Abstract:Forests are significant terrestrial biomes for carbon storage, and annual carbon accumulation of forest biomass contributes offsets affecting net greenhouse gases in the atmosphere. The immediate loss of stored carbon through fire on forest lands reduces the annual offsets provided by forests. As such, the United States reporting includes annual estimates of direct fire emissions in conjunction with the overall forest stock and change estimates as a part of national greenhouse gas inventories within the United Nations Framework Convention on Climate Change. Forest fire emissions reported for the United States, such as the 129 Tg CO 2 reported for 2022, are based on the Wildland Fire Emissions Inventory System (WFEIS). Current WFEIS estimates are included in the Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990–2022 published in 2024 by the United States Environmental Protection Agency. Here, we describe WFEIS the fire emissions inventory system we used to address current information needs, and an analysis to confirm compatibility of carbon mass between estimated forest fire emissions and carbon in forest stocks.

Variations of Carbon Allocation and Turnover Time Across Tropical Forests

Abstract:Aim The carbon sink in tropical forests is a highly uncertain component of the global carbon budget. An understanding of the processes controlling this sink requires better quantification of carbon allocation, stocks and turnover times. Location Tropical forests. Time period 2010-2017. Major taxa studied Tropical forest ecosystem. Methods We develop a novel data assimilation system using satellite-based annual above-ground biomass derived from L-band vegetation optical depth with 25 km x 25 km grid spacing, together with leaf area, to constrain the 25 km x 25 km carbon allocation patterns of net primary productivity (NPP) into the wood, leaf and root pools, and their turnover times. Our average data-driven estimates of these variables are broadly consistent with independent ground-based estimates of NPP allocation and wood turnover from forest inventory plots. Results In tropical forest, on average, the NPP allocation into wood (0.30 +/- 0.04) is significantly higher than that into leaves (0.24 +/- 0.07). From the wet to dry tropics, forest NPP allocation into both wood and leaves declines slightly. The turnover times of forest leaf pools exhibit little spatial variation, whereas the turnover times of wood pools in Africa (median and interquartile range: 50.1-4.0+5.5 years) are slightly longer than those in South America (48.2-3.3+4.0 years) and Southeast Asia (48.3-3.1+5.4 years). Our datasets reveal emergent trade-offs across climatic and vegetation gradients between growth and life span/turnover for both wood and leaves. The spatial gradients of NPP allocation to wood/leaves are associated with canopy height, adjusted by climate condition and nutrient acquisition. The spatial gradients of wood and leaf turnover times are influenced mainly by climate and leaf characteristics. Main conclusions Our data-driven estimates of carbon allocation and turnover times provide a basis for more detailed exploration of these mechanisms in field studies. This highlights that improved model representation of carbon allocation and turnover is necessary for more accurate prediction of future carbon dynamics.

Mitigation and Adaptation Strategies for Global Change

Abstract:Transparent, accurate, comparable, and complete estimates of greenhouse gas emissions and removals are needed to support mitigation goals and performance assessments under the Paris Agreement. Here, we present a comparative analysis of the agriculture forestry and other land use (AFOLU) emission estimates from different datasets, including National Greenhouse Gas Inventories (NGHGIs), FAOSTAT, the BLUE, OSCAR, and Houghton (here after updated H&N2017) bookkeeping models; Emissions Database for Global Atmospheric Research (EDGAR); and the US Environmental Protection Agency (EPA). We disaggregate the fluxes for the forestry and other land use (FOLU) sector into forest land, deforestation, and other land uses (including non-forest land uses), while agricultural emissions are disaggregated according to the sources (i.e., livestock, croplands, rice cultivation, and agricultural fires). Considering different time periods (1990–1999, 2000–2010, and 2011–2018), we analyse the trend of the fluxes with a key focus on the tropical regions (i.e., Latin America, sub-Saharan Africa, and South and Southeast Asia). Three of the five data sources indicated a decline in the net emissions over the tropics over the period 1990–2018. The net FOLU emissions for the tropics varied with values of 5.47, 5.22, 4.28, 3.21, and 1.17 GtCO 2 year −1 (for BLUE, OSCAR, updated H&N2017, FAOSTAT, and NGHGIs, respectively) over the recent period (2011–2018). Gross deforestation emissions over the same period were 5.87, 7.16, 5.48, 3.96, and 3.74 GtCO 2 year −1 (for BLUE, OSCAR, updated H&N2017, FAOSTAT, and NGHGIs). The net forestland sink was −1.97, −3.08, −2.09, −0.53, and −3.00 GtCO 2 year −1 (for BLUE, OSCAR, updated H&N2017, FAOSTAT, and NGHGIs). Continental analysis indicated that the differences between the data sources are much large in sub-Saharan Africa and South and Southeast Asia than in Latin America. Disagreements in the FOLU emission estimates are mainly explained by differences in the managed land areas and the processes considered (i.e., direct vs indirect effects of land use change, and gross vs net accounting for deforestation). Net agricultural emissions from cropland, livestock, and rice cultivation were more homogenous across the FAOSTAT, EDGAR, and EPA datasets, with all the data sources indicating an increase in the emissions over the tropics. However, there were notable differences in the emission from agricultural fires. This study highlights the importance of investing and improving data sources for key fluxes to achieve a more robust and transparent global stocktake.

Abstract:Managing forests for climate change mitigation requires action by diverse stakeholders undertaking different activities with overlapping objectives and spatial impacts. To date, several forest carbon monitoring systems have been developed for different regions using various data, methods and assumptions, making it difficult to evaluate mitigation performance consistently across scales. Here, we integrate ground and Earth observation data to map annual forest-related greenhouse gas emissions and removals globally at a spatial resolution of 30 m over the years 2001–2019. We estimate that global forests were a net carbon sink of −7.6 ± 49 GtCO2e yr−1, reflecting a balance between gross carbon removals (−15.6 ± 49 GtCO2e yr−1) and gross emissions from deforestation and other disturbances (8.1 ± 2.5 GtCO2e yr−1). The geospatial monitoring framework introduced here supports climate policy development by promoting alignment and transparency in setting priorities and tracking collective progress towards forest-specific climate mitigation goals with both local detail and global consistency.

Abstract:Large‐scale terrestrial carbon estimating studies using methods such as atmospheric inversion, biogeochemical modeling, and field inventories have produced different results. The goal of this study was to integrate fine‐scale processes including land use and land cover change into a large‐scale ecosystem framework. We analyzed the terrestrial carbon budget of the conterminous U.S. from 1971 to 2015 at 1‐km resolution using an enhanced dynamic global vegetation model (DGVM) and comprehensive land cover change data. Effects of atmospheric CO2 fertilization, nitrogen deposition, climate, wildland fire, harvest, and land use/land cover change (LUCC) were considered. We estimate annual carbon losses from cropland harvest, forest clearcut and thinning, fire, and LUCC were 436.8, 117.9, 10.5, and 10.4 TgC yr‐1, respectively. Carbon stored in ecosystems increased from 119,494 to 127,157 TgC between 1971 and 2015, indicating a mean annual net carbon sink of 170.3 TgC yr‐1. Although ecosystem net primary production increased by approximately 12.3 TgC yr‐1, most of it was offset by increased carbon loss from harvest and natural disturbance and increased ecosystem respiration related to forest aging. As a result, the strength of the overall ecosystem carbon sink didn't increase over time. Our modeled results indicate the conterminous U.S. carbon sink was about 30% smaller than previous modeling studies, but converged more closely with inventory data.

Abstract:Constraining the climate crisis requires urgent action to reduce anthropogenic emissions while simultaneously removing carbon dioxide from the atmosphere. Improved information about the maximum magnitude and spatial distribution of opportunities for additional land-based removals of CO2 is needed to guide on-the-ground decision-making about where to implement climate change mitigation strategies. Here, we present a globally consistent spatial dataset (approximately 500-m resolution) of current, potential, and unrealized potential carbon storage in woody plant biomass and soil organic matter. We also provide a framework for prioritizing actions related to the restoration, management, and maintenance of woody carbon stocks and associated soils. By comparing current to potential carbon storage, while excluding areas critical to food production and human habitation, we find 287 petagrams (PgC) of unrealized potential storage opportunity, of which 78% (224 PgC) is in biomass and 22% (63 PgC) is in soil. Improved management of existing forests may offer nearly three-fourths (206 PgC) of the total unrealized potential, with the majority (71%) concentrated in tropical ecosystems. However, climate change is a source of considerable uncertainty. While additional research is needed to understand the impact of natural disturbances and biophysical feedbacks, we project that the potential for additional carbon storage in woody biomass will increase (+17%) by 2050 despite projected decreases (−12%) in the tropics. Our results establish an absolute reference point and conceptual framework for national and jurisdictional prioritization of locations and actions to increase land-based carbon storage.

Abstract:Abstract Background Quantifying the carbon balance of forested ecosystems has been the subject of intense study involving the development of numerous methodological approaches. Forest inventories, processes-based biogeochemical models, and inversion methods have all been used to estimate the contribution of U.S. forests to the global terrestrial carbon sink. However, estimates have ranged widely, largely based on the approach used, and no single system is appropriate for operational carbon quantification and forecasting. We present estimates obtained using a new spatially explicit modeling framework utilizing a “gain–loss” approach, by linking the LUCAS model of land-use and land-cover change with the Carbon Budget Model of the Canadian Forest Sector (CBM-CFS3). Results We estimated forest ecosystems in the conterminous United States stored 52.0 Pg C across all pools. Between 2001 and 2020, carbon storage increased by 2.4 Pg C at an annualized rate of 126 Tg C year −1 . Our results broadly agree with other studies using a variety of other methods to estimate the forest carbon sink. Climate variability and change was the primary driver of annual variability in the size of the net carbon sink, while land-use and land-cover change and disturbance were the primary drivers of the magnitude, reducing annual sink strength by 39%. Projections of carbon change under climate scenarios for the western U.S. find diverging estimates of carbon balance depending on the scenario. Under a moderate emissions scenario we estimated a 38% increase in the net sink of carbon, while under a high emissions scenario we estimated a reversal from a net sink to net source. Conclusions The new approach provides a fully coupled modeling framework capable of producing spatially explicit estimates of carbon stocks and fluxes under a range of historical and/or future socioeconomic, climate, and land management futures.

Abstract:In most regions and ecosystems, soils are the largest terrestrial carbon pool. Their potential vulnerability to climate and land use change, management, and other drivers, along with soils' ability to mitigate climate change through carbon sequestration, makes them important to carbon balance and management. To date, most studies of soil carbon management have been based at either large or site-specific scales, resulting in either broad generalizations or narrow conclusions, respectively. Advancing the science and practice of soil carbon management requires scientific progress at intermediate scales. Here, we conducted the fifth in a series of ecoregional assessments of the effects of land use change and forest management on soil carbon stocks, this time addressing the Northeast U.S. We used synthesis approaches including (1) meta-analysis of published literature, (2) soil survey and (3) national forest inventory databases to examine overall effects and underlying drivers of deforestation, reforestation, and forest harvesting on soil carbon stocks. The three complementary data sources allowed us to quantify direction, magnitude, and uncertainty in trends.

Abstract:The United States has recently set ambitious national goals for greenhouse gas (GHG) reductions over the coming decades. A portion of these reductions are based on expected sequestration and storage contributions from land use, land use change, and forestry (LULUCF). Significant uncertainty exists in future forest markets and thus the potential LULUCF contribution to US GHG reduction goals. This study seeks to inform the discussion by modeling US forest GHG accounts per different simulated demand scenarios across a grid of over 130,000 USDA Forest Service Forest Inventory and Analysis (FIA) forestland plots over the conterminous United States. This spatially disaggregated future supply is based on empirical yield functions for log volume, biomass and carbon. Demand data is based on a spatial database of over 2300 forest product manufacturing facilities representing 11 intermediate and 13 final solid and pulpwood products. Transportation costs are derived from fuel prices and the locations of FIA plot from which a log is harvested and mill or port destination. Trade between mills in intermediate products such as sawmill residues or planer shavings is also captured within the model formulation. The resulting partial spatial equilibrium model of the US forest sector is solved annually for the period 2015-2035 with demand shifted by energy prices and macroeconomic indicators from the US EIA's Annual Energy Outlook for a Reference, Low Economic Growth, and High Economic Growth case. For each macroeconomic scenario simulated, figures showing historic and scenario-specific live tree carnon emissions and sequestration are generated. Maps of the spatial allocation of both forest harvesting and related carbon fluxes are presented at the National level and detail is given for both regions and ownerships.
The Role of Wildfires in the Interplay of Forest Carbon Stocks and Wood Harvest in the Contiguous United States During the 20th Century

Abstract:Wildfires and land use play a central role in the long-term carbon (C) dynamics of forested ecosystems of the United States. Understanding their linkages with changes in biomass, resource use, and consumption in the context of climate change mitigation is crucial. We reconstruct a long-term C balance of forests in the contiguous U.S. using historical reports, satellite data, and other sources at multiple scales (national scale 1926-2017, regional level 1941-2017) to disentangle the drivers of biomass C stock change. The balance includes removals of forest biomass by fire, by extraction of woody biomass, by forest grazing, and by biomass stock change, their sum representing the net ecosystem productivity (NEP). Nationally, the total forest NEP increased for most of the 20th century, while fire, harvest and grazing reduced total forest stocks on average by 14%, 51%, and 6%, respectively, resulting in a net increase in C stock density of nearly 40%. Recovery from past land-use, plus reductions in wildfires and forest grazing coincide with consistent forest regrowth in the eastern U.S. but associated C stock increases were offset by increased wood harvest. C stock changes across the western U.S. fluctuated, with fire, harvest, and other disturbances (e.g., insects, droughts) reducing stocks on average by 14%, 81%, and 7%, respectively, resulting in a net growth in C stock density of 14%. Although wildfire activities increased in recent decades, harvest was the key driver in the forest C balance in all regions for most of the observed timeframe.

Abstract:Global concern about increasing carbon dioxide concentrations in the atmosphere and the possible consequences of future climate changes have generated interest in understanding and quantifying the role of terrestrial ecosystem in the global carbon cycle. Historical changes in carbon storage in US forests have been estimated from periodic, comprehensive national inventories of forest resources. Since 1952, carbon stored on US timberland has increased by 38% or 8.8 × 1015 g, primarily in the East. This increase is consistent with recently reported trends in Europe and accounts for as much as 21% of a hypothesized carbon sink in Northern temperate forests. Projections of changes in carbon storage over long periods of time were made with a carbon budget model that has been integrated with econometric models of the forest sector. Carbon storage is expected to increase until 2040, but at a slower rate than at present.

Abstract:Members of the U.S. Climate Alliance, a coalition of 24 states committed to achieving the emissions reductions outlined in the 2015 Paris Agreement, are considering policy options for inclusion of forest carbon in climate mitigation plans. These initiatives are generally limited by a lack of relevant data on forest carbon stocks and fluxes past-to-future. Previously, we developed a new forest carbon modeling system that combines high-resolution remote sensing, field data, and ecological modeling to estimate contemporary above-ground forest carbon stocks, and projected future forest carbon sequestration potential for the state of Maryland. Here we extended this work to provide a consistent geospatial approach for monitoring changes in forest carbon stocks over time. Utilizing the same data and modeling system developed previously for planning, we integrated historical input data on weather and disturbance to reconstruct the history of vegetation dynamics and forest above-ground carbon stocks annually over the period 1984-2016 at 30 m resolution and provided an extension to 2023. Statewide, forested land had an average annual net above ground carbon sink of 1.37 TgC yr-1, comparable to prior estimates. However, unlike the prior estimates, there was considerable variation around this mean. The statewide net above ground flux ranged interannually from -0.65 - 2.77 Tg C yr-1. At the county scale, the average annual net above ground flux ranged spatially from 0.01 - 0.13 Tg C yr-1 and spatiotemporally from -0.43 - 0.24 Tg C yr -1. Attribution analyses indicate the primary importance of persistent and regrowing forests, vegetation structure, local disturbance, and rising CO2 to the mean flux, and the primary importance of weather to the large-scale interannual variability. These results have important implications for state climate mitigation planning, reporting and assessment. With this approach, it is now possible to monitor changes in forest carbon stocks spatiotemporally over policy relevant domains with a consistent framework that is also enabled for future planning.

Abstract:Estimates of the annual emissions of carbon from land use, land-use change, and forestry (LULUCF) are important for constructing global, regional, and national carbon budgets, which in turn help predict future rates of climate change and define potential strategies for mitigation. Here, we update a long-term (1850–2020) series of annual national carbon emissions resulting from LULUCF (https://doi.org/10.7910/DVN/U7GHRH, Houghton and Castanho, 2023), based largely, after 1960, on statistics of land use from the Food and Agriculture Organization (FAO) of the United Nations ( http://www.fao.org/faostat/en/#data/ , FAO, 2021). Those data suggest that rates of deforestation in the tropics (and thus net emissions of carbon) have decreased over the last 10 years (2011–2020). The data also indicate that the net loss of tropical forest area was greater than the net gain in agricultural lands, and we explore four alternative explanations for this apparent forest conversion, one of which is shifting cultivation. We also discuss how opposing trends in recent estimates of tropical deforestation (and emissions) might be reconciled. The calculated emissions of carbon attributable to LULUCF approximate the anthropogenic component of terrestrial carbon emissions, but limiting national carbon accounting to the anthropogenic component may also limit the potential for managing carbon on land.

Abstract:Using forests to mitigate climate change has gained much interest in science and policy discussions. We examine the evidence for carbon benefits, environmental and monetary costs, risks and trade-offs for a variety of activities in three general strategies: (1) land use change to increase forest area (afforestation) and avoid deforestation; (2) carbon management in existing forests; and (3) the use of wood as biomass energy, in place of other building materials, or in wood products for carbon storage. We found that many strategies can increase forest sector carbon mitigation above the current 162-256 Tg C/yr, and that many strategies have co-benefits such as biodiversity, water, and economic opportunities. Each strategy also has trade-offs, risks, and uncertainties including possible leakage, permanence, disturbances, and climate change effects. Because approximately 60% of the carbon lost through deforestation and harvesting from 1700 to 1935 has not yet been recovered and because some strategies store carbon in forest products or use biomass energy, the biological potential for forest sector carbon mitigation is large. Several studies suggest that using these strategies could offset as much as 10-20% of current U.S. fossil fuel emissions. To obtain such large offsets in the United States would require a combination of afforesting up to one-third of cropland or pastureland, using the equivalent of about one-half of the gross annual forest growth for biomass energy, or implementing more intensive management to increase forest growth on one-third of forestland. Such large offsets would require substantial trade-offs, such as lower agricultural production and non-carbon ecosystem services from forests. The effectiveness of activities could be diluted by negative leakage effects and increasing disturbance regimes. Because forest carbon loss contributes to increasing climate risk and because climate change may impede regeneration following disturbance, avoiding deforestation and promoting regeneration after disturbance should receive high priority as policy considerations. Policies to encourage programs or projects that influence forest carbon sequestration and offset fossil fuel emissions should also consider major items such as leakage, the cyclical nature of forest growth and regrowth, and the extensive demand for and movement of forest products globally, and other greenhouse gas effects, such as methane and nitrous oxide emissions, and recognize other environmental benefits of forests, such as biodiversity, nutrient management, and watershed protection. Activities that contribute to helping forests adapt to the effects of climate change, and which also complement forest carbon storage strategies, would be prudent.

Abstract:Live woody vegetation is the largest reservoir of biomass carbon, with its restoration considered one of the most effective natural climate solutions. However, terrestrial carbon fluxes remain the largest uncertainty in the global carbon cycle. Here, we develop spatially explicit estimates of carbon stock changes of live woody biomass from 2000 to 2019 using measurements from ground, air, and space. We show that live biomass has removed 4.9 to 5.5 PgC year −1 from the atmosphere, offsetting 4.6 ± 0.1 PgC year −1 of gross emissions from disturbances and adding substantially (0.23 to 0.88 PgC year −1 ) to the global carbon stocks. Gross emissions and removals in the tropics were four times larger than temperate and boreal ecosystems combined. Although live biomass is responsible for more than 80% of gross terrestrial fluxes, soil, dead organic matter, and lateral transport may play important roles in terrestrial carbon sink.

Abstract:With emerging issues of global climate change, it is clear that there is value in controlling the amount of carbon dioxide in the atmosphere. Managing the release or uptake of carbon by forests is an important opportunity to yield reductions in atmospheric CO 2 , and this includes managing the amount of harvested forest carbon that is stored in harvested wood products (HWP). To evaluate the contribution of forest carbon to climate change, we need to evaluate how much carbon is released to the atmosphere, when it is released, how long the released C remains in the atmosphere, and our preference for the timing and amplitude of climate change. When forest is harvested, the subsequent amount of carbon in the atmosphere depends on the processes and efficiency of harvest, the life times of the forest products, and the treatment of forest products at the end of their useful lifetime. This paper assembles extensive US data on the fractions of forest carbon that are released to the atmosphere during the processing of a forest harvest and the production and life expectancy of harvested wood products (HWP). Using a model of the global carbon cycle and an illustrated treatment of time preference, we calculate the relative cost of different forest management scenarios in terms of the ton years of CO 2 in the atmosphere. We show that delaying the emission of one ton of C as CO 2 for 1 year yields a reduction of 41.74 ton years of carbon in the atmosphere when integrated to infinite time and using a low time preference of 1% per year. Alternate scenarios of forest harvest and product management can be compared against this scenario to compare their relative impact on global climate change.

Abstract:Limiting climate warming to <2°C requires increased mitigation efforts, including land stewardship, whose potential in the United States is poorly understood. We quantified the potential of natural climate solutions (NCS)-21 conservation, restoration, and improved land management interventions on natural and agricultural lands-to increase carbon storage and avoid greenhouse gas emissions in the United States. We found a maximum potential of 1.2 (0.9 to 1.6) Pg CO2e year-1, the equivalent of 21% of current net annual emissions of the United States. At current carbon market prices (USD 10 per Mg CO2e), 299 Tg CO2e year-1 could be achieved. NCS would also provide air and water filtration, flood control, soil health, wildlife habitat, and climate resilience benefits.

Abstract:Concentrations of atmospheric carbon dioxide (CO2) have continued to increase whereas atmospheric deposition of sulphur and nitrogen has declined in Europe and the USA during recent decades. Using time series of flux observations from 23 forests distributed throughout Europe and the USA, and generalised mixed models, we found that forest-level net ecosystem production and gross primary production have increased by 1% annually from 1995 to 2011. Statistical models indicated that increasing atmospheric CO2 was the most important factor driving the increasing strength of carbon sinks in these forests. We also found that the reduction of sulphur deposition in Europe and the USA lead to higher recovery in ecosystem respiration than in gross primary production, thus limiting the increase of carbon sequestration. By contrast, trends in climate and nitrogen deposition did not significantly contribute to changing carbon fluxes during the studied period. Our findings support the hypothesis of a general CO2-fertilization effect on vegetation growth and suggest that, so far unknown, sulphur deposition plays a significant role in the carbon balance of forests in industrialized regions. Our results show the need to include the effects of changing atmospheric composition, beyond CO2, to assess future dynamics of carbon-climate feedbacks not currently considered in earth system/climate modelling.
A Century of Reforestation Reduced Anthropogenic Warming in the Eastern United States

Abstract:Restoring and preserving the world's forests are promising natural pathways to mitigate some aspects of climate change. In addition to regulating atmospheric carbon dioxide concentrations, forests modify surface and near‐surface air temperatures through biophysical processes. In the eastern United States (EUS), widespread reforestation during the 20th century coincided with an anomalous lack of warming, raising questions about reforestation's contribution to local cooling and climate mitigation. Using new cross‐scale approaches and multiple independent sources of data, we uncovered links between reforestation and the response of both surface and air temperature in the EUS. Ground‐ and satellite‐based observations showed that EUS forests cool the land surface by 1–2°C annually compared to nearby grasslands and croplands, with the strongest cooling effect during midday in the growing season, when cooling is 2–5°C. Young forests (20–40 years) have the strongest cooling effect on surface temperature. Surface cooling extends to the near‐surface air, with forests reducing midday air temperature by up to 1°C compared to nearby non‐forests. Analyses of historical land cover and air temperature trends showed that the cooling benefits of reforestation extend across the landscape. Locations surrounded by reforestation were up to 1°C cooler than neighboring locations that did not undergo land cover change, and areas dominated by regrowing forests were associated with cooling temperature trends in much of the EUS. Our work indicates reforestation contributed to the historically slow pace of warming in the EUS, underscoring reforestation's potential as a local climate adaptation strategy in temperate regions.
