Abstract:Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of 'awareness', moderate 'analysis capabilities' for climate change, and relatively limited 'action approaches' for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level.

Abstract:Climate change media coverage has been criticized for giving voice to denialist sources and for its detachment from local and individual experiences, emphasizing catastrophic and global impacts. This article seeks to understand the potential connection between regional media and local climate change meanings through analysis of the journalistic output in regional newspapers in three vulnerable coastal cities that have presented developments regarding local climate governance: Santos (Brazil), Selsey (UK) and Broward County (USA). The vehicles analyzed in each of the cities are A Tribuna de Santos, The Chichester Observer and The Sun Sentinel, respectively. The method used is quantitative content analysis, focusing on the appearance of sources and recurring local issues and symbols on the climate change coverage of these regional vehicles. As a result, there are interesting differences of sources and issues between regions, with beaches and shoreline neighborhoods condensing the attention over climate impacts in Santos and Broward; and the dangers of real estate development in lowlying land and natural reserves occupying the center of attention in Selsey. Among the three locations, only Broward presented a significant degree of climate denialist sources.

Abstract:<span>Planned climate change adaptation initiatives are being developed with both external and endogenous resources at an increasing rate, especially in developing countries. As climate change continues to pose risks to vulnerable communities, there is a growing need to identify lessons learned in the process of planning and implementing climate change adaptation strategies. This is even more pressing for communities in remote contexts where access to resources and support services is limited. This study used thematic analysis to identify key insights from a 20-year old community-based resource management and development initiative on a remote island in Fiji. Four themes emerged relating to: perceptions of environmental change, links between conservation initiatives and people's livelihoods, balance between external support and community-driven efforts, and the continuity of initiatives. Whilst acknowledging that every community in the Pacific has unique capacities for dealing with climate change, the four identified themes are considered applicable to other subsistence-dominated peripheral communities within Fiji, the Pacific Islands region and beyond. This has the potential to improve planning processes and ensure both continuity and efficacy of efforts towards supporting sustainable livelihoods in communities already experiencing the impacts of climate change.</span>

Abstract:Port cities are on the frontline of emerging coastal risks related to climate change, sea-level rise, and human impacts on coastal zones. This article addresses the need for adaptation in port cities. It reviews key meanings of coastal climate adaptation, and its inherent complexity and uncertainties. It then provides an overview of the current status of coastal climate adaptation, discusses ‘adaptation deficits’ in port cities, and describes barriers to adaptation. Subsequently, it highlights the need for adaptive (coastal) planning and management in the face of changing and uncertain future conditions. Finally, it points out research needs and challenges regarding adaptation in port cities, namely the need for localized risk assessments, the need to reduce adaptation deficits, the need to mainstream adaptation into spatial planning, the need for advanced studies on adaptation measures, the need for integrated efforts, the need for adaptive planning approaches for dealing with changing risks over time, under uncertainty in highly dynamic environments.

Climate transparency and the affective politics of adaptation in Miami

Abstract:How might feelings toward the future shape how urban climate adaptation happens? I explore this question through the exemplary case of Miami, Florida. Notably, "data-driven, transparent decision-making" on climate change features as a key norm and practice across the city's adaptation efforts — a stark contrast to its longstanding, highly opaque styles of governance. Drawing on theories of affect, anticipatory government, and technopolitics, I argue that the transparency-oriented techniques of Miami adaptation efforts are intended to: (1) generate positive orientations toward the city's climate-changed future, (2) secure attachments to the city, and (3) preempt unplanned adaptation: sudden, mass property devaluations that will crater the city's economy and Miami's ability to weather coming storms. But the positive, economy-securing affective responses that officials seek to engineer are provisional, and have prompted significant pushback and counter demonstrations of climate transparency among activists, residents, and expert publics. In tracing these developments, the paper advances knowledge on (1) the centrality of governing feeling when governing urban climate futures and (2) an emergent, affective sphere of urban climate politics whose features and fissures will become increasingly important in cities around the world.

Abstract:The impacts of climate change have sparked policy responses at different governance levels. Studying the central adaptation policies and understanding the interactions and complexities of governmental and non-governmental stakeholders is essential in guiding policymakers at different levels of government to formulate policies and make investment decisions. With strategic and economic significance on the national level, Coastal Virginia has one of the highest rates of sea-level rise in the United States, instigating intensified and more frequent climate hazards such as flooding and storms. This paper strives to characterize the status of adaptation policymaking in this region through a novel keyword analysis method and a thematic analysis of interviews with the main adaptation decision-makers and stakeholders. We identify the central adaptation policies and programmes at the local, regional, state, and federal level, as well as the major relevant players. This provides a comprehensible narrative of adaptation policymaking, which could be exploited to further analyze governance gaps and adaptation challenges. The approach and methodologies of this research could be implemented in similar studies for other areas of the U.S. that are at high climate risk, possibly facilitating an informed national adaptation policy, long overdue by the federal government. The research is also relevant for other jurisdictions at risk of sea-level rise. Coastal adaptation policymaking in Virginia has been a bottom-up and fragmented process initiated by most affected localities, exhibiting the importance of local initiatives in higher-level adaptation policies. The long-lasting impacts of 100 Resilient cities and Dutch Dialogues in the City of Norfolk highlight the value of fostering cross-geographic coordination and capacity-building programmes, confirming the importance of informal policy networks in learning and innovation for adaptation. There is a vast difference among localities in adaptation planning and implementation, creating the need for coordinating state leadership. Adaptation policymaking in Virginia has been influenced by political cycles with priorities drastically altered by each administration change, introducing significant uncertainty for continuation of policies. National policies and programmes, such as the Inflation Reduction Act of 2022, can significantly affect local-level policies and decision-making.

Abstract:The temporal and spatial complexity of global climate change,and the implementing problem of environmental justice,pose main challenges to local planning action.In theory,there exist differences and contradictions between objectives/models of "mitigation-low carbon" and "adaptation-resilience",which leads to complication of deciding the local planning action.In practice,many local planning actions cannot bring about apparent effects as result of lacking integrated coordinative arrangement.In response to local planning actions under climate change,we propose to abide by five principles of overall interests,equal rights and responsibilities,adaptation first,maximum benefits,and compensation behaviors.According to the three criteria of risk exposure,vulnerability,and intensity of carbon emissions,it is suggested to make a rational choice of local planning actions among the five options of adaptation,adaptation supplemented by mitigation,mitigation supplemented by adaptation,mitigation and adaptation,mitigation,and others,as well as suggesting the institute construction at country level to conquer the bottlenecks of local planning at strategy,knowledge,and action phases.

Abstract:Due to its inherent multidimensionality and complexities, successful climate adaptation policymaking requires a concerted effort among multiple governance levels. Discovering the challenges and governance gaps can provide insights for policymakers paving the way for more effective policies in the future. This paper intends to provide such analysis for Coastal Virginia, a strategic region in the United States receiving significant climate impacts, particularly sea-level rise (SLR) and flooding. Utilizing semi-structured interviews with the main stakeholders and building on the adaptation framework of Moser and Ekstrom, we identify, categorize, and relate main adaptation challenges to better understand the gaps and underlying institutional dynamics causing them. Intergovernmental coordination and comprehensive planning and prioritization are the main overarching challenges, with high emphasis in the literature, while the challenge of retreat and the private sector are less discussed. It is followed by recommendations for different levels of government, informing the path forward from the stakeholders' perspective. A discussion of findings provides several implications for local, state, and federal policymakers. This research could be extended to other coastal and non-coastal areas to help formulate national and sub-national adaptation policies that maintain a holistic vision for adaptation policymaking while pondering the context-specificities of states, regions, and localities. It would be an essential task as adapting to climate change is still in its infancy stages, with the prospect of staying with us for decades to come.

Abstract:Facing the increasingly adverse impacts of climate change, many coastal cities in developing and least-developed countries have shaped their climate adaptation plan. This study aims to unpack the state-of-the-art municipal adaptation planning in developing countries. The paper seeks to understand the types of vulnerability and explore planned adaptation options through a content analysis of adaptation planning documents in 45 selected coastal cities in developing countries. The result shows the complexity of vulnerabilities that are not only climate change impacts, but more importantly, the socio-economic sensitivity, the insufficient infrastructure system, and limited adaptive capacity. Adaptation responses, correspondingly, address primarily current vulnerabilities rather than future climate change impacts. Local climate change adaptation in developing countries, therefore, cannot separate from socio-economic development and capacity enhancement. A coordination mechanism for inter-policy is necessary to manage the trade-offs between multiple priorities.

Mitigation and Adaptation Strategies for Global Change

Abstract:Sea level rise is not a problem for the future alone. It is already affecting many small to medium cities on the East Coast of the USA. These cities are adapting to their problems without sufficient help from the federal or state government. To escape the perils of short-term reactionary ad hoc measures to deal with such problems, there is a need to utilize longer-term visions and frameworks. One such approach, Adaptation Pathway Planning, requires the involvement of locally affected people. This study looks at the perceptions and preferred adaptation solutions of the residents of St. Augustine and the Hyde Park neighborhood in Tampa, FL, two cities that are already experiencing the worsening flooding effects caused by rising seas. The results show that those living in areas at higher risk, and which are already experiencing frequent tidal flooding, had a greater knowledge of this risk and a higher desire for increased action from multiple levels of government. Also, such people were more aware of what their municipalities were already doing to adapt. Finally, when faced with two different scenarios of the possible rise in sea levels by 2050, those presented with the higher scenarios were more likely to choose a wider range of adaptation countermeasures. All this indicates the need to carefully consider the awareness of residents regarding the effects of sea level rise and how long-term adaptation should be discussed with them.

Abstract:Understanding coastal communities' awareness and risk perceptions of climate change impact is essential in developing effective risk communication tools and mitigation strategies to reduce the vulnerability of these communities. In this study, we examined coastal communities' climate change awareness and risk perceptions of climate change impact on the coastal marine ecosystem, sea level rise impact on the mangrove ecosystem and as a factor affecting coral reefs and seagrass beds. The data were gathered by conducting face-to-face surveys with 291 respondents from the coastal areas of Taytay, Aborlan and Puerto Princesa in Palawan, Philippines. Results showed that most participants (82%) perceived that climate change is happening and a large majority (75%) perceived it as a risk to the coastal marine ecosystem. Local temperature rise and excessive rainfall were found to be significant predictors of climate change awareness. Sea level rise was perceived by most participants (60%) to cause coastal erosion and to affect the mangrove ecosystem. On coral reefs and seagrass ecosystems, anthropogenic drivers and climate change were perceived to have a high impact, while marine livelihoods had a low impact. In addition, we found that climate change risk perceptions were influenced by direct experiences of extreme weather events (i.e., temperature rise and excessive rainfall) and climate-related livelihood damages (i.e., declining income). Climate change risk perceptions were also found to vary with household income, education, age group and geographical location. The results suggest that addressing poverty and effectively communicating climate change risks can improve climate change awareness and risk perceptions.

Abstract:Media analysis has been applied to the complex challenges of development and urban sprawl, but to date no study examines how coastal development is understood in relation to critical marine and estuarine ecosystems. As anthropogenic pressures increasingly reshape coastal ecosystems, efforts to understand how problems and solutions are framed in public discourse are timely and valuable. We present a case study of media coverage and framing of development and the environment in Florida, USA, where coastal development and attendant consequences have been emergent for decades ( n = 645). Findings explore how drivers of environmental change and the effects of environmental changes are discussed, what potential solutions are considered, and how actors and trade-offs are characterized. We identify two parallel but discrete narratives: one offering disjointed episodic coverage of particular development projects, and one providing larger-scale contextualized discussion of development and the environment more broadly. We discuss the implications for policy and collective action of the disconnect between these two narratives.

Abstract:This essay is based on the authors’ new book, Climate Change and Sustainable Development Law in a Nutshell (West 2011), which describes the close relationship between sustainable development and climate change management. The book reviews the history of both fields and demonstrates how they appeared at the same time as an integrated set of considerations. It contains numerous examples of state and local initiatives that draw on the skills of the planning and legal professions, including energy-efficient buildings, green buildings and sites, renewable energy, green neighborhoods (including transit-oriented development, Leadership in Energy and Environmental Design rating system for Neighborhood Development (LEEDND), green infrastructure, and district energy systems), and climate change adaptation through sequestration, resiliency, and adjustments to sea level rise.

Abstract:Local government managers play a critical role in sustainability and climate adaptation planning, and in relation to land-use policy, but little is known about how managers' hazard risk concerns influence the implementation of resilience policy or how this relationship may vary across different landscapes and types of hazards. Linking managers' disaster concerns to their planning choices is particularly relevant to resilience planning for adaptation to climate change, since greenhouse gas emissions are global but the harms produced by climate change are local. Moreover, climate adaptation planning encompasses risks from multiple hazards. For a sample of cities in the state of Florida, USA, we report the findings of empirical analysis of the relationships between local government managers' hazard-specific climate-related disaster concerns and their resilience-planning priorities for four types of hazards: river flooding, sea-level rise, storm surge and hurricane/tornado winds. Drawing on data from a survey of local disaster managers and policy data on the implementation of adaptation-planning actions, the link between managers' concerns and plan implementation is identified and compared across communities and across types of hazards. The pooled logit regression results reveal that the differences observed among these hazards persist even after controlling for objective risks and relevant community characteristics. We discuss the nature of the differences across four hazards and explore the implications of the findings for the literature on land use and climate adaptation and for the education of local government managers.

Abstract:Jakarta's coastal communities are facing significant risks from climate change, influenced by both geographical and socioeconomic factors. Our study aimed to assess the current state of climate change adaptation efforts and propose strategies for reducing risks. Using a combination of a surveys and focused group discussions (FGDs) in six urban villages, we evaluated existing strategies, identified the remaining vulnerabilities, estimated cost-effectiveness, and provided recommendations. Our cost-effectiveness analysis (CEA) identified dredging, embankments, and floodgate constructions as the most cost-effective options. Communities have also implemented water supply infrastructure using the reverse osmosis technique and have initiated training programs to support local businesses, with a focus on green mussel processing and brick manufacturing. Our findings, supported by previous policies and projects, underscore the importance of CEA recommendations. Inadequate dredging was identified as a primary factor contributing to the low effectiveness of flood canal projects. FGDs highlighted the critical role of freshwater facilities and local business promotion in enhancing community resilience to climate change. Leveraging local potential and social capital is crucial for the effective implementation of our recommendations. These findings emphasize the need for extensive community engagement, challenges associated with securing funding, and the importance of integrating technical and social aspects in adaptation programs. By prioritizing evidence-based decision-making through CEA, our study contributes to the development of effective governance models for coastal and ocean management. Our findings offer valuable insights for policymakers and practitioners worldwide, highlighting the importance of holistic community-driven strategies that integrate technical solutions with local knowledge and active community participation.

Assessing the comprehensiveness and vertical coherence of climate change action plans: The case of Australia

Abstract:Climate change is an undeniable reality, prompting governments worldwide to devise strategies to avoid or reduce its adverse impacts. Ensuring the effectiveness of these strategies is crucial; they must be both comprehensive and coherent to minimize trade-offs. While substantial research has focused on assessing climate policy coherence within a single level of government (horizontal coherence), there is a relative scarcity of studies examining coherence between different levels of government (vertical coherence). This study adapts an evaluation framework from the literature and transforms it into two distinct assessment frameworks: one for evaluating the comprehensiveness and the other for assessing the vertical coherence of Climate Change Action Plans (CCAPs) from three levels of government (local, state, and national) in Australia. Adaptation and mitigation plans were assessed separately for five local government areas in Sydney, Melbourne, Brisbane, Adelaide, and Perth, and their respective states: New South Wales, Victoria, Queensland, South Australia, and Western Australia. National government plans received higher average comprehensive scores (83%) than state (75%) and local (71%) CCAPs. High coherence was observed between national and state levels, with significant variations between state and local levels. Sydney-New South Wales exhibited the highest coherence (90%), while Perth-Western Australia scored the lowest (35%). Key issues identified include a lack of exclusive climate change funding body and an inadequate assessment of vulnerability profiles in various plans. These findings provide insights for designing more comprehensive and integrated policy actions across multiple government levels. The refined frameworks can be applied to test the comprehensiveness and coherence of CCAPs in other contexts at various scales.

Abstract:Climate change is an existential threat to small island developing states. Policy coherence aims to create synergies and avoid conflicts between policies. Mainstreaming adaptation across multiple sectors and achieving greater coherence amongst policies is needed. The paper applies qualitative document analysis, content analysis, and expert interviews to examine the degree of coherence between climate-sensitive sector policies in framing climate change adaptation and the adaptation goals outlined in the national development plan and national climate change policies in St. Vincent and the Grenadines (SVG), Grenada, and Saint Lucia. The results indicate that adaptation is not fully integrated into the water, agriculture, coastal zone, and forestry policies. For example, while adaptation was explicitly addressed in Saint Lucia’s water policy, it was not explicitly addressed in SVG’s and Grenada’s water policy. The results show that Saint Lucia has the highest coherence score (93.52) while St. Vincent and the Grenadines has the lowest (91.12). The optimal coherence score that can be possibly obtained is 147, which indicates partial coherence in adaptation mainstreaming in sectoral policies. Expert interviews highlighted problems such as institutional arrangements, a silo approach, funding mechanisms, and policy implementation. Using the knowledge provided by the experts, a seven-step process is proposed to practically achieve policy coherence and operationalize the policies.

How Is Spatial Planning Adapting to Climate Change? A Textual Analysis Based on the Territorial and Spatial Plans of 368 Chinese Cities

Abstract:Spatial planning is broadly acknowledged for its pivotal role in local climate change adaptation. Nevertheless, variations persist among countries in their perceptions and practices concerning the effectiveness and feasibility of utilizing spatial planning for climate change adaptation. Chinese cities confront the challenges of global warming, rapid urbanization, and intensified extreme weather events. Climate change adaptation agreements, frameworks, and policies have predominantly emphasized the national scale, often overlooking local adaptation efforts. However, the ongoing reform and restructuring of China's territorial and spatial planning system encompasses the categorization, hierarchical management, control of comprehensive national land resource development, and conservation. This process is gradually establishing spatial planning strategies that synergize with the impacts of climate change, thereby offering an opportunity to integrate climate change adaptation objectives into spatial planning. This endeavor is supported by a series of regulatory standards and guidelines to ensure its effective implementation. The study scrutinizes the public draft of territorial and spatial master plans for 368 Chinese cities to assess the integration of climate change concerns at the local level and to identify disparities among cities. Employing the Awareness, Analysis, and Action Framework (3A Framework), which draws from prior scholarship and integrates relevant existing research, we identified and assessed 30 criteria for recognizing and appraising climate change adaptation strategies in territorial and spatial planning. The study's findings indicate that: (1) The role of territorial and spatial planning in integrating climate change issues at the city level requires enhancement, as reflected in the generally low "awareness" of climate change concerns, limited "analytical capacity" regarding climate change, and a certain foundation for "action response" to climate change adaptation; (2) Large cities, characterized by robust economies and population concentrations, generally outperform small and medium-sized cities. They exhibit a superior ability to delineate quantifiable climate adaptation indicators and measures. In conclusion, the study provides prospective recommendations concerning technical approaches, spatial governance, mechanisms, and actions to more effectively incorporate climate change adaptation objectives into local-level territorial and spatial planning.
