Abstract:The economic transition in China since the late 1970s has led to not only drastic social transformations but also rapid advancements in science and technology, as well as the revolution in information and communications technology. In order to enhance the global competence of the Chinese population in coping with the challenges of a knowledge-based economy, the higher education sector has been going through restructuring along the lines of marketization, privatization and decentralization. Responding to the the challenges of globalization, the Chinese government has opened up the education market by allowing overseas universities to offer programmes on the mainland. This article sets out in this wider policy context to examine the current developments of transnational higher education in China, with particular reference to how students in Zhejiang province enrolling in these overseas programmes, especially those offered by Australian providers, evaluate their learning experiences. This article will also discuss the major concerns raised by the respondents in our study regarding the newly emerging transnational higher education programmes, with particular reference to examining how far these new programmes would affect the regulatory framework in Chinese higher education.

Abstract:The global higher education landscape has undergone significant change in the wake of COVID-19. There’s been a notable surge in students opting for more affordable programs, alongside a considerable rise in those pursuing overseas education for immigration purposes. Countries like Canada and Australia have responded by easing visa constraints to lure international students. Meanwhile, India and China, as two key players in sending students abroad, are experiencing divergent trajectories. While China is fostering its domestic education sector and implementing policies to draw in international students, its population is expected to decline. Conversely, the rapidly growing youth population in India offers a favorable opportunity for overseas students. For nations reliant on the overseas education sector, striking a balance between the economic benefits and local employment impacts is crucial, while also addressing market share challenges posed by China and India. Exploring alternative markets is imperative. Nigeria, Kenya, and other nations show high growth potential, while the rising middle class in Latin America offers another potential source market. Kazakhstan emerges as a notable contender, with its pre-pandemic economic expansion and government initiatives promoting international student mobility and ambitious targets. The declining cost of studying abroad reflects not only the economic challenges facing the global education sector but also a democratization of access to international education, no longer confined to affluent families. A noticeable rise of international students from Asian countries—such as China, Russia, Japan, and South Korea—indicates a slow shift in the market share away from popular study locations. This shift underscores a broader trend of diversification in the global higher education landscape.

Abstract:Internationalization at Home (IaH) has become a hot research topic although it is not a new concept appeared recently especially in China. The concept of IaH has experienced several changes since it was created in 1990s while the widely used one refers to the purposeful integration of international and intercultural dimensions into the formal and informal curriculum for all students within domestic learning environments. The recent development of the concept pays more attention on the establishment of international communities for each individual included. China changed its strict pandemic prevention and control policy in the end of 2022 and moved forward into the post-pandemic era. The practice of IaH has already appeared in China since the reform and opening-up policy carried out in 1978. However, the focus of Chinese policy and practice changed from international mobility to Internationalization at Home with a long-term development. The pandemic fastens this changing process. Due to the theoretical and practical background, IaH is recognized as the sustainable mode for Chinese higher education in the post-pandemic era which represents the future development path.

Abstract:This study aims to explore the new directions towards internationalization of higher education in China during post-COVID 19. The systematic literature review is applied as an evidence-based policy analysis approach. The findings indicate that the challenges and difficulties of internationalization of higher education in the post-COVID 19 were considered as a high-frequency discussion topic. In order to address the crises of internationalization of higher education during the post-COVID 19, the idea of internationalization at home (IaH) is regarded as a beneficial approach to deal with the process of internationalization of higher education, systematically. This study also highlighted that the internationalization at home within Chinese higher education institutions not only brings opportunities for the development of China's higher education system, but also poses challenges to the reform of the current higher education system. In addition, the conclusion and implication were provided to analyze the rationales of promoting internationalization of higher education system in contemporary China.

Internationalization strategies for non-Western higher educational institutions: a systematic literature review and conceptual framework

Abstract:Purpose Internationalization has been a paramount objective for higher education institutions (HEIs) for decades. However, the landscape of education underwent significant transformation due to the COVID-19 pandemic, leading to altered contexts, challenges and opportunities for HEI internationalization. This paper aims to critically evaluate the dimensions of internationalization strategies in HEIs and the opportunities within each dimension. Adopting a reflexive approach, the study focused on non-Western HEIs, recognizing the diverse approaches to internationalization within higher education contexts. Design/methodology/approach Using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology, this paper covered 74 articles published in Web of Science database from January 2019 to December 2023. Findings The study organized dimensions related to internationalization strategies in non-Western HEIs, offering a comprehensive framework comprising six dimensions: students, programs, faculty, research, international ventures and other sources; and nine internationalization facilitators: international partnerships, funding, government education, international policies, technology, internationalization culture, diversity and inclusion, staff competence and attitude, student/faculty engagement, intercultural experience and satisfaction, English as a medium of instruction (EMI), and knowledge transfer mechanisms. Furthermore, the study delineated strategies within each dimension and highlighted prevalent performance indicators utilized by HEIs. Originality/value The study's primary contribution is a conceptual framework designed to assist HEI directors and academics. This framework delves into dimensions, strategies and indicators of internationalization particularly relevant in the post-pandemic era.

Abstract:The COVID-19 pandemic impeded the regular international student mobility (ISM) and educational exchange across the world. In response, China has witnessed a proliferation of TNHE partnerships formulated as "Internationalization at Home" (IaH), which has seemingly alleviated the immobility of students, faculty, and educational resources within a transnational lens. However, the changing trend of China's TNHE policies and practices and its impact in the pandemic context have not been systematically studied. To fill this gap, this study longitudinally traces China's TNHE policies and practices from globalization to post-pandemic glocalization by analyzing policy documents and three cases in the TNHE and pandemic IaH fields. Informed by the concept of global-national-local imbrications, this study tracks the trajectory of China's TNHE development and clarifies the interconnections among changing policies and practices across different contexts. Our findings can provide reference for the further improvement of TNHE in China and the integration of different TNHE practices into international education in the post-pandemic era. Given the methodological limits of the case-study approach, future research can offer a more comprehensive picture of TNHE in the (post)-pandemic era by collecting data from more sources and contexts.

Abstract:<span>This Forum explores the impact of the COVID-19 pandemic on the Higher Education (HE) sector through the experiences and perspectives in China, Malaysia and the UK, with schools and universities closed and teaching moved online with very short notice. Authors were given an open brief as to the nature of their contribution, reflecting the still evolving 'pandemic pedagogy' phenomenon. Reflecting different national contexts reified in the emergency response to education disruption, the three perspectives in this Forum individually and collectively shed light on the implications of contrasting states of university governance and overall HE development.</span>

Abstract:The article considers the consequences of the COVID-19 pandemic for higher education in Ukraine and in the world. The results of research by the International Association of Universities, the European University Association, the European Association for International Education are analyzed. The impact of the pandemic on teaching and learning is determined. International academic mobility and cooperation, as well as the financial situation of higher education are described. In addition, diffculties, fears and challenges faced by higher education institutions around the world during the corona crisis, which require swift and adequate action, are presented. The main part of the article shows the results of a survey of teachers and students of higher education institutions of Ukraine, devoted to the analysis of problems and challenges faced by students in the transition to distance learning, as well as new productive opportunities created by the online format. The main problems faced by the main participants in the educational process include the quality of teaching and organization of the distance learning process, the growth of the workload of teachers and students, technical and fiancial problems. The results of the survey show both the assessment and satisfaction with the measures already taken by higher education institutions to ensure quality and effective distance learning, and help to understand the next productive steps to be taken to expand teaching and distance learning opportunities and access to learning opportunities during life. Educators’ assessment of the opportunities and benefis created by the distance learning format demonstrates the motivation of teachers to improve their own skills and abilities, mastering the new tools required by the distance learning format. In the case of students, such advantages become first of all economical ones, e.g. expansion of opportunities for a combination of study and work as well as economy of time and means.

Abstract:The COVID-19 health crisis has caused profound social and economic disruptions. Affecting everyone, its impact is not equal. Exacerbating deep social fissures and long-standing systemic inequalities, the pandemic reveals the fragilities and inequities in global higher education. Accelerating underlying trends and triggering seismic shifts in the sector, collective efforts over a period of weeks delivered massive change in a sector not known for being fleet-of-foot. As we envisage the 'next normal' for higher education, problems with the 'old normal' may be fixed and some recent innovations carried forward. Representing a period of punctuated equilibrium, COVID-19 could lead to transformation of the sector towards greater equity and impact across teaching/learning, research/innovation, community service/engagement and the staff/students' experience. As we ask, "When will HE open again?", and "When we do, what will it be like?" we may also find ourselves considering "Will some institutions open at all?" Seeking to navigate these volatile, uncertain, complex and ambiguous times-so-called VUCA conditions-we propose that the SDGs are positioned as a lens to re-imagine higher education in mounting an antifragility response. We examine whether a new paradigm is forming that could be more sustainable as budgets, priorities and institutional archetypes are challenged fundamentally in line with delivery against the SDGs.

Abstract:The COVID-19 pandemic posed a major challenge for education leaders and policymakers across the globe. This paper discusses the experience of Tsinghua University’s shift to fully online learning, as the first major university in the world to move all courses online in response to the 2020 pandemic. The article introduces the Institutional Resilience in Higher Education Framework to articulate the factors that drive quality education during times of crisis. The article explores the shift to online learning in the context of pandemic as transboundary crisis and details Tsinghua’s online learning emergency response to distil lessons learnt and identify emerging best practices for further online learning implementation. It extrapolates broader lessons about university response to transboundary crises and highlights the importance of effective crisis management, institutional resilience and leadership for delivering quality higher education in emergencies and beyond.

Abstract:Higher education institutions are globally facing unprecedented disruptive trends, which have rapidly changed the landscape of global higher education due to the COVID-19 pandemic. While transnational education (TNE) is increasingly becoming popular as a provision for internationally recognised education at the doorstep of students, the temporary shift from traditional classroom teaching and learning (T&L) to remote online T&L caused by the COVID-19 pandemic has been challenging for all stakeholders to provide the similar student experience as previously. Regarding TNE programmes, the emergency replacement of traditional classrooms with virtual ones has also raised significant challenges of both equity and pedagogy. However, given the current crisis in higher education, TNE can be a cornerstone in rebuilding the post-COVID-19 international education system. This chapter explores the challenges faced by the TNE programmes based on a systematic literature review and information gathered informally from various stakeholders and discusses the opportunities and future impacts in teaching, learning, and student support as the post-COVID-19 educational landscape emerges. It also provides an insight into how a sustainable transnational learning community can be developed for the quality and sustainability of international higher education in this new decade.

Abstract:Background After 2 years of anti-pandemic struggles, universities in the United Kingdom have started to witness a reverse transition, a shift from online to offline education. This includes encouraging students to begin face-to-face programmes and allowing flexibility for remote learners, but later requiring all students to return to campus by a certain date. Objectives This paper aims to explore the challenges and impacts brought about by this new transition and provide recommendations for universities to enhance student experience for future adversity. Method This qualitative study conducted semi-structured interviews with 24 international students from a British university to explore their experiences during the transition. The results were analysed using thematic analysis. Results Our data revealed both internal and external challenges to students during the online-to-offline shift, which lead to a general resistance to said shift. Specifically, policy challenges (e.g., policy conflicts) imposed the most significant impacts on international students, resulting in psychological anxiety, financial losses, and negative learning experiences. The reduction of digital tools and learning materials during the shift also presented challenges to students who developed a reliance on digital resources while learning remotely. Other challenges have also been identified, including academic barriers and social engagement issues. Conclusion By highlighting these challenges, this paper has practical implications for university policy decisions and provides recommendations for supporting students’ transition back to traditional offline learning.

Abstract:Internationalisation has been a strategic vehicle to transform higher education and become a prominent trend in universities across the world in the past decades. Internationalisation of higher education is drawing growing attention from the broader community outside the education sector, especially as its rationales, operations and impacts more closely align with social, cultural, economic and political interests. It is increasingly subject to public policy turbulences related to migration, workforce, post-study work rights and economics. In particular, international education has been growingly used as a mechanism to address skills shortage and support nation-building in some study destination countries such as Australia, Canada, New Zealand and Germany and the international education and migration nexus or 'edugration' trend (Brunner, Citation 2023 ) becomes more visible.

Abstract:This research paper studies trends and hotspots of management internationalization in the sphere of higher education. The survey is based on CiteSpace visualization technology and on the corpus approach to studying keywords and annotations for 2010–2021 publications in 25 major higher education journals. Keywords analysis by CiteSpace showed that the hotspots of the management internationalization research are focused on postgraduate education management, on the projects «Double First Class University Plan», «Greater Bay Area», «Cooperation in Running Schools», etc. The future possible areas of investigation are the «local internationalization» of university management, the internationa lization of management in terms of international-level specialties and first-class universities’ nationalization, as well as the contradiction of the «spillover effect» between university management and cross-university cooperation. The corpus-based analysis showed that over the past 12 years the studies of internationalization of higher education and its mana gement have been carried out within the large-scale project «One Belt – One Road» and economic globalization. These studies include the modules of universities’ development, university education, academic research, school management strategy, etc. To effectively address the challenges faced by higher education internationalization management, the aut hors propose to take advantage of consistent teaching quality and to leverage regional and local resources, so as to create a multidimensional platform that would interconnect talents and ways to use them. Of no less importance, when summarizing such experience, is it to take into account the historical background, so that this platform, certainly engaging state policy, would allow a reform of higher education globalization for its further development.

Perspectives: Policy and Practice in Higher Education

Abstract:Post-pandemic, there is a growing recognition that higher education needs to take a more proactive role in addressing the United Nations' Sustainable Development Goals – the 17 goals for 2030 that aim to balance global economic development with the need to tackle climate change and protect our natural ecosystems. This change of focus has profound implications for international higher education. For universities in countries like Australia, New Zealand and the UK, internationalisation has underpinned a successful business model. Recruiting children of wealthy elites in developing countries and charging them high tuition fees allows universities to invest in research and facilities and drive themselves up global rankings tables. But recruiting students from the Global South imposes an environmental cost in terms of the carbon footprint and perpetuates structural inequality. This article explores solutions to moving beyond the current business model and adopting an internationalisation strategy that prioritises social justice and environmental sustainability.

Abstract:The expansion of student international mobility has been discussed increasingly with respect to concerns about social inequality. The outbreak of the COVID pandemic has exacerbated the risks of studying abroad. Due to the differences in the ability of students from different social backgrounds to cope with risks, the inequality of opportunities for studying abroad may further expand. Based on the survey of 1256 college graduates between January and March 2021, this study analyses the impact of family background on the choice of studying abroad under the background of the epidemic. The research shows that the inequality in transnational education participation has been intensified by the pandemic. Findings of mediation analysis suggested that family background has powerful influences on students’ willingness to continue with their overseas study plan after the pandemic. It shapes students’ decision on whether go abroad or not directly, via their mentality of the pandemic, and through their past educational choices (field of study) and attainment (university type). Our study provides a more nuanced understanding of the way how COVID pandemic affects students from different backgrounds.

Abstract:The COVID-19 pandemic has transformed training processes. The transition from face-to-face to virtuality has affected the entire educational process favoring one of the open innovation key features in the higher education institutions: the ability to manage knowledge flow. Open innovation in this crisis situation will encourage universities to deal with difficulties and embrace opportunities to enhance knowledge production. In this regard, the main objective of this work is to analyze how universities have managed knowledge flow during lockdown situation. The research presents a comparative study between three countries highly impacted by the coronavirus (Spain, Italy and Ecuador) based on perceptions from teachers and students on a convenience sample of 573 individuals. The study, of a descriptive and exploratory nature, applied surveys between March and April 2020 to students and teachers of Journalism, Communication. The survey had 2956 responses, collecting 65,032 pieces of evidence from students and 6468 from teachers. Teachers and students show their preference for being present, but they recognize the justification for the change of scenery and identify positive elements in virtuality. According to the findings obtained, the absence of presence has not generated an increase in the meetings between teachers and students. In addition, the tutorials have been shorter and sporadic. Added to this is a scant commitment to the variety of resources and options offered by the Internet. The predominance of textual material collides with the demand from students for a mixture of training resources, a greater role for the podcast and, especially, a typology of assessment tests that pass the traditional exams.

Abstract:Discourses of global education, citizenship and competence have been characterising the higher education literature in recent years. The COVID-19 pandemic has both heightened the relevance of global citizenship education and presented new challenges as educators and students continue to grapple with the lasting impact and implications. This paper presents the findings of a research study which looked at the perceived learning outcomes of a 'virtual exchange' project which addressed issues relevant to global citizenship, involving students in European and Southern Mediterranean countries in online dialogue programmes. The study used quantitative and qualitative approaches to the analysis of responses to open survey questions using the quantitative tool IRAMUTEQ (Sbalchiero & Tuzzi, 2016) and focus groups. Participants perceived that their learning was happening above all through their encounters and discussions with people from different backgrounds. They reported learning to listen actively and carefully, to accept and/or respect different opinions and experiences. The findings open up possibilities for how higher education institutions might engage students in online transnational and global learning experiences-which can contribute to thinking about renewing education and societies in a post-pandemic world.
