fundamental determinant of pandemic response, empowered individuals to understand and act upon health information. Approximately 36% of adults exhibited basic or below-basic health literacy skills, emphasizing its crucial role. Improving health literacy emerged as a strategic imperative, enabling informed choices and proactive health protection. The pandemic underscores the vital role of effective communication and health literacy in combating health misinformation, fostering informed decision-making, and safeguarding public health.

Protecting public’s wellbeing against COVID-19 infodemic: The role of trust in information sources and rapid dissemination and transparency of information over time

Abstract:Objectives This study examined how trust in the information about COVID-19 from social media and official media as well as how the information was disseminated affect public’s wellbeing directly and indirectly through perceived safety over time. Methods Two online surveys were conducted in China, with the first survey (Time1, N = 22,718) being at the early stage of the pandemic outbreak and the second one (Time 2, N = 2,901) two and a half years later during the zero-COVID policy lockdown period. Key measured variables include trust in official media and social media, perceived rapid dissemination and transparency of COVID-19-related information, perceived safety, and emotional responses toward the pandemic. Data analysis includes descriptive statistical analysis, independent samples t -test, Pearson correlations, and structural equation modeling. Results Trust in official media, perceived rapid dissemination and transparency of COVID-19-related information, perceived safety, as well as positive emotional response toward COVID-19 increased over time, while trust in social media and depressive response decreased over time. Trust in social media and official media played different roles in affecting public’s wellbeing over time. Trust in social media was positively associated with depressive emotions and negatively associated with positive emotion directly and indirectly through decreased perceived safety at Time 1. However, the negative effect of trust in social media on public’s wellbeing was largely decreased at Time 2. In contrast, trust in official media was linked to reduced depressive response and increased positive response directly and indirectly through perceived safety at both times. Rapid dissemination and transparency of COVID-19 information contributed to enhanced trust in official media at both times. Conclusion The findings highlight the important role of fostering public trust in official media through rapid dissemination and transparency of information in mitigating the negative impact of COVID-19 infodemic on public’s wellbeing over time.

Abstract:Data and information technology is a key component in responding to covid-19 disease and is an effective way for informing personnel, resource management, and inter-intra organizational communication. During the pandemic, technology-based tools enable organizations to facilitate the widespread information dissemination, real-time tracking, meetings and daily activities virtualization and telemedicine visits for patients, physicians, and other health care providers as a major risk group of Covid-19. In response to pandemic conditions, hospital leaders can use clinical informatics to assist in decision making, medical care virtualizing and workflows defining. Among them, the informatics team is considered as a supporter and facilitator in providing new care methods, helping to track and predicting the impact of relevant data.
Timeliness of information disclosure during the low transmission period of COVID-19: resident-level observational study in China

Abstract:Abstract Background Only when people feel they have received timely disclosure will they have sufficient incentive to implement community prevention and control measures. The timely and standardized information published by authorities as a response to the crisis can better inform the public and enable better preparations for the pandemic during the low transmission period of COVID-19; however, there is limited evidence of whether people consent that information is disclosed timely and influencing factors. Methods A cross-sectional survey was conducted in China from 4 to 26 February 2021. Convenient sampling strategy was adopted to recruit participators. Participants were asked to filled out the questions that assessed questionnaire on the residents’ attitudes to information disclosure timely. A binary logistic regression analysis was performed to identify the risk factors affecting the residents’ attitudes. Results A total of 2361 residents filled out the questionnaire. 1704 (72.17%) consented COVID-19 information has been disclosed timely. Furthermore, age (OR = 0.093, 95%CI = 0.043 ~ 0.201), gender (OR = 1.396, 95%CI = 1.085 ~ 1.797), place of residence (OR = 0.650, 95%CI = 0.525 ~ 0.804), employed status (OR = 2.757, 95%CI = 1.598 ~ 4.756), highest educational level (OR = 0.394, 95%CI = 0.176 ~ 0.880), region (OR = 0.561, 95%CI = 0.437 ~ 0.720) and impact on life by the COVID-19 (OR = 0.482, 95%CI = 0.270 ~ 0.861) were mainly factors associated with residents’ attitudes. Conclusions The aims of this study were to evaluate the residents attitudes to information disclosure timely during the low transmission period in China and to provide a scientific basis for effective information communication in future public health crises. Timely and effective efforts to disclose information need to been made during the low transmission period. Continued improvements to local authority reporting will contribute to more effective public communication and efficient public health research responses. The development of protocols and the standardization of epidemic message templates—as well as the use of uniform operating procedures to provide regular information updates—should be prioritized to ensure a coordinated national response.
