Abstract:The COVID-19 pandemic has caused a massive economic shock across the world due to business interruptions and shutdowns from social-distancing measures. To evaluate the socio-economic impact of COVID-19 on individuals, a micro-economic model is developed to estimate the direct impact of distancing on household income, savings, consumption, and poverty. The model assumes two periods: a crisis period during which some individuals experience a drop in income and can use their savings to maintain consumption; and a recovery period, when households save to replenish their depleted savings to pre-crisis level. The San Francisco Bay Area is used as a case study, and the impacts of a lockdown are quantified, accounting for the effects of unemployment insurance (UI) and the CARES Act federal stimulus. Assuming a shelter-in-place period of three months, the poverty rate would temporarily increase from 17.1% to 25.9% in the Bay Area in the absence of social protection, and the lowest income earners would suffer the most in relative terms. If fully implemented, the combination of UI and CARES could keep the increase in poverty close to zero, and reduce the average recovery time, for individuals who suffer an income loss, from 11.8 to 6.7 months. However, the severity of the economic impact is spatially heterogeneous, and certain communities are more affected than the average and could take more than a year to recover. Overall, this model is a first step in quantifying the household-level impacts of COVID-19 at a regional scale. This study can be extended to explore the impact of indirect macroeconomic effects, the role of uncertainty in households’ decision-making and the potential effect of simultaneous exogenous shocks (e.g., natural disasters).

Abstract:International Journal of Social Psychiatry, Ahead of Print. Background:Canadian households experienced unexpected changes in their economic well-being during the COVID-19 pandemic. The extent of the impact of the pandemic on household debt and its effect on health and mental health remains unknown.Aim:The aim of the study was to examine the associations of change in household debt due to COVID-19 with serious psychological distress (SPD) and general health measures.Methods:Data were from the 2020 Monitor study, a repeated cross-sectional survey of adults 18 years and older in Ontario, Canada. The 2020 cycle employed a web-based panel survey of 3,033 adults. The survey included measures of change in household debt due to the COVID-19 pandemic, mental and general health. Odds ratios (OR) were estimated from logistic regression models accounting for sociodemographic factors.Results:Overall, 17.5% of respondents reported that their household debt increased due to the COVID-19 pandemic. Such an increase in household debt was significantly associated with SPD (OR = 2.92, 95% CI, 2.05–4.16), fair/poor mental health (OR = 2.02, 95% CI, 1.59–2.56), frequent mental distress days (OR = 1.80, 95% CI, 1.31–2.48), fair/poor general health (OR = 1.93, 95% CI, 1.47–2.52), and suicidal ideation (OR = 3.71, 95% CI, 2.41–5.70) after adjusting for potential confounders including education, income and employment.Conclusions:Household debt during the COVID-19 pandemic is an important determinant of health. Individuals who reported an increase in household debt due to COVID-19 were more likely to report serious mental health concerns including suicidal ideation. This suggests that debt-related interventions may be needed to alleviate the adverse effects of indebtedness on health.

The Cost of the COVID-19 Crisis: Lockdowns, Macroeconomic Expectations, and Consumer Spending

Abstract:We study how the differential timing of local lockdowns due to COVID-19 causally affects households’ spending and macroeconomic expectations at the local level using several waves of a customized survey with more than 10,000 respondents. About 50% of survey participants report income and wealth losses due to the corona virus, with the average losses being $5,293 and $33,482 respectively. Aggregate consumer spending dropped by 31 log percentage points with the largest drops in travel and clothing. We find that households living in counties that went into lockdown earlier expect the unemployment rate over the next twelve months to be 13 percentage points higher and continue to expect higher unemployment at horizons of three to five years. They also expect lower future inflation, report higher uncertainty, expect lower mortgage rates for up to 10 years, and have moved out of foreign stocks into liquid forms of savings. The imposition of lockdowns can account for much of the decline in employment in recent months as well as declines in consumer spending. While lockdowns have pronounced effects on local economic conditions and households’ expectations, they have little impact on approval ratings of Congress, the Fed, or the Treasury but lead to declines in the approval of the President.

Abstract:This paper investigates the effect of economic policy uncertainty on the consumption response to household debt using household-level data from China. Our results suggest that there is a positive relationship between household debt and consumption. However, a higher level of economic policy uncertainty not only weakens this positive relationship but also inhibits the effect of household debt on the consumption structure. In addition, the negative impacts of policy uncertainty are stronger among households that are more liquidity constrained, whose heads have lower cognitive abilities and financial literacy, and that are located in provinces with lower levels of digital financial inclusion.

Abstract:The purpose of this article is to provide a review of the impact of the COVID-19 pandemic on Australian household finances and understand how the pandemic has had significant repercussions for household finances and behaviours toward saving and spending goals. Based on a national survey conducted by the Australian Bureau of Statistics in December 2020, we report that financial shocks continued to hit low-income households and one-parent families with dependent children the hardest. The lowest-income households had to forfeit a week's worth of income on a less expensive shock but three times their weekly income to absorb a more expensive shock. The low-income households and one parent family with dependent children did well in following a budget, however, they were in a weak position when considering the ability to save regularly. The overall households also had a low rate of seeking financial information, counselling or advice from a professional. These findings will have implications for the policymakers and advisors who assist households in sustaining their finances and well-being.

Macroeconomic uncertainty and the COVID‐19 pandemic: Measure and impacts on the Canadian economy

Abstract:This paper constructs a measure of Canadian macroeconomic uncertainty, by applying the Jurado et al. (2015) method to a large database. This measure reveals that the COVID‐19 pandemic has been associated with a very sharp rise of macroeconomic uncertainty in Canada, confirming other results showing similar large increases in uncertainty in the United States and elsewhere. The paper then uses a structural vector autoregression to compute the impacts on the Canadian economy of uncertainty shocks calibrated to match these recent COVID‐induced increases. We show that such shocks lead to severe economic downturns, lower inflation and persistent accommodating measures from monetary policy. Important distinctions emerge depending on whether the shock is interpreted as originating from US uncertainty—in which case the downturn is deep but relatively short—or from Canadian uncertainty, which leads to more protracted declines in economic activity. (2015) à une vaste base de données, nous avons développé une mesure de l'incertitude macroéconomique au Canada. Cette mesure montre que la pandémie de COVID‐19 est associée à une augmentation très forte de l'incertitude macroéconomique au Canada, corroborant ainsi d'autres résultats présentant de telles augmentations aux États‐Unis comme ailleurs dans le monde. Nous utilisons ensuite un vecteur autorégressif, étalonné en fonction de ces augmentations d'incertitude provoquées par la COVID‐19, pour calculer l'incidence de ces chocs sur l'économie canadienne. Nous montrons que de tels chocs entraînent de forts ralentissements économiques, une inflation plus faible ainsi que des mesures d'accommodement durables des politiques monétaires. D'importantes distinctions apparaissent en fonction de l'origine du choc : si l'incertitude est perçue comme provenant des États‐Unis, le ralentissement est profond mais relativement court. The COVID-19 pandemic, consumption and sovereign credit risk: Cross-country evidence

Abstract:Many recent studies investigate the economic effect of the COVID-19 pandemic in multiple aspects, while whether and how the sovereign credit risk reacts to the shock is still underexplored. Using a sample of forty developed and developing countries and employing staggered difference-in-differences models, we find that the sovereign credit risk measured by sovereign credit default swap spreads significantly increases after the COVID-19 pandemic outbreak, and the adverse effect is more pronounced for short-term credit risk. The reason is that the pandemic causes severe concerns about aggregate consumption contraction in addition to the fiscal capacity and the volatility of exports. We also find that fiscal stimuli stabilizing consumer spending alleviate the adverse effect of the COVID-19 pandemic, while debt relief does not matter. Overall, practitioners and policy makers should attach more importance to consumption and its recovery during the pandemic when making decisions.

Abstract:Prospective economic developments depend on the behavior of consumer spending. A key question is whether private expenditures recover once social distancing restrictions are lifted or whether the COVID-19 crisis has a sustained impact on consumer confidence, preferences, and, hence, spending. The elongated and profound experience of the COVID-19 crisis may durably affect consumer preferences. We conducted a representative consumer survey in five European countries in summer 2020, after the release of the first wave's lockdown restrictions, and document the underlying reasons for households' reduction in consumption in five key sectors: tourism, hospitality, services, retail, and public transports. We identify a large confidence shock in the Southern European countries and a shift in consumer preferences in the Northern European countries, particularly among high-income earners. We conclude that the COVID-19 experience has altered consumer behavior and that long-term sectoral consumption shifts may occur.

Abstract:This research assesses how low-income households in Western Kenya coped with the immediate economic consequences of the COVID-19 outbreak. It uses granular financial data from weekly household interviews covering six weeks before the first case was detected in Kenya to five weeks after. Our results suggest that income from work decreased with almost one third and income from gifts and remittances reduced by more than one third since the start of the pandemic. Nevertheless, household expenditures on food remained at pre-outbreak levels after preventive measures were implemented. We do not find evidence that households coped with reduced income through increased borrowing, selling assets or withdrawing savings. Instead, they gave out less gifts and remittances themselves, lent less money to others and postponed loan repayments. Moreover, they significantly reduced expenditures on schooling and transportation, related to the school closures and travel restrictions. Taken together and despite their affected livelihoods, households managed to keep food consumption at par, but this came at the cost of reduced informal risk-sharing and social support between households.

Abstract:This paper uses transaction‐level bank account data from Denmark to study the dynamics of consumer spending during the Covid‐19 pandemic. We document that aggregate spending initially dropped by almost 30% but recovered almost fully after the first wave. While spending plummeted in categories severely affected by supply restrictions, it increased in unaffected categories. Individual exposure to health risks and supply restrictions was associated with much larger spending cuts than exposure to income risk and unemployment. The findings suggest that the contraction was mainly caused by temporary health risks and supply restrictions, with a limited role for persistent negative spill‐overs. Abstract:During the COVID-19 pandemic, the Chinese government implemented a "dynamic zero" epidemic prevention policy, which led to an increase in the likelihood of business shutdowns, increased uncertainty about people's income, and changes in people's psychological expectations, which in turn influenced their behavioral choices. This study aims to understand the impact of COVID-19 and other major public health emergencies on household financial asset allocation. To do so, we conducted an online survey of 712 people in China to measure household financial asset allocation behavior during three different time periods: pre-pandemic, mid-pandemic, and post-pandemic. At the same time, we analyzed the impact of sociodemographic characteristics on risk attitudes and the differences in household asset allocation decisions at different pre-pandemic time points among people with different risk attitudes. The results show that household financial asset allocation changed significantly before, during, and after the pandemic, and residents' precautionary savings increased. In addition, gender, education level, occupation, and annual income have significant effects on risk preferences. The pandemic leads to increased uncertainty in economic and social development, people's psychological expectations of economic development play an important role in household financial asset allocation.

Abstract:This paper analyses the effect of the COVID-19 pandemic on household disposable income and household demand in the European Union (EU) during 2020, making use of the EU microsimulation model EUROMOD and nowcasting techniques. We show evidence of heterogeneity in the impact of the COVID-19 pandemic on the labour markets in EU Member States, with some countries hit substantially harder than others. Most EU Member States experience a large drop in market incomes, with poorer households bearing the brunt. Tax-benefit systems cushioned significantly the transmission of the shock to the disposable income and the household demand, with monetary compensation schemes playing a major role. Additionally, we show that monetary compensation schemes prevent a significant share of households from becoming liquidity constrained during the pandemic.

Abstract:PurposeScholars have not agreed with each other on how people would behave after experiencing a catastrophic event. They could save more as a precautionary action for future difficulties or save less with a carpe diem attitude. This study aims to attempt to shed light on this debate with empirical observations on how the Covid-19 pandemic has affected household saving decisions.Design/methodology/approachThe two waves of the survey data allowed us to investigate both instantaneous and ongoing effects of Covid-19 on household saving decisions. The instantaneous effect refers to the immediate impact of the crisis, while the ongoing effect refers to the lasting impact of the pandemic when economic recovery had started. The variation in the number of confirmed cases across cities during the two waves provides the source of power for identification. The authors extend their analyses of the impact of Covid-19 on the household saving decision by using ordinary least squares models. Due to the ordered nature of survey responses, the authors also rerun all baseline models using the ordered probit regression method.FindingsThis paper studied the impact of the Covid-19 pandemic on household saving decisions in China. This study found that households in the most affected cities would save more during the Covid-19 but tend to save less when the disaster started fading away. Combining findings in Kun et al. (2013) and Filipski et al. (2015), people do become more pessimistic during and after the Covid-19, possibly driving their observed precautionary and cape diem behaviors during the two points of time. Heterogeneity analysis shows that specific households would dramatically change their saving behavior. These observations might be useful for policymakers who concern the economic recovery after this pandemic disaster.Originality/valueUnderstanding how the Covid-19 pandemic would affect household consumption vs saving decisions is important for the economic recovery after this disaster comes to an end. The analyses presented in this research could be useful for policymakers who concern appropriate policies aiming to boost consumption and economic activities after Covid.

Abstract:The novel coronavirus disease (COVID-19) outbreak has significantly affected many lives, as indicated by widespread lockdowns and restrictions. This study investigates the impact of COVID-19 on Chinese household consumption. It employs the China Household Finance Survey (CHFS) data and finds that there was a significant decline in household consumption during the outbreak period. Further heterogeneity analysis shows that the pandemic suppresses consumption in urban households; rural households are, however, less affected. Moreover, mobile payment promotes urban household consumption during the pandemic, while rural households remain unaffected.

Abstract:The COVID-19 outbreak has dramatically impacted the economy, particularly consumption behaviors. Studies on how consumption responses to COVID-19 can be a powerful aid for urban consumption recovery. In this paper, based on a high-frequency consumption dataset from January 6, 2020, to April 28, 2020 covering 18 sectors and dataset from the corresponding lunar period in 2021, we look at how COVID-19 changed how people spent their money by looking at patterns of recession and recovery during the pandemic. Specifically, we first explore the recession-recovery pattern of national consumption and the effects of various policies and quantify it using regression methods. Then, recession-recovery patterns across cities are widely studied. We also reveal how consumption structures change during a pandemic and the relationship between patterns of change in citizens' consumption and the socioeconomic characteristics of cities. And the specific empirical analysis is provided through panel regression models. In general, national consumption represented a Vshaped pattern during the pandemic, experiencing a dramatic decline and a rapid rebound. Consumption is significantly inhibited by lockdown, while it is stimulated positively but gradually by easing policies. Consumption patterns at the city level are associated with socioeconomic characteristics. Cities with high-income groups experience a more significant decline, and cities with a high share of the secondary sector have a higher recovery rate in consumption. The consumption structure redistributes but does not fundamentally change. During the recession and early recovery phase, consumption related to basic living saw a significant rise, whereas leisure-related consumption dropped dramatically and recovered slowly. Our study can assist policymakers in implementing diversified market provisions and targeted lockdown policy adjustments for consumption recovery in cities with different socioeconomic backgrounds.

Abstract:We examine the short-term impact of the COVID-19 pandemic on household asset allocation in China. The results show that in the first quarter of 2020, households generally save more. Basically, higher regional risk generates stronger motivation to increase precautionary savings. Households generally adapt to more conservative asset allocation strategies, the demand for low-risk asset increases, while the demand for high-risk and high-liquidity asset decreases. We find significant regional differences in household allocation strategies for high-risk and low-risk assets. These results could be due to the regional heterogeneity of time allocations.
Household Asset Portfolios During the Covid-19 Pandemic

Abstract:In this paper, we investigate the determinants of household asset portfolios during the COVID-19 outbreak in China. Using an online longitudinal survey and focusing on a broad spectrum of assets, including stocks, gold, wealth management products, and houses, we show that more confirmed COVID-19 cases in a city led to both more upward and downward adjustments for all four types of assets. The results indicate potential divergent beliefs among the respondents during the pandemic. In addition, respondents were more likely to invest more in gold if they felt more anxious, whereas higher inflation expectation led to less investment in gold.
Diverse Effects of Consumer Credit on Household Carbon Emissions at Quantiles: Evidence from Urban China

Abstract:This paper surveys the diverse effects of consumer credit on household carbon emissions (HCEs) based on consumption patterns revealed by urban Chinese survey data. Based on the foundation of existing literature, consumption patterns and influential factors are carefully chosen to build empirical models that apply Heteroscedasticity-consistent covariance matrix estimation and quantile regression. The study finds that short-term consumer credit and credit card limits (representing daily consumption) have effects on HCEs at all quantiles, but mortgages (representing long-term consumer credit) only have effects at high quantiles. Consumption categories have distinct effects on HCEs at different quantiles. The effects of mortgages on HCEs occur mainly through the consumption of housing and facilities as well as through the consumption of medical care and transportation, while the effects of short-term consumer credit and credit card limits on HCEs occur through almost all consumption categories. These findings contribute to knowledge of the determinants of HCEs and provide a theoretical basis for consumer financial mechanisms to cut HCEs.

Abstract:The novel coronavirus (COVID-19) pandemic spread globally from its outbreak in China in early 2020, negatively affecting economies and industries on a global scale. In line with historic crises and shock events including the 2002-04 SARS outbreak, the 2011 Christchurch earthquake and 2017 Hurricane Irma, COVID-19 has significantly impacted global economic conditions, causing significant economic downturns, company and industry failures, and increased unemployment. To understand how conditions created by the pandemic to date compare to the aforementioned shock events, we conducted a thorough literature review focusing on the presentation of panic buying and herd mentality behaviours, changes to discretionary consumer spending as defined by Maslow’s Hierarchy of Needs, and the impact of global media on these behaviours. The methodology utilised to analyse panic buying, herd mentality and altered patterns of consumer discretionary spending (according to Maslow’s theory) involved an analysis of consumer spending data, largely focused on Australian and American markets. Here, we analysed the volume and timing of consumer spending patterns; the volumes of spending on specific, highly-demanded consumer goods during the investigative period; and the distribution of spending on luxury and non-durable goods to identify the occurrence of these consumer behaviours. Moreover, to identify the presence of the media in influencing consumer behaviour we focused on web traffic to media sites, alongside keyword and phrase data mining. We conclude that, to date, consumer behaviour during the COVID-19 crisis appears to align with behaviours exhibited during historic shock events. We hope to contribute to the body of research on the early months of this pandemic before longer-term studies are available.
A Demand Systems Approach to Understanding Medium‐Term Post‐Pandemic Consumption Trends

Abstract:Recent research has documented the immediate negative impact of the COVID-19 pandemic on household and business consumption, but there is still limited investigation into the medium-term effects in specific consumption categories. This paper addresses this gap using a vector autoregression analysis of a system of aggregated consumer final demand across Australia. We highlight the importance of studying a demand system, as opposed to investigating independent consumption categories, due to the interactive evolution of consumption during the pandemic. Modelling the paths of various consumption categories in response to shocks from one another, we find that, despite the large and abrupt shocks to consumption during the first two quarters of 2020, most categories reverted to pre-COVID levels when restrictions were lifted. Importantly, transportation had the largest and most persistent decline.
