Abstract:The 2021 Intergovernmental Panel on Climate Change (IPCC) report, for the first time, stated that CO2 removal will be necessary to meet our climate goals. How-ever, there is a cost to accomplish CO2 removal or mitigation that varies by source. Accordingly, a sensible strategy to prevent climate change begins by mitigating emission sources requiring the least energy and capital investment per ton of CO2, such as new emitters and long-term stationary sources. The pro-duction of CO2-derived products should also start by favoring processes that bring to market high-value products with sufficient margin to tolerate a higher cost of goods.
Least-cost and 2 °C-Compliant Mitigation Pathways Robust to Physical Uncertainty, Economic Paradigms, and Intergenerational Cost Distribution

Abstract:Each run of an integrated assessment models produces a single mitigation pathway consistent with stated objectives (e.g. maximum temperature) and optimizing some objective function (e.g. minimizing total discounted costs of mitigation). Even though models can be run thousands of times, it is unclear how built-in assumptions constrain the final set of pathways. Here we aim at broadly exploring the space of possible mitigation scenarios for a given mitigation target, and at characterizing the sets of pathways that are (near-)optimal, taking uncertainties into account. We produce an extensive set of CO _2 emission pathways that stay below 2 °C of warming using a reduced-form climate-carbon model with a 1000 different physical states. We then identify 18 sets of quasi ‘least-cost’ mitigation pathways, under six assumptions about cost functions and three different cost minimization functions embarking different visions of intergenerational cost distribution. A first key outcome is that the absence or presence of inertia in the cost function plays a pivotal role in the resulting set of least-cost pathways. Second, despite inherent structural differences, we find common pathways across the 18 combinations in 96% of the physical states studied. Interpreting these common pathways as robust economically and in terms of intergenerational distribution, we shed light on some of their characteristics, even though these robust pathways differ for each physical state.

Abstract:International climate policy debate has been struggling to define an agreeable principle for just distribution of the burdens of reducing greenhouse gases. By the integrated assessment modeling, we investigate climate change mitigation pathways compatible with the Paris Agreement goals under different carbon budget allocation principles, namely, cost-effectiveness, equality, and grandfathering for 11 world regions. The results indicate that regional carbon quotas remain similar under equality and grandfathering principles, except for regions with a high population projection, i.e., Sub-Saharan Africa and South Asia, or regions with a high level of current emissions, such as North America. Irrespective of the burden-sharing principles, most world regions must reach carbon neutrality before 2070 to meet the 2 degrees C climate targets. Moreover, carbon emissions reduced by carbon capture and storage applications are found to peak around 2050. In general, the share of fossil fuels in primary energy is larger under the larger carbon quota, which will also increase carbon capture and storage applications in fossil fuels. The average global investment needs for mitigating climate change are the lowest under the costeffectiveness principle, and the marginal abatement cost is the same for all regions. For each region, as the carbon quota decreases the marginal abatement cost increases, while the energy investment changes independently from the carbon quota. These insights can inform global climate change negotiations and help policymakers formulate timelines for carbon neutrality, energy transition, and technology deployment and investment portfolios. Abstract:The parties of the Paris Agreement agreed to keep global warming well below 2 °C and pursue efforts to limit it to 1.5 °C. A global stocktake is instituted to assess the necessary emissions reductions every 5 years. Here we propose an adaptive approach to successively quantify global emissions reductions that allow reaching a temperature target within ±0.2 °C, solely based on regularly updated observations of past temperatures, radiative forcing and emissions statistics, and not on climate model projections. Testing this approach using an Earth system model of intermediate complexity demonstrates that defined targets can be reached following a smooth emissions pathway. Its adaptive nature makes the approach robust against inherent uncertainties in observational records, climate sensitivity, effectiveness of emissions reduction implementations and the metric to estimate CO 2 equivalent emissions. This approach allows developing emission trajectories for CO 2 , CH 4 , N 2 O and other agents that iteratively adapt to meet a chosen temperature target.

Abstract:The Paris Agreement has confirmed that the ultimate climate policy goal is to hold the increase in the global average temperature to well below 2 °C above pre-industrial levels and to pursue efforts to limit the increase to 1.5 °C. Moving the goal from 2 °C to 1.5 °C calls for much more concerted effort, and presents greater challenges and costs. This study uses an Asia-Pacific Integrated Model/Computable General Equilibrium (AIM/CGE) to evaluate the role of socioeconomic factors (e.g. technological cost and energy demand assumptions) in changing mitigation costs and achieving the 1.5 °C and 2 °C goals, and to identify the channels through which socioeconomic factors affect mitigation costs. Four families of socioeconomic factors were examined, namely low-carbon energy-supply technologies, end-use energy-efficiency improvements, lifestyle changes and biomass-technology promotion (technology cost reduction and social acceptance promotion). The results show that technological improvement in low-carbon energy-supply technologies is the most important factor in reducing mitigation costs. Moreover, under the constraints of the 1.5 °C goal, the relative effectiveness of other socioeconomic factors, such as energy efficiency improvement, lifestyle changes and biomass-related technology promotion, becomes more important in decreasing mitigation cost in the 1.5 °C scenarios than in the 2 °C scenarios.

Abstract:2015 was a special year. During a few months the political stars aligned and made it possible for the international community to agree on the Agenda 2030 for Sustainable Development and the Paris Agreement to limit global warming. Now the signatories need to find ways to implement these agreements, which not only imply a deep decarbonization of the economy but must also meet the Sustainable Development Goals. In this article we discuss the importance of pricing greenhouse gas (GHG) emissions2 to make this happen. Climate abatement is a truly global public good and so we actually have to have a functioning policy in all countries. Our interest is thus on pricing in all countries but in particular the developing countries that are bigger and most crucial to the struggle for a green transition.
Levers of climate pledges influencing the Paris Agreement target

Abstract:Countries pledge GHG mitigation goals in form of near-term emissions targets for 2030, long-term net-zero emissions in mid-century (some countries) and targets for methane emission reductions, towards limiting global warming as stipulated in the Paris Agreement. These undergo regular revisions to strengthen the ambition, with the latest set of revisions occurring during COP26 and COP27. As of December 2022, 169 countries have near-term targets, 56 have long-term targets to become carbon neutral and 150 nations have pledged to reduce their methane emissions up to 30% by 2030. The end-of-century temperature rise is highly sensitive to the pledges but also to actual extent of implementation of these pledges. Using historical emissions from the PRIMAP-Hist dataset, future emissions of CO2, N2O and CH4 are modelled for each country by incorporating their respective near-term, long-term and methane pledges. Emissions for other climate forcers are assumed to follow SSP4-60. These emission profiles are used as input to simple climate model – ACC2 (Tanaka et al., 2021) to estimate the temperature impacts. With the current pledges, the global temperature rise in 2100 is expected to be 2.0 and 2.1 °C, corresponding to the fulfillment of conditional and unconditional near-term pledges, respectively. We further explore a suite of emissions pathways to identify some key ‘levers’ across the pledges that can strongly influence the projected global temperature in 2100. We found that these levers can further reduce the temperature by 0.50 °C or increase by 0.25 °C. The most significant reductions in temperature rise can be achieved by ratcheting up of the current conditional targets by 10%, shifting the net-zero target year to 2050 for all countries currently having a longer-term goal and adding a net-zero target in 2070 for countries with currently no long-term goals. Inclusion of all these levers can increase the likelihood of limiting temperature rise well below 2 °C and bringing it closer to 1.5 °C. Additional, relatively smaller, contributions accrue from inclusion of Russia, China and India in the Global Methane Pledge. On the other hand, failing to meet even the unconditional NDC targets and delaying the current net-zero targets by 10 years contribute to increases in temperature rise of 0.08 and 0.17 °C. Abstract:Under the Paris Agreement, countries must articulate their most ambitious mitigation targets in their Nationally Determined Contributions (NDCs) every five years and regularly submit interconnected information on greenhouse gas (GHG) aspects, including national GHG inventories, NDC progress tracking, mitigation policies and measures (PAMs), and GHG projections in various mitigation scenarios. Research highlights significant gaps in the definition of mitigation targets and the reporting on GHG-related elements, such as inconsistencies between national GHG inventories, projections, and mitigation targets, a disconnect between PAMs and mitigation scenarios, as well as varied methodological approaches across sectors. To address these challenges, the Mitigation-Inventory Tool for Integrated Climate Action (MITICA) provides a methodological framework that links national GHG inventories, PAMs and GHG projections, applying a hybrid decomposition approach that integrates machine learning regression techniques with classical forecasting methods for developing GHG emission projections. MITICA enables mitigation scenario generation until 2050, incorporating over 60 PAMs across Intergovernmental Panel on Climate Change (IPCC) sectors. It is the first modelling approach that ensures consistency between reporting elements, aligning NDC progress tracking and target setting with IPCC best practices while linking climate change with sustainable economic development. MITICA's results include projections that align with observed trends, validated through cross-validation against test data, and employ robust methods for evaluating PAMs, thereby establishing its reliability.

Abstract:Traditionally, analysis of the costs of cutting greenhouse gas emissions has assumed that governments would implement idealized, optimal policies such as uniform economy-wide carbon taxes. Yet actual policies in the real world, especially in large federal governments, are often highly heterogeneous and vary in political support and administrative capabilities within a country. While the benefits of heterogeneous action have been discussed widely for experimentation and leadership, little is known about its costs. Focusing on the United States, we represent plausible variation (by more than a factor of 3) in the stringency of state-led climate policy in a process-based integrated assessment model (GCAM-USA). For a wide array of national decarbonization targets, we find that the nationwide cost from heterogeneous subnational policies is only one-tenth higher than nationally uniform policies. Such results hinge on two critical technologies (advanced biofuels and electricity) for which inter-state trade ameliorates the economic efficiencies that might arise with heterogeneous action.

Abstract:Abstract The 2015 Paris Agreement sets the objectives of global climate ambition as expressed in its long-term temperature goal and mitigation goal. The scientific community has explored the characteristics of greenhouse gas emission reduction pathways in line with the Paris Agreement. However, when categorizing such pathways, the focus has been put on the temperature outcome and not on emission reduction objectives. Here we propose a pathway classification that aims to comprehensively reflect the climate criteria set out in the Paris Agreement. We show how such an approach allows for a fully consistent interpretation of the Agreement. For Paris Agreement compatible pathways, we report net zero CO 2 and greenhouse gas emissions around 2050 and 2065, respectively. We illustrate how pathway design criteria not rooted in the Paris Agreement, such as the 2100 temperature level, result in scenario outcomes wherein about 6 - 24% higher deployment (interquartile range) of carbon dioxide removal is observed.

Addressing Climate Change Through a Low-Cost, High-Impact Carbon Tax

Abstract:This article considers design features of a low-cost, high-impact carbon tax in terms of emissions reductions, drawing on international implementation experience. Costs can be reduced by offsetting carbon taxes with reductions in other taxes, using carbon tax revenue to compensate stakeholders, and incremental implementation. Impacts can be augmented by investing revenue in emissions reduction activity and complementary tax incentives for low-emissions technologies. Jurisdictions that have implemented such carbon taxes have continued to experience strong economic growth. While revenue and distributionally neutral carbon taxes that do not increase the overall tax take or change the distribution of wealth have been effectively introduced in many jurisdictions, this has not been the only approach. The more fundamental conclusion is that carbon taxes are being designed to maximize political acceptability and minimize economic disruption in their implementation context. This evidence of convergence toward low-cost, high-impact carbon tax design elements is establishing a viable pathway for international cooperation on carbon pricing at levels adequate to address climate change. Conversely, recent French experience indicates that carbon tax increases not based on substantial revenue and distributional neutrality may not be viable.

Abstract:This paper analyses the emissions and cost impacts of mitigation of non-CO2 greenhouse gases (GHGs) at a global level, in scenarios aimed at meeting a range of long-term temperature goals (LTTGs). The study combines an integrated assessment model (TIAM-Grantham) representing CO2 emissions (and their mitigation) from the fossil fuel combustion and industrial sectors, coupled with a model covering non-CO2 emissions (GAINS), using the latest global warming potentials from the Intergovernmental Panel on Climate Change’s Fifth Assessment Report. We illustrate that in general non-CO2 mitigation measures are less costly than CO2 mitigation measures, with the majority of their abatement potential achievable at US2005$100/tCO2e or less throughout the 21st century (compared to a marginal CO2 mitigation cost which is already greater than this by 2030 in the most stringent mitigation scenario). As a result, the total cumulative discounted cost over the period 2010–2100 (at a 5% discount rate) of limiting global average temperature change to 2.5 °C by 2100 is $48 trillion (about 1.6% of cumulative discounted GDP over the period 2010–2100) if only CO2 from the fossil fuel and industrial sectors is targeted, whereas the cost falls to $17 trillion (0.6% of GDP) by including non-CO2 GHG mitigation in the portfolio of options—a cost reduction of about 65%. The criticality of non-CO2 mitigation recommends further research, given its relatively less well-explored nature when compared to CO2 mitigation.

Social Cost of Carbon as an International Benchmark to Drive Countries' Carbon Pricing during the Transition

Abstract:Building on updated estimates of the social cost of carbon obtained from the most recent literature, this article proposes a social cost of carbon-based benchmark for carbon pricing to drive world countries' carbon pricing policies up to 2050, consistent with the Paris Agreement targets. By using a dataset on net effective carbon rates developed by the Organisation for Economic Co-operation and Development (OECD), we firstly compare both explicit and implicit carbon pricing in 2021 in 71 OECD and non-OECD countries with the social cost of carbon benchmark for 2021 and calculate the degree of internalization of the social cost of carbon averagely related to their carbon pricing instruments. We find that there is a serious gap in current climate policies, which are far from creating optimal pricing conditions to reduce global emissions to levels needed by the Paris Agreement. The economic and distributional feasibility of a full implementation of the carbon pricing benchmark is tested in the same set of countries using two indicators, which are calculated for 2025, 2030, 2040 and 2050. Since the test results are income-regressive among income country groups, benchmark implementation by countries within the cooperative approaches of Paris Agreement art. 6 should be accompanied by the creation of an international cooperative fund aimed to recycle at least part of the revenues collected by high-income countries to compensate affected population in lower-income countries.

Abstract:Abstract Many countries have implemented national climate policies to accomplish pledged Nationally Determined Contributions and to contribute to the temperature objectives of the Paris Agreement on climate change. In 2023, the global stocktake will assess the combined effort of countries. Here, based on a public policy database and a multi-model scenario analysis, we show that implementation of current policies leaves a median emission gap of 22.4 to 28.2 GtCO 2 eq by 2030 with the optimal pathways to implement the well below 2 °C and 1.5 °C Paris goals. If Nationally Determined Contributions would be fully implemented, this gap would be reduced by a third. Interestingly, the countries evaluated were found to not achieve their pledged contributions with implemented policies (implementation gap), or to have an ambition gap with optimal pathways towards well below 2 °C. This shows that all countries would need to accelerate the implementation of policies for renewable technologies, while efficiency improvements are especially important in emerging countries and fossil-fuel-dependent countries.

Abstract:Many trace constituents other than carbon dioxide affect the radiative budget of the atmosphere. The existing international agreement to limit greenhouse gases, the Kyoto Protocol, includes carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), hydrofluorocarbons (HFCs), perfluorocarbons (PFCs), sulfur hexafluoride (SF6) and credit for some carbon sinks. We investigate technological options for reducing emissions of these gases and the economic implications of including other greenhouse gases and sinks in the climate change control policy. We conduct an integreated assessment of costs using the MIT Emissions Prediction and Policy Analysis (EPPA) model combined with estimates of abatement costs for non-CO2 greenhouse gases and sinks. We find that failure to take advantage of the other gas and sink flexibility would nearly double aggregate Annex B costs. Including all the GHGs and sinks is actually cheaper than if only CO2 had been included in the Protocol and their inclusion achieves greater overall abatement. There remains considerable uncertainty in these estimates, the magnitude of the savings depends heavily on reference projections of emissions, for example, but these uncertainties do not change the overall conclusion that non-CO2 GHGs are an important part of a climate control policy.

Abstract:To slow down climate warming and achieve sustainable development, the Paris Agreement attempts to establish cooperative approaches (Article 6.2 in the Paris Agreement) and a sustainable development mechanism (Article 6.4 in the Paris Agreement) for carbon trading. However, deficiencies in implementation exist due to a lack of systematic execution regulations and an integrated management system. To strengthen the effectiveness of the two carbon trading mechanisms for reducing carbon emission, this paper aims to propose an implementation framework of cooperative approaches and a sustainable development mechanism. Based on the international regime theory in global climate change and the nine elements of the market mechanism, the paper makes use of comparative analysis to discuss the type of mechanism, coverage of the system, operational framework, governance framework, and implementation framework of cooperative approaches and a sustainable development mechanism. The main results and conclusions are as follows: (1) Cooperative approaches are considered as project-based and quota-/credit-based carbon market mechanisms. Under cooperative approaches, trading units should be authorized at the international-regional and sub-regional levels. CO2, CH4, N2O, HFCs, PFCs, SF6, and NF3 are the seven types of greenhouse gases that could be traded through cooperative approaches, and they shall be accounted by the unit of CO2-eq. (2) The sustainable development mechanism is considered as an industry-based and credit-based carbon market framework. Under the sustainable development mechanism, trading units should be authorized at the international level. CO2, CH4, N2O, and PFCs can work in the sustainable development mechanism as subject matters. The unit of gases shall be CO2-eq as well. (3) The implementation framework of cooperative approaches ought to follow three stages: project preparation, project submission, and auditing, as well as internationally transferred mitigation outcomes transfer. The implementation framework of the sustainable development mechanism ought to contain three stages: project development and review, project implementation and monitoring, and project acceptance and unit transfer. The authors hope it can work as a guideline for the early implementation stage of the cooperative approaches and sustainable development mechanism to stimulate carbon reduction and further slow climate change.
Efforts-sharing to Achieve the Paris Goals: Ratcheting-up of NDCs and Taking Full Advantage of International Carbon Market

Abstract:Aggregated mitigation efforts represented by current Nationally Determined Contributions (NDCs) fall far short of meeting the 2 degrees C and 1.5 degrees C Paris goals, and Parties should enhance their mitigation targets through a ratcheting-up mechanism to close the large gap. The paper first assesses the stringency of major emitters' NDCs based on a comparison with the seven equity allocations. Then, it proposes a novel ratcheting-up scheme which distributes the mitigation gap between aggregated NDCs and the Paris goals based on key equity criteria and calculates the additional emission reduction rates for countries with insufficient ambitions. To fully consider different ambition levels of NDCs and also avoid overambitious outcomes, lower and upper limits are set for individual country's reduction rate, thus improving the equity and feasibility of the scheme. The results indicate that most countries should strengthen current efforts. By 2030, countries with insufficient NDCs need to reduce their aggregated emissions by 23% and 36% respectively to achieve the 2 degrees C and 1.5 degrees C goals. Most developed countries should undertake reduction rates which are above the global average level. Under the 1.5 degrees C pathway, many developed countries need to reduce their NDC emissions by about 50% in 2030. The mitigation costs of achieving the Paris goals as well as the benefits of international emissions trading have been evaluated. The results show that global GDP losses in 2030 for achieving 2 ?C and 1.5 degrees C could decrease by 69% and 50% respectively through permits trading, and regional GDP losses would also be reduced, highlighting the importance of an effective global carbon market for meeting the Paris goals.

Abstract:The atmospheric methane burden is increasing rapidly, contrary to pathways compatible with the goals of the 2015 UNFCCC Paris Agreement. Urgent action is required to bring methane back to a pathway more in line with the Paris goals. Emission reduction from 'tractable' (easier to mitigate) anthropogenic sources such as the fossil fuel industries and landfills is being much facilitated by technical advances in the past decade, which have radically improved our ability to locate, identify, quantify, and reduce emissions. Measures to reduce emissions from 'intractable' (harder to mitigate) anthropogenic sources such as agriculture and biomass burning have received less attention but are also becoming more feasible, including removal from elevated‐methane ambient air near to sources. The wider effort to use microbiological and dietary intervention to reduce emissions from cattle (and humans) is not addressed in detail in this essentially geophysical review. Though they cannot replace the need to reach 'net‐zero' emissions of CO 2 , significant reductions in the methane burden will ease the time‐scales needed to reach required CO 2 reduction targets for any particular future temperature limit. There is no single magic bullet, but implementation of a wide array of mitigation and emission reduction strategies could substantially cut the global methane burden, at a cost that is relatively low compared to the parallel and necessary measures to reduce CO 2 , and thereby reduce the atmospheric methane burden back toward pathways consistent with the goals of the Paris Agreement.
