Abstract:To understand the phenomenon of mgration from the Western Balkans, this paper analyzes the determinants of future migration intentions. Our investigation initially revealed an unexpected relationship between respondent sentiments and their intentions to migrate. To investigate further, an eclectic model was developed incorporating the determinants favored by both the location choice and network approaches. The findings are generally consistent with a priori expectations: a respondents level of satisfaction with their household's and country's current and future situation had a significant impact on migration intentions.

Abstract:: Sociological studies pay special attention to the mechanisms of cultural change and development, as well as the main factors that determine such dynamics. Zyhdi Dervishi (2011) considers cultural diffusion as one of the most influential factors of cultural development. Referring to the sociological literature consulted for this study, it is founded that Albanian culture is described as a mosaic of diverse subcultures, which differ greatly from one another. This sub-cultural diversity is evidenced in all components of cultural system; the docks, customs, manner of speaking, clothing, lifestyle, religious and pagan rituals and ceremonials, art, music, poetry, norms, values, symbols, elements of material culture etc. There are a number of factors that have contributed significantly in shaping the features of Albanian culture and its sub-cultural diversity. One of these factors is migration. It is noticed that migratory movements affect social and cultural development; major changes occur in family relationships, lifestyle, tendency for new cultural values acquisition, etc. This is more evident in rural- urban migration, as well as in international migration phenomenon. New economic resources, new working devices, system of social relationship in host society comprise an important source in transforming people's lives. Over the past twenty years Albanian society has experienced a number of economic, social and cultural changes, caused especially by increasing flows of internal and international migrants. Significant cultural changes are evidenced in social and cultural environment of Korca city, which is characterized by the phenomenon of massive displacement of population from rural areas to the city, as well as migration phenomenon in Greece. Taking into consideration the complexity of migration phenomenon and the consequences it brings in cultural plan, we intend to highlight and examine elements of sub-cultural diversity in Korca city, caused by internal and international migration. This paper draws on a research in Korca city, located in southeast of Albania, 35 km to the Greek border, which reflects a cultural environment where are intertwined trends of the cultural change, caused by migration from rural areas within the city and emigration process to neighboring Greece. In- depth interviews and observation will be used for data collection. Combined analysis of qualitative and quantitative methods will be used for data processing. This enables making comparisons and identifying problems. This paper aims to identify and analyze the impact of migration in sub-cultural diversity and aspects of the coexistence between rural subculture, urban subculture and the one of people having migration experience to Greece.

Abstract:This paper covers internal migrations in the Republic of Srpska, in the period 2007-2015 and their impact to urban and peri-urban development of urban areas of the Republic. Migration directions show a continuity of permanent abandonment of rural areas and settlement of urban and peri-urban areas of the Republic, also including the migrations (immigration) from the Federation of Bosnia and Herzegovina. The scope of migrations has the trend of decrease as result of decrease in the rural population of the Republic of Srpska and its aging. Urban centres of the northern part of the Republic of Srpska (Banja Luka, Doboj, Bijeljina, Prijedor and Gradiška) have the largest scope of immigration, due to a number of attractive factors. In the southern part of the Republic, in the sub-Mediterranean area, the City of Trebinje is the main immigration area for the population of eastern Herzegovina, but also, more and more, for the population of the rest of the Republic of Srpska, as well for the wider regional environment. Spatial scope of research consists of eight cities in the Republic of Srpska, which defined the status of the city in the period from 1995 to 2019. Those cities are: Banjaluka, Bijeljina, Prijedor, Gradiška, Doboj, Istočno Sarajevo, Zvornik and Trebinje. The specificities in the territorial organization of the Republic of Srpska are the result of complex socio-political processes and the formation of the entity line of demarcation in post-war period (1992-1995), between the Federation of Bosnia and Herzegovina and the Republic of Srpska. Given the physiognomy of space and developmental processes, the Republic of Srpska has complex settlement function. In four urban areas, Istočno Sarajevo, Doboj, Zvornik and Trebinje, the settlements are divided by the entity line, which caused the migrations. In 2014, population migration was also affected by administrative separation of the municipality of Stanari from the Doboj city area. Due to the above mentioned, compared to other cities of the Republic, Doboj has the highest negative values of the migration balance in the observed period (2007-2016). Statistical data from the Federal Bureau of Statistics of BiH and the Republic Institute of the Republic of Srpska were used in research related to migrations, as well as other relevant statistical material produced in the period from 1991 to 2016. The key demographic indicators, internal migrations, immigration and emigration and migration balance were taken into consideration. In order to compare the research areas, data were prepared on the basis of demographic indicators. Conclusions on spatial integration of migration, as well as its direction, have been drawn based on internal migration, spatial distribution of population and change in number of inhabitants in urban and suburban settlements.

Abstract:The contemporary Balkans are still an area of unfinished peace. Its pacification and development depend on a faster process of regionalization and globalization, but also on changing the transition strategy and opening up to the elites of knowledge as actors in the economic, social, and cultural development of the countries of this region. Current flows in the European integration process are predominantly dictated by geostrategic interests but not by development goals. The paper discusses the actors of cross-border cooperation in the Balkans, with special reference to the role of the knowledge elite and the new diaspora in regional development and the affirmation of the culture of peace in this fragile geopolitical space. The focus is on the problematization of the thesis on the role of the new intellectual diaspora from the Balkans, which is an integral part of the global transnational actors of social changes in modern times and whose cognitive, innovative, and social capital, through the process of return mobility (circular migrations of knowledge elites), can contribute to faster local, national, and regional development. The attachment indicates the high creative-innovative potential of the new Balkan diaspora, embodied in the elites of knowledge, innovators, managers, and entrepreneurs in the world, which can be included in the partnership program for local, national, and regional development with the new wise policy of nomenclature in the region. This requires the redefinition of the ruling strategy of dependent modernization and comprador development management and the establishment of a new autonomous policy of social development based on local wisdom ("ours and the world's"), intensive intra-regional connection and integration, and the reactualization of the value of the slogan "Balkans, Balkan peoples!" Sociological research conducted in the last twenty years shows the slowness of cross-border cooperation processes in the region, the still high degree of exchange with countries outside the region, and the fact that the identity perception of the student population is focused on national or European values while regional values are neglected. It is time to change these priorities in identification, which will be connected with real processes of cross-border cooperation and the strengthening of understanding and a culture of peace in the Balkans.
Poverty—A Challenge for Economic Development? Evidences from Western Balkan Countries and the European Union

Abstract:During the last few decades, economists have tried to find a solution to eradicate poverty, especially since the United Nations’ Sustainable Development Goals were launched. The target of Goal 1 is to end poverty in all its forms everywhere. While income inequality and unemployment have played a major part in contributing to poor wellbeing in the world, other factors such as political instability, a lack of good investment opportunities, and living conditions have contributed to it as well. Thus, in this work, the authors analyze the factors that impact poverty and compare these results between countries within the European Union and post-communist countries that include the Western Balkan (WB) countries: Albania, Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia. The method used consists of both descriptive statistics and multiple regression analysis using the fixed effect model where poverty is taken as the dependent variable. The data used in this study are gathered from the World Bank and Legatum Prosperity, during the period between 2009 and 2018. The results show that income inequality does indeed impact the further progress of poverty for both the EU and WB, while economic development in terms of GDP is shown to have a more significant impact on EU than in WB, where the most significant impact was through income per capita. Other factors such as education, investment environment, and especially unemployment also significantly impacted on decreasing the poverty rate in both economic zones.

Abstract:Foreign direct investment plays a very important role in the economic development of countries, especially in countries in transition. Foreign direct investment is defined as any investment where the investor invests in a foreign country the factors of production including labor, financial capital, technology and professional management knowledge. FDI can ensure financial stability, promote economic development and improve social welfare. The purpose of this paper is to investigate the impact of FDI on Kosovo's economic growth, for the years 2007-2017. In particular, the paper aims to measure the effect that FDI has had on GDP over the years, examining the impact of FDI by economic activities on economic growth, expressed in GDP. Two basic variables were used: the independent variable (FDI) and the dependent variable (GDP). To measure the effect of the independent variable on the dependent variable, the data realized for these two variables were collected by the relevant public institutions. From the derived data, the results of the regression analysis show that FDI has a significant effect on economic growth. Abstract:The purpose is to identify the role and importance of Foreign Direct Investment (FDI) for the Kosovo economy, emphasizing FDI in the banking sector and their impact on employment growth - comparing FDI levels with countries of the Western Balkans. Data processing design is in line with a focus on data published by local and international organizations and institutions, using methods deductive, comparing research data synthetically and analytically with direct access to literature, scientific journals, official reports published domestically and abroad. Kosovo aims to regulate favorable legal infrastructure by attracting as much FDI as possible to other countries in the region. In this context, in Kosovo the economic field is regulated by legal provisions covering the area of FDI, which is very favorable compared to other Western Balkan countries. This paper provides sufficient data to show the current state of FDI in Kosovo compared to the countries of the Balkan region, as well as the extent to which FDI has affected employment growth in the Kosovo banking sector. The practical implication also relates to identifying the improvement of positive legal conditions for more FDI attraction. The data in the paper present the real situation of FDI in Kosovo and their role in economic development, emphasizing the country's banking sector and how Kosovo stands for FDI relative to the Western Balkan countries.

Abstract:The issues of illegal migration and asylum are extremely important for the countries of the European Union and the Western Balkans. Currently, we are facing new types of migration of people from countries such as Afghanistan, Syria, Iraq, Algeria, Egypt and others who illegally cross the borders of the Western Balkan countries on their way to the European Union. Is this path just a humane resettlement of the people? Or maybe it's part of a tactic that seeks to jeopardize Christian foundations. Demographics and biology are something that can be predicted and calculated. States have the same problems and challenges in the field of migration management and control especially in the fight against illegal migration through their territories. Border control is also linked to the problem of the efficiency of institutions and a single management system in the field of migration and asylum. The fundamental characteristic of countries in transition is the presence of various types of dysfunctional conflicts. The transition burdened with these conflicts leaves consequences for all generations. It is itself a great social change that encompasses all fields of life from the family to all other institutions in society. In such conditions, we also have corruption that develops as an infectious disease that does not stop in societies. The aim of this paper is to point out the problem of migration, especially illegal migration, which flourished a few years ago.

Abstract:The topic of economic development has been addressed in recent decades from more and more points of view in order to identify the factors with significant impact on this phenomenon. Identifying the factors and measuring their impact on economic development are essential starting points for adopting the necessary public policies. Similar types of research for the Western Balkan countries and comparative analyses between the Western Balkans and the European Union countries are limited in number. Hence, the main purpose of this paper is to empirically test the impact of corruption, economic freedom, and urbanization on the economic development for both the Western Balkan countries and the EU countries for the period 2009–2018 to provide a comparative analysis for these two groups. The corruption perception index, economic freedom index, and urban population growth are chosen as independent variables, whereas the dependent variable of the human development index (HDI) represents economic development. Using the Random Effects model, which falls under the Panel Generalized Least Square method, the empirical analysis suggests that corruption has a negative impact on economic development, while economic freedom and urbanization have a positive impact on the economic development for both groups of countries. However, the impact of corruption is more destructive in the Western Balkans, and they appear to benefit more from economic freedom and urbanization as compared to the EU countries. Whether the impact of the chosen independent variables is restricted to any component of the HDI in particular is left open for further studies in the future, though the results of this paper are highly significant and in accordance with the reviewed literature.

Abstract:The ICT industry in the Western Balkans presents a highly advanced and favorable sector with substantial potential to positively influence economic development. This sector has demonstrated great potential in creating new employment opportunities for young entrepreneurs, thereby positively impacting the region's export levels. Economic growth models emphasize the role of technology in maintaining productivity and economic development. This paper presents a literature review highlighting the impact of ICT on productivity within the Western Balkans (WB) and the structural convergence of the region. Utilizing secondary data and analyses from various scholars, this review explores different indicators for each country in the Western Balkans: Albania, Bosnia and Herzegovina, Kosovo, Macedonia, Montenegro, and Serbia. The initial conclusion indicates that while the Western Balkans exhibit a tendency towards productivity convergence among themselves and towards the EU, this progress lags behind the pace of GDP per capita convergence. The impact of ICT development in the region is significant both at the firm level and in terms of overall economic growth, yet it remains behind other regions. Promoting incentives for ICT businesses and fostering innovation is crucial to enhancing the region's economic competitiveness.

Abstract:The Western Balkan region confronts a pronounced brain drain phenomenon, as its highly educated youth seek enhanced opportunities abroad. Grounded in the Social Cognitive Theory, this paper explores the decision-making process of Macedonian youngsters and scrutinizes how personal, social, and educational factors shape their mobility intentions. The findings driven from a survey encompassing 1150 university students, obtained through descriptive analysis using Python 3.7 and Partial Least Squares Structural Equation Modeling via a high-level SEM tool for R, reveal valuable insights that describe the complex interplay of students' expectations, subjective norms, higher education quality, and professors' availability, crucial elements in mitigating brain drain trends. The implications delineate explicit obstacles to developing higher education quality, accentuating the importance of tailoring university services to students' needs in terms of a better understanding of the higher education system's potential. The conclusions identify indicators that can assist in describing the youngsters' mobility intentions, contribute to monitoring the brain drain process through higher education attributes, and highlight strategies for facilitating the system's competitiveness.

Economic development of the Western Balkans and European Union investments

Abstract:Abstract Long-run economic growth represents a precondition for the development of the Western Balkans countries. Continuous investments are required to achieve high rates of economic growth, while investments sources are national savings and foreign investments. The national savings level in the Western Balkans (W.B.) is not sufficient to finance radical changes, so external sources, in particular foreign direct investment (F.D.I.), are necessary for the development, as well as the official development assistance (O.D.A.). In view of the European intentions for the Western Balkans Region and the level of economic relations with the European Union, this paper seeks to explore the European Union (E.U.) investments and W.B. development. Results of the panel analysis and V.A.R. model show a statistically significant relationship between G.D.P. per capita and the length of the road network and E.U. investments. This confirms the significance of these development variables for the inflow of investment from the E.U. Panel analysis, explanatory variables of trade openness and signing of the Stabilisation and Association Agreement with the E.U. did not prove to be significant for E.U. investments inflow. A statistically significant relationship does not exist between the unit labour costs and investments from the E.U. when applying a causality test.

Abstract:The economy is significantly impacted by environmental, social, and governance (ESG) risks. The growth of the economy can be sped up by the effective management of ESG risks through sustainable business practices. To promote sustainable development and to secure the long-term welfare of employees, customers, and all other stakeholders in the economy, companies must adapt and reposition their business strategies and organizational cultures. The goal of this paper is to determine how a set of common ESG elements, chosen from the viewpoints of sustainability and well-being, influence economic growth in the Western Balkan countries. For each ESG component, we used different variables. The information pertains to the five Western Balkan countries of North Macedonia, Albania, Montenegro, Bosnia and Herzegovina, and Serbia. Because of a lack of data, Kosovo is excluded from the study. Then, we compared results from the analysis of the Western Balkan countries with a set of countries in Southeast Europe, which are members of the European Union and essentially coincide with the Western Europe countries. We performed multiple regression analysis with applied fixed effects to the data model. According to the study's findings, each of the independent variables had no significant impact on the GDP's annual growth of the Western Balkan countries, but two of the variables, life expectancy at birth and labor force participation, have certain impact on the GDP growth of Southeast Europe countries, which are members of the European Union. The green transition has gained significant importance in the Western Balkan countries as a crucial pathway toward sustainable economic growth, though it introduces a range of new social and economic challenges. Economically, these nations are confronted with considerable funding requirements for development. To build sustainable societies, it would be beneficial for these countries to explore more creative financing strategies. It is advised to establish financing frameworks that not only increase the transparency in policymaking but also ensure greater accountability in their execution.

Trade Barriers and Exports between Western Balkan Countries

Abstract:Abstract The aim of the paper is to identify the trade barriers imposed by the Western Balkan countries. All barriers, whether tariff or non-tariff, undoubtedly impede the normal development of trade between countries. Therefore, the paper examines merchandise trade patterns in the Western Balkan region and tries to identify the main drivers of and obstacles to intra-regional trade. Intra-regional trade comes second in importance, after trade with the European Union (EU); it underperformed and was in decline in the last few years. In the region with political challenges as the Western Balkans, non-tariff barriers significantly reduce trade exchanges between the countries in this region. Currently, the trade and political disputes (tax rate 100%) between Kosovo and Serbia showed that the imposed tariffs in trade created a political reaction between the countries, interrupting the dialogue between these countries. The originality and value of the paper are reflected in its dealing with such topics as trade barriers, genesis in ethnic and political disputes that are prominent in the Balkan region.
Diaspora and Economic Development: A Systemic View

Abstract:Recent attempts to generalize isolated successes of expatriate entrepreneurial networks offer limited insight into the more systemic questions on the role of diasporas in sustainable development of small economies. Drawing on experience of post-socialist transition and merging multidisciplinary perspectives, this paper advances a constructive critique to the conventional views. A historically multilayered socioeconomic construct, diaspora is in fact heterogeneous, often, lacking a unified stance and as such likely diminishing the relevance of the simplified first-mover business case study effect in development. Informed by an original survey, this paper proposes a new diaspora driven development framework of analysis. Any successful engagement of a diaspora with its homeland is a function of sustained interaction between the two entities. In the absence of transparent engagement infrastructure, diaspora's links with a developing economy are short-lived and, usually, sector, event, or location specific. This analysis adds to the literature on the common good dimension in development where individual well-being is a systemic component of a larger outcome rather than the final aim. Abstract:Foreign Direct Investment (FDI) has a special and specific importance for the Republic of Kosovo taking into account the conditions and economic development, which in turn impact the economic development and social improvement of the country. For the state to have a greater absorption of FDI, significant improvement should be made in improving the management capacity in order to create a motivating environment for foreign investment, which is related to the improvement of macro-factors and microfactors at the country level in order to make the environment as attractive as possible for FDI. The purpose of this paper is to present the trend of FDI, the trend of export with a keen eye on Kosovo and to present the correlation of FDI with export. Firstly, at the beginning of this paper, a theoretical review of the literature on definitions of FDI in economic terms and definitions of export is presented. Secondly, the trend and comparison of FDI and exports over the years is presented. Thirdly, FDI trends in Kosovo were analyzed by the country of origin of these investments, etc. Fourthly, in the context of this paper, an analysis in terms of investment management at the country level in order to create an attractive investment environment was made. Fifthly, as part of this paper, empirical analyzes showing the correlations between FDI and Export in the Kosovo case have been made. FDI trends in Kosovo have been decreasing over the years, which must be improved by creating a motivating environment for both domestic and foreign investors.
Global patterns of migration of scholars with economic development

Abstract:We leverage metadata on over 36 million journal articles and reviews indexed by Scopus in order to estimate migration of scholars based on information on changes in their institutional affiliations over time. We produce a database of yearly international migration flows of scholars, for all countries from 1998 to 2017. We use the open-access database to provide descriptive evidence on the relationship between economic development and the emigration propensity of scholars. Statistical analysis using generalized additive mixed models reveals that emigration rates initially decrease as GDP per capita increases. Then, starting from around 25,000 dollars (2017 constant international dollars at purchasing power parity), the trend reverses and emigration propensity increases as countries get richer. This U-shaped pattern contrasts with what has been found in the literature for emigration rates for the general population and calls for theoretical frameworks to understand the heterogeneous responses of migration to development.
Financial impact on the labor market in the Balkan countries

Abstract:The purpose of the paper has to do with the level of influence of the labor force on the labor market in the countries of the Western Balkans. Labor force categories of which, age, gender, and education, can affect economic business. What social policies the countries of the Western Balkans have undertaken for the categories with a low level of employment? According to the research, the level of unemployment varies from around 30% to 35%, where the countries of the Western Balkans have constant problems in finding workers with the required qualifications, according to different profiles. From the research data, we found that the biggest shortages are in the production sector and the technical profile, which is also related to the level of professional training. In order to have effective results, in the paper, we used empirical and comparative analysis, of how the workforce in the Balkan countries affects the working business in the business sector for the period 2016–2019. In terms of research, various statistics were analysed, which were related to the causes of labor shortage in the labor market.
Migration Intent of Health Care Workers during the COVID-19 Pandemic in Kosovo

Abstract:The migration of healthcare workers from developing countries to more economically developed countries is a long-standing and ongoing trend. Loss of qualified staff due to migration can negatively impact healthcare systems. Understanding factors that drive migration is essential to identifying and managing health system needs. Our study explored factors related to the migration intent of healthcare staff in Kosovo, particularly after the COVID-19 pandemic. We carried out a cross-sectional survey of healthcare workers from public and private institutions. The survey analysed the prevalence of willingness to migrate and whether willingness was affected by the pandemic, and calculated crude and adjusted odds ratios for variables which may influence migration willingness. 14.43% of healthcare workers reported aspiration to migrate, and 23.68% reported an increased chance of migrating after the pandemic. Dissatisfaction with wages and working conditions, higher education and private sector engagement were associated with increased odds of migration willingness. After the pandemic, factors related to interpersonal relationships and state response gave lower odds of migration intent. These findings point to potential factors associated with the migration of healthcare workers, which can help policymakers address gaps in national health system strategy.
Impact of Remittances on Economic Growth: Empirical Evidence from South-East European Countries

Abstract:Abstract South-East European (SEE) countries are experiencing high emigration, resulting in a significant increase in remittance inflows, exceeding FDI flows. Today the most important challenge facing SEE countries is how to grow at a higher speed to achieve faster economic convergence with the EU. The objective of the paper is to empirically examine the relevance of remittances as a factor of economic growth, using quarterly balanced panel data set of six SEE countries: Albania, Bosnia and Herzegovina, Croatia, Montenegro, the Republic of North Macedonia, and Serbia (SEE6) over 2008q1-2020q2. Panel regression with the fixed-effects model is employed to account for potential cross-section heterogeneity. This study provides original econometric evidence that remittances have a significant positive impact on economic growth in our panel of SEE6. Those results will be useful both to scholars and policymakers in the process of the creation of policies that will direct remittances into investments in the economy.
