Abstract:The Women’s Empowerment in Agriculture Index (WEAI) is a new survey-based index designed to measure the empowerment, agency, and inclusion of women in the agricultural sector. The WEAI was initially developed as a tool to reflect women’s empowerment that may result from the United States government’s Feed the Future Initiative, which commissioned the development of the WEAI. The WEAI can also be used more generally to assess the state of empowerment and gender parity in agriculture, to identify key areas in which empowerment needs to be strengthened, and to track progress over time. The WEAI is an aggregate index, reported at the country or regional level, based on individual-level data collected by interviewing men and women within the same households. The WEAI comprises two subindexes. The first assesses the degree to which women are empowered in five domains of empowerment (5DE) in agriculture. It reflects the percentage of women who are empowered and, among those who are not, the percentage of domains in which women enjoy adequate achievements. These domains are (1) decisions about agricultural production, (2) access to and decisionmaking power about productive resources, (3) control of use of income, (4) leadership in the community, and (5) time allocation. The second subindex (the Gender Parity Index [GPI]) measures gender parity. The GPI reflects the percentage of women who are empowered or whose achievements are at least as high as the men in their households. For those households that have not achieved gender parity, the GPI shows the empowerment gap that needs to be closed for women to reach the same level of empowerment as men. This technical paper documents the development of the WEAI and presents pilot data from Bangladesh, Guatemala, and Uganda, so that researchers and practitioners seeking to use the index in their own work would understand how the survey questionnaires were developed and piloted, how the qualitative case studies were undertaken, how the index was constructed, how various indicators were validated, and how it can be used in other settings.

Abstract:This introduction to a special section describes how a recently developed measure, the project-level Women's Empowerment in Agriculture Index (pro-WEAI) can be used to assess empowerment impacts of agricultural development interventions in India and Bangladesh as well as broader changes in rural labor markets. The special section comprises three papers. The first examines the impact of membership in self-help groups in five states in rural India on women's and men's empowerment and gender equality. The second presents experimental evidence from a pilot project in Bangladesh that provided trainings in agricultural extension, nutrition behavior change communication, and gender sensitization to husbands and wives together. The third investigates changes in women's roles within the jute value chain in the Southern Delta region of Bangladesh as household members migrate out of the study area and the availability of male labor declines. Although these papers focus on Bangladesh and India, pro-WEAI can be applied to impact assessments of agricultural development projects more generally. The three papers show both the usefulness of this new measure in detecting changes in empowerment indicators within the lifespan of a project and the value of having explicit empowerment objectives in agricultural development projects. The papers also demonstrate the value of having data on both men and women so that project designers can be more intentional about including both of them and monitoring outcomes for both to promote more gender equitable outcomes.

Taking Power: Women's Empowerment and Household Well-Being in Sub-Saharan Africa

Abstract:This paper examines women's power relative to that of their husbands in 23 Sub-Saharan African countries to determine how it affects women's health, reproductive outcomes, children's health and children's education. The analysis uses a novel measure of women's empowerment that is closely linked to classical theories of power, built from spouses' often-conflicting reports of intrahousehold decision-making. We find, as in previous literature, that well-being outcomes for women and children are often best in scenarios where the woman's power is recognized by her husband. We also find that women taking power—assigning themselves more decision-making power than their husbands do to them—is better for her reproductive health and children's health, but is worse for emotional violence, compared to being given power by their husbands. The results show the conceptual and analytical value of intrahousehold contention over decision-making and expand the breadth of evidence on the importance of women's power for economic development.

The internal consistency was assessed with Cronbach's alpha, item-rest, average inter-item, inter-domain, and domain-to-index correlation. Results: A 12-item (factor loading ≥0.40) WEI comprising three domains-decision-making power, attitude toward gender-based violence (GBV), and social independence-was constructed with acceptable internal consistency (Cronbach's alpha = 0.747). The multidimensionality of the index was also observed. Conclusion: A concise agency-based WEI was constructed, where decision-making power was explored as the major domain. This index in the context of rural West Bengal could be further utilized to assess women's empowerment and elicit its association with resources and achievements.

Abstract:There exists comprehensive literature on women's empowerment; however, studies on the measurement of empowerment in the agricultural context are scarce, particularly in Azad Jammu and Kashmir (AJK) Pakistan. In this paper, we used the Women's Empowerment in Agriculture Index (WEAI), which includes five domains, i.e. resources, production, income, leadership, and time, to measure women's empowerment in the agriculture sector. A survey of 600 rural women and 18 focus group discussions (FGDs) were conducted by using multi-stage sampling. The results show that about 72% of the women are disempowered, and attribute to low socio-economic conditions, i.e. they have limited access to resources and little leadership skills as rural women in AJK are not free to speak in public. The results further reveal that women are also disempowered in some other indicators, such as autonomy in production, income, and leisure time. So, based on the current findings, it is proposed that government should strengthen these areas through effective policies to improve the status of women.

Abstract:Abstract Climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability and accessibility of food products. Crop diversification is a form of adaptation to climate change that reduces exposure to climate-related risks and has also been shown to increase diet diversity, reduce micronutrient deficiencies, and positively affect agro-ecological systems. Despite these benefits, the level of crop diversification in Bangladesh remains extremely low, requiring an examination of the factors that support uptake of this practice. This paper explores whether women’s empowerment, measured using the Women’s Empowerment in Agriculture Index (WEAI), leads to increased diversification in the use of farmland. Our results reveal that some aspects of women’s empowerment in agriculture, but not all, lead to more diversification and to a transition from cereal production to other crops like vegetables and fruits. These findings suggest a possible pathway for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.

Abstract:Understanding the effectiveness of programs designed to empower women is important for development policy, and critically important in places with historically unequal gender norms. In this paper, we evaluate the impact of a multidimensional program on women's empowerment in northern Tanzania, where our study sample is among the pastoralist and traditionally patriarchal Maasai tribe. The multidimensional approach of the program included various components: microcredit groups, business skills, livestock management, water improvements, women's rights discussions, and nutrition education. To measure the effect of the program, we employ a difference-in-differences approach, with doubly robust weighting. We use the livestock-enhanced project-level Women's Empowerment in Agriculture Index (pro-WEAI), a new quantitative measurement of women's empowerment designed for communities where livestock is a main productive asset. Our analysis of the program impact shows that the multidimensional program led to higher levels of empowerment for young women, specifically more group membership, access to credit, increased control over income, and a larger input into household productive decisions. Notably, the improvement in empowerment for young women does not reflect any change in attitudes towards intimate partner violence. Despite the positive findings for young women, we do not find any change in empowerment for the full sample of women (all ages). Our results demonstrate that programming focused on women's empowerment has differential effects over a woman's life cycle.

Abstract:Systematic reviews and meta-analyses generally focus on intervention impacts or outcomes. Less common, however, are reviews of the assumptions and theory underlying the pathways between intervention and outcome. We consider the hypothetical case for interventions to empower female farmers, either by prioritising women for new investments or re-allocating existing resources. Empowerment is defined as increased women's decision-making authority related to agricultural resources, management and production, and income. We hypothesise two avenues through which productivity or health benefits might arise: (i) eliminating female-male differences in, e.g. input access; or (ii) leveraging gendered risk, time, and social preferences leading women to differentially allocate resources. A review of evidence highlights the extent of support for the baseline, behaviour change, and economic benefit assumptions behind these hypothesised avenues. Findings suggest returns to investing in female farmers could be significant in various contexts but estimates of economic returns to empowering women in agriculture remain limited.

Abstract:This paper draws on data from five sub-Sahara African countries; Uganda, Rwanda, Malawi, Zambia, and Mozambique consisting of 10,041 married women who were cohabitating with a male spouse. The study aim was to investigate the relationship between women’s empowerment and women’s dietary diversity and consumption of different food items. Women’s empowerment was measured using the indicators in the five domains of Women’s Empowerment in Agriculture index (WEAI) and women’s dietary diversity and food consumption was examined using the women’s dietary diversity score (WDDS) measure. OLS and LPM regressions were used and analyses were confirmed using marginal effects from Poisson and logistic regressions. Results suggest that three out of the 10 WEAI indicators of empowerment showed different magnitude and direction in significant associations with improved WDDS and varied associations were found in three out of the five countries examined. In addition, the three significant empowerment indicators were associated with the consumption of different food groups in three out of the five countries examined suggesting that diverse food groups account for the association between the WEAI and WDDS. Improved autonomy, and input in production were associated with improved likelihoods of consumption of dairy products, and fruits and vegetables including vitamin A-rich produce. Empowerment in public speaking was associated with improved consumption of other fruits and vegetables including vitamin A-rich produce. The varied nature of empowerment indicators towards improving women’s dietary diversity and food consumption suggests that different empowerment strategies might confer different benefits towards the consumption of different food groups. Abstract:Development interventions increasingly include women's empowerment and gender equality among their objectives, but evaluating their impact has been stymied by the lack of measures that are comparable across interventions. This paper synthesizes the findings of 11 mixed-methods impact evaluations of agricultural development projects from South Asia and sub-Saharan Africa that were part of the Gender, Agriculture, and Assets Project, Phase 2 (GAAP2). As part of GAAP2, qualitative and quantitative data were used to develop and validate the multidimensional project-level Women's Empowerment in Agriculture Index (pro-WEAI), which was used to assess the impact of GAAP2 projects on women's empowerment. This paper assesses the extent to which: (1) a two- to three-year agricultural development project can contribute to women's empowerment; and (2) a suite of methods comprising a standardized quantitative measure of women's empowerment and a set of qualitative protocols, can evaluate such impacts. Our synthesis finds that the most common positive significant impacts were on the instrumental and collective agency indicators that comprise pro-WEAI, owing to the group-based approaches used. We found few projects significantly improved intrinsic agency, even among those with explicitly stated objectives to change gender norms. Unsurprisingly, we find mixed, and mostly null impacts on aggregate pro-WEAI, with positive impacts more likely in the South Asian, rather than African, cases. Our results highlight the need for projects to design their strategies specifically for empowerment, rather than assume that projects aiming to reach and benefit women automatically empower them. Our study also shows the value of a suite of methods containing a common metric to compare empowerment impacts and qualitative protocols to understand and contextualize these impacts.

Abstract:As previous research in international development has clearly demonstrated (see Banerjee and Prasad, 2008 for an overview), cultural values have an impact on the conceptualization of empowerment. In this paper we explore the implications of Power Distance as a cultural dimension for the use of participatory methodologies toward achieving women empowerment in rural areas in the Global South. Our critical analysis of cultural differences between the intervention facilitator (a Western-based NGO) and a rural community in SNNPR (Southern Nations, Nationalities and People’s Regions) in Ethiopia reveals how discrepancies in the perception of cultural values impacted the different stages of the intervention. These discrepancies ranged from the principles of facilitation (facilitation from the back and its paradoxical effects in such hierarchical contexts) to the focus on tools (on equality between individuals rather than focus on the family as the smallest unit). Discrepancies also surfaced from the selection criteria of participants (highly vulnerable groups; one spouse per family; number of participants from one community all of which prevented the impact of the intervention to be more powerful in the long run) and from how the participants are organized during trainings (the ratio of mixed vs. segregated groups and the criteria of group segregation – this can play a large role in regard to the potential openness of conversations and the creation of safe spaces to explore new identities which are the key to empowerment). Through all the stages of the intervention, we make suggestions on how to better implement such methodologies in the future, in a context-sensitive manner, by considering the cultural differences in assumptions and practices.

Abstract:Empowering women and promoting gender equality is crucial for accelerating sustainable development in fragile countries, including the Democratic Republic of Congo (DRC). However, there is scarce existing knowledge or understanding of the factors determining women's empowerment in these contexts. We aimed to assess women's empowerment and determine its associated factors in Kinshasa, DRC. We analyzed data from the 2021 Performance Monitoring Assessment (PMA) survey. A sample of 1365 women of childbearing age was retained for this study. Twenty empowerment items related to household decision-making, contraception use, and husband/partner influence were considered. We calculated the average women's empowerment index (aWEI), identified the women's empowerment variables using principal component analysis (PCA), and determined the associated factors for the first three principal components through the performance of multivariate binary logistic regression. In Kinshasa, the overall aWEI was estimated at 0.65. It was low for household decision-making (0.34) and high for husband/partner influence domains (0.93). Three principal components were identified and named, including the absence of threats, control of sexuality, and participation in decision-making. The factors associated with these components were having internet access, being in free union with a partner, being aged 40–49 years, and residing in a non-slum area. Increasing access to information would enable women in Kinshasa to make strategic decisions about their lives, benefiting themselves and others.

Abstract:This study examines the effect of women’s socioeconomic empowerment on environmental sustainability in Africa over the 1996-2019 period. Results of the system Generalised Method of Moments (GMM) estimator reveal that women’s socioeconomic empowerment is environment enhancing. Moreover, the findings reveal that the environmental impact of women’s socioeconomic empowerment is modulated through GDP per capita and Foreign Direct Investments (FDI), leading to respective net effects of 0.002055 and 0.003478. These positive net effects are offset beyond respective threshold values of 9.513889 and 9.611398. These thresholds of GDP and FDI are critical for complementary policies relating to the link between women empowerment and environmental sustainability. Consequently, for women empowerment to effectively contribute to environmental sustainability in Africa, various governments, either through individual or concerted efforts should endeavour to create enabling business environments capable of attracting substantial FDI necessary to propel sustainable growth. Moreover, the nexus is not linear and hence, governments should also be aware of critical levels of FDI and GDP per capita at which, complementary policies are needed for women’s socioeconomic empowerment to maintain a positive influence on environmental sustainability.

Abstract:Abstract There is a strong impetus in international agricultural development to close ‘gender gaps’ in agricultural productivity. The goal of empowering women is often framed as the solution to closing these gaps, stimulating the proliferation of new indicators and instruments for the targeting, measurement, and tracking of programmatic goals in research for agricultural development. Despite these advances, current measurements and indices remain too simplified in terms of unit and scope of analysis, as well as being fundamentally flawed in how they aim to capture the relevance of ‘gender’ in diverse local contexts. We propose that the impulse to apply exogenously defined and weakly validated ‘women’s empowerment’ measures to diverse local contexts risks prioritizing practical expedience over scientific accuracy and societal relevance. Furthermore, the application of such measures risks creating the impression that programmatic “gender targets” are being achieved, while simultaneously undermining substantive gender transformative goals. The authors conclude that a different methodological approach grounded in participatory and qualitative methods is needed to create more meaningful metrics for assessing progress towards women’s empowerment.

Abstract:Abstract Background Women empowerment has been linked to increased skilled antenatal care (ANC) service use. However, there is no evidence on the net effect of women empowerment on ANC in the Sub-saharan African (SSA) region. We aim to address the knowledge gap on whether or not women empowerment positively influences the uptake of ANC at the SSA regional level. Methods We analyzed the Demographic Health Survey (DHS) datasets from 33 SSA countries. Following the DHS data analysis guideline, we measured women empowerment using two indicators. The first indicator is an index, which comprises decision-making on women’s own health, household purchase and visit to family or relatives whilst disagreeing statements that husband is justified in beating his wife constitutes the second indictor. We performed confounder-adjusted logistic regression analysis for the two indicators with ANC attendance in each of the 33 countries. Then, we pooled the adjusted Odds Ratios (OR) using the random effect model through the two-stage Individual Participant Data meta-analysis technique. Summary findings are reported in OR and corresponding 95 %CI and are presented in a forest plot. Results Moderately empowered women had marginally higher odd of skilled ANC service across the SSA region (aOR = 1.19; 95 %CI: 1.03, 1.38, with a prediction interval of 0.58, 2.45). Conversely, being involved in the three decisions (aOR = 1.15; 95 %CI: 0.99, 1.33, with prediction interval 0.57, 2.31), and attitude towards wife-beating (aOR = 0.97; 95 %CI: 0.88, 1.06, with prediction interval of 0.63, 1.48) had no statistically significant relationship with ANC. Conclusions Women empowerment did not predict the use of skilled ANC in the context of the SSA region. We recommend that further studies be conducted in order to understand how women empowerment affects skilled ANC service utilization in the region.

Abstract:Purpose The majority of poor women in Africa live in rural areas, and investigating their empowerment status and factors influencing their empowerment is therefore a tool for overcoming poverty. This paper investigated the dimensions and determinants of women's empowerment in rural Nigeria. Design/methodology/approach This study used data from the 2013 Nigeria Demographic and Health Survey (NDHS). Information on women's agencies, resource, income, leadership and time/workload was used to construct women empowerment index (WEI). Data were analyzed using descriptive statistics and logit regression model. Findings Most of the decisions were made by the women's spouses, while decisions on how to spend her earnings were jointly made with her spouse. A majority of the women did not justify beating nor owned businesses. A larger percentage of rural women were disempowered than men; agency had the highest relative contribution to women's disempowerment; and women in the northern zones of Nigeria were less empowered than their southern counterparts. Husband's education and her age were inversely related to women's empowerments while her education, household size and being the household head were directly related to it. Originality/value There is a dearth of empirical studies on multidimensional women's empowerment in rural Nigeria. This study therefore provides a clear understanding of drivers of women's empowerment in rural Nigeria, and its findings are to serve as guiding documents for policymakers in designing gender-responsive interventions programs and implementation of a genuine gender mainstreaming in rural development policy in Nigeria. Further, the findings would contribute to the growing body of knowledge, especially empirical studies, on women's empowerment in Nigeria and the developing world. Abstract:This paper advances a new approach to conceptualise, define and systematically measure women's empowerment. A review of literature identified that empowerment is multidimensional, and that women empowered in one dimension are not necessarily empowered in the other. It was also established that women need both resources and a sense of agency to independently achieve their livelihood outcomes. Therefore, it was concluded that both agency and resources are the best indicators of women's level of empowerment. In view of the multidimensional nature of women's empowerment, this study proposed the use of principal component analysis (PCA) on women's level of agency and resources to generate factor scores (i.e., indicators of each woman's level of empowerment) at each dimension of empowerment (i.e., indicated by each PC) as the better approach to quantitatively measure women's empowerment. Data to test this approach was taken from rural women in Msinga Local Municipality of South Africa. Application of PCA, showed the dominant dimensions in which women in the study area were empowered while the PC factor loadings quantitatively measured the level of empowerment along each dimension. It was concluded that women's empowerment is best conceptualised as increases in women's capabilities and hence, application of PCA to the indicators of women's indicators of resources and agency is the most suitable approach to capture their empowerment levels across different dimensions.

Abstract:Recent empirical literature has focused on the social aspect of gender-based violence regarding domestic violence and physical abuse while the implications of economic empowerment in an attempt to reduce gender-based violence remain under-researched. This study investigated the connection between female economic empowerment and factors that could reduce gender-based violence in sub-Saharan African countries. We used the panel fully modified least squares estimation method to investigate the long-run implications. The gender inequality index, the female genital mutilation prevalence, and the number of female children out of school were used as proxies for gender-based violence. Likewise, economic empowerment was a proxy for female economic participation; it was replaced by female employment for the robustness test. Evidence from the panel fully modified least squares estimation showed that female economic empowerment had a negative relationship with the gender inequality index, the number of female children out of primary school, and female genital mutilation. We concluded that an increase in the economic power of females through increased economic participation could reduce gender-based violence in the long run. Based on these findings, this study recommends policies to improve the situation. This study shifts attention to the macro-connection between factors that can reduce GBV and increase female economic empowerment in selected areas of sub-Saharan Africa.
