Abstract:China provides special education students with the possibility of indirect enrolment in regular education (inclusion), attendance at special classes and regular education classes (mainstreaming), admission to special education schools (segregation), or admission to home education (exclusion). This promising large system of education has several shortfalls, such as the inadequacy of curriculum, the rivalry between segregation and inclusion trends, teacher preparation, and parents' awareness of their children's needs. Objectives. In-depth interviews were conducted to uncover these strengths and shortcomings from the perspective of Chinese stakeholders. Methods. Nine in-depth interviews were conducted with special education stakeholders in China. Results. Our findings present a detailed analysis that provides a visual summary of the main strengths, weaknesses, and suggestions for improvement, as well as specific features relevant to the Chinese context. Conclusion. The results of our study furthered this discussion by revealing our participants' long experience in the field and highlighting some of the current gaps - curriculum, teacher training, the rivalry between special education and inclusive education, and the need to increase parents' awareness of their children's rights in advance of a more inclusive society.
Perceptions of Stakeholders Regarding China's Special Education and Inclusive Education Legislation, Law, and Policy: Implications for Student Wellbeing and Mental Health

Abstract:Laws and policies, no matter how well designed, can fail if they are not implemented correctly. This can occur when there is no interaction between policymakers and those who are working on the ground. The purpose of this study was to determine the understanding of Chinese stakeholders regarding legislation, policy, and law associated with the provision of special education and explore its implications for student wellbeing and mental health. Two questions were posed: (1) Does a stakeholder's attitude towards legislation, policy, and law regarding special education impact their role or responsibilities? (2) In what ways do stakeholders interact with legislation, laws, and policies regarding special education and their work experience in the field? Using in-depth interviews as the basis for the study, researchers gained valuable insight into how administrators, practitioners, and academics perceive laws and policies. Participants exhibited exaggerated attitudes and over-interpretations of some of these items, which we attribute to partly real factors, as well as nationalistic or patriotic feelings. The evidence included calls for specific laws and policies as well as a switch from a top-down to a bottom-up approach to reform to bridge the disparity between different regions in the country. As the participants agreed, there have also been remarkable achievements in building a more comprehensive and inclusive system over the last decade. However, the gaps between rural and urban areas, primary and middle schools, high schools and vocational schools need to be addressed urgently in specific laws and policies. Addressing these disparities will not only improve the overall quality of special education but also have significant implications for student wellbeing and mental health. By ensuring that all students have access to tailored support and resources, policymakers can foster a more inclusive and supportive environment that promotes positive mental health outcomes for all learners.

PurposeThis study provides a comprehensive review of the highlights and developmental trends in special education in China over the past decade.Design/Approach/MethodsCiteSpace was used to analyze 1,564 academic papers published in the Chinese Journal of Special Education (CJSE), the only academic journal focusing on special education in China.FindingsAnalysis revealed that the research highlights covered areas of special education governance, inclusive education (including learning in regular classrooms), teachers and the curriculum, the traditional "three basic disability types," and the newly recognized category of Special Education Needs (SEN). The scope of research has expanded from a limited range of disability types to a wide range of SEN, policymaking has accelerated the development of China's special education, and curriculum reform has played a key role in facilitating the integration of general and special education systems.Originality/ValueThe published papers fully reflect international frontier research in the field of inclusive education over the past decade, revealing the discursive system and practice mode of inclusive education with Chinese characteristics.

Abstract:Children with developmental disabilities (DD) including intellectual disability and autism, experience exclusion from social life and education in Ethiopia. Including children with DD in mainstream inclusive classes has potential to expand access to education and uphold their right to learn alongside typically developing peers. However, inadequate support in inclusive settings can hinder their participation and educational achievement. This study explores the perspectives of stakeholders on the ways in which inclusive education can support the needs or exacerbate the challenges of children with DD in Addis Ababa, Ethiopia, and on recommendations to address the challenges. Thirty-nine participants with expertise or experience relevant to children with DD, including caregivers, educators, clinicians and other experts, took part in semi-structured interviews. Their responses were analysed using thematic template analysis. The themes developed identify four aspects which are most relevant to the potential positive and negative consequences of inclusive education for children with DD: learning and development, peer relationships, safety in school and inclusion in society. The themes encompass sub-themes of positive and negative consequences, and suggested improvements to facilitate positive effects. Identified priorities for action include enhanced teacher training, awareness-raising initiatives, tailoring infrastructure and manpower to safeguard children with DD and promoting government focus on successful inclusion. These recommendations can be implemented to facilitate well-structured inclusive education, where children with DD are supported to participate alongside typically developing peers, as well as to safeguard against the potential negative consequences of inclusion, paying sufficient attention to the distinctive needs of children with DD.

Abstract:In recent years, China has made significant strides towards building a more inclusive education system, aiming to ensure that every child, regardless of their physical or cognitive abilities, has access to quality education. This mission is not only driven by a commitment to human rights but also by the recognition that every individual has the potential to contribute meaningfully to society. Yet, while the intention is commendable, the road to achieving a truly inclusive educational landscape is fraught with challenges. One of the primary issues is the shortage of resources. Many educational institutions lack the necessary infrastructure and tools to cater to students with diverse needs. This inadequacy is compounded by a shortage of teachers trained in inclusive teaching methodologies, leading to a disconnect between student needs and instructional delivery. Additionally, the workload for educators, who are now expected to cater to a broader range of student needs without proportionate support, has seen a concerning increase. However, the research has shed light on promising solutions. Comprehensive teacher training programs focusing on special education methodologies can significantly bridge the knowledge gap. There is also a clarion call for enhanced school support, both in terms of infrastructure and personnel. Perhaps most crucially, public awareness campaigns can alter societal perspectives, fostering a more accepting and supportive environment for inclusive education. By meticulously implementing these strategies and continuously evaluating their efficacy, China stands on the brink of revolutionizing its education system, ensuring that no child is left behind.

Next, it presents a current experience with the education of students with disabilities in Beijing and Shanghai. In conclusion, it offers recommendations for addressing challenges and promoting sustained progress in the further development of special education systems and models to educate students with disabilities in China.

Abstract:Despite increasing awareness and political concern regarding the issue of inclusive education and educational inequality, China is still on its way to achieving education equality. The issue of special education for disabled students, problems related to preschool education, education equality within groups, and curriculum design are still matters of concern that hinder China's progression towards an egalitarian education system that guarantees equality. Although special education is specifically addressed in China's 14th Five-Year Plan, mere policy concern has not successfully translated into practical success. Through a thorough analysis of China's current situation, this article identifies three reasons that have thwarted the realization of this goal: a lack of micro-concern in policies relating to special education, misallocation of capital input due to a lack of sufficient regulations, and an insufficient supply of professional teachers. Countermeasures are proposed with the intention of improving China's special education system, with the hope of addressing the interests of students with special educational needs today.

Abstract:This article examines administrator perspectives of innovative services for the inclusion of young children with disabilities in regular preschool classrooms in China. Twelve directors from 12 pilot inclusion preschools in Beijing participated in this study. Qualitative interview results revealed the following sub-themes: definition, advocacy, teacher attitude, classroom concerns, resources, benefits of inclusion for children with disabilities, benefits of inclusion for children without disabilities, challenges of inclusion for children with special needs children, and challenges of inclusion for children without disabilities. Discussion and recommendations were provided on the basis of research findings.

Abstract:Although China has a civilized history and distinguished Confucian tradition of valuing education, special education as an institution was not established until the 19th century, when Western culture began to influence China. The subsequent development of special education has been slow due to adverse political and economic conditions. After the 1980s, a modern system of special education from preschool to higher education was formed, and since then, China has been moving toward the goals of effective inclusive education in response to global trends and the open-reform policy. Through analyzing the characteristics of the development of special education and the composition of the modern special education system in China, the authors reveal the critical social and cultural variables that underlie the development of special education: economic conditions, the Confucian tradition, Western cultural influences, and prevailing Socialist ideology. These factors have contributed to bringing about changes in special education in China, from no special education to special education starting at birth, from minimal to large-scale special education, and from segregation to inclusion.

Abstract:This study investigated the effects of inclusive education for children with developmental disabilities. The study panel comprised 19 class teachers from 16 regular elementary schools across 3 districts in Shanghai, China. By integrating focus groups, individual interviews, and archival data, the results showed that children with developmental disabilities demonstrated certain school adjustment. Regarding social development, they maintained a relatively narrow social network, possibly due to their being overprotected. In terms of academic development, they showed progress in learning process. However, the learning outcomes of some students stagnated or deteriorated. As such, this study explored teacher’s experiences regarding the practical realities and value of inclusive education for students with developmental disabilities. In addition, this study makes some suggestions regarding the creation of a beneficial environment in classes for students with developmental disabilities.

PurposeThis study aimed to explore the perspectives of students with special education needs (SEN) and of relevant stakeholders on how they make decisions when choosing educational placements.Design/Approach/MethodsEight students with SEN (four with intellectual disabilities and four with physical disabilities) who had transferred between special and regular education schools and their stakeholders, including parents, school principals, classroom teachers, and students without SEN, participated in the interviews.FindingsFindings revealed that students with SEN were torn between the two forms of conflict placement. Different educational placements implied different educational methods and effects, and educational effects contributed to placement choices in return. Placement decisions largely relied on SEN students' abilities, stakeholders' attitudes, and school policies, with SEN students' abilities being the most dominant factor, implying a model based on personal ability instead of rights and support.Originality/ValueThe Chinese government should formulate and implement policies to bring about more systematic changes in the education system and ensure adequate resources and professional support for students with SEN.

Abstract:The physical and educational exclusion of children with special educational needs and disabilities from effective and relevant education is a persisting issue in Chinese schools. To move beyond 'lazy inclusivism' and support authentic change towards inclusive education, this paper explores the wisdom of Chinese educators and investigates how inclusion can be interpreted and practised through a qualitative study in an inclusive urban school in East Coast China. The headteacher and eight teachers were interviewed. The findings give voice to teachers and highlight the importance of understanding inclusion in its broad sense as respecting and valuing all members of the school community. Specific strategies were also shared by participants such as parental involvement, teacher training, themed campus décor, emphasis on rich extra-curriculum activities, and the innovation of 'micro-semester'. Through analysing teachers' reported 'successful' experiences in inclusion, the discussions explore how these teachers exercise agency to actively promote inclusion despite structural constraints. The paper analyses teachers' interpretations and practical strategies in an inclusive school from the perspective of teacher agency and contributes to building up a strong base of empirical evidence that enriches the concept and facilitates the implementation of inclusive education in China.

The Chinese government has released a host of regulations and action plans concerning inclusive education, defining its direction and setting forth the principle of respect for differences in its implementation. Nevertheless, there remain many challenges in inclusive education development. Among them is the low level of popularization of inclusive education in compulsory education. This article delineates the complications of the implementation of inclusive education in China and analyzes their causes with the intent of contributing to its high-quality development in this country.

Abstract:All children, including those with various impairments and learning challenges, are entitled to education in regular schools, in response to the Salamanca Statement. Chinese authorities have demonstrated their commitment to inclusion through legislation, policy, and statements. The Chinese inclusive education paradigm has grown significantly over the last few decades. Nonetheless, research on the impact of Chinese teachers' efficacy in implementing inclusive practices in primary and secondary classrooms is limited. This cross-sectional study addresses this issue by evaluating 211 teachers in Beijing, Tianjin, Chengdu, and Qingdao, China. Quantitative data were collected from each participant using multiple regression analysis to examine the causal and effect between three predictors, efficacy in using inclusive instruction (EII), efficacy in collaboration (EC), and efficacy in managing behavior (EMB), on the inclusive practices as a criterion. The research results show that when teachers' EC is bolstered, an inclusive approach increases on the other side. This means that when teachers are more confident in their collaboration in inclusive education, they are more likely to adopt inclusive practices to support a diverse range of students better. As China's education system is still transforming, this finding has vital roles and implications for developing inclusive education policy and practice in China as educators interact with a more diverse student population.

Abstract:A main purpose of the present study was to examine and compare attitudes toward inclusive education between parents of children with ASD, parents of typically developing children, and classroom teachers in China. The investigators also sought to explore factors influencing different stakeholders’ perspectives. An attitude survey was distributed to 14 institutions in Shanghai and Anhui Province in China, including four kindergartens, two elementary schools, four special schools, and four private training agencies. Seven hundred and twelve responses were received, including 170 from parents of children with ASD, 337 from parents of typically developing children, and 197 from classroom teachers. Both multivariate and univariate analyses were conducted to compare differences in attitudes between groups. The results indicate that parents of children with ASD held the most positive attitudes toward inclusion, whereas classroom teachers held the least positive attitudes toward the inclusion of children with ASD. Further analyses revealed that not only were adults’ attitudes influenced by their identities as parents or teachers, but their background may also influence how they perceive inclusive education. The findings of the study provided a comprehensive view on how different parties perceive inclusive education of ASD. It also provided empirical evidence that inclusion generally has a positive impact on people’s attitudes toward ASD. Implications and suggestions for future research and practices were further discussed in the paper.

Abstract:Students should receive appropriate and comprehensive educational opportunities regardless of their ethnicity, gender, and even probable disabilities or exceptionalities. For this purpose, governments and educational boards have agreed to investigate the concept of inclusive education as a new paradigm where students can benefit from materials and classroom environment whether they are ordinary students or students with special needs. Chinese educational government has also adopted inclusive education within its pedagogic program since the middle of the 1990s. In this regard, some well-known researchers highlighted the impact of teachers' attitudes, sentiments, and concerns in inclusive education as a driving force toward student support and rapport. Moreover, the cultural background has also been emphasized in studies of inclusive education. Hence, it is necessary to employ the proposed and standardized attitude, sentiment, and concern scales, as well as the translated version to measure the factors affecting the proper implementation of inclusive pedagogy. The present study was an attempt to review related studies on teachers' attitudes and sentiments, particularly in China. Findings suggest that cultural differences might not necessarily contribute to the successful implementation of inclusive programs; however, pre-service or in-service teachers have demonstrated that higher levels of sentiment (efficacy), as well as positive attitude, can lead to the efficient provision of materials and building a supportive classroom environment for ordinary students and more importantly student with special needs.

Abstract:Purpose: The discourse around inclusive education has garnered significant attention within the global education industry. The educational landscape for children with disabilities has undergone a transformation, transitioning from the practise of segregating them in inclusive education to embracing their inclusion within general education schools and classrooms .By reviewing the development of inclusive education as well as the development of China's education system and inclusive education, this study finds the problems of inclusive education in China and the necessity of developing inclusive education in China. Theoretical framework: Inclusive education is designed in a number of areas such as the improvement of the educational system, educational management, teacher performance, and teacher identity. Therefore, this study will also be related to human capital theory, identity theory, and SLR theory. Design/Methodology/Approach: The research methodology was divided into three stages.The first step was to collect and review existing literature and studies. Secondly. The literature was categorised and reviewed separately. The third step is to analyse and draw conclusions. This stage includes a detailed description of the research questions and the conclusions drawn. Findings: Inclusive education is a global concern, as it is in China. Although China's education system has made significant progress in recent decades, the development of inclusive education remains imperfect, and the Chinese government still needs to formulate policies to promote inclusive education. Research, practical & social implications: This study focuses entirely on analyzing the development of inclusive education in China while filling a gap in the systematic review of inclusive education in China. As China's education system continues to improve, it is crucial to study the development of inclusive education in China. Addressing this issue will help China build a more complete education system. Originality/Value: The results of this study are expected to serve as a reference for Chinese scholars studying inclusive education. In response to the results of this paper, the follow-up effects include further research based on this. In particular, the issue of educational management of inclusive education is also an area where this study may have an impact. This study is also expected to become formalised discussion material for the field of university, and in particular, educational management research.

Abstract:As a research focus and implementation trend in the field of contemporary special education, integrated education has brought new opportunities and challenges for special children and preschool education. At present, integrated education has been popularized in kindergartens all over China. However, due to the lack of understanding of integrated education and special children in kindergartens, preschool teachers, social groups and other groups, the expected results are often unable to be achieved. By reviewing the development process of China's integrated education, reflecting on the educational problems arising therefrom, and combining with other countries' excellent integrated education policies and experience, this study tries to put forward opinions for the development of China's preschool-integrated education. China's preschool-integrated education is faced with the problems of the public's insufficient understanding of special children and integrated education, the lack of special education training for preschool teachers, and the unsatisfactory effect of integrated education. In order to improve the above situation, the quality of preschool-integrated education can be improved by referring to the experience of British and American integrated education, from the following four aspects: building relevant services and facilities in kindergartens, increasing the employment and training of staff with special educational background, establishing more specific evaluation mechanism and strengthening social support.

Abstract:Education for learners with special education needs has become one of the major concerns of education policies in every corner of the world. In Macau, however, the transformation of schools into inclusive environments is reported to be slow because many teachers in Macau have not accepted the key values of inclusive education and possess little knowledge of their responsibilities as inclusive education teachers. Despite being nonempirical, the aim of this article is twofold: to inform inclusive education teachers, especially those in Macau and other developing regions, of the necessary knowledge, skills and strategies of working collaboratively with parents of children with SEN and provide policy makers concerned with practical ideas of designing effective professional development programmes for teachers working in the inclusive environment. The ultimate aim is to ensure that children with SEN benefit from an education process that includes quality learning opportunities.
