Abstract:This paper explores the life histories of 25 primary school teachers who had each taught for at least 25 years in Irish primary schools between 1972 and 2014. Specifically, the research explores the influences on their perspectives related to the nature and purpose of physical education. A qualitative methodological approach is employed, involving semi-structured interviews conducted by preservice teachers. The historical context of physical education in Ireland as well as literature related to socialisation frame the discussion of findings. Findings point to an absence of physical education in the teachers' personal experiences of primary education and an understanding of the purpose of physical education as related to health and physical activity. It is hoped that by providing accounts of teachers' lived experience of physical education both as learners and as teachers this paper will provide a valuable supplement to existing documentary evidence on the historical context and influences on physical education.

Abstract:Previous studies have reported that generalist primary teachers lack the confidence and competence to teach Physical Education (PE). In response, schools have outsourced PE to external providers. This paper examines data from an online survey of 175 pre-service teachers (PSTs) in England and their perceived confidence to teach primary PE. Findings showed PSTs had high levels of confidence across a breadth of knowledge areas, specifically in areas relating to lesson planning, health and fitness and the subject's aims. Conversely, knowledge confidence was lowest in swimming, assessment and working with external providers. This paper argues that to address teacher confidence in PE, teachers must be positioned back as the main curriculum deliverers. An outcome of this research has been the development of a professional knowledge model for primary PE which recognises a breadth of professional knowledge needed to become a primary physical educator.

The delivery of primary school physical education in South African public schools: The perceptions of educators

Abstract:Background: Physical Education (PE) is a fundamental cornerstone for childhood development as it promotes lifelong participation in physical activities for holistic health. School educators play a key role in creating school environments that lead to developmentally appropriate and high-quality PE lessons.Aim: The aim of this study was to determine educators’ perceptions on the state and status of PE in selected public primary schools in all nine provinces of South Africa.Setting: Data were collected on the campus of the selected primary schools within 150 km of a university. In the absence of a university within the stated radius, an airport was used as an initiated point of departure.Methods: The mixed-methods approach (quantitative: questionnaires and qualitative: semi-structured interviews and focus group discussions) was used to collect data. The purposive sampling method was used to select the participants. Quantitative data were analysed using descriptive statistics in the form of percentages, and presented using graphs and tables. Qualitative data were analysed using themes.Results: The findings revealed that the educators from quintile 4 and 5 schools especially are of the opinion that challenges, such as a lack of resources, qualified PE specialist educators, and facilities and equipment negatively affected the delivery of PE at their schools.Conclusion: Participants perceived that there are varying contextual and socio-economic school settings affecting the delivery of PE in the Curriculum Assessment Policy Statement (CAPS) curriculum. The researcher recommends that all learners have access to the adequate provision of PE programmes.

Abstract:Purpose : Broadly speaking, student voice can be defined as initiatives that involve consultation of, feedback from, and engagement with students regarding their own education. This study’s aim was to explore teachers’ experiences and perceptions of enacting student voice in primary physical education. Method : Participants included six primary school health and physical education specialist teachers within Victoria, Australia. Data were collected via six rich and detailed one-on-one semistructured interviews. Results : Three main themes include: (a) “same-same but different” highlighting participants’ varying conceptualizations and enactment of student voice, (b) “language matters” emphasizing the importance of language used when discussing and implementing student voice, and (c) “barriers and challenges to implementation” capturing participants’ experience and limiting factors to the enactment of student voice practices. Discussion/Conclusion : Grounded in education for transformation and patterns of partnership theories, the discussion focuses on the disassociation between teachers’ perceived understanding and enactment and the implications for students resulting from the misalignment.

Abstract:Introduction: This study set out to understand the association between teaching practices, teacher confidence, competence, self-efficacy, and the resulting student outcomes. Methods: Data regarding teaching behaviours were collected via video recording and then evaluated using the MASTER Observation Tool. The information about demographics, self-reported teaching confidence, competence, self-efficacy, and student outcomes was collected using questionnaires. The association between teacher characteristics, and teacher and/or student outcome variables were tested using a one-way analysis of variance (ANOVA). Results: A total of ten primary schools were involved, including 597 children (age range: 10-12 years, grade 4-6) and 16 grade 4-6 PE teachers (with 16 PE classes). Most of the Physical Education (PE) lesson time was spent in training-form activities (60.2% ± 9.1), followed by instructional time (33.1% ± 8.6%), reflection (3.4% ± 2.3%), and warm-up (2.9% ± 2.0 %). It was observed that teaching behaviours and student outcomes were significantly better in urban than rural areas. Smaller class sizes (21-30 children) were found to have more positive feedback than larger ones (41-50 children). PE teachers with more than 10 years of teaching experience reported more teaching competence and self-efficacy than teachers with less than 10 years of experience. PE teachers with class sizes of 21-30 children enjoyed significantly better scores in self-efficacy than classes with 41-50 children. They also scored more highly in confidence and competence than classes with 41-50 and 51-60 pupils. Conclusion: The current study confirmed that teachers dedicated a large proportion of lesson time to PE delivering training-form activities, followed by instructional time. Teaching behaviour and student outcomes were associated with location and class size, but not gender. The study contributes to our understanding of PE instruction in Chinese primary schools and offers preliminary evidence to improve future PE teaching strategies in the country.
“You’re Not Going to Get It Right Every Time”: Teachers’ Perspectives on Giving Voice to Students in Physical Education

Abstract:This paper explored physical education (PE) teachers’ perspectives of giving voice to students to understand how the practice is enacted in lessons at a time of curricular reform. A qualitative comparative case study followed three teachers in a triad of Irish secondary schools, eliciting their experiences of giving voice to students using focus groups, interviews, and a reflection journal. Data were gathered and coded to identify emergent themes. The practices challenged included instruction, teacher control, and teacher–student relationships. The teachers demonstrated the capacity to activate students’ voices and respond, changing the way they perceived and facilitated the practice in PE. Worryingly, teachers made no connection between student voice and learning and assessment in PE and were not forthcoming implementing the practice in high-stakes examination scenarios. Research recognizing and appreciating the challenges and opportunities PE teachers face in attempting to acquire the spirit to do such work espousing reform is important to the field and our students.

Abstract:The importance of physical education in primary schools has been realised worldwide. It is through the teaching of Physical Education (PE) in primary schools that children have been exposed to play and sporting activities at grassroots level. Notably, the delivery of PE varies from one school to the other. Issues of availability of equipment and facilities, resource and assessment procedures influence the teaching of PE. The research set to develop an appreciation on the role and contribution of teaching PE as a foundation for skills development at primary school level amongst stakeholders, universities and colleges. A quantitative approach was used to gather information from participants that comprised teachers of primary schools on the role of PE. Stratified random sampling technique was used and participants were voluntarily selected while confidentiality of the collected data was ensured. Six females and five males of age 31 and above participated in the study. Findings from the questionnaire which targeted teachers point at resources and availability of expertise in schools. 90% of participants point at resources and availability of equipment in schools as a major drawback. On the other hand, 85% of respondents indicate challenges of competent teachers with expertise. Moreover, 100% of respondents allude to PE as a subject that is likely to develop the child holistically. Recommendations put forward were that of government availing both human and financial resources to schools so that PE programmes are implemented effectively. Furthermore, schools should explore ways in which teachers are empowered with innovative skills that will improve delivery strategies and community involvement thereby developing sport at grassroots level. There is a likelihood of having a sport-oriented nation if foundational skills are strongly cultivated.

Abstract:Purpose : To explore the insights of adults and children at a New Zealand primary school adopting nonlinear pedagogical approaches to physical education (PE). Methods : This case study was conducted at a single primary school and utilized a qualitative methods design, including interviews or focus groups with the principal, five teachers, and four children. Results : A general inductive approach to analysis identified 11 themes including: empowering teachers and children (principal), letting go of control (teachers), and ownership (children). Discussion/Conclusion : Our findings suggest that a principal’s perceived need for change is important to facilitate school wide change to PE practices. Teachers can successfully adopt PE teaching approaches that align with contemporary pedagogy literature through in situ professional development, resulting in positive PE experiences for children.

Abstract:This study examined a six-month implementation of the Responsibility Model in a New Zealand secondary school. Data were collected through interviews, observations and student self-assessments. The implementation was found to be successful in developing positive, supportive and well-behaved classes in physical education. The majority of students developed a greater understanding of personal and social responsibility and became more personally and socially responsible in class. For most students, however, this understanding was firmly associated with physical education and they generally showed little understanding of the potential for the transfer of learning to other contexts. © 2010 Human Kinetics, Inc.

Abstract:Purpose : The purpose of this study was to explore primary teachers’ perspectives of implementing cooperative learning (CL) to accomplish social and emotional learning (SEL) in Aotearoa New Zealand physical education. Method : A qualitative case study design gathered data from 21 teachers at four primary schools using interviews, focus groups, and field notes. Inductive and deductive analysis were used for data analysis. Findings : Four primary themes are presented: emotional processes, social and interpersonal skills, students working it out, and taking time . Findings show that using CL as a pedagogical approach allowed teachers to teach for and accomplish SEL outcomes while accomplishing broader learning outcomes in physical education. However, there appeared to be shortcomings and constraints in the implementation of CL to accomplish SEL outcomes comprehensively. Conclusion : Future research should look to examine and connect professional learning involving pedagogical approaches like CL in physical education to SEL theory and school settings to enhance learning.

Abstract:The importance of physical self-perceptions in relation to exercise behavior has been acknowledged. However, the importance of physical self-perceptions in relation to specific attitudes has been overlooked. This study used a self-report questionnaire to assess the physical self-perceptions and attitudes toward teaching physical education of a sample of final-year, female, primary school student teachers ( N = 116). The most positive attitudes toward teaching physical education were recorded by students reporting more positive physical self-perceptions. Comparisons between students with low and high attitudes toward teaching physical education using MANOVA and discriminant function analysis confirmed these findings. Specifically, students with the most positive attitudes toward teaching physical education reported stronger self-perceptions of sports competence, and perceived competence in the sport subdomain was deemed more important than the other subdomains. It is speculated that these findings reflect a process of cognitive consonance mediating physical self-perceptions and attitudes.

Abstract:There is a lack of information available for physical education (PE) provision in the early years foundation stage (EYFS), prompting concern about what is currently delivered in schools and the values behind the approaches taken. Using semi-structured interviews, this study investigated educators’ perspectives on the value of PE and physical activity (PA) for EYFS children across England in relation to opportunities for, barriers to, and benefits of PA and PE. This study collected important stakeholder views and can help shape the impact and implementation of fundamental movement skills (FMS) and PA interventions at the EYFS.

Abstract:Background: Despite considerable investment in UK government initiatives (e.g., the Physical Education School Sport [PESS] plan) aimed at improving the delivery and quality of physical education (PE) in primary schools, many remaining problems have been highlighted (e.g., facilities; staff training). It is suggested that the head teacher (school principal) plays a fundamental role in the experience of PE delivery within their schools as well as the effective implementation of government initiatives (e.g., PESS) that aim to enhance the quality of PE within primary schools. However, this role has been previously overlooked in the literature. Purpose: This study offers an in-depth examination of the challenges faced by primary school head teachers in effectively creating and managing an environment that supports high quality PE and school sport. The study also explores the head teachers' perceptions of the challenges caused by the implementation of the PESS plan within their school. Participants: 14 head teachers of primary schools located in the same local authority agreed to participate in the study through the provision of informed consent. The participants ranged in age from 45 to 61 years, had held their position between 6 and 10 years, and included 5 males and 9 females. Research design: A qualitative approach using a semi-structured interview design was employed. Data collection: Participants were sent an interview preparation booklet one week prior to their individual interview date in an attempt to aid memory recall and improve the flow of the interview. During the interview itself, participants were guided through a semi-structured interview process that consisted of six sections but remained flexible in attempts to enhance the depth and quality of data collection. Data analysis: A combination of both inductive and deductive content analysis procedures were applied to each interview transcript with trustworthiness characteristics being considered throughout the analysis procedures via thick description, the recording and transcribing of all interviews, triangulation, peer debriefing, and member checking. Findings: The participants reported a number of issues relating to the provision of high quality PE including: (a) school policies; (b) the curriculum; (c) extra-curriculum provision; and (d) resources and finance. Participants also acknowledged the challenge of implementing and managing the PESS plan and outlined some initial problems with the initiative. Benefits of the PESS initiative in raising the standards of PE delivery were also reported. Conclusions: The head teacher faces many challenges when it comes to creating and managing an environment that supports high quality PE provision. Although some aspects of these challenges are out of the control of the head teacher (e.g., government targets; access to facilities), it would appear clear that a commitment to PE provision by head teachers would result in greater strategic planning and use of resources to support their staff in implementing PE policy. Consequently, the role of the head teacher in ensuring a specific policy is developed for PE that considers the wider targets of government PE initiatives and that encourages the development of effective, high quality PE cannot be underestimated.

Abstract:Purpose : Evidence demonstrates that many school children fail to master fundamental movement skills (FMS). Little is known about the teaching and learning of FMS in Hong Kong. This study aimed to capture voices from both teachers and students to better understand the current FMS practices in primary physical education Methods : Semistructured interviews with physical education teachers and focus groups with students were conducted. Thematic analysis of teacher transcriptions was performed. Student focus groups were analyzed using a framework approach, guided by TARGET (i.e., Task, Autonomy, Recognition, Grouping, Evaluation, and Time). Results : Several “teacher” level themes were developed: Self-efficacy (mis)judgment, limited pedagogical content knowledge, ineffective instructional and assessment strategies, insufficient teacher training, and deprioritization of skill development in physical education. Students perceived the need for a more student-centered approach to the teaching of FMS. Conclusions : Results highlighted the need for a different approach to initial and continuous teacher education in FMS. Further investigation into the most effective forms of teacher education is necessary, in order to improve the teaching and learning of FMS in schools.

Abstract:Debates surrounding youth participation in governance have permeated a range of fields in the last two decades. This commentary is predominately situated in education and civic participation domains, with sporting domains remaining largely under researched. Indeed, this research becomes sparser when considered in school physical education and sport. In this paper, we consider the position of the student within decision-making processes in the physical education curriculum in English secondary state-schools. The paper reports on survey data from 288 English secondary state-schools exploring students’ involvement in decision-making related to the PE curriculum. Findings show considerable numbers of the schools reported no contribution from students to the physical education curriculum (n=54), and processes that were in place were problematic. Drawing on the legal framework of The UN Convention on the Rights of the Child, we argue that the lack of student voice in the physical education curriculum presents a contemporary policy concern within the English education system that requires further investigation.
A national study on the state and status of physical education in South African public schools

Abstract: Background: In 2016, the United Nations Educational, Cultural and Scientific Organization (UNESCO) selected South Africa as a pilot country for policy reforms in Quality Physical Education (QPE). Purpose: This initiative required a national research project on the 'state and status of physical education in South African public schools'. The South African Physical Education Association was formed and 27 researchers from nine public universities undertook a two-year national study. Method: The strategic and evaluative approach utilised mixed methods for data collection in 61, purposefully selected, schools in all nine provinces, and across all school types (e.g. rural/urban, socio-economic status (SES), primary and secondary schools, and schools for learners with special educational needs) (LSEN). Semi-structured interviews were conducted from 66 school leadership representatives, 112 Heads of Departments (HODs) and 38 Governing Body members. Focus group discussions were held with 232 physical education (PE) teachers (including HODs) and 601 students, whilst researchers observed PE lessons and photographed facilities and equipment to capture the type and quality thereof. Questionnaires were completed by 56 HODs, 175 PE teachers, 1333 primary and 1348 secondary school students. Findings: The results show a preference for a sport-focused pedagogical approach, followed by a health-focused and life skill/value-based approach, whilst self-learning (non-teaching) happens in many poorly resourced (low quintile) schools. The 'state' of PE was firstly reflected in the quality of teaching associated with teachers' qualifications. PE was taught by 25.1% specialist physical educators, 62.3% (non-specialist) classroom teachers and 14.9% of classes were outsourced to external service providers (NGOs and community volunteers for low quintile schools and expert coaches contracted by higher quintile schools). Teachers reported curricular constraints, the lack of content knowledge and poor didactical competencies as major challenges. Budget constraints and the lack of access to physical resources including the location of some facilities. The latter was exacerbated by the focus on academic performances and poor parental support. Main recommendations for the Department of Basic Education (DBE) included requests for curriculum reform and awarding PE as subject stand-alone-status, equitable resource provision among different school types and (in-service) professional development of teachers. Conclusion: It was evident that the implementation of QPE was compromised by multiple constraints and would require more than mere policy reform. Meaningful change requires strategic interventions by all stakeholders and at all levels of engagement. There are many learnings related to a large-scale study in which many researchers participated.

Abstract:Background: Generalist teachers’ confidence, competence and preparedness to teach Physical Education (PE) following Primary School Physical Education Teacher Education (PSPETE) has emerged as a research imperative. Yet little is known of teachers’ perceptions of such matters. For teacher educators responding to the deficient delivery of primary school PE by generalists, greater understanding of these perceptions would be valuable. Purpose: To offer an empirically founded description of perceptions of preparedness to teach primary school PE that firstly informs ongoing deliberations for how generalist teachers may be prepared and secondly generates new ideas for teacher education (TE) research, pedagogy and practice. Participants and setting: Participants (n = 400) were pre-service generalist teachers finishing units of study in PE within several Primary School Teaching degree programmes at one Australian university. The setting for this research was unique as subject specialisations were a feature of generalist TE programmes. Data collection: Transformative Learning Theory underpinned the development of the data collection instruments. A survey was administered to participants (n = 400). Survey items employed Likert scales and free-response questions to collect data related to experiences of school-based PE and learning-to-teach PE. Subsequently a purposive sample of participants (n = 19) with different levels of specialisation were interviewed to examine (a) conceptions of primary school PE; (b) feelings, thoughts and beliefs associated with teaching that conception of PE and (c) future intentions. Data analysis: Survey data were analysed with SPSS to report descriptive statistics pertaining to univariate frequency distribution of item variables together with association and strength of association when item variables were placed in cross-tabulation. Interview data were analysed using procedures described by Colaizzi to identify fundamental structures. The text-mining software, Leximancer, was used to identify theme clusters. Findings: Participants’ perceptions of preparedness to teach primary school PE conformed to two meaning-making structures of Transformative Learning Theory. Conceptualising ‘self’ in association with the subject was Habit of Mind whilst levels of preparedness was a Point of View. The composite of these structures was named a Professional Frame of Reference. To facilitate the reporting of these findings, the metaphor of a triple-folding lens was used to show ‘what’ transformed, namely, participants’ conceptions of primary school PE then associated roles and responsibilities. Conclusions: Perceptions of preparedness to teach are professional frames of reference. The triple-folding lens illustrates the multi-faceted dimensions of these frames. An additional outcome of the research is an empirically founded tool to underpin the design of a transformative pedagogy for PSPETE, a design whereby students’ preparedness to teach is associated with a re-envisioned, more informed conception of school PE.

Student reflections of Sport Education in one urban Australian primary school

Abstract:This paper explores a Sport Education pilot project as a case study of the approach in a primary school setting. The data was obtained from the end of unit written reflections of a class of upper primary students in an urban Australian primary school. The Sport Education unit of work was implemented by the school's physical education teacher who had the speculative hypothesis that Sport Education held the potential to be a construct through which to engage students that the teacher considered reluctant participants or socially isolated in class (author, 2008). The results expose an optimistic student response to the experience. Six themes emerge from the analysis of the results. They indicate Sport Education can deliver positive products for the class climate as well as for a student's personal and social skill development in a primary school setting. It is evident most students felt more included and motivated, and understood that they had developed skills for working cooperatively with others. Within this optimistic response complexities do emerge and these will be considered for their indications for Sport Education in primary school settings. However, it can be concluded that Sport Education is a curriculum model suitable for primary school physical education.

Abstract:The aim of this paper was to gain an understanding of the views of a group of physical education teacher educators on the purpose(s) of school physical education and whether, how and why these views have changed over time. Semi-structured individual interviews were carried out with thirteen physical education teacher educators; a fourteenth participant responded to interview questions in writing. Participants were based in seven countries: Belgium, Finland, Germany, Ireland, New Zealand, Switzerland and the USA. A relative consensus on the overarching purpose of physical education was evident, centred on physical education preparing young people for a lifetime of physical activity. The framing of this shared purpose differed somewhat between participants, reflecting a range of perspectives on the value of physical activity. Delineating the boundaries of their subject, participants characterised obesity prevention and maximising in-class physical activity as potential by-products rather than as goals of the subject. The views of many had changed over time, influenced by such factors as findings from research, societal expectations and a perceived need to legitimise physical education within school and university contexts. We note that many of the influences acting on the views of the physical education teacher educators are also known to affect practicing teachers. This suggests a possibility, in the open reflection of physical education teacher educators on the interaction between their views and the institutional and societal contexts within which they work, to provide future teachers with alternative value pathways paved with relatable explanations and shared experiences.
