Abstract:Forests protect water quality by reducing soil erosion, sedimentation, and pollution; yet there is little information about the economic value of conserving forests for water quality protection in much of the United States. To assess this value, we conducted a meta-analysis of willingness-to-pay (WTP) for protecting unimpaired waters, and econometrically determined several significant drivers of WTP: type of conservation instrument (tool), aquatic resource type, geographic context, spatial scale, time, and household income. Using a benefit transfer to two highly forested sites, we illustrate the importance of these factors on WTP for water quality protection programs, forest conservation and policy design.

Abstract:A water-energy-food (WEF) nexus assessment supports natural resource management by providing an integrated framework for evaluation and decision-making. The participation of a wide range of stakeholders is essential for achieving environmental, economic, and social sustainability in this framework. This analysis supports the decision-making process of the nexus assessment by facilitating dialogue between stakeholders in order to achieve long term efficiencies, especially in rural landscapes where most of the services connected to WEF securities are provided. We identify the most relevant stakeholders operating in the connection between agricultural practices and the WEF nexus to stimulate their engagement in the nexus governance. The study area was the Atlantic Forest Reserve of Ribeirão das Lajes, Brazil. A stakeholder analysis, generating qualitative data using snowball sampling interviews was applied and, after the identification of stakeholders, an analytical categorization disclosing potential conflicts among them was performed. We obtained a pool of stakeholders from different organizational types, including a large number of public entities at local and state levels. The main threat to the development of the project is considered to be the lack of communication between the parties. We note that the prior identification of this group of stakeholders facilitates this communication, enhancing social representation in the area. Outcomes of this study demonstrate the relevance of stakeholder analysis in nexus governance for integrated natural resource management.

Abstract:Family forest owners (FFOs) are critical stakeholders in ensuring many conservation outcomes, including improved water quality. In the highly forested Lake Champlain basin of Vermont, FFOs likely play a particularly important role in addressing water quality impairment. This study focused on FFOs' thinking and decision-making around management practices on their land. Based on a dataset of 28 interviews collected using a semi-structured interview approach, the interviews were qualitatively coded and analyzed using the Transtheoretical Model of behavior change (TTM) framework. Our findings suggest that interviewed landowners were concerned about basin water quality but generally not aware of the connection between watershed health and actions taken on their particular forest parcel. We further describe how three TTM Processes of Change (helping relationships, consciousness raising, and environmental re-evaluation) may influence landowners' decisions to manage their forests with water quality in mind. Our results suggest pathways for the design and targeting of behavioral change interventions based on the TTM that should inform landowner outreach as well as further research.

Contemporary forest harvesting impacts on water quality and treatability

Abstract:Forested landscapes are critical source regions for the supply of drinking water globally. The increasing frequency and severity of climate shocks (e.g., wildfire, floods) in these regions can deteriorate source water quality. Forest harvesting has been proposed as an allied component of forest fuel management and pre-emptive mitigation of disturbance impacts on source water quality and treatability; however, forest harvesting can also deteriorate source quality and compromise treatability in the absence of sufficient operational response capacity. Critically, the impacts of forest harvesting on drinking water treatability have not been reported. Here, drinking water source quality and treatability impacts of three contemporary forest harvesting approaches (clear-cut with patch retention, strip-shelterwood cut, and partial cut) were evaluated in Alberta, Canada. Stream water turbidity, the concentration and character of dissolved organic matter, and disinfection by-product formation potential were evaluated over four years, in harvested and reference watersheds. No appreciable impacts of forest harvesting on water quality and treatability were observed. The results suggest that contemporary forest harvesting approaches may show promise as source water protection technologies for mitigating climate-exacerbated disturbance threats to drinking water treatability; however, further study is needed to establish causality and the contributions of other biotic and abiotic factors.

Abstract:The city of Bangkok is built on an elaborate network of waterways shaped by its historical settlement process, underscoring the profound bond between humans and the natural landscape. In light of Bangkok's rapid urban transformation and its status as one of Southeast Asia's most vulnerable coastal metropolises, this paper seeks to explore the intricacies of Bangkok's waterway landscape by examining how stakeholders address its value. This research draws insights from qualitative data collection involving government agencies, experts, practitioners, NGOs, and residents from three distinct waterway communities. The paper identifies distinct value categories within Bangkok's waterways, classified as diminishing, absent, and evolving values. These values reflect the complex landscape surrounding the waterways and their relationship with flood management and heritage preservation. The study underscores the limitations of the values expressed by government agencies and in policy documents while highlighting the potential contributions of other stakeholders in enhancing waterway management. This evidence emphasises the necessity of multi-stakeholder involvement and the application of values in decisions when developing urban resilient alternatives to the 'business-as-usual' model prevalent in Bangkok.

Abstract:The water-energy-food (WEF) nexus is quickly becoming one of the most critical global environmental challenges of the twenty first century. However, WEF systems are inherently complex; they typically are dynamic and span multiple land or agro-ecosystems at a regional or global scale. Addressing this challenge requires a systems approach to optimal and sustainable resource management across multiple dimensions. To that end, using Pajaro Valley (California) as a case study, our research aims to (1) highlight synergies and tradeoffs in food and water production, (2) build a dynamic framework capable of examining intertemporal resource relationships, and (3) detail the steps required to develop incentive-compatible financing of the resulting management plans when benefits are not distributed uniformly across users. Using a stylized model, we find that in the long run, inland growers benefit from the halting of seawater intrusion (SWI) due to overpumping of groundwater. We also calculate that the water provided by the proposed College Lake Multi-Objective Management Program-a plan designed to halt SWI and support sustainable water and agricultural development in the region-will generate net revenue of $40-58 million per year, compared to an annualized cost of less than $3 million. An equal cost-sharing plan would be desirable if the benefit of the project exceeded $1,268 per year for each well owner. Since this may not necessarily be the case for smaller well owners, one possible alternative is to allocate costs in proportion to expected benefits for each user.
Trade-offs Between the Value of Ecosystem Services and Connectivity Among Protected Areas in the Upper Chattahoochee Watershed

Abstract:The Upper Chattahoochee Watershed supplies most of the drinking water to the Atlanta Metropolitan Area, a region with one of the fastest urban growth rates in the United States. Smart conservation planning is necessary to conciliate urban development and the provision of critical ecosystem services (ESs) such as water quality, carbon storage, and wildlife habitat. We employed optimization models to compare the value of the ESs provided by alternative allocations of land parcels for conservation. We adopted boundary penalties to determine the trade-offs of choosing higher connectivity among parcels regarding economic values provided by carbon storage, wildlife habitat, and water quality. We used InVEST models to quantify and map ESs and value transfer to assign economic values to them. We set low and high ESs economic value bounds and discounted their values to perpetuity using 3% and 7% discount rates. Our results indicate that incorporating boundary penalties results in solutions with larger, fewer, and more connected parcels but yields lower economic benefits than unconstrained models. However, these differences are relatively small (between 2.6% and 7.3% loss in economic value). Additional transaction costs of purchasing more parcels and improving ecological networks provided by larger forest patches might justify the selection of solutions with higher connectivity. Decision-makers can use the developed models for estimating the economic cost of selecting connected parcels for conservation purposes at the landscape level.

Abstract:Valuing water is gaining popularity among policymakers and academics as a new water management paradigm. However, there is a lack of clarity about how to translate this paradigm into practice. We propose a multifaceted approach to valuing water that considers not just the values that people assign to water, such as its uses and benefits, but also broader personal guiding principles (e.g., security) and governance-related values (e.g., social justice) that underpin decision-making about water. Using an interdisciplinary conceptual framework and data from a global survey among water professionals (N = 293), we provide the first empirical evidence showing how preferences among three archetypical perspectives on water management – (1) controlling water flows through engineering solutions; (2) managing water through market-based mechanisms; (3) working with natural water ecosystems – can be explained by different types of values held by respondents, despite the enormous diversity among water management contexts around the world. The valuing water paradigm thus has an expressly political dimension to it; applying it makes explicit how water management decisions are informed by and may reinforce some values and weaken others. As such, it can be a useful diagnostic in the context of water conflicts, to help understand how decisions about water are linked to different stakeholder groups' values. Valuing water may thus involve balancing conceptually contrasting values and preferences. It also requires the development and application of mechanisms and institutions for effective stakeholder participation in decision-making, especially in the context of significant power differentials between relevant stakeholders.

Abstract:While there have been advancements in hydrological science and water resources management, the world continues to face a water‐supply crisis. In light of studies that report the missing links to be i) effective collaborations between researchers and practitioners and ii) interdisciplinary working, we promote the benefits of Watershed Science to address these gaps. Watershed Science incorporates basin hydrology, determines water resource thresholds, promotes water governance that forms partnerships between institutions, and enacts participatory decision making in water resources management. However, such partnerships must recognize the differential power and interests of different actors to ensure that outcomes are not skewed in favor of particular interests. It adds value to existing water management programs and has great potential for bringing disciplines and decision making together to address the global water crisis. Abstract:In forest landscape restoration, one of the key objectives is to improve the water conservation capacity of the deforested land. A rapid, accurate assessment of the effects of the restoration measures on the water conservation capacity of targeted forests can help forest managers to identify the best practices for forest restoration. However, the traditional assessment tools of forest water conservation function lack a description of forest growth, and are featured by complex computation, which fails to evaluate the effects of forest restoration on the regional forest water conservation capacity in an efficient way. To address this issue, through combining the forest restoration evaluation model (equivalent recovery area, ERA), classic forest water storage capacity estimation (total water storage capacity), this study has taken advantage of ENVI/IDL, ArcGIS Engine/C#.Net to develop the Forest and Water Assessment Tool (FWAT) for assessing the changes of the regional forest landscape and the associated forest water conservation capacity in various forest restoration scenarios. This tool has been successfully applied in the Upper Zagunao watershed, a large forested watershed in the Upper Yangtze River basin. According to the assessment, the forest water conservation capacity of the study watershed consistently increased from about 1580.76 t/hm(2) in 2010 to a projected 2014.34 t/hm(2) by natural restoration, and 2124.18 t/hm(2) by artificial restoration by 2030. The artificial restoration measures yield a better effect on forest water conservation function than natural restoration. By 2030, the forest water conservation capacity of artificial restoration scenario is expected to be about 7% higher than that of natural restoration scenario. The FWAT as an efficient tool to assess the effects of forest restoration measures on regional forest water conservation capacity can provide scientific support for the design of forest restoration and management strategies worldwide.

Abstract:Incorporating stakeholder engagement into environmental management may help in the pursuit of novel approaches for addressing complex water resource problems. However, evidence about how and under what circumstances stakeholder engagement enables desirable changes remains elusive. In this paper, we develop a conceptual framework for studying social and environmental changes possible through stakeholder engagement in water resource management, from inception to outcomes. We synthesize concepts from multiple literatures to provide a framework for tracing linkages from contextual conditions, through engagement process design features, to social learning, community capacity building, and behavioral change at individual, group, and group network levels, and ultimately to environmental change. We discuss opportunities to enhance the framework including through empirical applications to delineate scalar and temporal dimensions of social, behavioral, and environmental changes resulting from stakeholder engagement, and the potential for negative outcomes thus far glossed over in research on change through engagement.

Abstract:The conversion of forestlands to alternative land uses is a growing worldwide concern, given the wide range of provisioning and regulating ecosystem services (ES) provided by forests. We applied a scenario-based land-use/land-cover (LULC) projection technique integrating societal preferences, conservation policies, and socio-economic factors to the Upper Flint River Watershed in the Atlanta, Georgia (USA) metropolitan area. We employed the InVEST modeling toolset to assess the impact of anticipated LULC changes on ES under each development scenario. Our simulations projected a consistent conversion from Deciduous/Mixed Forests to either Urban or Evergreen forests across all scenarios, leading to a significant decline in ES. We quantified the economic impacts of this ES loss, conservatively estimated as representing millions of dollars per year under a Business as Usual scenario in just carbon and water services alone. Integrating social and policy drivers into our projection approach yielded policy-relevant results and identified the need for conservation policy instruments to protect forested ecosystems with higher conservation values. Existing conservation policies are unlikely to stem the loss of important ES, and there may be a need to consider more aggressive policies to prevent further degradation of watersheds, such as the one analyzed here.

Abstract:The forest plays an important role in a watershed hydrology, regulating the transfer of water within the system. The forest role in maintaining watersheds hydrological regime is still a controversial issue. Consequently, we use the Soil and Water Assessment Tool (SWAT) model to simulate scenarios of land use in a watershed. In one of these scenarios we identified, through GIS techniques, Environmentally Sensitive Areas (ESAs) which have watershed been degraded and we considered these areas protected by forest cover. This scenario was then compared to current usage scenario regarding watershed sediment yield and hydrological regime. The results showed a reduction in sediment yield of 54% among different scenarios, at the same time that the watershed water yield was reduced by 19.3%.

Abstract:In the past three decades, a paradigm shift has elevated stakeholder engagement in natural resource governance, emphasizing collaborative approaches for effective decision-making. While academic literature increasingly endorses engagement methods, a gap persists in our knowledge of the methods and outcomes of such processes. To address this disparity, we systematically reviewed 261 peer-reviewed studies on stakeholder engagement in water resource management from 2000 to 2019. Analyses find that data-driven studies of engagement processes and outcomes from engagement processes are limited in the peer-reviewed literature. Our findings underscore the need for consistent vocabulary and theoretical frameworks and increased empirical evaluation to enhance our understanding of stakeholder engagement processes and outcomes in water resource management. We conclude by discussing the implications of these findings and synthesizing the methods suggested by the general literature for creating more inclusive, replicable, and impactful engagement-related research and practice in the future.

Smart metering technology and community participation: investigating household water usage and perceived value of hybrid water systems

Abstract:Abstract Hybrid water systems (HWSs) are emerging as an alternative decentralised and cost-effective approach for urban water management. Although continuous monitoring is recognised as an essential step to inform the planning and design of water services, a knowledge gap has been identified in the integration of water use monitoring, HWSs and community participation. This research compares water practices of households with and without HWSs, integrating both quantitative and qualitative data. Water use data were collected at selected households via smart meters at 30 minute intervals. R computing software was used for data analytics and dashboard visualisation. Qualitative data on water practices was collected through one-to-one interviews, on-line surveys and community workshops. On a per capita basis, sites with HWSs have a 20% lower total water demand and 41% lower mains water demand than sites without HWSs. Depending on the level of sophistication of the installed HWS, the reduction of mains water use across the participants ranged from 20% to as high as 80%. Almost all sites with HWSs were able to meet the state government targets (40–60 kL/person/y) on annual per capita mains water usage. The seasonality of rainwater supply versus the weather-independent supply of greywater was observed in the data. The qualitative data collected during community engagement highlighted the importance of establishing a personal connection between the individual and the water resource and of involving the resident in the different stages of harvesting, using and disposing of water. This is expected to contribute to a higher perceived value of the water resources by improving awareness, making knowledge more accessible, improving the transparency between the community needs and the water utility decisions. To this end, the role of digital technologies in the water sector plays a role in assisting with the paradigm shift from centralised water networks to an integrated and community-empowered, centralised-hybrid water system.

Abstract:Natural resources policies that promote sustainable management are critical for protecting diverse stakeholders against depletion. Although integrating diverse stakeholders into these policies has been theorized to improve protection, empirical evidence is lacking. Here, we evaluate 108 Sustainability Plans under California's Sustainable Groundwater Management Act to quantify how well stakeholders are integrated into plans and protected from groundwater depletion. We find that the majority of Sustainability Plans do not integrate or protect the majority of their stakeholders. Nevertheless, our results show that when stakeholders are more integrated into a Sustainability Plan, they are more likely to be protected, particularly for those that lack formal access to decision-making processes. Our findings provide strong empirical evidence that integrating diverse stakeholders into sustainability planning is beneficial for stakeholders who are vulnerable to the impacts of natural resource depletion.

More Sustainable Participation? Multi-Stakeholder Platforms for Integrated Catchment Management

Abstract:This paper argues for realistic expectations of Multi-Stakeholder Platforms (MSPs). MSPs are currently a hot topic in the water policy community, despite voices of disillusionment with participation in development work. Research carried out in Peru, Argentina, India, South Africa and Belgium suggests that platforms certainly can prove helpful networks in communication on and management of competing claims to water, managing coordination problems, coalition-building and/ or visioning. However, experience has put paid to implicit and explicit expectations from platforms, especially with a view to the integration of knowledge and actors. It makes no sense to separate distributive negotiation and politics (‘bad’) from integrative negotiation and social learning (‘good’). Platforms mix both modalities of negotiation, and actors may strategically withhold or contribute their knowledge. Second, no significant power sharing (vertical inclusion) takes place. A typology of MSPs ranked by influence finds no platform with a significant mandate. It is suggested that MSPs are an institutional bargaining space that is especially useful for visioning and information exchange, but cautioned not to insist that ‘water MSPs’ confine themselves to water issues only, and to institutionalized groups only. For some stakeholders, the communication and information process itself is good enough, but others will want results: ‘food on the table’. Some stakeholders will never join as they do not see how it benefits them and/or because they find it more advantageous to work around the platform. Initiators of platforms for stakeholder involvement in water management should therefore be very clear on what the participatory process aims at and can realistically achieve.
