Abstract:This paper utilizes data from a split-sample discrete choice experiment to investigate the impact of including an employment attribute on stated preferences for protecting the coastal zone of Arctic Norway. The econometric analysis investigates how its inclusion affects attention to other choice experiment dimensions, and how welfare measures vary between the two subsamples and across models that control for attribute non-attendance versus models that do not. We find that the employment attribute has a relatively high attendance rate and that its inclusion does not appear to decrease attention to other attributes of interest. The impact of the added attribute on the part-worth estimates for environmental attributes is mixed. However, similar to prior research, we find that controlling for attribute non-attendance tends to yield lower welfare estimates. Lastly, our analysis indicates somewhat higher attention to the cost attribute than many previous studies.

Abstract:Stated preference discrete choice experiments (CE) are increasingly being used by researchers seeking to understand people's preferences and values in environmental economics, transportation, health, and marketing. An active CE research area relates to behaviors that break from the assumptions of full rationality assumed in standard discrete choice models. In particular, considerable attention in recent years has been on attribute non-attendance (ANA), a type of choice behavior where individuals ignore one or more attributes in CE questions. In this article, we delve into the origins and motivations for the study of ANA as an information processing strategy, delineate the variety of approaches that have developed in the growing literature to identify and account for ANA behavior, and discuss several promising directions for this literature that could enhance our understanding of decision-making in CE studies.

Abstract:Attribute non-attendance (ANA) in discrete choice experiment (DCE) exercises has attracted increasing, yet limited, scholarly attention. This paper attempts to investigate ANA in a comparative case study, with a focus on its patterns and their association with socioeconomic, behavioral and perceptual factors, as well as its impacts on willingness-to-pay (WTP) estimates. We deploy a four-level polytomous scale (always, often, seldom, and never considered) for respondents to state their various degrees of attribute attendance (SANA) in an identical DCE questionnaire about urban river restoration initiatives in two global cities with contrast socioeconomic contexts, yet similar request for restoring polluted and modified urban rivers, Guangzhou (south China) and Brussels (Belgium). The survey results reveal the existence of large proportions of partial attendance in two sampled cities. We use an extended mixed logit model, which incorporates separate parameters delineating each attribute's different attendance groups, to estimate respondents' average WTP values. We find that accounting for SANA could improve the goodness-of-fit of the model and affect the magnitude of mean WTP estimates. Respondents' attribute attendance level pertaining to various attributes is mainly associated with their perceived importance of urban rivers' ecosystem services, but may not be necessarily correlated with the strength of their preference for corresponding attributes as indicated by the mean WTP estimates. Whether this discontinuity between respondents' stated ANA levels and WTP estimates within Guangzhou sample questions the ability of DCEs to generate unbiased welfare estimation and policy guidance in developing countries calls for further studies.

Abstract:It is critical to accurately assess consumer preference for sustainable seafood because they can use their purchasing power to shape the market. Much of the research on consumer preference for ecolabeled seafood fails to account for attribute non-attendance (ANA), which may result in biased estimation of preference for sustainable seafood. We elicit Chinese consumer preference for ecolabel certification of salmon fish entrées by accounting for ANA using two approaches. Our results reveal that the stated ANA approach is a more straightforward and robust approach to deal with ANA in choice experiments. Our results also show that consumers are willing to pay the highest for ecolabel certification among all the attributes examined. With a strong preference for ecolabeled seafood, policy development directed at the sustainable food system could, in the long run, improve the sustainability of marine resources in China as well as in the world.

Abstract:This article reviews recent research on consumer decision-making in choice modelling modeling with emphasis on the issue of attribute non-attendance, from 2005 to 2021. The aim of this study is threefold. First, to present the theoretical background on the decision-making process related to the use of heuristics, with a focus on attribute non-attendance. Second, to examine the econometric techniques for dealing with this issue, and to develop a classification scheme by standardizing language and notation. Third, to provide a structured review organizing earlier research on attribute non-attendance behavior, concerning its impacts on willingness to pay measures. The comprehensive comparison of the literature shows that the applications in environmental and health economics fields are likely to present more problematic non-attendance rates, especially for the monetary attribute, than in other fields. Moreover, many of the reviewed studies show a decrease in the willingness to pay measures, and only four articles find similar values when accounting for attribute non-attendance.

Abstract:We estimate angler demand models with revealed preference (RP) and stated preference (SP) site selection marine recreational fishing data. We combine RP data from the Marine Recreational Information Program (MRIP) creel survey with SP discrete choice experiment survey data from 2003/2004. There are eight SP trip decisions and one RP trip decision for each of 1928 anglers who provided enough information to be analysed. Joint RP-SP generalized multinomial logit models are estimated. We find that the SP travel cost coefficient is much lower than the RP travel cost coefficient in absolute value, suggesting hypothetical bias in the SP data. This difference is reflected in the willingness to pay estimates, where the SP estimates for improved catch are much higher than the RP estimates. We use inferred attribute non-attendance (ANA) methods to identify respondents who may be ignoring the SP cost variable. The SP cost coefficient accounting for ANA is much higher in absolute value than the SP coefficient from the model that does not account for ANA. The ANA model indicates much more consistency between the RP and SP data. The smaller difference in the travel cost coefficients is also reflected in the willingness to pay estimates.

Abstract:There is significant policy and research interest in (a) ecosystem services as a framework for understanding the benefits humans receive from natural systems and (b) subjective well-being as a lens for understanding the effects of public policy decisions. The present study occurred at the intersection of these two fields. Choice experiment and contingent subjective well-being (SWB) models were estimated to understand the potential effects of coastal marine and forest reserves in Oregon, USA. Both models indicated heterogeneity in effects across groups defined by environmental worldview and, for marine reserves, recreation use of reserve areas and employment in the commercial fisheries sector. Methodologically, results suggested that a similar process underlays responses to both types of survey task, with similar model coefficient patterns and frequent consistency in responses. However, differences also were indicated, and differences may be more pronounced in other studies, such as those involving between-subject designs. Contingent SWB is a potentially important measurement approach, but further evaluation is needed, including with respect to the effects of task complexity and evaluation object salience.

Abstract:BackgroundGeneric measures of health-related quality of life (HRQoL) permit comparisons of competing demands for healthcare resources using outcomes that reflect the preferences of tax payers. EQ-5D instruments are the most commonly used generic, preference-based measures of HRQoL. The EQ-5D-5L enables respondents to describe their health state using five dimensions of health, each with five response levels. The standardised protocol for the valuation of EQ-5D-5L health states comprises use of the composite time trade-off valuation technique, supplemented by a discrete choice experiment (DCE).ObjectiveThis paper presents the first exploration on attribute non-attendance (ANA) to the dimensions of the EQ-5D-5L using DCE data collected following the standardised protocol.MethodThis paper uses the equality constrained latent class model and the endogenous attribute attendance model to examine ANA to the dimensions of the EQ-5D-5L.ResultsThe results suggest that respondents are less likely to consider the physical dimensions of the EQ-5D-5L (such as self-care and usual activities) when evaluating the health states. The effects of ANA on utility scores depends on the interpretation of the underlying reasons for ANA.ConclusionsWe recommend that future value sets based in whole or in part on DCE data examine the impact of and reasons for non-attendance in national valuation studies.

Abstract:We review the current literature on attribute non‐attendance in stated choice and use data from beef and chicken choice experiments using both inference and the respondents’ own statements. Inference is based on panel data analysis by mixed logit models of choice with both discrete and continuous mixtures of coefficients, and is conditional on the observed pattern of choice. Information from respondent statements on non‐attendance is directly embedded in the specification of the indirect utility function. Results show no clear winner between the inferential approaches, but the inference based on constrained latent class panel models better matches the observed data.

Abstract:Alpine pastures generate important ecosystem services, some closely related to the environment, others to historical and cultural aspects. The economic valuation of these services helps their recognition in public policies, thus encouraging their conservation and improvement. Discrete Choice Experiments are particularly useful in estimating ecosystem services as they allow the evaluation of each individual ecosystem service, allowing for policy modulation. However, preferences and willingness to pay may be influenced by some heuristics that respondents adopt when making their choices. The present study contributes to the Attribute-Non-Attendance (ANA) literature by analyzing the effect of serial ANA on WTP for the improvement of the ecosystem services of an Alpine pasture, the Entrelor pasture located in Val d’Aosta (North-West Italy). The novelty of this study is that we investigated ANA by asking a first group of respondents which attributes were ignored during choices, and a second group which attributes they considered. Our results show that considering ANA matters in DCE. In particular, framing the question positively (which attributes were attended) yields differences in marginal WTPs that are significantly and systematically higher for all the attributes. Conversely, with negative framing, differences in marginal WTP seem to be insignificant and unstable both in terms of magnitude and sign. Moreover, positively framing the ANA question can be more informative, as ANA appears more frequently. These results suggest that respondents probably do not feel judged for not having adopted the expected degree of attention with a positively framed ANA question.

Abstract:Abstract A number of choice experiment ( CE ) studies have shown that survey respondents employ heuristics such as attribute non‐attendance ( ANA ) while evaluating food products. This paper addresses a set of related methodological questions using empirical consumer data from a CE on poultry meat with sustainability labels. First, it assesses whether there are differences in terms of marginal willingness to pay estimates between the two most common ways of collecting stated ANA (serial and choice task level). Second, it validates the self‐reported ANA behaviour across both approaches. Third, it explores the concordance of stated methods with that of the inferred method. Results show that WTP estimates from serial‐level data differ from those from choice task‐level data. Also, self‐reported measures on choice task ANA are found to be more congruent with model estimates than those for serial ANA , as well as with inferred ANA .

Abstract:This study aimed to measure Chinese consumer preferences and Willingness-to-Pay (WTP) for different aquatic product safety information attributes considering stated attribute non-attendance (ANA). Taking white shrimp (Penaeus vannamei) as an example, this study designed and conducted two rounds of choice experiments to determine the preferences of 556 consumers for the safety properties of various aquatic animal products in Shandong Province, China. The first round of choice experiment included 5 selected safety attributes, whereas the second round excluded one consumer's stated ANA. Results showed that in the decision-making process, consumers merely give less importance to their stated ANA attribute instead of completely ignoring this attribute. Different safety attributes bring different premiums of Total WTP. Specifically, the premium will be brought in organic certification (14.20%–30.61%), traceability information (12.85%–36.61%), brands (8.41%–26.46%), geographical indications of aquaculture products (8.01%–28.63%) and mariculture (5.26%–16.18%). A better understanding of consumers' ANA preference in reality empowers aquatic producers and marketers to carry on better aquatic food safety information conveying practices.

Abstract:In addition to indirect support to fisheries, marine habitats also provide non-use benefits often overlooked in most bioeconomic models.We expand a dynamic bioeconomic fisheries model where presence of natural habitats reduces fishing cost via aggregation effects and provides non-use benefits. The theoretical model is illustrated with an application to cold-water corals in Norway where two fishing methods are considereddestructive bottom trawl and non-destructive coastal gear. Non-use values of cold-water corals in Norway are estimated using a discrete choice experiment. Both the theoretical model and its empirical applications demonstrate how non-use values impact optimal fishing practices. JEL Codes: Q22, Q28, Q57.

Abstract:Angler decisions are shaped by an interplay between ‘internal’ psychological processes and ‘external’ institutional factors that are equally important yet often evaluated in isolation. We therefore developed a hybrid choice model whereby a structural equation model of behavioral antecedents was integrated with a discrete choice experiment to evaluate competing preferences for fisheries management scenarios across the Great Lakes region. We observed that preferences for native fish populations, invasive species impacts, wash station availability, habitat quality, and added cost per fishing trip were rooted in nature-based (i.e., biospheric) and self-driven (i.e., egoistic) values. Feelings of moral obligation and beliefs that an individual could make a difference were correlated with values, but not with preferences. Willingness to pay for a preferred future differed by fishing mode, in that boaters were more sensitive to cost than shoreline or mixed-mode users. Preferences also varied by age, in that younger anglers were more open to change. This study showcases an interdisciplinary methodological approach that builds more complete knowledge of the interrelationships between psychological and institutional factors that underpin angler decision-making.

Abstract:In an already large, complex Japanese seafood market, demand for ecolabeled seafood can vary across consumer segments in a way that may have important implications for marketing strategies for sustainable seafood. In contrast to previous studies of consumers' willingness to pay for ecolabeled seafood, this article analyzes retailers' best pricing strategy when consumer preferences for ecolabeled seafood are heterogeneous. An auction experiment involving consumers in Tokyo is analyzed with a latent class model to estimate variation in willingness to pay, differentiated by consumer characteristics. Results show that there is heterogeneity in price premiums, implying that representative consumer estimates are misleading. Further, higher premiums are not easily associated with observable demographic factors or high willingness to pay for the unlabeled product, leading to a complex pricing problem for retailers who wish to capture maximum revenue through price pairs for unlabeled seafood and seafood bearing an ecolabel for sustainability. Abstract:In online shopping, e-consumers often choose one among many websites on which to place their orders. The choice depends on key attributes such as trust labels. Presence of such a label shows that the website has been independently certified for online security and privacy. However, consumers may not search for websites with security and privacy seals if they do not know the importance of trust certificates. This behavior of ignoring attributes is called attribute non-attendance. Consumers' attention to attributes can be increased through provision of information. We investigate the attribute non-attendance switching behavior when information on attributes is provided. Studies have modeled the impact of providing attribute information through changes in preference parameters. We show that an alternative approach is to model the impact via changes in attendance probabilities. We propose that an attribute's attendance probability post-information depends on its attendance pattern pre-information. Applied to webshop choice data, we find that the proposed model gives a better fit compared with standard approaches. Providing information on attributes led to increases in consumers' attention to the concerned attributes. Additionally, we found that consumer characteristics affect the shifts in attribute attendance behavior. We show that when assessing effects of providing information, considering the effect on attributes' attention is important. We provide evidence that availing information on key attributes can give brands a competitive advantage.

Abstract:We develop and analyze the properties of a new type of discrete choice model which jointly estimates the expected value of catch and location choice. This model implicitly monetizes location choices and can be used to predict costs and effort redistribution of creating marine protected areas or of implementing other policy changes that either increase travel costs or alter expected revenue. We illustrate our approach by considering the closing of the Steller sea lion conservation area in the United States Bering Sea to pollock fishing.

Abstract:Modern ecological research often involves the comparison of the usage of habitat types or food items to the availability of those resources to the animal. Widely used methods of determining preference from measurements of usage and availability depend critically on the array of components that the researcher, often with a degree of arbitrariness, deems available to the animal. This paper proposes a new method, based on ranks of components by usage and by availability. A virtue of the rank procedure is that it provides comparable results whether a questionable component is included or excluded from consideration. Statistical tests of significance are given for the method. The paper also offers a hierarchical ordering of selection processes. This hierarchy resolves certain inconsistencies among studies of selection and is compatible with the analytic technique offered in this paper.

Abstract:Abstract In this article, we use survey data from Nigeria on consumers' preferences for organic products to investigate the impact of ex‐ante hypothetical bias mitigation methods (Cheap Talk and Honesty Priming) on respondents' attribute non‐attendance. We employ a framework that allows us to jointly examine the response to the stated choice component and the response to the attribute processing questions, while avoiding the potential endogeneity bias and measurement error problems arising from some attribute non‐attendance methods. Our results show that the incidence of attribute non‐attendance varies across the treatments in general, with significant difference in attribute non‐attendance rates between respondents exposed to the mitigation strategies (Honesty Priming and Cheap Talk) and the baseline group. We also find that the low willingness to pay values for the honesty priming task appear to correspond with the lowest attribute non‐attendance rates reported for all the attributes (especially price) and might reflect a more realistic valuation of the attributes.

Abstract:To achieve the common goal of sustainable development of wetland ecotourism, the nature reserve managers face the challenge of balancing ecological protection and tourism demand. To make appropriate management strategies, more information is needed to understand how visitors evaluate the ecological and recreational attributes, as well as the willingness to pay and preferences. Choice experiment (CE) was employed to explore the trade-offs of visitors between ecological conservation and recreational services in Zhalong National Nature Reserve (ZNNR) in Northeast China, and the analysis of socioeconomic and attitudinal factors was added to reveal the preference heterogeneity. The results showed that biodiversity was the most highly valued attribute and increasing biodiversity or/and environmental education facilities were both valuable scenarios for wetland development. The differentiation of preferences is influenced by both socioeconomic and attitudinal factors including gender, income, age, work situation and environmentally responsible behavior. Two classes of visitors were divided through preference heterogeneity for each attribute, i.e. eco-friendly and price sensitive. These results could help to formulate reasonable policy implications and management strategies for wetland ecotourism. The proposed research framework clarifies the procedure and application of CE and provides a new perspective for trade-off problem in wetland nature reserve management.
