Abstract:Since the 1980s, there has been a steady increase in the inequality of health-related quality of life in China. However, there has been no reliable evaluation of recent trends, especially during the COVID-19 pandemic. To bridge the knowledge gap, we analyzed current trends in educational inequality in health-related quality of life and explored potential causes. According to the Zhejiang Behavioral Risk Factor Surveillance Program (n = 55,560) and the Recentered Influence Function decomposition method, we found that although the health-related quality of life has remained relatively stable over the past two decades, health inequality has risen. Moreover, during the COVID-19 pandemic, the already existing inequality in mental health has worsened significantly. Further analysis indicated that the group with the lowest education level might contribute to the rapid increase in mental health inequality during the epidemic due to their inability to obtain a relatively stable income. Our study highlights the necessity of social policies to curb the rise of inequality in health-related quality of life.
Inter-regional environmental inequality under lasting pandemic exacerbated by residential response

Abstract:Pandemics greatly affect transportation, economic and household activities and their associated air pollutant emissions. In less affluent regions, household energy use is often the dominant pollution source and is sensitive to the affluence change caused by a persisting pandemic. Air quality studies on COVID-19 have shown declines in pollution levels over industrialized regions as an immediate response to pandemic-caused lockdown and weakened economy. Yet few have considered the response of residential emissions to altered household affluence and energy choice supplemented by social distancing. Here we quantify the potential effects of long-term pandemics on ambient fine particulate matter pollution (PM 2.5 ) and resulting premature mortality worldwide, by comprehensively considering the changes in transportation, economic production and household energy use. We find that a persisting COVID-like pandemic would reduce the global gross domestic product by 10.9 % and premature mortality related to black carbon, primary organic aerosols and secondary inorganic aerosols by 9.5 %. The global mortality decline would reach 13.0 % had the response of residential emissions been excluded. Among the 13 aggregated regions worldwide, the least affluent regions exhibit the greatest fractional economic losses with no comparable magnitudes of mortality reduction. This is because their weakened affluence would cause switch to more polluting household energy types on top of longer stay-at-home time, largely offsetting the effect of reduced transportation and economic production. International financial, technological and vaccine aids could reduce such environmental inequality.

Does the environmental inequality matter? A literature review

Abstract:The environmental inequality theory reveals that the risk of environmental pollution exposure varies among regions and groups and that particular groups face a higher threat of environmental pollution. In recent years, studies on the environmental inequality issue in developed countries have been increasing, while related literature on developing countries is very scarce. It has been found that some factors, such as race and economic status, have a close relationship with the risk of environmental pollution exposure faced by individuals. For the first time, this paper provides an extensive review of existing theoretical and empirical studies on environmental inequality. We review, in detail, the evolution of the environmental inequality theory, including the definition and measurement of environmental inequality. Further, we provide a systematic refresher on the main performance of environmental inequality, including health, education, labor productivity, and real estate prices. We also identify several causes of environmental inequality, such as ethnic differences, economic status, human capital, and household registration systems. Finally, we discuss prospects for the future research on this issue.

Abstract:The spatial disparity of air pollutants is one of the key influential factors for environmental inequality. We quantitatively evaluated the evolution of PM2.5 spatial disparity in China during 2013–2020, and investigated the associations between PM2.5 spatial disparity and economic indicators. Differences in PM2.5 between more- and less-polluted cities declined over time, suggesting decreased absolute disparity. However, the more polluted cities in 2013 remained so in 2017 and 2020, and vice versa, indicating persistent relative disparity. PM2.5 pollution levels increased with higher GDP per capita in less-developed areas of China, but such negative effects weakened over time, while economic development tended to promote cleaner air in developed areas of China. Therefore, policies to improve air quality and promote economic development simultaneously are needed in China to reduce the disparity of air pollution and promote all people to enjoy environmental equality.

Abstract:The rapid economic and industrial growth of China, exemplified by a 10-fold increase in its gross domestic product in the past 15 years, has lifted millions of its citizens out of poverty but has simultaneously led to severe environmental problems. The World Health Organization estimates that approximately 2.4 million deaths in China per year could be attributed to degraded environmental quality. Much of China's soil, air, and water are polluted by xenobiotic contaminants, such as heavy metals and organic compounds. In addition, soil quality is degraded by erosion, desertification, and nutrient runoff. Air quality is further compromised by particulates, especially in heavily populated areas. Research shows that 80% of urban rivers in China are significantly polluted, and poor water quality is a key contributor to poverty in rural China. Economic and industrial growth has also greatly expanded the demand for water sources of appropriate quality; however, pollution has markedly diminished usable water resource quantity. Desertification and diminishing water resources threaten future food security. In recent years, China's government has increased efforts to reverse these trends and to improve ecosystem health. The Web of Science database showed that the percentage of articles on China devoting to environmental sciences increased dramatically in recent years. In addition, the top 25 institutes publishing the papers in environmental sciences were all in China. This special issue includes seven articles focusing on nonpoint source pollution, environmental quality, and ecosystem health in China. The major issues, and results of these studies, are discussed in this introduction.

Abstract:Meeting the huge impact of COVID-19 on the environment requires better research on pandemic and pollution. What is the research capacity of the COVID-19 and environment in developing countries? Can this research capacity support developing countries to deal with the environmental challenges induced by the pandemic? This work is addressed to comprehensively assess the research capacity of the COVID-19 and environment in developing countries using bibliometric analysis techniques and content analysis approach to mining the Web of Science database. The results of data mining were unexpected: the global leader of the COVID-19 and environmental research was not these developed countries, but these developing countries so far, the end of 2020. Developing countries have published more papers on the pandemic and environment than developed countries, and developing countries also dominate pandemic and environmental research in terms of research institutions and authors. The results showed that (i) the impact of COVID-19 and the environment was bidirectional; (ii) energy consumption has posed great impact on environment; (iii) application of big data and artificial intelligence played an important role in improving environmental quality during the COVID-19 pandemic. Finally, policy recommendations such as formulating relevant policies and environmental standards, strengthening international exchanges and cooperation, and adjusting and improving energy consumption structure that were put forward for developing countries to meet the environmental challenges induced by the pandemic were offered.Graphical abstract

Abstract:This research investigates environmental inequalities within Guangzhou's Huangpu District against the backdrop of rapid urbanisation and industrial expansion in Asia. This study identifies environmental hotspots, particularly in socially vulnerable areas characterised by high industrial density, using a vulnerability framework and analysing census and pollution data. Utilising satellite imagery, urban planning documents, and field research, we delve into the internal environmental conflicts arising from industrial land use. Our findings reveal how diverse stakeholders, guided by their rationales and interests, collectively contribute to spatial inequalities within a market-driven context. Importantly, we emphasise that environmental inequality transcends mere conflicts of interest among stakeholders and is fundamentally shaped by the prevailing market-oriented spatial development model in peri-urban areas. This model results in urban segmentation, socio-economic stratification, and an uneven distribution of environmental risks and resources. Our study advocates for a paradigmatic shift in China's peri-urban spatial development and the integration of environmental protection and social equity alongside economic growth. We recommend moving away from short-term speculative practices and promoting long-term, community-engaged urban renewal strategies that harmonise economic progress with improved living standards and environmental sustainability.

Abstract:BACKGROUND:Air pollution has been identified as related to the diseases of susceptible population, but the spatial heterogeneity of its economic burden and its determinants are rarely investigated. The issue is of great policy significance, especially after the epidemic of COVID-19, when human are facing the joint crisis of health and environment, and some areas is prone to falling into poverty.METHODS:The geographical detector was adopted to study the spatial distribution characteristics of the incidence of catastrophic health expenditure (ICHE) for older adults in 100 rural areas in China at the prefecture-city level. The health factors, sociological factors, policy factors and environmental factors and their interactions are identified.RESULTS:First, most health service factors had strong explanatory power for ICHE whether it interacts with air pollution. Second, 50 single-factor high-risk areas of ICHE were found in the study, but at the same time, there were 21 areas dominated by multiple factors.CONCLUSION:The different contributions and synergy among the factors constitute the complex mechanism of factors and catastrophic health expenditure. Moreover, during this process, air pollution aggravates the contribution of health service factors toward ICHE. In addition, the leading factors of ICHE are different among regions. At the end, this paper also puts forward some policy suggestions from the perspective of health and environment crisis in the post-COVID-19 world: environmental protection policies should be combined with the prevention of infectious diseases; advanced health investment is the most cost-effective policy for the inverse health sequences of air pollution and infectious diseases such as coronavirus disease 2019 (COVID-19); integrating environmental protection policy into healthy development policy, different regions take targeted measures to cope with the intertwined crisis.

Abstract:The society has high concerns on the inequality that people are disproportionately exposed to ambient air pollution, but with more time spent indoors, the disparity in the total exposure considering both indoor and outdoor exposure has not been explored; and with the socioeconomical development and efforts in fighting against air pollution, it is unknown how the exposure inequality changed over time. Based on the city-level panel data, this study revealed the Concentration Index (C) in ambient PM2.5 exposure inequality was positive, indi-cating the low-income group exposed to lower ambient PM2.5; however, the total PM2.5 exposure was negatively correlated with the income, showing a negative C value. The low-income population exposed to high PM2.5 associated with larger contributions of indoor exposure from the residential emissions. The total PM2.5 exposure caused 1.13 (0.63-1.73) million premature deaths in 2019, with only 14 % were high-income population. The toughest-ever air pollution countermeasures have reduced ambient PM2.5 exposures effectively that, however, benefited the rich population more than the others. The transition to clean household energy sources signifi-cantly affected on indoor air quality improvements, as well as alleviation of ambient air pollution, resulting in notable reductions of the total PM2.5 exposure and especially benefiting the low-income groups. The negative C values decreased from 2000 to 2019, indicating a significantly reducing trend in the total PM2.5 exposure inequality over time.

Abstract:Energy &Environment, Ahead of Print. Despite its profound implications for sustainable development, carbon inequality remains largely overlooked by many countries. It necessitates the development of targeted strategies to address its root causes and mitigate its impact. This study examines the effects of natural resource depletion on CI in both developed and developing countries from 1990 to 2020, using a newly developed carbon inequality (CI) index. The empirical study employs sophisticated econometric approaches, namely the cross-sectional autoregressive distributed lag and augmented mean group models. These models were specifically developed to address cross-sectional dependency and slope heterogeneity in the dataset. Our findings reveal a worrisome trend, indicating that CI is on the rise in both developed and developing countries due to the depletion of natural resources. Furthermore, fossil fuel energy consumption, globalization, and population growth are significant contributors to the escalation of CI. To shed further light on the causal relationships between variables, we employ the Dumitrescu and Hurlin (2012) causality test. Based on the outcomes, we propose developing robust public monitoring systems to assess individual carbon emissions as a crucial step in addressing this issue effectively. Moreover, our study highlights the imperative for a concerted global effort to transition towards sustainable resource management, reduce consumption levels, and ensure an equitable distribution of the benefits derived from natural resources. These recommendations hold the potential to alleviate the pressing challenge of CI, aligning countries with the objectives of sustainable development and environmental stewardship.

Abstract:Income inequality and environmental pollution are of great concern in China. It is important to better understand whether the narrowing of income inequality and environmental improvement contradict each other. The study aims to investigate the linkage between income inequality and environmental pollution. To illustrate the interplay between different income groups on environmental issues, we apply a mixed-strategy game. Based on the game-theoretic analytical result, the probability of residents supporting clean energy and environmental protection decreases as income inequality widens and increases as inequality narrows. This empirical study is based on the proportion of coal consumption and urban air pollution data from 113 key environmental protection cities and regions in China. The air quality data are from the National Environmental Air Quality Monitoring Network published in the China Statistical Yearbook from 2014–2018. Convincing results show that regions with higher income inequality suffer severe smog and related pollution and that economies with narrow income disparity experience significant improvements in smog and pollution control, with the expansion of the proportion of clean energy use. The results also provide no evidence of the impact of per capita income on pollution. We studied the relationship between individuals of different wealth levels within an economy, within a repeated-game setting. The finding suggests that the distribution of growth impacts pollution. Imposing higher taxes on air polluters while transferring the revenue to the lower-income group is suggested.

Abstract:China's environmental pollution is of widespread concern, and environmental governance has become the country's main method of achieving high-quality development. Environmental quality is a comprehensive indicator, which includes many factors, such as air, water, and solid waste pollution. This study did not use a single pollutant as a substitute variable for environmental quality. Firstly, we used principal component analysis to construct a comprehensive environmental quality index. Secondly, the Stochastic Impacts by Regression on Population, Affluence, and Technology and panel quantile regression models were used with data from 30 Chinese provinces in China from 1998 to 2017 to analyze the effect of income inequality and environmental regulation on environmental quality. The constructed comprehensive index revealed that China's environmental quality had an M-type trend over time. The mean regression results showed that income inequality and environmental regulation improved environmental quality, but higher income inequality reduced environmental quality. The panel quantile regression model results revealed that the coefficient of income inequality was positively significant at the 10-30% quantiles and negatively significant at the 70-90% quantiles. The coefficients of the absolute value of income inequality at the 10-30% quantiles were less than those at the 70-90% quantiles. This implied that higher income inequality reduced environmental quality, whereas higher environmental regulations improved environmental quality. Considering the possible impact of environmental quality on income inequality and environmental regulations, we designed a simultaneous equation model to overcome the deviation caused by bilateral causality. The conclusions of this study provide policymakers with a new perspective on environmental governance and new paths for achieving high-quality development.

A preliminary assessment of the impact of COVID-19 on environment – A case study of China

Abstract:The coronavirus disease (COVID-19) is seriously threatening world public health security. Currently, >200 countries and regions have been affected by the epidemic, with the number of infections and deaths still increasing. As an extreme event, the outbreak of COVID-19 has greatly damaged the global economic growth and caused a certain impact on the environment. This paper takes China as a case study, comprehensively evaluating the dynamic impact of COVID-19 on the environment. The analysis results indicate that the outbreak of COVID-19 improves China's air quality in the short term and significantly contributes to global carbon emission reduction. However, in the long run, there is no evidence that this improvement will continue. When China completely lifts the lockdown and resumes large-scale industrial production, its energy use and greenhouse gas (GHG) emissions are likely to exceed the level before the event. Moreover, COVID-19 significantly reduces the concentration of nitrogen dioxide (NO2) in the atmosphere. The decline initially occurred near Wuhan and eventually spread to the whole country. The above phenomenon shows that the decreasing economic activities and traffic restrictions directly lead to the changes of China's energy consumption and further prevent the environment from pollution. The results in this study support the fact that strict quarantine measures can not only protect the public from COVID-19, but also exert a positive impact on the environment. These findings can provide a reference for other countries to assess the influence of COVID-19 on the environment.

Abstract:Healthy ecosystems and safe workplaces are not equally distributed across regions and people. Increasingly close economic exchanges domestically and abroad have aggravated regional environmental unequal status in China. To evaluate China's inequality of environmental quality, four-panel environmental Gini coefficients are calculated for 25 Chinese provinces based on the data for 281 prefecture-level cities from 2008 to 2018. China's inequality level of environmental quality is measured by resource inequality and pollution inequality. The results of the spatial Durbin model and GMM estimations indicate that resource inequality may widen the local income gap but narrow the income gap with distant regions, while the uneven environmental quality significantly inhibits the improvement of labor productivity. The dynamic threshold model results show that pollution inequality in areas with relatively low education levels will widen the local income gap, while resource inequality in areas with low health levels has a strong inhibiting effect on labor productivity.

Abstract:Restrictions to reduce human interaction have helped to avoid greater suffering and death from the COVID-19 pandemic, but have also created socioeconomic hardship. This disruption is unprecedented in the modern era of global observing networks, pervasive sensing and large-scale tracking of human mobility and behaviour, creating a unique test bed for understanding the Earth System. In this Perspective, we hypothesize the immediate and long-term Earth System responses to COVID-19 along two multidisciplinary cascades: energy, emissions, climate and air quality; and poverty, globalization, food and biodiversity. While short-term impacts are dominated by direct effects arising from reduced human activity, longer-lasting impacts are likely to result from cascading effects of the economic recession on global poverty, green investment and human behaviour. These impacts offer the opportunity for novel insight, particularly with the careful deployment of targeted data collection, coordinated model experiments and solution-oriented randomized controlled trials, during and after the pandemic. The COVID-19 pandemic has caused substantial global impact. This Perspective provides insight into the environmental effects of the pandemic, documenting how it offers an opportunity to better understand the Earth System.
First Close Insight into Global Daily Gapless 1 Km PM 2.5 Pollution, Variability, and Health Impact

Abstract:Here we retrieve global daily 1 km gapless PM 2.5 concentrations via machine learning and big data, revealing its spatiotemporal variability at an exceptionally detailed level everywhere every day from 2017 to 2022, valuable for air quality monitoring, climate change, and public health studies. We find that 96%, 82%, and 53% of Earth’s populated areas are exposed to unhealthy air for at least one day, one week, and one month in 2022, respectively. Strong disparities in exposure risks and duration are exhibited between developed and developing countries, urban and rural areas, and different parts of cities. Wave-like dramatic changes in air quality are clearly seen around the world before, during, and after the COVID-19 lockdowns, as is the mortality burden linked to fluctuating air pollution events. Encouragingly, only approximately one-third of all countries return to pre-pandemic pollution levels. Many nature-induced air pollution episodes are also revealed, such as biomass burning.
How do income inequality, poverty and industry 4.0 affect environmental pollution in South Asia: New insights from quantile regression

Abstract:While many factors have been studied as potential causes of environmental degradation, the impact of poverty and inequality has been largely overlooked in the research. The Sustainable Development Goals are aligned with the intersection of poverty, inequality, and the environment. In addition, most previous research has used carbon dioxide (CO2) emissions as a surrogate for pollution. These gaps are filled by this study, which uses ecological footprint (a comprehensive measure of pollution) and CO2 emissions to examine the effects of income disparity and poverty on environmental pollution in 13 nations. Dynamic panel Quantile regression methods are used in this study because of their resilience to various econometric problems that can crop up during the estimate process. The empirical results reveal that the whole panel's carbon emissions and ecological footprint rise when income disparity and poverty exist. When the panel is subdivided, however, we see that income inequality reduces carbon emissions and environmental footprint for the wealthy but has the opposite effect on the middle class. While high-income households see no impact from poverty on their carbon emissions, middle-income households see an increase in both. Overall, the results of this study suggest that income disparity and poverty are major factors in ecological degradation. Therefore, initiatives to reduce environmental degradation should pay sufficient attention to poverty and inequality to achieve ecological sustainability.
Differential health and economic impacts from the COVID-19 lockdown between the developed and developing countries: Perspective on air pollution

Abstract:It is enlightening to determine the discrepancies and potential reasons for the degree of impact from the COVID-19 control measures on air quality as well as the associated health and economic impacts. Analysis of air quality, socio-economic factors, and meteorological data from 447 cities in 46 countries indicated that the COVID-19 control measures had significant impacts on the PM2.5 (particulate matter with an aerodynamic diameter less than 2.5 μm) concentrations in 20 (reduced PM2.5 concentrations of -7.4-29.1 μg m-3) of the selected 46 countries. In these 20 countries, the robustly distinguished changes in the PM2.5 concentrations caused by the control measures differed between the developed (95% confidence interval (CI): -2.7-5.5 μg m-3) and developing countries (95% CI: 8.3-23.2 μg m-3). As a result, the COVID-19 lockdown reduced death and hospital admissions change from the decreased PM2.5 concentrations by 7909 and 82,025 cases in the 12 developing countries, and by 78 and 1214 cases in the eight developed countries. The COVID-19 lockdown reduced the economic cost from the PM2.5 related health burden by 54.0 million dollars in the 12 developing countries and by 8.3 million dollars in the eight developed countries. The disparity was related to the different chemical compositions of PM2.5. In particular, the concentrations of primary PM2.5 (e.g., BC) in cities of developing countries were 3-45 times higher than those in developed countries, so the mass concentration of PM2.5 was more sensitive to the reduced local emissions in developing countries during the COVID-19 control period. The mass fractions of secondary PM2.5 in developed countries were generally higher than those in developing countries. As a result, these countries were more sensitive to the secondary atmospheric processing that may have been enhanced due to reduced local emissions.

Abstract:The decline in human mobility and socioeconomic activities during the COVID-19 pandemic has been accompanied by reports of significant improvements in air quality. We evaluate whether there was a uniform improvement in air quality across neighborhoods, with a special attention on differences by race. We focus on the COVID-19 lockdown in New York State, an early epicenter of the pandemic in the United States. Using a triple difference-in-differences model, we find that, despite the seasonal decline in particulate matter pollution starting late March (concurrent with the lockdown period), the lockdown narrowed the disparity in air quality between census tracts with high and low shares of non-white population in rural New York, whereas the racial gap in air quality remained unchanged in urban New York.

Abstract:Environmental risk factors, especially air and water pollution, are a major source of morbidity and mortality in China. Biomass fuel and coal are burned for cooking and heating in almost all rural and many urban households, resulting in severe indoor air pollution that contributes greatly to the burden of disease. Many communities lack access to safe drinking water and sanitation, and thus the risk of waterborne disease in many regions is high. At the same time, China is rapidly industrialising with associated increases in energy use and industrial waste. Although economic growth from industrialisation has improved health and quality of life indicators, it has also increased the release of chemical toxins into the environment and the rate of environmental disasters, with severe effects on health. Air quality in China's cities is among the worst in the world, and industrial water pollution has become a widespread health hazard. Moreover, emissions of climate-warming greenhouse gases from energy use are rapidly increasing. Global climate change will inevitably intensify China's environmental health troubles, with potentially catastrophic outcomes from major shifts in temperature and precipitation. Facing the overlap of traditional, modern, and emerging environmental dilemmas, China has committed substantial resources to environmental improvement. The country has the opportunity to address its national environmental health challenges and to assume a central role in the international effort to improve the global environment.
