Abstract:In recent decades, a culture of hopelessness has emerged among rural Americans, visible in epidemic levels of suicide, overdose, and other addiction-related illnesses. While the arrival of a novel coronavirus aggravated existing strains in rural economies, it also enabled positive transformations in some rural cities and towns. This research explores how businesses in rural America experienced and adapted to economic shocks caused by the Covid-19 pandemic and, in the process, changed the economic and social landscape. Applying a qualitative research methodology, the present research offers Pennsylvania's Central Susquehanna Valley as a case study, using data from 60 semi-structured interviews. The analyses demonstrate rural businesses' resiliency and adaptive responses, bolstered by embedded rural capitals and the unique characteristics of rural businesses themselves. Furthermore, the pandemic forced drastic changes for businesses in the rural landscape. On the one hand, Covid-19's losses and miseries take much material, human, and social resources from the rural community. On the other hand, changing relationships between businessowners and workers, and among partners in the supply chain could be long-lasting, creating extra rural capitals and better working relationships at the factory and beyond. Finally, adoption of new technologies and automation; new business directions, such as e-commerce and higher value-added production; and increases in mergers and acquisitions across industries were prevalent during 2020-2021. In many ways, the Covid-19 impacts could make rural America more dynamic and competitive. This research offers conceptual and empirical pathways to supporting economic and social development in rural America.

Abstract:Using interview and survey data, we argue there are three types of places in the rural United States, and that their social and economic conditions help us understand emerging political trends, including the rural support for Donald Trump. More rural votes were cast for the Republican presidential candidate in 2016 than in other recent elections, yet shifts to Republican votes were greatest in places undergoing the most significant economic transitions. Work in rural communities has been a source of pride and cultural identity for people as well as places, but many feel the new economy is not working for them.

Overall, rural decline presents regional characteristics and national differences. After the fast industrialization and urbanization in the West, the scale and specialization of agriculture led to the expansion of farms, the decrease of population and the continuous decline of rural communities. In East Asia, aging and hollowing are increasingly common among precipitous industrialization and urbanization and government-driven rural development. In some developing countries, small and medium-sized farmers are forced to move into cities after bankruptcy, further aggravating the lagging status of rural development.

Abstract:We argue here that critical educational scholarship is crucial to developing educational analysis attuned to the nuances of place, mobility, and change in rural locations. Critical sociological analysis, we argue, can also nuance and complicate simplistic portrayals of rural communities and their social, economic, and cultural character. Two central narratives in rural education today relate first, to the economic and social problems faced by challenged ‘left behind’ communities faced by depopulation and restructuring, and second, ‘boomtown’ communities that experience rapid infusions of wealth and population. We offer two linked case studies from Australia and Canada that draw on what we call a rural sociological imagination to interrogate how education is framed in contemporary convergences of history and biography in rural locations. These framings complicate and even confound meritocratic and human capital assumptions that underpin contemporary educational policy discourse, particularly as it relates to rural education.
Unhollowing rural America? Rural human capital flight and the demographic consequences of the oil and gas boom

Abstract:The USA has recently experienced an unprecedented boom in domestic, on-shore oil and gas production via unconventional drilling technologies like hydraulic fracturing and directional drilling. Community leaders and policy-makers claim that this boom holds much promise to reverse many social and economic challenges faced by rural, non-amenity counties. Chief among these is human capital flight—often called the “rural brain drain”—and the loss of working-age population. This analysis examines the socio-demographic consequences of the oil and gas boom by assessing if the boom can stall or reverse human capital flight and the loss of working-age population from rural, non-amenity counties. Using a large data set of U.S. counties and difference-in-difference models, we find that the oil and gas boom is associated with modest increases in the proportion of county population with a high school education or less and modest losses in the proportion of county population with a college education. The boom likely increased the proportion of working age population, particularly males 20–34. Overall, our results suggest that oil and gas development has a limited effect on human capital and age composition in non-amenity, rural counties. Broadly, we expect that oil and gas development will do little to address long-run, structural demographic challenges facing rural America.

Abstract:Recent work challenges the notion that attracting creative workers to a place is sufficient for generating local economic growth. In this article, we examine the problem of sustaining robust growth in the periphery of the USA, demonstrating the contingent nature of talent as an engine for economic growth. We test the hypothesis that rural growth in the knowledge economy is dependent on the ability to utilize new knowledge, perhaps generated elsewhere, in addressing local economic challenges. Tests confirm that the interaction of entrepreneurial context with the share of the workforce employed in the creative class is strongly associated with growth in the number of new establishments and employment, particularly in those rural counties endowed with attractive outdoor amenities.

Abstract:The potential for rural areas to benefit from telecommunications technology is a persistent question. This paper examines data for the USA concerning the ‘digital divide’ and access of residences and businesses, which tend to suggest that all is (or will soon be) well. The paper also presents data on aspects of digital infrastructure in rural America, including points of presence and digital telephone switches, which suggest that there are major shortcomings in most rural communities. Demand aggregation is a possible solution, but more serious pitfalls are those related to shortages of human capital. These might be resolved in some rural places, where inmigration and return migration bring needed cerebral inputs to rural areas. A final set of improvements concerns how businesses use the Internet and e-commerce. In the end, telecommunications is not a ‘quick fix’ solution for rural development, and the desired improvements will be limited to a fraction of rural places.

A Sociocultural Explanation of Internet-Enabled Work in Rural Regions

Abstract:This article draws on ethnographic research in three rural places in the Western United States to understand how rural workers incorporate the Internet into their work practices. We find two key, divergent types of work in rural areas that leverage the Internet: (1) telework and (2) work to market and sell goods and services online. We consider why these two forms of Internet-enabled work are pursued by different segments of the rural population, attending to the socio-demographic variation within and between these two broad categories. Some key differences include whether workers are urban transplants or rural-originating, in “white-collar” or “blue-collar” occupations, and whether they are men or women. We argue that deficit framings that focus on inadequate infrastructure or absent skills are insufficient to understand such patterns of differentiated use. Instead a sociocultural explanation is needed: one that draws connections between work cultures, occupational values, skills, and practices.

Abstract:In India, as in most of the global South, the capitalist transition during the post–World War II era has unfolded in a manner by which labor absorption has not been commensurate with the growth of output in the non-agricultural sectors. For India, there is strong evidence to suggest that the employment elasticity of output has declined in most sectors during much of the so-called reform period. Furthermore, the transfer of agricultural workers to non-agricultural sectors has been largely driven by distress—particularly those of the self-employed, who still account for a lion’s share of employment in the country. This article engages with some of the crucial issues pertaining to the conceptualization of rural “diversification”, situating the increasingly complex rural–urban circuits within the larger architecture of contemporary capitalism. A large proportion of the total workers, especially in the global South, are caught in these circuits as proto- or semi-proletariats, often perambulating ceaselessly between rural and urban. Through the lens of the Marxian political economy, this article highlights some of the relevant tendencies and changes connected with contemporary circuits of accumulation and the associated patterns of rural diversification with a special focus on the last two decades.

Abstract:In contrast to both the critique of rural backwardness made by the Country Life Movement and the lament about rural declension expressed by proponents of agrarianism, the history of the Nanticoke Valley of south-central New York State demonstrates the possibilities for rural revitalization that lay in connections between the countryside and the city. In the early twentieth century, as long-settled families departed for urban employment, European immigrant families escaping the mines and mills bought abandoned farms. Motorized transport enabled farming families to send household members to the city each day and furnished them with a local market for their produce. This flexible combination of subsistence production, wage labor, and petty commodity production revitalized the rural economy and sustained the community in spite of the consolidation of the dairy industry. This essay explores the social changes that accompanied this profound reorientation of local life.

Abstract:Rural transformation in general has been conceptualized as modernization, rural development, changes in economic structure, and the migration of the population from the farming sector to the non-farming sectors of the economy. Different theoretical approaches (unidimensional and multidimensional) have been applied to the study of rural transformation, and these approaches have involved different indicators to examine the nature and magnitude of rural change/transformation. The rural development approach to the study of rural transformation has been criticized on the grounds that rural transformation does not always involve development. This article examines the Indian experience and contends that India's rural transformation has involved migration from the farming sector into the non-farming sectors and the de-agrarianization of the Indian economy.

Abstract:ABSTRACTThis study examined the factors that influenced population change in 875 counties in the southeastern United States between 1970 and 2000, using U.S. Census data. Binary logistic regression models were used to examine the relationship between socioeconomic factors and population change. The results of marginal probability estimates indicate that race and employment factors have been strongly related to population change in these counties. African-American-dominant counties have lost population to urban areas of more diverse counties. Our results suggest that individuals place high importance on better education, job opportunities, and living conditions in their decisions to move from their traditional places to new places. Additionally, rural counties need to develop resilience by improving community capital and quality of life amenities to sustain rural population and attract more retirees in rural corridors.(ProQuest: ... denotes formulae omitted.)Urban sprawl and rural rebound have both been observed and analyzed in many parts of the United States. Urban sprawl, also known as suburban sprawl, is the spreading outward of a city and its suburbs over rural land and its outskirts (Burchell 1998). It is characterized as low density, noncontiguous, automobile- dependent, residential, and nonresidential development that covers and consumes large amounts of farmland and natural areas. Urban sprawl has been recognized as an urban expansion augmented by the out-migration of young rural population, which leads to undesirable impacts in terms of sacrifice of farmland and loss of amenity benefits from open spaces on the urban fringe (Osman, Nawawi, and Abdullah 2008). Rural rebound is defined as the movement of people from urban areas to suburban regions (Johnson and Lichter 2007). Rural rebound has been observed in recent decades. Many researchers have considered it as a positive factor in reducing urban sprawl. However, such in-migration to rural counties has occurred more among retirees or older people who are not as active as an economically-productive population (Johnson 2006). An increase of members of a specific age group (especially of an older population) in rural counties may not contribute positively to rural development unless there are incentives to attract younger populations as well. Race has also become a factor for rural rebound, showing residential concentration of a specific race in certain locality.Achieving a balance between rural rebound and urban sprawl is a subject of research for regional scientists and geographers and for those seeking balanced regional growth. Such balance is required because urban sprawl has challenged the stewardship of the agricultural labor force, farm lands, and food sufficiency in the rural areas over time. Similarly, an increasing trend of urban population growth has created demands for more services (e.g., drinking water, electricity, and infrastructure), and increased property values and taxes, as well as increased urban crime rates and pollution. Increased residential concentration of minority populations has posed another challenge in the urban centers, creating imbalances in property values, school districts, crime rates, and quality of life.Past research has analyzed rural out-migration and its impacts on urban sprawl, residential segregation, quality of life, amenity factors, and sustainability (Albrecht 2010; Albrecht and Albrecht 2000; England and Brown 2003; Goe, Noonan, and Thurston 2003; Gyawali et al. 2010; Hancock 2001). SKILL MISMATCH PROBLEM AMONG RURAL WORKERS

Abstract:Existing mega-trends such as globalization, demographic change, rapid development of new technologies, changing work environment, development of ICT and the era of big data are leading to a growing gap in skills and competencies among present-day workers. “Skill mismatch” is an imbalance between skills and qualifications available in the labor market and those required in the workplace. The article presents a comprehensive analysis of the scientific literature on the problem of skill mismatch; it examines in detail domestic and foreign approaches to assessing skills mismatch, the choice of which is due to the classification of data on the supply and demand of skills: subjective, empirical, normative and work assessment method. An area is highlighted that requires a comprehensive study of this issue, namely the impact of over-qualification and insufficient qualification for workers employed in rural areas. The methodological basis of the study is the materials of the Comprehensive Survey of Living Conditions of the Population, conducted in 2018 by the Federal State Statistics Service (Rosstat). A survey of workers employed in rural areas of the country made it possible to correlate the existing level of qualifications and competencies with those required at the workplace. Awareness of the different types of skill mismatch, their interconnectedness, and different measurement issues enables policy decisions to be made to narrow the skill gap. The article attempts to analyze some of the types of mismatch that workers living in rural areas face, namely, “overeducation/undereducation”, “overskilling/underskilling”, “horizontal/field of study” mismatch. It is concluded that the skills of the labor force do not fully meet the rapidly changing needs of the economy, creating a serious barrier to the growth and development of the domestic economy.

Abstract:This research focuses on the employment choice issues of college graduates under the background of the rural revitalization strategy. With the in-depth implementation of the rural revitalization strategy, the rural demand for talents is growing, while college graduates are facing employment pressure in cities. The rural revitalization strategy has rich connotations, and talents play a key role in it. The employment of college graduates shows characteristics such as a cold supply and hot demand, and seeking stability in job hunting. Urban-rural differences have a significant impact on their employment. Personal, family, and social factors affect the rural employment choices of college graduates. Under rural revitalization, college graduates can return to their hometowns to serve as village cadres, rural teachers, or start businesses, but they also face challenges such as insufficient demand for jobs, constraints of public opinion, and backward infrastructure. To promote the rural employment of college graduates, the government should strengthen policy guidance and provide support for employment and entrepreneurship; improve the education and training system to enhance the employment ability of graduates; strengthen the construction of social service systems and improve the rural living environment. Future research can focus on the relationship between rural industrial development and the employment of college graduates, the psychology of graduates in rural employment, diversified rural employment models, and the interaction between rural cultural construction and employment.

Abstract:Crowd work has the potential of helping the financial recovery of regions traditionally plagued by a lack of economic opportunities, e.g., rural areas. However, we currently have limited information about the challenges facing crowd work-ers from rural and super rural areas as they struggle to make a living through crowd work sites. This paper examines the challenges and advantages of rural and super rural AmazonMechanical Turk (MTurk) crowd workers and contrasts them with those of workers from urban areas. Based on a survey of421 crowd workers from differing geographic regions in theU.S., we identified how across regions, people struggled with being onboarded into crowd work. We uncovered that despite the inequalities and barriers, rural workers tended to be striving more in micro-tasking than their urban counterparts. We also identified cultural traits, relating to time dimension and individualism, that offer us an insight into crowd workers and the necessary qualities for them to succeed on gig platforms. As a large agricultural country, our country has a large rural population, and the rural land is relatively vast. Therefore, if our country wants to achieve full prosperity, it must promote the implementation of the rural revitalization strategy, so as to enable the rapid development of rural areas. Looking at this problem from a micro perspective, there are still certain restrictions and constraints, such as the serious loss of rural labor, resulting in an empty nest phenomenon, or the serious aging of the rural population. Abstract:Adolescents' future aspirations and expectations influence the decisions they make as they transition into adulthood. However, less is known about how specific sociocultural factors interact with the formation of future aspirations and expectations and their association with goal attainment in emerging adulthood. The present study begins to fill this gap by using person-centered analysis with high school students (N = 517; 53% female; 92% white) from a rural county undergoing significant economic transition. Its aim was to identify future orientation profiles based on adolescent-reported future aspirations and expectations for success in both education and career. Four latent profiles were identified and labeled: universally high aspirations and expectations; low college aspirations and expectations; lower aspirations than expectations; and universally low aspirations and expectations. Significant gender differences were found. High school males were less likely to be in the universally high profile and more likely to be in the universally low and low college aspirations and expectations profiles. Future orientation profile placement was associated with differences in adolescent experiences in family, school, and community contexts as well as their work and education status and future residential aspirations in emerging adulthood. The findings inform future research and applied efforts focused on rural youth's preparation for adult roles, and on retaining rural youth, a necessity for the vitality of rural communities.

Abstract:This article examines the immediate concerns of unemployment that workers in India face due to implementation of automation, robotics, and artificial intelligence (AI) become more prevalent in the labour sectors. The swift progress of technology poses a danger to conventional manual labour positions, resulting in a large scale loss of jobs and unstable economic conditions. The impacts of automation are most likely to affect marginalized communities, aggravating already existing disparities. To lessen(minimalize/reduce) the negative impacts of mass unemployment, industry stakeholders, governments, and civil society must adopt proactive steps. These are necessary because of the social and political implications of this issue. India's workforce may move towards a more sustainable and fair future by supporting inclusive economic development, encouraging entrepreneurship, and investing in vocational training.
